Introduction. Corporate culture serves as a regulator of staff behavior through a system of values, norms, rules established within a single educational institution. Corporate culture can be considered as a kind of management ideology aimed at increasing the business activity of employees, the formation of their corporate identity. Goal is to investigate the phenomenon of corporate culture, to analyze the structure and functions of corporate culture, to characterize the features of the corporate code, to reveal the essence of corporate symbols; to present the main aspects of forming the corporate culture of a higher education institution (on the example of the Western Ukrainian National University). Method. The research methodology is based on the complex application of general scientific methods, including analysis and synthesis. The applied historical and cultural approach involves the study of corporate culture as a socio-cultural phenomenon, its role in creating the image of the university. Results. The scientific novelty of the obtained results is reflected both in the very formulation of the problem and in a comprehensive approach to its solution; The work is a study of the innovative activities of higher education institutions in the formation and development of corporate culture, is a critical analysis of previously unexplored aspects of the Western Ukrainian National University. The results of the study are reflected in the conclusions. Conclusions. It is established that the management of a higher education institution forms a corporate culture, thanks to which employees identify themselves as a professional community that stands out in the market of educational services. The directions of improvement of corporate culture of the university are offered, the basic principles of effective corporate culture, the maintenance of the corporate code, and also a role of corporate symbols in formation of image of university are analyzed.

Abstract Different information sources, namely National Strategy for Higher Education to 2030 (Ireland), Introduction to Primary School Curriculum (1999), (Ireland), Primary Professional Development Service - Differentiation in Action, Ireland’s official postgraduate study website, the Strategic Plan 2012-2016 of Mary Immaculate College, Limerick University), have been studied. The mission of primary education in the light of differentiating teaching has been indicated. Main aspects of differentiating teaching have been highlighted. The correspondence between differentiating teaching foundations and primary school curriculum has been proved. Irish experience in professional training of future primary teachers in the system of postgraduate education in the light of differentiating teaching has been analyzed. Due to theoretical analysis of Professional Master of Education (Primary Teaching) (PME) postgraduate course’s aims the priority tasks of future primary teachers have been defined. Peculiarities of the postgraduate course of the Professional Master of Education (Primary Teaching) at Mary Immaculate College, University of Limerick have been justified. Positive aspects of Irish experience in postgraduate education system, in particular professional training of primary teachers, have been defined. Perspectives for the Ukrainian postgraduate system as for professional training of primary teachers have been outlined.

Sundar Sarukkai is a philosopher and is currently associated with the National Institute of Advanced Studies, Bangalore as a Professor of Philosophy. His research interests range from philosophy of science, philosophy of mathematics, postmodernism, phenomenology to philosophy of art. A critical philosopher whocan, with élan, and a certain sense of analytical rigour, transverse the philosophical terrains between the Western and Indian traditions. He has authored several books, such as Translating the World: Science and Language (2002), Philosophy of Symmetry (2004) and Indian Philosophy and Philosophy of Science (2005). Hehas earned his doctoral degree from Purdue University, USA following which he has been associated with several institutes such as Indian Institute of Advanced Studies, Manipal University and National Institute of Advanced Studies, Bangalore. Two recent developments show that higher education research is acquiring a strong global focus: In the first place the creation of the ESRC/HEFCE Centre for Global Higher Education, or CGHE, at the Institute of Education in the United Kingdom, with ten partner institutions around the world; and in the second place the creation of the Group of “Global Centers for International Higher Education Studies”, or GCIHES, in which the Center for International Higher Education collaborates with five other centers in the world, and which has its secretariat at the Pontificia Universidad Católica de Chile in Santiago. These initiatives can be seen as a product of the “Shanghai Statement, The Future of Higher Education: The need for research and training for the higher education enterprise” in 2013. Where higher education research was in the past limited and mainly focused on national and regional aspects, like the sector itself, the shift is now towards international higher education. This is an important development.

When the Journal of University Teaching and Learning Practice — JUTLP as we have come to know it — was established in 2004, it was to fill a perceived gap in publications related to teaching and learning practice in higher education, with practice being the operative word (Carter, 2004). While other higher education journals existed, they were mainly the purview of academic developers and the most prodigious of disciplinary academics researching their teaching. In contrast, JUTLP was to be built as open-access and its readership as ‘practitioners looking for good ideas based soundly on a body of accessible theory and research’ (McInnes, 2004, n.p.). JUTLP was established in the Australian context at a time when promoting excellence in teaching and learning was regarded as an important government agenda to improve the student experience, and not accidentally, coincided with the creation of the Carrick Institute for Learning and Teaching in Higher Education (later the Australian Learning and Teaching Council, and later again the Office for Learning and Teaching). The Carrick Institute supported national cross-institutional grants and fellowship schemes, and promoted national networks of educational research into practice to support the mission of the then Department of Education, Employment and Workplace Relations (DEEWR) to ensure all ‘Australian higher education institutions provide high quality teaching and learning for all students’ (Carrick, 2009). How times have changed.

On November 16, 2018, as a part of its Advanced Training Program, the National Research Lobachevsky State University of Nizhny Novgorod (UNN) hosted a round table organized by the UNN Institute of Postgraduate and Doctoral Studies jointly with the editorial board of the journal “Higher Education in Russia”. The topic of the round table discussion was “A New Model of Russian Doctoral Education: Problems and Prospects for Development”. The Program is being implemented in accordance with the UNN’s “Roadmap” for 2018 within the framework of the Russian Academic Excellence Project (the “5-100” Project). The article analyzes the main reasons for de-actualization of higher education in Ukraine on the example of teaching foreign languages. The authors identified four main reasons for the deactualization of higher education: a difficult socio-economic situation caused by an incompetent organization of the production forces of the Ukrainian economy, low quality of educational services, depopulation of the Ukrainian population and a decrease in the quality of the teaching staff, a permanent increase in the cost of higher education. To confirm our assumptions, we carried out an introduction of students from different parts of Ukraine who study a foreign language. We interviewed six respondents from different universities across Ukraine about the topic: V.N. Karazin Kharkiv National University, Horlivka Institute for Foreign Languages, Ivan Franko National University of Lviv, Kyiv National Linguistic University, National Technical University “Kharkiv Polytechnic Institute” and Ternopil Volodymyr Hnatiuk National Pedagogical University. Every respondent was given a name (A-F) in order to keep their anonymity. We have presented the results of the interview. Students say that problems do not always depend on universities, but personal traits of students and teachers and modern tendencies in labor market. We gave some recommendations: the curriculum must be corrected in favor of main subjects or even subjects that will make graduates more appropriate for some posts than people without degree; teaching staff must have special pedagogical degree in order to improve their pedagogical skills; universities need to employ native speakers of taught languages; universities need to elaborate such study programs that will make their graduates more attractive candidates in labor market. The main conclusion must be so: the system of higher education has to keep up with the times and change itself according to labor market, students’ beliefs and modern tendencies in science and technology.

The life path and activity of domestic scientists I. M. and A. F. Efimov are considered. The main milestones of their life path have been determined. The achievements of IM Efimov in the organization of higher education in Dnepropetrovsk, its role in the development of the activities of the Dnepropetrovsk State University and the Institute of Geology with him in the 1930s are clarified. The main directions of scientific activity and achievements of the family of geologists of the Efimovs are determined. Factors are analyzed, which caused the arrest of I. N. and A. F. Efimov and repression against them, as a consequence of the arrest. The fate of these scientists have been determined. Data on their lives and activities are clarified.

Purpose Universities and higher education institutes are key pillars of all societies, as the result of their important roles in education, research and training of human resources. Nevertheless, similar to other social structures, universities need to be prepared for natural disasters. This study aims to measure and analyze the level of earthquake preparedness in a higher education institute in Tehran, Iran. Design/methodology/approach This cross-sectional study was conducted in 2017 in a higher education institute through three stages of tool, namely, development, preparedness evaluation and strength–weakness–opportunity–threat analysis. The valid and reliable tool was applied for assessment of college preparedness through a field survey. Factors affecting the obtained level of preparedness were categorized into internal (strengths and weaknesses) and external (opportunities and threats) factors to decide on an appropriate strategy for promoting the preparedness level. Findings Content validity index and content validity ratio of the tool were 88 and 98.85 per cent, respectively. The reliability of the tool was measured to be 98 per cent using the kappa coefficient. The level of preparedness was estimated to be weak. The final value of the matrix of internal and external factors was higher than average, which can be improved in the form of strength–opportunity strategy. Originality/value It is highly suggested to allocate a specific budget for improvement and evaluation of preparedness measures in all parts of education systems. In addition, making the preparedness measures as the mandatory duty for educational structures can be considered by decision-makers and managers at the national and local levels.

This direction was started more than 10 years ago, tested on applicants for higher education of full-time and part-time education, as well as among pharmacists-interns of the Institute for Advanced Training of Pharmacy Specialists of NUPh. Accumulated application experience of distance technologies was used successfully during the education of applicants for higher education in the period of quarantine.

In 1983, a small group of progressive owners and contractors formed the Construction Industry Institute to provide more research that would help improve total quality and cost effectiveness. Now in its tenth year, CII has become the national forum for the industry and is providing research results that can be implemented on both small and large projects. Case studies have shown a tremendous payback for the dollars invested in research in construction project management.

Within the article, interviews were conducted with representatives of the six internally displaced universities (Tavrida National V. I. Vernadsky University, Donetsk National University, Luhansk Oblast Institute of Postgraduate Pedagogical Education, etc.). The subsequent summarization of the results of the interviews allowed us to identify the directions of implementation of the strategy of reintegration. Proceeding from the existing state of the Ukrainian educational system divided by the war, the main way of reintegration is to establish effective systems of support for displaced institutions of higher education as well as improving the material, technical, scientific and pedagogical component of their activities.

This paper discusses the role of higher education in hazard, disaster, emergency, risk, and crisis management, as it pertains to escalating disaster losses in the United States and an evolving emergency management profession. Given that these losses have been escalating for decades and are projected to become even larger, what is being done today in terms of emergency management is not adequate. The time is now for a new national approach to disaster-related emergency management, one that calls on colleges and universities to help bridge the gap between the emergency management body of knowledge and current practices. This paper describes one tool for bridging this gap—FEMA’s Emergency Management Institute Higher Education Project—as well as evolving educational opportunities for students and emergency management practitioners.

The article presents the results of a study of the theoretical foundations of the Blockchain technology. The analysis of the organization structure of its units and the principles of the system. Algorithms of smart contracts are considered and their advantages and disadvantages are analyzed. The purpose of the study is that based on the analysis of the theoretical foundations of building systems using blockchain technology and introducing them into various areas, to propose a system model using smart contracts on the Etherium platform for use in the workflow system in institutions of higher education. Convenient web interfaces for managing the creation of a contract and a module for the interaction of smart contracts with a Web application have been developed. The management of an institution of higher education, namely, a department, faculty or institute, involves the correct and timely preparation of various documentation, in which the documentation on student learning outcomes holds a special place. On its basis various financial and reporting documents are being prepared. To this end, institutions of higher education are introducing workflow system and office automation systems to manage the processing of documents, as well as to organize control over the implementation of these processes. The paper proposes the introduction of a blockchain system on the Ethereum platform using smart contracts written in the Solidity language. Solidity is a tool that is used to create machine-level code that can be run on an Ethereum Virtual Machine. Solidity allows you to create and execute a smart contract without requiring centralized or trusted parties. The use of such technologies makes it possible to significantly reduce the number of paper-based information carriers and, to a significant extent, further automate the existing the workflow system in institutions of higher education. The proposed system is a part of the workflow system of institutions of higher education, which is designed to automate the process of passing documents related to taking into account and submitting to the dean's office of the faculty or the institute the results of the final controls on academic disciplines or the results of retake of tests and exams. This process requires a large number of documents on paper. The proposed system is deployed in the local computer network of the Educational and Scientific Institute of Information Technologies and Mechatronics of Poltava National Technical Yuri Kondratyuk University and is being tested. The results allow us to draw conclusions about the reduction in the number of paper documents; time to obtain permits. In addition, the level of reliability and protection of information transmitted to the administration of the faculty or institute for further processing has increased. In the future, it is planned to introduce the proposed system for document flow automation for all institutes and faculties of the Poltava National Technical Yuri Kondratyuk University.

Purpose – The purpose of this paper is to evaluate the performance of select technical higher education institutes of national importance in India. This helps to judge the efficiency and effectiveness of an institute to provide valuable insights on performance measurement and effectiveness not only to the respective institute but also to governmental agencies and policymakers. Design/methodology/approach – The paper makes a comparative analysis across various educational institutes of repute. This paper looks at the performance of four technical higher education institutes of India. An integrated data envelopment analysis–analytic hierarchy processing (DEA–AHP) approach has been used to compare and evaluate the relative efficiencies in terms of input provided to the institute to produce outputs. Findings – The results depict the performances of the four institutes over the period of five years and, in turn, help assess the increase or decrease in the performance of a particular institute in comparative assessment. The paper also helps identify the most efficient institute among the four institutes that have been compared, in terms of academic efficiency, research efficiency, teaching efficiency and consulting efficiency. Practical implications – A study like this would furnish an insight into the performance of the select higher educational institutes. The findings can be useful for policymakers, educational planners and administrators in designing a system based on various criteria that can help improve the overall efficiency and decide about benchmarking and funding strategies. Originality/value – This paper is an attempt toward defining, conceptualizing and measuring performance effectiveness of institutes of higher education in the Indian context. The effort at the integration of the methodologies (through comparison and DEA–AHP) has helped to provide insights that could not have been obtained through the use of the methods or techniques alone. The objective was to verify the proportion of dentists in relation to the Angolan population, to undergraduate and graduate courses in dentistry, and to analyze the pedagogical projects of the existing courses. This is a descriptive, exploratory and documentary study that analyzed data on the population and the number of dentists in Angola, obtained through information from the National Statistics Institute and the Order of Doctors of Angola. An application for cell phones called “Qualificar”, made available by the Angolan government, was used to collect information about the existing courses. The websites of the Ministry of Higher Education, Science, Technology and Innovation; National Institute for Evaluation, Accreditation and Recognition of Higher Education Studies in Angola; and the National Press were consulted to collect data related to higher education in Angola. Information on pedagogical projects was obtained directly from Higher Education Institutions (HEIs). Angola has 701 dentists registered for a population of 30,175,553 inhabitants, that is, a proportion of 1/43,460. Among the eighty existing HEIs, only ten were authorized by the government to offer undergraduate courses in dentistry: six were located in the country's capital and four were distributed in other provinces, with workload varying from 4,688 to 5,536 hours. It was concluded that of the seven academic regions in the country, 4 do not have courses in dentistry; the number of dentists is not compatible with the population of Angola; no HEI offered postgraduate courses in dentistry and there is no standardization of pedagogical projects among the existing undergraduate courses.

<p>This article analyzes the problems and prospects for the development of higher library and information education in the context of integrating the national higher education system into the Bologna process and the transition to the tertiary education system. World trends in this area are indicated. The status and role of the library and information profession in modern society is considered. Particular attention is paid to the preparation of bachelors of library and information activities at the library and information department of the St. Petersburg State Institute of Culture. The article highlights the problem points in the matter. It features a wide range of profiles for the preparation of library and information specialists by the scientific and pedagogical schools of the St. Petersburg State Institute of Culture. The problems that need to be solved now in the conditions of modernization and clustering of the modern Russian educational space are revealed. The paper describes the competence possessed by a graduate of the bachelor's program in the Library-Information Activity direction of preparation. Attention is focused on an integrated system-activity approach to the implementation of the higher education program in the training of library and information personnel. A socio-pedagogical dominant is pointed out, which is necessary for more rapid entry into the library and information community by trainees and a faster search for employers. A need for a comprehensive study of the problems of higher library and information education at the modern stage of the development of the educational sphere of the Russian Federation was noted.</p>

Abstract Background and Purpose: The objective of this research was to develop a proposal of the evaluation information support in higher education that encompasses the Quality Assessor’s and Quality Analyst’s work support. Furthermore, the proposal also includes the fields evaluated in the processes of external evaluation of the higher education institutes by the Slovenian National Agency for Quality Assurance in Higher Education (hereinafter referred to as »NAKVIS«). Methodology: The method called the “Multi-Attribute Utility Theory” (hereinafter referred to as “MAUT”) and MS Excel were used for the work support of the Quality Assessors, while the expert modelling in the Decision Expert programme (hereinafter referred to as “Dexi programme”) was used for the work support of the Quality Analysts. Results: The identified criteria allow a uniform evaluation, regardless of the Assessor. The MS Excel template with automatic calculation was made as the technical support for an evaluator and the expert model in Dexi programme was designed for a Quality Analyst. Conclusion: The model of the Higher Education Institute quality evaluation, as presented in this article, can provide a comprehensive and transparent consideration of quality at the Faculty, and, in particular, facilitate the evaluation process due to its information and technical support.

The Methodological seminar was conducted by the scientific journal “Philosophy of Education” (Institute of Higher Education, National Academy of Educational Sciences of Ukraine). The participants of the seminar were Prof. Panos Eliopoulos (University of Peloponnese, Greece), Lyudmyla Gorbunova, Mykhailo Boychenko, Olga Gomilko, Mariia Kultaieva, Volodymyr Kovtunets, Sergiy Kurbatov, Anna Laktionova, Tetiana Matusevych, Natalia Radionova, Iryna Stepanenko, Maya Trynyak and Viktor Zinchenko. On March 30, 2016, a methodological seminar was conducted at the Institute of Higher Education NAES of Ukraine. This seminar was devoted to the discussion of educational problems in the area of mass culture, and relative opportunities for the development of individuality. The report «Mass culture, education and the perspective of individuality» was made by Panos Eliopulos, professor of Peloponnese University, a member of journal’s «Філософія освіти. Philosophy of Education” editorial board. The scientists from the Institute of Higher Education, Institute of Philosophy of the National Academy of Sciences of Ukraine, Taras Shevchenko National University of Kyiv, Skovoroda National Pedagogical University of Kharkiv participated in thisevent. Designated issues were observed primarily from the point of view of the Frankfurt School representatives, as well as representatives of modern critical philosophy of education and critical pedagogy. It was emphasized that T.Adorno’s ideas and ideas of other Frankfurt School members, which were developed in the middle of the last century, continue to be relevant in current socio-cultural contexts. The technical rationalism which became the rationalism of dominance in the context of technological civilization, could not provide the way toward the liberation of man and the development of his or her individuality. Market society with its instrumental rationality leads to homogenization and standardization of mass culture and as a result, we have a semi-education, leading to destruction of personality and social pathologies. The panelists agreed that semi-education reflects the crisis of ideals of education and training as far as a suspension of human emancipation process. Due to suspension of the creative process of a person formation, replacing it by the processes of stereotyping based on mimetic rationality, culture itself loses creative potential. The process of degradation of education and culture in the semi-education eventually leads to its destruction at theoretical level and the elaboration of the practice of anti-education. Only through returning of the individual and maintaining his or her social importance due to the tools of holistic education it is possible to overcome such stereotyping. For Frankfurt School members, and those who share their ideals, true education in its meta-theoretical sense becomes the important factor, contributing to the emancipation of society and individual. This idea is particularly important in the context of contemporary challenges and threats from instrumentalization of approaches to the process of transformation of the Ukrainian culture and education.

The aim of this study was conducting historiographical analysis of organizational bases of formation and development of prosthodontics in the Republic of Tatarstan, as one of the core dental specialties, along with therapeutic and surgical dentistry. Historico-genetic and comparative research methods were used. The reflection of the history of the prosthodontics departments development in Kazan State Dental Institute, Kazan State Medical University, Kazan State Medical University in the literature and archival materials is presented. The main scientific achievements and contribution to the practical activities of the departments’ heads (I.M. Oksman, L.M. Demner, M.Z. Mirgazizov) and staff are demonstrated. The article proves that studying various issues of dental disciplines development is a very promising field of the modern history of science. This is due to the fact that in the modern world, dentistry is undergoing qualitative changes as a science and practice, which makes the study of the historical aspects of its development significantly more relevant. Analysis of the formation and development of prosthodontics in Kazan suggests that unlike some other centers of national dentistry development in Kazan it had a well-organized framework. Thus, organized in 1936 Kazan State Dental Institute and the Department of Prosthodontics have made a significant contribution to the development of higher medical education in Kazan, the development of dental science and practice.

Purpose The purpose of this paper is to cite the statistical data reflecting the trends and tendencies in research activity undertaken by Chandigarh city affiliations. The period under study is from 1964 to the first quarter of 2014. Scopus is the source of information retrieved. Various parameters like decade-wise growth of publications, publications of individual institutions, number of patents earned by each institute of Chandigarh under study, research productivity of top five authors of seven city-based institutes, document type, highly cited papers, research output of authors of parent institute vis-á-vis their affiliations with other institutes, collaborations at national and international levels have been taken into consideration for this paper. Institutes which have come up in the past 2-3 decades have also been contributing actively. An important finding of the paper undertaken is that foreign collaborations and foreign journals have remained the epicenter of the research activity. Chandigarh has emerged as a hub of academic and scholarly activity. It also reflects that the city-based research activity is also integrated into the global research activity. Design/methodology/approach The present paper reviews the publication output of Chandigarh city affiliations from 1964 to 2014. The publication data were procured from Scopus, which is an international multi-disciplinary bibliographical database covering 53m records, more than 20,000 titles and 5,000 publishers. It is a product of Elsevier and is the considered the world’s largest indexing and abstracting database and offers citation searching. Launched in 2004, it provides access to science–technology–medicine (STM) literature with a limited coverage of social science and arts and humanities. Database search was undertaken on May 22nd, 2014, and results were downloaded under various headings like year, author, number of publications, document type, affiliations and collaborations with other nations. The whole data were exported to MS-Excel format from Scopus database. Data of 160 authors were retrieved on the basis of at least one author affiliated to a research institution in Chandigarh. The paper was conducted by focussing on top seven institutes of Chandigarh engaged in diverse fields. These are Panjab University (PU), Post Graduate Institute of Medical Education and Research (PGIMER), Govt. Medical College and Hospital (GMCH), Punjab Engineering College (PEC), University Institute of Pharmaceutical Sciences (UIPS), Institute of Microbial Technology (IMTECH) and Central Scientific Instruments Organization (CSIO). Although UIPS is an integral part of PU, Scopus has treated it as a separate institution and so have the researchers. The researchers have used simple percentile method to find out the growth in research output of these institutes in six decades covering the period from 1964 to the first quarter of 2014, collaborations with other nations and affiliations with other institutes. Taking into consideration the number of publications, their citations and h index, the researchers have tried to find out the most productive authors from these institutes. Although the research process in Panjab University was started early in 1926 as revealed by Scopus, to maintain the uniformity with the research process initiated by other city-based institutes, the authors have taken 1964 as the year of initiation of data analysis for writing this paper. Each city-based institute has to its credit research publications in more than 20 diverse subject areas. Due to this diversity, data could not be analyzed under subject areas. To study the research output of Chandigarh city affiliations for the past 50 years and the current year, the authors have divided the years into five decades and additional few months of 2014. Findings There has been a phenomenal growth in the research productivity of city-based institutes, which was nil or negligible from 1964 to 1983, except Panjab University and PGI. The research activity gained momentum with every passing decade. PGI and PU have emerged as frontrunners in research productivity, but at the same time, IMTECH and UIPS have also performed well on this front too. As compared to PGI and PU, which came up in 1962 and 1956 (Chandigarh), respectively, IMTECH and UIPS are of recent origin, that is, 1984 and 1994, respectively. In the first decade of its establishment, UIPS generated 27 per cent of its total research output. Not only this, the institute has fetched maximum number of patents (89) in just two decades and that too with 1,259 publications only. IMTECH has also been coming up with qualitative research since its establishment in 1984. It has to its credit 37 patents from 1,290 publications. Major research findings took the form of articles and that too in journals. Another remarkable feature of UIPS and IMTECH is that their publications have fetched maximum citations as compared to other institutes. Comparing all the seven institutes, the authors have concluded that the authors of Panjab University have made maximum affiliation with the authors of with other national and international institutes in generating research output. Panjab University tops the list of city-based institutes by collaborating with 97 different nations. PGI has taken second slot by collaborating with 88 countries. From a list of 100 collaborating nations, USA has emerged as the major collaborating nation. Chandigarh has emerged as an education hub. It has many institutes of repute in different domains. Consequently, the research scenario is very encouraging. Researchers have a vision and are active in exploring the emerging horizons as is evident from the paper. National and international collaborations also form the basis of growth of research productivity. Government should provide all round support and upgrade the existing infrastructure to enhance further the research output of the city. Originality/value Various bibliometric studies have also been conducted to know about the trends and patterns in the research publications. From a single institute, journal to a state, the analysis of research activity has become an area of focus. The present paper takes into account the research productivity in seven major academic institutes of Chandigarh, the city beautiful as revealed by Scopus.

Today, mental health problem has become a grave concern in Malaysia. According to the National Health and Morbidity Survey (NHMS) 2017, one in five people in Malaysia suffers from depression, two in five from anxiety, and one in ten from stress. Higher education students are also at risk of being part of the affected community. The increased data size without proper management and analysis, and the lack of counsellors, are compounding the issue. Therefore, this paper presents on identifying factors in mental health problems among selected higher education students. This study aims to classify students into different categories of mental health problems, which are stress, depression, and anxiety, using machine learning algorithms. The data is collected from students in a higher education institute in Kuala Terengganu. The algorithms applied are Decision Tree, Neural Network, Support Vector Machine, Naïve Bayes, and logistic regression. The most accurate model for stress, depression, and anxiety is Decision Tree, Support Vector Machine, and Neural Network, respectively.

This article analyzes the activities of the largest university in China in the 1920 to 1940s - the Harbin Polytechnic Institute (HPI), established by Russian emigrants to maintain the Chinese Eastern railway (CER). The fates of CER and HPI were closely associated. The establishment of the Institute was initiated and supported by the railway administration, which provided a building in Harbin and offered substantial funds for the maintenance of HPI. In turn, the Institute trained personnel for the railways and construction projects in Manchuria. The article places the history of the Institute in the context of the history of Manchuria and Russian-Chinese relations. Over its history of nearly one hundred years the Institute repeatedly changed its name. The turns in the political situation in China also led to changes in the governing structure of the Institute, in its educational activities and its teaching personnel. The present research builds on a broad historiographical and source base, including memories of graduates of the Institute, items from the Harbin press, and unpublished archival documents. Documents of the Board of CER, reports, personal files of teachers shed light on issues including the Institute’s corporate academic culture, its student composition, the organization of the educational process, and its sources of funding, as well as the USSR’s pragmatic approach towards the Institute. Established in 1920, the Institute survived several crises. The present case study reveals the role of higher education in strengthening Russian-Chinese relations and cultural diversity of China. In conclusion, the HPI made an important contribution to the preservation of national identity among the Russian youth in China and supported their adaptation. At the same time, it is fair to say that the Institute, and hence Russian emigrés, made a significant contribution to the establishment of a system of higher education in China.

The modern requirements for the professional competences of the associate professor of the higher education institution, specified by the Order of the Ministry of Education and Science of Ukraine "On Approval of Qualification Characteristics of Professions (Positions) of Pedagogical and Academic Staff of the Educational Institutions" (2013) and job descriptions of the National University of Water Management and Nature Management; National Pedagogical Dragomanov University; State University of Technology, National Aerospace University named after M. Zhukovsky Kharkiv Aviation Institute, are analysed in the article. The analysis of the educational normative documents and job descriptions of the proper higher education institutions makes it possible to identify differences in the requirements for the candidates for the position of the associate professor. With the accordance to the review of the national and foreign legal documents specifying the competences of the scientific and pedagogical workers, the profile of professional competencies of the associate professor of the higher education institution is developed. The profile of the professional competencies for the associate professor of higher education institution includes the following principles: orientation on competence; cumulative descriptors; self-assessment and external evaluation; reflection and constant professional growth. The profile characteristics can be expanded.

The scientific novelty of the research is that according to the tasks of teaching foreigners receiving higher education in Ukrainian HEIs, the scientific and methodological and cultural bases of designing the intercultural academic educational system have been determined, the process of modeling of educational and vocational training of educational migrants has been systematized, and characteristically characterized. , axiological, socio-cultural, adaptation), which form the basis of professional training of specialists of higher qualification, educational process, academic hell tion of the terms of study at a foreign university, cultural literacy. The stages of realization of tasks of vocational training of educational migrants (preparatory, university), levels of university model corresponding to modern educational levels (bachelor's, master's, training of doctors of philosophy) are determined. The functions of the educational language, which plays the role of educational discipline, the basis of professional, cultural personal development and continuous education of future specialists throughout life, are defined, the process of formation of communicative competence of different categories of educational migrants according to standardized requirements to the level of Ukrainian language by the Ukrainian language is described. The educational process at the university is characterized as an important factor in the adaptation of foreigners to the conditions of non-native educational and socio-cultural environment, describes the main forms and means of non-auditory cultural and educational work.

The Ukrainian-British Forum "Excellence in Teaching and Learning in Higher Education" took place on December 4, 2020 in Kyiv and was dedicated to summarizing previous joint Ukrainian-British educational projects, including the Leadership Development Program of Ukrainian universities and the launch of the Higher Education Teaching Improvement Program Of Ukraine. The Forum was organized by the Institute of Higher Education of the National Academy of Pedagogical Sciences of Ukraine and the British Council in Ukraine. The Forum was attended by representatives of Ukrainian universities, Ukrainian educational top management and representatives of British analytical educational centers and NGOs to promote educational reforms. Emphasis was placed on taking the necessary concrete steps to establish a national platform for the exchange of experience in teaching and improving educational practices and the development of learning competencies between the British and Ukrainian sides. Nurturing the quality of higher education requires both the preservation of the national educational tradition in its best manifestations, and careful and careful adoption of world models of successful institutionalization of the experience of achieving high results in education. The improvement of standards of professional development of the main subjects of education in Ukraine should be a key factor for change at the next stage of educational reforms in Ukraine. Topics such as key stakeholders in education reform, institutional quality assurance of education, qualifications framework, expert experience, individual trajectory of teacher development, departure from the state-level diploma monopoly in Ukraine, etc. were also discussed. A significant expansion of opportunities for the creation of non-governmental – both private and branches of foreign higher education institutions in Ukraine – was announced. An important indicator of these changes should be the refusal from the monopoly of state-standard diplomas as evidence of higher education at the appropriate level.

The article examines the quality of training of cadets – the graduates of higher military educational institutions and military educational units of higher education institutions (hereinafter – HMEI). The quality of training is assessed by future officers as the main components of their own competencies. The main factors contributing to the improvement of the quality of military specialists’ training are analyzed.In order to assess the quality of training of military specialists during the implementation of research work among graduates of HMEI, a sociological study has been conducted. The main attention is paid to the problem of identifying the current state of the quality of training of military specialists and the identification of factors that will increase the effectiveness of the educational process in the HMEI. The sample was taken in seven leading HMEI: National Army Academy, Kharkiv National Air Force University, Military Academy (Odesa), Institute of Armored Forces of National Technical University “Kharkiv Polytechnic Institute”, Zhytomyr Military Institute, the Military Institute of Telecommunications and Informatization, Military Institute of Taras Shevchenko National University of Kyiv.The quality of training of military specialists was considered from the point of view of graduates’ self-examination, namely: awareness of their own professionalism; possibilities of realization of individual abilities and inclinations; mastering the methodology of self-education, self-improvement; psychological readiness for professional activity; competence; ability to perform employment duties in the troops successfully.When planning a sociological study, all questions were brought together into five main blocks: socio-demographic characteristics of respondents; level of readiness of graduates to perform employment duties in troops, forces (the formation of appropriate competencies); changes (directions of improvement) in the content and methods of studying in HMEI offered by graduates to improve the quality of their own training; organizational measures that, in future officers’ opinion, should be used to improve the quality of training of military specialists; factors that are more of a concern for graduates after completing their studies;Key words: quality of training, professional competence, graduate of higher military educational institution, sociological survey

Abstract The education system in Romania will have to take into account the need to give people the skills and abilities needed to adapt quickly to changing labor markets. In the current context the study is based on comparative statistical analyses and correlations in the field of human resources in the higher educational system, analyses based on secondary data or information provided by the Romanian Statistical Yearbook published by the National Statistics Institute and other publications by public institutions in Romania such as: The National Bank, The Ministry of National Education, etc. The paper presents the major trends and shift in macroeconomic indicators specific to higher education and proposes a model to better understand the relationship between these indicators. In conclusion without continuous training and mobile resource salary comparable to those of EU countries, along with an infusion of capital proper, cannot achieve highly educated people well integrated, civilized, cultivated so as to reach sustainable growth on the long term. In this regard the Ministry of National Education and RQAAHE launched nationwide research projects involving both teaching staff in higher education, and the alumni and students. In order to decrease unemployment among young people (24-30 years) were involved in these projects and employers so that there is a better relationship between skills acquired in the continuous education and labor market; projects that are underway or to be implemented.

Higher education in Ukraine, as one of the prerequisites for national security and competitiveness of the country, needs to be reformed, first of all in the context of improving the quality of educational services. Educational quality studies have confirmed that the educational system does not adequately address the needs of customers and those who receive education. In this regard, the purpose of the article is to study the theoretical aspects of the institutional provision of the quality management process of higher education. Methods of dialectical cognition, comparative analysis, content analysis and a comprehensive approach to the analysis of transformations in the field of higher education are used in this work. A prerequisite for ensuring the quality of higher education is the definition of the hypostasis of the relevant procedures, among which process, functional and evaluation are identified. It is established in the article that the institutional environment in the field of education is an ordered set of legally established norms and informal rules that determine the conditions for the functioning of institutions of higher education, structure the relationship between the subjects of the educational process and are formed within the educational system. The article deals with a wide network of organizations that form the institutional environment of the national higher education, which, according to the levels of government, are divided into international, national, regional and local. It is noted that state agencies for ensuring the quality of education have the largest share in the formation of the institutional environment of the educational sphere. This often leads to a conflict of interest of stakeholders, which can be solved by the introduction of the Institute of Independent Educational Auditors.

The Institute of International Education (IIE) 2018 Open Doors report highlighted that the United States is the leading international education destination, having hosted about 1.1 million international students in 2017 (IIE, 2018a). Despite year over year increases, U.S. Department of State (USDOS, 2018) data show that for a third year in a row, international student visa issuance is down. This is not the first decline. Student visa issuance for long-term academic students on F visas also significantly dropped following the 9/11 attacks (Johnson, 2018). The fall in issuances recovered within 5 years of 2001 and continued to steadily increase until the drop in 2016. Taken together, the drops in international student numbers indicate a softening of the U.S. international education market. In 2001, the United States hosted one out of every three globally mobile students, but by 2018 it hosted just one of five (IIE, 2018b). This suggests that over the past 20 years, the United States has lost a share of mobile students in the international education market because they’re enrolled elsewhere. The Rise of Nontraditional Education Destination Countries Unlike the United States, the percentage of inbound students to other traditional destinations such as Canada, the United Kingdom, France, and Germany, has remained stable since the turn of the 21st century. Meanwhile, nontraditional countries like the United Arab Emirates (UAE) and Russia are garnering more students and rising as educational hotspots (Knight, 2013). The UAE and Russia annually welcome thousands of foreign students, respectively hosting over 53,000 and 194,000 inbound international university students in 2017 (UNESCO Institute for Statistics, 2019). This is not happenstance. In the past 5 years, these two countries, among others, have adopted higher education internationalization policies, immigration reforms, and academic excellence initiatives to attract foreign students from around the world. The UAE is one of six self-identified international education hubs in the world (Knight, 2013) and with 42 international universities located across the emirates, it has the most international branch campuses (IBCs) worldwide (Cross-Border Education Research Team, 2017). Being a country composed of nearly 90% immigrants, IBCs allow the UAE to offer quality higher education to its non-Emirati population and to attract students from across the Arab region and broader Muslim world. National policy and open regulations not only encourage foreign universities to establish IBCs, they alsoattract international student mobility (Ilieva, 2017). For example, on November 24, 2018, the national government updated immigration policy to allow foreign students to apply for 5-year visas (Government.ae, 2018). The Centennial 2071 strategic development plan aims for the UAE to become a regional and world leader in innovation, research, and education (Government.ae, 2019), with the long-term goal of creating the conditions necessary to attract foreign talent. Russia’s strategic agenda also intends to gain a greater competitive advantage in the world economy by improving its higher education and research capacity. Russia currently has two higher education internationalization policies: “5-100-2020” and “Export Education.” The academic excellence project, known as “5-100-2020,” funds leading institutions with the goal to advance five Russian universities into the top 100 globally by 2020 (Ministry of Science and Higher Education of the Russian Federation, 2018). The “Export Education” initiative mandates that all universities double or triple the number of enrolled foreign students to over half a million by 2025 (Government.ru, 2017). These policies are explicitly motivated by boosting the Russian higher education system and making it more open to foreigners. Another growing area is international cooperation. Unlike the UAE, Russia has few IBCs, but at present, Russian universities partner with European and Asian administrators and government delegates to create dual degree and short-term programs. Historically, Russia has been a leading destination for work and education migrants from soviet republics in the region, but new internationalization policies are meant to propel the country into the international education market and to attract international students beyond Asia and Europe. Future Trends in 21st Century International Education Emerging destination hotspots like the UAE and Russia are vying to become more competitive in the global international higher education market by offering quality education at lower tuition rates in safe, welcoming locations closer to home. As suggested by the softening of the U.S. higher education market, international students may find these points attractive when considering where to study. Sociopolitical shifts that result from events such as 9/11 or the election of Donald Trump in combination with student mobility recruitment initiatives in emerging destinations may disrupt the status quo for traditional countries by rerouting international student enrollment to burgeoning educational hotspots over the coming decades.

This article, based on rich historical material, examines the history of the formation of literary education in national groups of higher schools of the Republic of Mordovia, as well as a wide range of issues related to the development of pedagogical foundations of university literary education. Based on the analysis of the first curricula, programs and textbooks on Russian and native literature for students of national groups of the university and the pedagogical institute, it is noted that the most difficult task at the initial stage of the formation of university literary education was the correct solution of issues related to its structure and content of education. At the same time, the overload of the curriculum and the lack of a coherent concept of literary education prevented the preparation of highly qualified teachers.

This article aims to present some discussions about the intensification of teaching work in the context of the commercialization of higher education in Brazil, based on the analyzes that we have been able to elaborate up to the moment of its writing. This is a study carried out based on the discussion of data provided by the National Institute for Statistical Research Anísio Teixeira (INEP), with the time frame from 2008 to 2018. The analyzes were based on: a) the number of professors working in Brazil; b) the growth rate; c) the ratio between teacher and enrollment; and d) the type of institutional link. The results show the intensification of work and the progress in relation to the precariousness of the links with higher education institutions.

Objectives: To determine whether the online patient education material offered by the American College of Cardiology (ACC) and the American Heart Association (AHA) is written at a higher level than the 6th-7th grade level recommended by the National Institute of Health (NIH). Methods: Online patient education material from each website was subjected to reading grade level (RGL) analysis using the Readability Studio Professional Edition. One-sample t testing was used to compare the mean RGLs obtained from 8 formulas to the NIH-recommended 6.5 grade level and 8th grade national mean. Results: In total, 372 articles from the ACC website and 82 from the AHA were studied. Mean (±SD) RGLs for the 454 articles were 9.6 ± 2.1, 11.2 ± 2.1, 11.9 ± 1.6, 10.8 ± 1.6, 9.7 ± 2.1, 10.8 ± 0.8, 10.5 ± 2.6, and 11.7 ± 3.5 according to the Flesch-Kincaid grade level (FKGL), Simple Measure of Gobbledygook (SMOG Index), Coleman-Liau Index (CLI), Gunning-Fog Index (GFI), New Dale-Chall reading level formula (NDC), FORCAST, Raygor Readability Estimate (RRE), and Fry Graph (Fry), respectively. All analyzed articles had significantly higher RGLs than both the NIH-recommended grade level of 6.5 and the national mean grade level of 8 (p < 0.00625). Conclusions: Patient education material provided on the ACC and AHA websites is written above the NIH-recommended 6.5 grade level and 8th grade national mean reading level. Additional studies are required to demonstrate whether lowering the RGL of this material improves outcomes among patients with cardiovascular disease.

The history of the creation and development of the Geological Faculty (Educational-scientific "Institute of Geology") at the Taras Shevchenko National University of Kyiv is briefly described, the development of the geological school of the University of Kyiv and its role in the creation of the National Academy of Sciences and the Geological Service of Ukraine are described. The structure of the Institute, personnel structure, directions and problems of preparation of higher education graduates at the present stage are considered. A significant role of scientific work in the educational process is shown, directions of such a work are outlined. The high level of preparation of students, their achievements in the educational and scientific spheres, participation in international educational structures, and the problems of employment are characterized. It is shown that the Institute carries out extensive international cooperation, conducts research and exploration work in many countries of the world, and teaching staff of the Institute is involved in lecturing at leading universities of the world. Thus, the Institute is a unique educational and scientific structure, where all educational specialties and specializations of the educational geological branch of Ukraine are presented, which is capable of ensuring the high quality and continuity of geological education starting with students of grades 9–10 (junior specialist) and ending with specialists of the highest level (candidates and doctors of sciences).

Many people and departments in higher education institutions and hospitals across the globe have objectives that include cross-national partnership working, internationalisation, capacity-building and sharing education and research. We find such commendable ideals at a global level in the Sustainable Development Goals (SDGs) to strategic plans of individual organisations from both low and high-income countries. Using a case-study approach this paper offers insights into some of the key practical issues around global partnership working. We use two case studies of a developing partnership between two separate higher education institutions from the United Kingdom (UK) and one from Nepal. 156 Background: Breast cancer is the leading cause of attention at the INCan. In 2012, 44,761 medical consults were given therefore 19,584 (44%) of those by breast cancer oncologists. The increasing percentage of patients could be associated with a quality attention deficit, crowded waiting room and a shorter time for consultations affecting patient communication and education. The goal of this study was to evaluate the quality attention given by breast cancer service with the purpose to design different strategies in order to improve quality and cordiality with our patients. Methods: Self-response surveys had been applied to patients with breast cancer at INCan. The variables investigated were demographic characteristics including age, education level, marital status and date of diagnosis. Also variables related with the quality of our medical and paramedical attention, global care support and the waiting time before consultations were asked. Results: 259 patients were interviewed, the median age was 50 years old (17-88), only 18% of them achieved university degree and 28.7% had less than elementary education. One third of our population lived in Mexico City; the rest of them came from different states from the center and south of the country. The waiting time in average was 2 hours (10 min -7 hours). Regarding to attention quality, 28% considered that waiting time should be shorter, 22% answered that doctor-patient relationship needs to improve. In this aspect, the main aspects to improve are: give information in detail including the patient and their relatives; a better explanation about their disease and treatment and also information about diet and physical activity, among others is needed. Finally, 9.3% suggested improvement in nursery service. Conclusions: The results showed that our effort is satisfactory. However our main goal is to improve our medical assistance. It has been proven that patient education and higher satisfaction level improves their adherence and the knowledge related to handle adverse effects of their treatment. Our proposals include psycological-educative strategies easy to understand. Enhance medical services to improve physician-patient relationship. We will keep looking forward about the efficiency of these strategies.

Bhutan is a small, landlocked country in southern Asia, between China and India. Its population is 634,982, and it covers 38,394 square kilometers. It has one of the world's smallest and least developed economies. Agriculture, forestry, and hydroelectric power provide the main sources of income for 90 % of the population. International agencies are currently supporting a number of educational, social, and environmental programs. In 2003, the higher education sector in Bhutan was reorganized through the creation of the Royal University of Bhutan bringing together eight higher education institutes and two teacher education institutions, including the National Institute of Education (NIE) in Samtse, which is in the southern border of Bhutan with India. Recently, the NIE was renamed as Samtse College of Education and the Paro College of Education in the west. The Royal University of Bhutan, founded on 2nd June, 2003 by a royal decree is the national university system of Bhutan. It was established to consolidate the management of tertiary education in Bhutan. It is a decentralized university with 10 constituent colleges spread across the kingdom. The present study focuses the growth and functioning of distance education in Bhutan.
