Resumen
In Polish literature on the subject, the military governor’s office is usually associated with the organisation of the administrative system that prevailed in the partitioning states (Poland’s Partitions 1791-1918). However, the governor’s office had already been known in Poland during the Duchy of Warsaw (1807-1815), when it was, like many other solutions of administrative and military law, imported directly from France. In the structure of Polish public organs, the office of governor was created for the first time during the Polish-Austrian war in 1809. Although no documents have survived from which we could learn of the competences of a Polish governor in those times, what is known is that the description of his authority followed closely the model set out by the French legislation. It was not before the Polish-Russian war in 1830-1831 that first attempts were made to independently set out the authority o f a governor of the Polish state, but even then, at least initially, the solutions set forth by the regime o f the Napoleonic decree were directly referred to and copied. In the second half of the 19th century, shortly before the collapse of the November Uprising, a draft describing the office and competences of a Polish governor was finally ready to be put forward for parliamentary discussion, but it was already too late for the Sejm to deal with it.

The Governor General and the Prime Ministers: The Making and Unmaking of Governments, Edward McWhinney, Vancouver: Ronsdale Press; 2005, pp. 193.The political drama surrounding Paul Martin's minority government awakened media observers to the significance of the governor general, an office long dismissed as a ceremonial vestige of colonialism. There are remarkably few works that might enlighten them about the role. In general, one must seek for such understanding piecemeal through historical studies. This lays a heavy burden of responsibility on any new work purporting to, as Edward McWhinney puts it, define “contemporary ground rules for the exercise of the reserve, discretionary powers of the office” (19). In this not-so-crowded field, a work by a political scientist of McWhinney's considerable reputation could well emerge as the authoritative work on the subject. McWhinney offers it in this spirit, even appending some “Rules of Constitutional Prudence for a Contemporary Governor General.” But a note of caution is in order.

Resumen
ABSTRACTMauritius's unusual welfare state dates back to the introduction of non-contributory old-age pensions in 1950. This article examines the origins of this reform, focusing on the interactions between political actors in both Mauritius (local planters, political activists, and the colonial government) and London (the Colonial Office and Labour Party). Faced with riots among unorganised sugar estate workers in 1937, the colonial administration considered welfare reforms as part of a package intended to substitute for political change. The nascent Mauritian Labour Party used its links to the British Labour Party to apply additional pressure on the Colonial Office and, hence, the Governor in Mauritius. Welfare reform was stalled, however, by resistance from, initially, the governor and, later, the Colonial Office. It took partial democratisation in 1948 to push the local administration towards reluctant reform. The choice of tax-financed old-age pensions reflected the combination of a small and open economy, the absence of surplus land, poorly organised workers, and an effective state.

Resumen
The office of a state lieutenant governor often fails to evoke images of power, influence, or prestige. However, in Texas the office is regarded by many as the most powerful political office in the state. The Texas lieutenant governor derives his power from several sources, including the Texas Constitution, Senate rules, statutes, and the personality of the officeholder. This work explores the role of the Texas lieutenant governor in the pre-modern period with an examination of the office’s legalistic and pre-statehood roots. Aspects explored include the backgrounds of the men who became lieutenant governor, the power the officeholders exerted during their time in office, and whether or not the office became a platform for future political success. The men who served as lieutenant governor during the first century of statehood for Texas did not have the power enjoyed by their more recent contemporaries. However, some of them laid a foundation for the future by exploiting political opportunities and amending legislative practices. As Texas grew into a modern and urban state, the power and influence of the office of lieutenant governor also grew.

After 1930, Japan had been starting the 15-years war period. Taiwan''s monopoly business had always been an important financial support for the Taiwanese governor-general''s office. This study explores what the specific features of the Monopoly Bureau chief and section chief level officials in the public discussion on monopoly business during the war period, and use the relevant files and documents of Monopoly Bureau and Taiwanese governor-general''s office. In addition, this study also tries to comprehend the decision-making process on major policies, the way on formation of policy, and the ban Implementation of the Monopoly Bureau during the war period. By research and analysis, the study found that after 1930, the majority of the monopoly bureau chief and section chief level officials had graduated from Tokyo Empire University. And by passing the higher civil service examination and primary experience for many years in Taiwan, they had planned or enforced a variety of policies to increase income and decrease expenditure In decision-making, the Monopoly Bureau chief and the section chief had been listened to the grassroots views through meetings, and to study or to be as one of the criteria of Monopoly Bureau in the decision-making process. Moreover, it internally been the tyrant on the Taiwanese governor-general''s office, but it still been supervised by Ministry of Colonial Affairs. Therefore, the decision-making which had been referred by the Monopoly Bureau, in addition to submit to the Taiwanese governor-general''s office ,but also to upward communication with the Ministry of Colonial Affairs , the Ministry of Finance ,and other Sectors. Now it seems that the real decision-making power had been the central ministries and even been in the Cabinet, but in fact, the Monopoly Bureau of Taiwanese governor-general''s office had been extremely limited display. View from the effects of the monopoly after 1930, monopoly business had been mainly to increased income for Taiwanese governor-general''s office, but it had been discriminatory treatment.

Standard drawings of official residences prepared by governor-general office in Taiwan were originally designed to provide standardized construction documents to implement standards of use for official residences among officials at all levels. The motivation behind this action was to standardize the size of residence plans. By interpreting these documents, the designers’ ideas regarding the residence type, spatial layout, construction, and materials used can be understood. However, their design ideas also echoed the Office of the Governor-General’s visualization of official residences during the period of Japanese colonization. Regarding the residence type and spatial layout, these documents reflect the succession of traditional way of living. Considering the materials and structures, the designs were adjusted to accommodate the unique environmental challenges encountered in Taiwan and to continue the practice of traditional woodworking. This study conducted an in-depth investigation of aspects related to materials, structures, and building production. The preliminary findings of this study are as follows: (1) The results related to the design perspective indicated that (a) a complementary relationship exists between specifications and drawings; (b) drawing methods in Taiwan during the Japanese colonial period were already modern way of drawings, and their content explanations were further refined with the change in era; and (c) the arrangement of crucial dimensions, specifically, base height, floor height, ceiling height, eave height, and roof slope was identified. (2) General and specific principles regarding building construction and materials were identified. (3) An analysis of 10 test factors compared with actual cases indicated that the footages and structural forms of more than 80% of the cases matched the specifications of the standardized drawings; however, some cases exhibited slight differences in the footage, foundation, wall, and clapboards. Overall, the design aspect of the standard drawings for official residences adopted residence standards as the basis and traditional Japanese wooden structures as the model to simplify the drawings and render the constructions convenient to implement. Timely advances in the use of structures and materials that conformed to Taiwan’s environment presented inherited traditional characteristics and the characteristics altered to adapt to reality. In addition, a comparison of actual cases revealed inconsistencies between cases and the standardized drawing rules and specifications, regardless of the materials and structural forms employed. This phenomenon of principles and exceptions demonstrates that the “standardized drawing rules and specifications” were merely a scheme of reference. Designs that conformed to the principles of this scheme were flexible to different locations, times, and conditions.

Based on the data retrieved from the archives of Taiwanese Governor General’s Office during the Japanese period, this paper examines and categorizes the evolution of the "Building Standards of Official Residences." and “Standard Drawings of Official Residences.” This paper also discusses and comments on the uniqueness in the architecture of these official residences. 1. During the year 1901 and the year 1920, there were sweeping changes in the structures of the local political administrations, which led to changes in the roles of both central government (the Taiwanese Governor General's Office) and the local governments ( county , chou) related to governing of local constructions. During the ensuing years following changes of the local political administrations, the "Building Standard of Ordinary Official Residences" and the "Building standard of Taiwanese Governor General's Office" have been written and modified. These two documents outline the basis for the "Building Standards of Official Residencies."The "Building Standard of Official Residences" was abolished after the year 1945. However, it is still the most important tool to identify and to grade an existing official residence built during the Japanese period. 2. Local governing administrations overseeing constructions were abolished in year of 1901. Instead, the Taiwanese Governor General’s Office provided the “Standard Drawings of Official Residences” for the local governments to use as a guideline. These drawings were widely duplicated or modeled after by the official residences built between year 1901 and year 1920. However, the use of these drawings was greatly diminished in the 1920s because of the re-establishment of local governing administrations overseeing constructions. Nowadays, there are still a significant numbers of remaining official residences which were built during the Japanese period. Some of these buildings are presented as case studies in this paper.

Stone tidal weir is a long-established intertidal fishery in Taiwan. It not only has a relatively high value of historical history, but also makes a considerable contribution to Taiwan's early local fisheries. Stone tidal weir’s distribution covers the coastal areas along the coast of northern Taiwan and the fisheries along the shores of the Penghu region. It is an indispensable fishing method. Stone tidal weir is a man-made object built of dry stones in shallow water. It is easily damaged by wind waves and must be maintained regularly to maintain its state. However, after the 1970s, the benefits of other fisheries have greatly increased, making Stone tidal weir s benefits relatively poor, and fishermen are no longer paying attention to the operation of the Stone tidal weir fishery. In 2009, the Ministry of Culture listed Penghu Stone tidal weir Group as one of the 18 potential sites of Taiwan's world heritage. This shows its preciousness. The purpose of this study is to categorize Taiwan’s Stone tidal weir in the Meiji period from the files of the Governor’s Office in Taiwan and the Governor’s Office in Taiwan. Through content analysis, it can be seen that the distribution and quantity of Taiwan’s Shihu in today’s Taiwan and today’s differences, and through the map The nested approach will complete the Taiwan-Shanghai Shihu knowledge system. Finally, this study makes conclusions and recommendations, provides reference for the government and follow-up researchers, and will continue to preserve the Stone tidal weir culture.

Blue prints and specifications of the Documents of Former Taiwanese Governor General’s Office are regarded as important materials about the architectural history of Taiwan. From the blue prints and specifications, it may show the construction evolution trend on Western timber trusses (mainly including the King and Queen post timber trusses), as well as the using of timber materials and preservative added on the timber trusses. To interpret the construction evolution history based on the blue prints and specifications, this study firstly analyses the background of the officers in the official department, by gathering the texts or reference books that the officers might read. What follows is discussing the purpose, results and impact of the official studies and policies that Taiwanese Governor General’s Office had conducted, what had been claimed to solve the building problems in Taiwan such as earthquake, typhoon and termite. Based on the above mentioned discussion, the study finally compares the facts on the blue prints and specifications gathered from the Documents of Former Taiwanese Governor General’s Office. According to the blue prints and specifications discussed in this study, particular enforce members, such as Suzichgai, a kind of brace members to connect the neighboring trusses, had been well adopted on Western timber trusses in cases either designed by the Minister of Building and Repairs of Taiwanese Governor General’s Office (MBRTG) or the local government around 1914 or 1915, as compared to the trusses before 1910. In contrast, former studies have owed the adoption of enforce members on timber trusses to earthquake prevention measures conducted by Japanese technicians, based on the occurrence of two serious earthquakes in Taiwan in 1904 and 1906. This study argues that the usage of enforce members on timber trusses was simply an ideal of the official members, since not until 1910, there had not been obvious difference among usages of enforce members on timber trusses. Also, during the period from 1902 to 1919, most official buildings in Taiwan were controlled by the MBRTG, so one specific ideal about the enforcement of timber trusses could be soon popularly adopted in different official sub-architectural departments in Taiwan. By the same reason, after 1920, when the MBRTG no longer controlled the local governments in building construction, and the financial problem occurred in local governments, the usage of timber trusses turned to be more similar to the construction shown on texts or reference books published in Japan, with diversity or poor using of the enforce members. And not until the occurrence of a serious earthquake in 1935, there were no regulations in law to limit the usage of building construction, which caused the diversity of using enforce members on timber trusses among different local governments. In discussion about the usage of the timber materials and added preservatives, with the good physical property, timber of Matsu (including Japanese red pine (Akamatsu / Pinus densiflora), Japanese black pine (Kuromatsu / Pinus pentaphylla) and , Japanese larch (Karamatsu / Larix leptolepis) ) could often been seen in the usage of timber trusses on the specifications before the Japanese governed period. Besides Matsu, Japanese cedar(Sugi / Cryptomeria japonica)was also a popular material used in the timber trusses. But caused by the serious termite problem in Taiwan, the usage of Matsu soon disappeared in the specifications after 1904, and the Masamitsu Osima’s group was introduced to conduct the anti-termite research in 1908. The development of added preservatives such as termitol, terumoru and creosote was one of the contributions by the Osima’s group. Based on the specifications, termitol was the most popular preservative used from 1914 and 1916. After 1920, it then turned to the usage of terumoru and creosote. Due to the usage of preservative added on the timber materials, the necessity for the officers to choose timber materials with better anti-termite property might be reduced. So, whether to use timbers produced in Taiwan, China-fir (Cunninghamia lanceolata) imported from China or the Japanese cedar imported from Japan was mainly determined by the trade policy of the government and the market structure.

The research is a study of specific building type named public retail market, which was primarily built by Japanese colonial government in order to solve the street sanitation as well as to increase public urban construction funds. By means of collecting relevant and remained drawings from the “Documents of the Office of Governor-General of Taiwan”, the principle of setting up this market, the evolution of spatial function, and the structure characteristics are hence probed into as core issues of this research. The research reveals that the new market architecture which is even an unprecedented design in Japan sets up a modern, clean and spacious selling space under the circumstances of unique climate and environment in Taiwan in a goal of improving the environmental sanitation. The planning for a market site, which is usually close to residents in consideration of their convenience, is the most crucial to promote sales of vendors and to increase urban public construction funds.

Abstract Taiwanese society has ever been a typical immigrant culture style. Pioneers in each generation adventured to land this unknown island from the other side of the ocean for reclaiming, settling, propagating, and rooting here in Taiwan. In the process, different rulers unceasingly emerged, but the rank and file was confined by terrain and transportation and obliged to agglomerate various clans’ geo-cultures and blood relationships under a circumstance of continuous changing masters. Not until the colonial reign of Japanese Imperialism, could the main artery of communications between north and south be connected, nevertheless, oppression and discrimination of the inferior colony forced the Taiwanese to start considering the issue of personal identity. To construct Taiwan as the most successful model of colony and as the base to move into other regions in Asia under Japan’s South Forward Policy, Japanese Imperialism adopted the “Policy of National Assimilation” in an attempt to yield all people obedience to the Mikado--- the emperor of Japan. Therefore, their educational institutions became the most powerful brain-washing site; through the primary education and the spiritual call to establish new living habit and national language, the road for obedient citizen was foreseeable. The educational result to change and influence unobtrusively and imperceptibly was stunning. Under the colonial reign of Japanese Imperialism, the Taiwanese had been subject to the obscurant policy for fifty years; such an enslaving system, even the pain caused by bloody suppression would have turned into waning and vanishing, but the evil legacy of imperialized education has still remained to date. Under the Japanese’s enslaving policy and colonial culture operation, it was lament for the transition course of Taiwanese’s self-consciousness and cultural identity during the discriminative education. We are hereby, through the researching orientation on educational culture and architectural level, expecting to explore the Taiwanese’s educational method from Qing Dynasty to Japanese colony and to identify the Taiwanese’s transition and influence, further to regress the ethnic groups’ culture and clarify the reconstructed truth.

Resumen
Abstract This chapter explores the protest strategies of Periods for Pence, a collective of Indiana menstruators and allies who organized in response to the passing of extreme antiabortion legislation, House Enrolled Act 1337, by then-Governor Mike Pence in 2016. Through an analysis of the group’s transcribed calls to Pence’s office, as well as various social media posts, Conner illustrates how Periods for Pence engaged in acts of narrative sharing, humor, and symbolic reversal to craft a cohesive account of varied experiences with menstruation. The study also draws on logics of menstruation to rhetorically re-moralize abortion as necessary. Conner concludes by demonstrating how critical study of menstruation-related activism asks scholars to rethink traditional conceptualizations of static “waves” of feminism and feminist rhetorical theorizing.

Resumen
In 1971, outgoing Governor Nunn handpicked Tom Emberton to be the Republican candidate for governor and Host to run for lieutenant governor. At that time, the two offices were elected separately, so the two men were not on the same ticket. Emberton lost to Democrat Wendell Ford, and Host lost to Democrat Julian Carroll. After his defeat, Host decided to return to the private sector and established Jim Host & Associates. The Lexington Tourist and Convention Commission also hired him to serve as its executive director and tasked him with obtaining an urban renewal grant for downtown Lexington that would include the construction of a convention center, arena, hotel, and retail shopping mall. Host became the executive director of the Lexington Center Board, which developed plans for the new complex. He convinced University of Kentucky president Otis Singletary to move UK basketball games downtown to the new arena, oversaw the bidding process to construct the site, convinced Hyatt to build a hotel at the location, and oversaw the building of Rupp Arena, the mall, and the Heritage Hall convention center.

Resumen
Once the New Zealand Governor General had toured Sāmoa, the way was made clear for his return in May 1933. The chapter documents his return and the traps that were set for him by the administration that wanted him to break laws so he could be tried and exiled again, this time for good. Within eight months of returning to Sāmoa, Ta’isi was on trial. The chapter closely follows the extraordinary course of this trial where Ta’isi represented himself and essentially put the whole New Zealand administration and its greater whole, British Empire, on trial. Despite the extraordinary performance in Apia’s High Court, Ta’isi was found guilty and sentenced to ten years of exile and a term in prison to be served in Christchurch.

Resumen
This chapter discusses Article VIII of the Oklahoma constitution, which concerns impeachment and removal from office. Section 1 states that “the Governor and other elective state officers, including the Justices of the Supreme Court, shall be liable and subject to impeachment for wilful neglect of duty, corruption in office, habitual drunkenness, incompetency, or any offense involving moral turpitude committed while in office.” Moreover, “all elected state officers, including Justices of the Supreme Court and Judges of the Court of Criminal Appeals, shall be automatically suspended from office upon their being declared guilty of a felony by a court of competent jurisdiction.” Two other methods for removing elected officials not mentioned in Section 1 are specified in state law pursuant to Section 2. The first provides for a grand jury to accuse an official and present its findings to a district judge. The second allows the governor to instruct the attorney general to investigate an official and, if official misconduct is found, to institute proceedings in court. Section 3 designates the chief justice of the Oklahoma Supreme Court as the presiding officer in an impeachment trial. Lastly, Section 4 requires senators to take an oath and specifies a two-thirds vote of those present in order to convict.

Resumen
This chapter provides an overview of the range of variation in hill tribes in the Southeast Asia culture area. It examines commonalities and differences in subsistence, village and kinship organization, corporate vs. nuclear households, ancestor cults, conflicts, ideology, and political organization. Sources of power and benefits of office holding are explored. A common hill tribe sociopolitical baseline is proposed, and feasts are situated within a holistic context involving all of these factors. The implications of material patterning from feasts are explicitly addressed.

DURING MY SECOND VISIT TO THE YF in the summer of 2009, the monks and laymen who were working in the office were developing a proposal for a “Theravāda Buddhist Pāli College.” This would be a tertiary program that would give the Theravāda Buddhists of China—that is, the Daizu and Bulang people—the opportunity to study Theravāda Buddhism and Pāli at levels that they had not yet been able to do in China. It would finally move them beyond the knowledge embedded in the ...
