Hall, Joe. "An oral history of England international rugby union players, 1945-1995". Thesis, De Montfort University, 2018. http://hdl.handle.net/2086/16283.

Resumen
This thesis is the first oral history study of English rugby union. Through personally conducted interviews, it focuses on the experiences of men who played rugby union for England in the post-war, amateur era, and considers what they can tell us about both the sport and the society of which it was a part. The period it covers begins with the end of the Second World War, in 1945, and ends when rugby union ceased to be an amateur sport, in 1995. These fifty years were a time of both change and continuity, and it is a primary concern of this thesis to consider the extent of each in both rugby union and in wider society. Through looking at, in particular, English rugby union’s links with education, its relationship with work in a period in which its players were amateur, and its place on the spectrum of class, this study demonstrates, above all, the durability of rugby union’s social core, even in the midst of outward change to the sport. In doing so, it makes an important contribution to the historiography of both British sport and post-war Britain more generally, arguing for consideration of social continuity among a field largely dominated by notions of change. It also constitutes a unique study of a particular group of middle-class men, and demonstrates that sport – and oral history – can add much to our understanding of post-war social history.

Resumen
Providing strategic leadership for global Not-for-Profit organisations poses great challenges to the leadership structures of these voluntary organisations. This study looks at the phenomenon of strategic leadership in the Duke of Edinburgh’s (DOE) International Award Association (IAA) as a global Not-for-Profit Organisation (NPO). The main aim of the research was an in-depth examination of the processes involved in leadership at the top level in a global NPO. Eight strategic leaders from the top management team were interviewed. Further information was generated from a study of the Annual Reports spanning the 15 year period (1988/9 – 2003/4), and key strategic documents were used as supporting material. The research was conducted in a phenomenological paradigm, using the case study research method. Care was taken to minimize possible researcher bias and interpretations, as the researcher has been associated with this organisation for the past 18 years. It was found that the Royal Family play extremely valuable and multifaceted roles in the organisation. The triumvirate of The Royals; The Secretary General’s; and The Trustees; works well as individual ‘great groups’ yet when necessary, they form a collective collaborative grouping to effect strategic leadership for the IAA. The two main themes to emerge from the findings were the nature of the DOE as a global NPO and the role of strategic leadership in the DOE Award. The DOE Award has demonstrated that it has many unique strategic leadership features and is using these features to become more business-like in the application of its new strategic vision. The individual ‘great groups’ offer sound leadership throughout the process of overseeing and running the business of the DOE Award yet, when necessary and appropriate, these great groups appear to work collectively, perhaps in an unstructured manner, as the triumvirate of power. Their collective collaborative leadership is a unique feature of the DOE Award. The highly interactive role of the Royal Family is unique and sets the DOE Award apart from other similar youth organisations globally. The nature of the loose association of National Award Authorities all subscribing to the rules and conditions of association is also a very unique feature of this NPO. The DOE Award is not a movement organisation but is guided by its service ethic. The DOE Award is a service organisation in which the strategic leadership plays a crucial role yet the constitutional power resides with the International Award Association membership. This IAA membership meets every three years at the World Forum Triennium to approve all new policy and procedures.

Resumen
This thesis details the purchase of liberal internationalism on elite and public opinion between 1945 and 1975 by examining two of its bastions, the Royal Institute of International Affairs, better known as Chatham House, and the United Nations Association, the successor organisation to the League of Nations Union. It reveals how liberal internationalism survived the collapse of the League of Nations and the Second World War by exploring the relationships Chatham House and UNA had with the public, media, Whitehall and the main political parties. Chatham House and UNA had a significant impact upon these groups, acting as democratising agents in foreign policy by extending debate over international affairs beyond Whitehall. Nonetheless, although elite and popular liberal internationalism survived past 1945, it struggled to do so and in order to fully appreciate how, it is necessary to simultaneously assess the confines they and their fellow NGOs worked within. Chatham House and UNA’s impact upon the politics of foreign policy must also be understood in connection with the formal and informal political structures that restricted their attempts to democratise foreign policy; structures that promoted the illusory bifurcation of domestic and international affairs.

Resumen
I joined the Voice and Speech Trainers Association (VASTA) in the spring of 2004 and immediately assumed the position of VASTA Archive Cataloguist. I began to sort and file the history of the organization, as it existed. I worked on the archive project for almost a year before I stumbled onto a second project. In discovering something missing from the VASTA Archive, I began devising a plan to collect stories to flesh out the existing materials. They will be called the "VASTA Stories". In my two years of service to VASTA - as archive cataloguist, and now as archivist - I have worked to develop a system of organization for the existing materials, a catalogue system to document the archive's contents, as well as a system for the collection of new materials. My involvement in VASTA, and the inspiration for these projects, comes from Kate Ufema and Janet Rodgers - both past-presidents of VASTA.

(IEASA), International Education Association of South Africa y Nico Jooste. "10 Years of IEASA history". International Education Association of South Africa (IEASA), 2007. http://hdl.handle.net/10962/65356.

Resumen
[Preface - Nico Jooste]: For more than ten years, we have been involved in implementing internationalisation of South African Higher Education. The we I am referring too, are those who are both visionaries and passionately dedicated to the process of internationalisation. A small group of South African Higher Education administrators, academics and senior managers involved themselves in the process of internationalisation of their institutions, and collectively the South African system. This process of internationalisation started as an uncoordinated response to the demands of a South African higher education system that was determined to break with the past, and re-connect with global higher education, it was left to a few dedicated visionaries to create the support structure that would not only assist the higher education institutions, but also the system. The other bodies that were supposed to pay attention to this very important aspect of Higher Education in the 21st century were too busy with other, equally important, matters. It became clear that the priorities of organisations like SAUVCA were not internationalisation, and IEASA was established as the vehicle to promote it. This story of IEASA needed to be told. This book is not aimed at IEASA members only, but also at the broader higher education public. This is the story of an organisation that touched all parts of South African Higher Education society as well as the broader society. It is partly the ‘corporate memory’ of Internationalisation, as well as a reflection on achievements. Ten years looked like a short period to reflect on an organisations history, I am however of the opinion that in a society that is changing so rapidly, we need to reflect more frequently on the past so that we can plan a better future. For any historian operating in the modem era of electronic communication, access to sources of information has become a major challenge. IEASA, Thilor Manikam in particular, needs to be commended for the accurate record keeping of events over the past ten years. Kirstin Nussgruber very diligently captured the efforts of the forces driving the establishment of IEASA for the first two years. This book was mainly based on evidence gathered from minutes, reports and letters that are in the possession of the IEASA Office. I also had the privilege, and advantage, to be a member of the Executive Committee for the past five years. This book cannot be the last word on IEASA, as it is only the view of a member. The bias is thus toward IEASA and focusses mainly on its achievements. Chapter 3 focusses mainly on the achievements of a voluntary organisation. The efforts over the ten years of three persons namely. Roshen Kishun as President, Derek Swemmer as Treasurer, and Thilor Manikam as the Administrator stood out, and was the stabilising factor during the foundation years. The role of Roshen Kishun in the publication of Study South African cannot be underestimated. Without his vision, drive and effort, this publication would not be preparing for the launch of the seventh edition. It is a unique source of information about South African Higher Education. Very few other systems, if any. produce such a publication. Although the author was requested by the IEASA Executive Committee to write this book, the views expressed in this publication is not the views of the Executive Committee, but that of the author.

Resumen
Thesis (MPhil)--Stellenbosch University, 2014.
ENGLISH ABSTRACT: Two parallel processes contributed to the formation of the International HIV/AIDS Alliance (the Alliance) in 1993 – one under the auspices of the World Health Organisation and its “NGO Support Programme” and the other being the coming together in 1991 of a group of donors under the auspices of the Rockerfeller Foundation in an attempt to define a mechanism that would channel funds to community groups in the South. It was a difficult period of the HIV epidemic – communities were struggling to cope with the effects of HIV, science was unable to advance its efforts to find a vaccine and progress into different forms HIV treatment was moving slowly. The two processes came together almost fortuitously, as key individuals were involved one way or another in both processes, and the work that had been done complemented and justified the need to combine energies, resources and creativity into making this mechanism work. The oral history brings to life some of the discussions and events that took place during the development of the Alliance. It provides insights into what key individuals were thinking, or how they acted during important, and at times frustrating, discussions. Because so little is captured about the conception phase (1991 – 1993), the oral history focusses on capturing the reflections and memories of those who were involved during this period, to ensure that history accurately reflects what happened – or at least offers real and lived perspectives. The case study reviews the start-up phase (1994 – 1996) and provides insights and perspectives into key decisions and the all-important external evaluation, which was a turning point for the organisation. The external evaluation led to and informed the scale-up period (1997 – 2000) and the oral history reflects on a number of key themes that shaped the organisations work and laid the foundation for its next ten years.

This dissertation had the general objective to reconstruct the history of the International Folklore Group Os Gaúchos (CFI Os Gaúchos) in its first seven years (1959 to 1966). As specific objectives, I tried to analyze data about the formation of the CFI Os Gaúchos; to identify aspects of the city of Porto Alegre’s cultural scene that enabled the formation and persistence of a group like that; and to verify the role of participants in shaping the group and the contributions made by its different configurations. For this research, interviews with the group members were collected, based on theoretical and methodological frameworks of cultural history and oral history. After processing, these testimonials were set in dialogue with other documents (group’s protocols, show programs, curricula of the group and of its members, invitations) and publications about the group. From the interlacement between different research sources it was revealed that the group acts with projection dance with choreographies inspired in folk dances from various countries, especially from Latin America. It was founded in 1959 on the initiative of professor and folklorist Marina Cortina Lampros. Some factors of Porto Alegre’s cultural context, from the obtained data, were essential for the emergence of such a group: the state of folklore research and its dissemination, which already had the identification of each country’s expressions; the strong presence of Gaucho Traditions Centers and dance schools in the city; the occurrence of Pan American Women’s Bureau, which had already planned integrations actions of American culture; the inauguration of the local television station; and the acceptance and availability of people to join the group. The group was highlighted first by its international presentations. In the final period of analysis, the year 1966, several factors occurred and showed a new direction for the group, such as member exits, management restructuring and changes in the statute.

It aims to analize the work of American International Association for Economic and Social Development (AIA), a philanthropic agency founded by Nelson Rockefeller, between 1946 and 1961 in Brazil. Aiming to promote better standards of living to the Latin American rural population, AIA’s emerged in a historical context of increasing US economic and politic influence over Latin America and Brazil, diffusing and adapting US technical assistance programs to local contexts. However, this research developed the idea of an intense process of political negociation, including resistance from Brazilian political staff. Also, there was many difficulties in adapting these programs to the local context, leading to constant reorganization of the AIA’s work in Brazil.

Resumen
This thesis concentrates on a local union of the International Association of Machinists (IAM), District Lodge 776, of Fort Worth, Texas, during the war years. The main argument of the thesis runs along three basic lines. First, it demonstrates that the experiences of the Fort Worth Machinists clearly fit into the national labor movement during the war years. Second, it argues that the existence, survival, and strength of the union depended greatly on outside forcesan expanding national economy, a powerful national union, and a generally labor-friendly government. Third, it shows that union officers and rank-and-file members used their bases of strengththe national economy, the national IAM, and the federal governmentto build an effective local labor organization.

Resumen
Continuous Curatorial Conversations is a practice-led exploration of conversation, both as a medium and as a tool for capturing supplementary histories of the curatorial. The primary question of this research project is how the medium of conversation can be explored to write supplementary histories of the curatorial which thus far have been omitted from extant publications on the subject. Three important sub questions guide this exploration. First, what is and has been the role of conversation within the curatorial? What are the possibilities and limitations within the medium of conversation? What roles do conviviality and hospitality play within the process of conversation? This thesis reflects upon a series of curated projects that explore the sp/pl/ace for curatorial conversation and also reviews a collection of one-to-one recorded conversations conducted by the author, including conversations with Alfredo Cramerotti, Hedwig Fijen, Mel Gooding, William Furlong and Sarah Lowndes. Sites of fieldwork include: the 54th Venice Biennale; Manifesta 8, The European Biennial of Contemporary Art; and Glasgow International Festival of Visual Art 2012. Through these projects and related recordings it unpicks the norms and possibilities of what and when one can record on the subject of the curatorial. The hypothesis of this study is that a great deal of curatorial activity is locked up in conversation, yet a disproportion makes it to the pages of the history of the field. Furthermore, in its clean transcribed form it misrepresents the fragility and nuance of the original exchange. The theoretical context of this research looks at Nicolas Bourriaud’s notion of Relational Aesthetics, the writing of Maria Lind and Paul O’Neill, with a focus on Audio Arts. A new methodology relating to curatorial conversation and its recording has therefore been identified as ‘critical conviviality’. The writing relating to Continuous Curatorial Conversations research takes the form of four books. The book ‘An Introduction’ comprises the PhD thesis and sits next to a bespoke online platform www.continuous-curatorial-conversations.org which hosts a selection of audio recordings collated during the research process. The books ‘Continuous’, ‘Curatorial’, and ‘Conversations’ unpack the lineage and context of Alexandra C.M. Ross’s practice and projects conducted during her research and are to be read in no strict order. The new knowledge resulting from this thesis and relating practice is the attention to the subtleties of conversation and its capture as it relates to the instigation, recording and presentation of semi-private matters in semi-public contexts.

Resumen
The threat of global climate change increasingly influences the actions of human society. As world leaders have negotiated adaptation strategies over the past couple of decades, a certain discourse has emerged that privileges Western conceptions of environmental degradation. I argue that this framing of climate change inhibits the successful implementation of adaptation strategies. This thesis focuses on a case study of the Maldives, an island nation deemed one of the most vulnerable locations to the impacts of rising sea levels. I apply a postcolonial theoretical framework to examine how differing knowledge systems can both complement and contradict one another. By analyzing government-enforced relocation policies in the Maldives, I find that points of contradiction between Western and indigenous environmental epistemologies can create opportunities to bridge the gap between isolated viewpoints and serve as moments to resist the dominant climate change discourse.

Resumen
The aim of this thesis is to enhance our understanding of Swedish marine insurers' choices of business strategies under the potentially difficult business circumstances of the interwar period 1918-1939. Little previous research exists on marine insurance during the interwar period. This is remarkable in the Swedish context since the Swedish economy has traditionally depended on its exports. The focus on Sweden is justified since the Swedish insurance market saw regulatory stability during the interwar period. It was also characterised by the coexistence of stock and mutual insurers, allowing this thesis to contribute with insights on potentially problematic insurance cartelisaton. This thesis employs a mixed methods design, including qualitative methods and regression analysis. To interpret results, this thesis employs insurance risk theory, cartel theory, theories on reinsurance and risk diversification, and agency theory. By employing this combination of theories, it is possible to explain choices and outcomes of adopted strategies both with reference to particularities of marine insurance and with reference to particularities of the two different organisational forms. The results show that the insurers conceived several new characteristics of their business environment as challenges and implemented both cartel strategies and company-specific strategies of risk diversification. Among the challenges were rapid inflation, rapidly decreasing prices and business volumes in shipping and trade, the introduction of motor ships, and the existence of naval mines on many trade routes. Also, exchange-rate fluctuations were considered to cause losses on established marine insurance contracts and rendered business results uncertain. Swedish insurers adopted cartel strategies from 1918 through The Swedish Association of Marine Underwriters (Sjöassuradörernas Förening) since they had anticipated a post-war crisis. Market division agreements were adopted for the most attractive market segments, but eventually price agreements became the primary cartel strategy, supported by prohibitions of competition. The work on price agreements sometimes increased the market efficiency since it reduced uncertainty, for instance in insurance of cargo with motor ships. Few price agreements were however adopted for the insurance of shipping since that market segment was dominated by mutual insurers, highlighting the difficulties of cartelisation in insurance markets inhabited by both stock and mutual insurers. The cartel further adopted reinsurance agreements to create barriers to entry in the Swedish marine insurance market. It however experienced prominent difficulties to implement the cartel strategies. One prominent difficulty of implementation was cheating. Also international competition created difficulties. The cartel companies therefore engaged in international cartelisation through The International Union of Marine Insurance (Internationaler Tranport-Versicherungs-Verband) from the late 1920s. This international cartel sought to reduce international competition by agreements not to compete in foreign markets. It also sought to manage the exchange-rate fluctuations of the early 1920s and the early 1930s by agreements among marine insurers, but it failed to obtain sufficient support. In spite of cartelisation, the returns on marine insurance were pushed down by the recognized challenges during the early 1920s, inflicting losses. The business however recovered and remained profitable throughout the 1930s, showing that the great depression was not as great as the deflation crisis in marine insurance. Exchange-rate fluctuations affected the international competitive strength of both stock and mutual insurers and additionally influenced the stock insurers' returns on established marine insurance contracts. The insurers were however compensated for the poor marine business results of the early 1920s by greater reliance than previously on reinsurers and by diversification among insurance lines, which rendered profits less negative than the returns on marine insurance. The business ceded to reinsurers on average inflicted losses during each of the first seven years of the 1920s. These losses were indirectly caused by World War I since that war had caused the establishment of new reinsurers in different countries, not the least in Scandinavia, and in turn caused over capacity during the 1920s. New contractual formulations evolved internationally to the benefit of ceding insurers, indicating information asymmetries. Exits became frequent among reinsurers. In effect, into the 1930s, ceding insurers internationally found it difficult to obtain obligatory reinsurance treaties. During the early 1920s, the Swedish stock marine insurers also increasingly diversified their insurance businesses among insurance lines. This process had been catalysed by World War I, was accelerated during the 1920s, and continued into the 1930s.

Keywords: AIMA, museum history, agricultural history, International NGO history, Cold War This research focuses on the emergence and development of agricultural museum practice and theory in 20th -century Europe, with special attention to the establishment of knowledge networks between different transnational actors; contributing to the identification of theoretical change and methodological trends in the development of this museological field. The Skansen Open-Air Museum in Stockholm, a folklore museum, and the Hungarian Agricultural Museum in Budapest, a national museum with a markedly technical character, both founded in the 1890s, were the two pioneer institutions of this kind, acting as role-models for later initiatives around Europe and beyond. This bipolar ancestry reflects the variety of approaches possible, still today, in the realm of agricultural museology: one can find agriculture-related museums focused on technical matters, food and nutrition, folklore, specific industries or sectors, etc. Furthermore, the museographic approaches and curatorial options of these institutions can vary considerably from re-enactment of traditional practices to the science-centre-inspired display of environmental matters. At a time when environmental, agricultural, and food related matters gain increasing...

Resumen
This dissertation asks how far Americans in the twentieth century reconciled the demands of global supremacy with the claims and realities of democracy. As an answer, it offers the first history of the movement for citizen education in world affairs. This movement, loose but coherent, acted on the belief that since the United States was a mass democracy, the creation of an interested, informed public for foreign policy was essential to its peace and security. After World War I, members of the foreign policy elite resolved to teach Americans to lead the world, and they created a network of new institutions to do so. The most important and visible of these institutions was the Foreign Policy Association, a non-profit, non-partisan group founded by New York progressives in 1918 to support Woodrow Wilson in the fight over the Treaty of Versailles. By 1925, it had morphed into the first true foreign policy think tank in the nation, with a research staff creating new, public-facing knowledge and disseminating it to a broadening public. The research staff’s Foreign Policy Reports and Foreign Policy Bulletin gave information to diplomats, scholars, editors, businessmen, lawyers, and teachers, information that was otherwise inaccessible. As democracy was threatened at home and abroad during the Great Depression, the Association became more ambitious, founding branches in twenty cities to circulate foreign diplomats and a new breed of experts in international politics around the country. It pioneered broadcasts over the nascent national radio network, and tapped into a broader movement for adult education. With the encouragement of Franklin Roosevelt, a former member, the Association promoted intervention in World War II, and became a key partner of the State Department in the selling of the United Nations. Many members of the foreign policy elite believed that the rise of the United States to world leadership entailed new responsibilities for its citizens. As the prewar functions of the Association had been rendered obsolete, it resolved after 1947 to promote community education in world affairs, to make world leadership a part of daily life. Under the rallying cry of “World Affairs Are Your Affairs,” the Association partnered with the Ford Foundation to help create dozens of World Affairs Councils, most of them patterned on the success of the Cleveland Council on World Affairs. These Councils became a stage for international politics, bringing the world to cities across America, and those cities to the world. But by its own measurements, let alone the results of surveys or the intuition of officials, this movement to make every citizen a statesman failed. The Association and its subsidiary Councils remained weak, short on cash and beset by rivalries. Increasingly, they took refuge in an ever-smaller, educated, white elite, and, informed by social science, they wrote off ever more of the American electorate as uninterested or incapable when it came to world affairs. Very few Americans, it became clear by the early 1960s, were willing to dedicate themselves to world affairs on the model of citizenship that their leaders hoped, and to those leaders, the public therefore seemed fundamentally apathetic. The infrastructure that the foreign policy elite had spent decades building calcified, even before the traumas of the Vietnam War. A chasm developed between policymakers and the public, one that has proven impossible to bridge since.

Resumen
The main topic of the thesis is a description of the transformation of the Sport Cynology during the second half of the 20th century in the Liberec region. The sport is based on cooperation between people and dogs. This hobby belongs to the most popular freetime activities in the Czech Republic, even though there is not enough information in Czechoslovak historiography. The aim of the thesis consists in a characterization of development of the Sport Cynology in the era of State Socialism in Czechoslovakia in the second half of the 20th century. I focus on a historical progress of the sport and its significant events, which were crucial for the next development of the sport activity. In the context of the Sport Cynology, "The Association for Cooperation with the Army" is mentioned because Czechoslovak cynology had to become a part of the association in 1953. In the first section of the paper, focused on history of the cynology, I use archival materials, contemporary magazines and information got from interviews with narrators. I apply qualitative research and its specific methods such as analysis of documents and thematically oriented biographical narratives. Key words: Sport Cynology, State Socialism, Liberec region, The Association for Cooperation with the Army, Contemporary History, Oral History.

Resumen
Master thesis focuses on the life story of Josef Rabas, the multiple world champion of the International six days enduro competition. Thesis uses biographical research together with oral history method to capture the storytelling of his life journey. The emphasis is placed not only on the chronological description of the person's life but also on the explanation and understanding of contextual impacts of the period in which he lived. Another followed line is the explanation of the chosen career path where we search for possible contradiction to family's tradition. Besides being the motorcycle racer, Josef is a grandson of the academic painter and renowned artist Václav Rabas and a son of Jan Rabas, a lawyer and one of the signatories of the "Dva tisíce slov" document. Therefore, we also emphasized the family's socio-political context.

Resumen
Indiana University-Purdue University Indianapolis (IUPUI)
The narrative of the Fall Creek Parkway YMCA is central to the record of the historically black community northwest of downtown Indianapolis, which was established in the early 1900s, as well as reflective of the urban revitalization projects and demographic fluxes that changed this community beginning in the 1960s. This is because the conflict between administrators of the Fall Creek YMCA branch and Greater Indianapolis YMCA or Metropolitan YMCA over the viability of the branch at 10th Street and Indiana Avenue was a microcosm of the conflict between community and city leaders over the necessity of large-scale forces. This thesis specifically examines the large-scale forces of urban revitalization, defined in the study as the city’s implementation of construction projects in Indianapolis’ downtown area, and school desegregation, which was the focus of a federal court case that affected Indianapolis Public Schools. Delineating the contested visions held by Fall Creek and Metropolitan YMCA administrators about how the Fall Creek YMCA should have functioned within an environment changed by urban revitalization and school desegregation is crucial to understanding the controversies that surrounded major construction projects and desegregation measures that took place in the downtown area of Indianapolis during the late twentieth century. The study therefore understands the conflict between the Metropolitan and Fall Creek YMCAs over targeted membership groups and autonomy as a reflection of changes in the branch’s surrounding area. Moreover, the study utilizes such conflict as a lens to the larger conflict that took place in Indianapolis between the agents of citywide urban revitalization plans and community leaders who opposed the implementation of these plans, as well as school desegregation measures, at the expense of the historically black community located in the near-downtown area of the city. This thesis is informed and humanized, respectively, by archival research and oral history interviews with individuals who were involved in either the administration or advocacy of the Fall Creek YMCA between 1971 and 2003.

Resumen
This is an historical investigation into the provision of education services for deaf children in the State of New South Wales in Australia since 1860. The main focus is those deaf children without additional disabilities who have been placed in mainstream classes, special classes for the deaf and special schools for the deaf. The study places this group at centre stage in order to better understand their educational situation in the late 1990s. The thesis has taken a chronological and thematic approach. The chapters are defined by significant events that impacted on the education of the deaf, such as the establishment of special schools in New South Wales, the rise of the oral movement, and aftermath of the rubella epidemic in Australia during the 1940s. Within each chapter, there is a core of key elements around which the analysis is based. These key elements tend to be based on institutions, players, and specific educational features, such as the mode of instruction or the curriculum. The study found general agreement that language acquisition was a fundamental prerequisite to academic achievement. Yet the available evidence suggests that educational programs for most deaf children in New South Wales have seldom focused on ensuring adequate language acquisition in conjunction with the introduction of academic subjects. As a result, language and literacy competencies of deaf students in general have frequently been acknowledged as being below those of five their hearing counterparts, to the point of presenting a barrier to successful post-secondary study. It is proposed that the reasons for the academic failings of the deaf are inherent in five themes.
