The International Classification of Function, Disability and Health-Children and Youth Version (ICY-CY), (WHO, 2007) provides an important framework for the holistic consideration of children with communication disorders such as cleft lip and palate. It allows for understanding the effects of a cleft lip and palate on a child’s ability to communicate in structured and natural contexts, going beyond a focus on body structures and functions in order to examine the ways that environmental and personal factors influence the child. Over the years, a number of researchers have applied the ICF-CY framework to children with communication impairments such as speech sound disorders, language impairments, and stuttering. While there is an emerging body of research and literature on this topic, the ICF-CY does not yet appear to be widely applied clinically to children with cleft lip and palate. The aim of the study was to conduct a comprehensive narrative review of the application of the ICF-CY to children with cleft lip and palate, in order to illustrate its use in this population, to identify research needs, and to make recommendations for clinical application to assessment and intervention and integrating the ICF-CY in cleft palate curricula. A systematic search of the literature was conducted by following a specific search strategy and a systematized selection of publications for review to limit researcher bias. Computer searches of electronic data bases, as well as hand searches, were conducted to identify publications and sources that addressed the ICF-CY or ICF in children with cleft lip and palate. Publications and sources that met the inclusion criteria were selected for review. Each source was summarized according to the author(s) and publication year, and a qualitative description of each was made according to structured review procedures and templates. Applications of the specific ICF-CY components to children with cleft lip and palate were mapped, and recommendations for clinical application and future research were described. It is suggested that the ICF-CY framework should be included in cleft palate curricula to provide future speech-language pathologists with a holistic perspective on children with cleft lip and palate and to extend their thinking about the impact of speech impairment associated with cleft lip and palate. Training to adopt the ICF-CY framework will also facilitate collaborative interdisciplinary care of children with cleft lip and palate. Using the ICF-CY framework in the assessment of children in this population will focus intervention on the ultimate goal of improvement of the child's ability to communicate in natural settings. This narrative review will also serve as the theoretical underpinning for a planned survey of the clinical assessment practices of speech-language pathologists treating children with cleft lip and palate.

Background: Effective collaboration between health professionals can reduce medical errors and assist in interpretation of health information resulting in improved patient care. The International Classification of Functioning, Disability and Health (ICF) has been suggested as a potential framework to help health professionals develop a common language for better collaboration and to provide more holistic care. In the main, Rwandan district hospitals still utilise the hierarchical medical model of health. Aim: The aim of the study was to determine whether training on interprofessional practice, using the ICF framework, resulted in improved knowledge, attitudes and behaviour(as determined by improved recording of interprofessional assessment and management in patient records) in randomly selected Rwandan District Hospitals. Methodology: This study was composed of two phases. Phase I: Preparation. The intervention programme was developed based on a literature review and input from an international panel of experts. A feasibility study in which self-designed instruments and the training programme were tested was undertaken in one district hospital. Phase II: A Cluster Randomised Control Trial. Four district hospitals were randomly allocated to receive a day’s training in interprofessional practice using the ICF (experimental hospitals) or a short talk on the topic (control hospital). Participants included medical doctors, nurses, physiotherapists, social workers, nutritionists, and mental health nurses/clinical psychologists. Using self-designed and validated measures, pre- and postmeasurements of knowledge and attitudes towards Interprofessional Practice (IPP) were performed at baseline and after training and audit of patients’ records after discharge was performed at baseline and at two, four and six months. The independent t-test and Mann-Whitney U test were used to establish if the two sets of groups were equivalent before and after training at baseline and at two, four and six months. Repeated measures ANOVA and the post-hoc Tukey test were used to compare the audit scores at each time point. The Kruskal Wallis test was used to compare rankings of the scores of attitudes of different professions before and after the intervention. Ethical approval was obtained from the Human Research Ethics Committee of the University of Cape Town and the Rwandan National Ethics Committee.

Rehabilitation outcomes are an important measurement of trauma system effectiveness. However, currently there is no clinically applicable trauma rehabilitation score or framework available to evaluate health and rehabilitation needs after trauma. The World report on Disability (2011) recommended the application of the World Health Organisation International Classification of Function, Disability and Health (ICF) as a framework for all aspects of rehabilitation. A standardised language, based on coded categories would aid in international efforts to evaluate health and disability globally. The ICF framework has not been applied in trauma rehabilitation or trauma systems to date. The objectives were to investigate rehabilitation needs of trauma patients and evaluate to what extent the ICF can be used as a framework to capture and assess health and rehabilitation outcome of patients following traumatic injuries. Two cohort studies with 103 and 308 patients respectively demonstrated the utility of the Rehabilitation Complexity Scale (RCS) in an acute trauma setting. The RCS outperformed other acute measures and rehabilitation complexity correlated with length of stay and discharge destination. A systematic review of 34 articles confirmed that outcome measures frequently used in trauma outcome studies represent only six percent of health concepts contained in the ICF. A quantitative international on-line questionnaire with expert clinicians working in trauma (n=217), identified 121 ICF categories pertinent to rehabilitation and health outcome of trauma patients. Qualitative patient interviews (n=32) identified nearly double the amount of ICF categories (n=234) compared to clinicians. Combined analysis of qualitative and quantitative data presents 109 ICF categories important for rehabilitation and health outcome assessment of trauma patients, using the ICF as a framework. This thesis describes the need for improved outcome evaluation of trauma patients. It demonstrates the acceptability of the ICF language and framework amongst clinicians and suggests the application of the ICF as a framework for trauma service delivery and outcome assessment.

Stroke is a debilitating medical and neurological condition. It is the leading cause of adult disability worldwide. Disability from stroke covers the three key classifications of the WHO-ICF framework on human function centred on health and health related issues, implying that the disability in stroke involve structural and activity limitations to participation restriction. Rehabilitation remains the hallmark of managing the plethora of neurological deficits accompanying stroke. Currently, the key advocacy in neuroscientific studies for stroke rehabilitation is that therapy should be directed towards task specificity. Task Specific Training most recently, the form of Circuit Class Therapy and the intensity of multiple repetition of the task has been identified as physiological mechanisms behind sustained motor learning following stroke.Circuit Class Therapy (CCT) is a form of Task Specific Training (TST) that involves the practice of structuring tasks in a circuit or series of workstations. It offers the patient the ability to practice multiple tasks in a conducive environmental because of its three key features of utilisation of different workstations that allow people to practice intensively in a meaningful and progressive way to suit their respective needs; the efficient utilisation of therapists'/trainees' time; and the group dynamics such as peer support and social support. Although these features are attainable following CCT challenges remain in selecting the most efficient intensity that could produce these benefits in stroke survivors. This study investigated the effectiveness of differing intensities of CCT in the rehabilitation of stroke survivors using the ICF framework to guide patients� response assessments after training.

As societies the world over move towards defining inclusive and effective education systems this presents the educator with the new challenge of providing an equal and democratic education environment for all students. With children the nature of functioning and environmental settings varies greatly in comparison with adults and assessing children’s involvement in activities is of particular importance to ensure effective and inclusive society building through education. Building on the existing and previous participation research this thesis specifically aims to provide a means to theorize participation from two perspectives (frequency of attending and intensity of involvement) and put in to operation using five dimensions of the environment: availability, accessibility, affordability, accommodability, and acceptability. Contextually this has been done by investigating children in need of additional support (including children with disabilities) at school. Results indicate that while research and theory take a holistic and balanced approach by using participation based on two perspectives, this has yet to filter down to practice. A new approach to measuring inclusive education using social capital, the five environmental dimensions, and the ICF-CY is proposed and tested. However, while the ICF-CY provides a consistent descriptive framework, no clear connections between social capital and inclusive education policy could be drawn and the five environmental dimensions – especially the involvement-related ones – need further development. The final paper presents evidence from the individual perspective for a third ICF-CY activities and participation qualifier to represent the subjective experience of involvement. Participation can thus be regarded as a multi-dimensional phenomenon with two main conceptual roots: sociology and developmental psychology.

Three studies were conducted to explore the utility of the WHO taxonomy of health outcomes, namely the International Classification of Functioning Disability and Health, Children and Youth version (ICF-CY), as a Clinical Reasoning tool for Paediatric Physiotherapists (PPTs) treating children with Cerebral Palsy (CP) in Saudi Arabia. The first study was a systematic review to examine the integration of ICF knowledge into the clinical-thinking process in physiotherapy practice. All included articles utilised the ICF to identify ICF domains and apply it to the decision making process. However, only one paper examined the use of the ICF as a clinical-reasoning tool in physiotherapy practice. Contextual factors were often neglected in physiotherapist‟s decision making process. The second was a cross-sectional study that utilised a questionnaire based on psychological theory to explore the use of the ICF by PPTs in their clinical reasoning in relation to the management of children with CP. Results indicated PPTs with ICF knowledge consider environmental and personal factors in their decision-making when developing treatment plans. However, none of the cognitive constructs from the Theory of Planned Behaviour correlated with PPTs decision-making behaviour in the application of contextual factors. The third was a longitudinal Quasi-Experimental study that evaluated the impact of a two-day ICF-CY in-service training on PPTs‟ clinical reasoning and parental experience of the physiotherapy management of their child. The impact of training was significant on PPTs‟ knowledge of the ICF, performance and cognition including intention, attitude toward application and perceived control of the application of contextual factors. Parents were more satisfied with the treatment provided by ICF-trained group. However, there were no differences between the two groups of parents in their perceptions about the use of the ICF by PPTs. Findings from this dissertation inform the development of ICF-CY training as clinical reasoning tool for future studies to investigate ICF-CY implementation.

Research on outsourcing has been around for several decades, while recent evolution in the information systems discipline towards ICT service commoditization significantly changes the context of decision-making. Services that are available on-demand via the Internet allow organizations implementing functions they demand in a fraction of time. This trend represents a chance for organizations seeking to use advanced ICT services without a need of major investments. Problem is the current lack of guidelines and tools for managing ICT services and their outsourcing. Given the trends on the ICT service market, it is expected that much of the IT management in the future will encompass the ICT services and utilize service-level structures. Methods currently available are either too broad or encompass only small part of the whole problem. Ad-hoc or unsound decisions in this area might cause major complications in terms of quality, usability, integration, and consequently influence total cost of organizational IT. Organizations need to either revise existing models or propose and implement completely new models to manage their IS/ICT. This thesis deals with the management of IS/ICT with focus on the ICT services outsourcing. It discusses available sourcing models in the literature and links them to the various interconnected areas. Based on these areas, it presents an integrated view on IT outsourcing strategies. Most importantly the thesis proposes an original concept for decision-making about outsourcing of ICT services named the SOURCER framework. This approach utilizes the presented outsourcing strategies, and introduces a complex methodology and decision-making criteria that will assist organizations with selection of ICT services in order to maintain and manage a most suitable ICT service portfolio. The decision-making is based on four essential viewpoints: function, costs, time, and quality. These viewpoints are discussed, individually analyzed, and serve as a basis for further research. The whole framework is developed and validated according to Design Science Research Methodology (DSRM). Individual components are evaluated using a survey among a group of selected IT managers. Proof of concept is then established by a case study on framework use in a real organization. This case study covers strategy specification, business--IT alignment, specifying service architecture and its interconnections, outsourcing, and management of the ICT service portfolio.

The use of Information Communication Technologies (ICTs) can support sustainable development within societies. ICTs have been supported by governments, private companies, non-governmental organisations, academic institutions and individuals. However, technological changes have made most ICT initiatives haphazard due to poor planning. There is no systematic plan on how to deploy services, infrastructure and devices especially in rural areas. For instance, in some cases, computers have been donated to communities in rural areas yet they are not being used, and ICT services have been deployed without the supporting ICT infrastructure. One of the solutions to addressing these ICT challenges is through the use of roadmaps to guide ICT solution implementation. This thesis proposes an ICT roadmap methodological framework to improve ICT roadmap development for rural ICT solutions. A composite methodological approach was employed in this research. This involves the use of qualitative research techniques such as participant observation, design exercises, workshops, focus groups and individual interviews supported by ethnographic studies. The Siyakhula Living Lab in the Eastern Cape Province of South Africa was used as the case study. Studies were conducted to identify the current state of ICTs in rural areas, the future of ICTs and overview of roadmap developments. Rural users in South Africa, ICT experts in Europe and Africa, government officials and academic institutions were engaged to understand the current ICT planning, developments and needs. The author found that there are variations in individual ICT services required by rural users but, most ICT services in need fall mainly in the areas of health, education, entrepreneurship, agriculture and employment creation for rural people. These services require ICT devices and infrastructure which include computer peripherals, mobile phones, radios, televisions and wireless infrastructure, mobile infrastructure, satellites and broadcasting infrastructure respectively. It was found that the common future ICT projections expected in rural areas include: growth of mobile usage, social networking, increase internet services and localization of services. The roadmap framework is built based on the current state of ICTs, trends in ICTs, future technological projections and the plans currently been initiated in African continent. The ICT roadmap methodological focuses on how roadmaps could accommodate infrastructure, services and ICT devices to reach rural people. This should help rural users to be able to access public services within their respective communities using available ICT devices. ICT stakeholders could use the designed framework to improve the ICT roadmap development process for rural ICT users in Africa.

Ice is both an important indicator, and agent, of climate change. In this work we consider conceptual and numerical models of ice in the global climate system on two ends of the climate modeling spectrum. On the simple end of the spectrum, we introduce a low-dimensional global climate model to investigate the role of oceanic heat transport on ice cover, particularly in the initiation of global ice cover, known as Snowball Earth events. We find that oceanic heat transport is effective at keeping the ice margin at high latitudes, and neglecting to include oceanic heat transport can lead to drastically different climate states. On the complex end of the climate modeling spectrum, we implement an iceberg parameterization in the Los Alamos National Laboratory's sea ice model CICE. Novel to our approach is we model icebergs in two frameworks - as Lagrangian particles, and as an Eulerian field. We allow icebergs to interact dynamically with the surrounding sea ice, and the modeled iceberg thermodynamics allow them to melt as they drift, serving as vehicles of freshwater injection into the ocean from land ice sheets. We focus on Antarctic icebergs, which tend to be larger than those found in the Arctic and are more likely to encounter substantial sea ice pack.

Disaster relief operations are characterized by chaos and devastation and, therefore, a lack of information and reduced situational awareness. Information and communication technologies (ICT) promise a way to distribute and access information in a timely manner, but the interrelations between people, processes, organizations, and technology have an impact on the result. The purpose of this qualitative study is to reach a deeper understanding of the interrelations among people, processes, organizations, and technology in humanitarian assistance and disaster relief missions in order to develop a framework for organizations considering the usage of ICT in disaster relief operations. The research contributes to the body of knowledge by examining the problems and influences appearing with use of ICT in a command and control approach. Deeper understanding of the interrelations and risks will enable non-governmental organizations as well as military and other governmental organizations to take effective measures to prepare for the use of ICT and the leveraging of command and control in disaster relief operations. Improvement of command and control will have an immediate impact on disaster relief efforts.

Information and Communication Technology (ICT) has become critical and pervasive in any well-run modern enterprise across all sectors, which include local government. As a result, ICT demands to be managed and governed in a sustainable manner. Therefore, local government should accept the responsibility of implementing good Corporate Governance of ICT (CGICT). Without sound CGICT, ICT is unable to support local government in the achievement of their strategic objectives. This will most likely result in local government not being able to serve the interests of the community. Even though local government is aware of their responsibility regarding CGICT, the Auditor-General reports that their attempts are unsatisfactory, in this regard. This is most probably due to the fact that ample information exists on guiding local government with `what' they should do towards good CGICT, but unfortunately a lack of guidance on `how' to achieve it. Thus, it is imperative for local government to adopt a CGICT framework which provides guidance not only on what they must do towards implementing good CGICT but also on how they should achieve it. In doing so, local government would most likely be able to properly manage and govern ICT and support the needs of the community. Therefore, the aim of this study is to report on research undertaken, in order to assist local government with a CGICT framework that is relevant to their unique environment. Accordingly, this CGICT framework aims to be usable and scallable to the needs of any sized local government entity. As a result, the CGICT framework aims to be simplistic in nature to promote self-implementation of sound CGICT in local government.

Industrial Control Systems (ICSs) are used to monitor and control critical infrastructure such as electricity and water. ICS were originally stand-alone systems, but are now widely being connected to corporate national IT networks, making remote monitoring and more timely control possible. While this connectivity has brought multiple benefits to ICS, such as cost reductions and an increase in redundancy and flexibility, ICS were not designed for open connectivity and therefore are more prone to security threats, creating a greater requirement for adequate security engineering approaches. The culture gap between developers and security experts is one of the main challenges of ICS security engineering. Control system developers play an important role in building secure systems; however, they lack security training and support throughout the development process. Security training, which is an essential activity in the defence-indepth strategy for ICS security, has been addressed, but has not been given sufficient attention in academia. Security support is a key means by which to tackle this challenge via assisting developers in ICS security by design. This thesis proposes a novel framework, the Industrial Control System Security Engineering Support (ICS-SES), which aims to help developers in designing secure control systems by enabling them to reuse secure design patterns and improve their security knowledge. ICS-SES adapts pattern-based approach to guide developers in security engineering, and an automated planning technique to provide adaptive on-the-job security training tailored to personal needs. The usability of ICS-SES has been evaluated using an empirical study in terms of its effectiveness in assisting the design of secure control systems and improving developers’ security knowledge. The results show that ICS-SES can efficiently help control system designers to mitigate security vulnerabilities and improve their security knowledge, reducing the difficulties associated with the security engineering process, and the results have been found to be statically significant. In summary, ICS-SES provides a unified method of supporting an ICS security by design approach. It fosters a development environment where engineers can improve their security knowledge while working in a control system production line.

The aim of this thesis is to define the audit issues regarding IS/ICT sector, creating a summary of standards, frameworks and best practices in IS/ICT - usable for IS auditing and mutual mapping of selected standards to the chosen reference framwork of ICT and following related goal is to make a procedure for the mapping of IT processes on standards in the field of IS/ICT. The aim of this thesis is description and mapping of the most important methodologies, standards and best practices related to the management and audit of IS/ICT and following related goal is building a procedure that allows the company to assess readiness for the certification of any of the selected standards, implement an alternative methodology for IT management or audit IS/ICT. First, the notion of audit is defined and discussed, followed by the discussion of the issue of IT audit, together with the financial audit. This is followed by a description of the different methodologies and approaches, which I used in my work. The chapter continues the description of methodology section that describes the mapping results. The actual mapping is in a separate Excel file and is part of this thesis. In the next chapter there is a procedure for mapping of business processes to different methodologies and standards used for management and audit of IS / ICT, which was created by myself.

Prior research on text collections of religious documents has demonstrated that viable recommender systems in the area are lacking, if not non-existent, for some datasets. For example, both www.LDS.org and scriptures.byu.edu are websites designed for religious use. Although they provide users with the ability to search for documents based on keywords, they do not provide the ability to discover documents based on similarity. Consequently, these systems would greatly benefit from a recommender system. This work provides a framework for evaluating recommender systems and is flexible enough for use with either website. Such a framework would identify the best recommender system that provides users another way to explore and discover documents related to their current interests, given a starting document. The framework created for this thesis, RelRec, is attractive because it compares two different recommender systems. Documents are considered relevant if they are among the nearest neighbors, where "nearest" is defined by a particular system's similarity formula. We use RelRec to compare output of two particular recommender systems on our selected data collection. RelRec shows that LDA recommeder outperforms the TF-IDF recommender in terms of coverage, making it preferable for LDS-based document collections.

Simultaneous localization and mapping (SLAM) of an unknown environment is a critical step for many autonomous processes. For this work, we propose a solution which does not rely on storing descriptors of the environment and performing descriptors filtering. Compared to most SLAM based methods this work with general sparse point clouds with the underlying generalized ICP (GICP) algorithm for point cloud registration. This thesis presents a modified GICP method and an investigation of how and if an IMU can assist the SLAM process by different methods of integrating the IMU measurements. All the data in this thesis have been sampled from a LiDAR scanner mounted on top of an UAV, a car or on a backpack. Suggested modification on GICP have shown to improve robustness in a forest environment. From urban measurements the result indicates that IMU contributes by reducing the overall angular drift, which in a long run is contributing most to the loop closure error.
Lokalisering och kartläggning (SLAM) i en okänd miljö är ett viktigt steg för många autonoma system. Den föreslagna lösningen är inte beroende på att hitta nyckelpunkter eller nyckelobjekt. Till skillnad från många andra SLAM baserade metoder så arbetar denna metod med glesa punktmoln där 'generalized ICP' (GICP)algoritmen används för punktmolns registrering. I denna uppsats så föreslås en variant av GICP och undersöker, ifall en tröghetssensor (IMU) kan hjälpa till med SLAM-processen. LiDAR-data som har använts i denna uppsats har varit uppmätta från en Velodyne LiDAR monterat på en ryggsäck, en bil och på en UAV. Resultatet tyder på att IMU-data kan göra algoritmen robustare och från mätningar i stadsmiljö så visar det sig att IMU kan hjälpa till att minska vinkeldrift, vilket är det största felkällan för noggrannhet i det globala koordinat systemet.

Medical device interoperability and re-configurability continue to be important areas of research toward the realization of verifiable medical systems that can be rapidly assembled to meet the needs of specific patients. This thesis addresses the modularized design of a patient-controlled analgesia (PCA) pump to be used within the context of the Medical Device Coordination Framework (MDCF), an open source framework under development by Kansas State University and the University of Pennsylvania that is informed by the Integrated Clinical Environment (ICE) specification managed by the MD PnP program and its collaborators. The thesis illustrates how to set up the MDCF development environment with Eclipse so that a developer can create software for both a remote MDCF console and a local PCA pump, where ICE channels are used for message transmission. Software development on the MDCF console side includes the development of apps that communicate with a local PCA pump through ICE channels and (b) the development of a GUI that can be launched from an MDCF console to configure, control, and monitor a PCA pump. Software development on the PCA pump side includes the creation of (a) ICE channels that can communicate with an MDCF console and (b) multiple threads for corresponding UART ports that support a modularized design. Several hardware modules were implemented to demonstrate the modularized design approach: an alarm module, a patient button module, a pump module, and a control panel module. These modules employ BeagleBone, Arduino, and MSP430 boards. Status information is displayed on an MDCF console GUI, a PCA pump GUI, and a local LCD screen. An enhanced PCA pump or general medical sub-system with more modules can be developed using a similar method by connecting individual modules to UART ports and then creating the corresponding threads to support device-console communication.

The topic of the thesis focuses on the analysis of various service provisioning practices from the view point of a prospect customer organization. Introductory part of the thesis summarizes the actual challenges of IS/ICT for an appropriate business alignment, defines the theoretical foundations of sourcing and ICT services, considering the contemporary state of these fields. Moreover, it identifies the related areas of these fields, like enterprise architecture, IS/ICT management, and systems integration. The central part deals with the identification and analysis of the areas that influence the decision making of ICT service sourcing. Results of this analysis are summarized and further developed by creating a framework to assist companies in deciding the most suited ICT sourcing solution. Within this framework the thesis summarizes important criteria to be considered for a much suited ICT service provisioning practice. It details the prerequisites for the use of this approach and its limitations. Subsequently, it presents an evaluation of certain ICT services within the SaaS market, that could be applicable in the enterprise environment. Finally, the thesis provides a simplified case study, demonstrating a required mindset for exercising the framework in practice.

This work contributes to the theme of ICT outsourcing to PRC. It brings main themes of contemporal chinese economy and society which can enter outsourcing relation and influence it positively or negatively. These complex themes are presented with cultural, socioeconomic and historic relations. Thereof brings the framework for outsourcing to PRC. Themes, problems and opportunities of ICT outsourcing to PRC are based in research of international and local literature as well as own research in enterprise practice. First part of the work deals with term definition and description of ICT market in China. It brings the goal of this work, specify structure, and mentions important information regarding transcription of chinese characters in roman alphabet. Second part specify drivers and risks of outsourcing relations to PRC according to contemporal theories of respected academic authorities. It localise these theories to chinese reality based on statistical reading of international institutions. Third and fourth part deals with problematic of outsourcing relations based on relation lifecycle and case study. He lifecycle comes from MMDIS methodics and is supplemented with problems defined by international literature research. Case study is based on qualitative research and questioning of HP Enterprise Services employees. This part brings new views not included in literature and enrich this work. Fifth part deals with description of typical outsourcing relations. It assess it's suitability for outsourcing to PRC. Assessment is based on the facts and information in previous parts. The final part brings the framework for ICT outsourcing to PRC. It respect facts mentioned in previous parts. Based on that it defines the procedure, roles and documents which are suitable during outsourcing process.

Resumen

The development of the Internet and other information and communication technologies (ICT) in recent decades represents a material foundation for a networked society and the emergence of new economies (Knowledge Society) and is now directly affecting individuals and whole societies. ICT is now an indisputable component of addressing the major issues of equity, sustainability and global competitiveness. Being still in its early developmental phase in many developing countries (such as South Africa), Knowledge Society requires profoundly new ways of thinking, working and living, which includes building of new capacities for the entire nation. These capacities are inter alia inevitably associated with the use of ICT and are often referred to as e-skills. These skills broadly described as the ability to develop and use ICT to adequately participate in an environment increasingly dominated by access to electronically enabled information and a well-developed ability to synthesise this into effective and relevant knowledge. 
In order to address a considerable deficiency in e-skills (estimated shortage of 70000 e-skilled people), the South African government through the Department of Communication has established the e-Skills Institute (e-SI) with the mandate to concentrate on the development of adequate skills to allow its citizens to improve their capacities to use all forms of ICT at work, in their education, in their personal lives and in their governance. In this regard, the e-SI is also responsible for creating appropriate policies which should be linked to other relevant national (e.g. Medium Term Strategic Framework (MTSF), 2009 &ndash
2014) and international (e.g. UN Millennium Development Goals - MDGs) developmental strategies. However, while participating in the development of the current national e-skills policy (the National e-Skills Plan of Action &ndash
NeSPA
1), the author realised that there were not readily available guidelines or frameworks that could advise policy development in this area. It seems that much space in the policy development is left to the policy-makers own values, experience, expertise, judgement, the influence of lobbyists and pressure groups, pragmatism, or based on the resources available, than on evidence. Thus, this study set the following objectives:

 To understand the theoretical and contextual background of policy-making

 To explore existing policy-making frameworks that might be relevant to e-skills policy-making

 To identify and classify e-skills related elements obtained from pertinent literature

 To verify these policy-making elements by interviewing experienced policy-makers in the fields of ICT and e-skills

 To suggest a framework for e-skills policy-making in the South African developmental context
and

 To explain the use of the elements within the proposed e-skills policy-making framework.

These objectives were achieved by reviewing the pertinent literature, which led to the construction of the conceptual model for e-skills policy-making in South Africa. This model consists of eight elements: (i) Context-related awareness, (ii) Collaborative e-skills ecology, (iii) Excellence education for all, (iv) Futures of ICT capabilities and knowledge infrastructure, (v) Research and development, (vi) Cost and affordability, (vii) E-inclusion and (viii) Monitoring and evaluation. This model was subsequently empirically tested using the Interpretive hermeneutic research approach by interviewing a number of policy-makers in the fields of e-skills or broader field of ICT policy-making. The empirical findings confirmed validity of the above e-skills policy-making elements but also elicited two new elements: (ix) Integration and systemic approach and (x) Aggregation. Consequently, these elements were assembled together into a framework for e-skills policy-making in South Africa. In order to make the proposed e-skills policy-making framework operational, the next step of this study was to relate this framework to the policy-making processes. This was done by positioning elements of e-skills policy-making framework within the EU "
Policy making 3.0"
process model. The main contribution of this study is seen in the fact that it brings a novel e-skills policy-making framework particularly design for the South African context but keeping in mind that it can possibly be used in other similar developing countries. Theoretically, this study has added to the academic understanding of significance of certain concepts for e-skills policy-making derived from the pertinent literature but 
also those identified empirically by this research. Now this study can be used for a practical implementation and also as a base for further academic research. This study also has some limitations mainly seen through a fairly small research sample caused by absence or unavailability of experienced policy-makers. However, it is believed that this limitation did not limit validity of results and the practical and academic contribution of this study.

Digital diplomacy (e-Diplomacy), is commonly defined as the use of information and communication technology for the purposes of attaining foreign policy goals. The emerging field of digital diplomacy has been largely neglected in academic research. Also, in practice, this area has been slow to evolve compared to other areas of public service such as e-government, e-education and e-health. This research draws on the existing literature to present a novel conceptual framework that could be used to guide the implementation of e-diplomacy. A new e-diplomacy maturity framework is formulated to address the modern functions of foreign relations in today’s global environment. The e-diplomacy maturity framework is derived from the theory of growth models, the e-government maturity model, the broader literature on diplomacy and the practice of diplomacy. To validate the conceptual framework, a qualitative approach involving semi-structured interviews with diplomats and professionals from the foreign ministries of the USA, the UK and Qatar were conducted. The novelty of this research is based on the development of a conceptual framework of e-diplomacy maturity and implementation that was built around the scaffolding of conjectures that were tested to determine their validity. It can guide research scholars wishing to explore the discipline of digital diplomacy. It will also assist foreign ministries to identify the stage they have reached in deploying ICT in their diplomatic functions. This study should also provide policy makers, diplomats, ICT managers, and practitioners with a greater understanding of the stages and factors that encourage or hinder e-diplomacy implementation and maturity.

Participatory sensing (PS) systems are a new emerging sensing paradigm based on the participation of cellular users in a cooperative way. Due to the spatio-temporal granularity that a PS system can provide, it is now possible to detect and analyze events that occur at different scales, at a low cost. While PS systems present interesting characteristics, they also create new problems. Since the measuring devices are cheaper and they are in the hands of the users, PS systems face several design challenges related to the poor accuracy and high failure rate of the sensors, the possibility of malicious users tampering the data, the violation of the privacy of the users as well as methods to encourage the participation of the users, and the effective visualization of the data. This dissertation presents four main contributions in order to solve some of these challenges. This dissertation presents a framework to guide the design and implementation of PS applications considering all these aspects. The framework consists of five modules: sample size determination, data collection, data verification, data visualization, and density maps generation modules. The remaining contributions are mapped one-on-one to three of the modules of this framework: data verification, data visualization and density maps. Data verification, in the context of PS, consists of the process of detecting and removing spatial outliers to properly reconstruct the variables of interest. A new algorithm for spatial outliers detection and removal is proposed, implemented, and tested. This hybrid neighborhood-aware algorithm considers the uneven spatial density of the users, the number of malicious users, the level of conspiracy, and the lack of accuracy and malfunctioning sensors. The experimental results show that the proposed algorithm performs as good as the best estimator while reducing the execution time considerably. The problem of data visualization in the context of PS application is also of special interest. The characteristics of a typical PS application imply the generation of multivariate time-space series with many gaps in time and space. Considering this, a new method is presented based on the kriging technique along with Principal Component Analysis and Independent Component Analysis. Additionally, a new technique to interpolate data in time and space is proposed, which is more appropriate for PS systems. The results indicate that the accuracy of the estimates improves with the amount of data, i.e., one variable, multiple variables, and space and time data. Also, the results clearly show the advantage of a PS system compared with a traditional measuring system in terms of the precision and spatial resolution of the information provided to the users. One key challenge in PS systems is that of the determination of the locations and number of users where to obtain samples from so that the variables of interest can be accurately represented with a low number of participants. To address this challenge, the use of density maps is proposed, a technique that is based on the current estimations of the variable. The density maps are then utilized by the incentive mechanism in order to encourage the participation of those users indicated in the map. The experimental results show how the density maps greatly improve the quality of the estimations while maintaining a stable and low total number of users in the system. P-Sense, a PS system to monitor pollution levels, has been implemented and tested, and is used as a validation example for all the contributions presented here. P-Sense integrates gas and environmental sensors with a cell phone, in order to monitor air quality levels.

In Viet Nam, where is the context of this study, ICT has been viewed as the key of public administration reform (PAR) process. However, the computerisation in public organisation often been seen merely as providing automated tools for storing, processing and dissemination information in order to replace the paperwork system. The ICT systems have never been designed with the aim of enhancing the interaction with information. The aim of this research is to explore the information interaction, defined as the user’s behaviour in relation to the information and reflect of the information on the user’s experience, and the contribution of understanding information interaction to the development of an information-driven ICT strategy in government organisations.

Information and Communication Technology (ICT) is widely regarded as a key tool for bringing about development to people who live in underserved areas. Technologies such as mobile phones and Wi-Fi are seen as advantageous because they can be made available to poor places without the cost of building extensive physical infrastructure. However, researchers argue that ICTs have failed to live up to their potential in the context of development. Researchers point out developing countries lack frameworks to guide them through the implementation of ICTs in this context. The objective of this study is to come up with a framework that can be used in rural areas in South Africa to implement ICT projects. The researcher interviewed individuals who have been directly involved in an ICT initiative in a rural setting in the Eastern Cape Province to learn from their experiences. The researcher also studied publications that have been produced from these initiatives in order to gain a richer understanding. The findings of the study show that participants share similar views about how ICT projects should be approached and implemented in rural areas in South Africa. The views are grouped according to similarity into themes and discussed in detail in the study. From these themes a framework that can help implement ICT projects in rural areas is developed.

This empirical research focuses on exploring the role of strategic leadership in the shift from Electronic Government (eGovernment) to Transformational Government (tGovernment). Despite the fact that many countries have implemented eGovernment, the literature reports a number of themhave failed to reach the promised seamless transformation. Moreover, there is a dearth of research into the domain of tGovernment; the research which exists is limited in extent thus leaving scope for timely and novel research contributions. This thesis reveals that a valuable contribution to knowledge could be derived from exploring the domain of transformational government. The leadership motivationand incentives to conduct a radical government organisational change have become an area of great importance. There is limited research on the strategic role of leadership in achieving transformational government domain; hence, the implications of seamless integration for transformational government have yet to be explored. This research discusses transformational government by using a qualitative, multiple case study research strategy. Data is triangulated and analysed according to its explanatory properties and underlying structural context. This researchextends established norms in literature for tGovernment implementation by incorporating established theories in organisational change from other related disciplines. This is to explain the significance of the underlying philosophical nature of the emerging themes, thus enabling government leaders to create robust strategic proposals for tGovernment. This empirical research is conducted in a Middle Eastern cultural context based in Dubai, United Arab Emirates. The research arrives at several key findings and themesthat contribute to the body of knowledge. A primary finding is the need for a radical change and an innovative managerial approach in using ICT to enable radical change in government organisations. A related finding of this research is that many assumptions underlying the various tGovernment models for transformation fall short to empirically explain the transformational government domain. The government visionary leadership has been proven to be a powerful driver for change in terms of initiating and leading the process for transformational government.

Challenges and opportunities brought by globalization and knowledge-based economy force organizations to prioritize acquiring and managing cross cultural high end talents. Despite the global economic downturn, companies are having trouble finding people who are their “best fit”. This researched proposed an “employer brand framework” that focuses on building successfulemployer brands for B2Bs in the ICT industry to enhance their appeal to talents with vital skillsthat help organizations to win in the global market competition. For this purpose, Swedish telecom giant, Ericsson AB, has been studied as a case study.The thesis first carries out a literature study to give an in-depth overview of existing theories, concepts and applications related to employer branding activities. Then the research methodology is explained followed by the development and presentation of the employer brand framework for B2Bs in the ICT industry. Furthermore, the study case is introduced in which the framework is applied. Finally, the conclusion and areas for future work are presented.

In recent years there has been an increase in the adoption of Information and Communication Technology (ICT) in organisations, as the use of ICT causes some form of revolution in business practices. All over the world, ICT has greatly transformed the manner in which companies conduct business. However, there is considerable evidence to show that Small and Medium Sized Enterprises (SMEs) in developing countries, particularly those in Sub-Saharan Africa (SSA), are yet to reap the full benefits offered by ICT as compared to their counterparts in the developed countries. Although the contribution of SMEs’ is of notable importance to many countries’ economy, yet those in developing countries lag far behind. For SMEs to survive and remain competitive in the current highly competitive business environment there is a need to adopt and use ICT effectively, in order to attain some level of competitive advantage. This research investigates factors affecting the adoption and effective utilisation of ICT, with particular emphasis on SMEs in Nigeria. It is presumed that SMEs’ adoption of ICT in Nigeria will provide opportunities to accelerate the country’s socio-economic growth as it will offer Nigeria the chance to ‘leapfrog’ some stages of development. The methodology adopted in undertaking this study is the qualitative research approach although a survey was used at the initial stage, to provide an exploratory snapshot of the SMEs in context. This research has empirically identified key factors motivating ICT adoption in Nigerian SMEs, and benefits resulting from the use of ICT in their organisational performance. Factors affecting the adoption and effective utilisation of ICT in Nigerian SMEs were also identified. Following this, strategies were proposed which led to the development of a framework that will assist to increase the adoption and effective use of ICT amongst SMEs in Nigeria and also, aid the further deployment of more sophisticated ICT solutions by these SMEs. The framework was validated via a survey and analysed with the aid of SPSS software. The findings obtained from the validation procedure indicated that the framework is valuable and suitable for use in practice since the research shows that the majority of respondents accepted the research findings and recommendations for success. This research offers recommendations that will assist the Nigerian government, stakeholders such as ISPs, as well as owners/managers of SMEs, in resolving the problems confronting SMEs in Nigeria.

In this thesis computational chemistry has been used to accelerate experimental discovery in the fields of ice recrystallization inhibitors for cryopreservation and ultra-microporous MOFs for carbon dioxide capture and storage. Ice recrystallization is one of the leading contributors to cell damage and death during the freezing process. This occurs when larger ice crystal grains grow at the expense of smaller ones. Naturally occurring biological antifreeze molecules have been discovered but only operate up to -4oC and actually exasperate the problem at temperatures lower than this. Recently, the group of Dr. Robert Ben have been successful in synthesizing small organic molecules which are capable of inhibiting the growth of ice crystals during the freezing process. They have built a library of diverse compounds with varying functionalities and activity. Chemical intuition has been unsuccessful in finding a discernible trend with which to predict activity. Herein we present work where we have utilized a quantitative structure activity relationship (QSAR) model to predict whether a molecule is active or inactive. This was built from a database of 124 structures and was found to have a positive find rate of 82%. Proposed molecules that had yet to be synthesized were predicted to active or inactive using our method and 9/11 structures were indeed active which is strikingly consistent to the 82% find rate. Our efforts to aid in the discovery of these novel molecules will be described here. Metal organic frameworks (MOFs) are a relatively new class of porous materials which have taken the academic community by storm. These three-dimensional crystalline materials are built from a metal node and an organic linker. Depending on the metals and organic linkers used, MOFs can possess a vast range of topologies and properties that can be exploited for specific applications. Ultra-microporous MOFs possess relatively small pores in the range of 3.5 Å to 6 Å in diameter. These MOFs have some structural advantages compared to larger pored MOFs such as molecular sieving, smaller pores which promote strong framework-gas interactions and cooperative effects between guests, and longer shelf-life due to small void volumes and rigid frameworks. Here we present newly synthesized ultra-microporous MOFs based on isonicotnic acid as the organic linker with Ni and Mg as the metal centre. Despite having such small pores, Ni-4PyC exhibits exceptionally high CO2 uptake at high pressures. Furthermore, Mg-4PyC exhibits novel pressure dependent gate-opening behaviour. Computational simulations were employed to investigate the origin of high CO2 uptake, predict high pressure (>10bar) isotherms, quantify CO2 binding site positions and energies, and study uptake-dependent linker dynamics. This work hopes to provide experimentalists with some explanation to these interesting unexplained phenomena and also predict optimal properties for new applications.

A new framework is proposed for the calculation of impact factor ratings of research publications. Given a collection of research articles, the corresponding citations graph is constructed in the form of a relational table. The impact value is considered at the article level, and is calculated by considering not only the citations made directly to an article, but also citations made to the corresponding citing article(s). In this respect, an improved algorithm is utilized, namely one that traverses all the threads in the citations graph, in an attempt to improve the degree of fairness in assigning credit for the impact value of each one article. When two articles have an equal number of (direct) citations, the one that has triggered more research activity (i.e. its citing articles attract a larger number of citations at subsequent levels in the citations graph) is assigned a higher impact value and, consequently, is ranked to be better.

This research provides evidence that standards based Clinical Decision Support (CDS) at the point of care is an essential ingredient of electronic healthcare service delivery. A Service Oriented Architecture (SOA) based solution is explored, that serves as a task management system to coordinate complex distributed and disparate IT systems, processes and resources (human and computer) to provide standards based CDS. This research offers a solution to the challenges in implementing computerised CDS such as integration with heterogeneous legacy systems. Reuse of components and services to reduce costs and save time. The benefits of a sharable CDS service that can be reused by different healthcare practitioners to provide collaborative patient care is demonstrated. This solution provides orchestration among different services by extracting data from sources like patient databases, clinical knowledge bases and evidence-based clinical guidelines (CGs) in order to facilitate multiple CDS requests coming from different healthcare settings. This architecture aims to aid users at different levels of Healthcare Delivery Organizations (HCOs) to maintain a CDS repository, along with monitoring and managing services, thus enabling transparency. The research employs the Design Science research methodology (DSRM) combined with The Open Group Architecture Framework (TOGAF), an open source group initiative for Enterprise Architecture Framework (EAF). DSRM's iterative capability addresses the rapidly evolving nature of workflows in healthcare. This SOA based solution uses standards-based open source technologies and platforms, the latest healthcare standards by HL7 and OMG, Decision Support Service (DSS) and Retrieve, Update Locate Service (RLUS) standard. Combining business process management (BPM) technologies, business rules with SOA ensures the HCO's capability to manage its processes. This architectural solution is evaluated by successfully implementing evidence based CGs at the point of care in areas such as; a) Diagnostics (Chronic Obstructive Disease), b) Urgent Referral (Lung Cancer), c) Genome testing and integration with CDS in screening (Lynch's syndrome). In addition to medical care, the CDS solution can benefit organizational processes for collaborative care delivery by connecting patients, physicians and other associated members. This framework facilitates integration of different types of CDS ideal for the different healthcare processes, enabling sharable CDS capabilities within and across organizations.

This is a dissertation on organization in Swedish ice hockey based on four articles. The purpose of the thesis is to contribute knowledge on the direction, management and practice of sport using Swedish elite ice hockey as an example. Knowledge is created by examining four separate but mutually contingent aspects of organizations. Article I contributes to the overall purpose with knowledge on the professionalization of Swedish ice hockey, the reasons behind and the consequences of it. Focusing on the timeframe 1967-2000 the article highlights how norms, values and ideals changed over time and contributed to a change from ice hockey as an amateur sport based on idealistic motives and volunteer efforts to a professional sport based on entertainment and commercial forces. Article II contributes knowledge on the structural organization of Swedish elite ice hockey clubs and contributing factors. The article compares eleven elite ice hockey clubs and shows how they vary in relation to each other from low to high specialization, standardization and centralization but also how they present many similar characteristics such as organizational form, subsidiary businesses, cooperation with farm clubs and upper secondary schools, types of employments and division of workload. Article III contributes with knowledge on how organizational structures are experienced by individuals working or volunteering in the clubs. Comparing experiences in two structurally different clubs, the article shows how more developed structures are experienced more positively than less developed structures are. However, both groups agree that more developed structures are desirable and they also have similar opinions on issues concerning formal education and training, the elite program vs. the youth program, strategic vs. operative tasks and personal freedom. Article IV contributes knowledge on how experiences of mentioned structures are affected by remuneration, authority and centrality. Exploring four positions differing from each other with regard to hierarchical position, distance to the club’s core activities and payment, the article shows that individual experiences of organizational structure vary depending on where in the club the individual works. This variation is shown to result in tensions between the different positions. The knowledge offered in the thesis is based on three data collections. Data have been gathered from official and unofficial documentation from and on the Swedish sports confederation, the Swedish ice hockey association and 11 clubs represented in the highest division 2000/2001, and from individuals working or volunteering in these clubs as board members, general managers, marketing assistants, coaches, volunteers in the youth programs and arena personnel. The studies are carried out within an institutional theory framework and the analysis of the results taken together shows how the structures in elite ice hockey clubs are affected by surrounding environment and societal environments. Norms and ideals concerning legitimate ways of organizing are mediated by authorities, educational establishments, trade organizations and successful models in neighbouring industries. These norms and ideals have changed as new actors such as television networks, commercial sponsors and employed staff have entered ice hockey and as the roles of the government, the associations, the coaches and the players have changed. These ongoing changes are combining to a new context and new circumstances for the direction, management and practice of Swedish ice hockey.

Information and Communications Technology play prominent roles in all aspects of human life today. School curricula is continually being revised to take advantage of the opportunities that ICTs offer to improve teaching and learning. Using the tool development type of design and development research, this study translates the UNESCO ICT Competency Framework for Teachers (UNESCO ICT-CFT) into an online survey that is capable of detecting if computer labs of teacher training colleges in developing countries have the capability to be used to train teachers to exhibit the UNESCO ICT competencies. By employing design and development techniques of expert review and field tests, an online tool was developed that was able to provide feedback on the capability of selected computer labs to be used as centers for training teachers on the UNESCO ICT-CFT. This report provides a detailed account of the tool development process, including expert review and field tests.

Uganda has registered more than a million deaths since the HIV virus was first offi¬cially reported in the country over 3 decades ago. The governments in partnership with different groups have implemented different programmes to address the epidemic. The support from different donors and reduction in prices of treatment resulted in the focus on antiretroviral therapy access to those affected. Presently only a quarter of the approximately 1 million infected by HIV in Uganda are undergoing antiretroviral therapy. The number of patients pause a challenge in monitoring of therapy given the overall resource needs for health care in the country. Furthermore the numbers on antiretroviral therapy are set to increase in addition to the stringent requirements in tracking and monitoring of each individual patient during therapy. This research aimed at developing a framework for adopting knowledge engineering in information systems for monitoring HIV/AIDS patients. An open source approach was adopted due to the resource constrained context of the study to ensure a cost effec¬tive and sustainable solution. The research was motivated by the inconclusive literature on open source dimensional models for data warehouses and data mining for monitor¬ing antiretroviral therapy. The first phase of the research involved a situational analysis of HIV in health care and different health care information systems in the country. An analysis of the strengths, weaknesses and opportunities of the health care system to adopt knowledge bases was done. It proposed a dimensional model for implementing a data warehouse focused on monitoring HIV patients. The second phase involved the development of a knowledge base inform of an open source data warehouse, its simulation and testing. The study involved interdisciplinary collaboration between different stakeholders in the research domain and adopted a participatory action research methodology. This involved identification of the most appropriate technologies to foster this collabora¬tion. Analysis was done of how stakeholders can take ownership of basic HIV health information system architecture as their expertise grow in managing the systems and make changes to reflect even better results out of system functionality. Data mining simulations was done on the data warehouse out of which two machine learning algorithms (regression and classification) were developed and tested using data from the data warehouse. The algorithms were used to predict patient viral load from CD4 count test figures and to classify cases of treatment failure with 83% accu¬racy. The research additionally presents an open source dimensional model for moni¬toring antiretroviral therapy and the status of information systems in health care. An architecture showing the integration of different knowledge engineering components in the study including the data warehouse, the data mining platform and user interac-tion is presented.

The advancement in ICT in recent decades has transformed every aspect of life, including medical care. The most sophisticated example of this is electronic health (e-health), which in developed counties has been a major contributor to enhancing the overall quality of healthcare services. However, e-health remains primitive in developing countries, whether they are relatively poor like Jordan or wealthy like Qatar. Barriers to successful e-health adoption in developing countries are attributable either to superimposing the technology itself while ignoring staff preparedness to integrated e-health or financial inhibitions to making such fundamental changes to healthcare delivery. Staff preparedness is related to educating or training healthcare staff, particularly nurses, who have fewer opportunities to attend training, or are sometimes ignored. Hence, the focus of this research is to evaluate the preparedness of nursing community for e-health adaption in the developing countries, taking Qatar and Jordan as case studies, in order to identify existing challenges and the key requirements to establish an educational framework that can be integrated in nursing curricula or professional development to promote e-health adaptation by nurses. This research critically reviews previous literature related to the research project, identifying the challenges to e-health preparedness, and analyses nursing and midwifery curricula from different countries with regard to e-health and ICT. The findings show that e-health modules are not generally included in any higher education nursing programme, with only a few transcripts showing basic computing or ICT modules. E-health national strategies for both Jordan and Qatar were analysed to identify whether the inclusion of professional training on e-health has been considered as part of e-heath strategy. In addition, analysis of e-health national strategies for other leading countries in the field of e-heath was conducted, finding that there is a decided gap between developed and developing countries with regard to e-health. The level of readiness in nursing was investigated and to identify the main barriers for using e-health/e-nursing in Jordan and Qatar. The results showed the top challenges facing e-health are educational-related aspects, hence a plan for promoting and providing education on the benefits and use of ehealth processes and applications is advised, with prerequisite ICT training, as the results showed that nurses lack sufficient knowledge about e-health processes and applications. The findings from earlier tasks were used to identify the requirements and then propose the framework to achieve main goal of this research in providing a roadmap. The framework was constructed in accordance to with the Technology Acceptance Model (TAM), followed by evaluation by different expert groups. All the groups voted for the suggested structure of the framework to be taken to the next phase of deployment. The final task was to evaluate the attitude of the nursing community working towards the possibility of implementing an e-learning system, which has been presented as the main platform in the proposed framework. The findings have demonstrated a very positive attitude from the nursing staff towards the idea of using e-learning. There also does not appear to be any apparent obstacles to deploying the concept of e-health as the audience in question have the necessary computer skills. In summary, this research project has contributed in presenting framework and some useful findings related to e-health in general and in Qatar and Jordan in particular. The proposed framework can be as a roadmap for future e-heath/e-nursing projects, in addition, it can be utilised with some modifications to foster similar electronic applications.

In recent decades, Information and Communication Technology (ICT), adoption in global Small to Medium Enterprises (SMEs), transformed the business landscape and has had a significant effect on social and economic developments that have saturated every aspect of human life. However, SMEs in developing countries are still facing various constraints that inhibit them from effectively incorporating ICT in their business operations and Zimbabwe has not been an exception. This research investigated the main reasons why Zimbabwean SMEs face challenges in adopting and utilising ICT, with particular emphasis on the role of the government in enhancing ICT use in SMEs. The study also aimed at presenting a validated and implementable ICT adoption framework that the Zimbabwean government can utilise to stimulate ICT adoption in SMEs. The methodology adopted in undertaking this research was the Design Science Research (DSR) approach that facilitated the creation of innovative and unique solutions relevant to the issues under study. The approach included a qualitative survey that utilised semi-structured interviews with 12 SMEs in and around five key Zimbabwean cities. The study revealed key government-related factors that affect ICT adoption in Zimbabwean SMEs that facilitated the development of an SME ICT adoption framework. These factors included government policies, government support and financial subsidies. The framework was validated using a focus group approach. The analysed data revealed that the framework is valid and relevant for use in practice, with the majority of the participants accepting and agreeing with the framework constructs. The study also offered various recommended strategies that will aid the government and other key SME stakeholders in resolving the challenges that SMEs face in adopting and utilising ICT.

Background. PAC controller is a strengthened version of PLC controller. Its function is very similar, but its essence and construction are different. PLC and PAC have many successful applications in the field of industrial automation control. There is a lot of literature about the software architecture of PLC control system. However, there is almost no relevant literature on software architecture based on PAC control system. A well-performing and stable automatic control system is indispensable to the design and development of suitable software architecture. The quality and pattern of software architecture can even affect the stability and efficiency of the control system. Objectives. Based on these problems, we defined two primary objectives. The first is to investigate the architecture of some existing large industrial control systems, to analyze and summarize the scenarios and advantages and disadvantages of these architectural patterns. The second, based on the results of effort for the first objective, we want to propose and design a set of automated control solution architecture model based on PAC control system, which is implemented and applied in a printing house. In the process, we sum up the challenges and obstacles encountered in implementing the solution and provide some guidance or reference for those involved in the field. Methods. For the first objective, we used a systematic literature review to collect data about existing ICS architecture. Concerning the second objective, a case study was conducted in a printing house in Karlskrona Sweden, in the study, we proposed a software architecture model suitable for PAC automation control system. Then, we developed and tested the automation control system and summarized some challenges and obstacles in the process of the implementation. Results. The existing ICS (Industrial Control System) architecture models and critical problems and challenges in the implementation of ICS are identified. From the existing literature, we have summarized five commonly used large industrial control system architecture models, which are mainly using composite structures, that is, a combination of multiple architecture patterns. Also, some critical problems in the industrial control system, such as information security, production reliability, etc. are also identified. In the case study, we put forward an automatic control solution for Printing House based on SLR results. We designed the hardware deployment architecture of the system and the software control architecture. Generally speaking, this architecture is based on C/S architecture. In the development of client, we adopt the popular MVC architecture mode. In the longitudinal view of the whole system, an extended hierarchical architecture model is adopted. In the core control system, we adopt the modular architecture design idea. The whole control system is composed of 6 parts, four subsystems of PAC terminal, one server-side program and one client program. After a long time, development and test, our system finally goes online for the production, and its production efficiency is improved compared with the old system. Its expansion functions, such as Production Report and Tag Print, are deeply satisfying for the customers. Conclusions. In this research, we summarize and compare the advantages and disadvantages of several commonly used industrial control systems. Besides, we proposed a software architecture model and developed an automation control system based on PAC. We fill the gap that there is a lack of studies about the software architecture about the implementation of the automation control system based on PAC. Our result can help software engineers and developers in ICS fields to develop their own PAC based automation control system.
