The Republic of Moldova is a young post-Soviet country facing a continuous internal struggle in the definition of its identity given its location between two major geopolitical blocs – Euroatlantic and Eurasian. In consequence to the combination of several internal and external factors it has striven to stabilize its political scene, sustain economic growth and enhance defense capabilities since its creation. Yet the success is questionable and Moldova today manifests certain features of state fragility. The aim of the article is to answer the question whether Moldova can be regarded as a failing state and if so, which areas in terms of sectoral security are stricken the most by state fragility. The authors point to the shortcomings that Moldova exhibits in political, economic and military sectors of security and concludes that potential failure of Moldova may have serious geopolitical consequences given the interests of external actors, especially Russia. The authors also suggest that the future development of Moldova will depend to a large extent on the attitude and role of the European Union in regard to the stabilization of the state

The Arab Spring spread throughout the Middle East and North Africa, and what started in hope quickly devolved into struggles for formal and informal power. Violence in Libya was intensified by institutions’ inabilities to maintain governance, contain violence, and quell the rise of armed groups. Power in Libya is in constant contention by opportunistic tribal and regional militias, Islamist groups, and government and military power brokers. Libya is on the verge of becoming a failed state; allowing Libya to fail will have local, regional, and international repercussions. The challenge is to understand why the loosely formed alliances between government and tribal, regional, and Islamist militias are falling apart. The introduction of the Islamic State in Libya increases the urgency for these disparate groups to resolve their differences. This thesis concludes that Gaddafi nurtured a sentiment of distrust between the people, Islamists, and government institutions. This trust deficit in post-revolutionary Libya has stymied cooperation and progress. Any meaningful solutions will have to address the core issue of social trust, the emergence of the Islamic State, and economic weakness before reconciliation or reforms can occur.

The learners going through outcomes-based education (OBE) were expected to acquire skills which would help them to become critical thinkers, good workers and good citizens. However, this is not happening for learners in the Free State Goldfields' township schools, due to the unsuccessful implementation of OBE in these schools. The purpose of this study is to investigate why OBE is failing in the Free State Goldfields' township schools. In order to determine these reasons, a questionnaire was developed and administered on 183 educators from township primary schools in the Free State Goldfields. Focus group interviews were also conducted to confirm information collected through the questionnaire. Data collected was qualitatively analysed. It was found that the inadequate professional training received by educators, the poor home backgrounds of learners, illiteracy of parents, and a lack of adequate resources and facilities were the main reasons why the implementation of OBE was not succeeding in these schools. The re-training of the township school educators, the involvement of parents and the provision of resources may help to implement OBE more effectively in these schools.

This study unpacks the key frames and sources used by the South African print media in their coverage of the ‘service delivery protests’ in 2013. It explores how the frames are linked to each other, how the sources link to each other, and how the frames and sources correlate. The study focuses on print media sources as catalogued in the SA Media database, identifies the most prevalent frames and sources used, and using a hierarchical cluster analysis identifies how frames are related to each other, how sources are related to each other, and how frames and sources correlate. The study found that the most prevalent frames on ‘service delivery protests’ used by the South African print media in 2013 were the war/spectacle frame and the failed democracy frame, followed by the law/crime frame, all of which serve to delegitimise service delivery protests. Local government and police sources were most prevalent. The study suggests that there is still contestation about the kinds of spaces citizens should use for political engagement, and contestation about how power operates at local government level. The media also implies that the South African state is failing, and suggests remedies for these failings.

The problem of failing to carry out a contract that occurs in the housing financing in Brazil is a big drawback to the national development and therefore it does not reduce the lack of housing that affects the Brazilian population. The volume of housing credit is growing year after year specially after the banking institutions had to invest into the housing financing instead of investing into the financial market. Although these investments brought good revenues to the institutions these same investments did not bring any improvement to the financial indicators of Brazil such as jobs, number of houses financed, reduction of housing deficit among others. In this paper, an econometric model was used to explore the client profile in case of breaches of contracts according to some variables considered important in the study of the causes of a non-payment situation and some possible solutions. The data used in this model were collected from CEF â CAIXA ECONÃMICA FEDERAL considered the financial institution with the greatest participation into the housing financing and besides this CEF is the government main agent on the execution of social policies. Some of the results must be used as an alert the financial institutions that are in the market such as the growing number of housing units available in big cities, like in Fortaleza in CearÃ, that could bring to a failing to carry out contracts. Among that the continuum of the reduction of interest rates and the extended time payments are some of facilities that are given to the fulfillment of a dream to many Brazilians- to buy their own house. Therefore it is necessary even more the use of instruments that could insure a better risk management to guarantee a return to the investments made and to continue the housing programs that are already in the market.
O problema da inadimplÃncia, que ocorre nos financiamentos habitacionais no Brasil, à um grande entrave ao crescimento econÃmico do PaÃs e à erradicaÃÃo do dÃficit habitacional que atinge a populaÃÃo brasileira. O volume de crÃdito habitacional vem crescendo, ano apÃs ano, principalmente depois que as instituiÃÃes financeiras tiveram que optar por aplicar recursos no mercado imobiliÃrio, em detrimento de aplicaÃÃes no mercado interbancÃrio. Embora tais aplicaÃÃes garantissem bons retornos para as mesmas, comprometiam o desenvolvimento econÃmico do PaÃs, pela nÃo contribuiÃÃo para a melhoria de indicadores financeiros, tais como nÃmero de postos de trabalho, quantidade de unidades financiadas, reduÃÃo do dÃficit habitacional, dentre outros. Neste trabalho, procurou-se desenvolver um modelo economÃtrico que explore o perfil dos clientes inadimplentes, de acordo com algumas variÃveis consideradas importantes no estudo das causas da inadimplÃncia e que possam trazer resultados significativos para as soluÃÃes propostas ao problema do estudo. Os dados utilizados no modelo foram coletados junto à CEF - CAIXA ECONÃMICA FEDERAL, considerada a instituiÃÃo financeira detentora da maior participaÃÃo no mercado de financiamentos imobiliÃrios, alÃm de ser um dos agentes financeiros do Governo para a execuÃÃo de polÃticas pÃblicas e de bem estar social. Alguns resultados devem servir de alerta para as instituiÃÃes financeiras que trabalham no mercado imobiliÃrio, tais como o crescente aumento da oferta de imÃveis nas grandes capitais, como à o caso Fortaleza/CE, que trazem consigo uma maior propensÃo à inadimplÃncia. Aliado a isso, a reduÃÃo contÃnua das taxas de juros e o aumento do prazo de financiamento sÃo algumas das facilidades que estÃo proporcionando a realizaÃÃo de um sonho de muitos brasileiros, que à a aquisiÃÃo da casa prÃpria. Portanto, faz-se necessÃrio, cada vez mais, o uso de ferramentas que propiciem um melhor gerenciamento de risco, para garantir o retorno dos recursos aplicados e a continuidade dos programas habitacionais existentes no mercado.

The international community is often challenged with stabilizing failing states that are incapable of providing security, health, food and water to their citizens. Humanitarian concern about starvation, rapes, massacres, and oppression of the vulnerable in these states must be addressed. These states may also provide safe havens for terrorists and other groups that become threats to global security. The international community establishes complex missions with both a "soft approach" of providing only humanitarian aid and a stronger version that exercises binding power over local stakeholders. This thesis analyzes these complex international interventions and argues that missions with binding power are more successful. It begins with theoretical reasoning on why missions with binding power are expected to be successful and continues with empirical data through the comparison of 13 international missions in eight different countries. Five of these international interventions in three countries are reviewed in detail. The UNMIK and EULEX in Kosovo and UNOSOM in Somalia are considered as successful examples while the UNOSOM II and AMISOM in Somalia are failures. Finally, this thesis analyzes the current situation in Yemen and provides policy recommendations by applying lessons drawn from the analysis and comparison of the case studies in Kosovo and Somalia.

Bayesian estimation techniques are finding application domains in machinery fault diagnosis and prognosis of the remaining useful life of a failing component/subsystem. This paper introduces a methodology for accurate and precise prediction of a failing component based on particle filtering and learning strategies. This novel approach employs a state dynamic model and a measurement model to predict the posterior probability density function of the state, i.e., to predict the time evolution of a fault or fatigue damage. It avoids the linearity and Gaussian noise assumption of Kalman filtering and provides a robust framework for long-term prognosis while accounting effectively for uncertainties. Correction terms are estimated in a learning paradigm to improve the accuracy and precision of the algorithm for long-term prediction. The proposed approach is applied to a crack fault and the results support its robustness and superiority.

Approximately 5.7 million Americans are afflicted with heart failure, with a reported 670,000 new diagnoses each year [1]. Left ventricular assist devices (LVADs) function as a bridge to transplant therapy for advanced staged heart failure patients awaiting a donor heart. A pulsatile 50cc LVAD, Figure 1, is currently under development for cardiac support of patients with limited chest cavity size. Although the 50cc LVAD is functional in assisting a failing ventricle, complications such as thrombus formation may limit long term usage.

The use of ventricular assist devices (VADs) as a means of cardiac support for patients with diminished heart function has been investigated since the 1960s [1]. While VAD therapy has had success in assisting the failing heart, thrombus formation within these devices is one of various complications that still limit its long term use. Research has shown that thrombus deposition in VADs is a function of the underlying fluid mechanics within these devices. Abstract Effort and complexity for failure analysis are increasing on state of the art logic designs. As chips become more and more complex, functional tests are not possible anymore [1] and are replaced with automatic test pattern generation (ATPG) using a full scan design approach. Analysis of failing devices, however, becomes more complex as scan chains contain a large number of flip flops and localization of the failing net is a prerequisite for subsequent physical failure analysis (PFA). This becomes especially true for flip chip products, since access to the chip front side is not easily possible any more. This report describes the necessary failure analysis steps in order to identify the root cause of scan shift problems associated with two products fabricated in deep sub-micron technology

Abstract Temperature sensitive single bit failures at wafer level testing on 0.4µm Fast Static Random Access Memory (FSRAM) devices are analyzed. Top down deprocessing and planar Transmission Electron Microscopy (TEM) analyses show a unique dislocation in the substrate to be the cause of these failures. The dislocation always occurs at the exact same location within the bitcell layout with respect to the single bit failing data state. The dislocation is believed to be associated with buried contact processing used in this type of bitcell layout.

Abstract This paper presents an effective device-level failure analysis (FA) method which uses a high-resolution low-kV Scanning Electron Microscope (SEM) in combination with an integrated state-of-the-art nanomanipulator to locate and characterize single defects in failing CMOS devices. The presented case studies utilize several FA-techniques in combination with SEM-based nanoprobing for nanometer node technologies and demonstrate how these methods are used to investigate the root cause of IC device failures. The methodology represents a highly-efficient physical failure analysis flow for 28nm and larger technology nodes.

Abstract Resistive Interconnection Localization (RIL) is a new scanning laser microscope analysis technique that directly and rapidly localizes defective IC vias, contacts, and conductors from the front side and backside. RIL uses a scanned laser to produce localized thermal gradients in IC interconnections during functional testing. A change in the pass/fail state with localized heating of the IC identifies the failing site. The technique reduces the time to locate a resistive via from months to minutes. The sources of defective vias, the physics of RIL signal generation, and examples of RIL analysis are presented.

Abstract A functional fail of a DRAM is analyzed by using an analog output of the device as an input signal of a microscope. Local heating by an IR laser changes the pass/fail behavior and thus the analog output of the DRAM. Although the observed spots do not belong to the physical defect, they give a starting point for further electrical analysis leading to the root cause of the failure. The paper will present a case study on a state-of-the art DRAM device failing with a timing problem. Especially the test aspects as well as the setup for the temperature dependent localization will be described. Finally an interpretation of the results will be proposed.

Spectrum-based fault localization (SFL) correlates a system's components with observed failures. By reasoning about coverage, SFL allows for a lightweight way of pinpointing faults. This abstraction comes at the cost of missing certain faults, such as errors of omission, and failing to provide enough contextual information to explain why components are considered suspicious. We propose an approach, named Q-SFL, that leverages qualitative reasoning to augment the information made available to SFL techniques. It qualitatively partitions system components, and treats each qualitative state as a new SFL component to be used when diagnosing. Our empirical evaluation shows that augmenting SFL with qualitative components can improve diagnostic accuracy in 54% of the considered real-world subjects.

Abstract While assessing post-hydraulic-fracture perforation growth using solid-state, high-resolution acoustic imaging tools, it was noted that plug failures were occurring at a high frequency. Though plug failures can be observed from hydraulic fracture surface pressure and flowrate data, the aggregate frequency, causes, and severity of the resulting erosional damage at plug locations was not previously well understood and highly speculative. The sub-millimetric three-dimensional imagery generated from high resolution solid-state acoustic tools significantly improved the industry's awareness of plug failure frequency, mechanisms of failure, and the resulting impact to stimulation efficiency. These acoustic tools helped to uncover the causes and explore possible solutions to failing plugs. This paper presents aggregate data encompassing casing wall loss at over 2700 plug locations and presents emerging trends that appear across the broader dataset. In addition, this paper showcases the usage of high-resolution acoustic imaging in two operator-specific case studies.

Schools routinely face federal and state mandated changes, like the Common Core State Standards or standardized testing requirements. Sometimes districts and schools want to take on new policies and practices of their own, like anti-bullying programs or using technology to deliver instruction. Regardless of the origin of the change, implementation requires them to take on additional work; yet experts estimate that only 30 to 50 percent of major change efforts in organizations will succeed. Failing change efforts result in not only financial losses but also lowered organizational morale, wasted resources, and lost opportunities. For schools where resources are already stretched thin, the consequences of failed change initiatives can be particularly devastating. In this paper, we discuss results of a study, over a school year, of school principals who were working on implementing a new change initiative in their schools. We apply lessons from the change management literature and focus on the importance of assessing readiness for change as a key step in ensuring the success of new initiatives. We share examples of a change readiness rubric to help schools and districts successfully lead change.
