Research was conducted into ministry families using qualitative critical realist grounded theory methodology. This research was based on the foundations of family stress theory. One of the outcomes of the findings of this research emphasizes the need to recognize the silent suffering of ministers’ wives and to advocate for their voice and value in a way that will enhance their wellbeing. Recommendations for pastoral/spiritual counsellors and other professionals involved in helping ministers’ wives are presented.

Community-based rehabilitation (CBR) is defined as a strategy within general community development for the rehabilitation, equalization of opportunities, poverty reduction and social inclusion of people with disabilities. The role of CBR is to work closely with the health sector to ensure that the needs of people with disabilities and their family members are addressed in the areas of health promotion, prevention, medical care, rehabilitation and assistive devices. CBR also needs to work with individuals and their families to facilitate their access to health services and to work with other sectors to ensure that all aspects of health are addressed. Health components of CBR as per WHO guidelines are grossly neglected in Bangladesh. Some government and non-government organizations are working independently, but health components are inadequately addressed. We observed that primary health care, if integrated with medical rehabilitation of disabled, will better address the need and help bring disabled into mainstream of development. Health care providers at grass root level need to be trained in CBR activities which can be arranged centrally with health ministry, social welfare ministry and rehabilitation specialists. In this review we have tried to reveal the health components of CBR in global and Bangladesh context and importance of integrating health components of CBR with primary health care.J Enam Med Col 2018; 8(1): 41-45

Holistic ministry is now the standard across global missional practice, and one manifestation of integral mission is Entrepreneurial Church Planting (ECP). This occurs when business entrepreneurs and clergy members launch spiritually and economically integrated communities of faith. While it may be conceptually inviting for spiritual and business forces to comingle in reaching the lost, ECP activities need to be evaluated as to whether they are accomplishing the goals of the Great Commission and the Creation Commission. In-depth study is needed now to consider outcomes relative to goals. To that end, this study will examine the unique data trends that emerge in the case study of Kentucky-based Meridzo Ministries. Grassroots insights from case-study research will then be applied to Clemens Sedmak’s kinship model in order to posit three proxy indicators based upon interviewee data. This article argues that rather than measuring success of missions economically or spiritually, success should be gauged on the grounds of holistic relational transformation.

Abstract Bureaucratic reform program is a bureaucratic change efforts towards the expected profile. One of program bureaucratic reform support is a knowledge management. Ministry of Industry (Ministry of Industry) as a driver and builder of national industry needs to change and improve bureaucracy so as to improve the ability of the industry sector in the face of global competition. Along with its efforts to implement bureaucratic reform, the Ministry of Industry has the implementation of knowledge management initiatives, but does not yet have a comprehensive knowledge management strategy. Ministry of Industry focus is on improving the quality of public services, one of which is supported by the development of e-government. ¬ the development process of e-government involves a variety of knowledge are scattered in various locations, both inside and outside the organization. This study seeks to formulate the knowledge management strategy with a focus on the development of e-government targets in order to reform the bureaucracy. The formulation of the strategy is done by using a knowledge strategy framework Zack. Strategies are formulated as follows: Ministry of Industry need to document work experiences into written form; Kemenperin need to increase the awareness of employees to share knowledge; Ministry of Industry needs to improve coordination and cooperation within the framework of knowledge management, both internal and inter-working unit with external parties; Ministry of Industry needs to facilitate storage and distribution of IT-based knowledge that can be reached easily by all employees of the Ministry of Industry; and the Ministry of Industry should establish management commitment to support the implementation of knowledge management.

The introduction actualizes the urgent need to reform the system of departmental education of the Ministry of internal Affairs of Russia, implemented both in structural and organizational tasks and in content. The purpose of this article is to substantiate professional training in educational organizations of the Ministry of internal Affairs of Russia from the position of axiological, practice – oriented and competence-based pedagogical approaches. In the main part of the article, the restructuring of educational organizations of the Ministry of internal Affairs of Russia is presented as the need to optimize them, which directly affects the increase in the level of efficiency of professional training of police officers. It is noted that the use of educational systems based on competence-based, axiological, practice-oriented approaches in the educational process of departmental educational organizations contributes to solving the problem of unprofessionalism, and as a consequence, the problem of the quality of professional training of police officers. A specific example of a pedagogical system for the formation of professional values for cadets of educational organizations of the Ministry of internal Affairs of Russia is given. And the article discusses also an example of a practice-oriented approach in training of specialists for the juvenile divisions of the Moscow University of the MIA of Russia named after V. J. Kikot within the complex (multi-step) practice. The results of the analytical study showed the significant importance of modern pedagogical approaches in the professional training of law enforcement officers in educational organizations of the Ministry of internal Affairs of Russia. The article concludes a general conclusion based on the results of the analytical examination.

The rise of the Ministry of Agrarian Affairs and Spatial Planning / BPN in 2015 is a new chapter for BPN institutions. In view of the existence of these ministries, the functions and duties of the Director General of Spatial Planning of the Ministry of Public Works are merged into a ministry institution named the Ministry of Agrarian Affairs and Spatial Planning / BPN. So that change is based on increasing the authority of a state institution, and that authority is increasing and strategic.But in reality in the field, the two ministries are juxtaposed, many are involved. Therefore, it will be discussed in this quiz in accordance with the Regulation of the Director General of Spatial Planning of the Ministry of Public Works who is in charge of the ministry of agrarian affairs and spatial planning / BPN. The purpose of this study is to analyze the authority of the director general of spatial ministry of public works under the ministry of agrarian and spatial planning / BPN.This study uses a normative legal method, with the approach to the legislation and other literature. Based on research results, the authority of the Director General of Spatial Planning of the Ministry of Work under the Ministry of Agrarian Affairs and Spatial Planning / BPN is an institutional opportunity to unify land management comprehensively. The regulation and management of land is not limited to land surface space but encompasses underground space, above ground space, water space and surface space itself, Positive Impact of the existence of the Director General of Spatial Planning under the Ministry of Agrarian Affairs and Spatial Planning / BPN mandates the state to conduct land affairs in a manner to spread includes earth, water, space and natural resources for the greatest prosperity of the people. Abstract This study examined perceptions regarding application of smart robot companions to facilitate homebound religious ministry programming to older adults. A total of N= 7 participants consisting of ministers, pastoral volunteers, and older adult members from Methodist, Presbyterian, and Roman Catholic traditions engaged in a 60-minute focus group. One key goal was to address the question: If you could design a robot for ministry to homebound older adults what would you want it to do? All responses were recorded, transcribed and coded for thematic content. Three core themes emerged relative to spiritual privacy, prospective intervention, and inclusive monitoring. Relative to spiritual privacy, participants expressed concern regarding robotic ability to maintain the spiritual privacy of the older homebound adult, especially when engaged in faith-based behaviors such as private prayer, confession, and pastoral counseling. Second, participants suggested that a robot companion serve as a memory aide for older homebound members. In particular, participants acknowledged a need for robot intervention relative to sending alerts concerning prayer requests, reminders of upcoming church-related events, and notices concerning future homebound ministry visitations. Finally, participants indicated an interest for the robot to actively monitor community inclusion, noting that many older homebound adults are left out of weekly church-related services or events and experience seclusion, yet most “retain a desire be included and remain an integral part of their faith community.” Results will be used to present a conceptual model for a smart robotic faith assistant designed for delivery of homebound ministries to older adults.

Food is the main basic need of human, because of that fulfillment of human need of food has to be fulfilled. So it can fulfill that need, then government institution, Food Security Agency (BKP) is formed so it can monitor fulfillment of food need of society. The goals of this writing are to develop food security information system that provides dashboard facility based on business intelligence, to develop food security information system that can give fast, precise and real time information about food security, to develop decision-making support system for chairman in food security institution. Data is obtained from questionnaires to 51 respondents that are chairmen in Food Security Agency. Data is analyzed with SWOT analysis method for business environment and IT balanced scorecard (IT BSC) for IS/IT environment. The result of analysis of food security information system in Food Security Agency can help chairman in decision-making by presenting information about dashboard that gives fast, precise and real time information. It can be concluded that development of information is successfully done.

Advocating the Ultra Micro-lending concept of Indonesia's Ministry of Finance in 2017 was a tumultuous nine-year process. The present paper aims to examine the Ultra Micro-lending (UMi) program conducted by the Ministry of Finance of Republic of Indonesia using Advocacy Coalition Framework. This paper showed that Advocacy Coalition Framework could moderate the interest groups' disagreement through seven steps as follows. First, relatively stable parameters of poverty need alleviation using better financial access with empowerment. Second, the external system is inspired by Grameen Bank as the winner of the Nobel Peace Prize. Third, removing constraints and resources of subsystem actors from the internal Ministry of Finance and the Parliaments. Fourth, creating consensus for getting the Ministry of Bureaucratic Reform's permit. Fifth, policy subsystem that coalesces the need of market-rate and subsidized rate to cater to 46.7 million grassroots entrepreneurs as a 'win-win' arrangement to complement the bank-based People's Business Credit (KUR). Sixth, policy outputs as the legal product of the UMi with a 7 Trillion State budget. Seventh, policy impact's measurement after one year piloting before UMi's scaling up. This paper has a significant contribution to enhancing the efficacy of UMi program, and as a continuous effort to ensure the economic development of the country.

This article focuses on the epidemiology of illicit drug abuse in Italy at the end of 1992. The characteristics of demand and modalities and dimensions of treatment services offered are analyzed. This evaluation is based on data from the Ministry of Internal Affairs (Home Secretary), AIDS Operations Center and Ministry of Justice. The “need for care” estimate comes mainly from private facilities and public services data; the geographic distribution of demand for care in relation to available services is also examined. Finally, data concerning AIDS diffusion and intravenous drug users are presented.

Die gesin is noodsaaklik vir die modeme mens se soeke na vastigheid, geborgenheid en identiteit. Die oorspronklike verhouding tussen ouer en kind binne die kerngesin is onvervangbaar. Die vraag wat in die studie aan die orde kom is of die modeme gesin wel so 'n belangrike plek inneem in die huidige samelewing. Is die gevolg van al die probleme waarmee die moderne gesin le kampe het en die wisselvallige wereld waarin ons lewe nie juis dat die gesin se plek as veilige hawe al hoe meer bedreig word nie? Daar moet altyd in die bediening aan die gesin onthou word dat die gesin 'n ontwikkelende sisteem is. Daar moet veral by die behoeftes in die verskillende lewensfases aangesluit word. ln God se handeling met. die mens vind ons dat daar 'n baie noue verband is tussen die gesin en die verbond. Soos tewens die hele gemeente, is die gesin ook "'n koninklike priesterdom . .. . . . die eiendomsvolk van God". (1 Pet. 2:9) Die kerk staan voor die wonderlike uitdaging om in die tyd waar daar 'n besondere behoefte aan sosiale verhoudings bestaan, die behoefte te vul met iets wat God self gee, iets wat veel grater as sosiale vriendskap is... . . . koinonia! Des te meer die kerk se invloedsfeer in die samelewing krimp en mense nie meer aktief by die instituut inskakel nie, des te belangriker word die gesin. In die gesekulariseerde samelewing word die gesin die konkrete kontakpunt waarmee die kerk op die plaaslike vlak sy invloedsfeer binne mense se daaglikse leefmilieu kan laat geld. Die studie vra vir 'n andersoortige bediening waarin die behoeftes van die gesin aangespreek word en waar die gesin primer die fokus is. Dit moet 'n bediening aan die gesin en 'n bediening deur die gesin wees. Die gemeente moet gesinne leer en aan hulle demonstreer wat God se doe! met die gesin is. Die kerk is by uitstek in die posisie om die wye verskeidenheid van gesinstipes in die samelewing te kan bedien. Die kerk kan ook gesinne help om aanpassings te maak in 'n veranderende samelewing. 'n Gesinsbediening kan 'n uitstekende nuwe fokus word vir die missie van die kerk.
Researches on the family came to the conclusion that the family is irreplaceable in the socialising process of a person. The family is necessary for the modern persons need for stability, security and identity. The original relationship between a parent and child in the family is irreplaceable. The question which arises in this study is whether the modern family is so important in the current society. Is the result of all the problems which the family faces and the changeable world not that the family as secure harbour is in danger? In the ministry it must always be borne in mind that the family is a developing system. Special attention must be paid so that all the different phases of life are included. In God's involvement with man, we find that there is a very close relationship between the family and the sacrament. As is the entire church, so is the family " ...... priests of the King, ..... God's own people" (1 Pet. 2:19). In a time where there is an exceptional need for social relationships, the church is faced with a great challenge to fill this need with something that is from God, something far more fulfilling than social friendships .... Kononia. The further the churche's influence declines in a society and people withdraw from involvement within the institution, the more important the family becomes. In a secularized society the family becomes the concrete point of contact through which the church can, at local level, use its influence within peoples daily life environment. This study calls for another type of ministry in wt)ich the needs of the family can be addressed and where the family becomes the primary focus.· It must b~ a ministry to the family and through the family. The congregation must educate families as well as demonstrate God's purpose with the family. The church is pre-eminently in a position to serve the various types of families in society. The church is also able to help families to make adjustments in a changing society. A family ministry can become an excellent new point of focus for the mission of the church.

This thesis addresses a needed shift of paradigm for mission and
evangelism within the Southern Baptist Convention. The current model
lacks appropriate contextualization in a postmodern world. The proposition of the thesis is that a kingdom model for mission and
evangelism is more appropriate for Southern Baptists' commitment to
mission.
The methodology of this thesis was researching primary and
secondary sources, interviews with persons currently involved within the
mission of Southern Baptists, evaluation of empirical data, and testing
of concepts.
In Chapter One, the validity of this thesis is presented with
the proposition, the limitations, the purpose, the practical nature, and the modus operandi of the thesis stated.
Chapter Two explores the problems of evangelism within the mission of Southern Baptists today. Focus is on empirical statistical evidence and the failure of assumptions, methods, and models currently in practice.
Chapter Three examines the birth of the mission and evangelism
mandate of Southern Baptists and the subsequent development of a
monolithic structure unchanged to the present day.
Chapter Four traces the evolution of evangelistic witness within

SUMMARY. In response to the challenges posed by the coronavirus (COVID-19) pandemic, Ukraine has undergone the necessary legislative changes, harmonized with international approaches, which in turn have led to significant changes in health care practices. The Law of Ukraine “On Amendments to Some Legislative Acts of Ukraine on Provision of Treatment of Coronavirus Disease (COVID-19)” № 539-IX, the Order of the Ministry of Health “On Approval of the Procedure for Prescribing and Using Medicines for the Treatment of Coronavirus Disease (COVID-19)” of 30.06.2020 № 1482, registered in the Ministry of Justice of Ukraine on July 08, 2020 for № 641/34924, establish the conditions of use of registered medicines according to the indications not specified in the instructions for medical use (off label), and unregistered medicines, recommended by the relevant official bodies outside Ukraine for the treatment of COVID-19. In pursuance of legislative acts, the Standard of Emergency Care “Coronavirus Disease (COVID-19)”, the Standards of Medical Care “Coronavirus Disease (COVID-19)”, the Standard of Pharmaceutical Care “Coronavirus Disease (COVID-19)”, the Protocol “Provision of medical care for the treatment of coronavirus disease (COVID-19)” were developed, approved and updated in accordance with the established procedure. At the same time, in order to assist the doctor and the patient in making a rational decision in different clinical situations, a clinical guideline “CLINICAL MANAGEMENT OF PATIENTS WITH COVID-19. “LIVE” CLINICAL INSTRUCTION” was developed – a document containing systematic provisions on medical and medico-social assistance, developed using the methodology of evidence-based medicine on the basis of reliability and proof confirmation. The basis of this clinical guideline is the WHO guideline “Clinical management of COVID-19: interim guidance” (27.05.2020), supplemented by the provisions of other WHO documents, as well as clinical guidelines of Great Britain, Belgium, USA and Australia. This guideline, as a living guideline, is a WHO innovation driven by the urgent need for global collaboration to provide reliable data and guidance emerging in the world as the result of numerous randomized clinical trials on COVID-19. The clinical guideline reflects the sequence of evidence on COVID-19 treatment in the world during a pandemic, on the basis of which the treatment strategy depending on the stage of the disease was formed and the decisions to include and exclude drugs in the protocol for COVID-19 treatment were justified, and will be further updated.

How can two enemies, locked into a spiral of fear and insecurity, transform their relationship into a trusting one? Trusting Enemies argues that the field of International Relations has not done a good job of answering this question. This is because it has been looking in the wrong place. Where trust-building has been theorized by the discipline of International Relations, the focus has been on the state and the individual. This book argues that there is a need to appreciate the importance of a new level of analysis in trust research—the interpersonal. In its development of a theory of interpersonal trust between state leaders in adversarial relationships, this book argues that the obstacles to leaders sincerely signalling their peaceful intent can be overcome and that trust-based relationships provide the greatest assurance of accurate signal interpretation. This book examines three cases: the interaction between US and Soviet leaders Ronald Reagan and Mikhail Gorbachev and its role in ending the cold war; the interaction between Indian Prime Minister Atal Bihari Vajpayee and Pakistani Prime Minister Nawaz Sharif and its role in the Lahore peace process of 1998–9; and the interactions across 2009–10 between Barack Obama and Ayatollah Ali Khamenei that did not lead to a breakthrough in the US–Iranian nuclear relationship.

These Guidelines are one of the results of the four-year research project “Open Online Learning for Digital and Networked Society” (2017-2021). The project objective was to enable university teachers to design open and online learning through open and online learning curriculum and environment applying learning analytics as a metacognitive tool and creating open and online learning assessment and recognition practices, responding to the needs of digital and networked society. The research of the project resulted in 10 scientific publications and 2 studies prepared by Vytautas Magnus university Institute of Innovative Studies research team in collaboration with their international research partners from Germany, Spain and Portugal. The final stage of the research attempted creating open and online learning assessment and recognition practices, responding to the learner needs in contemporary digital and networked society. The need for open learning recognition has been increasing during the recent decade while the developments of open learning related to the Covid 19 pandemics have dramatically increased the need for systematic and high-quality assessment and recognition of learning acquired online. The given time also relates to the increased need to offer micro-credentials to learners, as well as a rising need for universities to prepare for micro-credentialization and issue new digital credentials to learners who are regular students, as well as adult learners joining for single courses. The increased need of all labour - market participants for frequent and fast renewal of competences requires a well working and easy to use system of open learning assessment and recognition. For learners, it is critical that the micro-credentials are well linked to national and European qualification frameworks, as well as European digital credential infrastructures (e.g., Europass and similar). For employers, it is important to receive requested quality information that is encrypted in the metadata of the credential. While for universities, there is the need to properly prepare institutional digital infrastructure, organizational procedures, descriptions of open learning opportunities and virtual learning environments to share, import and export the meta-data easily and seamlessly through European Digital Hub service infrastructures, as well as ensure that academic and administrative staff has digital competencies to design, issue and recognise open learning through digital and micro-credentials. The first chapter of the Guidelines provides a background view of the European Qualification Framework and National Qualification frameworks for the further system of gaining, stacking and modelling further qualifications through open online learning. The second chapter suggests the review of current European policy papers and consultations on the establishment of micro-credentials in European higher education. The findings of the report of micro-credentials higher education consultation group “European Approach to Micro-credentials” is shortly introduced, as well as important policy discussions taking place. Responding to the Rome Bologna Comunique 2020, where the ministers responsible for higher education agreed to support lifelong learning through issuing micro-credentials, a joint endeavour of DG Employment, Social Affairs and Inclusion and DG Research and Innovation resulted in one of the most important political documents highlighting the potential of micro-credentials towards economic, social and education innovations. The consultation group of experts from the Member States defined the approach to micro-credentials to facilitate their validation, recognition and portability, as well as to foster a larger uptake to support individual learning in any subject area and at any stage of life or career. The Consultation Group also suggested further urgent topics to be discussed, including the storage, data exchange, portability, and data standards of micro-credentials and proposed EU Standard of constitutive elements of micro-credentials. The third chapter is devoted to the institutional readiness to issue and to recognize digital and micro-credentials. Universities need strategic decisions and procedures ready to be enacted for assessment of open learning and issuing micro-credentials. The administrative and academic staff needs to be aware and confident to follow these procedures while keeping the quality assurance procedures in place, as well. The process needs to include increasing teacher awareness in the processes of open learning assessment and the role of micro-credentials for the competitiveness of lifelong learners in general. When the strategic documents and procedures to assess open learning are in place and the staff is ready and well aware of the processes, the description of the courses and the virtual learning environment needs to be prepared to provide the necessary metadata for the assessment of open learning and issuing of micro-credentials. Different innovation-driven projects offer solutions: OEPass developed a pilot Learning Passport, based on European Diploma Supplement, MicroHE developed a portal Credentify for displaying, verifying and sharing micro-credential data. Credentify platform is using Blockchain technology and is developed to comply with European Qualifications Framework. Institutions, willing to join Credentify platform, should make strategic discussions to apply micro-credential metadata standards. The ECCOE project building on outcomes of OEPass and MicroHE offers an all-encompassing set of quality descriptors for credentials and the descriptions of learning opportunities in higher education. The third chapter also describes the requirements for university structures to interact with the Europass digital credentials infrastructure. In 2020, European Commission launched a new Europass platform with Digital Credential Infrastructure in place. Higher education institutions issuing micro-credentials linked to Europass digital credentials infrastructure may offer added value for the learners and can increase reliability and fraud-resistant information for the employers. However, before using Europass Digital Credentials, universities should fulfil the necessary preconditions that include obtaining a qualified electronic seal, installing additional software and preparing the necessary data templates. Moreover, the virtual learning environment needs to be prepared to export learning outcomes to a digital credential, maintaining and securing learner authentication. Open learning opportunity descriptions also need to be adjusted to transfer and match information for the credential meta-data. The Fourth chapter illustrates how digital badges as a type of micro-credentials in open online learning assessment may be used in higher education to create added value for the learners and employers. An adequately provided metadata allows using digital badges as a valuable tool for recognition in all learning settings, including formal, non-formal and informal.

In home healthcare (HHC) services, patients receive coordinated medical care at home based on previous medical prescriptions. Given geographical dispersion of patients and medical staff within an urban area, the design, provision, and control of HHC service delivery imply a set of complex logistics capabilities that impact service quality. Consequently, the maturity of such capabilities is a key factor to guarantee that patients receive the prescribed medical attention, by the right medical staff, at the right time, and at the right place. Thereby, this chapter presents and assessment of the logistics capabilities maturity of HHC providers certified by the Ministry of Health and Social Protection to provide HHC services in the metropolitan area of the second largest city in Colombia. Results show that an average maturity level of 3.2/5.0 for logistics processes, and 4.0/5.0 for service processes, evidence the need to improve service delivery.

Facing the Internet more and more visual and multimedia as exemplified by pornographic Web sites, we focus here our attention on the use of skin color-related visual content-based analysis along with textual and structural content based analysis for improving pornographic Web site filtering. While the most commercial filtering products on the marketplace are mainly based on textual content-based analysis such as indicative keywords detection or manually collected black list checking, the originality of our work resides on the addition of structural and visual content-based analysis to the classical textual content-based analysis along with several major-data mining techniques for learning and classifying. Experimented on a test bed of 400 Web sites including 200 adult sites and 200 nonpornographic ones, WebGuard, our Web filtering engine scored a 96.1% classification accuracy rate when only textual and structural content based analysis are used, and 97.4% classification accuracy rate when skin color-related visual content-based analysis is driven in addition. Further experiments on a black list of 12,311 adult Web sites manually collected and classified by the French Ministry of Education showed that WebGuard scored 87.82% classification accuracy rate when using only textual and structural content-based analysis, and 95.62% classification accuracy rate when the visual content-based analysis is driven in addition. The basic framework of WebGuard can apply to other categorization problems of Web sites which combine, as most of them do today, textual and visual content.

Hydrogen is the simplest and most abundant chemical element in our universe— it is the power source that fuels the Sun and its oxide forms the oceans that cover three quarters of our planet. This ubiquitous element could be part of our urgent quest for a cleaner, greener future. Hydrogen, in association with fuel cells, is widely considered to be pivotal to our world’s energy requirements for the twenty-first century and it could potentially redefine the future global energy economy by replacing a carbon-based fossil fuel energy economy. The principal drivers behind the sustainable hydrogen energy vision are therefore: • the urgent need for a reduction in global carbon dioxide emissions; • the improvement of urban (local) air quality; • the abiding concerns about the long-term viability of fossil fuel resources and the security of our energy supply; • the creation of a new industrial and technological energy base—a base for innovation in the science and technology of a hydrogen/fuel cell energy landscape. The ultimate realization of a hydrogen-based economy could confer enormous environmental and economic benefits, together with enhanced security of energy supply. However, the transition from a carbon-based(fossil fuel) energy system to a hydrogen-based economy involves significant scientific, technological, and socio-economic barriers. These include: • low-carbon hydrogen production from clean or renewable sources; • low-cost hydrogen storage; • low-cost fuel cells; • large-scale supporting infrastructure, and • perceived safety problems. In the present chapter we outline the basis of the growing worldwide interest in hydrogen energy and examine some of the important issues relating to the future development of hydrogen as an energy vector. As a ‘snapshot’ of international activity, we note, for example, that Japan regards the development and dissemination of fuel cells and hydrogen technologies as essential: the Ministry of Economy and Industry (METI) has set numerical targets of 5 million fuel cell vehicles and10 million kW for the total power generation by stationary fuel cells by 2020. To meet these targets, METI has allocated an annual budget of some £150 million over four years.

Chapter Six focuses on the Government response to Communism at home. Shaped by their wartime experiences of intelligence and security, it argues that the popular perception that Ministers were suspicious of the intelligence services, particularly the Security Service, is unfounded, based largely upon Labour folklore. In fact, rather than viewing MI5 with distain, even alarm, Ministers in the new government were aware of the need for an internal security body; any changes in the security apparatus were the result of the recommendations made by Sir Findlater Stewart, whose report of November 1945 is examined here for the first time. The chapter also looks at the development of Whitehall security procedures using the minutes and memoranda of the Committee on Subversive Activities (GEN 183). It argues that, as in the field of British policy towards Russia, domestic countermeasures measures against Communists in the civil service were hidden until the spring of 1948 after attempts at Anglo-Soviet rapprochement finally broke down. Despite the introduction and later expansion of vetting, Ministers sought to balance anti-Communist measures alongside the need for freedom of speech and liberty. Nowhere is this clearer than in discussions for domestic anti-Communist propaganda. While the Labour Party and other organisations had participated in the distribution of such material, IRD had no specific mandate to conduct its activities at home. However, after the outbreak of hostilities in Korea, Ministers authorised a domestic campaign aimed at influential sections of the British public, with the study looking at the early development of this campaign, revealing IRD’s domestic activities in education, industry and the armed forces.

With the adaption of The Association of Southeast Asian Nations (ASEAN) and The Southeast Asian Ministers of Education Organization (SEAMEO) since the early 1960s, the quality within the higher education institutions (HEIs) has improved locally, regionally, and globally. However, there is still a need to harmonize the HEIs communities who were striving for more dynamic, resilient, sustainable corporations. This chapter aims at exploring quality assurance, culture acceptance, cultural management, and a selection of educational models within Southeast Asia, through critical analysis of current HEIs models while suggesting a theoretical framework based on QA tied to HEIs institutions to explore policies, procedures, scope, funding, and instruments to support strategies within open universities. The benefit of having this additional layer of quality assurance is to give guidance towards policies associated with economic growth towards harmonization of global HEIs. This robustness within the education sector has allowed the quality of export to become more financially appealing.

The introductory chapter gives an introduction to various aspects of religious citizenship. Drawing on an understanding of citizenship based on human rights, we present the UN documents and conventions that promote rights for persons with disabilities. We also present the most basic models of disability theorized within Disability Studies. Turning to the religious aspects of citizenship, we discuss important contributions from disability theology such as diversity as a gift given by God in creation, and images of God as a vulnerable, even disabled God through Christ’s incarnation. The World Council of Churches has contributed to a rights-based theological understanding of disability through the documents A Church of All and for All and The Gift of Being. These documents are introduced. The chapter also discusses diaconal perspectives on disability. We argue that the former diaconal practice of segregation, and the distinction between ‘able-bodied’ helper and disabled recipients of diakonia is gradually being replaced. Instead we see the emergence of a disability diakonia where vulnerability is reconfigured as something that affects all of humanity, and where communities of mutual support and generosity become the norm. Finally we discuss the ethical aspects of religious citizenship, arguing that the various professions involved in securing religious citizenship for all (e.g. health workers, social workers, ministers, deacons and religious educators), need to reflect on their professional praxis in order to have a human rights based approach that secures equality.

Countries around the globe are struggling with the rising cost of delivering health care. In the developed world, this trend is enforced by aging demographics and emerging forms of expensive medical interventions. Disease prevention, early disease detection, and evidence- based disease management are key for keeping health care systems sustainable. Electronic information management has been recognized as a central enabler for increasing the quality of health care while controlling the cost of delivering it. Secondary care facilities (e.g., hospitals) and laboratories have made use of electronic information systems for decades. However, the primary care sector has only recently begun to adopt such systems on a broader scale. The benefit provided by each system in isolation is limited since citizens generally receive their care from a multitude of providers. Health care information systems need to interoperate in order to enable integrated health information management and consequently attain the declared qualitative and economic objectives. Many industrial countries have begun to create common infrastructures for such an integrated electronic health record (EHR) (Blobel, 2006). Different approaches exist, ranging from centralized databases to highly distributed collections of mediated provider-based systems. This chapter describes the architecture of the Canadian infrastructure for health information management, which can be seen as a compromise between a fully centralized and a fully distributed solution. While in Canada the delivery of health care is a matter of provincial territorial authority, the health ministers of all provinces and the federation have created a joint organization called Health Canada Infoway with the mandate to develop an architecture for and foster implementation of a joint interoperability infrastructure for EHRs in Canada. The second major version of this architecture has now been released, and provinces have begun to implement it. The solution is based on the paradigm of a service-oriented architecture (SOA) (Erl, 2004) and embraces a range of domain-specific and technical standards. It leverages and integrates existing investments in health information systems by making them available through interface standards-conform interface adapters. The Canadian EHR architecture has received attention beyond the Canadian context. This chapter reports on this architecture, its enabling technology paradigms, experiences with its implementation, and its limitations.

COVID-19 pandemic, which is now happening worldwide, has a massive impact on many parts of our daily life. One of the affected aspects is education. The education system during the COVID-19 pandemic should fit the health protocol, which has been recommended by the World Health Organization (WHO) and The Ministry of Health of the Republic of Indonesia. Both students and lecturers are demanded to keep conducting the learning process virtually in their own houses by online learning. However, online learning support facilities used in UPN "Veteran" Yogyakarta University are still lacking and not centralized yet; thus, every department needs to prepare their needs autonomously. Geological Engineering Department surveyed supporting facilities needs as an essential preparation of the online academic system. The survey was conducted through an online form and was filled by 273 respondents who are active students of the Geological Engineering Department, (1) UPN "Veteran" Yogyakarta University. Almost 85% of the respondents expect learning information system which covers attendance list, announcement, and online interactive media, which is mobile-based in order to be easy to access and use. Based on the result of the survey, Geological Engineering Department is planning to produce an Android-based app with an attendance list and social media features inside. The social media feature is able to be used by students and lecturers to interact with one another, especially discussing online learning.

In the era of fossil fuel shortage and soaring oil prices under the condition of severe environmental problems we are facing now, an increasing need for sustainable development of new energy technology as a substitute of fossil fuel has become an issue of great concern throughout the world. Most of energy consumed in Korea, over 96%, is imported from foreign countries, especially Middle East. Korea is now ranked the 10th energy consumed country in the world. That is why we are interesting in hydrogen economy. As a result, hydrogen and fuel cell technology was selected as one of economic growth engines for next generation, and strongly supported by Korea government. Also, the government set Hydrogen Economy Policy in 2005. There are four R&D programs on hydrogen and fuel cell in Korea. Two of them are supported by MEST (Ministry of Education, Science and Technology) and others are funded by MKE (Ministry of Knowledge Economy). The hydrogen production technologies examined in Korea cover 3 main bases, fossil fuel, renewable energy including bio-hydrogen technology, and nuclear power. In October 2003, Korean government launched Hydrogen Energy R&D Center (HERC) as a member of the 21st Century Frontier R&D programs supported by the Ministry of Education, Science and Technology (MEST). The HERC has conducted research on the key technologies for the production, storage, and utilization of hydrogen energy for expediting realization of hydrogen economy based on renewable energy sources. The main purposes of this paper are to overview the current status of research programs conducted by Hydrogen Energy R&D Center based on the patent applications as well as research topics and to introduce specific achievements in each research program.

Основное внимание уделяется понятию «финансовая культура» и способам ее формирования. Представлены пять таких методов, предложено применение междисциплинарного подхода при воспитании финансово-грамотного населения нашей страны. the article is devoted to the current problem of increasing the level of financial literacy of students of higher educational institutions. Based on the analysis of the financial literacy rating of the population of Russia compiled by specialists of the Ministry of Finance of Russia, the need for increasing the level of education of students is identified. The main attention is given to the concept of financial culture and the ways of its formation among students. As a result, five such methods are presented, and it is also proposed to use an interdisciplinary approach in educating the financially competent population of our country.

One of the aims of the Colombian Ministry of Defense in the field of science and technology is to develop and build in-house simulators for training. An important prerequisite in the development of these types of simulators is to have accurate knowledge about the forces that act on the particular type of ship being considered. In the pursuit of this objective, the Science & Technology Corporation for the Development of the Shipbuilding Industry in Colombia — COTECMAR has established a research program for the development of physics-based models to predict the generalized forces acting on maneuvering ships. The following article proposes a mathematical model capable of providing the simulator with calculations for the hydrodynamic forces acting on three types of ships: displacement ships, submarines and planning hulls. Derived from slender-body theory (SBT), the mathematical model presented minimizes computational time and eliminates the need for experimental data, making it possible to use the calculation of hydrodynamics forces at the initial stages of design when the geometry of the ship is constantly revised and the effect of those changes in the dynamic performance of the ship needs to be assessed. The article explains the mathematical model proposed and its modular nature, compares existing numerical and experimental data with results obtained from this study for the three case studies selected: displacement ships, submarines and planing hulls.

Working closely with the UK Ministry of Defence (MOD), Smiths has developed a Fleet and Usage Management System (FUMS™) to enable proactive fleet management and continuous diagnostic/prognostic improvements through a single fusion and decision support platform for helicopters, aeroplanes and engines. This paper gives an overview of a suite of FUMS™ algorithms that have been successfully developed for gas turbine applications and validated using a large volume of engine data. The system has been used to analyse both airborne acquired data and ground test-bed data. The system algorithms have been targeted at evaluating the following: stresses of compressor components, thermal transient stresses of turbine components, fatigue. Total Accumulated Cycles (TAC), engine vibration, neural network based performance/degradation and, Usage Indices (UIs) that summarise engine parameters and at the same time indicate the life/condition of engine components. By operating on data from the same engine on two test-beds, the system can be used to normalise the engine vibration and reconcile any differences in vibration-based acceptance/rejection criteria: these differences can result in the acceptance of an engine for on-wing operation at one site and the rejection of the engine at another site. The paper also gives an overview of the FUMS™ intelligent management software, which has allowed the MOD to plug-in 3rd party applications. In this way, MOD can evaluate, verify and procure engine technologies developed by various suppliers and build engine applications from these technologies without the need for software re-writing.

The events related to climate change are recently challenging the Slovenian urban planning. One of them are the floods in urbanised areas that call for a radically new approaches to how the urban built structure is organised and managed. The continental (and largest) part of Slovenia has a subalpine climate which has been traditionally characterised by a moderate precipitation throughout the year. This is now being changed as the larger amounts of water fall on the ground in a shorter period. As the current urban structure is not shaped in accordance with these new circumstances, parts of the cities are getting flooded more often. Some mitigation measures have been implemented, however to address the issue comprehensively new urban planning approaches are needed too. The paper will present one of the tools that has been developed within the endeavours of the national Ministry of Spatial Planning to reform the urban planning system to better reflect the changes posed by the climate change. It is related to the urban design criteria for building plots planning. To allow the rainfall to penetrate the soil as soon as the precipitation reaches the ground, new measures in organisation of the building plots will be provided. The current system defines the percentage of the built-up area within the plot but does not consider the permitted percentage of the paved open spaces (which do not allow the water to penetrate into the grounds), therefor it will be supplemented by the new measures based on the ability of the plots to allow the penetration of the water. The paper firstly presents the current system of building plots regulation within the Slovenian planning system. It then reports the results of the extensive analyses that focused on the existing characteristics of building plots for different building typologies across the country (housing, production, trade, public services) with the aim to map the state of the art in terms of the potential of the existing building plots to allow the water to flow into the grounds. The third part explains the methodological framework for the new approach to the building plots regulation. The last part presents the newly proposed approach and relates it to other urban design tools that need to support the implementation in practice. The concluding section relates the lessons learnt in Slovenian case to the similar situations elsewhere and stress the responsibilities that the urban planning and design have in providing future urban environments that will ensure the environmentally just living conditions for all.

This paper proposes that the pilot field be created to apply the Adaptive Management Technique in order to promote the policy of large-scale restoration of the tidal flat/shallow sea. It will be a case study in Tokyo Bay, a major enclosed urban sea in Japan. The motif and background of the study are stated in the beginning. Creation of the symbiotic structure with marine life, of which the artificial tidal flat is a representative example, is more and more in need as a new direction of port environmental policymaking. This paper discusses that the creation of large-scale tidal flat will be especially effective in Tokyo Bay, a highly reclaimed and enclosed sea and that an innovative technical approach is necessary in view of the long-term efforts. First, an artificial tidal flat built in the past, Itsukaichi Area Artificial Tidal Flat in Hiroshima Prefecture, was analyzed to identify its technical problems. Based on what occurred in this case, the need for a new technical approach to practice the Adaptive Management Technique is discussed. Secondly, Tokyo Bay is taken up as a case study. With the ultimate goal of restoring the tidal flat/shallow sea on a large-scale, it is proposed that small pilot fields be created in the Bay and that the Adaptive Management Technique be applied. Technical and social problems will be addressed step by step in the pilot field, which will be gradually expanded. They are open experimental fields, where systematic observation will be conducted. Technically appropriate structure of the tidal flat will be assessed. The pilot field will also be a forum where consent and support of those concerned including citizens and non-specialists is sought. Furthermore, “Shiosai no Nagisa,” an artificial tidal flat with a reinforced seawall in Port of Yokohama is examined from the viewpoint of the Adaptive Management Technique. It was built by Kanto Regional Bureau of Ministry of Land, Infrastructure, Transport & Tourism in 2008.

The energy shortage in Brazil prompted for the need of alternative and reliable energy sources that could be put into operation in a short period of time while being environmentally friendly and with flexibility to be installed around the country, taking advantage of the existing electric grid and therefore minimizing overall investments. Gas fired power plants proved to be the best selection, which covered all the requirements. The Ministry of Mines and Energy of Brazil set a program addressing initially 55 thermo power plants totaling about 20,402 MW. From this total 18,263 MW of installed power was from 49 gas fired power plants demanding gas volumes in the range of 88 MMm3/d most of this power to be available from 2001 to 2003. With this challenge, Petrobras has started to design a gas pipeline network expansion plan with investments of more than 1 billion US$ for its system alone, including new gas pipelines, new compressor and custody transfer stations and loop lines. In line with this expansion project more investments are required for the Bolivia-Brazil Gas Pipeline in Bolivia (0.2 billion US$) and Brazil (0.35 billion US$), and the new gas pipeline from Argentina to Brazil (0.25 billion US$) totaling 1.8 billion US$ of additional investments in gas pipeline expansion. All of this expansion design was based on technical and economic analysis that took into consideration the availability of gas supply from Brazil, Bolivia and Argentina. This paper presents the scope of the expansion, the technical and economical assumptions and the hydraulic simulation that was used to allow an investment decision.

This paper will focus on the possibilities of puppetry and opera in early childhood education studies (ECE), and among children in day care in a class of twenty 4−5-year-olds. The research centres around 200 university students in the middle of a project on opera and puppetry in their ECE programme. Opera is about strong emotions (see Trevarthen 2012, 263), and puppetry is a vehicle to make feelings visible (Lintunen, 2009, Majaron 2012, 11, Scheel, 2012). Puppetry and opera can be used in collaboration, and they are combined in this ECE programme as a part of the university studies in drama and literary arts. A method called Pritney has been created to realize the project. The theoretical background consists of puppetry and literary arts. The paper will present some findings from cases in which puppetry and opera have been used experimentally with ECE students, and subsequently with kindergarten children. There is a need for collaborative encounters during the processes of puppetry and opera. Based on the observations and remarks of university students doing their puppetry and opera project, this paper considers the value of conveying puppetry and opera to a child audience as a stimulation for curiosity and emotions. All this reflection is followed by the examples of practice in ECE studies. Performing opera with puppets is beneficial. In summary, the artistic experiments created by puppetry and opera are valuable in transferring cultural heritage and creating aesthetic and pedagogical moments. There is also a short consideration of a project called “Rinnalla−Hand in Hand” (2018−2020) funded by Finnish ministry of education, in which the Pritney method is further developed (see also Suvilehto 2019).

Agrarian sector occupies a special place in the structure of the economy. The article presents the characteristics of this segment and its infrastructure in Ukraine. The transition to a market economy requires the formation of an appropriate market environment, without which the civilized market and agrarian, in the first place, cannot work normally. Agrarian producers independently choose channels for selling their products, forms of sales and sales of resources and use various intermediary structures in their economic activities. All these activities lead to the need to collect, accumulate and process growing information streams that farms have to use efficiently and in a timely manner. The harmonious development of the entire system of social production and food security of the country depends on the effective functioning of all available infrastructure components. Based on the foregoing, it is possible to understand that this topic is extremely important and require the research. The goal of the article is to investigate the condition of the agricultural market and its infrastructure in Ukraine. It was described the main problems of agriculture. To make the research about the topic, it was necessary to use data from the official site of State Statistic Service of Ukraine. It was analyzed the project Strategy for the development of the agrarian sector in Ukrainian economy for the period up to 2020. This project is developed by the Ministry of Agrarian Policy and Food of Ukraine. Also, it was needful to use synthesis, analysis, deduction, induction, and comparison methods. As a result of research, we described possible ways to resolve main problems in this sphere, made the analysis of the main statistical data which are related to the agrarian sector.

The Zanzibar Ministry of Education and Vocational Training (MoEVT) and the World Bank (the Bank) approached the EdTech Hub (the Hub) in April 2020 to explore the feasibility of implementing a Virtual Learning Environment (VLE). The Hub was requested to focus primarily on the deployment of a VLE in lower secondary education, and this report consequently focuses primarily on this group. The report is structured in four sections: An introduction to provide the background and guiding principles for the engagement with a short overview of the methodology applied. An analysis of the Zanzibar education system with a particular focus on elements relevant to deploying a VLE. This includes the status of ICT infrastructure, and a summary of the stakeholders who will play a role in using or implementing a VLE. A third section that discusses types of VLEs and content organisation, and their applicability to the Zanzibar ecosystem. A conclusion with recommendations for Zanzibar, including short- and long-term steps. In this collaboration with Zanzibar’s MoEVT, the Hub team sought to understand the purpose of the proposed VLE. Based on discussions and user scenarios, we identified two main education challenges a VLE may help to resolve. In the short term, students cannot go to school during the COVID-19 crisis, but need access to educational content. There is content, but no flexible and versatile platform to disseminate content to all students. In the long term, a mechanism to provide students with access to quality, curriculum-aligned content in school, or remotely, is required.
