Resumen
Transfrontier conservation areas (TFCAs) are considered the latest evolution of a more holistic approach to transnational environmental management that brings together conservation and development agendas. As part of bio political governance, TFCAs are ecologically, economically and politically motivated. Using a discourse analytical perspective of claims advanced for TFCAs in Southern Africa, this study explores how Kavango-Zambezi (KAZA) TFCA has been motivated. The study questions the interests of Botswana government participation in the KAZA TFCA and examines the effects of the KAZA TFCA on local communities. This study employs a qualitative approach employing triangulation methods of data collection. KAZA is one of the largest and most ambitious transboundary initiative in the world that stretches across the political borders of five sovereign states. KAZA acknowledges that nature knows no boundaries hence conservation corridors should traverse political boundaries and borders of the state. Against this backdrop, the rationale for KAZA is to provide the large herds of elephants (approximately 120,000) in Botswana with access to large area of grazing land. The study demonstrates how the burgeoning elephant population is inextricably linked with border policing, tourism and conservation. KAZA considers participation and local community involvement in planning and decision making as legitimate for sustainable natural resource management. However, the current realities exist in contrast to these considerations. The study reveals that there is a disparity between theory and practice as KAZA is yet to deliver its promises to the local communities. The thesis asserts that it is critical to view KAZA as a complex, evolving and long-term initiative that will be interesting to follow in the future.

Because knowledge and information are becoming the vital resources, appropriate organization and management of them is considered to be the guaranty of the welfare of every state, organization and individual. There could be recognized the stronger attention to institutions that are traditionally related to knowledge and information. Because of the growing strategic importance of information and communication technologies in modern organisations, academic libraries remain a significant unit in the institutions of higher education. The theoretical outline of the importance of academic library strategy in the knowledge society in this dissertation is disclosed by exposing the concept of these libraries as organisations, introducing the concept of the evolution of strategy of these libraries, and evaluating changes taking place in the world’s academic libraries. The dissertation introduces a theoretical model of the strategic directions of the academic library developed in the dissertation. This model is proposed by the author of the dissertation as a possible one for the development of academic libraries in Lithuania. Tinkamas žinių ir informacijos organizavimas bei valdymas šiandieninėje žinių ekonomikos visuomenėje pripažįstama kaip pagrindinis valstybės, organizacijos ir kiekvieno individo klestėjimo bei gerovės garantas. Aukštojo mokslo institucijos biblioteka (disertacijoje – akademinė biblioteka) žinių ekonomikos visuomenėje išlieka viena iš svarbiausių grandžių informacinio aprūpinimo infrastruktūroje. Pažymėtinas išskirtinis akademinės bibliotekos vaidmuo universitetinių žinių kūrimo ir ypač sklaidos procesuose. Visa tai skatina suformuluoti akademinių bibliotekų vystymosi kryptis įvertinant šias bibliotekas vadybiniu požiūriu. In 1891, an Englishman named William Beer arrived in New Orleans, Louisiana, to take up the position as librarian of Tulane University's Howard Library. Beer quickly gained a reputation as a competent and knowledgeable librarian by bolstering the Louisiana collection at the Howard Library with maps, rare books and Louisiana historical documents. In 1896, Beer played a central role in the organization and opening of the first free and public library in New Orleans, the Fisk Free and Public Library. Beer befriended many well-known authors of New Orleans literature including George Washington Cable, Grace King, Mollie Moore Davis and Mary Ashley Townsend. Beer's influence in New Orleans and its literature, and his roles as librarian and instigator of literature have hitherto been largely ignored. This paper will argue that Beer created the foundations of a New Orleans literary culture.

The aim of this study was to investigate the impacts of urbanisation on the use of, and access to, NTFPs in three settlements in the Chobe District of northern Botswana. Specific objectives were to determine the extent of NTFP use occurring in these areas; the purposes of use; the factors that influence use and access in the rural/urban context, particularly government rules and regulations; and implications for future NTFP use in this region. Research was conducted in three settlements: Kasane, Kazungula and Lesoma. Kasane is an urban town, Kazungula is less urbanised and Lesoma is a rural village. All areas are surrounded by state-owned Forest Reserves and the Chobe National Park. The study employed both qualitative and quantitative data collection methods including household interviews (30 in Kasane, 30 in Kazungula and 25 in Lesoma), four key informant interviews, two focus groups with youth and the collection of other grey literature relating to government harvest permits and market data. Households in all three areas used NTFPs despite the different rural and urban contexts in which they exist. Kasane and Kazungula showed a less diverse range of resource use, with fuelwood and wild foods the most commonly used resources in all three areas. These resources were used mainly for subsistence purposes. Harvest locations varied but were most commonly in and around the settlements themselves. Households in Kasane and Kazungula expressed the desire to use fewer resources in the future, mainly for conservation reasons, while those in Lesoma wished to use more. The government rules and regulations, particularly the DFRR permit system, were found to restrict resource access. Despite this, households in the more urban areas felt that the laws were necessary while those households in Lesoma thought that the laws conflicted with community livelihood needs. The majority of respondents believed conservation management to be a barrier to resource access as the presence of wild animals and anti- poaching units in the harvesting areas compromised safety. The general absence of resource commercialisation and market opportunities in the settlements, especially the urban towns of Kasane and Kazungula, were other commonly cited barriers to resource access. The perceived degradation of traditional practices due to modernity and urbanisation was evident for most households in all three areas but the actual loss of indigenous knowledge was most apparent in the urban areas. Wider implications for this case study are the application of the findings to further research into the impacts of urbanisation. This study can add to the literature around the implementation of improved urban development strategies, including the reliance on NTFPs and declines in cultural and environmental degradation. Recommendations provided in this study include further investigations into resource use; the application of resource co-management; improved market infrastructure and the implementation of ecotourism and local craft-making projects.

In late-eighteenth-century Dublin, options were limited for an expanding reading public who wished to consult quality printed works. During this period of the Anglican Ascendancy, membership to institutional libraries or participation in associational activities was largely limited to elites and those from the Established Church. The Dublin Library Society provided a public reference library service without restrictions of confession, connection, elections, or status—with admission based only on ability to pay the initial two-guinea charge (and one thereafter). Using hitherto neglected primary sources, particularly contemporary newspapers, this thesis will examine the origins of the Dublin Library, public reaction towards it, and its position promoting cultural patriotism and inclusivity in public library service provision in late-eighteenth-century Dublin. Also, a detailed prosopographical analysis of the library’s founding subscribers, specifically for their occupational backgrounds and associational activities, will show that the library represented a cross-section of Dublin’s reading public and help identify the social and cultural milieu in the capital. Through a combination of historical and prosopographical research on the library and its members, this study aims to contribute to both library history and the wider fields of social, cultural, and urban history of Dublin. The library was founded amidst a backdrop of Irish patriotism evidenced by the achievement of legislative independence from Britain. Dubliners expressed their patriotism through participation in clubs and societies that promoted Irish cultural, commercial, political, and social improvement and self-sufficiency. Further Enlightenment ideals of toleration and intellectual cultivation were embodied in these associations. By the end of this examination, the Dublin Library Society will be regarded not only as significant in the expansion of Dublin’s literary public sphere, but also a noteworthy location of the Irish Enlightenment in the capital.

This article examines selected economic and social indicators of our multiracial and multiethnic society at the end of the twentieth century to provide an information base for wise decisions about effective library services. The statistical profile describes the demography, economic well-being, and education attainment of the principal racial and Hispanic origin groups. The data show that progress in our nation's well-being has occurred, but a great deal remains to be done to achieve the goals of equity and equality of opportunity.

Interactions between the state and Non-governmental Organisations have been heightened globally. This has led to states engaging civil society more than ever before. However, tendencies to control NGOs by the state seem common in African countries. This dissertation seeks to examine relations between the state and NGOs in Botswana. Botswana is a democratic country, which has been hailed as stable and a strong state, however, civil society in Botswana remains weak. This creates a problem of a dominant state and weak civil society. The dissertation employs Najam's theoretical framework in trying to understand the extent of state dominance in the relationship between the state and NGOs in Botswana.

This study investigates the nature of information literacy education in community junior secondary schools in the North-East district of Botswana and the role of teacher-librarians and school libraries in such a process.

The aim of this thesis is to examine how interested the library sector is in digitalization. In an attempt to study this, I have studied the articles in Biblioteksbladet from 2012–2016. My starting point was that digitalization affects the Swedish libraries and that the subject therefore would have a prominent role in the library magazine. The aim of this thesis is also to generate knowledge about how digitalization affects the retail sector and the library sector to visualize similarities and differences between how operators from private and public sector are affected. Three text analytical surveys were conducted: a survey inspired by quantitative content analysis, a survey inspired by qualitative content analysis and a qualitative comparative survey. The agenda-setting theory was used as an analytic tool to analyze the interest in digitalization. Theories from the business field and previous research were used in order to compare how digitalization affects the retail sector and the library sector. The results of this thesis show that about eight per cent of the articles in the magazine from 2012–2016 is about digitalization. The subject is mentioned in all of the studied magazines except one. This shows that digitalization is treated to a considerable extent in Biblioteksbladet, which is in line with my hypothesis. My study also shows that digitalization is presented as a challenge to the libraries in the majority of the articles. This means that digitalization tends to be evaluated negatively in the material. It proved to be difficult to draw clear conclusions about the library sector’s interest in digitalization using these methods. The interest that appears in Biblioteksbladet doesn’t necessarily reflect the rest of the library sector’s interest. Another result is that there are several similarities between how digitalization affects the retail sector and the library sector. This is a two years master’s thesis in Library and Information Science.

The Grande Bibliothèque du Québec (GBQ), the merger of the National Library of Québec with the Central Municipal Library of Montréal in a ninety-million dollar construction project which opened in the spring of 2005, serves as the point of departure and as a model and metaphor for reflection on the significance of libraries in the cultural life of a society and in the construction of social identity. The province of Québec is unique, not only because it is the sole province in Canada where the citizens are a French language majority, but also because it is the only province to have established its own national library. The Bibliothèque nationale du Québec and other significant libraries around the world collect and preserve memory in ways that create a context for cultural recall. Government and religious leaders have, for a long time, recognized the potential that libraries have in influencing popular thought and ideas of citizens. In societies where democratization of information is fostered, libraries are promoted as a source of pride and cultural achievement in buildings that are constructed as architectural monuments. In war-torn regions or in areas under authoritarian control, library materials are censured and cultural epochs are erased or destroyed. The heated debates that took place at the turn of the late 19th and early 20th century over the creation of a public or municipal library in Montréal and in the struggle between religious and secular forces over control and direction of public reading characterize a lengthy discourse that parallels the development of the Bibliothèque nationale du Québec and of public libraries in Québec. The various stages of evolution and current metamorphosis of the Bibliothèque nationale / Grande Bibliothèque can be viewed as a reflection of the evolution and metamorphosis of society and cultural memory in Québec throughout the nineteenth century to the present.

Resumo: O presente estudo, de caráter descritivo-análitico, com foco na pesquisa exploratória, analisa as percepções dos gestores, através de diretores e vice-diretores em 04 (quatro) escolas públicas e municipais de ensino fundamental e médio, sobre aspectos relacionados à administração pelas habilidades e competências de operar em suas escolas à rede BEDnet. O principal objetivo desse estudo é, a partir das percepções particulares investigadas, compreender o sentido do trabalho coletivo perante as habilidades apresentadas e o que o mesmo pode significar para as escolas públicas e municipais de ensino fundamental e médio ao ingressar na BEDnet, através da competência informacional. Foram empregados nos procedimentos de coleta de dados: entrevista, baseada no roteiro de entrevista de indicadores de desempenho, com ênfase na experiência de vida de cada sujeito pesquisado como gestor e; a aplicação de um questionário de afirmativas e respostas abertas contendo 15 questões e semi-estruturado a partir da noção de quatro grandes áreas de atividades (pessoal, profissional, tecnológico e gestão) relacionadas a seu conhecimento e administração da rede BEDnet. Por fim, estes procedimentos nos levaram a identificar as habilidades e competência informacional dos gestores como receptores e disseminadores de conhecimento na integração e compartilhamento do portal BEDnet. Finalmente, a investigação não se finaliza aqui, representa apenas uma etapa concluída de um estudo mais amplo, onde a metodologia apresentada poderá ser estendida e aplicada em escolas públicas, deficientes de bibliotecas escolares presenciais. O compartilhamento de saberes e união dos conhecimentos técnicos e teóricos dos bibliotecários, professore e alunos, demonstrarão que é possível aplicar na realidade a construção de um projeto social necessário para a complementação do ensino nos dias de hoje.
Abstract: This descriptive and analytical study, focusing on an exploratory research, analyses the perceptions of managers, through the views of 04 (four) public and municipal elementary and middle schools directors and vice directors, on issues related to the administration, skills and competencies to operate the network BEDnet in their schools. The main objective of this study is, starting from the individuals perceptions investigated, to understand the sense of collective work in face of the skills presented and the meaning for public and municipal elementary and middle schools to join the BEDnet through the informational competence. The procedures for data collection were: interviews, based on a previous plan of performance indicators, emphasizing the living experience of each subject searched as manager, and also, applying a half-structured questionnaire of affirmative and open answers containing 15 questions, starting from the notion of four major areas of activities (personal, professional, technological and management) related to their knowledge and network administration of BEDnet. Finally, these procedures led us to identify the skills and informational competence of managers, as receivers and disseminators of knowledge in the integration and sharing of BEDnet portal. Finally, the research does not end here, it represents a first step in a broader study, which methodology could be extended and applied in public schools, poor of school libraries. The sharing of the librarians¿ technical and theoretical knowledge, teachers and students, demonstrate that it is possible to implement a social project necessary to complement the education today.

Darbo tikslas – išsiaiškinti mokslinių bibliotekų vietą bei vaidmenį Lietuvos informacinėje infrastruktūroje. Pagrindiniai darbo uždaviniai: išsiaiškinti informacinės visuomenės, valstybės informacijos infrastruktūros sąvokas, surasti jų apibrėžimus; apžvelgti ir išanalizuoti valstybės ir visuomenės raidos veiksnius, turinčius įtakos šiandienos mokslinių bibliotekų egzistavimui informacinės visuomenės kontekste; apibrėžti, kas yra mokslinė biblioteka bei surasti jos vietą Lietuvos bibliotekų sistemoje; atlikti Delphi metodu pagrįstą ekspertų apklausą. Jos tikslas – atsižvelgiant į informacinės visuomenės plėtrą, įvertinti mokslinių bibliotekų vaidmenį Lietuvos informacijos infrastruktūroje, sužinoti svarbiausias mokslinių bibliotekų veiklos sritis ir galimybes aktyviau prisidėti prie šiandienos iššūkių. The purpose of the thesis is to ascertain the position and role of scientific libraries in the information infrastructure of Lithuania. The following tasks were raised, seeking to achieve the fixed goal, i.e. to clarify the notions “the information society” and “the state information infrastructure”, to find their definitions; to review and analyze the factors of evolution of the state and society, which influence the current existence of scientific libraries in the context of the information society; to define what is meant under “the scientific library”; to clarify and define the system of libraries in Lithuania, to fix the position of scientific libraries in it; to carry out interrogation of the experts, substantiated by the Delphi method. Its purpose is to evaluate the role of scientific libraries in the information infrastructure of Lithuania, with taking into consideration expansion of the information society; to find out the most important spheres of activity of scientific libraries and their possibilities to join the contemporary challenges more actively. This work concentrates on the informational aspects of becoming information literate for the Information Society in secondary education. The importance of this study is linked to the information age - an era in which most people rely on information in their occupations and private lives. This need for information acquires more explicit information related skills to be able to retrieve, evaluate, use, store and disseminate information. To be able to address these issues, the study is subdivided as follows. The first section (chapters 3&4) addresses the concepts of the informatisation of society and information literacy. Models are presented for both the informatisation process and information literacy. In the discussion of the concept information literacy the following issues are emphasized: the individuals realisation of an information gap, the formulation of a query, the knowledge of relevant sources, the knowledge of information and communication technologies (ICT), the knowledge, skill and ability to use, store and disseminate information in an effective and efficient way. In the second section (chapters 5 - 10), ensuing from the first, attention is given to position of The Netherlands and South Africa related to being or becoming an Information Society (chapter 5), the relationship between ICT and education (chapter 6) and the introduction of ICT and information related subjects in secondary education in respectively The Netherlands (chapter 7) and South Africa (chapter 8). It is illustrated that the infrastructure in The Netherlands to implement information literacy at school level is much better that in South Africa. Chapters 9 and 10 consist of an empirical study with the aim to determine the way in which information literacy is teached in two schools – one in South Africa and the other in The Netherlands, and which relevant entities are present. The main outcome of the empirical study was that, although pupils were adequate trained in the use of technology, they were not trained to become information literate as the emphasize is on acquiring computer skills in stead of acquiring information. The third and final part comprises firstly an evaluation of the study (chapter 11) and of the summary, conclusions and recommendations (Chapter 12). The main recommendation is the introduction of the subject information literacy as a compulsory school subjects at all levels enabling students to be prepared for their role in the knowledge society. As práticas profissionais dos bibliotecários têm sido influenciadas e modificadas com a introdução das Tecnologias de Informação e Comunicação nas Unidades de Informação e nos meios de disseminação da informação, tornando-a facilmente acessível. Estas modificações ocorrem mais evidentemente nas bibliotecas universitárias, pois o fluxo de geração de conhecimento é mais intenso. Considerando que o usuário é a razão da existência de uma Unidade de Informação, este trabalho tem por objetivo verificar a representação social que os usuários possuem sobre as práticas dos bibliotecários universitários e dos serviços das bibliotecas universitárias no contexto da Sociedade da Informação. A pesquisa foi realizada durante o segundo semestre de 2007, em 5 bibliotecas universitárias de Porto Alegre e região metropolitana-RS, por meio de aplicação de questionários. Conclui-se que as práticas dos bibliotecários e o conceito de biblioteca estão calcados na imagem tradicional que os usuários possuem dos mesmos.
The librarian´s professional practices have been influenced and modified by the introduction of Information and Comunication Technologies into Information Units as well as among the spreading means of information, thus making information more easily accessible. These modifications are obviously more evident at the universitary libraries, where the generation of knowledge is more intense. Regarding the user as the reason of being of an Information Unit, the aim of this study is to verify the social representation that the users own over the university librarians´ practices as well as the work of the universitary libraries into the context of the Information Society. A survey was carried out over the second semester of 2007, through the application of a questionnaire in 5 universitary libraries from Porto Alegre and metropolitan area-RS. It was concluded that both, the librarians´practices and the concept of library are based on the traditional image that the users have about them.

Vivemos actualmente na Sociedade da Informação e do Conhecimento, onde o novo modelo que gera valor é a informação. Neste contexto, as instituições de ensino superior são chamadas a desempenhar um papel de liderança na formação dos cidadãos e a biblioteca universitária terá um papel preponderante na prossecução da missão da instituição onde está inserida, na medida em que defende os seus valores e contribui para o desenvolvimento do seu plano pedagógico e científico. O seu objectivo principal é auxiliar a comunidade académica no processo de transformação da informação em conhecimento. Assim, o bibliotecário será, neste contexto, não um mero fornecedor de informação mas, um mediador proactivo e crítico na construção do conhecimento científico. Pretende-se, nesta dissertação, investigar e avaliar os desafios e oportunidades do bibliotecário universitário, centralizando a sua actividade na garantia de satisfação das necessidades informacionais dos seus utentes, definir as novas competências do profissional de informação numa biblioteca universitária e elaborar o seu novo perfil se necessário. In this context, higher education institutions must perform a leadership role in the formation of citizens and the academic library will play an important role in the achievement of the mission of the institution it belongs, in so far as it defends its values and contributes to the development of its pedagogic and scientific program. Its main goal is to help the academic community in the transformation process of information into knowledge. So, in this context, the librarian will not just be a provider of information but a critical and proactive information broker in the construction of scientific knowledge. We pretend, in this dissertation, to investigate and assess the challenges and opportunities of the academic librarian focusing his activity in the guarantee of the satisfaction of his patrons information needs, and to define his new competencies if needed. Therefore, we will discuss the reference service, the field where the librarian, besides his traditional competencies and skills (as cataloguing, classification and library management,) will face a new set of specific competencies which he must acquire and must be able to use all the technological tools and resources available and essential to his survival and success in the digital era.

This study allocates the issue of democratization in Tanzania and Botswana between 1961-2015. The purpose is to explain why Tanzania’s democratization process between 1961 and 2015 has not developed into a solid democracy. Nine factors, both internal and external that has affected the countries democratization process has been highlighted and compared in a macro-perspective in order to find explanatory factors the aim. A qualitative, theory consuming approach is used, where methodological understandings such as the method of difference and the congruence method are applied. Furthermore an analytical framework is used to pinpoint important differences between the two countries democratization processes that are considered being valid explanations to why contemporary Tanzania is not considered being a full-scale working democracy. The comparative conclusion showed that there are three explanatory factors to Tanzania’s present democracy status. The lack of free values, an economic development and authoritarian divisions within the country has proven being vital in the failure of consolidating a democracy.

This Master's Thesis studies the attitude that library employees have regarding a sex and gender-neutral treatment of their clients. The analysis is based upon replies to a questionnaire which was submitted though channels directed at library employees, like BIBLIST and BiblFeed. The respondent’s replies contained a number of welldeveloped comments making the resultant analysis both quantitative and qualitative in nature. In performing the analysis a theoretical framework combining Hirdman’s gender system with symbolic interactionism has been used together with literature about gender roles. The questionnaire showed that gender neutrality is a complex concept that can be interpreted in many different ways and is therefore easily misunderstood. It is obvious that sex is an important category when respondents are dealing with their clients, but also that sex and gender are problematic concepts which respondents find difficult to know exactly how to relate to. A lot of the respondents see a need to address gender issues, but a lot of them also state that gender is a biological concept and therefore impossible or unnecessary to have to relate to. In general, in the replies to the questionnaire availability tops the list over important questions to be addressed in the library while sex and gender have very low priority. My belief is that gender norms are possible to change and that sex and gender issues should be prioritized by virtue of being recognised as an availability issue. It is everybody’s individual fundamental values that together form society’s common fundamental values. If we all put on our gender glasses and are prepared to alter how we treat one another we can, eventually, make sex and gender less important categories and begin to see our clients as individuals.

É sabido que quando trabalhamos em conjunto para um mesmo objetivo, os resultados e o sucesso são sempre maiores do que se trabalharmos sozinhos. Assim, se os bibliotecários e os professores trabalharem em conjunto para um mesmo propósito, os alunos poderão atingir níveis mais elevados de aprendizagem e competências. O objetivo deste estudo consiste em demonstrar a importância das Bibliotecas Escolares e da Formação de Utilizadores, a partir das diretrizes estabelecidas pelo Manifesto da Unesco sobre Bibliotecas Escolares e propor um programa a integrar nos conteúdos curriculares da disciplina de Tecnologias da Informação e Comunicação (TIC) nos estabelecimentos de ensino portugueses. Após o resultado da análise dos dados recolhidos num questionário efetuado a alunos do 9° e 10° anos de escolaridade (visto serem os únicos anos lécitos para os quais existe programa curricular para a disciplina TIC), das escolas do concelho de Esposende, pretende-se, não só, demonstrar o funcionamento das bibliotecas escolares do concelho, mas também identificar as dificuldades do aluno na pesquisa e tratamento de dados e justificar a necessidade constante da Formação do Utilizador da Biblioteca Escolar. Os objetivos do programa proposto é, não só, fomentar o interesse pela pesquisa, bem como levar à descoberta e inovação à luz das necessidades da sociedade em que hoje vivemos. Deste modo podemos fazer face aos desafios que nos são impostos. Podemos, ainda, promover e desenvolver as capacidades e aptidões do aluno para pesquisar, selecionar, tratar, produzir e difundir informação, fornecendo-lhe competências e apetências para o dia-a-dia, não só no percurso da sua vida académica como também na preparação para a vida em sociedade, tornando-o numa pessoa autónoma ao longo da vida. /ABSTRAC - ls known that if we work together for the same purpose, the results and success will be bigger than if we work alone. Therefore if librarians and teachers work together, students may reach much higher levels of knowledge and competencies. The aim of this study consists of showing the importance of School Libraries and the User's Education, through the directories pointed out by Unesco Manifesto about School Libraries and to propose a program to became part of curricular methods of Communication and Information Technology subject (TIC) in Portuguese schools. After the result of the dates obtained by the questionary made to the 9th and 10th grade students (because these are the only school years which have in its program the TIC subject), in the schools of Esposende municipality, we intend to, not only, show how the school libraries work in this municipality, but also, to identify the students difficulties on the research and treatment of the dates and justify the constant need of the School Library User's Education. The main program aims will be, not only to develop the research, discovery and innovation interest throughout the society needs on which we live on and, then, to face its challenge, but only to promote and develop the students capacity to search, select, take care of, produce and difiuse information, by giving him competencies and abilities to use day by day, not only in his academic life way, as well as preparing to life in society, in order to became an autonomous person throughout his life.

In this master’s thesis we examine how the public libraries’ role and mission has been interpreted during the covid-19 pandemic and how the public libraries adapted to the situation. Public libraries are communal spaces meant for the public and according to the Swedish library law the public libraries should work especially towards a few specified prioritized target groups. Therefore, we also wanted to consider which groups needs that have been fulfilled or not, through the adjustments during the pandemic. The material of the study consists of interviews with 14 public library directors and 1 developer of public libraries services. We applied Fairclough’s framework for critical discourse analysis on our interview material. This framework was supplemented with Habermas term the public sphere and with the discourses about public libraries identified by Hedemark.  In the thesis we identified reasons and arguments for how the public libraries readjusted their library activities and prioritized services. We also identified which discourses about libraries were noticeable in the library directors’ descriptions of the libraries’ role during the pandemic. Several discourses about libraries identified by Hedemark were common in the material. We also found a discourse that had not been identified by previous research, which we named the social meeting place discourse. We interpreted the prevalence of this discourse about libraries, which focuses on the social aspect of the library as a meeting place, as an effect of the pandemic. Since the libraries have not been able to function as meeting places during the pandemic, this function has become more noticeable. The closing of the libraries as meeting places has affected all the library users but has affected the libraries work towards the prioritized groups the most. In some areas of Sweden the public libraries have replaced some of the meeting place functions with new digital services. These adaptions vary greatly between different counties, which has meant that people have had different access to library services depending on where they live.  This is a two years master's thesis in Library and information science.

Considering the importance of information and knowledge socialization in the present day context and the essentiality of the production of knowledge for producing science, access to quality and reliable information remains crucial. The field of Knowledge Organization and Representation (KOR) of Information Science offers the theoretical-practical approach available for the production, processing and retrieval of information and knowledge in the society, considering the treatment of information as a complementary linkage between the production and the very use of information. The main purpose of the present exploratory-descriptive qualitative-quantitative and theoretical-practical study was conduct a research of library functions in the thematic treatment of information in the retrieval systems of information units through subject cataloging in online collective catalog, with focus on subject analysis. In the design of the study, the following specific objectives were set: a) to investigate the process of subject cataloguing in online collective catalogs as well as the process of indexing in databases; b) to evaluate the documentary indexing in the context of information retrieval systems of university libraries; 3) to discuss the practice of subject cataloguing and the indexing process in order to improve professional practice in the thematic treatment of information in the context of university libraries. First, the study offers some theoretical perspectives for the dialogue between the fields of Science, Technology and Society (STS) and the field of Information Science (IC), in view of the area of Knowledge Organization and Representation (KOR). Second, it presents the elements of science and technology policy in university libraries and the retrieval systems of units of information, especially the university libraries online collective catalogs and the databases of specialized scientific areas. Finally, it presents the information subject treatment (IST) in the domain of Information Science, considering the importance of this process in information retrieval for users and researchers from the academic context. After reviewing the literature, the Verbal Protocol (VP) analysis in the modality of Individual Verbal Protocol (IVP) was used as a qualitative method for collecting data from the librarians who work in information retrieval systems in Health, to observe the cognitive processes of documental analysis (document type: Doctoral thesis) in the subject cataloguing in the online collective catalog DEDALUS (USP) and to perform the indexing process in LILACS database (BIREME). Additionally, indexing evaluation (IE) was used as a quantitative method to measure and to evaluate the intrinsic/extrinsic aspects of the indexing process, in the modality the Intra-indexer consistency or Intralibrarian taking into account the lack of verticalized studies that use this method. The sample of the study comprised three public university libraries from the University of São Paulo: Library of the School of Dentistry, Library of the School of Public Health and Library of the Institute of Psychology 5 subjects (2 catalogers, 2 indexers and 1 cataloger-indexer) were studied. The results indicated low rates of intraconsistency between the processes of subject cataloguing and subject indexing in the libraries, however, in the average reported in the literature. The conclusion of the study highlights the importance of considering interdisciplinarity in scientific, technological and social fields between the two scientific spheres, in view of the complexity of information flow and knowledge in society.
Considerando-se a relevância da socialização da informação e do conhecimento na contemporaneidade e que a produção do conhecimento é indispensável para a produção da ciência, o acesso à informação de qualidade e confiável é imprescindível. A área de Organização e Representação do Conhecimento (ORC) da Ciência da Informação dispõe do arcabouço teórico-prático necessário no que tange à produção, tratamento e recuperação da informação/conhecimento na sociedade, tendo o tratamento da informação como elo complementar entre a produção e o uso de informações. Desse modo, a presente pesquisa exploratório-descritiva, qualitativo-quantitativa e de caráter teórico-prático, teve como objetivo geral realizar investigação da atuação bibliotecária no tratamento temático da informação em sistemas de recuperação de unidades de informação, por meio da indexação em base de dados e da catalogação de assunto em catálogo coletivo on-line, com destaque para a análise de assunto. Para a concretização da pesquisa, delinearam-se os seguintes objetivos específicos: a) investigar o processo de catalogação de assunto em catálogos coletivos on-line e de indexação em bases de dados; b) realizar a avaliação da indexação documental no contexto de sistemas de recuperação da informação de bibliotecas universitárias; 3) discutir a prática da catalogação de assunto e do processo de indexação com o intuito de aprimorar a atuação profissional no tratamento temático da informação no contexto de bibliotecas universitárias. Primeiramente, como fundamentação teórica discorre sobre algumas perspectivas de interlocução entre o campo Ciência, Tecnologia e Sociedade (CTS) e o campo da Ciência da Informação (CI), à luz da área de Organização e Representação do Conhecimento (ORP). Em seguida, apresenta os elementos de política de ciência e tecnologia em bibliotecas universitárias e os sistemas de recuperação de unidades de informação, com destaque para os catálogos coletivos on-line de bibliotecas universitárias e as bases de dados de áreas científicas especializadas. Por fim, apresenta o Tratamento Temático da Informação (TTI) no âmbito da Ciência da Informação, considerando-se a relevância deste processo na recuperação da informação aos usuários e pesquisadores do âmbito acadêmico. Após o resgate na literatura, como metodologia qualitativa foi utilizada a técnica do Protocolo Verbal (PV) na modalidade Protocolo Verbal Individual (PVI), com o intuito de coletar os dados dos bibliotecários que atuam em sistemas de recuperação da informação na área da Saúde, para observação dos processos cognitivos de análise documental, do tipo tese, na catalogação de assunto no catálogo coletivo on-line DEDALUS (USP) e do processo de indexação na base de dados LILACS (BIREME). De forma complementar, como metodologia quantitativa optou-se pela Avaliação da Indexação (AI), para medir e avaliar os aspectos intrínsecos/extrínsecos do processo de indexação, na modalidade Avaliação Intrínseca Quantitativa ou Intrabibliotecário, pressupondo-se ainda a carência de estudos verticalizados em torno desta metodologia que trace diretrizes para esta prática. O universo de pesquisa constituiu-se de três Bibliotecas universitárias públicas da Universidade de São Paulo: Biblioteca da Faculdade de Odontologia (FO), Biblioteca da Faculdade de Saúde Pública (FSP) e Biblioteca do Instituto de Psicologia (IP), sendo pesquisados 5 sujeitos (2 catalogadores, 2 indexadores e 1 catalogadorindexador). Os resultados da investigação a partir da coleta de dados e análise dos mesmos apontaram baixos índices de intraconsistência entre os processos de catalogação de assunto e de indexação nas Bibliotecas pesquisadas, porém, dentro da média apontada na literatura. Como considerações finais, destaca a relevância em se considerar as perspectivas interdisciplinares nas abordagens científica, tecnológica e social entre os dois campos científicos, visto a complexidade da circulação da informação e do conhecimento na sociedade.

Se reconstruye la Biblioteca de la Compañía de Jesús del Colegio de San Esteban de Murcia. A través del estudio del inventario del fondo bibliográfico, realizado con motivo de la expulsión de los Jesuitas en 1767 por orden de Carlos III, se establece una metodología de trabajo para proceder a la identificación y clasificación de los títulos y las ediciones. El resultado es un "catálogo concordado", en base a la información que, sobre los libros, ofrece el inventario y las descripciones bibliográficas de los mismos, relacionado con las enseñanzas, regladas por el sistema educativo de los Jesuitas, habitualmente practicadas en los colegios de la Orden.
The Society of Jesus Library at the San Esteban School in Murcia is being reconstructed. A work plan has been developed in order to identify and classify titles and editions, based on a study of the inventory of the library's collection drawn up when the Jesuits were expelled on the orders of Carlos III in 1767. Using this methodology, an "inventory catalogue" has been drawn up, based on the information provided by the original inventory on the books and their bibliographical descriptions, which deals with the teachings habitually imparted in the Order's schools, in accordance with the Jesuit system of education.

It proposes discursive administration in brazilian academic libraries which is considered a current forms of administration alternative. It discusses the main features of the information society and the technological developments and the impacts on education, especially in universities, to contextualize the changes in academic libraries. It presents main aspects of theories of Communicative Action and Discourse of Jürgen Habermas and the basic assumptions of discourse administration, from these theories. It addresses the management of academic libraries, based on the literature, aiming to show brief history on the subject. It presents the results of empirical research shown in the oral communications of the National Seminar of University Libraries in the years of 2004, 2008 and 2012 that report forms of administration used in these libraries. The results reveal that most forms of administration in that period is related to contemporary approaches in the area of administration, indicating linkage between this area and Librarianship; 36% of the universe analyzed come under some aspect, the focus on technology and 23% in the communicative approach; the administration discursive assumptions not identified the universe analyzed, and finally it suggests the predominance of instrumental rationality in these organizations. It presents general guidelines for discourse administration in brazilian university libraries in order to offer help to the managers of these libraries and to encourage reflection and debate on the administration of libraries in contemporary society
Propõe administração discursiva nas bibliotecas universitárias brasileiras, como alternativa às formas de administração vigentes. Discorre sobre as principais características da sociedade da informação, sobre a evolução tecnológica e os impactos na educação, especialmente nas universidades, para contextualizar as mudanças nas bibliotecas universitárias. Apresenta os aspectos principais das teorias do Agir Comunicativo e do Discurso de Jürgen Habermas bem como os pressupostos básicos da administração discursiva, a partir das teorias habermasianas. Aborda a administração das bibliotecas universitárias com base na literatura, visando a mostrar breve histórico sobre o tema. Expõe os resultados da pesquisa empírica realizada nas comunicações orais do Seminário Nacional de Bibliotecas Universitárias, nos anos de 2004, 2008 e 2012, que mostram as formas de administração utilizadas nessas bibliotecas. Os resultados revelam que a maioria das formas de administração contempladas na amostra tem relação com as abordagens contemporâneas da área de Administração, indicando vínculo entre essa área e a Biblioteconomia; que 36% do universo analisado contemplam, sob algum aspecto, o enfoque tecnológico, e 23%, o enfoque comunicacional; que os pressupostos da administração discursiva não são identificados no universo analisado; por fim, sugere predominância da racionalidade instrumental nessas organizações. This study evaluates the purpose and role of the public library in national development in Botswana. Particular attention is focused on the public library as a community resource as well as its sensitivity in meeting the needs of community members and of organizations operating in the community. Chapter 1 introduces the nature of the problem, and brief historical and current developments of the public library in Botswana. Research objectives of the study are also outlined. Chapter 2 attempts to locate the public library in developing countries within development strategies such as the modernization and basic needs approach. Discussions further illustrate how policies emanating from these development strategies have influenced public library policies in these countries, and in Botswana. Attempts are made to show how the public library in Botswana is trying to adjust to shifts in emphasis of government development plans, especially the rural development emphasis. Chapter 3 outlines methods of research used to collect and process data obtained from the village Molepolole in Botswana. There is a brief discussion of the nature of this village as well as that of the community public library. Chapter 4 and 5 present findings of the household survey, and of community organizations and public librarians interviewed. An analysis and interpretation of findings of the household survey based on a sample of 203 readers drawn from the village is also presented. Community organizations interviewed include both government and non-government. Patterns of reading and views on the library of both readers in the survey and public library users, are explored. Chapter 6 presents a brief review of developments of the national campaign to eradicate illiteracy in Botswana, which was launched by the Department of Non-formal Education (DNFE) in 1970. The study shows what role the public library has been, and what it should be, in the provision of effective support for the promotion of literacy and reading. The last chapter gives a summary of findings, and suggests a model that could be adopted to develop an effective rural public library service in Botswana. The model is based on principles of the basic needs approach to development, which emphasizes appropriateness, focus on target groups, accessibility, affordability, integrativeness, participation and assertiveness.

HIV is the most pressing public health and development challenge facing Botswana. Reducing gender-related vulnerability to HIV is one of the top priorities of the government and its development partners. Civil society organisations (CSOs) have been identified as crucial in these efforts. As a result, civil society has grown in Botswana, in both numbers and size, to deliver services such as home-based care, counselling, and testing. Yet to reduce gendered vulnerability to HIV, social and human development goals must be met in several sectors of society. The focus on HIV-related services has implications in practise, policy, and theory that may compromise long-term development aims and co-opt civil society. This research draws on critical theory and uses action research methods to investigate the role of civil society in Botswana for reducing gendered vulnerability to HIV, now and in the future. The case of Botswana is a crucial one, as it has one of the highest HIV prevalence rates, as well as the resources, both domestic and from partners, to mobilise a comprehensive response. The combination of these factors has afforded the opportunity to gain insights to inform civil society theory and development approaches in both policy and practise to improve the HIV response and civil society’s role in it. Through a literature review, interviews with key informants, a survey, and a workshop, this research found that the HIV response in Botswana is addressing many of the issues suggested by global development partners, such as UNAIDS, at the policy level, though implementation is lacking, especially concerning male involvement in gender programming. It found that efforts to meet the immediate needs are in place, but the long-term strategic interests are only incrementally addressed. This suggests that HIV is causing a development deficit. Additionally, the roles that CSOs serve in the response are focussed on serving these immediate needs, making it increasingly difficult for the response to effect broader social change to achieve gender equality and development. Civil society is taking on more responsibility in the public sector, which puts it in a vulnerable position. Its role needs to be reconceptualised in the HIV response and in development more broadly. This research proposes theoretical and policy implications to inform civil society-state relations; approaches to address complicated social development issues, such as genderbased violence; and offers an 18-point analytical framework to address operational and programmatic capacities in civil society. The framework offers a new category for the dynamic analysis of civil society organisations while working with the state called ‘civil agents’. It also describes the bridge function that CSOs serve when working with key populations, such as sexual minorities, in criminalised settings. Together these theoretical and policy implications can contribute to the understanding of civil society in the HIV response, and gender equity in the context of the post-2015 global development agenda. Modern day society is characterised by the availability of technology and the abundance of information in all formats that require all individuals using it to poses information literacy skills (ILS).ILS enable people the ability to locate, analyse, evaluate access and retrieve the desired information to satisfy a need. Research on IL in academic and school libraries has gained momentum in the field of Information Science where as little has been documented concerning public libraries and IL. This therefore calls for more research on IL in public libraries. Public libraries serve a wide and diverse community of which students are a part. In instances where school libraries are either non-existent or not developed, students seek assistance from the public library within their community. This study sought to investigate the role of public libraries in enhancing the ILS of senior secondary school students in the Central District in Botswana. The fact that school libraries in Botswana are underdeveloped to produce competent and confident students equipped with ILS that could be used in the work environment and continuous lifelong learning, motivated the study. A concern that there exists a gap in research concerning public libraries and IL within the Botswana context necessitated this study. The study used a survey research design where both quantitative and qualitative research approaches were adopted. This involved the collection and analysis of quantitative and qualitative data. The purpose of a mixed methods approach was based on the idea that qualitative results could assist in explaining and interpreting the findings of a quantitative study. Data collection involved three sets of closed ended questionnaires and observations in all schools and public libraries. The population of the study consisted of public librarians, teacher librarians and students. Quantitative data were analysed using the Statistical Packages for Social Sciences (SPSS) to generate statistics. The findings of the study revealed that the public libraries in the Central District in Botswana are above average in terms of materials and use. It brought to light that senior secondary school students use the public libraries for school purposes and get assistance when they seek for it. Public librarians do not have special classes aimed at enhancing the ILS of students. The public libraries offer IL in the form of computer training, they do this as, and when students register, just like the other members of the community. The library’s contribution to enhancement of the students’ ILS, (study skills, reading skills and use of reference works) is somewhat limited. Limited resources, lack of reading culture, low budgets, and lack of support from government negatively challenge the full potential impact of IL enhancement.

The primary purpose of this study was to investigate the patterns of library usage of student teachers and lecturers, the factors influencing their usage behaviour and the methods used by lecturers to promote use. A case study was conducted at Tonota College of Education in Botswana. Questioning data collection methods were used. A total of 172 student teachers and 84 lecturers were selected by means of stratified random sampling. The findings revealed that both student teachers and lecturers made frequent use of the library. Borrowing for curriculum-related use constituted more than half of the reasons why student teachers and lecturers used the library. Most of the lecturers indicated that they adopted topic assignments as a method of motivating students to make use of the library. This was confirmed by the majority of student teachers. Most student teachers perceived the College Library as contributing to their educational success.

The purpose of the research was to recommend a model for strategic human resource management through an effective staff performance appraisal system in Botswana public libraries. Performance appraisal is not a new concept; however the evolution of performance appraisal tools and techniques has been slow compared to that of other management fields. This discrepancy is now being realised; organisations are starting to acknowledge the importance of comprehensive, regular appraisal of staff as part of an effective human resource management policy. Human resources are a scarce and valuable tool in any organisation and it is mainly through performance appraisal that they can be developed and maintained, to ensure organisational success. The theory underlying strategic human resource management and performance management has been studied. Empirical research through a questionnaire was carried out in 23 public libraries. From these it was possible to develop a model entitled "A recommended strategic human resource management model". From empirical investigation the main critical qualities for efficient public library services were revealed as enthusiasm; positive attitude; innovative thinking; capability and commitment; critical competencies as expertise; team-building; and leadership; critical external factors as external environment; global competition; shrinking budget; changing library customers and employees' needs and information technology; strategic management issues organisational culture; transformational leadership; employee recognition and reward systems; performance measurement system; productivity improvement; and customer orientation; critical staff issues as sense of purpose and achievement; feeling of self-worth; job-security; recognition; status; career development; and salary; motivational factors as effective communication; job satisfaction; delegation of authority; clear job description; performance feedback; conducive working environment; human resource strategy issues as motivation building among staff;continuous education and development; generating competitive advantage through human resources; and alignment of human resource strategy with strategic management plan. The study recommends a strategic human resource management model for libraries along with: conducive working environment; adequate IT infrastructure to store, organise and retrieve information; staff training for excellent customer service; objective, reward based staff appraisal; performance feedback; performance appraisal should be aligned with staff selection, library mission, staff motivation and promotion in order to use it strategically; and human resource strategy should be developed immediately.

Libraries have been involved in technological transformation for several decades, and are now increasingly associated with discourses surrounding the development of a global information society. The information society, however, remains a contested terrain, with a major focus on connectivity to ICTs, and is often linked with technological determinist and technocratic agendas. The library profession and field do not adequately theorize technology in a way that offers a progressive alternative to this dominant information society vision. In light of this context, this dissertation argues for the relevance of critical theory as a framework for guiding and analyzing library technology actions. This confluence of critical theory and library technology studies is named a “critical theory of library technology.” The framework is both a conceptual tool for re-envisioning the roles of libraries in relation to technology, as well as an analytical tool for exploring library technology decisions at various levels of impact. The open source software movement in libraries serves as test case in the application of this framework as a mode of analysis. Prominent library open source projects are discussed, and an in-depth, qualitative case study of Simon Fraser University Library in Canada, a library developing open source software for electronic resource management and electronic journal publishing, is undertaken. Interviews and documentary research are the main sources of data. Findings indicate that while the software projects are nominally open source, the co-developer communities remain limited. Best practices research will have to address areas related to the on-going community development and sustainability of these projects. However, in relation to the critical framework, the library emerges as a model of high investment in the technological skills of systems staff. The case presents a regional example of cooperation that is benefiting smaller client libraries in the regional consortia. Open source ideology, however, appears as just one of a variety of factors behind the deployment of these projects. In the case of the electronic journal publishing software project, an open source/open access ideological orientation is prominent, and the project presents a potentially new model for academic libraries in the support of electronic publishing services.

The purpose of this study was to deternine the use and application of information communication technologies (ICTs) by the library workers of the University of Botswana Library. ICTs play an important role in a library environment because they enable libraries to be accessed rapidly as well as increasing the range, relevance and accessibility of information provided by the libraries. ICTs are therefore important for supporting the library workers in their everyday roles. This research was done with a view to propose recommendations which may enhance the efficiency and effectiveness of University of Botswana Library workers in facilitating timely, relevant, accurate and reliable access to information for the library users through the utilisation of ICTs. The population of the research was the University of Botswana Library and its branches namely the Faculty of Engineering Library in Gaborone, the Centre for Continuing Education Branch in Francistown and the Harry Oppenheimer Branch in Maun. Primary and secondary sources of data were used to meet the objectives of the study. The research was done using a self-administered questionnaire, observation and interviews. The response rate was 67 (86.36 %) out of a population of 88. The data collected for this study identified that the University of Botswana Library workers had limitations on the use and application of ICTs as well as varying levels of skills and knowledge on their utilisation. The library workers lack ICT skills because they are only trained for specific routine tasks. In addition, some workers do not have enthusiasm to learn on their own.

This dissertation acknowledges that despite the global initiatives towards an inclusive information society, there are still some disparities in how communities access and use the information and communication technologies (ICTs) that are available. These disparities, or digital divide, have been interpreted and addressed from different interrelated theoretical view points. The provision of ICTs through public access centres has been widely applauded as one of the strategies to enable especially disadvantaged communities to participate in today‟s information led economy. Botswana has adopted the just noted approach. The country has also developed policies and supportive infrastructure to enable especially the rural communities to be part of the global information society. It is however regrettable that access and usage of ICT‟s is still notably low in rural communities. The concern over this worrisome situation motivated this study to explore the factors that enabled or inhibited access and use of ICTs that were available to the Letlhakeng community through public access centres. This descriptive case study was conducted in four sequential stages: designing, conducting the research, data analysis and development of conclusions. The study was characterized by a continued comparative analysis of data which was collected through interviews; observation and review of related documents from the service providers; the users and non users of the services. The Letlhakeng community had access to ICTs through individually owned stand alone centres and from government supported centres. These centres were used by both residents of Letlhakeng and people from nearby villages. The factors that promoted or inhibited access and use of the available ICTs differed within and between these communities. Despite the observed digital divide, the Letlhakeng community used the ICT public centres to access social services. There is a need to develop strategies to increase access to more technologies in the village and to equip the community

The study investigated the information literacy skills among Form Five students at government senior secondary schools in Gaborone, Botswana. The results of the study will be used in the improvement of the Information Literacy Course offered at the University of Botswana Library (UBL). Background information was given on education in Botswana and also a brief history of the evolution of the University of Botswana, an overview of the University of Botswana Library and highlights of the schools in the study. The researcher designed a questionnaire in order to achieve the objectives of this study. A sample of 240 Form Five students was drawn from four senior secondary schools situated in Gaborone, Botswana. Purposive sampling was used to draw the sample. The Statistical Package for Social Sciences (SPSS) was employed in the analysis of data. The results were presented in frequency tables, analyzed and discussed. The findings of the study revealed that the students at senior secondary schools did not have sufficient competence in translating information problems into information needs. Their ability to use a variety of sources was not well developed. The study further revealed that the students were not motivated to look for information sources by their teacher by, for example, giving them assignments that required them to use the library resources. Students' skills in the evaluation of the accuracy, currency and authority of information sources were found to be under-developed. The study showed that the students were not given any form of user education at any of the schools. The study also found that staffing problems in senior secondary school libraries contributed to the lack of information literacy of the students. The situation was more obvious in cases where there was no full-time librarian to run the library. Conclusions were drawn and recommendations and suggestions for further studies were made.

This study examines the role of Community Based-Organisations (CBOs) in the response to HIV/AIDS as a development challenge drawing examples from the Gabane Community Home-Based Care CBO in Botswana. The study adopted qualitative methods of research and used group discussions, relative unstructured interviews, direct observation and literature review as methods of data collection. The study found out that HIV/AIDS is indeed a development problem and that it can be dealt with using some existing development approaches such as the sustainable livelihoods approaches. The study further identified specific roles that CBOs play in the response to HIV/AIDS. It also revealed the potential that CBOs have in achieving development. In addition, the study identified and outlined challenges that CBOs face in responding to HIV/AIDS. Key recommendations are that CBOs must integrate poverty reduction interventions in their activities. They must also form coalitions and strengthen their capacity to sustain their activities and manage partnerships.

In this study I will interrogate some of the issues and contradictions raised by Alexander McCall Smith’s Botswana novels. These texts feature a black African woman protagonist in a developing society, and have achieved huge popular and commercial success, but they are written by a white European man. I will examine briefly whether the books can be considered as ‘African Literature,’ and how the author has negotiated the interface between history and literature to convince readers and critics in ‘the West’ that he is portraying ‘the real Africa.’ I will investigate the strategies used by the author to create this ‘authentic’, ‘traditional’ effect, how he writes convincingly as, about and on behalf of women, and the use he makes of the detective fiction mode. Ultimately I will consider whether these novels represent a restorative ‘writing back’ or whether they constitute a continuing appropriation of African history, culture and identity, a further re-invention of Africa by and for ‘the West’.

This study investigates information inequality and poverty in the province of KwaZulu-Natal in South Africa. Its purpose is to explore and elucidate strategies for public libraries to support the alleviation of this type of inequality and poverty within their communities. In Chapters 1 and 2, in-depth discussions of information inequality and poverty are presented. An historical perspective of libraries in South Africa is presented in Chapter 3. The theoretical framework used for this study is explained in Chapter 4. This research is based mainly on the critical theories of Pierre Bourdieu, Paolo Freire, Martha Nussbaum, and Shiraz Durrani. In addition, a new integrative approach to information inequality and poverty based on this critical theoretical framework is presented. Chapter 5 will explain the qualitative research design and methodology of this study. A rationale for choosing to conduct two case studies is provided. The choice of constructivist, critical paradigms are explained as is the decision to use a quantitative survey to supplement the design. In Chapter 6, uMhlathuze municipality and the case study libraries is discussed in depth. The findings of the data collection are presented, collated under five main themes based on the main research questions. Chapter 7 interprets and discusses the research findings in three primary analytic categories. An explanation of the steps to apply the new integrative approach to information inequality and poverty is provided. Final conclusions for addressing the problem is presented in Chapter 8 along with recommendations for libraries wishing to alleviate information inequality and poverty.

The concept of Corporate Social Responsibility (CSR) in Small to Medium Enterprises (SMEs) has been significantly drawing global attention for the past decade. The solving of social, political and economic problems now fully requires the involvement of both the public and private sectors, particularly in the context of developing countries. In Zimbabwe, CSR has mainly been the responsibility of large firms, NGOs and the government. Little has been done to encourage SMEs to take initiative and responsibility on CSR matters, although these SMEs constitute about ninety percent of all economic activities in Zimbabwe. For CSR to be implemented, there is need for access to information. Public libraries are one of the major focal points in the provision of information. These public libraries have vast potential to support CSR initiatives and are capable of partnering with various organisations from different sectors as well. However, when it comes to visibility on CSR, public libraries in Zimbabwe and in other developing countries are almost non-existent. The aim of this study was to investigate the role that public libraries play in promoting CSR to SMEs in Zimbabwe as a means of contributing in shaping policies which ensure that public libraries are more relevant in society through their support of, as well as their involvement in sustainable developmental issues. In order to attain this, the study adopted the interpretive paradigm and the qualitative approach. In addition, the case study design was used, allowing the researcher to obtain detailed information about the Harare City Library in relation to the promotion of CSR to SMEs. The target population for this study included librarians at public libraries in Zimbabwe and the owners or managers of formally registered SMEs in the country. The study revealed that a great number of SMEs have limited knowledge about CSR and do not engage in it. SMEs consider CSR to be mainly philanthropic in nature, as their knowledge does not extend to include other important aspects of the concept. In addition, public libraries are not the major source of CSR information provision to SMEs, although a fair number of SMEs believe that they should be at the forefront. The study recommends that public libraries should reach out to SMEs to promote CSR to them, in addition to marketing the library’s own information resources and services. Public libraries need also to establish strategic alliances with relevant stakeholders as a means of encouraging SMEs to engage in CSR initiatives.

This research set out to investigate factors that lead to seemingly prevalent pre-marital sex by Botswana Seventhday Adventist youth aging between 12 and 30 years. A 31- item questionnaire, divided into four sections, was used on a group of 45 youths. It was discovered that 78% of the youths studied had been involved in pre-marital sex at some point in their lives. Thirty-seven percent were still practicing it. The most vulnerable age range was 14 to 18 years, but some had started experimenting with sex as early as six years. Some of the contributing factors to the youth's involvement in sex included media, friends and lack of knowledge due to parents not giving them guidance.Prevention of pre-marital sex can be made possible by the cooperation of entities like the family, the church, the school and the individual. Hence, the suggested model called the Integrated Sexuality Education.

Os utilizadores leitores e consumidores escolhem e apoderam-se dos media que estão à sua disposição, criando-se assim novos processos, novos recursos, novas plataformas. As Bibliotecas podem ser consideradas como um centro de comunicação que faculta o acesso ao conhecimento e à informação; os recursos e serviços estão à disposição de todos; apoiam iniciativas na educação; auxiliam o utilizador a servir-se dos recursos de aprendizagem; providenciam instalações que facilitem as actividades de estudo; cooperam com outras organizações educacionais. Enquanto serviço público aberto a todos, a Biblioteca tem um papel crucial na recolha, na organização, no tratamento e no acesso à informação. Um dos papéis fundamentais das bibliotecas públicas é facultar o acesso aos media, principalmente a Internet. Society behaves according to the policies where it is inserted and it accompanies the mutations which occur in the environment. Throughout the times the media have suffered several changes due to technological innovation in the very information, communication and knowledge instruments. The using readers and consumers choose and appropriate the media that are available, thus creating new processes, new resources, new platforms. Libraries can be considered as a centre of communication which allows the access to knowledge and information; the resources and services are available to everyone; support issues in education; help the user in learning; provide places for studying; cooperate with other educational organizations. As a public service opened to everybody the library plays an important role in gathering, organizing, treating and accessing information. One of the most crucial role of public libraries is to provide access to the media, mostly the internet. Public libraries have the duty to recognize and explore the opportunities made possible by the development of new information and communication technologies. We watch cultural phenomenon based on the technology, the digital and the online made possible by the several phases of the web. Thus, libraries have changed into electronic gates to the internet information world.
