Hurwicz was born on August 21, 1917 in Moscow, Russia, at a time of historical tumult, in-between the February revolution that overthrew the Romanov dynasty and the October revolution that ushered in the Soviet Union. From 1934–38, he attended the University of Warsaw, earning an L.L.M. (Magister Utriusque Iuris), a Master of Laws degree in both civil and canon law.
