Abstract Usage of mobile technology will help the flying personnel to coordinate and implement assigned tasks. Due to usage of smartphone, equipped with appropriate application, user will have the ability to track all task and recommendations with are automatically generated by the system. This type of solution will eliminate prophylaxis and training failings and positively affect the ability to flight of aviation personnel. Furthermore presented tool is also a mobile source of knowledge, data base containing: bulletins, information about aviation events, etc. The paper is a characteristic of the mobile application designated to supervise preventive and training duties of flying personnel, it presents operation algorithm, mathematical model and describes the purpose of the application.

Abstract The strategy of personnel policy should be subordinated to the general strategy of the organization, its strategic planning. Human resources management is determined by the goals and objectives of the organization. Its functions are associated with ensuring and maintaining the performance of staff. Investments in the personnel potential of the company became an indispensable condition for gaining and maintaining a stable position in the market and began to be taken into account in the personnel policy of the leading companies in the world. Today, the role of effective strategic management and, above all, personnel management, especially the process of planning of the development of human potential, its capabilities and perspectives. Enterprises that do not pay due attention to working with staff and do not direct personnel management towards business success are at risk of aggravation of survival problems.

Food and nutrition are fundamental to military capability. Historical examples demonstrate that a failure to supply adequate nutrition to armies inevitably leads to disaster; however, innovative measures to overcome difficulties in feeding reap benefits, and save lives. In barracks, UK Armed Forces are currently fed according to the relatively new Pay As You Dine policy, which has attracted criticism from some quarters. The recently introduced Multi-Climate Ration has been developed specifically to deal with issues arising from Iraq and the current conflict in Afghanistan. Severely wounded military personnel are likely to lose a significant amount of their muscle mass, in spite of the best medical care. Nutritional support is unable to prevent this, but can ameliorate the effects of the catabolic process. Measuring and quantifying nutritional status during critical illness is difficult. A consensus is beginning to emerge from studies investigating the effects of nutritional interventions on how, what and when to feed patients with critical illness. The Ministry of Defence is currently undertaking research to address specific concerns related to nutrition as well as seeking to promote healthy eating in military personnel.

Purpose: systematization of recommendations to the submarine command personnel on personnel management and first psychological aid in an emergency, based on the previously theoretically modeled dynamics of the psychological state of the crew of an emergency submarine.Materials and methods:analysis of methodological manuals for preserving and improving the working capacity of a person in stressful situations, studying the available literature on the actions of submarine personnel at the time of the accident.Results and discussion:based on the results of the previously studied factors affecting the dynamics of the psychological state of the crew of the damaged submarine, the selection and systematization of the available methods of influence and management of personnel in different periods of the development of the accident was carried out, possible methods of self-control and self-regulation of the psychoemotional state were proposed to the command personnel.

ABSTRACT In formulating an effective wildlife response plan there are four basic building blocks. A facility or place to do the work, proper equipment to do the work with, a structure to organize the work in a safe effective and efficient manner and personnel- the people to perform all of the varied tasks required to successfully respond to each unique incident. While each of these blocks are important and a case could be made for any as the single “most” important, in reality, the foundation on which an oiled wildlife response is built is personnel, just as in every other emergency response. Without adequately trained personnel, the best equipment, the finest facility and an effective organizational structure will all be wasted and the failure of the wildlife response is pre-ordained. Unfortunately, not only is identifying, training and keeping personnel at ready the most important factor in maximizing the success of a wildlife response, it is the most challenging. Many of the people introduced to oiled wildlife response during an oil spill are at least initially keen to the possibility of pursuing it as a career. While the enthusiasm of many wanes when they learn the harsh realities and unpredictability of the work, in many cases the biggest obstacle is that there is not a clear path to follow to receive the training and experience necessary. If by good fortune they are able to gain that training and experience there is little hope of being able to support themselves or perhaps even a family once they have achieved the required skill level. While industry, governmental agencies and non-govemmental or non profit organizations have all attempted to solve this problem in a variety of ways, there is still no model that provides a real answer to this challenge. This paper will discuss the challenges involved in identifying potential personnel, training and maintenance of skills, and providing the support required to keep them available and ready to provide the skills necessary to assure each oiled wildlife response the best chance of success in documenting and mitigating the impacts of an oil spill on wildlife.

Abstract : This study aims to determine the effect of workload and emotional intelligence on work fatigue (burnout) and the performance of the South Barito Police personnel. The number of research respondents was 115 personnel in the South Barito Police with data collection techniques using questionnaires and data analysis techniques used were multiple linear regression and path analysis. The results of this study support the hypothesis that workload affects work fatigue but does not affect performance, while emotional intelligence does not affect work fatigue but has a significant effect on performance. Work fatigue has a significant effect on performance with a negative effect. The results of this study indicate that the performance of the South Barito Police has good emotional intelligence and performance as well as low levels of fatigue. The research suggestion is that the South Barito Police continue to strive to maintain personnel performance by maintaining a low level of work fatigue and workload and continue to maintain the condition of emotional intelligence by providing training to improve personnel competence, placing personnel according to their competencies so that workloads. Keyword : workload, burnout, performance, emotional intelligence. Abstrak : Penelitian ini bertujuan mengetahui pengaruh beban kerja dan kecerdasan emosional terhadap kelelahan kerja (burnout) dan kinerja personel Polres Barito Selatan. Jumlah responden penelitian sebanyak 115 personel di lingkungan Polres Barito Selatan dengan teknik pengumpulan data menggunakan kuisoner dan teknik analisis data yang digunakan adalah regresi linear berganda dan analisa jalur Hasil penelitian ini mendukung hipotesis yang menyatakan beban kerja berpengaruh terhadap kelelahan kerja tetapi tidak berpengaruh terhadap kinerja, sedangkan kecerdasan emosional tidak berpengaruh terhadap kelelahan kerja tetapi berpengaruh signifikan terhadap kinerja. Kelelahan kerja berpengaruh signifikan terhadap kinerja dengan bentuk pengaruh negatif.hasil penelitian ini menunjukan bahwa kinerja Polres Barito Selatan memiliki kecerdasan emosional dan kinerja yang baik serta tingkat kelelahan yang rendah. Saran penelitian yaitu agar Polres Barito Selatan terus berusaha menjaga kinerja personel dengan cara mempertahankan tingkat rendahnya kelelahan kerja dan beban kerja serta terus menjaga kondisi kecerdasan emosional dengan cara memberikan pelatihan untuk meningkatkan kompetensi personel, menempatkan personel sesuai dengan kompetensi yang dimiliki agar beban kerja. Resumen
This article explores how parents and school personnel perceived and experienced parental involvement at a school serving a low-income mainly black population. The first author recorded detailed field notes (n=70) and conducted in-depth interviews with parents (n=20) and school personnel (n=20) over a three-year period. Despite rhetoric of inclusion, the school’s policies and practices restricted parents to predetermined and acceptable roles of parental involvement. Ideologies of colorblind racism undergirded school policies and practices, thereby maintaining current social hierarchies of white privilege and racial minority disadvantage. This colorblind approach to parental involvement created barriers to the development of authentic relationships and, therefore, the development of a positive, mutual, and respectful relationship between student families and school personnel. Naming racism and recognizing its impact on the school environment are important first steps towards change. School staff and teachers must be willing to interrogate their participation in maintaining social hierarchies.

Basic terms have been defined, such as an automated system for maintaining an archive of electronic document management, access rights, and electronic business. The procedure for recording an electronic personnel document per storage unit has been laid out. The types of documents that can be stored in electronic form are indicated. The procedure for storing an electronic personnel document is considered in detail. The process of ensuring information security of personnel documentation, as well as the procedure for submitting electronic documents at the request of authorized organizations or the application of employees, is considered. The procedure for access of officials to electronic personnel documents is considered separately.

This paper examines the procedures for managing electronic files based personnel. The research locus is in Regional Office II of the National Personnel Agency (BKN) Surabaya. Human resource management organizations create personnel files or personnel files that are managed in a certain way in accordance with the vision and mission. Basically, personnel files created by the State Personnel Agency are a vital type of archive. The data used consists of primary data and secondary data. Data collection methods used in this study are observation, interviews, and literature study. Observations or observations made at the Regional Office II of the National Personnel Agency (BKN) Surabaya. The interview aims to add information through the staffing administration. Literature study is used to collect data in order to strengthen the exposure that has been described by the author. Management of personnel files at Regional Office II of the Surabaya National Personnel Agency (BKN) based on the storage media is done physically and electronically. Electronically, the management of personnel files is carried out starting from scanning or scanning, storing and maintaining.

There is a growing concern about the ramifications of significant restructuring of the workforce in the next century. While there has been considerable attention given to the education, training, and motivation of new workers, less attention has been given to parts of the existing workforce, particularly mid-career personnel. As the average age of the workforce steadily increases and attrition reduces the number of qualified workers, there will be a growing need for innovative methods of keeping experienced and knowledgeable personnel productive. This resource can be invaluable for maintaining organizational productivity as well as meeting the challenges of the next century. Characteristics of the mid-career worker and possible organization strategies for managing this resource are presented. In the end, it is realized that the solution to this personnel management issue will require multiple approaches.

Abstract Use of digital communication technologies (DCT) shows promise for enhancing outcomes and efficiencies in asthma care management. However, little is known about the impact of DCT interventions on healthcare personnel requirements and costs, thus making it difficult for providers and health systems to understand the value of these interventions. This study evaluated the differences in healthcare personnel requirements and costs between usual asthma care (UC) and a DCT intervention (Breathewell) aimed at maintaining guidelines-based asthma care while reducing health care staffing requirements. We used data from a pragmatic, randomized controlled trial conducted in a large integrated health system involving 14,978 patients diagnosed with asthma. To evaluate differences in staffing requirements and cost between Breathewell and UC needed to deliver guideline-based care we used electronic health record (EHR) events, provider time tracking surveys, and invoicing. Differences in cost were reported at the patient and health system level. The Breathewell intervention significantly reduced personnel requirements with a larger percentage of participants requiring no personnel time (45% vs. 5%, p < .001) and smaller percentage of participants requiring follow-up outreach (44% vs. 68%, p < .001). Extrapolated to the total health system, cost for the Breathewell intervention was $16,278 less than usual care. The intervention became cost savings at a sample size of at least 957 patients diagnosed with asthma. At the population level, using DCT to compliment current asthma care practice presents an opportunity to reduce healthcare personnel requirements while maintaining population-based asthma control measures.

Purpose The purpose of this paper is to describe methods for restructuring workflows and efficiently using staff members and volunteers to continue work on multiple, simultaneous digital collections as budgets and resources decline. Design/methodology/approach This paper describes one library’s varied approaches to several digital collections supported by literature or volunteers in libraries. Findings In the face of continually declining resources and new, time-sensitive priorities and compliance responsibilities, librarians can continue to maintain digital collections by modifying workflows, using the services of volunteers and communicating strategically. Practical implications This paper is relevant to librarians, archivists and others who are looking for ways to justify and capitalize on the use of unconventional personnel in digital collections programs. Originality/value This paper presents a case of the successful use of volunteers to accomplish digital collections-related tasks in an academic library and provides a communication-based strategy for addressing some of the challenges related to volunteers in academic libraries.

Resumen
Practising lean and green method has become important for organisations seeking competitiveness and environmental sustainability. The efficiency and validity of personnel (employees) in organisation management is an index to measure sustainability. Employees are the primary key factor in maintaining organisation management. In this study, a framework model was developed from the perspective of personnel integration, aiming to implement coordinated and sustainable management of lean-green enterprises. During the practice of lean-green in manufacturing companies, a model was constructed using an analytical network process and interpretation structural modelling. These models involve dynamic common indexes of cross-sector objective evaluation and artificial barriers in deep analysis. Horizontal and vertical personnel integrations were achieved based on this model. The proposed model is beneficial for deep personnel integration and lays a solid foundation for lean-green coordinated development.

The authors argue that, rather than abandoning education in secretarial/office administration disciplines, universities should be leading the educational trans- formation required to prepare personnel to exploit the potential of computer- based technologies. Four points support the argument. First, computer-based office technologies capture data and make it available to creative users who can use itfor innovative purposes. This "informating" process requires intellective skill development for all knowledge workers including office-support personnel. Second, the rapid changes being forced on organizations require flexible, intellectually developed personnel to support manager-leaders in the tasks of maintaining competitiveness in the 1990s and beyond. Third, as the stereotypical authoritarian, boss-secretary relationship changes toward a partnership relation- ship, office-support personnel will need the intellectual foundation provided by a university education. Finally, as a key contributor to the knowledge-intensive information management team, office-support personnel require a university education to ensure career mobility as they mature in their skills.

Resumen
Purpose – After implementing an internal quality control (IQC) programme, the purpose of this paper is to maintain the requisite analytical performance for clinical laboratory staff, thereby safeguarding patient test results for their intended medical purpose. Design/methodology/approach – The authors address how quality can be maintained and if lost, how it can be regained. The methodology is based on the experience working in clinical laboratory diagnostics and is in accord with both international accreditation requirements and laboratory best practice guidelines. Findings – Monitoring test performance usually involves both prospective and retrospective IQC data analysis. The authors present a number of different approaches together with software tools currently available and emerging, that permit performance monitoring at the level of the individual analyser, across analysers and laboratories (networks). The authors make recommendations on the appropriate response to IQC rule warnings, failures and metrics that indicate analytical control loss, that either precludes further analysis, or signifies deteriorating performance and eventual unsuitability. The authors provide guidance on systematic troubleshooting, to identify undesirable performance and consider risk assessment preventive measures and continuous quality improvement initiatives; e.g., material acceptance procedures, as tools to help regain and maintain analytical control and minimise potential for patient harm. Practical implications – The authors provide a template for use by laboratory scientific personnel that ensures the optimal monitoring of analytical test performance and response when it changes undesirably. Originality/value – The proposed template has been designed to meet the International Organisation for Standardisation for medical laboratories ISO15189:2012 requirements and therefore includes the use of External Quality Assessment and patient results data, as an adjunct to IQC data.

Resumen
Purpose. To reduce the risks of accidents and injuries on the basis of vocational selection of the stuff for work in the mining industry, as well as training and maintaining their skills of safe work. Methodology. To solve the problems considered in the article, the following were used: analysis of information from scientific and technical sources on the influence of psychophysiological factors on occupational injuries; correlation-regression analysis of statistical data on occupational injuries; experimental research on efficiency of miners work in laboratory and mine conditions at various physical activities. Findings. The article substantiates the role and necessity of conducting professional psychophysiological selection procedures for mining workers, monitoring their functional state. The methodology of professional psychophysiological selection procedures, innovative training and behavioral audit is proposed in order to increase the injury protection of workers. Innovative ways of training and maintaining the safe working skills of miners are explored. The role of modern gadgets with installed applications for assessing the severity of physical work in terms of heart rate is investigated. Originality. The novelty of this study is to substantiate a comprehensive approach to the preventive precautions against occupational injuries in the mining industry at the stages of personnel selection, training and further control of the consequences of production activities. Practical value. Principles are developed for selecting, training, and maintaining skills for the safe work of personnel for the mining industry.

Resumen
The purpose of the article is to analyse the market of the environmentally friendly cars in Ukraine within the training of specialists in repairing and maintaining electric vehicles in Ukraine. Taking into consideration international trends, the prospects for their use in Ukraine are very relevant. However, the speed of the adoption of legislative decisions leads to the inhibition of this process. As a result, the infrastructure is not developing in this direction. The potential buyer of an electric vehicle pushes away the purchase of an electric vehicle due to the lack of service, since it is almost impossible to find highly skilled personnel who can service and repair electric vehicles. Therefore, the issue of the personnel support within this area remains unsolved. The content of the notions “competence” and “specialist in the repair and maintenance of electric vehicles” have been determined. A specialist of the specified profile should be an expert on the scheduled maintenance of electric vehicles; be good at certification issues, diagnostics and repair of high-voltage batteries and electronic systems, maintenance of chargers, repair of hybrid installations, etc. The educational institutions where training specialists in repairing and maintaining electric vehicle is carried out have been analyzed. There are many educational institutions which provide training in the area of “Automobile Transport”; however, the training of specialists in maintaining and repairing electric vehicles has not been not carried out within this area. A great number of unsolved issues substantiate the reason for the above said: the legislative framework, material, technical and methodological support, including the issues devoted to the training of university instructors majoring in special disciplines as well as to the internship courses intended for the teachers and masters of practical training within the system of professional (vocational) education. The curriculum on the discipline “Hybrid and electric transmission of vehicles” has been elaborated and proposed. The proposed curriculum involves the mastering of theoretical and practical knowledge and skills in determining the characteristics of hybrid and electric transmission of vehicles; it can serve as a professional qualification program for training specialists in the repair and maintenance of electric vehicles in Ukraine. Resumen
Consulting issues that confront applied sport psychology personnel in gaining entry to working with athletic teams on a long-term basis are discussed. Barriers to entry are examined at the onset and it is emphasized that these obstacles must be overcome by all consultants. Strategies for overcoming such barriers include establishing respect and trust of key athletic personnel, gaining the head coach’s respect, knowing the sport, becoming knowledgeable of the coach’s orientation and team dynamics, gaining support at all levels of the organization, clarifying services to be provided, and making presentations to coaching staffs and athletes. Additional guidelines are discussed in an effort to better clarify the role of the applied sport psychology consultant. These include clarifying one’s own consulting needs, maintaining confidentiality, the need for open and honest communication, support demonstrated by coaches, and collecting research data while consulting.

Resumen
This article focuses on the importance of maintaining and increasing staff involvement. The aim of the article is determining whether managing employee involvement reduces company staff costs or only leads to an increase in the staff budget. The article defi nes the concept of “personnel involvement” and reflects the structure of personnel costs. Further, using the actual data of a hypermarket retail store, the authors analyzed the staff involvement level by departments and the share of costs per employee as a percentage of the store’s revenue. The study showed that there is an inverse relationship between the involvement level and staff costs, that is, with the staff involvement growth, the share of average costs per employee in the sales volume decreases.

Resumen
Nomenklatura, which establishes Party and governmental leadership in China, is a key instrument of Communist Party control. Changes in the nomenklatura reveal shifts and strains in Chinese governmental and personnel management. This research report analyses the latest nomenklatura configuration, established in 1998, and compares it to the 1990 one. It reveals that the major thrust in 1998 was to reform state-owned enterprises (SOEs), and argues that the Party faces a difficult trade-off between maintaining political primacy and achieving economic flexibility. It shows that the changes in the 1998 nomenklatura clearly encapsulate the contradictory desires of the party-state – economic modernization through marketization combined with continued political control. Central control for some strategic SOEs now exists alongside much looser control of smaller enterprises.

The article highlights the health issues, the problem of improving its parameters, which are directly related to the stable development of modern society. This topic is especially significant in the context of socio-economic instability, high inflation, rising prices for various goods and services, and the problems of implementing health policies. The physical potential and health status of the individual have a significant impact on the main areas of society, types of social and personal communications, are a source of using the appropriate channels for self-realization, preserving environmental safety. The health of employees is deteriorating under the influence of a number of factors: environmental pollution, poverty, quality of food, smoking, alcoholism, drug addiction, etc. Changes in society draw the attention of government bodies to public health problems and contribute to more productive and thorough work with labor resources. By "professional health" the authors of the article mean a complex of psychophysiological and psychosocial individual qualities of workers that meet working conditions and ensure high efficiency of professional activity. The state of professional health of the personnel is associated with the absence of any deformations, representing the absolute psychophysical and social well-being of a person in working conditions. Simultaneously with professional health, modern researchers pay special attention to the psychological component of workers' health. Aspects such as constant overstrain, nervous and psychophysical overloads are of great interest to specialists in this field. Among the main causes of industrial accidents, overworking of workers is in the first place. The energy expenditure of workers in carrying out production tasks must be compatible with well-being. The health of the personnel is an economic value, since the efficiency and quality of labor activity of the entire enterprise depend on the efficiency, labor potential, involvement of employees in the labor process as a whole.

With the closure of the Shreveport Clinic in 1923, the United States entered a 40-year period during which legal opiate maintenance was limited to a small number of registered medical addicts, most of them cancer patients. Addicts were demonized, hounded by law enforcement personnel, and rarely treated outside of jails. Abstinence was the only legitimate goal of treatment. Quite correctly, historians regard the period between the mid-1920s and the mid-1960s as the Dark Ages of American drug policy. Even so, there was resistance to such therapeutic orthodoxy, notably on the West Coast. Indeed, the Los Angeles County Medical Association sponsored a morphine maintenance clinic during the early 1930s, only to see its doctors arrested and the clinic closed by federal authorities in spite ofprotests by the mayor of Los Angeles and the City of Los Angeles' director of public health. Relying on new primary sources, this paper chronicles the struggle between California maintenance advocates and the Federal Bureau of Narcotics during the Great Depression.

The provision of critical care in any environment is resource intensive. However, the provision of critical care in an austere environment/mass disaster zone is particularly challenging.While providers are well trained for care in a modern intensive care unit, they may be underprepared for resource-poor environments where there are limited or unfamiliar equipment and fewer support personnel. Based primarily on our experiences at a field hospital in Haiti, we created a short guide to critical care in a mass disaster in an austere environment. This guide will be useful to the team of physicians, nurses, respiratory care, logistics, and other support personnel who volunteer in future critical care relief efforts in limited resource settings.

For most individuals residing in Northwestern Europe, maintaining replete vitamin D status throughout the year is unlikely without vitamin D supplementation and deficiency remains common. Military studies have investigated the association with vitamin D status, and subsequent supplementation, with the risk of stress fractures particularly during recruit training. The expression of nuclear vitamin D receptors and vitamin D metabolic enzymes in immune cells additionally provides a rationale for the potential role of vitamin D in maintaining immune homeostasis. One particular area of interest has been in the prevention of acute respiratory tract infections (ARTIs). The aims of this review were to consider the evidence of vitamin D supplementation in military populations in the prevention of ARTIs, including SARS-CoV-2 infection and consequent COVID-19 illness. The occupational/organisational importance of reducing transmission of SARS-CoV-2, especially where infected young adults may be asymptomatic, presymptomatic or paucisymptomatic, is also discussed.

Resumen
The article deals with the structure of vocational training and postgraduate education of the personnel of the units of the Operational and Rescue Service of Civil Protection, describes the system of departmental education of the State Emergency Service of Ukraine. On the basis of the analysis of the governing documents and empirical data in the structure of the professional training of the personnel of the guard units of the Operational and Rescue Service of Civil Protection, the author distinguished two components - primary vocational training in the departmental vocational schools and training of personnel directly in the work unit. It is established that for the development of professional knowledge, skills of rescuers, for maintaining a high level of operational readiness of duty guards, in the structural divisions of the Operational and Rescue Service of Civil Protection there is a continuous, year- round training system - independent and professional training. The modern period in the professional training of rescuers is characterized by the lack of a proactive approach, insufficient attention to innovative methods of training the personnel of operational units.

Maintaining an adequate supply of qualified special education personnel is a major challenge. In particular, serious shortages of teachers of children with emotional disturbance (ED) jeopardize delivery of appropriate special education and services to this population. This article reports data from the national Study of Personnel Needs in Special Education on the quality of personnel who teach children with ED. Teachers of children with ED are compared with other special education teachers in terms of experience, working conditions, credentials, preservice preparation, instructional skill, and future plans. Teachers of children with ED are less experienced and worked in more restrictive settings than their special education teacher colleagues. They were less credentialed and more likely to have been credentialed via alternate certification programs. Teachers of children with ED judged themselves to be more skilled in assessing and addressing behavior but less skilled in other instructional tasks.

Background: Physical impairment and dependency on others may be a threat to dignity. Research questions: The purpose of this study was to explore dignity as a core concept in caring, and how healthcare personnel focus on and foster dignity in nursing home residents. Research design: This study has a hermeneutic design. Participants and research context: In all, 40 healthcare personnel from six nursing homes in Scandinavia participated in focus group interviews in this study. Ethical considerations: This study has been evaluated and approved by the Regional Ethical Committees and the Social Science Data Services in the respective Scandinavian countries. Findings: Two main themes emerged: dignity as distinction (I), and dignity as influence and participation (II). Discussion: A common understanding was that stress and business was a daily challenge. Conclusion: Therefore, and according to the health personnel, maintaining human dignity requires slow caring in nursing homes, as an essential approach.

AbstractThe strategy should be designed in such a way as the risk management can operate not only as a system for avoiding losses, but also risk management should allow recognizing and making use of occasions and create new opportunities for the organization. Risk management includes both an evaluation (analytical and evaluation) undertaking as well as planning and control activities aimed at minimizing (reducing) risk or maintaining it at an acceptable level. Security management can in particular be reduced to the issue of risk management, because risk is a quantitative expression of the functioning of systems in an environment where there are active sources of threats to system security. The article presents the problem of personnel allocation in hazardous conditions, emphasizing the possibilities of undertaking optimization actions in the safety management process. A mathematical model was formulated for this issue. An algorithm solving the problem of personnel allocation is presented. The proposed analysis is the starting point for determining the risk when using multi-station work.

Projects on environmental protection and personnel management have a significant impact on the level of fixed costs and changes in operational risks of industrial enterprises. The most effective implementation of these projects is possible at the stages of production growth and expansion of sales of companies. At the stages of recession, this work requires strict control over the level of operational risk and changes in the share of fixed costs in the cost of production. Improving the efficiency of environmental and personnel management projects requires maintaining an optimal level of operational risk. It is proposed to retain project risks at the planned level by controlling and regulating the amount of fixed costs at the enterprises. Various regulatory systems are proposed for periods of recovery and recession of economic activity of enterprises.

The reliability of the human operator is an essential indicator of the safe operation of nuclear power plants. Mistakes can be made during performance checks, maintenance, at the stage of accident management, etc. A number of different factors affect the stability of a nuclear power plant: level of organization of the project, quality of equipment in operation, selection and training of competent personnel, maintaining the qualifications of NPP workers, and etc. In the “man-machine” system, the reliability of the technical component is calculated by known methods and in accordance with established reliability standards. However, the “human” component cannot be technically and accurately determined, therefore, it is necessary to undertake systematic efforts to increase and subsequently maintain the achieved level of reliability of this component. The contribution of the human factor to emergencies at technosphere facilities is significant: 70% of air crashes, 50% of disasters in the fleet occur precisely due to incorrect actions (low reliability) of personnel. According to statistics, the main causes of accidents are improper actions (low reliability) of personnel (60-70%), technical reasons (20-30%), adverse effects of external factors, etc.

Purpose: If Immigration and Customs Enforcement (ICE) takes place in a community near school property, maintaining a school environment conducive to learning can be difficult. This article examines (a) how a school leader and personnel perceived the impact that ICE activity in their community had on students and families and (b) whether school personnel incorporated community concerns in their response, and if they exhibited an “ethic of community.” Research Methods/Approach: Data come from an embedded case study of 14 educators in a school that experienced ICE activity close to school grounds in 2008. Findings: The principal and other school personnel tried to minimize the impact that uncertainty over ICE’s presence in the neighborhood could have on the school environment, and took steps to limit the short-term and long-term effects on the community. Personnel demonstrated that prioritizing relationships, dialogue, and collaboration with undocumented community members was central to their decision-making process. Implications for Research and Practice: School leaders and practitioners may not know their legal and/or ethical responsibilities toward undocumented students—or anticipate contexts related to the legal status of students’ family members. This article highlights the need for schools and school districts to create policies and resources to protect undocumented students’ educational rights and ensure that personnel receive training on those policies. Research can expand understanding of how personnel respond to the sensitive personal and legal contexts involving undocumented families.

The massive incidence of COVID-19 has led to reorganization of medical care for cancer patients. While maintaining an individual approach and maximum effectiveness, we're considering the possibility of changing the radiation therapy treatment in each clinical case. Spatio-temporal separation of patient's streams and algorithms for building the radiotherapy department were introduced to minimize the risk of COVID-19 infection of medical personnel and patients.

Resumen
COVID-19 is a zoonotic viral infection that originated in Wuhan, China, in late 2019. WHO classified the resulting pandemic as a ‘global health emergency’ due to its virulence and propensity to cause acute respiratory distress syndrome. The COVID-19 pandemic has had a major impact on diagnostic laboratories, particularly those handling cell and tissue specimens. This development carries serious implications for laboratory practice in that safety of personnel has to be balanced against high-quality analysis and timely reporting of results. The aim of this article is to present some recommendations for the handling of such specimens in the preanalytical, analytical and postanalytical phases of laboratory testing and analysis in an era of high COVID-19 prevalence, such as that seen, for example, in the UK, Spain, Italy and France.

Resumen
The article describes the procedure for creating a stock of the Armed Forces, its structure and characteristics of the main elements. It is shown that a necessary condition for maintaining the stock is maintaining up to date information about the health status of persons to be mobilized, but the existing organization of medical examination of citizens in stock does not fully ensure the fulfillment of this task. To solve it, it was proposed to make several changes to the Provision on military-medical examination, which will increase the objectivity of information about the state of health of citizens in stock and reduce the number of returns for health reasons from points of reception of personnel ready for military units during the mobilization period.
