Propomos analisar a atuação político - cultural do periódico La Revista Literaria, fundado por vários intelectuais uruguaios em 1865, buscando compreendê -lo tanto como um espaço de formação intelectual, quanto cidadã, a partir das indicações de Hilda Sabato (2008). Objetivamos, também, entender como suas publicações propuseram uma identidade para o Uruguai daquele período, visando à “civilização” de caráter nacional para a população daquele país. A atuação do referido periódico se centrou nas críticas dirigidas à Igreja Católica uruguaia e ao passado monárquico espanhol que ainda parecia se mostrar presente em meio às tentativas internas de consolidação do Estado Nacional pós-independência. No entanto, esse projeto se deu olhando-se “para fora”, por meio de referenciais externos, consistindo, assim, em uma forma de percepção de um “movimento” temporal – conforme os dizeres de Reinhart Koselleck (2006) - em direção à “modernidade” político - cultural nacional uruguaia. NATIONAL CIVILIZATION FROM THE OUTSIDE:politics and culture in La Revista Literaria in Uruguay (1865) Abstract: We propose to analyze the political-cultural performance of the periodical La Revista Literaria, founded by several intellectuals in 1865, seeking to understand it both as a space for intellectual and citizen formation, based on the indications of Hilda Sabato (2008). We also aimed to understand how his publications proposed an identity for Uruguay of that period, aiming at the "civilization" of national character for the population of that country. The journal's work focused on criticism of the Uruguayan Catholic Church and the Spanish monarchist past that still seemed to be present amid the internal attempts to consolidate the post-independence National State. However, this project took place by looking "outwardly" through external references, thus constituting a form of perception of a temporal "movement" - in Reinhart Koselleck's (2006) words -towards "modernity" political-cultural Uruguayan national. AbstractThis article examines a much cited but little understood aspect of the Latin American intellectual and cultural ferment of the 1910s and 1920s: the frequency with which intellectuals from the southeastern Brazilian state of São Paulo referred to developments in post Sáenz Peña Argentina, and to a lesser extent in Uruguay and Chile. In books, pamphlets, speeches, and the pages of a vibrant periodical press—all key sources for this article—São Paulo intellectuals extolled developments in the Southern Cone, holding them out for imitation, especially in their home state. News of such developments reached São Paulo through varied sources, including the writings of foreign travelers, which reached intellectuals and their publics through different means. Turning from circuits and sources to motives and meanings, the Argentine allusion conveyed aspects of how these intellectuals were thinking about their own society. The sense that São Paulo, in particular, might be “ready” for reform tending toward democratization, as had taken place in Argentina, Uruguay, and Chile, was accompanied by a belief in the difference of their southeastern state from other Brazilian states and its affinities with climactically temperate and racially “white” Spanish America. While these imagined affinities were soon forgotten, that sense of difference—among other legacies of this crucial period—would remain.

Abstract Asturian Adolfo Posada, one of Spain’s leading intellectuals at the turn of the twentieth century, has remained largely unknown. This article uncovers the originality and significance of his theory of the State, in which Krausism merged with social positivism, and his endeavour to establish modern research universities that would form responsible elites and disseminate culture among workers. Intellectual leadership was to ‘Europeanize’ and regenerate the crisis–ridden country and, after 1898, build new relations with Hispanoamerica. The article argues that Posada’s polity and policy suggestions, while limited in their effects on Spain, had significant impact on Argentina and Uruguay.

Neste artigo analiso a imprensa negra da região de fronteira Brasil-Uruguai, mais especificamente das cidades de Melo e Pelotas: A Alvorada (Pelotas, 1907-1965), Acción (Melo, 1934-1952) e Orientacion (Melo, 1941-1945). A experiência destes periódicos é o fio condutor, cujo foco está em Acción, criado como porta voz do Centro Uruguay, clube negro criado em Melo em 1923. Dentre as conclusões explicito que por meio da tribuna pública, imprensa, foram transgredidas as margens, tanto uma referência aos trânsitos em uma região de fronteira, quanto às vivências da racialização, e forjada uma história para a nação uruguaia que se conectava com o Brasil, denunciava a racialização reinante e inseria a população negra dentre os atores daquela história já plenamente conhecida pelos pagos uruguaios.

Creative locations become a key element of public regeneration strategies and develop innovative services based on intellectual proper ty. Some communities that have chosen to develop their tourism potential through the use of murals have improved their local development in a sustainable way, thus meeting a need expressed by tourists to create a more active experience with an opportunity for the destination to embed experiences in the locality. In this study, which was carried out as part of an international cooperation research project with Uruguay, we have explored whether Uruguayan mural art may be a way for Uruguayan towns to develop sustainable, creative, mural-based tourism. We used a qualitative content analysis, through in-person interviews, and found that its potential has not been exploited due to the lack of an organized public strategy.Keywords: creative cities, mural art, local sustainable development, mural-based tourism.Ciudades creativas y desarrollo sostenible: turismo basado en el arte mural como estrategia pública localResumen: Las localidades creativas son un elemento clave para el impulso de estrategias de regeneración pública y de creación de servicios innovadores basados en la propiedad intelectual. Algunas comunidades que han optado por desarrollar su potencial turístico a través del arte mural han mejorado su desarrollo local de manera sostenible, uniendo la necesidad de los turistas de vivir una experiencia más activa con la oportunidad de incluir en esas experiencias a la localidad. En este estudio, llevado a cabo en el marco de un proyecto de investigación de cooperación internacional con Uruguay, analizamos si el arte muralista uruguayo podría ser una vía para las localidades uruguayas de desarrollar un turismo sostenible y creativo. La llamada generación romántica argentina está constituida por un heterogéneo grupo de intelectuales, que, en su mayoría, se vieron forzados a exiliarse por motivos políticos a distintos países latinoamericanos. Esteban Echeverría, Juan Bautista Alberdi, Juan María Gutiérrez, Miguel Cané y Luis L. Domínguez, entre otros, comparten en mayor o menor medida las ideas y postulados del romanticismo y, por consiguiente, una actitud de rechazo ante la estética neoclásica. El presente trabajo se propone estudiar dicha postura anticlásica y determinar los eventuales desvíos de la misma. In the eyes of many North Americans, Mexico is above all a country of immigration from which hundreds of thousands hope to pass across the border to find the promised land in the United States. What these North Americans do not realize is that for thousands of Latin Americans and for many U.S. intellectuals, Mexico after the revolution of 1910-1920 constituted the promised land. People persecuted for their political or religious beliefs—radicals, revolutionaries but liberals as well—could find refuge in Mexico when repressive regimes took over their country.In the 1920s such radical leaders as Víctor Raúl Haya De La Torre, César Augusto Sandino and Julio Antonio Mella found refuge in Mexico. This policy continued for many years even after the Mexican government turned to the right. Thousands of refugees from Latin American military dictatorships in Argentina, Chile, and Uruguay fled to Mexico. The history of that policy of the Mexican government has not yet been written.

The World Trade Organisation (WTO) process and its ethos are fast losing their development objectives. The crisis, challenges and complexities in the implementation of WTO policies on agriculture and market access has not abated. Intellectuals, researchers and academics opine that the implementation of WTO policies have not only encouraged power and development divide between the Industrialised nations and the developing nations, it has worsened the rate of global economic inequality. Although the inclusion of agriculture in the Uruguay Round was taken as a major achievement, the commitment to minimum market access for most protected products, reducing export subsidies and a considerable measure of support, did not do much to lower agricultural protection. The promises made to the developing countries under the Doha Development Agenda (DDA) on agriculture, market access, reduction of subsidies/tariffs and implementation issues were limited and not fulfilled. Can the emerging WTO market capacities and alliances lead to a change in the decision-making process? In the context of the growing political instability and deepening economic crisis in Uruguay during the 1960s and early 1970s, the thesis examines two propositions. The first is that politically informed intellectuals, though disaffected or marginalised, will integrate themselves into the political mainstream if circumstances demand and a suitable vehicle allows them to participate usefully in the political process. The second is that, in the Uruguayan case, an expanded notion of dialogue is essential in analysing how this was accomplished, partly because the idea of dialogue was a necessary part of how they worked together and communicated with their public, and partly because dialogue was seen as a crucial element in reforming the nation and as the basis of the relationship between the political party that was to be the agent of such reform and its potential constituency. The thesis begins by examining how the so-called 1945 and 1960s generations overcame intergenerational squabbles and worked together, with the help of an expanding publishing industry, to create a public for their meditations on Uruguay's problems. Then, after briefly outlining the importance of dialogue to the essay as a genre and its role in developing national identity in Latin America, the study examines essays on the state of Uruguay by four major writers in the 1960s: Roberto Ares Pons, Alberto Methol Ferr??, Carlos Maggi and Washington Lockhart. The thesis then traces the intelligentsia's role in the several attempts to heal the rifts within the Uruguayan left and in the formation of the centre left coalition, the Frente Amplio, in 1971, to show how the notion of dialogue was incorporated into its structure, mode of operation and political program. The final section, a case study of Mario Benedetti's political activities and propagandist essays of 1971-1973, examines the contradictions of working as a committed intellectual when the very conditions necessary for intellectual life are breaking down. The thesis concludes that the resurrection of the nation as a site for dialogue with and among all members of society, a project in which the intelligentsia had enthusiastically participated, foundered because drastic political polarisation permitted only one militarist and monologic solution.

A partir du bilan de cette these on se demande quel a ete le role des intellectuels et des universitaires specialises en uruguay, dans le processus qui va de la crise du modele liberal democratique a la recherche de nouvelles formes d'identite et d'organisation. C'est un point important a souligner du fait de l'autonomie de ce milieu par rapport au pouvoir politique et a tout autre type de pouvoir- eglise ou armee qui, dans des pays proches comme l'argentine ou le bresil, ont une influence determinante sur le developpement national. Cette autonomie confere au "champ intellectuel" uruguyaen un fonctionnement regi par une repartition hierarchisee des roles et des autorites qui renforce son unite et y etablit, au-dela des differences de positions et d'interpretations, un "concensus dans le dissensus". Dans ce cas, l'autorite sera representee par les positions de l'hebdomadaire marcha et de l'universite qui s'erigera, a partir des annees 60 et 70, en defenseur de l'ordre juridique et constitutionnel national en danger. L'apport de ces deux piliers du monde intellectuel ont contribue a developper une connaissance plus objective et quantitative du fonctionnement de la realite economique nationale, des contradictions inherentes a son evolution et de ses relations avec le reste du continent et du monde. Ils ont constamment souligne les dysfonctionnements du systeme economico-social national a partir des annees 30-40, agissant ainsi sur la prise de conscience de la problematique economique en soi et facilitant la mise en evidence de ses relations directes avec la stabilite de la democratie politique et le maintien de l'ordre republicain.

In this dissertation I examine the reasons why the U.S. film industry lost the GATT-Uruguay Round negotiations on audiovisual services and intellectual property rights (IPRs) related to copyright. I revisit the political economy approach to communication and implement Mosco's (1996) suggestions on the approach's renewal. Mosco notes that political economists of communication thematically view the state as supporting transnational business (1996, p. 94). However, Jarvie's (1992) analysis of the relationship between the U.S. government and film industry between 1920 and 1950 suggests that this 'support' theme does not adequately capture the often antagonistic and unproductive relationship between the two parties. I extend Jarvie's (1992) work by developing themes from his scholarship and applying them to a case study on the Uruguay Round. I review the literature on the media-cultural imperialism thesis and focus on Herbert Schiller's (1969 [1992], 1976, 1989) scholarship. Schiller's thesis implies that outcomes in international relations are dictated by domestic determinants such as the influence of corporate lobbyists. However, I argue that the reasons why Hollywood lost lie not in domestic determinants alone, but in a broader perspective (derived from the discipline of international relations) that focuses on the interaction between domestic trade politics and international relations (Putnam, 1988 [1993]). Putnam characterises international negotiations as an interactive process involving the bargaining between negotiators and the separate discussions each delegation has with constituents in its domestic market on the ratification of the agreement. I assess themes from Jarvie's work and propositions from Schiller's thesis using Putnam's (1988 [1993]) two-level analysis and empirical evidence from primary documents and thirty-five interviews conducted over a three-year period (1994 to 1997) with U.S. and European negotiators and film executives. I argue that U.S. domestic trade politics hampered efforts by U.S. negotiators to reach a bilateral accord on audiovisual services and IPRs related to copyright because of linkages forged by EU Member States between progress in those talks and progress in talks on agriculture, maritime transport services, geographic indications related to wines and anti-dumping. A second obstacle to a bilateral accord was an influential hawkish minority of the Hollywood lobby, who set an aggressive agenda for U.S. negotiators and set off a chain reaction in the final moments of the Round that led to Hollywood's defeat. Finally, I present an alternative scenario to the argument (cf. Waregne, 1994; Dehousse and Havelange, 1994; Joachimowicz and Berenboom, 1994) that the French government dictated the outcome of the audiovisual services and IPRs negotiations. My scenario emphasises the preeminent status of the General Affairs Council, the role of EU Member States other than France, and Commission efforts to forge a bilateral deal. In the end, the hawks dictated the outcome of the audiovisual services talks, while a majority of EU Member States dictated the outcome of the talks on IPRs related to copyright.

O trabalho aborda a música popular uruguaia e a relação dos artistas engajados em determinadas causas políticas e sociais, de caráter revolucionário, com o processo de escalada autoritária no país durante o final da década de 60 e início dos anos 70. A pesquisa, portanto, se refere à música como manifestação social e política durante o período que precede o golpe militar no Uruguai, mais especificamente o período de conformação do Estado autoritário no país, durante os governos de Pacheco Areco (1967-71) e Juan Maria Bordaberry (1972 - Junho de 1973). A análise será centrada no cancioneiro de Daniel Viglietti, suas canções e poesia, bem como sua atuação e militância. Será levada em consideração a tradição da poesia política rioplantese, denominada gauchesca, e a relação desta com o cancioneiro popular produzido no período acima proposto. Tal relação pode ser entendida como uma apropriação de um discurso radical já presente na poesia política desde o século XIX que será utilizado pelos artistas engajados da década de 1960. Esta teria sido uma das estratégias de conscientização e luta de setores artísticos organizados em torno de propostas de mudança na região, em um primeiro momento, e de resistência e denúncia à escalada autoritária, em momento posterior. Também será realizada uma análise do papel do intelectual artista e de sua relação com a sociedade civil e movimentos políticos no período. Por fim, será feita a apresentação e análise do cancioneiro de Daniel Viglietti com a intenção de compreender sua produção artística a partir de temáticas que se inseriam nos debates e discussões políticas do período e de sua relação com as propostas de transformação estrutural das sociedades latinoamericanas – via reforma ou revolução.
This project deals with the uruguaian popular music and the engaged artists relations with some of the social and political issues related with revolucionary causes, and the authoritarian escalade process in that country within the late 60's and early 70's. The research refers to music as a social and political manifestation during the period that preceds the military coup in Uruguay, more specificaly the period that the authoritarian State is raising, during Pacheco Areco's government (1967-71) and Juan Maria Bordaberry's government (1972 – June of 1973).The analisys is focused in Daniel Viglietti, his songs and poetry, as well as his actuation and militancy. In this analysis the tradition of the political poetry of the Rio da Prata region, called gauchesca, will be considered, as well as its relation with the poetry and the popular artists work during the studied period. The relation between both can be understood as the apropriation of an authoritarian speech that already existed in the political poetry since the nineteenth century, and that was used by the engaged artists of the 1960 decade as one of the strategies of awareness and struggle for changes, at first, and later on as a strategy of resistence and denouncement. The research will also analyse the intelectual artist role and its relation with the civil society and political movements that took place in that period. Finally, the research analyses Daniel Viglietti's work as an intent to comprehend his artistic prodution and its relation with the political contest and transformation proposals then existing.

Para isso é reconstituída a história dos computadores, da Internet, do Movimento do Software Livre, dos Partidos Piratas, do movimento do Software Livre no Brasil, das legislações de propriedade intelectual no mundo ocidental e da globalização do comércio e das finanças
Through the historical analysis of the \"intellectual property\", in particular patents, copyright and authors rights, this thesis deals with the crisis of contemporary capitalism, and analyzes the covert increasing trend of states, that with the use of computer technology and the intensification of laws, become increasingly authoritarian, eroding civil rights and liberties secured by populations long ago. To reach this objective the history of computers, the Internet, the Free Software Movement, the Pirate Parties, the Free Software movement in Brazil, the intellectual property laws in the Western world and the globalization of trade and finance are reconstituted

This chapter presents a taxonomy of IT intangible asset indicators for Public Administration, relating the indicators to the Electronic Government Maturity Model proposed by the Uruguayan Agency for Electronic Government and Information Society. Indicators are categorized according to a consolidated intellectual capital model. The Taxonomy is mapped at the indicator level against the EGMM subareas covering all of the relevant aspects associated with the intangible IT assets of the Public Administration in Uruguay. The main challenges and future lines of work for building a consolidated maturity model of IT intangible assets in Public Administration are also presented.

This chapter discusses Henry Kissinger's relationship with military dictatorships, analyzing U.S. policies toward Paraguay, Brazil, and Uruguay. What is evident is that the secretary of state was comfortable and loquacious in the presence of men who authorized mass murder, torture, and terrorism. His most revealing memorandums of conversations on political philosophy are with military dictators and their minions. The mayhem created by these military ideologues forced Kissinger to confront the issues of human rights and international terrorism. Kissinger's intellectual defense of military extremism, his reluctant embrace of human rights matters, and his policies toward the military dictatorships revealed fundamental tenets about his character and his concept of international relations.

Resumen
Given the essentially cultural connotations of the notion of ‘Latin race’, education was widely perceived as a key tool for bringing about a process of national and regional regeneration. ‘The problem of the race’ was closely linked to ‘the problem of education’. What characterised the debate on education in all three countries was a deep concern with the need for a regeneration of the national character. This chapter explores the debates around Latin and Anglo-Saxon education models and the ways in which major contemporary theories of education were incorporated. Intellectual exchanges with the Spanish ‘regeneracionistas’ were key in the case of the pedagogical strand of Krausismo in the River Plate and especially in Uruguay. What approach to education best suited the Spanish American nations? Was ‘Latin’ education the best model to adopt? The ‘spatial’ direction of these exchanges is in itself revealing of the different national tendencies: while the Chileans ostensibly and increasingly looked towards the United States, the River Plate was largely part of a revival of Krausismo through direct contact with a new generation of Spanish krausistas.
