The credibility of a regulator could be threatened if stakeholders perceive that assessments of performance made by its inspectors are unreliable. Yet there is little published research on the reliability of inspectors’ assessments of health care organizations’ services. Objectives We investigated the inter-rater reliability of assessments made by inspectors inspecting acute hospitals in England during the piloting of a new regulatory model implemented by the Care Quality Commission (CQC) during 2013 and 2014. Multi-professional teams of inspectors rated service provision on a four-point scale for each of five domains: safety; effectiveness; caring; responsiveness; and leadership. Methods In an online survey, we asked individual inspectors to assign a domain and a rating to each of 10 vignettes of service information extracted from CQC inspection reports. We used these data to simulate the ratings that might be produced by teams of inspectors. We also observed inspection teams in action, and interviewed inspectors and staff from hospitals that had been inspected. Results Levels of agreement varied substantially from vignette to vignette. Characteristics such as professional background explained only a very small part of the variation. Overall, agreement was higher on ratings than on domains, and for groups of inspectors compared with individual inspectors. A number of potential causes of disagreement were identified, such as differences regarding the weight that should be given to contextual factors and general uncertainty about interpreting the rating and domain categories. Conclusion Groups of inspectors produced more reliable assessments than individual inspectors, and there is evidence to support the utility of appropriate discussions between inspectors in improving reliability. The reliability of domain allocations was lower than for ratings. It is important to define categories and rating levels clearly, and to train inspectors in their use. Further research is needed to replicate these results now that the model has been fully implemented, and to understand better the impact that inspector uncertainty and disagreement may have on published CQC ratings.

The demand for consistent quality has led to 100% inspection using automated systems rather than the traditional sampling with human inspectors. However, these automated systems cannot adapt to novel situations to meet the required performance without human intervention. The need for costeffective and superior inspection performance has resulted in hybrid systems in which the functions are allocated depending on the capabilities of humans and machines. With the increasing availability of computer technology due to decreased costs and size, the role of humans in inspection systems is changing from that of a continuous “online” inspector to that of a supervisor of multiple tasks. This study uses a computer-based visual inspection simulator to investigate the role of the human as a supervisor in inspection systems, with the main focus on the effect of performance of one hybrid inspection system on human decision to intervene in another system to optimize the inspection performance.

Oberflächengüten und geometrische Bauteiltoleranzen sind ein entscheidendes Qualitätskriterium in der Fertigung. Die resultierenden Rauheiten und Bauteildurchmesser sind dabei vom Werkzeugverschleiß abhängig und werden nach der Bearbeitung häufig mittels taktiler Messgeräte geprüft. Am Institut für Werkzeugmaschinen und Fabrikbetrieb (IWF) wurde ein optisches Messsystem entwickelt, das mithilfe eines Lasers eine Online Bauteildurchmesser- sowie Rauheitsmessung während der Drehbearbeitung erlaubt.   Surface finish quality and component tolerances are a critical quality criterion in production. The resulting surface roughness and workpiece diameters depend on tool wear and are usually inspected with tactile measurement systems after machining. At the Institute for Machine Tools and Factory Management (IWF), an optical measurement system was developed which employs a laser and enables the online measurement of workpiece diameters and surface roughness for turning processes.

The present study has concentrated on online crisis response strategies that stimulate online purchase and the acceptance of online purchase intention (OPI) in the marketplace. However, few studies have examined the online crisis response strategies undertaken to alleviate the online crisis. Therefore, on the basis of the Stimulus Organism Response framework and online crisis response strategies, this study offered and tested a model that inspected the effect of online crisis response strategies on OPI through online brand attitude (OBA). Brand perceived usefulness (BPU) was observed as a borderline condition between OBA and OPI. We recruited 392 working professionals undertaking the Master of Business Administration program at a large public university in China. The results suggest that OBA mediates the association between online crisis response strategies and OPI. Similarly, BPU moderates the association between OBA and OPI. The responses with high BPU maximize the effect of online crisis response strategies on OBA. On the basis of the study outcomes, contributions to theory and practice, limitations, and future guidelines are well discussed.

Abstract Summary Thanks to recent advances in live cell imaging of biosensors, microscopy experiments can generate thousands of single-cell time-series. To identify sub-populations with distinct temporal behaviours that correspond to different cell fates, we developed Time Course Inspector (TCI)—a unique tool written in R/Shiny to combine time-series analysis with clustering. With TCI it is convenient to inspect time-series, plot different data views and remove outliers. TCI facilitates interactive exploration of various hierarchical clustering and cluster validation methods. We showcase TCI by analysing a single-cell signalling time-series dataset acquired using a fluorescent biosensor. A number of authors have considered the procedure of online process control in which every [Formula: see text]th item produced is inspected. The process is judged to be in control and continues if the inspected item is judged to conform to specifications. If the inspected item is judged to be nonconforming, then the process is judged to be out of control and stopped, examined, and adjusted as necessary. This inspection process is subject to misclassification and different schemes have been suggested for dealing with this. In this paper, we propose a new rule in which the final judgment that an item is conforming, and thus the process is in control, if and only if [Formula: see text] consecutive classifications as conforming occur before a total of [Formula: see text] classifications as nonconforming. We will examine various aspects of this protocol and provide advice on how to determine values of [Formula: see text] and [Formula: see text] for this rule.

Millions of users post comments to TripAdvisor daily, together with a numeric evaluation of their experience using a rating scale of between 1 and 5 stars. At the same time, inspectors dispatched by national and local authorities visit restaurant premises regularly to audit hygiene standards, safe food practices, and overall cleanliness. The purpose of our study is to analyze the use of online-generated reviews (OGRs) as a tool to complement official restaurant inspection procedures. Our case study-based approach, with the help of a Python-based scraping library, consists of collecting OGR data from TripAdvisor and comparing them to extant restaurants’ health inspection reports. Our findings reveal that a correlation does exist between OGRs and national health system scorings. In other words, OGRs were found to provide valid indicators of restaurant quality based on inspection ratings and can thus contribute to the prevention of foodborne illness among citizens in real time. The originality of the paper resides in the use of big data and social network data as a an easily accessible, zero-cost, and complementary tool in disease prevention systems. Incorporated in restaurant management dashboards, it will aid in determining what action plans are necessary to improve quality and customer experience on the premises.

Nowadays, the concept of “digital twin” has received great attention from both academia and industry. However, few methodological solutions have been reported in existing studies. This paper presents a life prediction method for aircraft structure, and illustrates how this method can be embedded into a “digital twin” framework. This method can fuse heterogeneous information acquired from inspected physic entity, fifinite element software, historical database and predictive model, giving an accurate and real-time prediction of remaining useful life (RUL) for aircraft structure. In the operation of this method, the degradation behaviour of inspected structure is observed in an online manner. Historical record document is used for generating prior knowledge. The external load condition is fed into fifinite element software for calculating the stress intensity factor. The well-known Paris law is adopted as predictive model. Finally, the Bayesian inference is used to integrate the information and predict the future degradation of inspected structure. Theoretical deviation and experiment on a public database demonstrate the effectiveness of this method, facilitating the implementation of “digital twin” in real-world scenario.

This master’s thesis designs and develops a Web service-based mobile application for Android platform following the constraints of REST architectural style. It also proposes an authentication model for RESTful applications. The master’s thesis is completed at the company Inspectera HK AB in Norrköping, Sweden. The developed application is called the “Mobile version of Inspectera Online.”

El plan de negocio que estamos presentado, se basa en la creciente necesidad de entregar servicios asociados a la venta online, específicamente en el rubro de los seguros vehiculares, donde cada vez más los clientes buscan como proteger sus vehículos directamente en sitios web, pero para terminar el proceso de contratación del seguro para un auto usado, este debe ser inspeccionado, es ahí donde entra nuestra propuesta de negocio. En la actualidad, existen muchas compañías de seguros y corredores, que ofrecen asegurar los vehículos de forma online, esto facilita mucho el proceso de contratación y muchas veces, da la posibilidad de comparar precios, cuestión que los clientes agradecen. Sin embargo, este canal de venta para las compañías de seguros genera un riesgo mayor, ya que existe una anti selección y aumenta la probabilidad de que autos con preexistencia de daños intenten obtener coberturas, por lo cual realizar una inspección es clave para no generar pérdidas en las aseguradoras, ya que en caso contrario tendrán que cubrir daños que no decidieron asegurar. Normalmente las compañías deciden externalizar este servicio, el cual suele ser clave para vender más y para no tener pérdidas. Un claro ejemplo de esto es el ingreso de la corredora compara online, la cual cambio la forma de forma de vender un seguro y género que las compañías de seguros, como el resto de las corredoras, debiesen transformar sus procesos de contratación realizando ajustes a sus coberturas para que se pueden asegurar un auto, antes de ser inspeccionado, pero con ciertas exclusiones. Si bien hoy existen proveedores del servicio de inspecciones, estos se encuentran asociados al proceso de venta y tienen graves conflictos de interés, un claro ejemplo de esto es la corredora de seguros Falabella, quien muchas veces se encuentra inspeccionando los vehículos a la misma persona que gana comisiones por venta de seguros, provocando que las compañías adquieran riesgos con preexistencias, los cuales provocan un fuerte aumento de la siniestralidad de la cartera de seguros. Sin embargo, a las compañías les ha costado regular estos procesos, sin afectar la venta de seguros, presentándose una constante disputa entre rentabilidad y la participación de mercado, ya que existe un importante volumen de venta en estos procesos de venta de contratación a distancia. Hemos detectado que existen dos perfiles de usuarios que requieren el servicio de inspecciones:  Compañías de Seguros. Son quienes asumen los riesgos y les importa mucho tener buena calidad en las inspecciones, ya que sin eso, luego deben cubrir daños preexistentes y se generan importantes pérdidas, viendo en la contratación a distancia, un inminente riesgo. Hoy, las compañías están asociadas y en conjunto han puesto mayores controles a los procesos de inspección, regulando el poder que tienen los grandes corredores.  Corredoras de Seguros: Estas entidades se enfocan netamente en las ventas, ya que ganan comisión solo por esto, sin importarles los costos de siniestros que hay por detrás y que deben asumir las compañías. Actualmente, el foco más importante es que la inspección sea rápida y eficiente, no afectando por ningún motivo el proceso de venta, ya que esto es su principal objetivo. Como solución al conflicto que existe entre las compañías de seguro y las corredoras, proponemos crear un servicio rápido de inspecciones para no afectar los procesos de ventas, pero con especial enfoque en la calidad técnica de revisión de los vehículos, entregándoles a las compañías información clave que les permitan excluir preexistencia en el momento de la liquidación de siniestros o incluso rechazar probables propuesta de seguros, no entregando cobertura desde el momento cero, esto debe ir acompañado de un proceso eficiente en la coordinación de la inspección con el cliente final del seguros, entregando un servicio de calidad. El servicio propuesto tiene un su núcleo agrupar a una serie de inspectores independiente, los cuales no tienen opción de negociar con las compañías volúmenes, pero que tienen un gran expertise en el rubro, por lo cual la idea es que todos ellos trabajen con nosotros, a través de una plataforma móvil que nos ayudará a asignar la carga de trabajo. Es relevante mencionar, que como en todo proyecto, existen riesgos y amenazas importantes, entre las cuales debemos mencionar, los preacuerdos que ya existen entre las corredoras de seguros y proveedores de los servicios de inspecciones, lo cual nos puede dificultar entrar al mercado, que los inspectores no quieran asociarse a nuestros servicios, que la plataforma móvil para realizar inspecciones sea copiada y los otros inspectores, por exigencias de las compañías, también empiecen a mejorar la calidad de sus servicios de inspecciones. Sin embargo, como conocedores del mercado, los esfuerzos estarán concentrados en minimizar todo tipo de riesgo que exista en el negocio. Por el lado financiero, nuestro proyecto presenta los siguientes indicadores: VAN: $73.069.812  TIR: 23% A modo de resumen, el proyecto resulta ser rentable, en un escenario conservador, y es una importante solución que agrega valor al creciente negocio de la venta de seguros online.

Three cohorts of preservice teachers, about 300 altogether, studying at an Australian tertiary institution, engaged in various community-based learning activities for 70 hours over a ten-month period. During this time, they reflected on and shared their experiences with peers via asynchronous online discussions. The three lecturers linked to these cohorts reflected on their managerial styles and inspected the nature of participants’ postings for evidence of the development of professional learning communities. They found that preservice teachers in all three cohorts developed attributes of professional learning communities as they shared their experiences. Many acted as guides, mentors, and companions for each other. The tool and approaches used to guide preservice teachers’ reflections were helpful, yet suggestions are offered to extend practices in the future.

The main objective of this chapter is to gain an in-depth understanding of the social media addiction construct. For this purpose, prior studies on social media addiction are reviewed. Based on this review the influence of several personal, social, and situational factors on social media addiction are examined. Firstly, personal factors such as demographic characteristics, personality traits, self-esteem, well-being, loneliness, anxiety, and depression are studied for their impact on social media addiction. Next, the social correlates and consequents of social media addiction are identified, namely need for affiliation, subjective norms, personal, professional, and academic life. Lastly, situational factors like amount of social media use and motives of use are inspected. Following the review of literature an empirical study is made to analyze factors that discriminate addicted social media users from non-addicted social media users on the basis of these different factors.

This chapter describes how the government of Uruguay believes that all children have the right to have technology at their fingertips and that all children have the right to connectivity and access to the internet, that it is as important to have electricity and running water as to have access to the internet, and that it would have a high impact on the country's technological deployment and, obviously, on education and teaching. The parts of the chapter are concerned with the technology and pedagogy relationship: how to improve pedagogy through technology, the importance of teaching English and math online with help of education inspectors and the teachers using modern platform—virtual classrooms, books in digital format, digital technology laboratories—that allows collaborative work, work on projects, logical thinking, an online assessment system. All these integrated tools transfer to the biggest investments which the author calls “global learning network.”

This article seeks to examine the impact of the stadium and its emotional references on spectators' virtual presence and experience. Specifically, the transfer of such practices to the online fan forum Ali-Sami-Yen.net, one of the largest unofficial fan forums founded by supporters of the Turkish popular football team Galatasaray in 1999, is inspected and the significance of spatiality for the football fan cultures is scrutinized with Maffesoli's concept of the “neo-tribe” in this chapter. The notion of neo-tribe helps to discuss the role of shared ambiance and emotions for the construction of the virtual experience in a fan forum. Methodologically, content and interaction among the users on Ali-Sami-Yen.net is analyzed through the primary sources including in-depth interviews and participant observation. It is concluded that the stadium attendance with its specific terrace culture practices constitutes a distinctive source of identity among the Galatasaray fans and their online forum is the replica of this experience.

Sentiment Analysis intends to get the basic perspective of the content, which may be anything that holds a subjective supposition, for example, an online audit, Comments on Blog posts, film rating and so forth. These surveys and websites might be characterized into various extremity gatherings, for example, negative, positive, and unbiased keeping in mind the end goal to concentrate data from the info dataset. Supervised machine learning strategies group these reviews. In this paper, three distinctive machine learning calculations, for example, Support Vector Machine (SVM), Maximum Entropy (ME) and Naive Bayes (NB), have been considered for the arrangement of human conclusions. People are increasingly able to access their laboratory (lab) results using patient-facing portals. However, lab reports for citizens are often identical to those for clinicians; without specialized training they can be near impossible to interpret. In this study, we inspected a mobile health application (app) that converts traditional lab results into a citizen-centred format. We used the Health Literacy Online (HLO) checklist to inspect the app. Our inspection revealed that most of the app’s strengths were related to its Organization of Content and Simple Navigation and most of its weaknesses were related to Engage Users. We also identified several usability and user experience (UX) issues that were beyond the purview of the HLO checklist. Although this app represents an important step towards making lab results universally accessible, we identified several opportunities for improvements that could increase its value to citizens.

This chapter aims to develop an ongoing research on digital travel videos, with an overall aim to offer methodological indications on how to analyze similar online multimodal and multimedia participatory situations. By addressing issues of popularity, response and appraisal, it examined meaning-making performed by text comments posted by YouTubers. Retrieved through the YouTube Comment Scraper software, comments have been inspected in terms of number, language, topic, appraisal, and linguistic features. Overall, instances show positive appraisal and are more focused on the videos, than on the depicted region, and their style epitomizes spontaneous and uncontrolled user-to-user communication within the digital participatory environment. More than for their content, comments seem to offer a relevant contribution to destination image formation, especially, through their presence and form, and from a connotative viewpoint. Alternative to formulaic and vertical tourism communication texts, they connote the destination as open and welcoming, as spontaneous and authentic.

As part of an ongoing development program to increase power output and efficiency of the THM 1304 gas turbine, modifications were made to the high pressure turbine. The modifications include but are not limited to blade and vane aerodynamics, cooling system and clearance control, mechanical design and materials. The development was to achieve the following goals: • Intensified blade and vane cooling to permit higher turbine inlet temperatures and to further extend service lifetime; • Improved aerodynamic performance; • Blades with pre-loaded tip shrouds to achieve low vibration amplitudes in a broad operating speed range; • Rotor design modifications to simplify assembly and disassembly; • Modified vane carrier and casing designs for optimal tip clearance control and turbine performance. The improved high pressure turbine was extensively tested in MAN TURBO’s full-load gas turbine test facility. Test results verified that component temperatures were within the expected range and design targets have been achieved. The first production gas turbine equipped with the upgraded high pressure turbine was installed in May 2004 as a gas compressor driver. To date a total of 11 units have gone into operation including units for power generation. Dry low emission technology is used on all engines. Every unit is monitored by an online data monitoring system and visually inspected in shorter intervals to verify the behavior in the field. Operation of the fleet is flawless at this time.

In 2002 TWI Ltd carried out a questionnaire-based survey of ‘user experience of plant life management practices’, to gain a better understanding of the reality of plant life management and the needs of plant operators [1]. In 2003 the European Fitness-for-Service Network (FITNET) reported the results of their survey on ‘current application and future requirements for European Fitness-for-Service (FFS) technology’ [2]. In 2006 the management of ageing plant became a regulatory hot topic in the UK with a Health and Safety Executive document on the subject being released [3]. Considering also the recent release of the new API/ASME joint FFS standard [4] TWI Ltd decided 2007 was the ideal time to carry out an updated industry survey, to assess how developments such as these might affect plant life management practices in different industry sectors across the world. The aims of this survey were to gain an insight into current FFS trends across several industry sectors and how these may change in the future. Information was gathered as to how different companies handle their FFS activities, both in terms of the types of flaw they assess and the complexity of the assessments they carry out. The survey also investigated how Safety Regulating Authorities (SRA) view FFS activities and whether or not they accept the results as the basis for plant integrity management decisions. Closely related to this is whether there is a need for better regulation of FFS activities, FFS training or indeed whether FFS qualifications should be introduced. This paper presents the results of the online industry survey and draws pragmatic conclusions that will be of interest to all those involved with FFS activities, from inspectors to researchers and from engineers to insurers.

Landslides are one of the main threats in maintaining pipeline integrity and depend directly on natural geological and geotechnical conditions. External factors such as weather, rainfall, and others, can trigger land movements and displace the pipeline. The Ecuadorian OCP (Heavy Crude Oil Pipeline) is a buried pipeline going in an East to West direction, crossing 485 kilometers of the Ecuadorian territory. It starts in the Amazon Region (approximately 300 meters above sea level), and then climbs the Andes Mountains (4060 meters above sea level in its tallest portion), to then descend to the shores of the Pacific Ocean. The OCP pipeline crosses many regions with varying climates, varying rainfall patterns, variable morphologies, diversity of soils, and areas affected by tectonic faults, among others. In order to prevent pipeline failures, OCP Ecuador has instituted programs to perform preventive and corrective actions in order to handle the following geological concerns: • Intervention of a specialized geotechnical team to identify and monitor critical points along the pipeline route. This team identifies unstable sites based on the observations of cracks, land movements, or other visual deformations of the pipeline route and its surroundings. • Upkeep of the preventive program. • Execution of third-level studies required to understand specific unstable zones in detail: nature of the subsoil, underground water level, geo-mechanic characteristics, stability factor, and stabilization works. • Geotechnical instrumentation used: inclinometers to search the spread of movement, shifting direction, speed, (landslide location); strain gauges for preventive control of pipeline strain, alert levels, efficiency of stabilization works; and topographic surveys to monitor superficial movements. • Data processing and mapping on GIS Software. • Annual over-flights to detect massive landslides. • Internal inspectors (online-ILI) providing a wide range of information: geometry measurements, curvature monitoring, pipeline displacement, etc. In addition, it allows detection of probable zones depicting soil movement. The purpose of this technical paper is to present the methodology applied by OCP Ecuador to prevent failure of the pipeline along its route.

The integration of novel technologies for monitoring and investigating compliance can enhance the effectiveness of regimes related to weapons of mass destruction (WMD). This report looks at the potential role of four novel approaches based on recent technological advances – remote sensing tools; open-source satellite data; open-source trade data; and artificial intelligence (AI) – in monitoring and investigating compliance with WMD treaties. The report consists of short essays from leading experts that introduce particular technologies, discuss their applications in WMD regimes, and consider some of the wider economic and political requirements for their adoption. The growing number of space-based sensors is raising confidence in what open-source satellite systems can observe and record. These systems are being combined with local knowledge and technical expertise through social media platforms, resulting in dramatically improved coverage of the Earth’s surface. These open-source tools can complement and augment existing treaty verification and monitoring capabilities in the nuclear regime. Remote sensing tools, such as uncrewed vehicles, can assist investigators by enabling the remote collection of data and chemical samples. In turn, this data can provide valuable indicators, which, in combination with other data, can inform assessments of compliance with the chemical weapons regime. In addition, remote sensing tools can provide inspectors with real time two- or three-dimensional images of a site prior to entry or at the point of inspection. This can facilitate on-site investigations. In the past, trade data has proven valuable in informing assessments of non-compliance with the biological weapons regime. Today, it is possible to analyse trade data through online, public databases. In combination with other methods, open-source trade data could be used to detect anomalies in the biological weapons regime. AI and the digitization of data create new ways to enhance confidence in compliance with WMD regimes. In the context of the chemical weapons regime, the digitization of the chemical industry as part of a wider shift to Industry 4.0 presents possibilities for streamlining declarations under the Chemical Weapons Convention (CWC) and for facilitating CWC regulatory requirements.
