This thesis is an examination of how British television news reported on the Peace Accords signed between Israeli and Palestinian negotiators at the Wye River Plantation, Maryland USA in October 1998. The research involves three elements. Firstly a review of the historiography of the conflict which sketches out the range of views on the history and origins of the dispute. Secondly a content analysis of the peace negotiations themselves. This examines how journalists drew on the range of views present in the historiography in order to contextualise coverage and provide explanations for the conflict. Thirdly the thesis looks at the various factors in production which influence the construction of news in this area, and links this to theoretical debates in the area.

Resumen

This thesis provides an explanation of why Israel in the years between 1988 and 1994 decided on what might be termed a path to peace with both the Palestinians and the Hashemite Kingdom of Jordan. It argues that, in Israel, peacemaking that entails any form of territorial concession is largely an issue that can be best understood in terms of domestic politics. Accordingly, at the heart of this thesis lies the assumption that the key to explaining Israel's road to peace lies in an appreciation of the dynamics of Israel's domestic politics. Part at least of this story is an understanding of certain key moments in the formation of Israeli thinking about movement towards a peace with the Palestinians. The thesis therefore examines the impact of the Intifada on Israeli thinking as well as detailing crucial turning points in domestic politics, not least Labour's electoral victory in 1992 and the subsequent formation of the most dovish government in Israel's history. The thesis also pays attention to the politics of personality and the role of key figures, such as Yitzhak Rabin and Shimon Peres, in the politics that permitted Israel's move to peace. To facilitate such an understanding, the study employs some analytical concepts from what might be described as the 'middle-range' theories, for example the so-called Bureaucratic Politics Model but its judgements are also fundamentally informed by both interview and primary source material. Hence, overall the thesis looks at the internal dynamics of Israeli peacemaking and demonstrates that, although external factors are certainly, as the last chapter argues an important part of the story, the decision to make peace was also rooted in the dynamic complex domestic politics of Israel.

This research questions whether Israel and Palestine should be divided into two states. Viewed through the International Relations (IR) theories of Realism and Liberalism, the ‘Two-State’ solution is the orthodox policy for Israel and Palestine. But Israelis and Palestinians are interspersed and share many of the same resources making it difficult to create two states. So, this research critiques the aforementioned IR theories which underpin the ‘Two-State’ solution. The conclusion reached is that there ought to be new thinking on how to resolve the Israel-Palestine issue.

Resumen

This dissertation assesses the historical engagement of Canadian state and society with the Palestine problem. Canada’s contemporary position on the pro-Israel edge of the spectrum of world politics raises questions about long-term patterns of change and continuity in Canadian politics concerning the Middle East. Liberal patriotic historical narration of Canadian foreign policy conventionally invokes what Lester B. Pearson referred to as ‘the broad and active internationalism’ with which Canadian officials approached the world in the years after World War II. Moderate voices within the contemporary Canadian mainstream typically counterpose this history to a narrow support for Israel that pits Canada against a majority of the world community. This dissertation argues that contemporary political opposition in Canada needs to find other historical precedents to build upon. The established liberal internationalist framing obscures the formative influence upon Canadian foreign policy of a racialized politics of empire. The development of Canadian politics within the framework of the British Empire, and the domestic structures of racial power that formally endured into the twentieth century, need to be taken into account if the historical evolution of Canadian external affairs policy on Palestine – as more generally – is to be understood. Historical and political analysis structured around the assertion of national innocence undercuts the kind of understanding of the past that can inform constructive engagement with the problems of the present. As against the pervasive theme of fair-minded Canadian innocence, this dissertation finds that the implication of both the Canadian government and Canadian civil society in the denial of Palestinian rights has deep historical roots. It is critical to look not only at the scope of internationalist tendencies within Canadian political history, but also at their exclusionist boundaries. In so doing, this study positions Canada within wider Western structures of support for Israel against Palestinian and neighbouring Arab societies.

The administration of President George H. W. Bush from 1989 to 1992 saw several firsts in both American foreign policy towards the Middle East, and in the Palestinian-Israeli conflict. At the beginning of the Bush Presidency, the intifada was raging in the West Bank and Gaza Strip, and by the time it was over negotiations were already in progress for the most comprehensive agreement brokered in the history of the conflict to that point, the Oslo Accords. This paper will serve two purposes. First, it will delineate the relationships between the players in the Middle East and President Bush during the first year of his presidency. It will also explore his foreign policy towards the Middle East, and argue that it was the efforts of George H. W. Bush, and his diplomatic team that enabled the signing of the historic agreement at Oslo.

It is divided into four respective sections -- a theoretical framework, historical background, and the two case studies, and it strives to answer a foundational question whether the Czech Republic and Israel can be considered small players in international relations based on the theoretical definition of the notion of a small state as well as the countries' current foreign policy approaches and tools.

Resumo: A presente dissertação pretende fazer uma investigação a respeito do fenômeno chamado de judaização da Palestina: qual é o seu propósito, políticas, meios, instrumentos, técnicas, racionalidade, objetivos e interesses, e medir o seu impacto sobre a questão Israel-Palestina e a vida das pessoas que residem nos Territórios Palestinos Ocupados -palestinos e colonos judeus. Desta forma, serão historicamente e analiticamente examinadas as principais manifestações deste fenômeno, como o desenvolvimento da política de assentamentos judeus nos territórios palestinos e os instrumentos legais e burocráticos de controle social da população palestina entre 1967 e 2013. Pretende-se identificar a racionalidade da burocracia colonial israelense. O problema central da presente investigação reside na contraposição dos argumentos oficiais das autoridades israelenses à respeito da presença judaica nos TPO e do impasse político com os palestinos, trancados nos paradigmas da segurança e do conflito, com o espectro proposto da judaização da Palestina, que trata da colonização, desapropriação, deslocamento voluntário e involuntário e controle social de um grupo étnico social dominante e estrangeiro sobre outro subjugado e indígena. Pretendo sustentar que a narrativa da judaização - em oposição à narrativa hegemônica sionista - é a mais apropriada para compreender alguns aspectos centrais da relação entre judeus e palestinos naquela terra, como a fragmentação espacial da Cisjordânia, o isolamento da Faixa de Gaza, os silenciosos despejos em Jerusalém Oriental e a manutenção do status quo. Abstract: This dissertation aims at investigating a phenomena called Judaization of Palestine: its purpose, politics, means, instruments, techniques, reasoning, objectives and interests and measure its impact on Israel-Palestine matter and lives of people living in Occupied Palestinian Territories (OPT) - palestinians and jewish settlers. In that manner, the main manifestations of this phenomenon will be historically and analitically examined, such as the development of the Jewish settlements in Palestinian territories and the legal and burocratical instruments of social control over the Palestinian population between 1967 and 2013. The central problem of this investigation is focused on the oficial arguments of the israeli authorities about the Jewish presence in the OPT and the political impasse with the palestinians, linked to the paradigm of security and conflict in opposition to the Judaization of Palestine spectrum, which is about colonization, dispossession, volunteer and involunteer desplacement and social control of a foreigner dominant social ethnical group above other indigenous and subdued one. I intend to support the judaization narrative - in opposition to the zionist hegemonic narrative - as the most appropriate to understand some of the central aspects of the dispute between israelis and palestinians over that land, as the spatial fragmentation of Cisjordani, the Gaza Strip isolation, the silent displacement occuring in East Jerusalem and the maintenance of status quo. From this we can reach the relevance and justification for the elaboration of this dissertation

Resumen

Toward the start of the Palestinian Intifada in 2000, activists formed a media watchdog group called Palestine Media Watch (PMW) to challenge U.S. news coverage of the Israeli-Palestinian conflict. Tired of coverage that blamed the conflict on Palestinian terrorism, PMW monitored news coverage, met with newsworkers, and bombarded news organizations with complaints in an attempt to root the conflict’s cause in Israel’s illegal occupation of the Palestinian territories. I study PMW’s efforts to produce change in coverage, and examine its campaigns’ effects. Most critical research examines the news system’s production of “propaganda” and news models suggest that media monitoring is one mechanism through which an entire “ideological air” is supported. “Guardian watchdogs,” like the Israel lobby, guard the ideological boundaries around news content that are erected by others. This study considers PMW’s efforts in terms articulated by the dialogic and dialectical models, which gives agency to dissident movements and requires study of the strategic interactions between media and movements to understand framing struggles. These models suggest that “dissident watchdogs,” like PMW, can affect news coverage. What is not clear is the extent to which dissident watchdogs can affect news content when they can make appeals that resonate with professional journalism but that do not resonate with the country’s ideological air. I examine PMW’s strategies to produce content changes between 2000 and 2004, detail the group’s interactions with newsworkers, and document the outcomes of those interactions to understand the struggle to affect media framing. The watchdog, when it systematically monitored coverage and individually critiqued news staff, produced substantive changes in content and practice but these were limited in number. When the watchdog bombarded news organizations with complaints it was able to produce several superficial changes, but these changes resulted in no meaningful impact on the news frame. These findings indicate that the dominant narrative is incorporative enough to accommodate “journalistically useful” points without resulting in a fundamental or substantive change in the frames that inform newswork. Thus, the emergence of dissident media monitors to “neutralize” guardian monitors is only one step toward affecting the entire “ideological air” that informs newswork of the Israeli-Palestinian conflict and other issues.

The main focus of the dissertation is to examine the interactions between Egyptian foreign policy and the domestic, regional and international dramatic changes that shaped the environment in which that foreign policy was made and operated during the Arab Spring in Egypt from January 2011 to June 2013. The goal is to explore whether domestic, regional and international changes during the Arab Spring had resulted in a substantial change of Egyptian foreign policy in those three years regarding most foreign policy issues especially toward Turkey and Palestine. The dissertation's analysis, while rather qualitative and inductive in nature, employed the neoclassical realism as its theoretical framework. It allowed the researcher to identify major domestic players and issues such as ideology, strategic culture, political religion and the ability to mobilize national resources and study their impact on the foreign policy decision makers. The researcher concluded that the Egyptian foreign policy made several major changes during the Arab Spring especially toward Turkey and Palestine/Israel. of Ph.D. thesis: Middle Eastern Conflict in the French Public Space (2000-2010) Václav Nekvapil, 2013 The main objective of the thesis is to analyse and typologise French social discourse on the Israeli-Palestinian conflict based on a reflection of certain opinions, interests, stances and values associated with today's Jewishness and Jewish diasporic identity. The research also contains an analysis of the official political-diplomatic discourse of both Presidents Jacques Chirac and Nicolas Sarkozy. Based on the methodology of typologisation and critical discourse analysis, we distinguish three basic positions related to the debate on the abovementioned topics in the years 2000- 2010: republican, anti-imperialist and neoconservative. The thesis elaborates on attitudes of presidents of the French Fifth Republic towards Israel and how their policies have been perceived by the Jewish community. The community as such is also a matter of the research: its changing religiosity, demography, immigration of Nord African Jewry and the attitude towards Zionism and the State of Israel.
