In this dissertation I examine a specific class of energy models and their implications for carbon mitigation policies. The class of models includes a production function capable of reproducing the empirically observed phenomenon of short run rigidity of energy use in response to energy price changes and long run flexibility of energy use in response to energy price changes. I use a theoretical model, parameterized using empirical data, to simulate economic performance under several tax regimes where taxes are levied on capital income, investment, and energy. I also investigate transitions from one tax regime to another. I find that energy taxes intended to reduce energy use can successfully achieve those goals with minimal or even positive impacts on macroeconomic performance. But the transition paths to new steady states are lengthy, making political commitment to such policies very challenging.

Greenhouse gas (GHG) emissions are widely acknowledged to be responsible for much of the global warming in the past century. A number of approaches have been proposed to mitigate GHG emissions. Since the burning of fossil-based fuels is an important source of GHGs, the policies on GHG-mitigation encourage the replacement of fossil-based energy with biomass energy. However, a large-scale development of biomass energy may lead to changes in agricultural land use, which are important sources of GHG emissions, and therefore undermine the effectiveness of GHG-mitigation policies. In this research, I analyze the impacts of GHG-mitigation policies on five types of agricultural land (cropland, managed forestry land, pasture land, un-managed forestry land, and un-managed grassland) as well as carbon stored in such land during the 21st century. The scholars in the MIT Joint Program of Science and Policy on Global Change use the Integrated Global Systems Model (IGSM) to simulate changes in climate in response to GHG-mitigation policies, while the researchers at the U. S. Marine Biological Laboratory (MBL) apply the Terrestrial Ecosystem Model (TEM) to simulate land productivities. Based on the predictions of land characteristics affecting land-use decisions, I develop an econometric model to predict the land use affected by climate, GHGs, and tropospheric ozone at the grid-cell scale of 0.5 * 0.5 longitude by latitude. I use the Emissions Prediction and Policy Analysis (EPPA) model to capture the regional land use driven by economic forces. Then, I develop the downscaling methods to link these two land-use effects. I conduct this research in two scenarios: in the baseline, I assume that there are no policies to mitigate GHG emissions during the 21st century; in the policy scenario, I assume that there are specific policies to limit GHG emissions during the 21st century.

I confirm the hypothesis that biomass-energy production would lead to the conversion of the five types of agricultural land, and the carbon stored in such land would decrease; the GHG-mitigation policies, leading to more production of biomass energy and conversion of agricultural land, would cause an even more severe loss of the carbon stored in agricultural land. Although the GHG-mitigation policies would generally reduce the atmospheric GHG emissions by using more energy from biomass, such endeavors would be partly counteracted by the land-use conversion as a result of large-scale production of biomass energy.

We study timing effects of carbon mitigation and solar radiation management (SRM) policies for correlated pollutants, CO₂ and SO₂. We show that national levels of carbon and sulfur emissions quotas and SRM implementation are positively correlated with each other. First-mover advantages exist when deciding both carbon quotas and SRM levels. Moreover, we use an example to illustrate that if international equity is considered, governments would be willing to choose SRM levels before carbon quotas since it yields higher payoffs and less acid rain and droughts damages. This timing was neglected by all previous theoretical economic models on geoengineering.

Resumen
In order to find politically feasible ways to reduce greenhouse gas emission emissions, governments must examine how policies affect a variety of stakeholders. The costs and benefits of low carbon technology options are unique and affect different market participants in different ways. In this thesis, we examine the cost effectiveness of carbon mitigation technologies and policies from the social perspective and from the perspective of consumers. In Chapter 2, we perform an engineering-economic analysis of hybridizing concentrating solar thermal power with fossil fuel. We examine the cost effectiveness of substituting the solar power for new coal or gas and find the cost of mitigation to be approximately ~$130/tCO2 to ~$300/tCO2. In Chapter 3, we quantify some externalized social costs and benefits of wind energy. We estimate the costs due to variability and transmission unique to wind to have an expected value of ~$20/MWh. In Chapter 4, we quantify the cost effectiveness of a renewable portfolio standard and a carbon price from the perspective of consumers in restructured markets. We find that both that the RPS can be more cost effective than a carbon price for consumers under certain circumstances: continued excess supply of capacity, retention of nuclear generators, and high natural gas prices. In Chapter 5, we examine the implications of lowering electricity sector CO2 emissions in PJM through a Low Carbon Capacity Standard (LCCS). We estimate that an LCCS would supply the same amount of energy (105,000 GWh) as the RPS’s in PJM and an additional ~10 GW of capacity. We find that the LCCS could be more cost effective for consumers than an RPS if it lowered capacity prices.

California endured an extreme and prolonged drought from 2012 until the winter of 2017, offering a fascinating yet tragic example of how drought impacts lives. Despite this recent and stark phenomenon, there is surprisingly little information about its effects and implications. This thesis aims to lessen this knowledge gap by asking how severe the drought was, how well the state responded, and what policies would increase California’s water security. It answers these questions by exploring the Golden State’s long and complicated water management history, which is necessary to understand the current drought policy framework; then, it collects the emerging literature concerning the drought’s multifaceted effects into one of the first state-wide meta-analyses. With this perspective, it becomes clear that the most severe drought vulnerability is in the agricultural sector—alone costing Californians billions of dollars—but spreads into a host of other economic and ecological effects. Australia provides an apt comparison and some potential lessons, including agricultural water efficiency, market solutions, a more consistent drought culture, and innovative water supply solutions. In addition to offering some infrastructure and public education solutions, Australia’s example hints that the California state government may need to assume a heightened enforcement and information-gathering role in order to more efficiently manage scarce water resources. Nonetheless, as the State emerges from drought and looks to an uncertain future—where the next drought may already be upon us—the extent to which California proactively adopts drought strategies will not only affect millions of lives and billions of dollars, but must be at the forefront of ethical, forward-looking, and cost-minimizing resource management.

Anthropogenic emissions of greenhouse gases are very likely to have already changed the Earth's climate, and will continue to change it for centuries if no action is taken. Nuclear power, a nearly carbon-free source of electricity, could contribute significantly to climate change mitigation by replacing conventional fossil-fueled electricity generation technologies. To examine the potential role of nuclear power, an advanced nuclear technology representing Generation III reactors is introduced into the Emissions Predictions and Policy Analysis economic model, which projects greenhouse gas and other air pollutant emissions as well as climate policy costs. The model is then used to study how the cost and availability of nuclear power affect the economy and the environment at the global scale. A literature review shows that estimates of nuclear power costs vary widely, because of differences in both calculation methods and cost parameters. Based on a sensitivity analysis, the most important parameters are the discount rate, the overnight cost, the capacity factor and the economic lifetime. The methodological differences affect not only the absolute power costs, but also the relative costs among electricity generation technologies.
(cont.) Acknowledging this uncertainty, a levelized cost model leads to bus-bar cost scenarios ranging from $35/MWh to $60/MWh. Cap-and-trade climate policies strengthen the development of nuclear power in the high nuclear cost scenarios. In low-cost cases, nuclear power grows significantly even without climate policies, which have little further influence on the market share of nuclear power. Lower costs of nuclear power decrease the costs of climate policies: the consumption NPV loss due to a 550ppm climate policy is reduced by 36% if nuclear costs are reduced from the highest to the lowest scenario. Nuclear power development at the largest scale projected would involve the depletion of currently known conventional and phosphate uranium deposits. Environmental benefits of the development of competitive nuclear power include a reduction in greenhouse gas emissions, even if no climate policy is implemented. For example, CO2 emissions decrease by 32% in 2050 in the lowest nuclear cost scenario. Conventional pollutant emissions are also reduced: NOx and SO2 emissions decrease by 14% and 24% in 2050.
(cont.) The economic value of the political decision to keep the nuclear option open is evaluated to range between $1,300 billion and $17,600 billion, in terms of consumption NPV loss, depending on the climate policy regime. These benefits should eventually be weighed against the proliferation, waste and safety issues associated with further development of nuclear power.

Global warming, in combination with increasing energy demand and higher energy prices, makes it necessary to change the energy use. To secure the energy supply and to develop sustainable societies, construction of energy-efficient systems is at the same time most vital. The aim of this thesis is therefore to identify how a local energy company, producing district heating (DH), district cooling (DC) and electricity in combined heat and power (CHP) plants, can contribute to resource-efficient energy systems and cost-effective reductions of global carbon dioxide (CO2) emissions, along with its customers. Analyses have been performed on how a local energy company can optimise their DH and DC production and what supply-side and demand-side measures can lead to energy-efficient systems in combination with economic and climate change benefits. The energy company in focus is located in Linköping, Sweden. Optimisation models, such as MODEST and reMIND, have been used for analysing the energy systems. Scenario and sensitivity analyses have also been performed for evaluation of the robustness of the energy systems studied. For all analyses a European energy system perspective was applied, where a fully deregulated European electricity market with no bottlenecks or other system failures was assumed. In this thesis it is concluded that of the DH-supply technologies studied, the biomass gasification applications and the natural gas combined cycle (NGCC) CHP are the technologies with the largest global CO2 reduction potential, while the biomass-fuelled plant that only produces heat is the investment with the smallest global CO2 reduction and savings potential. However, the global CO2 reduction potential for the biomass integrated gasification combined cycle (BIGCC) CHP and NGCC CHP, the two technologies with highest electricity efficiencies, is highly dependent on the assumptions made about marginal European electricity production. Regarding the effect on the DH system cost the gasification application integrated with production of renewable biofuels (SNG) for the transport sector is the investment option with the largest savings potential for lower electricity prices, while with increasing electricity prices the BIGCC and NGCC CHP plants are the most cost-effective investment options. The economic outcome for biomass gasification applications is, however, dependent on the level of policy instruments for biofuels and renewable electricity. Moreover, it was shown that the tradable green certificates for renewable electricity can, when applied to DH systems, contribute to investments that will not fully utilise the DH systems’ potential for global CO2 emissions reductions. Also illustrated is that conversion of industrial processes, utilising electricity and fossil fuels, to DH and DC can contribute to energy savings. Since DH is mainly used for space heating, the heat demand for DH systems is strongly outdoor temperature-dependent. By converting industrial processes, where the heat demand is often dependent on process hours instead of outdoor temperature, the heat loads in DH systems can become more evenly distributed over the year, with increased base-load heat demand and increased electricity generation in CHP plants as an outcome. This extra electricity production, in combination with the freed electricity when converting electricity-using processes to DH, can replace marginal electricity production in the European electricity market, resulting in reduced global CO2 emissions. Demonstrated in this thesis is that the local energy company, along with its customers, can contribute to reaching the European Union’s targets of reducing energy use and decreasing CO2 emissions. This can be achieved in a manner that is cost-effective to both the local energy company and the customers.
Den globala uppvärmningen i kombination med ett ökat energibehov och stigande energipriser gör det nödvändigt att förändra energianvändningen. Energieffektiva system är samtidigt en förutsättning för att kunna säkra energitillförseln och utveckla hållbara samhällen. Fjärrvärme har en viktig roll att fylla i den här omställningen. I fjärrvärmesystemen kan värmeresurser som annars kan vara svåra att nyttiggöras, som till exempel spillvärme och förbränning av avfall tas tillvara. Fjärrvärme kan även bidra till elproduktion i kraftvärmeverk där totalverkningsgraden är högre än vid separat el- respektive värmeproduktion. En omställning av energisystemet till en ökad användning av fjärrvärme och minskad användning av el genom effektiviseringar och konverteringar från olja och el till fjärrvärme kan bidra till att skapa energieffektiva system. Syftet med den här avhandlingen är att identifiera hur ett lokalt energibolag som producerar fjärrvärme, fjärrkyla och el i kraftvärmeverk kan bidra till att skapa energieffektiva system och kostnadseffektiva globala koldioxidreduktioner tillsammans med sina kunder. Det energibolag som framförallt har studerats i den här avhandlingen är Tekniska Verken i Linköping AB. För att optimera energibolagets fjärrvärme- och fjärrkylaproduktion har energisystemanalyser genomförts, där både åtgärder på tillförsel- och användarsidan har studerats. Genom att se energiförsörjningen ur ett systemperspektiv kan man undvika att ekonomiska och miljömässiga vinster vid en anläggning ersätts av förluster någon annanstans. Optimeringsmodeller, som MODEST och reMIND, har använts för energisystemanalyserna där även scenarier och känslighetsanalyser har inkluderats. För alla energisystemanalyser har ett europeiskt energisystemperspektiv använts där en totalt avreglerad europeisk elmarknad utan flaskhalsar eller andra systemfel antagits. Slutsatser från analyserna är att det lokala energibolaget kan bidra till kostnadseffektiva globala koldioxidreduktioner genom ett effektivt nyttjande av bränslen i kraftvärmeanläggningar och i bioraffinaderier. Speciellt kraftvärmeanläggningar med hög elverkningsgrad, som t.ex. biomasseförgasning- och naturgaskombianläggningar, har en betydande global koldioxidreduktionspotential. Även biomasseförgasningsanläggningar som är integrerade med produktion av förnybara drivmedel för transportsektorn har visat sig kostnadseffektiva med stor potential att reducera de globala koldioxidutsläppen. Styrmedel har dock en stor påverkan på det ekonomiska utfallet för förgasningsanläggningarna. Dessutom har studierna visat att energibesparingar kan åstadkommas genom att konvertera el och fossilbränsledrivna industriella processer till fjärrvärme och fjärrkyla. Eftersom fjärrvärme framförallt används för lokaluppvärmning är värmelasten i fjärrvärmesystem säsongsbetonad. Genom att konvertera industriella processer som inte är utetemperaturberoende till fjärrvärme kan fjärrvärmelasten bli mindre säsongsbetonad och mer jämt fördelad över året. En jämt fördelad värmelast är fördelaktig för driften av fjärrvärmeanläggningar och kan bidra till mer elproduktion i kraftvärmeanläggningar. Den extra elproduktionen, tillsammans med den el som blivit tillgänglig efter konvertering av eldrivna processer till fjärrvärme, kan ersätta europeisk marginalelsproduktion vilket kan reducera de globala koldioxidutsläppen. Det som har framkommit av dessa studier är att det lokala energibolaget, tillsammans med sina kunder, kan bidra till att uppfylla de mål den Europeiska Unionen har angående reduktionen av energianvändningen och koldioxidutsläppen. Dessutom kan detta ske på ett kostnadseffektivt sätt för både energibolaget och dess kunder.

Chronic seismic hazards and resulting secondary impacts as natural conditions of the country, and loss of robust building and prudent settlement practices as aggravated by rapid population growth make cities the most vulnerable geographical and social entities in Turkey. In contrast, Turkish disaster policy is solely focused on post-disaster issues and no incentives or provision exist to encourage risk analysis or risk mitigation approaches, despite current international efforts. For the development of risk reduction policies an essential step is to prioritize settlements according to their vulnerability levels. This could be determined by hazard probabilities and attributes of the building stock of each settlement. Measurement of vulnerability levels allows the ordering of settlements into risk categories. Vulnerability levels of settlements are then assumed to depend on a number of attributes of cities to explore if vulnerability could be related to a set of urban properties. Results of statistical analyses indicate that total building loss is related to the ratio of population over the total number of buildings in mid-range settlements, and directly related to population in metropolitan cities. Relative loss on the other hand is related with rate of agglomeration and development index in almost every size category of settlements. Observations provide guiding principles for effective mitigation practices in Turkey by ordering settlements and offer means of differential implementation. These could contribute to improved safety measures in urban standards, building codes, building supervision procedures, insurance systems, investment priorities, and Law (6306) on Redevelopment of Areas under Disaster Risk.

O objetivo desta dissertação é estimar os impactos econômicos de cenários de políticas climáticas para o Brasil. Mais especificamente, pretende-se através de um modelo de equilíbrio geral computável verificar como algumas variáveis econômicas respondem à simulação de algumas políticas de mitigação de mudanças climáticas por parte do Brasil. Para tal propósito, utilizou-se o modelo Emissions Prediction and Policy Analysis EPPA do MIT, o qual é um modelo dinâmico-recursivo, multi-regional que representa a economia mundial. Os principais resultados revelaram que a introdução de metas de redução de emissões a partir de 2015, possibilita uma redução expressiva das emissões de GEEs do país, com destaque para a redução proveniente de desmatamento. Quanto ao nível de atividade econômica verificou-se que o sacrifício a ser realizado em termos de perdas do PIB não se mostrou expressivo, o que pode ser explicado por uma matriz energética intensiva em fontes de energia limpa. Em termos de bem-estar, observou-se que a inclusão de metas de redução do desmatamento, como as representadas pela política CP1 trouxeram perdas modestas em bem-estar para o Brasil, ou seja, o esforço no sentido de enquadramento com as metas de Copenhague é benéfico, pois as perdas de bem-estar serão relativamente pequenas, caso o país continue o ritmo de redução em emissões previsto para 2020.
The objective of this dissertation is to estimate the economic impacts of climate policy scenarios for Brazil. More specifically, it is intended through a computable general equilibrium model to see how some economic variables respond to the simulation of some policies to mitigate climate change by Brazil. For this purpose, it was used the Emissions Prediction and Policy Analysis model EPPA, from the MIT, which is a dynamic-recursive model, multi-regional that represents the world economy. The results reveal that the introduction of the targets for reducing emissions from 2015, allows an expressive reduction of GHG emissions in the country, notably the reduction from deforestation. Regarding the level of economic activity showed that the sacrifice being made in terms of GDP loss was not significant, which can be explained by an energy-intensive sources of clean energy. In terms of welfare, it was observed that the inclusion of the targets for reducing deforestation, such as those represented by the policy CP1 brought modest losses in welfare for Brazil, namely the effort to frame the goals of Copenhagen is beneficial, because the loss of welfare will be relatively small if the country can continue the pace of reduction in emissions in 2020.

In my thesis, I address two important issues: (i) the creation of a price signal through the use of carbon markets (or cap-and-trade schemes) and (ii) the necessity to reach a global agreement on greenhouse gas emission reduction policies. It consists of three separate papers. Chapters 2 and 3 of this thesis emphasize theoretically and empirically the fact that achieving international cooperation on climate change is very difficult. Chapter 3 suggests that the global nature of the climate change problem and the design of climate agreements (i.e. the means available to reduce CO2 emissions) may explain this failure. Chapter 2 shows theoretically that asymmetric information between countries may exacerbate the free-rider problem. These two chapters also provide some possible solutions to the lack of international cooperation. To address the issue of information asymmetry, chapter 2 proposes the creation of institutions in charge of gathering and certifying countries' private information before environmental negotiations. If achieving international cooperation is still not possible, chapter 3 suggests that regional cooperation may supplement global treaties. Chapter 1 presents an example of such a regional agreement to reduce CO2 emissions. The EU emissions trading system is a cornerstone of the European Union's policy to combat climate change. However, as it is highlighted in chapter 1, the design of such regional carbon markets really matters for their success in reducing carbon emissions. This chapter shows the interactions between intertemporal permit trading and the incentives of firms to undertake long-term investments in abatement technologies.

This research examines the legal issues arising in the inter-relationship between climate change law and policy on the one hand, and international trade regulation on the other. The focus is government procurement. It looks at “green” government procurement (GPP) policies and practices used by the Parties to the Kyoto Protocol as a tool for climate change mitigation, and as it relates to these countries’ obligations under the WTO Agreement on Government Procurement (GPA). GPP is government purchase practice that favours goods, services and service suppliers that are more climate-friendly and energy efficient over similar others that are less so. For example, under the EU GPP policy, for climate reasons, procurement authorities have a preference for green electricity (generated from renewable sources) as against the conventional fossil-based electricity. The two types of “electricities” are ordinarily same products as far as their performance is concerned, that is, at the consumption level. Discriminating between the two has the potential to raise serious issues of law at WTO level.Under the WTO non-discrimination disciplines (GATT Arts. I and III, and GPA Art.III) product or service standards based on non-product related processes and production methods (PPMs) such as climate friendliness should not serve to permit differentiation in treatment between “like” products. The general exceptions provisions (GATT Art. XX(b) and (g) and GPA Art. XXIII) however, may permit such climate-related differential measures if they are: (1) necessary to achieve the legitimate policy objective intended, (2) not applied in a discriminatory manner and (3) not a disguised restriction on international trade. There are two issues of major concern to this study: First, there are textual discrepancies as between the GATT and GPA provisions related both to the nondiscrimination norms and the exceptions, which may pose interpretation difficulties in the event of a dispute. Secondly, the provisions of GATT Art. XX (b) and (g) are interpreted to refer to environment in general terms. However, the current trend is to single out and address climate change separately from among other environmental problems of transboundary nature. This is in view of the urgency associated with the challenge it poses. Generally, also, in accordance with established WTO jurisprudence, the party who invokes the GATT Art. XX exceptions bears the burden to prove the measure in question as being covered under the exceptions. Some scholars suggest that this situation places at a disadvantage the subjects covered by the exception provisions (in this case climate-related procurement). Examined, therefore, is not only the extent to which GPP practices can be accommodated under these exceptions, which are also in line with the WTO’s recognition of the principles of sustainable development, but also whether climate-friendly procurement is best protected if expressly provided for as “positive norm” in the text of the GPA. The Revised GPA 2007 (not yet in force) contains a new paragraph (Art. X:6) which explicitly permits the Parties to include environmental considerations in their procurement policies. This study argues that the revision would not fundamentally address the issues observed earlier. In order to avoid the interpretation difficulties envisaged, and to promote mutual supportiveness and coherence between the climate and trade regimes further amendment would be necessary to the text of Art. XXIII of the GPA to the general exceptions, or in the alternative, to Art. X:6 of the Revised GPA. The amendment should, subject to appropriate conditions, explicitly permit discriminatory GP measures meant to address climate change subject. This amendment would effectively shift the burden of proof from the Party maintaining the measure to the one complaining against it. In the final analysis, this research will contribute to the current discourse on what role the WTO may play in the efforts to fashion out new international climate policy to succeed the Kyoto Protocol to the UNFCCC by 2012.

Transfer to non-motorized transportation to the greatest extent possible is an important climate change mitigation strategy. Biking is a sustainable mean of transportation and increased biking is desirable on global, national, regional, local, and individual level. This study use Östersund, located in the middle of Sweden, as a case to analyse the conditions and challenges for increased biking and what role the biking infrastructure system, weather-related factors, and policies and programmes may play. A literature study on weather-related factors and policies and programmes was performed. How biking has developed over time was analysed and a distance analysis, the bike path infrastructures length and continuity, and accessibility was analysed in a geographical information system (GIS) environment. Investments on increased biking in Denmark and the Netherlands has been successful when a lot of effort has been put into development of the bike path infrastructure. The same result has been reached in Malmö, Sweden. However, the time aspect should not be underestimated since reaching high number of bikers seem to take many years, even decades. In the case of Östersund, temperature, wind and precipitation cause a decrease in biking. Number of bikers follow seasonal changes in temperature, the latter two have a temporary influence. Biking in Östersund is increasing even though there are fluctuations every other year. An interesting observation is that during the increased trend of biking the bike path infrastructure has been expanded. The bike path infrastructure is inconsistent with sudden ends every 2,03 km which may create a threshold for the increase of biking. Accessibility of the bike path system is high since over half the population has no longer than 100 m to a bike path. Distance may be a constricting factor since over half of randomised journeys are longer than a considerable comfortable biking distance of 5 km. Urban planning that treats biking as any other mean of transportation, development of a biking culture and individual habits is crucial for biking to increase.

As the electric power generation sector transitions towards low-carbon technologies under climate change and mitigation policies, technology choices and water use will shift alongside it. With the implementation of climate regulations, the viability of different technologies will begin to change as decreased emissions begin to be incentivized. This thesis addresses how proposed climate regulations necessitating use of carbon capture and storage (CCS) will affect water use from new fossil-fuel fired power generation as well as how climate changes and policies could affect water use from the electricity generation sector on the whole in the long term. This thesis also addresses the economic viability of existing coal-fired power plants using carbon capture and storage (CCS) retrofits under the impending market structure of the finalized Clean Power Plan. Chapter 1 examines the water use impacts of the proposed New Source Performance Standards for CO2 emissions new fossil fuel-fired electricity generation units proposed by the U.S. Environmental Protection Agency in September 2013. To meet the emissions requirements of this regulation, coal-fired units will require use of CCS at 40% capture, increasing water use by approximately 30%, though added water use varies with plant and CCS designs. More stringent standards could require CCS at natural gas combined cycle (NGCC) plants as well. When examined over a range of emission standards, new NGCC plants consume roughly 60 to 70% less water than coal-fired plants. Chapter 2 quantifies plant and regional shifts in water consumption from the energy generation sector in light of ambient climate changes and potential regulation shifts from climate mitigation policies on a 100-year planning horizon in the Southwest. Employing an integrated modeling framework, feedbacks between climate change, air temperature and humidity, and v consequent power plant water requirements are assessed. These direct impacts of climate change on water consumption by 2095 range from a 3%-7% increase over scenarios that do not incorporate ambient air impacts. Adaptation strategies to lower water use include the use of advanced cooling technologies and greater dependence on solar and wind. Water consumption may be reduced by 50% in 2095 from the reference from an increase in dry cooling shares to 35- 40%. This reduction could also be achieved through solar and wind power generation constituting 60% of the grid, necessitating a 250% in technology learning rates. Chapter 3 analyzes the economic feasibility of retrofitting carbon capture and storage (CCS) to existing coal-fired electricity generating units (EGUs) in Texas for compliance with the Clean Power Plan's rate-based emission standards under an emission trading scheme. Using a database of 18 technologically capable EGUs in Texas, CCS retrofits are modeled under a range of scenarios. Through an emission rate credit (ERC) marketplace, units enlisting the use of 90% capture of CO2 would prove to be more profitable than existing units at average prices of $27.8 per MWh under the final state standard. The combination of ERC trading and CO2 utilization can greatly reinforce economic incentives and market demands for CCS to accelerate large-scale deployment, even under scenarios with high retrofit costs. This chapter additionally compares the costs of electricity generation between CCS retrofits and renewable technology under the trading scheme, finding that EGUs retrofitted with CCS may not only be competitive with wind and solar, but more profitable under certain market conditions.

Climate change is a collective action problem that has been seen as something that needs a global solution. This has resulted in multilateral agreements, such as the Paris Agreement, which can largely be said to have been unsuccessful so far. This has led to an increased awareness of the potential of cities as being part of the solution. Cities are often seen as key sources of climate change, but also as key sites for climate action. The Paris Agreement needs to be implemented on all political levels to be effective. This makes cities an important site for climate policy implementation. Some scholars of urban climate governance have looked at ways to evaluate climate policies in cities as a way to improve these processes. This study means to contribute to that field. The aim of the study is to evaluate climate policies in the city plans of Stockholm and Dublin. This has been done by testing an analytical framework which made it possible to shed light on the strengths and weaknesses of the climate policies and the governance structures in the plans. By doing this it was also possible to identify challenges in using the framework and give suggestions on how the framework can be improved. The study takes the form of a comparative case study of the two cities. Document analysis was used as a method to select and analyse the data and the empirical material consisted of the city plans of Stockholm and Dublin. These are policy documents containing general development plans of the cities. It was concluded that both plans contain both strengths and weaknesses. Examples of strengths are that both plans are well-integrated with activities on the regional and national level, that responsibility for implementation is centralised on the local level, that the plans promote innovation and that the plans are connected to long-term goals and visions. Examples of weaknesses are that neither plan makes use of more hard methods such as regulation, that the Dublin City Plan is not integrated with policy on the global level and that the Stockholm City Plan lacks monitoring systems. Regarding the analytical framework it was concluded that it can be used to analyse city plans rather than metropolitan plans. By testing the framework it was also possible to identify challenges in using the framework and give suggestions on how to improve it, such as by making some of the key attributes of the plan more widely applicable.

Ce résultat découle uniquement de la prise en compte de l'inertie inhérente à l'accumulation de capital bas carbone, en l'absence de toute autre imperfection de marché. De plus, cette thèse montre que des gouvernements imparfaits (c'est-à-dire qui ne peuvent pas s'engager sur une trajectoire parfaitement crédible de prix du carbone, ou ne peuvent pas compenser parfaitement les perdants de la mise en place de ce prix) peuvent avoir intérêt à utiliser des instruments de politiques sectoriels qui influencent directement les décisions d'investissements. Ces instruments peuvent être plus effectifs et plus acceptables que le prix du carbone
This thesis shows that while greenhouse gases are a stock pollution that imposes a shadow carbon cost that increases over time, it may be socially desirable to invest now in the deployment of expensive emission-reduction measures. This results solely from taking into account inertia inherent to the accumulation of low-carbon capital, in the absence of any other market imperfection. This thesis also covers the choice of policy instruments that imperfect governments can use to ensure the market implement these investments. It suggests that if governments cannot commit credibly to a carbon price path, or cannot fully compensate the losers from the introduction of a carbon price, then sector-scale policy instruments that incentivize investment in clean capital may be more effective and more acceptable than the carbon price

This thesis shows how the Process Analysis Method (PAM) can be applied to assess technologies used to mitigate arsenic from drinking water in rural India, using a set of sustainability indicators. Stakeholder perspectives, gathered from a fieldwork survey of 933 households in West Bengal in 2012, played a significant role in this assessment. This research found that the ‘Most Important’ issues as specified by the technology users are cost, trust, distance from their home to the clean water source (an indicator of convenience), and understanding the health effects of arsenic. It was also found that none of the ten technologies evaluated are economically viable, as many do not charge user-fees, which creates reliance upon donations to meet recurring costs. Utilisation of a technology is strongly related to sociocultural capital, but in many cases, features that contribute to sociocultural value, like regular testing of the treated water, are not included in the financial budget. It is suggested that increased awareness might change attitudes to arsenic-rich waste and its disposal protocols. This waste is often currently discarded in an uncontrolled manner in the local environment, giving rise to the possibility of point-source recontamination. All technologies proved to have difficulties in dealing with waste, except the Tipot and Dug wells which produce no waste. Of the methods considered, the BESU technology scored highest, but still only with 47-62% of the maximum scores achievable within each domain. This explains the widespread failure of mitigation projects across the region. The indicators and metrics show where improvements can be made. A model scheme based on these findings is outlined which could be applied with the objective of increasing utilisation and improving sustainability. It can be concluded that a product stewardship approach should be taken in regard to design, implementation and operation of the technologies, including the creation of a regulated toxic waste collection and disposal industry.

Chronic seismic hazards and resulting secondary impacts are due to the geological conditions of Turkey and the nature of current response mechanisms. Local know-how of building and settlement that evolved over centuries eroded with the growth in population, and the introduction of reinforced concrete building economics. This makes cities the most vulnerable geographical and social entities in Turkey. A basic formal reference of disaster management is the National Seismic Hazard Map indicating zones of hazard probabilities which are directly related to different measures in construction. This is hardly a sufficient disaster policy tool however, as cities may have very different risk profiles independent from the hazard probabilities. City level risk variations are not considered in the Seismic Hazard Map. This study intends to establish indicators for different risk levels in urban areas other then those implied by the National Seismic Hazard Map. Apart from local morphological and geological conditions, attributes of building stock, rates of unauthorized buildings and social conditions represent vulnerability indicators and could be effective in the determination of local risk levels. One specific description of risk levels is available in the obligatory reporting of the local authorities about the "
most likely level of disaster losses"
. This information, as an obligatory task of the governorates represents a local assessment of the most likely disaster losses and it is available from the GDDA. The city-level statistics of building stock on the other hand are available from the Turkish Statistical Institute. Correlation and Regression analyses are employed to determine what combinations of the independent variables might best denote city-level risks, and these may vary independently from their positions in the Hazard Map. The research may thus generate information for a more effective disaster policy.

Cette thèse a pour objet les politiques d'adaptation au changement climatique. Il est montré que la Convention-cadre sur le changement climatique (1992), ainsi que la construction des stratégies de réponse, sont caractéristiques d'une approche pollutioniste. Cette approche a conduit à appréhender la question du changement climatique comme un problème classique de pollution et d'environnement. Il en est résulté un double biais en défaveur de l'adaptation par rapport aux politiques d'atténuation : l'adaptation a été confinée dans un rôle secondaire et marginal dans la structuration des politiques, avec un cadre conceptuel et méthodologique inopérationnel pour sa mise en oeuvre. La thèse propose une déconstruction de cette conception du changement climatique ; les limites majeures qui caractérisent les politiques d'atténuation remettant par ailleurs en cause la prépondérance qui leur a été accordée. La déconstruction de cette approche pollutioniste permet tout d'abord de montrer que la définition et l'opérationnalisation de stratégies d'adaptation efficaces nécessitent de dépasser (i) le cadre analytique standard des politiques climatiques et, (ii) la conception du changement climatique comme une question de pollution classique et de gestion de l'environnement. Il est alors soutenu que l'adaptation doit être inscrite dans la promotion du développement, c'est-à-dire qu'elle doit être appréhendée non plus dans une problématique de gestion ad hoc des effets d'une pollution mais dans une problématique de développement. Que ce soit dans le contexte propre aux politiques d'adaptation, ou plus largement dans celui des politiques climatiques, la thèse laisse cependant ouverte les questions relatives à la viabilité et aux modalités d'organisation et de financement d'un régime climat inscrit dans la promotion du développement.

Companies in the United States are concerned about the indeterminate effectiveness of corporate cyberloafing mitigation efforts leading to the persistence of employee cyberloafing behavior. Although middle managers are the driving force behind the transformational influences that guide employee productivity and could proffer practical solutions, a lack of clarity surrounds the middle manager's role in the overall cyberloafing mitigation efforts within organizations. The central research question for this transcendental phenomenological research study explored the lived experiences of middle managers regarding their roles in mitigating employee cyberloafing at higher education institutions in Florida. This study used a social constructivist-interpretive framework that draws from the multiple realities constructed through social interactions and lived experiences. Participants included 7 middle managers with experience mitigating cyberloafing at higher education institutions in Florida. Four major themes emerged from an inductive analysis of the data, including managing employee performance, proximity matters, cyberloafing interventions, and understanding employee online technology use. The results and recommendations of this study provide implications for social change. Business organizations may modify cyberloafing mitigation strategies and policies from a better understanding of manager/employee interactions, transformational managerial influences used to mitigate employee cyberloafing, and managerial knowledge of employee appropriation of online technology.

The purpose of this work is to study the role for government in mitigating capital misallocation. We develop an entrepreneurship model in which heterogeneous producers face collateral constraints on production, but can hedge idiosyncratic shocks. Hedging works as a tool for reallocating resources to states in which they are more productively deployed, and can alleviate the effect of the financial frictions and be a counteracting force to capital misallocation. Government incentives to hedging improve workers’ welfare in steady state through an increase in TFP and wages. The intervention leads to a reduction in the rate of return of entrepreneurs and an increase in wealth dispersion. These two effects cause entrepreneurial welfare to decrease.

Nesta tese, analisamos a mitigação da culpa coconstruída, discursiva e interacionalmente, por inspetores de polícia, suspeitos e vítimas em interrogatórios policiais de uma Delegacia da Mulher. Para isso, ancoramo-nos na Análise de Narrativa e nos pressupostos da Linguística Aplicada contemporânea, de perspectiva construcionista da pesquisa qualitativa. Em nossas análises, olhamos, mais focalmente, para as performances narrativo-identitárias que emergem no trabalho interacional de tentativa de mitigação da culpa frente aos crimes em análise nos interrogatórios. Nesse cenário, mostramos como o engajamento narrativo assume um papel essencial e constitutivo nesse tipo de interação institucional-legal. Analiticamente, lançamos mão de elementos do modelo narrativo laboviano – destacando dele a avaliação (sobretudo o discurso reportado) e a ação complicadora. Esse modelo mostra-se como uma ferramenta producente para entender como as histórias são coconstruídas por suspeitos e por vítimas e como elas configuram-se como um meio discursivo-interacional para tentar mitigar agência e responsabilidade a fim de buscar mitigar a culpa: suspeitos buscam distanciar-se, interacional e discursivamente, da confissão do crime em investigação na Delegacia, vitimizando-se ao responsabilizarem suas esposas/vítimas pela agressão e vítimas, por sua vez, buscam distanciar-se dessa responsabilidade atribuída a elas nas histórias que seus companheiros/suspeitos contam. Nessa mesma perspectiva, nossas análises mostram como o engajamento narrativo dos participantes ocorre como accounts (explicação), já que suspeitos e vítimas usam, interacionalmente, as histórias que contam como uma forma para tentar justificar e prestar contas de suas ações (essas histórias são chamadas, nesta tese, de narrativas-accounts). Dessa forma, mostramos que é contando histórias, avaliando ações e personagens sob sua própria ótica, que narradores – suspeitos e vítimas – constroem confissões e depoimentos, que são tomados como fatos no ambiente jurídico. Ainda, relacionamos construções identitárias, o trabalho confessional e o tipo de atividade em curso, posto que a culpa e a responsabilidade perante crimes são coconstruídas na interação negociada entre os participantes. Face ao exposto, destacamos que entender melhor como a agência e a responsabilidade são mitigadas, discursivamente, pode contribuir para a atuação dos agentes da lei, sobretudo, daqueles que participam de contextos investigativos.
In this thesis, we analyze the mitigation of guilt, discursively and interactionally co-constructed by police officers, suspects and victims in police interrogations that took place in a police station specializing in crimes against women. To this end, we adopt Narrative Analysis and contemporary Applied Linguistics constructionist perspective for qualitative research. In our analyses, we focus on the narrative, identity performances that emerge in the interactional work involved in attempting to mitigate guilt related to the crimes analyzed during interrogations. In this scenario, we show how narrative engagement plays an essential and constitutive role in this type of institutional, legal interaction. Analytically, we employ elements of Labov s narrative model – highlighting evaluations (particularly in reported speech) and complicating actions. This model shows itself to be a productive tool for understanding how stories are co-constructed by suspects and victims, and how they serve as a discursive, interactional means for attempting to mitigate agency and responsibility in order to seek to mitigate guilt. Suspects attempt to distance themselves, interactionally and discursively, from the confession of the crime being investigated in the police station, victimizing themselves by attributing responsibility for the aggressions to their wives/victims. Victims, on the other hand, seek to distance themselves from the responsibility attributed to them in the stories told by their partner/suspects. In this same perspective, our analyses show that the narrative engagement of the participants occurs as accounts (explanations), since suspects and victims use, interactionally, the stories they tell as a way of attempting to justify and account for their actions (in this thesis, these stories are called narrative accounts). Thus, we show that it is by telling stories and evaluating actions and characters in their own point of view that narrators – suspects and victims – construct confessions and testimonies, which are taken as facts in the legal environment. Moreover, we connect identity constructions, confessional work and the type of activity in progress, given that guilt and responsibility for crimes are co-constructed and negotiated in participants interactions. In view of the above, we emphasize that a better understanding of how agency and responsibility are mitigated discursively can contribute to the work of law enforcement officers, especially those who participate in investigative contexts.

A partir dos conceitos de regime internacional e de governança global, busca-se compreender a influência dos governos subnacionais no âmbito das negociações multilaterais intergovernamentais, no que diz respeito à efetividade do regime internacional da mudança climática. O indicador de influência foi desenvolvido levando em consideração a criação e implementação das agendas políticas domésticas. Dessa forma, destacam-se as grandes cidades como atores subnacionais públicos, reunidas nas Redes de Cidades líderes contra as mudanças climáticas, entre elas a Rede C40. A transformação de atores públicos locais em agentes de mudança no âmbito transnacional, por meio da constituição de uma rede, abre novas perspectivas teóricas para a discussão acerca do papel de atores subnacionais nas Relações Internacionais, o que deve repercutir sobre o debate a respeito das abordagens teóricas nas subáreas de regimes e de governança global.
Following the conceptual framework of global governance and international regimes, we tried to demonstrate the relevance of subnational governments towards the conclusion of the international negotiations and the effectiveness of the international regime on climate change. This influence can be measured by their role in the domestic agenda setting, in the decision-making process and in the implementation of public policies, as well as in the increase in cooperation agreements with non-state actors. The Climate Leadership Group, the C40 network, gathering the largest cities in the world, have become an important international player, transforming itself into a new transnational actor in the Climate Change arena, which is going to have a influence on scholars of international regimes and global governance.

Representatives of the U.S. Department of Transportation's Bureau of Transportation Statistics reported that passenger complaints filed for the first quarter of 2015 were up 14.4% over the same period of the previous year. The purpose of this single case study was to explore strategies for mitigating low-cost airlines' passenger complaints. Porter's generic strategies provided the conceptual framework for this research study. Data were collected from 3 ground service managers employed by a low-cost airline in Florida using semistructured interview questions, direct observation, field notes, and review of the airline's website and public documents filed with the U.S. Securities and Exchange Commission. Member checking and methodological triangulation were used to ensure data saturation. Inductive line-by-line analysis of participant interviews and review of documents and website to identify similar words and phrases resulted in the emergence of 5 themes: complaints, training, customer retention, policies and procedures, and low-cost strategies. The implication for social change exists because airline managers can apply insights gained from this study to mitigate passenger complaints, thereby increasing the number of customers, lowering fares, and maintaining profitability. In this way, the study may support the creation of additional jobs for airlines as well as other industries providing services to an expanded workforce necessary to accommodate more passengers. Further, in supporting better performance for low-cost carriers, this study may help these businesses to offer low fares to customers previously unable to afford travel, enabling them to visit new places and gain a better understanding of other cultures.

In the aftermath of the tragic events of September 11, 2001, the role of the local police has undergone a continual expansion process that has become a vital component in safeguarding our national security. Despite numerous technological advancements in intelligence operations, the local police remains the only 24/7 emergency operations entity that is capable of gathering intelligence, investigating, mobilizing operations, and apprehending threats to our nation. With this expanded role in national security, police leadership and management is faced with increased levels of accountability, including the safeguarding of critical infrastructure in their respective jurisdictions, often without financial commitments and resources acquisitions. This qualitative study served to address the local police as a component of national security through five police chiefs’/directors’ perceptions of their roles in safeguarding critical infrastructure, examining their perceptions as they pertain to their current delivery mission model, through interviews and the development of pervasive themes. Themes from the data were well-saturated, as well as overarching, and emerged as follows: (a) critical infrastructure (CI) identification, (b) policy and patrol practice, (c) police officer knowledge, (d) technology impacts on critical infrastructure, and (e) budget. Identification regarding the relationships between local police and civil/national security, leadership/management and policy were made that suggest changes and sweeping support for future frameworks. The paper concludes with a discussion of the research, along with recommendations for policy, practice and future research.

Cette étude analyse les différents angles de vue qui permettent de comprendre l’état des politiques internationales d’atténuation du changement climatique au début du XXIème siècle. Dans un contexte réellement inquiétant au regard des données scientifiques actuellement à disposition sur le sujet, elle interroge la capacité d’action de la communauté internationale dans la gestion de la crise environnementale en cours. Alors que la plupart des études et des mesures adoptées tendent à se concentrer sur les capacités d’adaptation au changement climatique, il importe de savoir dans quelle mesure les politiques d’atténuation de ce dernier gardent une forme de légitimité et d’intérêt. S’appuyant sur un grand nombre de publications du monde universitaire et de rapports publics nationaux ou internationaux, cette étude bibliographique dresse un bilan sur l’état des connaissances relatives à la gestion internationale de la crise environnementale contemporaine, sur les enjeux fondamentaux que cette dernière soulève pour les prochaines décennies par rapport à nos modèles de sociétés (politiques, économiques, sociaux, éthiques…), sur les difficultés qu’elle ne manque pas de rencontrer dans le cadre des négociations internationales (atteinte aux souverainetés nationales, défense d’intérêts particuliers, répartition des rôles entre les différents acteurs, organisation et mise en place de moyens complexes…), puis enfin sur les différentes perspectives qu’elle pourrait voir émerger au cours des décennies à venir en fonction du degré d’action ou d’inaction de la communauté internationale à court terme (ampleur du réchauffement et de ses conséquences, modèles politiques et économiques associés, forme et niveau de la coopération internationale…). This study analyses the different points of view that lead to a better understanding of international public policies addressing climate change mitigation in the beginning of the XXIth century. In a truly worrying context according to current scientific data, it questions the international community’s ability to act upon the current environment crisis. Many studies and policies about climate change are focusing on the ability to adapt to climate change; but it is important to know how policies that mitigate the climate change still remain legitimate and gather interest. Based on a large number of research publications and national or international public reports, this bibliographic study produces a review of the international management of the current environment crisis; an evaluation of the most important issues it reveals for the next decades about our society’s models (political, economic, social, ethical...); an assessment of the difficulties it creates for international negotiations (threats to national sovereignties, protection of specific interests, roles sharing between various stakeholders, organization and logistics of complicated means...); and finally an analysis of the different outlooks for the next decades depending on the international community’s level of action in the near term (magnitude of temperature warming and its consequences, associated political and economic models, form and extent of international cooperation...). First, this study addresses the climate change process itself and its context within the evolution of our contemporary society (Part I). Second, it exposes the great difficulties facing today’s politicians to tackle the environmental crisis (Part II). Then, it analyses the systematic inability of the global economic model to assume by itself the full responsibility of climate change mitigation (Part III). Finally, this study presents a number of considerations regarding the need to establish an equitable and sustainable economic development at the global scale (Part IV)

Thesis Abstract: Chapter I: Regional burden sharing of GHG mitigation policies – A Canadian perspective. The distribution of the burden of cost arising from the reduction of greenhouse gas (GHG) emissions is a contentious issue in policy discussions; more so among regional jurisdictions in the federalist countries with decentralized authorities over environmental regulations. In this setting, often the policy discussions are focused on the distribution of regional emission reduction targets that, in turn, entails negotiations over the distribution of the scarcity rents and the regional transfers of wealth. The allocation of regional emission entitlements is thus a key factor that could hinder the political feasibility of a national GHG mitigation policy. In this paper, we build a multi-region computable general equilibrium (CGE) model of the Canadian economy to assess the implications of different burden sharing rules governing the national GHG abatement policy with a cap-and-trade system of emission permits. In addition to assessing the impacts of traditional regional emissions allocation rules that involve intra-regional transfers of wealth, we consider a particular emission allocation that avoids such transfers, which may be a more palatable option given the context of likely fierce negotiations over the issue. Our results indicate to differing outcomes depending on the allocation policy in use. The CGE framework is also able to shed light on the transmission mechanisms that drive the results underlying the policy options. Chapter II: Endogenous technological change and emission allowances. Given the imminent threat of global warming due to GHG emissions, a number of emission mitigation policies have been proposed in the literature. However, they generally suffer from the classical equity-efficiency trade-off. High costs from equity concerns often render environmental policies politically unattractive and thus hard to implement. Recent advancement in the climate policy modeling literature that incorporates endogenous technological change (ETC) into the framework can potentially bring new insights into this debate. Using an inter-temporal, multi-sector CGE approach with ETC incorporated into the framework, this paper builds a model that focuses on the equity-efficiency debate for the policymakers. Canada is chosen as the country of investigation for this purpose. The paper provides a new welfare ranking of four permit allocation policies that address the equity-efficiency trade-off. In a second-best setting with pre-existing distortions, output-based allocation (OBA) of emission permits is compared to three other policy options: (i) an emissions trading system with grandfathered allocation (GFA), (ii) an auction permit trading system where permit revenue is recycled to lower payroll taxes (RPT), and (iii) a hybrid of OBA and R&D subsidy (O-R&D). We find that adapting OBA, as well as O-R&D, is welfare improving over GFA. The implicit output subsidy, entailed in the OBA policy, mitigates against the rising cost effect in the GFA policy. This is reinforced through added investment incentive in R&D when ETC in incorporated into the framework. With O-R&D, since the R&D subsidy corrects for market imperfections in the knowledge accumulation process, the effect is further bolstered, culminating into mitigation of uneven distributional outcome for energy-intensive industries as a whole. Contrary to previous results, we also find that, in terms of the welfare metric, OBA unequivocally improves the distributional outcome across sectors as compared to the RPT policy. Inclusion of ETC also unequivocally generates a higher welfare ranking for all permit policy schemes. Chapter III: Emission permit banking and induced technological change. This paper attempts to undertake an exploratory research by integrating two themes in the emission mitigation policy literature, which include: the inter-temporal emission permit banking and borrowing and the role of induced technological change in emission mitigation. Using a simple optimal control approach, we construct a unified framework that evaluates the optimal path of emissions and the optimal trajectory of permit price when both inter-temporal banking and borrowing of permits and the effects of induced technological change (ITC) are present. We find that ITC leads to a declining emission trajectory over time. The effect of ITC on the optimal permit price path, however, is ambiguous and critically depends on the extent of marginal cost saving that emanates from emission-saving technological innovation.

This dissertation explores the combined effects of biofuel mandates and terrestrial greenhouse gas GHG mitigation incentives on land use, management intensity, commodity markets, welfare, and the full costs of GHG abatement through conceptual and empirical modeling. First, a simple conceptual model of land allocation and management is used to illustrate how bioenergy policies and GHG mitigation incentives could influence market prices, shift the land supply between alternative uses, alter management intensity, and boost equilibrium commodity prices. Later a major empirical modeling section uses the U.S. Forest and Agricultural Sector Optimization Model with Greenhouse Gases (FASOMGHG) to simulate land use and production responses to various biofuel and climate policy scenarios. Simulations are performed to assess the effects of imposing biofuel mandates in the U.S. consistent with the Renewable Fuels Standard of the Energy Independence and Security Act of 2007 (RFS2). Simulations are run for several climate mitigation policy scenarios (with varying GHG (CO2) prices and eligibility restrictions for GHG offset activities) with and without conservation land recultivation. Important simulation outputs include time trajectories for land use, GHG emissions and mitigation, commodity prices, production, net exports, sectoral economic welfare, and shifts in management practices and intensity. Direct and indirect consequences of RFS2 and carbon policy are highlighted, including regional production shifts that can influence water consumption and nutrient use in regions already plagued by water scarcity and quality concerns. Results suggest that the potential magnitude of climate mitigation on commodity markets and exports is substantially higher than under biofuel expansion in isolation, raising concerns of international leakage and stimulating the “Food vs. Carbon” debate. Finally, a reduced-form dynamic emissions trading model of the U.S. economy is developed using simulation output from FASOMGHG and the National Energy Modeling System to test the effect of biofuel mandate expansion and domestic offset eligibility restrictions on total economy-wide GHG abatement costs. Findings are that while the RFS2 raises the marginal costs of offsets, full abatement costs depend on a number of policy factors. GHG payment incentives for forest management and non-CO2 agricultural offsets can increase full abatement costs by more than 20%.

There have been studies on the role of land use planning and development regulations on hazard mitigation and the importance of including these in effective mitigation planning initiatives. However, little empirical research has examined how the local capacity and commitment affect the adoption and implementation of land use and development regulations to mitigate any type of hazards in the coastal areas. This study investigates hazard mitigation policies and practices at municipal and county level in the Texas coastal area and examines the influence of capacity and commitment for the adoption and implementation of these hazard mitigation strategies and actions. The data utilized in this survey were collected as part of a web-based survey. Responses were solicited from 267 local jurisdictions that consist of 226 cities and 41 counties. The survey was targeted to leading planner, or mayor/city manager and county judges. In total 124 responses were obtained, yielding an overall response rate of 46%. Study results show that local jurisdictions are employing a very limited a set of land use and development regulations that the literature has identified as important for hazard mitigation. There are considerable differences between municipalities and counties in the implementation of those policies. Municipalities tend to put more effort in employing building standards and development regulations, whereas counties more extensively employ information dissemination and private-public sector initiatives. In addition, statistical models are developed to assess the influence of local capacity and commitment on the adoption and implementation of hazard mitigation policies and strategies. Other factors such as jurisdiction type and location, hazard experience and exposure as well as population characteristics, are also examined in multivariate models. Results suggest that capacity and commitment of local jurisdictions have significant effects on the adoption and implementation hazard mitigation policies and strategies. Additionally, factor such as floodplain area, jurisdiction type municipality, and hazard experience have strong associated with implementation of hazard mitigation policies and strategies.

This study was conducted in Dhaka and Cox's Bazar, Bangladesh to examine grass-roots cyclone vulnerability and the government policies and cross-scale linkages that address this vulnerability. After conducting surveys with local villagers, it was determined that while the majority of people understand the cyclone is impending, the options available to them for safe evacuation are limited, as there are not enough cyclone shelters, not all shelters are maintained and in usable condition. Also, budget constraints and improper relief distribution impair the country's ability to mitigate cyclone vulnerability. It was realized that the NGOs act not only as a liaison between villagers and government, but they are the major stakeholder in local level capacity building. It was recommended that additional NGOs for a presence in Cox's Bazar to alliviate the pressure felt by the Cyclone Preparedness Program and Red Crescent, but also to increase the ability of local villagers to work with disaster management stakeholders that are not government representatives.

abstract: Global climate change (GCC) is among the most important issues of the 21st century. Adaptation to and mitigation of climate change are some of the salient local and regional challenges scientists, decision makers, and the general public face today and will be in the near future. However, designed adaptation and mitigation strategies do not guarantee success in coping with global climate change. Despite the robust and convincing body for anthropogenic global climate change research and science there is still a significant gap between the recommendations provided by the scientific community and the actual actions by the public and policy makers. In order to design, implement, and generate sufficient public support for policies and planning interventions at the national and international level, it is necessary to have a good understanding of the public's perceptions regarding GCC. Based on survey research in nine countries, the purpose of this study is two-fold: First, to understand the nature of public perceptions of global climate change in different countries; and secondly to identi-fy perception factors which have a significant impact on the public's willingness to sup-port GCC policies or commit to behavioral changes to reduce GHG emissions. Factors such as trust in GCC information which need to be considered in future climate change communication efforts are also dealt with in this dissertation. This study has identified several aspects that need to be considered in future communication programs. GCC is characterized by high uncertainties, unfamiliar risks, and other characteristics of hazards which make personal connections, responsibility and engagement difficult. Communication efforts need to acknowledge these obstacles, build up trust and motivate the public to be more engaged in reducing GCC by emphasizing the multiple benefits of many policies outside of just reducing GCC. Levels of skepticism among the public towards the reality of GCC as well as the trustworthiness and sufficien-cy of the scientific findings varies by country. Thus, communicators need to be aware of their audience in order to decide how educational their program needs to be.

Research on public responses to climate change mitigation policies is proliferating. Therefore, a need to critically review the existing research practice arises. Studies published over the last 15 years (n=164) and focusing on public attitudes and responses to climate policies are reviewed in this thesis with respect to a) measures and operational definitions of policy support, acceptability, acceptance, and other types of responses and b) factors related to such responses. A great diversity of measures and measured constructs, frequent lack of theoretical embedding, and conceptual vagueness are currently pervasive in the field. Such state leads to uncertainty of what is being measured, ambiguity, and greater diversity and lower comparability of results. In response to this state, the thesis proposes a construct of policy attitudes and responses as an overarching concept comprising the diversity of measures and constructs already in use, and a theoretical framework, based on the Value- Belief-Norm theory, as a heuristic tool for measurement, analysis, and interpretation of survey results. DRAM's efficient use is further complicated in many-core systems where the memory interface has to be shared among multiple cores/threads competing for memory bandwidth. In computer architecture, caches have primarily been viewed as a means to hide memory latency from the CPU. Cache policies have focused on anticipating the CPU's data needs, and are mostly oblivious to the main memory. This work demonstrates that the era of many-core architectures has created new main memory bottlenecks, and mandates a new approach: coordination of cache policy with main memory characteristics. Using the cache for memory optimization purposes dramatically expands the memory controller's visibility of processor behavior, at low implementation overhead. Through memory-centric modification of existing policies, such as scheduled writebacks, this work demonstrates that performance-limiting effects of highly-threaded architectures combined with complex DRAM operation can be overcome. This work shows that an awareness of the physical main memory layout and by focusing on writes, both read and write average latency can be shortened, memory power reduced, and overall system performance improved. The use of the "Page-Mode" feature of DRAM devices can mitigate many DRAM constraints. Current open-page policies attempt to garner the highest level of page hits. In an effort to achieve this, such greedy schemes map sequential address sequences to a single DRAM resource. This non-uniform resource usage pattern introduces high levels of conflict when multiple workloads in a many-core system map to the same set of resources. This work presents a scheme that provides a careful balance between the benefits (increased performance and decreased power), and the detractors (unfairness) of page-mode accesses. In the proposed Minimalist approach, the system targets "just enough" page-mode accesses to garner page-mode benefits, avoiding system unfairness. This is accomplished with the use of a fair memory hashing scheme to control the maximum number of page mode hits. High density memory is becoming ever more important as many execution streams are consolidated onto single chip many-core processors. DRAM is ubiquitous as a main memory technology, but while DRAM's per-chip density and frequency continue to scale, the time required to refresh its dynamic cells has grown at an alarming rate. This work shows how currently-employed methods to schedule refresh operations are ineffective in mitigating the significant performance degradation caused by longer refresh times. Current approaches are deficient -- they do not effectively exploit the flexibility of DRAMs to postpone refresh operations. This work proposes dynamically reconfigurable predictive mechanisms that exploit the full dynamic range allowed in the industry standard DRAM memory specifications. The proposed mechanisms are shown to mitigate much of the penalties seen with dense DRAM devices. In summary this work presents a significant improvement in the ability to exploit the capabilities of high density, high frequency, DRAM devices in a many-core environment. This is accomplished though coordination of previously disparate system components, exploiting integration of such components into highly integrated system designs.

The risks on international trade have increased continuously in recent years. One such risk for Hi-tech products is the result of rapid technological innovation which results in a significant decline in the component cost, the selling price and the demand (due to newer products introduction). The Hi-tech products include computers and communication consumer products. From a practical viewpoint, there is a need to develop an innovative production policy to consider the impact of the risk. In this paper, an economic production quantity model within finite planning horizon is developed for a producer when the component cost, the selling price, and the demand rate of the end-consumer decline at a continuous rate. The total profits for the two cases of LIFO and FIFO backorder filling policies are compared. A numerical example is provided and sensitivity analysis is carried out to illustrate this model.

Iva Zvěřinová PhD Thesis Public Preferences for Environmental Policies and Behavioural Changes Abstract Environmental problems, such as climate change, are generally perceived as serious issues by the public in European countries. However, people tend to assign them a low policy priority and disagree with the introduction of some policy instruments, such as carbon tax. Few people also behave in an environmentally friendly way and reduce greenhouse gas emissions. What are the preferences of the inhabitants of several European countries regarding climate mitigation policies and behavioural changes? What makes these policies more acceptable for the public? Would people from these countries be willing to accept climate mitigation policies or behaviour, and if so, under what conditions? This thesis aims to answer these questions by applying a theoretical framework that integrates attitudes and perceptions with preferences. In the empirical part of the thesis, we analyse data from several questionnaire surveys on public responses to climate policies and climate-related behaviours in several European countries. Resumen

This dissertation examines the impact of active shooters upon patrons attending large outdoor events. There has been a spike in shooters targeting densely populated spaces in recent years, to include open-air venues. The 2019 Gilroy Garlic Festival was selected for modeling replication using AnyLogic software to test various experiments designed to reduce casualties in the event of an active shooter situation. Through achievement of validation to produce identical outcomes of the real-world Gilroy Garlic Festival shooting, the researcher established a reliable foundational model for experimental purposes. This active shooter research project identifies the need for rapid response efforts to neutralize the shooter(s) as quickly as possible to minimize casualties. Key findings include the importance of armed officers patrolling event grounds to reduce response time, the need for adequate exits during emergency evacuations, incorporation of modern technology to identify the shooter’s location, and applicability of a 1:548 police to patron ratio.

The pressing global demand to transform to a low-carbon business community, which is required by the urgency of mitigating climate change, significantly alters the operating procedures for carbon emitters and carbon revenue generators alike. Although agricultural activities are not considered as heavy carbon emission source, the increased public focus on climate change has catapulted the exploitation of sustainable agricultural land management mitigating strategies as intervention by the sector. Additionally, the focus on market-based mechanism to address climate change, which has led to the evolution of cap-and-trade schemes, makes the agricultural sector become a source of low-cost carbon offsets. However, the fact that cap-and-trade schemes in the agricultural sector are voluntary has resulted into not only very diverse farming practices but also diverse accounting practices. The consequences of the diversity practices are that, the impacts on financial performance and position are not comparable. Therefore, the overall objective of this study was to investigate the recognition, measurement and disclosure for cap-and-trade schemes in the agricultural sectors This study was conducted through literature reviews and empirical test. A qualitative research approach utilising constructivist methodology was employed. Primary data was collected in Kenya by administering three sets of semi-structured questionnaires to drafters of financial statements, loan officers and financial consultants. Secondary data involved content analysis of financial statements and reports of listed entities across the globe. It was established that proper accounting for cap-and-trade schemes adaptation activities is critical to the success of an entity’s environmental portfolio. Additionally, a model for valuing an organisation's carbon capture potential as suggested by this study enables entities to better report the impact of the adaptation activities on the financial performance and financial position. The outcome of this study enables entities to integrate the carbon capture potential on an entity sustainability reporting framework.

The researcher attempts to establish the significance of video evidence analysis in the investigation of murder cases against the police. The evidence obtained could be crucial and admissible in court and ultimately resulted in the successful prosecution of an accused person. In order for investigators to conduct an effective investigation, it is important that they become familiar with the application of video evidence, its purpose, benefits and shortfalls. In order to achieve the intended goals and objectives of video evidence, the investigators should know how to collect, package, process and analyse video evidence. The clarification and processing of the crime scene of video evidence as well as the identification of a suspect at the scene of crime is very much important and without video evidence it would be difficult to convict an accused person in a court of law.
