Resumen

Abstract The current security environment is evolving towards a global complexity of unpredictable events. The risk of state and non-state actors attempting to achieve their goals through destabilization exists. In the operating environment, this implies a blurring of the boundaries between state and nonstate actors (such as insurgents, terrorists and criminals) and NATO may confront an adversary who uses traditional (conventional), irregular warfare or both (hybrid warfare). The aim of the article is to find, analyze and describe the key elements that fundamentally different irregular of traditional (conventional) and hybrid warfare.

Resumen

Military operations research and combat modeling apply mathematical models to analyze a variety of military conflicts and obtain insights about these phenomena. One of the earliest and most important set of models used for combat modeling is the Lanchester equations. Legacy Lanchester equations model the mutual attritional dynamics of two opposing military forces and provide some insights regarding the fate of such engagements. In this paper, we review recent developments in Lanchester modeling, focusing on contemporary conflicts in the world. Specifically, we present models that capture irregular warfare, such as insurgencies, highlight the role of target information in such conflicts, and capture multilateral situations where several players are involved in the conflict (such as the current war in Syria).

The development of national defense is directed to be able to answer various possible threats and actual problems that are adjusted to the geographical conditions and dynamics of the strategic environment. Current and future threats are growing very fast and increasingly complex. Threats to the state can essentially be classified into three types, namely military threats, both armed and unarmed, non-military threats, and hybrid threats. The threats that have emerged during the co-19 pandemic are irregular warfare and hybrid threats. This research will discuss the analysis of force development to face the threat of irregular warfare and hybrid warfare in Indonesia. This research uses a qualitative method with a literature study approach. Based on the results of the study, it is concluded that Indonesia as a country that has a strategic location and attractiveness of various spectrums needs to always prepare itself by implementing relevant strategies in accordance with the capital already owned in the Indonesian nation itself, this is needed to avoid national disunity due to irregular warfare that enters the joints of state life.

Ancaman yang saat ini sedang terjadi di Indonesia dan bahkan dunia saat ini adalah berupa wabah penyakit yang disebabkan oleh virus yang dinamakan Covid-19. Wabah penyakit Covid-19 ini dapat digolongkan sebagai ancaman non militer dalam bentuk ancaman nyata pada saat ini dan pada masa mendatang. Untuk menghadapi ancaman ini menempatkan lembaga pemerintah di luar bidang pertahanan sebagai unsur utama didukung oleh unsur-unsur lain dari kekuatan bangsa. Artiket ini membahas tentang Covid-19 dalam kerangka peperangan non konvensional atau irregular warfare pada masa mendatang. Dibutuhkan strategi pertahanan negara yang berbeda jika Covid-19 ini digunakan oleh aktor non negara dalam kerangka irreguler warfare yang sudah mengancam kedaulatan, keutuhan dan keselamatan bangsa. Strategi tersebut adalah strategi pertahanan semesta yang melibatkan seluruh komponen bangsa yang diselenggarakan dengan menempatkan unsur pertahanan menjadi komponen utama didukung seluruh komponen bangsa lainnya. Hal ini membutuhkan payung hukum sebagai landasan pelaksanaannya. Indonesia perlu menyiapkan diri untuk menghadapi irreguler warfare ini pada masa mendatang.

Nowadays, there are a lot of dangers, not only those related to the military. Particular attention should be paid to the threat of guerrilla activity. Therefore, the aim of this article is to indicate the essence of contemporary guerrilla operations in conflicts, and their methods of operation that allow them to achieve their goals. It was also assumed that the modern crisis response operations, and especially COIN (counterinsurgency) operations, constitute a comprehensive approach to counteracting guerrilla activity. This article uses theoretical methods. Using the analysis and synthesis of materials and studies, the most important conclusions were pointed out. The leading role in prevention insurgency activities lies with the United Nations, the North Atlantic Treaty Organization and their crisis response operations. In the Strategic Concept NATO 2010 specialists are putting more attention to conducting counterinsurgency operations (COIN). COIN operations are nowadays the most comprehensive tool for combating guerrilla activity, which mainly hits the civilian population. The concepts of using the assumptions of anti-Partisan operations should be implemented on a full scale, including in the armed forces of the Republic of Poland. Particular attention should be paid to the threat of the guerrilla activity in conflicts. These problems are complex and they deal with many aspects (social, economic, cultural, political and many others). Moreover the partisans activities are irregular and they are often targeted at civilians. This article indicates the methods and techniques used by insurgents in the fight against the state / government. Reference has also been made to the activities that inhibit their activity - complex counterinsurgency operations.

Pandemi Covid-19 yang melanda dunia merupakan fenomena yang tak pernah terduga sebelumnya akan terjadi di dalam peradaban moderen. Kehadirannya yang sedemikan mendadak benar-benar mengejutkan dan menghentak berbagai pihak di dunia tanpa terkecuali. Kegagapan berbagai negara dalam menangani katastrofi global ini diwarnai dengan sejumlah isu. Salah satu fenomena yang menarik untuk dicermati adalah adanya beraneka ragam peristiwa dan gerakan yang mencoba memanfaatkan situasi chaos ini untuk mewujudkan misi tertentu. Indonesia sebagai sebuah negara berdaulat yang rentan terhadap berbagai permasalahan bangsa tidak terbebas dari gerakan dimaksud. Artikel ini berisi kumpulan fakta yang coba dikemukakan untuk menggambarkan bagaimana benih-benih irregular warfare telah terjadi dan ditanamkan selama masa pandemi di tanah air. Gaung atau akibat dari kejadian ini akan mewarnai kehidupan masyarakat di masa mendatang. Peneliti memprediksi bahwa pihak-pihak tidak bertanggung jawab akan menggunakan sejumlah kasus penanganan pemerintah semasa pandemi sebagai senjata dalam menghasut masyarakat untuk tidak percaya kepada pengelola negara. Internet dan media sosial akan berpotensi menjadi senjata ampuh “pemusnah masal” kepercayaan masyarakat kepada negara apabila tidak dicegah penggunaannya. Menghadapi kemungkinan terjadinya peristiwa ini, seluruh pemangku kepentingan tidak boleh abai atau meremehkan situasi dimaksud, dan perlu dikembangkan strategi ampuh untuk memitigasinya.

The issue of the concept of asymmetric warfare is extremely important for modern military theoretical thought, since modern wars are based on the asymmetric strategic relationship of the conflicting parties. The previous concepts of irregular warfare, which dealt with the problem of asymmetry, such as guerilla, insurgency or partisan warfare, do not provide a complete insight into the complex nature of the strategic relationship of the asymmetric opponents. They arise from a one-sided view of the weaker actor in a conflict. The lack of a one-sided approach in the aforementioned concepts can be overcome through the concept of asymmetric warfare, which allows a consideration of both parties in a conflict; this is exactly the analytical value of this concept compared to the previous ones. However, due to its theoretical incoherence, the concept of asymmetric warfare is often criticized for having a small value in use. Therefore, the objective of this paper is to present the essential characteristics of this concept, where Clausewitz's views on war can certainly be used, as well as the mentioned concepts of irregular warfare, and also different views on asymmetric warfare, developed after the Cold War.

Abstract Carl Philipp Gottfried von Clausewitz is recognized as one of the most influential military theorists of all time. His ideas and theories represented in “On War” and their relevance in the 21st century are recurring debates as irregular warfare and asymmetric warfare is on the rise since World War II. While Clausewitz did not write extensively about irregular or asymmetric warfare in “On War”, he did hold lectures on as at the time was called “small war”, where he shared his views about the war on the Spanish guerilla war against Napoleon. In this study, we will examine the nature and tactics described by Clausewitz and draw a comparison regarding modern tactics.

ABSTRACT This irregular phenomenon which later gave rise to the term irregular warfare. The phenomenon of threats at the global level has also increased in volume. The Beirut bombing in Lebanon occurred Just before 6 pm, reports of Beirut time began flooding into Twitter about the fires and the series of explosions in Beirut. It quickly became evident that it was much more than just a small industrial fire. Before long, videos and images of the massive explosion flooded social media. The video below is a real-life example, showing a fire suddenly turning into a huge fireball and the shockwave tearing apart a building. The Beirut bombing in Lebanon The Indonesian government needs to issue a new policy regarding the raising of reserve components and support that needs to be prepared early through education and training which is then disseminated into the community to mingle and become an espionage agent to anticipate irregular warfare, Nationalism education that emphasizes pride in potential a nation, which does not have to be measured in terms of other nations, needs to be developed to anticipate the global era and cosmopolitanism. Legitimacy as a social-political notion is oftentimes invoked to study intra-state conflicts, but it is rarely analyzed directly. This article uses institutional analysis to assess qualitatively, but more directly, the role of state legitimacy in irregular conflicts. It uses the case of Darfur not only because it is a conflict that is similar in its dynamics to a number of other conflicts in the developing world, but also because it highlights the critical importance of legitimacy in the use of force by a state. This study shows in the particular case of Darfur that normative and cognitive factors are fully imbricated with rational parameters in the development of the alliance between Khartoum and the Janjaweed, and in turns identifies some of the deeper reasons for the fragility of such alliance. Legitimnost kot družbenopolitični pojem se velikokrat omenja pri obravnavi konf- liktov znotraj držav, vendar se le redko neposredno analizira. Avtor članka z institu- cionalno analizo kvalitativno in neposredno oceni vlogo državne legitimnosti pri nekonvencionalnih konfliktih. Uporabi primer Darfurja, vendar ne le zato, ker gre za konflikt, ki je podoben dinamiki številnih drugih konfliktov v državah v razvoju, temveč tudi zato, ker poudarja velik pomen legitimnosti pri tem, da država uporabi silo. Študija na primeru Darfurja pokaže, da se normativni in kognitivni dejavniki pri razvoju zavezništva med Kartumom in milicami džandžavid povsem prekrivajo z racionalnimi parametri, izmenično pa opredeljuje tudi nekaj globljih razlogov za ranljivost tovrstnega zavezništva.

Resumen

The object of this research is the concept of “hybrid forces”. Hybrid warfare is a war that employs hybrid force, which hybridity depends on whether they are composed of regular or irregular component. Initially, the irregular component involved partisans, who were later replaced by Special Forces Units, including Commando, which continued to perform a role of irregular units. Hybrid forces, in accordance with the Western doctrines, are most effective. Therefore, it appears relevant to conduct a historical overview and specify methodological approaches towards emergence, role, effectiveness, and potential usage of hybrid forces based on the data provided in foreign sources. The concept is examines its initial meaning, content and relevance of application in describing the conduct of military operations in the modern conditions. The scientific novelty of this work consists in the analysis of foreign source, which in the author’s opinion, underlies the concept of “hybrid warfare”. The historical retrospective, presented in the source, would help theoreticians of hybrid warfare to define this concept with more precision. The conclusion is made that the phenomenon recently dubbed as “hybrid warfare” and “hybrid forces” is not new and has analogues in human history.

The Joint Irregular Warfare Analytic Baseline (JIWAB) study was a multi-year effort by the U.S. Marine Corps to demonstrate analytic methods better suited to irregular warfare than quantitative computer models and simulations. Multiple methods were used in combination to create and develop scenarios, understand conflict drivers and mitigators, and create potential U.S. responses. This article discusses the use of these methods, which included approaches such as general morphological analysis, wargaming, adaptations of conflict assessment frameworks, and others. This article also describes the larger context for the study within the wider defense analytic community.

Resumen

The past few decades have witnessed a renewed interest in the work of Carl Schmitt. Scholars from various disciplines have claimed that Schmitt’s critique of universalism, together with his analysis of irregular warfare, provides useful lenses to make sense of the post 9/11 world. In this article, I will critically assess whether Schmitt’s work is indeed useful for understanding the post 9/11 world. To that end, I will concentrate on one of the core arguments put forward by Schmitt: that the laws of armed conflict are unable to regulate irregular warfare, including acts of terrorism. In order to determine the validity of Schmitt’s arguments, I will focus on one of the instruments used in contemporary counter-terrorism policies: the deliberate killing of specific individuals who are regarded as a security threat (‘targeted killing’). Based on an analysis of US and Israeli practice, the article argues that using Schmitt’s work as an analytical tool yields mixed results. While his analysis of irregular warfare remains relevant for contemporary conflicts, his denouncement of universalism blinds us to the transformational potential of international law.

Hybrid warfare is a multi-faceted military strategy, an amalgam of conventional, irregular, and cyber warfare where technology adds exuberant intensification in the methods of hybridity to achieve political goals. The objective of this study is to conceptualize hybrid warfare, analyze India's hybrid warfare against Pakistan and suggest a counter-response to neutralize the hybrid forces working against Pakistan's stability and sovereignty. This study endeavors to develop a vantage point to understand the concept of hybrid warfare and its projection on Pakistan at internal and external fronts. This research analyzes data through qualitative methods and finds the related concepts and methods through content analysis and interpretative methodology.

Postmodern warfare in the 21st century can in simple terms be described as a combination of traditional and modern, indirect and direct, regular and irregular, symmetric and asymmetric, military and civilian components, following the postmodern motto of anything goes. On the one hand, its use is supposed to limit warfare. On the other hand, it tends to de-bound warfare due to its inevitable boomerang effects. New ways of warfare are due to minimize own casualties and to alleviate the waging of wars or interventions. The phenomenon of postmodern warfare raises a host of questions that comprise political, theoretical, conceptual, legal, ethical, and practical aspects.

Resumen

The development of irregular warfare and various phenomena of post-modern warfare increasingly make war strategies develop dynamically and adaptively. Strategy is no longer used as a tool to win wars like in the traditional era but is more directed towards how to maintain space security or security. In addition, threats are also growing rapidly and extraordinary in line with the rapid development of science and technology so that the study of strategy itself must also be adaptive and dynamic. This study uses a qualitative approach by using a literature study. The results of the study prove that to deal with this, the government needs to integrate between actors competing in irregular wars to support national security. The government must also take firm and bold steps to make 'peace' with non-state actors.

Does it matter whether a civil war is fought as a conventional, irregular, or symmetric nonconventional conflict? Put differently, do “technologies of rebellion” impact a war’s severity, duration, or outcome? Our answer is positive. We find that irregular conflicts last significantly longer than all other types of conflict, while conventional ones tend to be more severe in terms of battlefield lethality. Irregular conflicts generate greater civilian victimization and tend to be won by incumbents, while conventional ones are more likely to end in rebel victories. Substantively, these findings help us make sense of how civil wars are changing: they are becoming shorter, deadlier on the battlefield, and more challenging for existing governments—but also more likely to end with some kind of settlement between governments and armed opposition. Theoretically, our findings support the idea of taking into account technologies of rebellion (capturing characteristics of conflicts that tend to be visible mostly at the micro level) when studying macro-level patterns of conflicts such as the severity, duration, and outcomes of civil wars; they also point to the specific contribution of irregular war to both state building and social change.

AbstractThis article deals with the question whether and how to assess superior responsibility within irregular (guerrilla) warfare; based on the principles developed by the international criminal tribunals on the area of superior responsibility for regular forces. In particular the article examines whether those criteria are useful to apply to guerrilla warfare. Specific problems, typical for guerrilla warfare, are analyzed such as the organizational level, the exercise of effective command and control, the assessment of the mens rea criterion within a complex situation of guerrilla warfare. Additionally, the material ability to prevent or punish crimes within guerrilla forces seems a point of concern in view of the absence of proper disciplinary systems within this type of warfare. Recent case law of the ICTY is taken into account in order to arrive at an answer to the main research question.

Hybrid warfare, with its blend of conventional military tactics, irregular warfare, cyber attacks, and information operations, presents complex challenges to national security. The role of intelligence in understanding, countering, and formulating effective defense policies in hybrid warfare contexts is crucial. This qualitative research study examines the multifaceted role of intelligence in addressing hybrid warfare threats and shaping national defense policies. Utilizing secondary data sources, including government reports, academic publications, and policy analyses, the study employs thematic analysis to explore three key areas: (1) the role of intelligence in understanding and countering hybrid warfare threats; (2) integrating intelligence insights into formulating national defense policies to address hybrid threats; and (3) challenges in employing intelligence-led defense policies in hybrid warfare contexts. Findings highlight the significance of intelligence in providing situational awareness, informing policy decisions, and mitigating risks in hybrid warfare scenarios. The study ends by stressing how important it is for leaders to be able to adapt, for institutions to work together, and for ethical concerns to be taken into account when improving intelligence capabilities and making the best use of them to deal with the changing challenges of hybrid warfare.

Abstract The paper will focus on the transformation of war (associated with phenomena such as human displacement, famine, violence against civilians, and commercialization of military troops) and on the refugee flows and insecurity within refugee camps which amount to humanitarian tragedies. The second chief aim of this paper is to investigate tenets of the extended analytical framework of security and to emphasize the relevance of constructivist and critical security studies. The pivotal line of arguments will revolve around specificities of violent conflict in the Horn of Africa which trigger the need to revisit mainstream approaches on state security by analyzing intra-state (and internationalized) violence and by including types of post-colonial insecurity, food insecurity and environmental degradation. The main underlying research question is: why is human security a valid framework of analysis in the case of irregular warfare in the Horn of Africa?

Strategists have noted substantial changes in warfare since the end of the Cold War. They have proposed several concepts and theories to account for the fact that the practice of war has largely departed from a Clausewitzian understanding of war and the centrality of physical violence in it. Emerging modes of conflict are less focused on the instrumental use of force to achieve political objectives and are more centered on notions of perception management, narratives, asymmetry or irregular conflict, the adversarial uses of norms, and covert and ambiguous uses of force. This article aims to systematically compare three more recent theories of war or political conflict, namely fifth generation warfare (5GW), hybrid warfare (HW), and gray zone conflict. The article demonstrates that although they have the same intellectual roots, they are also different in terms of what they suggest about the nature of contemporary and near future conflict. Each of them can enrich our understanding of contemporary warfare, which will be the key to mastering these new modes of conflict short of (theater conventional) war.

Due to its colonial past, the public of Pakistan is conscious about their country’s security and sovereignty. The communication tools are now being used as a weapon in warfare. Pakistan has seen significant exposure to 5GW during the past ten years; it needs to reassess and modify its national security plan, warfare strategies, and military orientations. Conventional, irregular, combatants, civilians, cyber warfare, nanotechnology, indirect political approaches and even Artificial Intelligence (AI) are being used in 5GW. This study aims to know the perception of young educated social media users about fifth generation warfare itself and interference of international institutes/countries in 5GW. Using the survey technique, 292 responses from different departments of University of the Punjab were gathered and analyzed descriptively on SPSS in the light of Agenda setting theory. The results approved the hypothesis that university students are acquainted in some way with the notion of 5GW as well as conventional and non-conventional forms of warfare. Moreover, they also believed that powerful countries and institutes are influencing the 5GW in Pakistan.
