Resumen
In 1892 fifty-five former election officials began serving prison terms at hard labor for their actions at 16 precincts during the election of 1889 in Jersey City, New Jersey. A legislative investigation had concluded that approximately 10,000 fraudulent ballots were cast that year—more than one-third of the city’s votes (Sackett 1895: 321–55; McCormick 1953: 171–73). For many observers the episode’s most remarkable feature was not the criminal behavior but the arrest and conviction of the perpetrators. Contemporary accounts of Gilded Age politics attest to electoral chicanery in virtually eve

This study examines the case of Jacob S. Harden, a young Methodist preacher who in 1860 was tried, convicted, and executed in a rural town in the state of New Jersey, United States, for the murder of his wife. The study focuses on the controversies raised in the North American press regarding the case, and how these controversies reflected some evolving ideas in the United Sates at the time: ideas regarding criminal psychology, the causes of criminality, the possibility of prison rehabilitation, the relationship between the clergy and radical movements of reform and social experimentation, and

After years of tough-on-crime politics and increasingly punitive sentencing in the United States, economic, political, and social shifts in the 21st century have created new opportunities for opponents of the penal status quo. By 2013, a majority of states had enacted some type of reform aimed at reducing prison populations. An emerging body of punishment and society scholarship seeks to understand the possibilities and characteristics of reform efforts by examining enacted state legislation. In this article, we use a unique data set of all proposed and passed bills in three legislative sessio

In this paper we explore the rise of anti-gambling apps in the context of the massive expansion of gambling in new spheres of life (online and offline) and an acceleration in strategies of anticipatory and individualised management of harm caused by gambling. These apps, and the techniques and forms of labour they demand, are examples of and a mechanism through which a mode of governance premised on ‘self-care’ and ‘self-control’ is articulated and put into practice. To support this argument, we explore two government initiatives in the Australian context. Quit Pokies, a mobile app project bet

IntroductionAccounts of criminals, their victims, and their pursuers have become entrenched within the sphere of popular culture; most obviously in the genres of true crime and crime fiction. The centrality of the pursuer in the form of the detective, within these stories, dates back to the nineteenth century. This, often highly-stylised and regularly humanised protagonist, is now a firm feature of both factual and fictional accounts of crime narratives that, today, regularly focus on the energies of the detective in solving a variety of cases. So familiar is the figure of the detective, it se

Abstract The 1950s was a unique period of reform that gave jazz musicians new opportunities to build an active jazz scene, though not without serious challenges. Chapter 2 develops the idea of association, a collaborative music-making that relies on the institution’s support and therefore is tied to the multiple missions of incarceration. Association, the act of coming together for a common purpose, is inherent to music anywhere. But the folkloric notions of prison music as an individual endeavor obscured the prolific jazz practices that dominated Angola’s musical activity in the 1950s. This c

Investments in criminal justice have been expanding over the decades especially as specific outcomes have been sought to address the issues surrounding crime and public safety. Reducing crime and the rate of imprisonment can both significantly impact public safety and cost savings, as well as address outcomes for the justice-involved population in reducing the rate of return to imprisonment, or recidivism. Lessening sentences for non-violent crimes and expanding drug courts as an alternative to incarceration, along with other major criminal justice reform, have led some states to experience a

Most histories of parole trace its roots to Australian and Irish precedents, overlooking the Prison Association of New York’s role in monitoring and assisting discharged prisoners, both males and females. This chapter explains how a philanthropic organization established in the mid-1840s promoted the reformatory ideal and the notion that the discharge of prisoners must be earned through moral reform. Its executive members, among the leading penal theorists of the nineteenth century, became the foremost critics of the pardon power as a personal mode of discretion in need of replacement by a cou

Chapter 6 continues to explore the consequences of penal reform for the provision of education in prisons in the mid-Victorian period. It focuses, in particular, on the delivery of education in prisons. Although the use of separation for reformatory purposes was largely discredited after 1850, a new generation of penal reformers was attracted to its painful properties. In order to limit association in prisons even further, penal reformers insisted on the implementation of cellular instruction: one-to-one tuition delivered by teachers to prisoners in their cells. This transformed the experience
