In this dissertation I examine a specific class of energy models and their implications for carbon mitigation policies. The class of models includes a production function capable of reproducing the empirically observed phenomenon of short run rigidity of energy use in response to energy price changes and long run flexibility of energy use in response to energy price changes. I use a theoretical model, parameterized using empirical data, to simulate economic performance under several tax regimes where taxes are levied on capital income, investment, and energy. I also investigate transitions from one tax regime to another. I find that energy taxes intended to reduce energy use can successfully achieve those goals with minimal or even positive impacts on macroeconomic performance. But the transition paths to new steady states are lengthy, making political commitment to such policies very challenging.

Greenhouse gas (GHG) emissions are widely acknowledged to be responsible for much of the global warming in the past century. A number of approaches have been proposed to mitigate GHG emissions. Since the burning of fossil-based fuels is an important source of GHGs, the policies on GHG-mitigation encourage the replacement of fossil-based energy with biomass energy. However, a large-scale development of biomass energy may lead to changes in agricultural land use, which are important sources of GHG emissions, and therefore undermine the effectiveness of GHG-mitigation policies. In this research, I analyze the impacts of GHG-mitigation policies on five types of agricultural land (cropland, managed forestry land, pasture land, un-managed forestry land, and un-managed grassland) as well as carbon stored in such land during the 21st century. The scholars in the MIT Joint Program of Science and Policy on Global Change use the Integrated Global Systems Model (IGSM) to simulate changes in climate in response to GHG-mitigation policies, while the researchers at the U. S. Marine Biological Laboratory (MBL) apply the Terrestrial Ecosystem Model (TEM) to simulate land productivities. Based on the predictions of land characteristics affecting land-use decisions, I develop an econometric model to predict the land use affected by climate, GHGs, and tropospheric ozone at the grid-cell scale of 0.5 * 0.5 longitude by latitude. I use the Emissions Prediction and Policy Analysis (EPPA) model to capture the regional land use driven by economic forces. Then, I develop the downscaling methods to link these two land-use effects. I conduct this research in two scenarios: in the baseline, I assume that there are no policies to mitigate GHG emissions during the 21st century; in the policy scenario, I assume that there are specific policies to limit GHG emissions during the 21st century.

I confirm the hypothesis that biomass-energy production would lead to the conversion of the five types of agricultural land, and the carbon stored in such land would decrease; the GHG-mitigation policies, leading to more production of biomass energy and conversion of agricultural land, would cause an even more severe loss of the carbon stored in agricultural land. Although the GHG-mitigation policies would generally reduce the atmospheric GHG emissions by using more energy from biomass, such endeavors would be partly counteracted by the land-use conversion as a result of large-scale production of biomass energy.

Anthropogenic emissions of greenhouse gases are very likely to have already changed the Earth's climate, and will continue to change it for centuries if no action is taken. Nuclear power, a nearly carbon-free source of electricity, could contribute significantly to climate change mitigation by replacing conventional fossil-fueled electricity generation technologies. To examine the potential role of nuclear power, an advanced nuclear technology representing Generation III reactors is introduced into the Emissions Predictions and Policy Analysis economic model, which projects greenhouse gas and other air pollutant emissions as well as climate policy costs. The model is then used to study how the cost and availability of nuclear power affect the economy and the environment at the global scale. A literature review shows that estimates of nuclear power costs vary widely, because of differences in both calculation methods and cost parameters. Based on a sensitivity analysis, the most important parameters are the discount rate, the overnight cost, the capacity factor and the economic lifetime. The methodological differences affect not only the absolute power costs, but also the relative costs among electricity generation technologies.
(cont.) Acknowledging this uncertainty, a levelized cost model leads to bus-bar cost scenarios ranging from $35/MWh to $60/MWh. Cap-and-trade climate policies strengthen the development of nuclear power in the high nuclear cost scenarios. In low-cost cases, nuclear power grows significantly even without climate policies, which have little further influence on the market share of nuclear power. Lower costs of nuclear power decrease the costs of climate policies: the consumption NPV loss due to a 550ppm climate policy is reduced by 36% if nuclear costs are reduced from the highest to the lowest scenario. Nuclear power development at the largest scale projected would involve the depletion of currently known conventional and phosphate uranium deposits. Environmental benefits of the development of competitive nuclear power include a reduction in greenhouse gas emissions, even if no climate policy is implemented. For example, CO2 emissions decrease by 32% in 2050 in the lowest nuclear cost scenario. Conventional pollutant emissions are also reduced: NOx and SO2 emissions decrease by 14% and 24% in 2050.
(cont.) The economic value of the political decision to keep the nuclear option open is evaluated to range between $1,300 billion and $17,600 billion, in terms of consumption NPV loss, depending on the climate policy regime. These benefits should eventually be weighed against the proliferation, waste and safety issues associated with further development of nuclear power.

Energieffektiva system är samtidigt en förutsättning för att kunna säkra energitillförseln och utveckla hållbara samhällen. Fjärrvärme har en viktig roll att fylla i den här omställningen. I fjärrvärmesystemen kan värmeresurser som annars kan vara svåra att nyttiggöras, som till exempel spillvärme och förbränning av avfall tas tillvara. Fjärrvärme kan även bidra till elproduktion i kraftvärmeverk där totalverkningsgraden är högre än vid separat el- respektive värmeproduktion. En omställning av energisystemet till en ökad användning av fjärrvärme och minskad användning av el genom effektiviseringar och konverteringar från olja och el till fjärrvärme kan bidra till att skapa energieffektiva system. Syftet med den här avhandlingen är att identifiera hur ett lokalt energibolag som producerar fjärrvärme, fjärrkyla och el i kraftvärmeverk kan bidra till att skapa energieffektiva system och kostnadseffektiva globala koldioxidreduktioner tillsammans med sina kunder. Det energibolag som framförallt har studerats i den här avhandlingen är Tekniska Verken i Linköping AB. För att optimera energibolagets fjärrvärme- och fjärrkylaproduktion har energisystemanalyser genomförts, där både åtgärder på tillförsel- och användarsidan har studerats. Genom att se energiförsörjningen ur ett systemperspektiv kan man undvika att ekonomiska och miljömässiga vinster vid en anläggning ersätts av förluster någon annanstans. Optimeringsmodeller, som MODEST och reMIND, har använts för energisystemanalyserna där även scenarier och känslighetsanalyser har inkluderats. För alla energisystemanalyser har ett europeiskt energisystemperspektiv använts där en totalt avreglerad europeisk elmarknad utan flaskhalsar eller andra systemfel antagits. Slutsatser från analyserna är att det lokala energibolaget kan bidra till kostnadseffektiva globala koldioxidreduktioner genom ett effektivt nyttjande av bränslen i kraftvärmeanläggningar och i bioraffinaderier. Speciellt kraftvärmeanläggningar med hög elverkningsgrad, som t.ex. biomasseförgasning- och naturgaskombianläggningar, har en betydande global koldioxidreduktionspotential. Även biomasseförgasningsanläggningar som är integrerade med produktion av förnybara drivmedel för transportsektorn har visat sig kostnadseffektiva med stor potential att reducera de globala koldioxidutsläppen. Styrmedel har dock en stor påverkan på det ekonomiska utfallet för förgasningsanläggningarna. Dessutom har studierna visat att energibesparingar kan åstadkommas genom att konvertera el och fossilbränsledrivna industriella processer till fjärrvärme och fjärrkyla. Eftersom fjärrvärme framförallt används för lokaluppvärmning är värmelasten i fjärrvärmesystem säsongsbetonad. Genom att konvertera industriella processer som inte är utetemperaturberoende till fjärrvärme kan fjärrvärmelasten bli mindre säsongsbetonad och mer jämt fördelad över året. En jämt fördelad värmelast är fördelaktig för driften av fjärrvärmeanläggningar och kan bidra till mer elproduktion i kraftvärmeanläggningar. Den extra elproduktionen, tillsammans med den el som blivit tillgänglig efter konvertering av eldrivna processer till fjärrvärme, kan ersätta europeisk marginalelsproduktion vilket kan reducera de globala koldioxidutsläppen. Det som har framkommit av dessa studier är att det lokala energibolaget, tillsammans med sina kunder, kan bidra till att uppfylla de mål den Europeiska Unionen har angående reduktionen av energianvändningen och koldioxidutsläppen. Dessutom kan detta ske på ett kostnadseffektivt sätt för både energibolaget och dess kunder.

Texto completoThe objective of this dissertation is to estimate the economic impacts of climate policy scenarios for Brazil. More specifically, it is intended through a computable general equilibrium model to see how some economic variables respond to the simulation of some policies to mitigate climate change by Brazil. For this purpose, it was used the Emissions Prediction and Policy Analysis model EPPA, from the MIT, which is a dynamic-recursive model, multi-regional that represents the world economy. The results reveal that the introduction of the targets for reducing emissions from 2015, allows an expressive reduction of GHG emissions in the country, notably the reduction from deforestation. Regarding the level of economic activity showed that the sacrifice being made in terms of GDP loss was not significant, which can be explained by an energy-intensive sources of clean energy. In terms of welfare, it was observed that the inclusion of the targets for reducing deforestation, such as those represented by the policy CP1 brought modest losses in welfare for Brazil, namely the effort to frame the goals of Copenhagen is beneficial, because the loss of welfare will be relatively small if the country can continue the pace of reduction in emissions in 2020.

Texto completoThis thesis shows that while greenhouse gases are a stock pollution that imposes a shadow carbon cost that increases over time, it may be socially desirable to invest now in the deployment of expensive emission-reduction measures. This results solely from taking into account inertia inherent to the accumulation of low-carbon capital, in the absence of any other market imperfection. This thesis also covers the choice of policy instruments that imperfect governments can use to ensure the market implement these investments. It suggests that if governments cannot commit credibly to a carbon price path, or cannot fully compensate the losers from the introduction of a carbon price, then sector-scale policy instruments that incentivize investment in clean capital may be more effective and more acceptable than the carbon price

The city-level statistics of building stock on the other hand are available from the Turkish Statistical Institute. Correlation and Regression analyses are employed to determine what combinations of the independent variables might best denote city-level risks, and these may vary independently from their positions in the Hazard Map. The research may thus generate information for a more effective disaster policy.

The purpose of this work is to study the role for government in mitigating capital misallocation. We develop an entrepreneurship model in which heterogeneous producers face collateral constraints on production, but can hedge idiosyncratic shocks. Hedging works as a tool for reallocating resources to states in which they are more productively deployed, and can alleviate the effect of the financial frictions and be a counteracting force to capital misallocation. Government incentives to hedging improve workers’ welfare in steady state through an increase in TFP and wages. The intervention leads to a reduction in the rate of return of entrepreneurs and an increase in wealth dispersion. These two effects cause entrepreneurial welfare to decrease.

Nesta tese, analisamos a mitigação da culpa coconstruída, discursiva e interacionalmente, por inspetores de polícia, suspeitos e vítimas em interrogatórios policiais de uma Delegacia da Mulher. Para isso, ancoramo-nos na Análise de Narrativa e nos pressupostos da Linguística Aplicada contemporânea, de perspectiva construcionista da pesquisa qualitativa. Em nossas análises, olhamos, mais focalmente, para as performances narrativo-identitárias que emergem no trabalho interacional de tentativa de mitigação da culpa frente aos crimes em análise nos interrogatórios. Nesse cenário, mostramos como o engajamento narrativo assume um papel essencial e constitutivo nesse tipo de interação institucional-legal. Analiticamente, lançamos mão de elementos do modelo narrativo laboviano – destacando dele a avaliação (sobretudo o discurso reportado) e a ação complicadora. Esse modelo mostra-se como uma ferramenta producente para entender como as histórias são coconstruídas por suspeitos e por vítimas e como elas configuram-se como um meio discursivo-interacional para tentar mitigar agência e responsabilidade a fim de buscar mitigar a culpa: suspeitos buscam distanciar-se, interacional e discursivamente, da confissão do crime em investigação na Delegacia, vitimizando-se ao responsabilizarem suas esposas/vítimas pela agressão e vítimas, por sua vez, buscam distanciar-se dessa responsabilidade atribuída a elas nas histórias que seus companheiros/suspeitos contam. Nessa mesma perspectiva, nossas análises mostram como o engajamento narrativo dos participantes ocorre como accounts (explicação), já que suspeitos e vítimas usam, interacionalmente, as histórias que contam como uma forma para tentar justificar e prestar contas de suas ações (essas histórias são chamadas, nesta tese, de narrativas-accounts). Dessa forma, mostramos que é contando histórias, avaliando ações e personagens sob sua própria ótica, que narradores – suspeitos e vítimas – constroem confissões e depoimentos, que são tomados como fatos no ambiente jurídico. Ainda, relacionamos construções identitárias, o trabalho confessional e o tipo de atividade em curso, posto que a culpa e a responsabilidade perante crimes são coconstruídas na interação negociada entre os participantes. Face ao exposto, destacamos que entender melhor como a agência e a responsabilidade são mitigadas, discursivamente, pode contribuir para a atuação dos agentes da lei, sobretudo, daqueles que participam de contextos investigativos.
In this thesis, we analyze the mitigation of guilt, discursively and interactionally co-constructed by police officers, suspects and victims in police interrogations that took place in a police station specializing in crimes against women. To this end, we adopt Narrative Analysis and contemporary Applied Linguistics constructionist perspective for qualitative research. In our analyses, we focus on the narrative, identity performances that emerge in the interactional work involved in attempting to mitigate guilt related to the crimes analyzed during interrogations. In this scenario, we show how narrative engagement plays an essential and constitutive role in this type of institutional, legal interaction. Analytically, we employ elements of Labov s narrative model – highlighting evaluations (particularly in reported speech) and complicating actions. This model shows itself to be a productive tool for understanding how stories are co-constructed by suspects and victims, and how they serve as a discursive, interactional means for attempting to mitigate agency and responsibility in order to seek to mitigate guilt. Suspects attempt to distance themselves, interactionally and discursively, from the confession of the crime being investigated in the police station, victimizing themselves by attributing responsibility for the aggressions to their wives/victims. Victims, on the other hand, seek to distance themselves from the responsibility attributed to them in the stories told by their partner/suspects. In this same perspective, our analyses show that the narrative engagement of the participants occurs as accounts (explanations), since suspects and victims use, interactionally, the stories they tell as a way of attempting to justify and account for their actions (in this thesis, these stories are called narrative accounts). Thus, we show that it is by telling stories and evaluating actions and characters in their own point of view that narrators – suspects and victims – construct confessions and testimonies, which are taken as facts in the legal environment. Moreover, we connect identity constructions, confessional work and the type of activity in progress, given that guilt and responsibility for crimes are co-constructed and negotiated in participants interactions. In view of the above, we emphasize that a better understanding of how agency and responsibility are mitigated discursively can contribute to the work of law enforcement officers, especially those who participate in investigative contexts.

Texto completoFollowing the conceptual framework of global governance and international regimes, we tried to demonstrate the relevance of subnational governments towards the conclusion of the international negotiations and the effectiveness of the international regime on climate change. This influence can be measured by their role in the domestic agenda setting, in the decision-making process and in the implementation of public policies, as well as in the increase in cooperation agreements with non-state actors. The Climate Leadership Group, the C40 network, gathering the largest cities in the world, have become an important international player, transforming itself into a new transnational actor in the Climate Change arena, which is going to have a influence on scholars of international regimes and global governance.

Texto completoIn the aftermath of the tragic events of September 11, 2001, the role of the local police has undergone a continual expansion process that has become a vital component in safeguarding our national security. Despite numerous technological advancements in intelligence operations, the local police remains the only 24/7 emergency operations entity that is capable of gathering intelligence, investigating, mobilizing operations, and apprehending threats to our nation. With this expanded role in national security, police leadership and management is faced with increased levels of accountability, including the safeguarding of critical infrastructure in their respective jurisdictions, often without financial commitments and resources acquisitions. This qualitative study served to address the local police as a component of national security through five police chiefs’/directors’ perceptions of their roles in safeguarding critical infrastructure, examining their perceptions as they pertain to their current delivery mission model, through interviews and the development of pervasive themes. Themes from the data were well-saturated, as well as overarching, and emerged as follows: (a) critical infrastructure (CI) identification, (b) policy and patrol practice, (c) police officer knowledge, (d) technology impacts on critical infrastructure, and (e) budget. Identification regarding the relationships between local police and civil/national security, leadership/management and policy were made that suggest changes and sweeping support for future frameworks. The paper concludes with a discussion of the research, along with recommendations for policy, practice and future research.

Texto completoThis study analyses the different points of view that lead to a better understanding of international public policies addressing climate change mitigation in the beginning of the XXIth century. In a truly worrying context according to current scientific data, it questions the international community’s ability to act upon the current environment crisis. Many studies and policies about climate change are focusing on the ability to adapt to climate change; but it is important to know how policies that mitigate the climate change still remain legitimate and gather interest. Based on a large number of research publications and national or international public reports, this bibliographic study produces a review of the international management of the current environment crisis; an evaluation of the most important issues it reveals for the next decades about our society’s models (political, economic, social, ethical...); an assessment of the difficulties it creates for international negotiations (threats to national sovereignties, protection of specific interests, roles sharing between various stakeholders, organization and logistics of complicated means...); and finally an analysis of the different outlooks for the next decades depending on the international community’s level of action in the near term (magnitude of temperature warming and its consequences, associated political and economic models, form and extent of international cooperation...). First, this study addresses the climate change process itself and its context within the evolution of our contemporary society (Part I). Second, it exposes the great difficulties facing today’s politicians to tackle the environmental crisis (Part II). Then, it analyses the systematic inability of the global economic model to assume by itself the full responsibility of climate change mitigation (Part III). Finally, this study presents a number of considerations regarding the need to establish an equitable and sustainable economic development at the global scale (Part IV)

The risks on international trade have increased continuously in recent years. One such risk for Hi-tech products is the result of rapid technological innovation which results in a significant decline in the component cost, the selling price and the demand (due to newer products introduction). The Hi-tech products include computers and communication consumer products. From a practical viewpoint, there is a need to develop an innovative production policy to consider the impact of the risk. In this paper, an economic production quantity model within finite planning horizon is developed for a producer when the component cost, the selling price, and the demand rate of the end-consumer decline at a continuous rate. The total profits for the two cases of LIFO and FIFO backorder filling policies are compared. A numerical example is provided and sensitivity analysis is carried out to illustrate this model.

Buscar texto completoThis dissertation examines the impact of active shooters upon patrons attending large outdoor events. There has been a spike in shooters targeting densely populated spaces in recent years, to include open-air venues. The 2019 Gilroy Garlic Festival was selected for modeling replication using AnyLogic software to test various experiments designed to reduce casualties in the event of an active shooter situation. Through achievement of validation to produce identical outcomes of the real-world Gilroy Garlic Festival shooting, the researcher established a reliable foundational model for experimental purposes. This active shooter research project identifies the need for rapid response efforts to neutralize the shooter(s) as quickly as possible to minimize casualties. Key findings include the importance of armed officers patrolling event grounds to reduce response time, the need for adequate exits during emergency evacuations, incorporation of modern technology to identify the shooter’s location, and applicability of a 1:548 police to patron ratio.
