In 2002 in New York State, we collected king fruit of `Gala' and `Red Delicious' on fruiting spurs from 0 to 66 days after full bloom (DAB). In 2003 in Washington State, we collected king fruit of these cultivars from 14 to 62 DAB. At each collection we determined radial cell number across the fruit cortex and developmental stage of the embryo and endosperm in seeds. Fruit diameter was slightly greater in Washington fruit than in New York fruit until about 40 DAB; thereafter, New York `Delicious' outgrew Washington `Delicious', while `Gala' in the two climates (and two different years) grew identically. The New York fruits had a much earlier rise in fruit growth rate and maintained a slightly higher rate throughout the period. The cortex thickness of Washington fruit was greater than that of New York fruit for both cultivars. Most rapid cell division in the cortex occurred between 10 and 28 DAB and, by 40 DAB, most cell proliferation had ceased. The Washington fruit formed more cells across the radius than did New York fruit. Cortex thickness increased with respect to increase in cortex cell number about 30% to 40% faster in Washington fruit than in New York fruit. Developmental stages of embryos and endosperm followed a sigmoid time pattern for both cultivars in both states. By 60 DAB, embryos and endosperm reached their maximum stage of development. In both cultivars and states, cell divisions were nearly completed by the time the embryo and endosperm approached stage 3: for embryos this is the heart-shaped stage, for endosperm it is near completion of cell wall formation. The completion of wall formation in the endosperm, the near completion of cortex cell division, and the generation of the cotyledons and apical meristems in the embryo are highly correlated processes. We saw no evidence that endosperm development precedes embryo development.

Abstract Programs to encourage labor market activity among youth, including public employment programs and wage subsidies like the Work Opportunity Tax Credit, can be supported by three broad rationales. They may (i) provide contemporaneous income support to participants; (ii) encourage work experience that improves future employment and/or educational outcomes of participants; and/or (iii) keep participants “out of trouble.” We study randomized lotteries for access to the New York City (NYC) Summer Youth Employment Program (SYEP), the largest summer youth employment program in the United States, by merging SYEP administrative data on 294,100 lottery participants to IRS data on the universe of U.S. tax records; to New York State administrative incarceration data; and to NYC administrative cause of death data. In assessing the three rationales, we find that (i) SYEP participation causes average earnings and the probability of employment to increase in the year of program participation, with modest contemporaneous crowdout of other earnings and employment; (ii) SYEP participation causes a modest decrease in average earnings for three years following the program and has no impact on college enrollment; and (iii) SYEP participation decreases the probability of incarceration and decreases the probability of mortality, which has important and potentially pivotal implications for analyzing the net benefits of the program.

Purpose The purpose of this paper is to explore the patterns and determinants of the division of household tasks within couples in countries under different welfare-state regimes. Design/methodology/approach The paper investigates data on “urban middle- and upper-class” couples living in New York, Paris or Tokyo area, from a 2007 international comparative time-budget survey carried out at the initiative of the Rengo-Soken Research Institute. Each partner was interviewed separately, offering a unique statistical source for analysing the organisation of domestic time. Findings The results shed light on the degree of proximity among the three populations in their housework-sharing arrangements. Greater parity in partners’ housework time is found for the New York couples, regardless of their occupational activity. In Paris and especially in Tokyo, other demands on the partners’ time and the contribution each makes to the household income both impact the actual division of household labour. Research limitations/implications The partners’ gender ideology was not elicited, and inclusion of lower-class couples could change certain results. However, the findings attest to the strong role that welfare-state regime plays in shaping housework time allocation. Originality/value Unlike other international comparisons, the survey used enables us to ensure strong comparability of measures. The welfare-state regime and family model frameworks clearly highlight the interplay between individual determinants and the institutional context.

AbstractThis paper explores issues of agricultural sustainability in relation to arguments to sustain the family labor farm and the theoretical justification for the recent increase in smallerscale milk processors and differentiated dairy product markets. Using a population of New York State dairy farm households, we identified farm structural variables that influence farmers' use of chemical pesticides and fertilizers and their consideration of intensive rotational grazing. Milk sales, division of hired labor on the farm, and ownership arrangements are found to be interrelated and predict relative use of chemical pesticides and fertilizers within a “conventional” confinement feeding system. Marketing strategies predict production practices within a confinement feeding system less reliably but do predict whether the farm has considered adopting an intensive grazing system. Farms that have higher saks, that use hired labor more extensively, and that are not single family operations are more likely to use chemical pesticides and fertilizers. Farms that sell to differentiated markets are more likely to look favorably on an eventual switch to an intensive rotational grazing system.

This article describes the experiences of the New York State Division of the Budget over the past ten years with the decentralized administration of an organizationally-based system for selecting and developing employees for promotion. This system assesses candidate training and experience against the requirements of the position to which they aspire as well as recent job performance on behaviors relevant to performance in the promotional position. Overall, both managers and candidates have found the system to be more effective than traditional written/oral exam processes in furthering career development within the Division, selecting employees for promotion, and rewarding current performance.

It is hypothesized that the subnational, interregional location of foreign direct investment is influenced by the country of origin, the industry, and the specific functions of the investment. The authors studied these characteristics of 1163 foreign-owned business establishments in New York State, comparing them with the location, industry specialization, and occupational structure of five regions of New York State. Foreign-owned businesses take full part in the spatial division of activities across the state. Indeed, in some cases the special needs of foreign-owned business have led the specialization of regions' industry and activity mixes. Where a region's sectoral or activity mix is not greatly reinforced by the foreign-owned activities in the region, it is usually because of the intervening effects of source-country specialization or source-country locational proclivity.

The United States Court of Appeals for the Second Circuit recently upheld United States District Court for the Eastern District of New York Judge's denial of petitioner's application for a writ of habeas corpus. The Court held that it was not objectively unreasonable for the Appellate Division to conclude, in light of clearly established federal law as expressed by the Supreme Court of the United States, that a New York statute providing for the recommitment of specific defendants who plead not responsible by reason of mental disease or defect (NRRMDD) under a mere “preponderance of the evidence” standard does not violate either due process or the equal protection clause of the Fourteenth Amendment.

Trudi C. Miller died on September 30, 2003, after a brief illness. After earning a BA in English from Cornell University and a Ph.D. in political science from the University of North Carolina at Chapel Hill, she spent most of her career at the National Science Foundation. After a brief stay at the State University of New York at Buffalo, she moved to NSF, where she rose to be the program director for the Decision, Risk and Management Division of Social and Economic Science.

One of the most important and distinguished geologists in the history of the earth sciences was Ebenezer Emmons Sr., father of the Taconic System. The overthrust which places Lower Cambrian rocks in contact with Middle Ordovician rocks, known as Emmons' Line, formerly Logan's Line, is a segment that extends from Canada through New York, and as far south as Alabama. Emmons, a graduate of Rensselaer in the first class of 1826, was inspired by Amos Eaton. Emmons became junior professor at Rensselaer in 1830, a position he held for ten years, and while serving there, was appointed State (Chief) Geologist of the northern Geological District of the New York State Geological Survey in 1836. He named the Adirondack Mountains (1838), and the Taconic Mountains (1844, 1846) and acquainted the public with these regions. Emmons had noted the presence of a group of rocks between the Potsdam Sandstone, the oldest of the then recognized sedimentary formations in New York, and what was called then the Primitive Rocks of Central Vermont. Emmons inferred that the deformed rocks in Washington County, New York, north of Troy, New York, were older than any fossiliferous rocks then known. For these oldest fossil-bearing rocks he coined the name Taconic System. Emmons later became state geologist of North Carolina, spreading the influence of Rensselaer, and promoted his ideas of the Taconic System.Emmons' student at Rensselaer, James Hall became the chief American paleontologist of his era and one of the greatest American scientists of the 19th century. Emmons and Hall ‘dueled’ over the age of the Taconic rocks, a disagreement that became known as the Taconic controversy. Hall said they were younger, whereas Emmons claimed them to be older. This division led to suit and counter suit, and ultimately Emmons was forced to leave New York as a result of a court decision favoring Hall. Emmons and Hall are buried next to each other at the Albany Rural Cemetery in Albany, New York. The argument over the Taconic fossils raged for many years, and ultimately Emmons was vindicated, for Joachim Barrande, the chief student of European Paleozoic faunas, agreed with Emmons. The Taconic rocks of Troy, New York, are comparable in age and lithology to the rocks of the district near Prague which have been named Barrandian after Barrande. The American Museum of Natural History in New York honors "Scientists Who Have Served the State of New York and the Nation"; this list includes four geologists, three of whom are from Rensselaer. The first listed is Eaton, founder of Rensselaer, and last is Ebenezer Emmons.

This article outlines in considerable detail Cornell University's Employee Assistance Education and Research Program which is funded by the New York State Department of Alcoholism and Alcohol Abuse, in cooperation with the Christopher D. Smithers Foundation of Mill Neck, NY. It utilizes an academic curriculum in combination with field experience to further develop the EAP profession. It has been on-going since the Fall of 1985 in various New York State cities (Syracuse, New York, Rochester, and Albany) and will soon expand to include Buffalo and Long Island. The authors were assisted with implementation of the program by Bernard Flaherty, who acts as its co-director, and who is Director of the Central District of Cornell's Extension Division of the School of Industrial and Labor Relations. In addition, the article addresses a dilemma faced by personnel executives as they try to reach decisions about how to assure quality in the EAP programs, and in the personnel who staff them. On the one hand, they seek practical, applied programs that can be readily implemented and attractive to employees. On the other, there is a need to feel confident that the EAP personnel they employ are thoroughly acquainted with the workplace, and with the treatment place, and have a sound understanding of the emotional disturbances that cause troubled employees to be poor performers.

The majority of American student-athletes participate in National Collegiate Athletic Association (NCAA) programs. Those programs are categorized into three different Divisions, which demonstrate differences in athletic scholarship support, level of competition, and philosophy. Among them, Division III (DIII) institutions account for the highest percentage of schools who play collegiate sports, followed by Division I (DI). Recent events and evidence on depression and suicide, anxiety, disordered eating and eating disorders, and substance use and abuse have raised awareness on mental health difficulties in this specific population of young adults. The purpose of this study is to add to the current state of knowledge by investigating whether there are differences in the promotion of a wellness lifestyle between a DI and a DIII university. Using an online interview created by Côté, Ericcson, and Law (2005) all student athletes from both Rice University (DI) and State University of New York (SUNY) at Plattsburgh (DIII) were recruited via email. Sixty-three participated from Rice and 90 from SUNY Plattsburgh. The response rate was 17% and 29%, respectively. Descriptive statistics and parametric tests were used in data analysis. By comparing these two case studies, differences with statistical significance were found in the current activities of sleeping, socializing, school/career, and studying. These differences infer that a DIII school may be promoting a wellness lifestyle more than a DI school. Possible limitations are the use of unequal samples and self-reported data. Future research on comparing more cases of different Division schools is recommended.

This study describes the investigation of two factors that researchers have argued can significantly influence knowledge management, namely user expertise and the epistemic nature of the problem. It is surprising that while researchers consider these factors essential to successful KM, they have not, heretofore, been tested and evaluated. In order to test these two factors, the well accepted and widely referenced F&M model was employed as a benchmark framework. Building upon this framework and using both qualitative and quantitative research methods, data from the New York State Office of State Comptroller’s Local Government Services division was collected and analyzed. Based on the data collected from the agency, two modifications to a key knowledge management model, the Firestone and McElroy (2003) Model are proposed, as well as four recommendations for chief the knowledge officer in this organization.

AbstractThe domination of the world system by the nation-state poses a formidable challenge to modern Islamic political and juristic discourse, especially when the state is secular and non-Islamic. In this article, I examine a collective fatwā, issued a few weeks after the September 11 attacks on Washington D. C. and New York City. The fatwā gave permission to American Muslim soldiers to participate in the American military efforts against the perpetrators of the attacks, even if that involved the declaration of war against a Muslim country. By giving such permission, the fatwā implies that the principle allegiance of the American Muslim soldier is to his own country, especially in a situation of war. Issued by a group of Muslim 'ulama' and intellectuals with a Salafī-reformist background, this fatwā represents an Islamic attempt by Muslims to address some of the major changes in the world system. I also examine Muslim opposition to the fatwā, mostly from other Islamic Salafī circles, which points to a profound division within Salafism.

AbstractThe discourse of postwar modern architecture is dominated by historical accounts that easily describe the processes of modernization in Turkey during the Cold War as a unilateral flow of ideas and expertise from the United States. Yet, the relation between benefactor and beneficiary is much more complex. This article explores culture production as a state function and intellectual practice through which bureaucrats and intellectuals representing the state agencies disseminated Americanism as common sense in postwar Turkey. Drawing on the cultural activities of two parallel organizations, the Turkish Information Office (TIO) acting in New York and the United States Information Service (USIS) in Turkey, it illustrates how the intricate relations among ideology, politics, and architecture affect the practices of bureaucrats and their audiences in the process of culture production. Promoting ideologies of Americanism, these organizations simultaneously popularized American architects and their buildings to their audiences. The comparative analysis of two case studies, the photo book Talking Turkey by the TIO and the Architecture Series of the Voice of America Forum Lectures, demonstrates how the division created between information and culture as two separate functions of foreign diplomacy perpetuated similar divisions in architectural discourse such as the iconic and the ordinary.

A method is described for fitting the velocities obtained from progress curves to a steady-state rate equation. It is based on the method of Markus & Plesser [(1981) in Kinetic Data Analysis: Design and Analysis of Enzyme and Kinetic Data (Edrenyi, ed.), pp. 317-339, Plenum Press, New York]. The obstacle of needing good initial estimates of kinetic parameters is removed by using the parameters provided graphically by a minor modification of the method of Yun & Suelter [(1977) Biochim, Biophys. Acta 480, 1-13]. This progress-curved-based method allows the same discrimination among rival models as do the initial-velocity-based methods, with a great saving of experimental time. Purpose The purpose of this paper is to investigate the relationship between rates of firearm homicide in New York State (NYS) and indicators of access to and quality of healthcare from 2011 to 2017. Design/methodology/approach Utilizing data from the NYS Division of Criminal Justice Services Uniform Crime Reporting Supplemental Homicide Reports and Robert Wood Johnson Foundation County Health Rankings Program, a county-level ecologic study was conducted, descriptive statistics provided and multivariable analyses conducted to determine the associations between critical indicators of county health and firearm homicide. Findings The majority of firearm homicide victims (n=2,619) were young, Black, men and the highest rates of firearm homicide were situated in urban centers. Subgroup analyses excluding large urban centers and controlling for key demographics illustrated that those counties with lower rates of clinicians were significantly associated with higher rates of firearm homicide. Research limitations/implications Despite challenges integrating two large data sets, the present findings were able to illustrate the critical relationship between access to healthcare and prevalence of firearm homicide. Practical implications The results of this study reinforce the importance of access to primary healthcare services and its relationship to critical health outcomes. Social implications In urban settings, firearm homicides disproportionately impact young Black men, who are among the least likely to have access to healthcare. In more rural areas, access to healthcare is related directly to improved health outcomes, including reduced rates of firearm homicides. Originality/value This is the first study to explore and subsequently establish the relationship between indicators of community health and firearm homicide in NYS.

Neumann discusses the role of anxiety in politics. The article asks: How does it happen that the masses sell their souls to leaders and follow them blindly? On what does the power of attraction of leaders over masses rest? What are the historical situations in which this identification of leader and masses is successful, and what view of history do the men have who accept leaders? For answering these questions, the author suggests a combination of political economy, Freudian political psychology, and ideology critique. He sees anxiety in the context of alienation. Alienation is analysed as a multidimensional phenomenon consisting of economic, political, social and psychological alienation. Neumann introduces the notions of Caesaristic identification, institutionalised anxiety and persecutory anxiety. He obtained a doctoral degree in legal studies at the University of Frankfurt with the dissertation „Rechtsphilosophische Einleitung zu einer Abhandlung über das Verhältnis von Staat und Strafe“ (A Legal-Philosophical Introduction to A Treatise on the Relationship between the State and Punishment). Neumann became the German Social Democratic Party’s (SPD) main legal advisor at a time when the Nazis and Hitler gained strength in Germany. At the time when Hitler came to power in 1933, the legal office had to be closed and Neumann had to flee from Germany. In London, he in 1936 obtained his second doctoral degree from the London School of Economics with the work “The Governance of the Rule of Law” under the supervision of Harold Laski and Karl Mannheim. Neumann moved to New York in 1936, where he became a member of the Institute of Social Research (also known as the “Frankfurt School”) that was then in exile in the USA. In 1942, he started working for the Office of Strategic Service (OSS), where he together with Herbert Marcuse and Otto Kirchheimer analysed Nazi Germany. In 1942, Neumann published his main book is Behemoth: The Structure and Practice of National Socialism, 1933–1944 (2nd, updated edition published in 1944), one of the most profound analyses of Nazi Germany’s political economy and ideology. Franz L. Neumann died in 1954 in a car accident.

Background Up to 60% of health care providers experience one or more symptoms of burnout. Perceived clinician burden resulting in burnout arises from factors such as electronic health record (EHR) usability or lack thereof, perceived loss of autonomy, and documentation burden leading to less clinical time with patients. Burnout can have detrimental effects on health care quality and contributes to increased medical errors, decreased patient satisfaction, substance use, workforce attrition, and suicide. Objective This project aims to improve the user-centered design of the EHR by obtaining direct input from clinicians about deficiencies. Fixing identified deficiencies via user-centered design has the potential to improve usability, thereby increasing satisfaction by reducing EHR-induced burnout. Methods Quantitative and qualitative data will be obtained from clinician EHR users. The input will be received through a form built in a REDCap database via a link embedded in the home page of the EHR. The REDCap data will be analyzed in 2 main dimensions, based on nature of the input, what section of the EHR is affected, and what is required to fix the issue(s). Identified issues will be escalated to relevant stakeholders responsible for rectifying the problems identified. Data analysis, project evaluation, and lessons learned from the evaluation will be incorporated in a Plan-Do-Study-Act (PDSA) manner every 4-6 weeks. Results The pilot phase of the study began in October 2020 in the Gastroenterology Division at Mount Sinai Hospital, New York City, NY, which includes 39 physicians and 15 nurses. The pilot is expected to run over a 4-6–month period. The results of the REDCap data analysis will be reported within 1 month of completing the pilot phase. We will analyze the nature of requests received and the impact of rectified issues on the clinician EHR user. We expect that the results will reveal which sections of the EHR have the highest deficiencies while also highlighting issues about workflow difficulties. Perceived impact of the project on provider engagement, patient safety, and workflow efficiency will also be captured by evaluation survey and other qualitative methods where possible. Conclusions The project aims to improve user-centered design of the EHR by soliciting direct input from clinician EHR users. The ultimate goal is to improve efficiency, reduce EHR inefficiencies with the possibility of improving staff engagement, and lessen EHR-induced clinician burnout. Our project implementation includes using informatics expertise to achieve the desired state of a learning health system as recommended by the National Academy of Medicine as we facilitate feedback loops and rapid cycles of improvement. This study aims to determine the effectiveness of using mind mapping method in improving early childhood educator’s skill in mastering the child development assessment. This research is quasi-experimental using a pre-test and post-test design. The population was the entire classes of early childhood education training held by LPK Yayasan Indonesia Mendidik Jaka Sampurna at Cileungsi, Bogor. The participants were 45 early childhood educators. This study used three research methods which are implemented from learning methods in child development assessment was as pre-test and post-test. Data were collected by using two instruments to measure early childhood educators for child development assessment. The data were analysed by using t-test to measures the differences data in pre-test and post-test. The results showed that the use of mind mapping methods can help early childhood educators to improve their mastery of the development assessment concept which averages 51.9 percent. It showed significant results with ttest value is 18,266 (N = 10, α = 0,0). This capacity building is reinforced by various qualitative findings which arise from early childhood educators’ awareness to change the old learning style into learning by mind mapping method as a learning method that follows how the brain works. This study also found that early childhood educators as adults who are in the stage of formal thinking have shown an understanding that mind mapping method are appropriate, fast, easy and practical in mastering various development assessment concepts. The concept of bilateral symmetry in organisms involves the division of the body plan along a plane that splits the animal's body into right and left sides that are mirror images of each other. However can this be true for toe lengths and ratios? The present study evaluates the symmetric differences in toe length and toe-length ratios among the three major ethnic groups in Nigeria. A total of 1574 adult Nigerian Hausas (664), Igbos (420) and Yorubas (490) of equal sex were included in the study. Aged between 18-65 years, were randomly selected from various states. Written informed consent was taken from each participant, sample size was determined by proportion, using Cochran formulae for infinite population. A digital Vernier caliper was used to obtain direct linear measurements of the toe length of both feet; hallux (1T), second toe (2T), third toe (3T), fourth toe (4T), and the fifth toe (5T). Ten (10) possible toe-length ratios were also determined and named as follows; 1T/2T, 1T/3T, 1T/4T, 1T/5T, 2T/3T, 2T/4T, 2T/5T, 3T/4T, 3T/5T, and 4T/5T. Data were analyzed using SPSS (IBM®Armonk, New York, USA) and Minitab V17 (Minitab® Inc. State College, Pennsylvania) statistical software. Paired-sample t-test was used to evaluate symmetry; Pearson’s Correlation was used for inter-prediction of the toes and ratios. Confidence level was set at 95%; as P-values ≤0.05 were considered significant. The result showed that some of the toe length of both feet were significantly assymetrical among the studied ethnic groups; Hausa males (1T df=1.35 and 5T df=0.55; P<0.05) and females (1T and 3T; (1T df=0.27, 3T df=0.47) P<0.001), Igbo males (1T, 3T and 4T(1T df=0.47, 3T, df=-0.53, 4T df=-0.58) ; P<0.05 and females 1T and 3T(1T df=0.40, T3 df=-0.64) ; P<0.01) and Yoruba males(1T, 2T, 3T and 5T(1T df=1.29, 2T df=0.47, 3T df=0.15, and 5T df=0.55,); P<0.001) and females (1T and 5T(1T df=0.77; 5T df=0.23) ;P<0.001). The toe-length ratios also displayed symmetrical differences for Nigerian male population; 1T:2T [t=3.78, P<0.001], 1T:3T [t=6.27, P<0.001], 1T:4T [t=6.04, P<0.001], 1T:5T [t=2.43, P=0.015], 2T:3T [t=2.23, P=0.026], 3T:5T [t=-3.78, P<0.001] and 4T:5T [t=-3.77, P<0.001].For the female population, all ratios were not significantly different except for1T:4T [t=2.56, P=0.011]. However, both feet displayed significant positive association for co-estimation of the corresponding toe length and toe-length ratios (r-values ranging from 0.20-0.70 at P<0.05).Ethnic and sex specific asymmetry were observed in the toe length and toe-length ratios; thus suggesting that anthropometrically, organisms are not completely bilaterally symmetrical.Keywords: Asymmetry, Bilateral symmetry, Toe length, Toe-length ratio, Ethnic groups

<p><em>I begin by sharing a bit about my past. Before I became a professor, I spent 13 years as a lawyer representing persons with mental disabilities, including three years in which my focus was primarily on such individuals charged with crime. In this role, when I was Deputy Public Defender in Mercer County (Trenton) NJ, I represented several hundred individuals at the maximum security hospital for the criminally insane in New Jersey, both in individual cases, and in a class action that implemented the then-recent US Supreme Court case of Jackson v Indiana, that had declared unconstitutional state policy that allowed for the indefinite commitment of pre-trial detainees in maximum security forensic facilities if it were unlikely he would regain his capacity to stand trial in the ‘foreseeable future.’</em></p><p><em>I continued to represent this population for a decade in my later positions as Director of the NJ Division of Mental Health Advocacy and Special Counsel to the NJ Public Advocate. Also, as a Public Defender, I represented at trial many defendants who were incompetent to stand trial, and others who, although competent, pled not guilty by reason of insanity. Finally, during the time that I directed the Federal Litigation Clinic at New York Law School, I filed a brief on behalf of appellant in Ake v Oklahoma, on the right of an indigent defendant to an independent psychiatrist to aid in the presentation of an insanity defence. I have appeared in courts at every level from police court to the US Supreme Court, in the latter ‘second-seating’ Strickland v Washington. I raise all this not to offer a short form of my biography, but to underscore that this article draws on my experiences of years in trial courts and appellate courts as well as from decades of teaching and of writing books and articles about the relationship between mental disability and the criminal trial process. And it was those experiences that have formed my opinions and my thoughts about how society’s views of mental disability have poisoned the criminal justice system, all leading directly to this paper, that will mostly be about what I call ‘sanism’ and what I call ‘pretextuality’. The paper will also consider how these factors drive the behaviour of judges, jurors, prosecutors, witnesses, and defence lawyers, whenever a person with a mental disability is charged with crime, and about a potential remedy that might help eradicate this poison.</em></p><p><em><span style="font-family: Times New Roman;"><span style="font-size: medium;">It is essential that lawyers representing criminal defendants with mental disabilities understand the meanings and contexts of sanism </span><span style="font-size: medium;">and </span><span style="font-size: medium;">pretextuality </span></span><span style="font-family: Times New Roman; font-size: medium;">and to show how these two factors infect all aspects of the criminal process, and offer some thoughts as to how they may be remediated. </span><span style="font-family: Times New Roman; font-size: medium;">I believe – and I have been doing this work for over 40 years – that an understanding of these two factors is absolutely essential to any understanding of how our criminal justice system works in the context of this population, and how it is essential that criminal defence lawyers be in the front lines of those seeking to eradicate the contamination of these poisons from our system.</span></em></p><p><em><span style="font-family: Times New Roman; font-size: medium;"><br /></span></em></p><p><span style="font-family: Times New Roman; font-size: medium;">*Please note this is an invited paper - ie. not peer reviewed*</span><em><span style="font-family: Times New Roman; font-size: medium;"><br /></span></em></p><p> </p>

Abstract Background The novel coronavirus disease 2019 (COVID-19) sickened over 20 million residents in the United States (US) by January 2021. Our objective was to describe state variation in the effect of initial social distancing policies and non-essential business (NEB) closure on infection rates early in 2020. Methods We used an interrupted time series study design to estimate the total effect of all state social distancing orders, including NEB closure, shelter-in-place, and stay-at-home orders, on cumulative COVID-19 cases for each state. Data included the daily number of COVID-19 cases and deaths for all 50 states and Washington, DC from the New York Times database (January 21 to May 7, 2020). We predicted cumulative daily cases and deaths using a generalized linear model with a negative binomial distribution and a log link for two models. Results Social distancing was associated with a 15.4% daily reduction (Relative Risk = 0.846; Confidence Interval [CI] = 0.832, 0.859) in COVID-19 cases. After 3 weeks, social distancing prevented nearly 33 million cases nationwide, with about half (16.5 million) of those prevented cases among residents of the Mid-Atlantic census division (New York, New Jersey, Pennsylvania). Eleven states prevented more than 10,000 cases per 100,000 residents within 3 weeks. Conclusions The effect of social distancing on the infection rate of COVID-19 in the US varied substantially across states, and effects were largest in states with highest community spread.

We examined whether using paid leave is directly linked to employed mothers’ depressive symptoms. In addition, we examined the moderating effect of employed mothers’ perceived fairness of division of household labor (housework and childcare) on the above association. We collected data from 92 employed mothers who were eligible to take paid leave and returned to the workplace after childbirth in Upstate New York State area. Using hierarchical regression analyses, we found that employed mothers’ paid leave use was not significantly associated with their levels of depressive symptoms. However, perceived fairness of division of household labor moderated the above association. Specifically, when employed mothers took paid leave, they reported lower levels of depressive symptoms than those who did not take leave when they perceived that the division of household labor was fair to them.

Indeed! It may be on the web today, but is there a plan in place to ensure that it will be there in twenty or more years? Probably not. In the haste to make information available electronically there are few agreed-upon plans for the preservation of digital information and much has already been lost. The particular concern of preserving electronic state government documents recently became an issue for our State Documents Interest Group of the Documents Association of New Jersey (DANJ) when we recognized not only that fewer documents are produced in print format but also that there is not a state plan to preserve the electronic documents being produced. For several years the Division of Elections in New Jersey eliminated the webpage that gave the previous year's election lists and results. Fortunately, the concern from those using the information prompted the Division of Elections to begin to retain this information. But the earlier information is gone. Recently, Public Utilities created a new webpage and eliminated virtually all of the documents that had existed on the earlier page. At least one agency replaces its old annual report with the new one. The predicament in New Jersey is not an isolated one. Our response was to research the issue of digital preservation and to present a report of recommendations to the State Librarian. The report, edited by Sue Lyons (2001, available at the DANJ website www.danj.org/DANJ), provides a thoughtful overview of the concerns and problems of digital archiving, offering recommendations for a cooperative process and plan by the state. In the report, Lyons cites several examples of lost digital information, including data from the Viking mission to Mars and all computerized data from a New York study mapping land use and environmental data throughout the state.

Peter Maurer studied history and international law in Bern, where he obtained his PhD. In 1987 he entered the Swiss diplomatic service, and has since held various positions in Bern, Pretoria and New York. In 2000 he was appointed Ambassador and Head of the Human Security Division in the Political Directorate of the Swiss Department of Foreign Affairs in Bern and in 2004 became Ambassador and Permanent Representative of Switzerland to the United Nations in New York. In January 2010 Mr Maurer was appointed Secretary of State for Foreign Affairs in Bern. He succeeded Jakob Kellenberger as ICRC President on 1 July 2012.In this interview, Mr Maurer reflects on the rich history of the ICRC, conveys his perception of the evolution of the organization, and presents his perspective on the challenges ahead for the humanitarian sector and the ICRC in particular.1

The required thickness of welding tees is neither specified in ASME (2012, “Factory-Made Wrought Buttwelding Fittings,” American Society of Mechanical Engineers, New York, Standard No. B16.9-2012) nor is a clear calculation method provided in codes such as ASME (2016, “Process Piping,” American Society of Mechanical Engineers, New York, Standard No. B31.3-2016). This can lead to uncertainty regarding the pressure capacity of a tee fitting, particularly one that has suffered from erosion or corrosion. Code methods including area replacement (ASME, 2016, “Process Piping,” American Society of Mechanical Engineers, New York, Standard No. B31.3-2016) or pressure-area (ASME, 2015, “Boiler and Pressure Vessel Code Section VIII Division 2,” American Society of Mechanical Engineers, New York, Standard No. BPVC-VIII-2-2015; BSI, 2014, “Unfired Pressure Vessels Part 3: Design,” BSI, London, UK, Standard No. BS EN 13445-3) do not directly account for the effect which the curvature of the crotch region may have on the stress state in the tee. The approach adopted in this work is to liken the geometry of the tee crotch to the intrados of a torus or pipe bend. The shell theory applicable to the torus is adapted for the tee in order to derive a relationship for circumferential membrane stress. An equivalent tube radius is assigned by determining the local radius of shell curvature in the plane passing through the crotch center of the curvature. The actual stresses in the tee crotch are significantly reduced by the adjoining straight portions. This effect is difficult to quantify theoretically and has thus been investigated by means of finite element analysis (FEA)-based assessments. An empirical relationship was then established providing a conservative correlation between the theoretical stresses and the program calculated local stress intensities.

Currently, e-government is one of the important tools to improve the efficiency of state management and the quality of public services. E-government applications contribute to meeting the requirements of modern governance, such as publicity, transparency, accountability, timeliness of public administration and citizen participation. “I’m saying let’s make it 84 percent turnout in two years, and then see what happens!” …“Oh, yes! Vote! Dress yourself up, and vote! Even if you only go into the voting booth and pray. Do that!” Bernice Johnson Reagon and Toni Morrison on the 2000 Presidential election in June Jordan’s essay, “The Invisible People: An Unsolicited Report on Black Rage” (2001) On September 17, 2003, Citizenship Day, the United States was to adopt a new version of its Oath of Allegiance. The updated version would modernize the oath by removing cumbersome words like “abjure” and dropping anachronistic references like “potentate.” Thus the oral recitation marking the entrance into citizenship would become more meaningful—and more manageable—for the millions of immigrants eligible for naturalization. The revised version, however, was quickly canned after conservative organizations, senators, and other loud political leaders decried what they saw as an attack on a timeless document and a weakening of the military obligation foundational to entrance into the American citizenry. The Heritage Foundation, one such organization opposing the perceived attack on citizenship, issued an executive statement decrying “the Department of Homeland Security's misguided attempts to make U.S. citizenship more ‘user-friendly’ for those who want the benefits of our country, but don't care to accept the responsibility” (n.pag.). Indeed, the thwarted attempt to make citizenship procedures more welcoming arose at a curious time. Though the proposed changes arose from a long, rather mundane administrative initiative to reconsider various procedural issues, the debate over the Oath of Allegiance politicized the issue within the context of the war on terror and the constriction of entrances into the national turf. The Bush administration responded to events referred to as 9/11 with vigorous efforts to shore up national borders within a language of terrorism, evildoers, and the dire need for domestic security. The infamous Immigration and Naturalization Services (INS) became the consumerist, welcome-sounding Bureau of Citizenship and Immigration Services when it was placed it under the newly formed Department of Homeland Security. The consolidation of citizenship services and disparate border policing programs further bolsters the longstanding scrutiny of immigrants—especially those considered not-white—for their ideological commitment and adherence to current national ideals. Naturalization requires a uniform recitation of unhesitant adherence to official doctrines—and a stated commitment to fight and die for those ideals. War, it seems, and its necessary division of friends and foes (“evildoers”), occupies the dead center of official ceremonies of citizenship. Naturalization procedures demonstrate how the figure of the immigrant undergoes rigorous scrutiny and thus defines the bounds of American citizenship. However, as immigration scholars like Bonnie Honig, Mai Ngai, Linda Bosniak, and Judith Shklar have shown, the specter of the immigrant also serves as an exculpatory device for preexisting inequities by obscuring internal division. While immigrants perform allegiance publicly to obtain citizenship status, birth-right citizens are presumed to have been born with a natural allegiance that precludes multiple allegiances to ideologies, projects, or potentates outside national borders. Ideas about the necessity of pairing exclusive ideological commitment with citizenship are as old as the American nation, notwithstanding the tremendous volume of announcements of a new world order in the wake of 9/11. In all incarnations of the citizenship oath, full membership in the nation-state via naturalization requires a simultaneous oath of allegiance and renunciation. Entrance into the nation-state requires exit—from ideological turf more than geographic turf—from the newly naturalized citizen’s former home country. Though scholars of diasporic and cosmopolitan identities like Aihwa Ong, Phengh Cheah, Bruce Robbins, and Brent Edwards have questioned the viability of the nation-state in postmodernity, official American articulations of citizenship adhere to a longstanding phenomenon whereby inclusion within the polity requires a simultaneous exclusion or renunciation. Or, in the realm of rhetoric, any articulation of a “we” requires a simultaneous citation of a “not-we.” At the heart of citizenship is a cleavage: a coming together made possible by a splitting apart. It is not mere historical curiosity that the notorious utterance of “We” in the Action of the Second Continental Congress popularly known as the Declaration of Independence is forged in direct opposition to a “He” (King George III)—repeated no less than nineteen times in the short document. In contrast, “we” appears only eleven times. What the Declaration shows, and what the Oath of Allegiance insists, is that the constitution of a bounded polity in America emphasizes external difference in order to create the semblance of an internally homogeneous “we.” Thus arises the potency of national documents that announce equality amidst a decidedly unequal social order. These documents provide the ring of broad inclusion for what Rogers M. Smith has described as “civic myths”: ideals of full equality that politicians cite enthusiastically without worrying about their veracity in the everyday lives of the citizenry. Yet American archives and literary histories teem with protest writing that makes visible the internal divisions of American publics. In these literatures arises a figure that threatens the fragile story of a finished “we” based on uniform allegiance: the partial citizen speaking. The partial citizen speaking—from experience, on behalf of others—and addressing the real divisions within a national audience is situated at a strategic site at which to simultaneously claim and critique the inclusive pronouncements of the American Republic in order to make them real. The best example is Frederick Douglass who, having been invited to celebrate the nation in 1848, capitalized on his tenuous claim to citizenship status and delivered the speech “What to the Slave Is the Fourth of July?” In the speech, Douglass excoriates his audience in Rochester, New York on behalf of the slaves absent from Corinthian Hall because they are toiling on Southern plantations. To his “fellow-citizens” Douglass cries, “This Fourth of July is yours not mine. You may rejoice, I must mourn” (116). In contradistinction to leaders’ duplicitous uses of civic myths eschewed by Smith, protesters like Douglass use their partial citizenship to gain a toehold on the viable, but unfinished project of full democracy for all. By claiming the essential American-ness of their projects, protesters like Douglass position their present projects as the fulfillment of previous national promises. In her study of foreigners’ critiques of America, Bonnie Honig shows how “[Foreigners] make room for themselves by staging nonexistent rights, and by way of such stagings, sometimes, new rights, powers, and visions come into being” (101). In the wake of 9/11, we must be interested in the rhetorical means of similar stagings by those already inside presumed national borders who have been denied full access to, or enjoyment of civic, economic, and/or social rights. These partial citizens speaking and writing stage heretofore nonexistent rights by claiming preexisting civic myths by, for, and on behalf of voices that were never meant to speak such civic myths as truths. Sometime after 9/11, President George W. Bush took the virtually unprecedented step of labeling U.S. citizens like Yasir Hamdi and José Padilla “enemy combatants” in order to circumvent the guaranteed legal rights to counsel and trial afforded to all U.S. citizens. The arbitrary nullification of Hamdi’s and Padilla’s citizenship rights was not entirely new given that protest has often been seen as forfeiture of citizenship. In addition to the obvious example of the allegiance-renunciation pairing in the citizenship oath, we can turn to Emma Goldman’s deportation to Russia in 1919, or to the odd favor with which the exit plans of Garveyites and their predecessors have been received. Or, squarely within American borders, Henry David Thoreau’s blueprint of civil disobedience pairs protest with the withdrawal from collectivity (his refusal to pay poll taxes in protest of the Mexican War), a move which bolsters the notion that dissent necessitates a retraction from participation in the public sphere. However, there is another option: collectivity in the face of division. Protesters like Douglass occupy the outposts of real publics that can deliver the ineffable social equality of the modern democratic state. Here, those whose very citizenship is in question are the ones to sift through the promises of the nation-state and to hold them against the evidence of experience—their own and that of others for whom they speak. Participation in the state is more than adherence and renunciation. If Toni Morrison would just as soon have us enter a polling station to pray as to vote; so, too, protesters like Douglass demand hope amidst despairing situations of inequality—often state-sponsored. Their projects are never to simply unveil inconsistency between state promises and the experiences of subsets of its citizenry. Squarely within the circuitous myths that enshroud the state’s turf, these protesters stake claims to the very national myths that threaten their existence. <p>World class cities are few and far between, sometimes referred to as ‘global cities’ or simply ‘world cities’. There are no more than a dozen metropolitan areas in the world that can claim this kind of global status. London, New York, Paris, and Tokyo sit at the top of this world city hierarchy. They have enormous concentrations of economic, political, and cultural clout – measured by such things as the number of corporate headquarters, the size of their stock exchanges, the presence of national and international political bodies, and their role in music, fashion, and other cultural activities. What would it take to make a city claimed by two nations and central to three religions “merely” a city, a place of difference and diversity in which contending ideas and citizenries can co-exist in benign yet creative ways? The intractable conflicts in the Middle East and the cycle of violence among Israelis and Palestinians are deeply embedded in historical struggles over national sovereignty and the right to territory. For this reason, questions about whose state will prevail in what physical location have defined the terms of conflict and negotiation. This also has meant that most proposed solutions to “the Middle East problem” have revolved around competing claims of nation-states, their rights to existence, and their physical and juridically-sanctioned relationships to each other. While true generally, this framing of the problem has been especially dominant in the case of Jerusalem, a city that is geographically and historically an overlay of spaces and artifacts that carry deep meaning for competing peoples and nations. The current struggles of Palestinians and Israelis to each claim this hallowed ground as their capital city has added yet another layer of complexity, conflict, and political division, all of which is reflected in the competing/dual nomenclature Al-Quds/Jerusalem used to refer to the city –as well as the violence and contestation that continues to accelerate unabated.</p> <p> </p> <p><strong>K</strong><strong>e</strong><strong>y</strong><strong>w</strong><strong>o</strong><strong>r</strong><strong>d</strong><strong>s</strong>: two nations, three religions, Jerusalem</p>

In the post-#metoo era, more than ever, we need intimate civil rights in our relationships to counter the worrisome prevailing trends: Intimate partner violence. Interpersonal abuse. Date rape. Sexual harassment. Online harassment. Bullying. Rage. Sexual Assault. Abusive relationships. Revenge porn. There’s a lot of damage done when we get up close and personal. In the 21st century, we have come far in terms of equality and respect between the genders, so there’s a lot to celebrate. We also note that the Australian government has stepped in recently with the theme ‘Keeping Australians safe and secure’, by pledging $78 million to combat domestic violence, much of which takes place behind closed doors (Morrison 2019). Herein lies the issue: while governments legislate to protect victims of domestic violence — out of the public eye, private behaviours cannot be closely monitored, and the lack of social enforcement of these laws threatens the safety of intimate relationships. Rather, individuals are left to their own devices. We outline here a guideline for intimate civility, an individually-embraced code of conduct that could guide interpersonal dynamics within the intimate space of relationships. Civility does not traditionally ‘belong’ in our most intimate relationships. Rather, it’s been presumed, even idealised, that intimacy in our personal lives transcends the need for public values to govern relationships between/among men and women (i.e., that romantic love is all you need). Civility developed as a public, gendered concept. Historically, a man’s home – and indeed, his partner – became his dominion, promoting hegemonic constructions of masculinity, and values that reflect competition, conquest, entitlement and ownership. Moreover, intimate relationships located in the private domain can also be considered for/by both men and women a retreat, a bastion against, or excluded from the controls and demands of the public or ‘polis’ - thus from the public requirement for civility, further enabling its breakdown. The feminist political theorist Carole Pateman situated this historical separation as an inheritance of Hegel’s double dilemma: first, a class division between civil society and the state (between the economic man/woman, or private enterprise and public power) and second, a patriarchal division between the private family (and intimate relationships) and civil society/the state. The private location, she argues, is “an association constituted by ties of love, blood … subjection and particularity” rather than the public sphere, “an association of free and equal individuals” (225). In Hegel’s dilemma, personal liberty is a dualism, only constructed in relation to a governed, public (patriarchal) state. Alternately, Carter depicts civility as a shared moral good, where civility arises not only because of concern over consequences, but also demonstrates our intrinsic moral obligation to respect people in general. This approach subsequently challenges our freedom to carry out private, uncivil acts within a truly civil society.Challenges to Gender EthicsHow can we respond to this challenge in gender ethics? Intimate civility is a term coined by Elizabeth Reid Boyd and Abigail Bray. It came out of their discussions proposing “a new poetics of romance” which called for rewritten codes of interpersonal conduct, an “entente cordiale; a cordial truce to end the sex wars”. Reid Boyd and Bray go further:Politeness is personal and political. We reclaim courtesy as applied sexual and social ethics, an interpersonal, intimate ethics, respectful and tolerant of difference. Gender ethics must be addressed, for they have global social and cultural ramifications that we should not underestimate. (xx)As researchers, we started to explore the idea of intimate civility in interpersonal violence, developing an analysis using social construction and attachment theory simultaneously. In defining the term, we soon realised the concept had wider applications that could change how we think about our most intimate relationships – and how we behave in them. Conceptualising intimate civility involves imagining rights and responsibilities within the private sphere, whether or not loving, familial and natural. Intimate civility can operate through an individually embraced code of conduct to guide interpersonal dynamics within the intimate space of relationships.Gringart, Grobbelaar, and Bender explored the concept of intimate civility by investigating women’s perspectives on what may harmonise their intimate relationships. Women’s most basic desires included safety, equality and respect in the bedroom. In other words, intimate civility is an enactment of human-rights, the embodiment of regard for another human being, insofar as it is a form of ensuring physical and mental integrity, life, safety and protection of all beings. Thus, if intimate civility existed as a core facet of each individual’s self-concept, the manifestation of intimate partner violence ideally would not occur. Rage, from an intimate civility perspective, rips through any civil response and generates misconduct towards another. When we hold respect for others as equal moral beings, civility is key to contain conflicts, which prevents the escalation of disagreements into rage. Intimate civility proposes that civility becomes the baseline behaviour that would be reciprocated between two individuals within the private domain of intimate relationships. Following this notion, intimate civility is the foremost casualty in many relationships characterised by intimate partner violence. The current criminalisation of intimate partner violence leaves unexplored the previously privatised property of the relational – including the inheritance of centuries of control of women’s bodies and sexuality – and how far, in this domain, notions of civility might liberate and/or oppress. The feminist philosopher Luce Irigaray argues that these kinds of ‘sexuate rights’ must apply to both men and women and the reality of their needs and desires. Equality, she argued, could not be achieved without a rewriting of the rights and obligations of each sex, qua different, in social rights and obligations (Yan).Synonyms for intimacy include, amongst others, closeness, attachment, togetherness, warmth, mutual affection, familiarity and privacy. Indirectly, sexual relations are also often synonymous with intimate relationships. However, sex is not intimacy, as both sex and intimacy both exist without the other. Bowlby proposed that throughout our lives we are attentive to the responsiveness and the availability of those that we are attached to, and suggested that “intimate attachments to other human beings are the hub around which a person’s life revolves, not only when he is an infant or a toddler, but throughout his adolescence and his years of maturity as well, and on into old age” (442). Although love is not by nature reciprocal, in intimacy we seek reciprocity – to love one another at the same time in a shared form of commitment. Kierkegaard hypothesised that genuine love is witnessed by one continuing to love another after their death as it obviates any doubt that the beloved was loved and was not merely instrumental (Soble).Intimate Civility as a Starting PointCivility includes qualities such as trust, duty, morality, sacrifice, self-restraint, respect, and fairness; a common standard allowing individuals to work, live and associate together. Intimacy encourages caring, loyalty, empathy, honesty, and self-knowledge. Thus, intimate civility should begin with those closest to us; being civil in our most intimate relationships. It advocates the genuine use of terms of endearment, not terms of abuse. We can only develop qualities such as morality and empathy, crucial for intimate relationships, if we have experienced secure, intimate relationships. Individuals reared in homes devoid of intimate civility will be challenged to identify and promote the interest or wellbeing of their intimate counterparts, and have to seek outside help to learn these skills: it is a learnt behaviour, both at an interpersonal and societal level. Individuals whose parents were insensitive to their childhood needs, and were unable to perceive, interpret and respond appropriately to their subtle communications, signals, wishes and mood will be flailing in this interpersonal skill (Holmes and Slade). Similarly, the individual’s inclusion in a civil society will only be achieved if their surrounding environment promotes and values virtues such as compassion, fairness and cooperation. This may be a challenging task. We envisage intimate civility as a starting point. It provides a focus to discuss and explore civil rights, obligations and responsibilities, between and among women and men in their personal relationships. As stated above, intimate civility begins with one's relationship with oneself and the closest relationships in the home, and hopefully reaches outwards to all kinds of relationships, including same sex, transgender, and other roles within non-specific gender assignment. Therefore, exploring the concept of intimate civility has applications in personal therapy, family counselling centres and relationship counselling environments, or schools in sexual education, or in universities promoting student safety. For example, the 2019 “Change the Course” report was recently released to augment Universities Australia’s 2016 campaign that raised awareness on sexual assault on campus. While it is still under development, we envision that intimate civility decalogue outlined here could become a checklist to assist in promoting awareness regarding abuse of power and gender roles. A recent example of cultural reframing of gender and power in intimate relationships is the Australian Government’s 2018 Respect campaign against gender violence. These recent campaigns promote awareness that intimate civility is integrated with a more functional society.These campaigns, as the images demonstrate, aim at quantifying connections between interactions on an intimate scale in individual lives, and their impacts in shaping civil society in the arena of gender violence. They highlight the elasticity of the bonds between intimate life and civil society and our collective responsibility as citizens for reworking both the gendered and personal civility. The Australian government recently reported that “1 in 6 Australian women and 1 in 16 men have been subjected, since the age of 15, to physical and/or sexual violence by a current or previous cohabiting partner” (Australian Institutes of Health and Welfare). Rather than reiterating the numbers, we envisage the decalogue (below) as a checklist of concepts designed to discuss and explore rights, obligations and responsibilities, between and among both partners in their intimate relationships. As such, this decalogue forms a basis for conversation. Intimate civility involves a relationship with these ten qualities, with ourselves, and each other.1) Intimate civility is personal and political. Conceptualising intimate civility involves imagining rights and responsibilities within the private sphere. It is not an impingement on individual liberty or privacy but a guarantor of it. Civil society requires us not to defend private infringements of inter-personal respect. Private behaviours are both intimate in their performance and the springboard for social norms. In Geoffrey Rush’s recent defamation case his defence relied not on denying claims he repeatedly touched his fellow actor’s genitalia during their stage performance in a specific scene, despite her requests to him that he stop, but rather on how newspaper reporting of her statements made him out to be a “sexual pervert”, reflecting the complex link between this ‘private’ interaction between two people and its very public exposé (Wells). 2) Intimate civility is an enactment of a civil right, insofar as it is a form of ensuring physical and mental integrity, life, safety and protection. Intimate civility should begin with those closest to us. An example of this ethic at work is the widening scope of criminalisation of intimate partner abuse to include all forms of abusive interactions between people. Stalking and the pre-cursors to physical violence such as controlling behaviours, online bullying or any actions used to instil fear or insecurity in a partner, are accorded legal sanctions. 3) Intimate civility is polite. Politeness is more than manners. It relates to our public codes of conduct, to behaviours and laws befitting every civilian of the ‘polis’. It includes the many acts of politeness that are required behind closed doors and the recognition that this is the place from which public civility emerges. For example, the modern parent may hope that what they sanction as “polite” behaviour between siblings at home might then become generalised by the child into their public habits and later moral expectations as adults. In an ideal society, the micro-politics of family life become the blueprint for moral development for adult expectations about personal conduct in intimate and public life.4) Intimate civility is equitable. It follows Luce Irigaray’s call for ‘sexuate rights’ designed to apply to men and women and the reality of their needs and desires, in a rewriting of the social rights and obligations of each sex (Yan and Irigaray). Intimate civility extends this notion of rights to include all those involved in personal relations. This principle is alive within systemic family therapy which assumes that while not all members of the family system are always able to exert equal impacts or influence, they each in principle are interdependent participants influencing the system as a whole (Dallos and Draper). 5) Intimate civility is dialectical. The separation of intimacy and civility in Western society and thought is itself a dualism that rests upon other dualisms: public/private, constructed/natural, male/female, rational/emotional, civil/criminal, individual/social, victim/oppressor. Romantic love is not a natural state or concept, and does not help us to develop safe governance in the world of intimate relationships. Instead, we envisage intimate civility – and our relationships – as dynamic, dialectical, discursive and interactive, above and beyond dualism. Just as individuals do not assume that consent for sexual activity negotiated in one partnership under a set of particular conditions, is consent to sexual activity in all partnerships in any conditions. So, dialectics of intimate civility raises the expectation that what occurs in interpersonal relationships is worked out incrementally, between people over time and particular to their situation and experiences. 6) Intimate civility is humane. It can be situated in what Julia Kristeva refers to as the new humanism, emerging (and much needed) today. “This new humanism, interaction with others – all the others – socially marginalised, racially discriminated, politically, sexually, biologically or psychically persecuted others” (Kristeva, 2016: 64) is only possible if we immerse ourselves in the imaginary, in the experience of ‘the other’. Intimate civility takes on a global meaning when human rights action groups such as Amnesty International address the concerns of individuals to make a social difference. Such organisations develop globally-based digital platforms for interested individuals to become active about shared social concerns, understanding that the new humanism ethic works within and between individuals and can be harnessed for change.7) Intimate civility is empathic. It invites us to create not-yet-said, not-yet-imagined relationships. The creative space for intimate civility is not bound by gender, race or sexuality – only by our imaginations. “The great instrument of moral good is the imagination,” wrote the poet Shelley in 1840. Moral imagination (Reid Boyd) helps us to create better ways of being. It is a form of empathy that encourages us to be kinder and more loving to ourselves and each other, when we imagine how others might feel. The use of empathic imagination for real world relational benefits is common in traditional therapeutic practices, such as mindfulness, that encourages those struggling with self compassion to imagine the presence of a kind friend or ally to support them at times of hardship. 8) Intimate civility is respectful. Intimate civility is the foremost casualty in many relationships characterised by forms of abuse and intimate partner violence. “Respect”, wrote Simone Weil, “is due to the human being as such, and is not a matter of degree” (171). In the intimate civility ethic this quality of respect accorded as a right of beings is mutual, including ourselves with the other. When respect is eroded, much is lost. Respect arises from empathy through attuned listening. The RESPECT! Campaign originating from the Futures without Violence organisation assumes healthy relationships begin with listening between people. They promote the understanding that the core foundation of human wellbeing is relational, requiring inter-personal understanding and respect.9) Intimate civility is a form of highest regard. When we regard another we truly see them. To hold someone in high regard is to esteem them, to hold them above others, not putting them on a pedestal, or insisting they are superior, but to value them for who they are. To be esteemed for our interior, for our character, rather than what we display or what we own. It connects with the humanistic psychological concept of unconditional positive regard. The highest regard holds each other in arms and in mind. It is to see/look at, to have consideration for, and to pay attention to, recently epitomised by the campaign against human trafficking, “Can You See Me?” (Human Trafficking), whose purpose is to foster public awareness of the non-verbal signs and signals between individuals that indicate human trafficking may be taking place. In essence, teaching communal awareness towards the victimisation of individuals. 10) Intimate civility is intergenerational. We can only develop qualities such as morality and empathy, crucial for intimate relationships, if we have experienced (or imagined) intimate relationships where these qualities exist. Individuals reared in homes devoid of intimate civility could be challenged to identify and promote the interest or wellbeing of their intimate counterparts; it is a learnt behaviour, both at an interpersonal and societal level. Childhood developmental trauma research (Spinazzola and Ford) reminds us that the interaction of experiences, relational interactions, contexts and even our genetic amkeup makes individuals both vulnerable to repeating the behaviour of past generations. However, treatment of the condition and surrounding individuals with people in their intimate world who have different life experiences and personal histories, i.e., those who have acquired respectful relationship habits, can have a positive impact on the individuals’ capacity to change their learned negative behaviours. In conclusion, the work on intimate civility as a potential concept to alleviate rage in human relationships has hardly begun. The decalogue provides a checklist that indicates the necessity of ‘intersectionality’ — where the concepts of intimate civility connect to many points within the public/private and personal/political domains. Any analysis of intimacy must reach further than prepositions tied to social construction and attachment theory (Fonagy), to include current understandings of trauma and inter-generational violence and the way these influence people’s ability to act in healthy and balanced interpersonal relationships. While not condoning violent acts, locating the challenges to intimate civility on both personal and societal levels may leverage a compassionate view of those caught up in interpersonal violence. The human condition demands that we continue the struggle to meet the challenges of intimate civility in our personal actions with others as well as the need to replicate civil behaviour throughout all societies. IntroductionNew Orleans is one of a number of infamous swamp cities—cities built in swamps, near them or on land “reclaimed” from them, such as London, Paris, Venice, Boston, Chicago, Washington, Petersburg, and Perth. New Orleans seemed to be winning the battle against the swamps until Hurricane Katrina of 2005, or at least participating in an uneasy truce between its unviable location and the forces of the weather to the point that the former was forgotten until the latter intruded as a stark reminder of its history and geography. Around the name “Katrina” a whole series of events and images congregate, including those of photographer Robert Polidori in his monumental book, After the Flood. Katrina, and the exacerbating factors of global warming and drained wetlands, and their impacts, especially on the city of New Orleans (both its infrastructure and residents), point to the cultural construction and production of the disaster. This suite of occurrences is a salutary instance of the difficulties of trying to maintain a hard and fast divide between nature and culture (Hirst and Woolley 23; Giblett, Body 16–17) and the need to think and live them together (Giblett, People and Places). A hurricane is in some sense a natural event, but in the age of global warming it is also a cultural occurrence; a flood produced by a river breaking its banks is a natural event, but a flood caused by breeched levees and drained wetlands is a cultural occurrence; people dying is a natural event, but people dying by drowning in a large and iconic American city created by drainage of wetlands is a cultural disaster of urban planning and relief logistics; and a city set in a swamp is natural and cultural, with the cultural usually antithetical to the natural. “Katrina” is a salutary instance of the cultural and natural operating together in and as “one single catastrophe” of history, as Benjamin (392) put it, and of geography I would add in the will to fill, drain, or reclaim wetlands. Rather than a series of catastrophes proceeding one after the other through history, Benjamin's (392) “Angel of History” sees one single catastrophe of history. This single catastrophe, however, occurs not only in time, in history, but also in space, in a place, in geography. The “Angel of Geography” sees one single catastrophe of geography of wetlands dredged, filled, and reclaimed, cities set in them and cities being re-reclaimed by them in storms and floods. In the case of “Katrina,” the catastrophe of history and geography is tied up with the creation, destruction, and recreation of New Orleans in its swampy location on the Mississippi delta.New OrleansNew Orleans is not only “the nation’s quintessential river city” as Kelman (199) puts it, but also one of a number of infamous swamp cities. In his post-Katrina preface to his study of New Orleans as what he calls “an unnatural metropolis,” Colten notes:While other cities have occupied wetlands, few have the combination of poorly-drained and flood-susceptible territory of New Orleans. Portions of Washington, D.C. occupied wetlands, but there was ample solid ground above the reach of the Potomac [River’s] worst floods. Chicago’s founders platted their city on a wetland site, but the sluggish Chicago River did not drain the massive territory of the Mississippi. (5)“Occupied” is arguably a euphemism for dredging, draining, filling, and reclaiming wetlands. Occupation also conjures up visions of an occupying army, which may be appropriate in the case of New Orleans as the Army Corps of Engineers have spearheaded much of the militarisation by dredging and draining wetlands in New Orleans and elsewhere in the U.S.The location for the city was not propitious. Wilson describes how “the city itself was constructed on an uneven patch of relatively high ground in the midst of a vast swamp” (86). New Orleans for Kelman “is surrounded by a wet world composed of terrain that is not quite land” (22) with the Mississippi River delta on one side and Lake Pontchartrain and the “backswamps” on the other, though the latter were later drained. The Mississippi River for Kelman is “the continent’s most famed and largest watercourse” (199). Perhaps it is also the continent’s most tamed and leveed watercourse. Earlier Kelman related how a prominent local commentator in 1847 “personified the Mississippi as a nurturing mother” because the river “hugged New Orleans to its ‘broad bosom’” (79). Supposedly this mother was the benign, malign, and patriarchal Mother Nature of the leveed river and not the recalcitrant, matrifocal Great Goddess of the swamps that threatened to break the levees and flood the city (see Giblett, Postmodern Wetlands; People and Places, especially Chapter 1). The Mississippi as the mother of all American rivers gave birth to the city of New Orleans at her “mouth,” or more precisely at the other end of her anatomy with the wetland delta as womb. Because of its location at the “mouth” of the Mississippi River, New Orleans for Flint was “historically the most important port in the United States” (230). Yet by the late 1860s the river was seen by New Orleanians, Kelman argues, only as “an alimentary canal, filled with raw waste and decaying animal carcasses” (124). The “mouth” of the river had ceased to be womb and had become anus; the delta had ceased to be womb and had become bowel. The living body of the earth was dying. The river, Kelman concludes, was “not sublime” and had become “an interstate highway” (146). The Angel of Geography sees the single catastrophe of wetlands enacted in the ways in which the earth is figured in a politics of spaces and places. Ascribing the qualities of one place to another to valorise one place and denigrate another and to figure one pejoratively or euphemistically (as in this case) is “placist” (Giblett, Landscapes 8 and 36). Deconstructing and decolonising placism and its use of such figures can lead to a more eco-friendly figuration of spaces and places. New Orleans is one place to do so.What Colten calls “the swampy mire behind New Orleans” was drained in the first 40 years of the twentieth century (46). Colten concludes that, “by the 1930s, drainage and landfilling efforts had successfully reclaimed wetland between the city and the lake, and in the post-war years similar campaigns dewatered marshlands for tract housing eastward and westward from the city” (140–1). For Wilson “much of New Orleans’s history can be seen as a continuing battle with the swamp” (86). New Orleans was a frontline in the modern war against wetlands, the kind of war that Fascists such as Mussolini liked to fight because they were so easy to win (see Giblett, Postmodern Wetlands 115). Many campaigns were fought against wetlands using the modern weapons of monstrous dredgers. The city had struck what Kelman calls “a Faustian bargain with the levees-only policy” (168). In other words, it had sold its soul to the devil of modern industrial technology in exchange for temporary power. New Orleans tried to dominate wetlands with the ironic result that not only “efforts to drain the city dominate early New Orleans history into the present day” as Wilson (86) puts it, but also that these efforts occasionally failed with devastating results. The city became dominated by the waters it had sought to dominate in an irony of history and geography not lost on the student of wetlands. Katrina was the means that reversed the domination of wetlands by the city. Flint argues that “Katrina’s wake-up call made it unconscionable to keep building on fragile coastlines […] and in floodplains” (232–3). And in swamps, I would add. Colten “traces the public’s abandonment of the belief that the city is no place for a swamp” (163). The city is also no place for the artificial swamp of the aftermath of Katrina depicted by Polidori. As the history of New Orleans attests, the swamp is no place for a city in the first place when it is being built, and the city is no place for a swamp in the second place when it is being ravaged by a hurricane and storm surges. City is antithetical and inimical to swamp. They are mutually exclusive. New Orleans for Wilson is “a city on a swamp” (90 my emphasis). In the 1927 flood (Wilson 111), for Kelman “one of the worst flood years in history” (157), and in the 2005 hurricane, the worst flood year so far in its history, New Orleans was transformed into a city of a swamp. The 1927 flood was at the time, and as Kelman puts it, “the worst ‘natural’ disaster in U.S. history” (161), only to be surpassed by the 2005 flood in New Orleans and the 2012 floods in north-eastern U.S. in the wake of Superstorm Sandy in which the drained marshlands of New York and New Jersey returned with a vengeance. In all these cases the swamp outside the city, or before the city, came into the city, became now. The swamp in the past returned in the present; the absent swamp asserted its presence. The historical barriers between city and swamp were removed. KatrinaKatrina for Kelman (xviii) was not a natural disaster. Katrina produced “water […] out of place” (Kelman x). In other words, and in Mary Douglas’s terms for whom dirt is matter out of place (Douglas 2), this water was dirt. It was not merely that the water was dirty in colour or composition but that the water was in the wrong place, in the buildings and streets, and not behind levees, as Polidori graphically illustrates in his photographs. Bodies were also out of place with “corpses floating in dirty water” (Kelman x) (though Polidori does not photograph these, unlike Dean Sewell in Aceh in the aftermath of the Asian tsunami in what I call an Orientalist pornography of death (Giblett, Landscapes 158)). Dead bodies became dirt: visible, smelly, water-logged. Colten argues that “human actions […] make an extreme event into a disaster […]. The extreme event that became a disaster was not just the result of Katrina but the product of three centuries of urbanization in a precarious site” (xix). Yet Katrina was not only the product of three centuries of urbanisation of New Orleans’ precarious and precious watershed, but also the product of three centuries of American urbanisation of the precarious and precious airshed through pollution with greenhouse gases.The watery geographical location of New Orleans, its history of drainage and levee-building, the fossil-fuel dependence of modern industrial capitalist economies, poor relief efforts and the storm combined to produce the perfect disaster of Katrina. Land, water, and air were mixed in an artificial quaking zone of elements not in their normal places, a feral quaking zone of the elements of air, earth and water that had been in the native quaking zone of swamps now ran amok in a watery wasteland (see Giblett, Landscapes especially Chapter 1). Water was on the land and in the air. In the beginning God, when created the heavens and the earth, darkness and chaos moved over the face of the waters, and the earth was without form and void in the geographical location of a native quaking zone. In the ending, when humans are recreating the heavens and the earth, darkness and chaos move over the face of the waters, and the earth is without form and void in the the geographical location and catastrophe of a feral quaking zone. Humans were thrown into this maelstrom where they quaked in fear and survived or died. Humans are now recreating the city of New Orleans in the aftermath of “Katrina.” In the beginning of the history of the city, humans created the city; from the disastrous destruction of some cities, humans are recreating the city.It is difficult to make sense of “Katrina.” Smith relates that, “as well as killing some 1500 people, the bill for the devastation wrought by Hurricane Katrina on New Orleans […] was US$200 billion, making it the most costly disaster in American history,” more than “9/11” (303; see also Flint 230). A whole series of events and images congregate around the name “Katrina,” including those of photographer Robert Polidori in his book of photographs, After the Flood, with its overtones of divine punishment for human sin as with the biblical flood (Coogan et al. Genesis, Chapters 6–7). The flood returns the earth to the beginning when God created heaven and earth, when “the earth was without form and darkness moved […] upon the face of the waters” (Coogan et al. Genesis Chapter 1, Verse 2)—God's first, and arguably best, work (Giblett, Postmodern Wetlands 142–143; Canadian Wetlands “Preface”). The single catastrophe of history and geography begins here and now in the act of creation on the first day and in dividing land from water as God also did on the second day (Coogan et al. Genesis Chapter 1, Verse 7)—God’s second, and arguably second best, work. New Orleans began in the chaos of land and water. This chaos recurs in later disasters, such as “Katrina,” which merely repeat the creation and catastrophe of the beginning in the eternal recurrence of the same. New Orleans developed by dividing land from water and is periodically flooded by the division ceasing to be returning the city to its, and the, beginning but this time inflected as a human-made “swamp,” a feral quaking zone (Giblett, Landscapes Chapter 1). Catastrophe and creativity are locked together from the beginning. The creation of the world as wetland and the separation of land and water was a catastrophic action on God's part. Its repetition in the draining or filling of wetlands is a catastrophic event for the heavens and earth, and humans, as is the unseparation of land and water in floods. What Muecke calls the rhetoric of “natural disaster” (259, 263) looms large in accounts of “Katrina.” In an escalating scale of hyperbole, “Katrina” for Brinkley was a “natural disaster” (5, 60, 77), “the worst natural disaster in modern U.S. history” (62), “the biggest natural disaster in recent American history” (273), and “the worst natural disaster in modern American history” (331). Yet a hurricane in and by itself is not a disaster. It is a natural event. Perhaps all that could simply be said is that “Katrina was one of the most powerful storms ever recorded in U.S. history” (Brinkley 73). Yet to be recorded in U.S. history “Katrina” had to be more than just a storm. It had also to be more than merely what Muecke calls an “oceanic disaster” (259) out to sea. It had to have made land-fall, and it had to have had human impact. It was not merely an event in the history of weather patterns in the U.S. For Brinkley “the hurricane disaster was followed by the flood disaster, which was followed by human disasters” (249). These three disasters for Brinkley add up to “the overall disaster, the sinking of New Orleans, [which] was a man-made disaster, resulting from poorly designed and managed levees and floodwalls” (426). The result was that for Brinkley “the man-made misery was worse than the storm” (597). The flood and the misery amount to what Brinkley calls “the Great Deluge [which] was a disaster that the country brought on itself” (619). The storm could also be seen as a disaster that the country brought on itself through the use of fossil fuels. The overall disaster comprising the hurricane the flood, the sinking city and its drowning or displaced inhabitants was preceded and made possible by the disasters of dredging wetlands and of global warming. Brinkley cites the work of Kerry Emanuel and concludes that “global warming makes bad hurricanes worse” (74). Draining wetlands also makes bad hurricanes worse as “miles of coastal wetlands could reduce hurricane storm surges by over three or four feet” (Brinkley 10). Miles of coastal wetlands, however, had been destroyed. Brinkley relates that “nearly one million acres of buffering wetlands in southern Louisiana disappeared between 1990 and 2005” (9). They “disappeared” as the result, not of some sort of sleight of hand or mega-conjuring trick, nor of erosion from sea-intrusion (though that contributed), but of deliberate human practice. Brinkley relates how “too many Americans saw these swamps and coastal wetlands as wastelands” (9). Wastelands needed to be redeemed into enclave estates of condos and strip developments. In a historical irony that is not lost on students of wetlands and their history, destroying wetlands can create the wasteland of flooded cities and a single catastrophe of history and geography, such as New Orleans in the aftermath of Hurricane Katrina.In searching for a trope to explain these events Brinkley turns to the tried and true figure of the monster, usually feminised, and “Katrina” is no exception. For him, “Hurricane Katrina had been a palpable monster, an alien beast” (Brinkley xiv), “a monstrous hurricane” (72), “a monster hurricane” (115), and “the monster storm” (Brinkley 453 and Flint 230). A monster, according to The Concise Oxford Dictionary (Allen 768), is: (a) “an imaginary creature, usually large and frightening, composed of incongruous elements; or (b) a large or ugly or misshapen animal or thing.” Katrina was not imaginary, though it or she was and has been imagined in a number of ways, including as a monster. “She” was certainly large and frightening. “She” was composed of the elements of air and water. These may be incongruous elements in the normal course of events but not for a hurricane. “She” certainly caused ugliness and misshapenness to those caught in her wake of havoc, but aerial photographs show her to be a perfectly shaped hurricane, albeit with a deep and destructive throat imaginable as an orally sadistic monster. ConclusionNew Orleans, as Kelman writes in his post-Katrina preface, “has a horrible disaster history” (xii) in the sense that it has a history of horrible disasters. It also has a horrible history of the single disaster of its swampy location. Rather than “a chain of events that appears before us,” “the Angel of History” for Benjamin “sees one single catastrophe which keeps piling wreckage upon wreckage” (392). Rather than a series of disasters of the founding, drainage, disease, death, floods, hurricanes, etc. that mark the history of New Orleans, the Angel of History sees a single, catastrophic history, not just of New Orleans but preceding and post-dating it. This catastrophic history and geography began in the beginning when God created the heavens and the earth, darkness and chaos moved over the face of the waters, the earth was without form and void, and when God divided the land from the water, and is ending in industrial capitalism and its technologies, weather, climate, cities, floods, rivers, and wetlands intertwining and inter-relating together as entities and agents. Rather than a series of acts and sites of creativity and destruction that appear before us, the Angel of Geography sees one single process and place which keeps (re)creating order out of chaos and chaos out of order. This geography and history began at the beginning when God created the heavens and the earth, and the wetland, and divided land from water, and continues when and as humans drain(ed) wetlands, create(d) cities, destroy(ed) cites, rebuilt/d cities and rehabilitate(d) wetlands. “Katrina” is a salutary instance of the cultural and natural operating together in the one single catastrophe and creativity of divine and human history and geography.ReferencesAllen, Robert. This series of digital cut-ups offers a personal response to my readings of selected works by Luce Irigaray, using words, images, and graphemes from domestic cookery books as ingredients for thinking and writing. Through these textual montage experiments, I engage with parler-femme (speaking (as) woman) as both concept and practice to explore love, fluidity, and desire through multiple mimetic modes. Textual montage is an alternative writing practice that foregrounds embodied ways of knowing (Emberley). By merging and juxtaposing diverse elements in non-linear modes, textual montage encourages the visual to enter the written, exposing the conditions of reading, writing and making meaning (Lupton). This opens a space of dialogue that challenges scholarly conventions surrounding “the essay form and the production of knowledge within its logics, rhetorics, and silences” (Emberley 72). This project uses an eclectic range of mass-produced cookbooks from 1928 to 1962 as source material for textual montage. These texts are intended for domestic use by women, as evidenced by their modes of direct address, and/or illustrations or photographs. This reflects the traditional construction of cooking as a gendered practice undertaken by women in Western societies within the private sphere of the home (Fleitz). While such allegiance to the sexual division of domestic labour mobilises hierarchies of race and sexuality in addition to gender (Hill Collins), domestic cookbooks represent collective social, embodied and textual practices that are constructed as being specific to women (Fleitz). Importantly, such constructions are not static. As evidenced by the revisions and amendments made to popular cookbooks over time, texts about domestic cooking are shaped by broader technological, cultural, social, and economic conditions. This is apparent in several of the source texts I have used, which have been revised or updated to acknowledge changes to ingredient availability or type (Royles Food Products), cooking techniques (Wijey), kitchen equipment (Wijey; Bentley; Howard), or health research (Davy in Royles Food Products) current at the time of their publication. In addition, three of the source texts reflect the historic relationship between women’s magazines and commercially published cookbooks (State Library of Victoria). The Delineator Cook Book (1928, taken from the New Butterick Cook Book), the Australian Women’s Weekly Cookery Book (c.1950), and Good Housekeeping’s Picture Cake Making (c.1955) are all published by popular magazine franchises, positioning domestic cookery within the sphere of consumer culture. Here, the inclusion of a text by the Australian Women’s Weekly (AWW) is particularly significant, as this franchise has achieved “trusted brand status” among many consumers within Australia, and continues to publish cookbooks today (State Library of Victoria). The enduring relationship between the AWW and domestic cooking in Australia indicates the importance of cookbooks in communicating knowledge between different generations of women, as both established and innovative foodmaking practices are circulated by a collectively known and “trusted” source. In constructing this inter-generational body of knowledge, women are of central importance as both authors and readers of cookbooks, in contrast to many other spheres of activity where their knowledge and participation has historically been subjugated or limited (Fleitz). In considering this, my inclusion of textual montage elements from cookbooks produced by, and/or used by, different generations of women acknowledges the maternal genealogy made absent within patriarchal Western thought and institutions (Irigaray). Although cookbooks are a source of instruction, they can also facilitate women’s experimentation and innovation (Supski). When women revise or recast cookbook recipes, they perform an authorship role by editing or rewriting the original text (Fleitz). Similarly, textual montage is a dynamic and performative process that complicates notions of the author (Emberley) while challenging the conventional “recipe” of writing; demonstrating the parallel between cooking and women’s writing as forms of embodied knowledge (Fleitz). In this project, textual montage aligns to the “thoughtful practice” of cooking, which entwines knowledge and practical application (Heldke 203). In writing through my body, I reject the binary opposition between thinking and doing, and advance parler-femme as a practice of enunciation (Irigaray). In cutting and reassembling the language of domestic cookery within an alternative context, I seek to open it to different modes of thought, address, and sensual affect. Samurai and Chinese martial arts themes inspire and permeate the uniquely philosophical lyrics and beats of Wu-Tang Clan, a New York-based hip-hop collective made popular in the mid-nineties with their debut album Enter the Wu-Tang: Return of the 36 Chambers. Original founder RZA (“Rizza”) scored his first full-length motion-picture soundtrack and made his feature film debut with Ghost Dog: The Way of the Samurai (Jim Jarmusch, 2000). Through a critical exploration of the film’s musical filter, it will be argued that RZA’s aesthetic vision effectively deterritorialises the figure of the samurai, according to which the samurai “change[s] in nature and connect[s] with other multiplicities” (Deleuze and Guattari, 9). The soundtrack consequently emancipates and redistributes the idea of the samurai from within the dynamic context of a fundamentally different aesthetic intensity, which the Wu-Tang has always hoped to communicate, that is to say, an aesthetics of adaptation or of what is called in hip-hop music more generally: an aesthetics of flow. At the center of Jarmusch’s film is a fundamental opposition between the sober asceticism and deeply coded lifestyle of Ghost Dog and the supple, revolutionary, itinerant hip-hop beats that flow behind it and beneath it, and which serve at once as philosophical foil and as alternate foundation to the film’s themes and message. Ghost Dog: The Way of the Samurai tells the story of Ghost Dog (Forest Whitaker), a deadly and flawlessly precise contract killer for a small-time contemporary New York organised crime family. He lives his life in a late 20th-century urban America according to the strict tenets of the 18th century text Hagakure, which relates the principles of the Japanese Bushido (literally, the “way of the warrior,” but more often defined and translated as the “code of the samurai”). Others have noted the way in which Ghost Dog not only fails as an adaptation of the samurai genre but thematises this very failure insofar as the film depicts a samurai’s unsuccessful struggle to adapt in a corrupt and fractured postmodern, post-industrial reality (Lanzagorta, par. 4, 9; Otomo, 35-8). If there is any hope at all for these adaptations (Ghost Dog is himself an example), it lies, according to some, in the singular, outmoded integrity of his nostalgia, which despite the abstract jouissance or satisfaction it makes available, is nevertheless blank and empty (Otomo, 36-7). Interestingly, in his groundbreaking book Spectacular Vernaculars, and with specific reference to hip-hop, Russell Potter suggests that where a Eurocentric postmodernism posits a lack of meaning and collapse of value and authority, a black postmodernism that is neither singular nor nostalgic is prepared to emerge (6-9). And as I will argue there are more concrete adaptive strategies at work in the film, strategies that point well beyond the film to popular culture more generally. These are anti-nostalgic strategies of possibility and escape that have everything to do with the way in which hip-hop as soundtrack enables Ghost Dog in his becoming-samurai, a process by which a deterritorialised subject and musical flow fuse to produce a hybrid adaptation and identity. But hip-hip not only makes possible such a becoming, it also constitutes a potentially liberating adaptation of the past and of otherness that infuses the film with a very different but still concrete jouissance. At the root of Ghost Dog is a conflict between what Deleuze and Guattari call state and nomad authority, between the code that prohibits adaptation and its willful betrayer. The state apparatus, according to Deleuze and Guattari, is the quintessential form of interiority. The state nourishes itself through the appropriation, the bringing into its interior, of all that over which it exerts its control, and especially over those nomadic elements that constantly threaten to escape (Deleuze and Guattari, 380-7). In Ghost Dog, the code or state-form functions throughout the film as an omnipresent source of centralisation, authorisation and organisation. It is attested to in the intensely stratified urban environment in which Ghost Dog lives, a complicated and forbidding network of streets, tracks, rails, alleys, cemeteries, tenement blocks, freeways, and shipping yards, all of which serve to hem Ghost Dog in. And as race is highlighted in the film, it, too, must be included among the many ways in which characters are always already contained. What encounters with racism in the film suggest is the operative presence of a plurality of racial and cultural codes; the strict segregation of races and cultures in the film and the animosity which binds them in opposition reflect a racial stratification that mirrors the stratified topography of the cityscape. Most important, perhaps, is the way in which Bushido itself functions, at least in part, as code, as well as the way in which the form of the historical samurai in legend and reality circumscribes not only Ghost Dog’s existence but the very possibility of the samurai and the samurai film as such. On the one hand, Bushido attests to the absolute of religion, or as Deleuze and Guattari describe it: “a center that repels the obscure … essentially a horizon that encompasses” and which forms a “bond”, “pact”, or “alliance” between subject/culture and the all-encompassing embrace of its deity: in this case, the state-form which sanctions samurai existence (382-3). On the other hand, but in the same vein, the advent of Bushido, and in particular the Hagakure text to which Ghost Dog turns for meaning and guidance, coincides historically with the emergence of the modern Japanese state, or put another way, with the eclipse of the very culture it sponsors. In fact, samurai history as a whole can be viewed to some extent as a process of historical containment by which the state-form gradually encompassed those nomadic warring elements at the heart of early samurai existence. This is the socio-historical context of Bushido, insofar as it represents the codification of the samurai subject and the stratification of samurai culture under the pressures of modernisation and the spread of global capitalism. It is a social and historical context marked by the power of a bourgeoning military, political and economic organisation, and by policies of restraint, centralisation and sedentariness. Moreover, the local and contemporary manifestations of this social and historical context are revealed in many of the elements that permeate not only the traditional samurai films of Kurosawa, Mizoguchi or Kobayashi, but modern adaptations of the genre as well, which tend to convey a nostalgic mourning for this loss, or more precisely, for this failure to adapt. Thus the filmic atmosphere of Ghost Dog is dominated by the negative qualities of inaction, nonviolence and sobriety, and whether these are taken to express the sterility and impotence of postmodern existence or the emptiness of a nostalgia for an unbroken and heroic past, these qualities point squarely towards the transience of culture and towards the impossibility of adaptation and survival. Ghost Dog is a reluctant assassin, and the inherently violent nature of his task is always deflected. In the same way, most of Ghost Dog’s speech in the film is delivered through his soundless readings of the Hagakure, silent and austere moments that mirror as well the creeping, sterile atmosphere in which most of the film’s action takes place. It is an atmosphere of interiority that points not only towards the stratified environment which restricts possibility and expressivity but also squarely towards the meaning of Bushido as code. But this atmosphere meets resistance. For the samurai is above all a man of war, and, as Deleuze and Guattari suggest, “the man of war [that is to say, the nomad] is always committing an offence against” the State (383). In Ghost Dog, for all the ways in which Ghost Dog’s experience is stratified by the Bushido as code and by the post-industrial urban reality in which he lives and moves, the film shows equally the extent to which these strata or codes are undermined by nomadic forces that trace “lines of flight” and escape (Deleuze and Guattari, 423). Clearly it is the film’s soundtrack, and thus, too, the aesthetic intensities of the flow in hip-hop music, which both constitute and facilitate this escape: We have an APB on an MC killer Looks like the work of a master … Merciless like a terrorist Hard to capture the flow Changes like a chameleon (“Da Mystery of Chessboxin,” Enter) Herein lies the significance of (and difference between) the meaning of Bushido as code and as way, a problem of adaptation and translation which clearly reflects the central conflict of the film. A way is always a way out, the very essence of escape, and it always facilitates the breaking away from a code. Deleuze and Guattari describe the nomad as problematic, hydraulic, inseparable from flow and heterogeneity; nomad elements, as those elements which the State is incapable of drawing into its interior, are said to remain exterior and excessive to it (361-2). It is thus significant that the interiority of Ghost Dog’s readings from the Hagakure and the ferocious exteriority of the soundtrack, which along with the Japanese text helps narrate the tale, reflect the same relationship that frames the state and nomad models. The Hagakure is not only read in silence by the protagonist throughout the film, but the Hagakure also figures prominently inside the diegetic world of the film as a visual element, whereas the soundtrack, whether it is functioning diegetically or non-diegetically, is by its very nature outside the narrative space of the film, effectively escaping it. For Deleuze and Guattari, musical expression is inseparable from a process of becoming, and, in fact, it is fair to say that the jouissance of the film is supplied wholly by the soundtrack insofar as it deterritorialises the conventional language of the genre, takes it outside of itself, and then reinvests it through updated musical flows that facilitate Ghost Dog’s becoming-samurai. In this way, too, the soundtrack expresses the violence and action that the plot carefully avoids and thus intimately relates the extreme interiority of the protagonist to an outside, a nomadic exterior that forecloses any possibility of nostalgia but which suggests rather a tactics of metamorphosis and immediacy, a sublime deterritorialisation that involves music becoming-world and world becoming-music. Throughout the film, the appearance of the nomad is accompanied, even announced, by the onset of a hip-hop musical flow, always cinematically represented by Ghost Dog’s traversing the city streets or by lengthy tracking shots of a passenger pigeon in flight, both of which, to take just two examples, testify to purely nomadic concepts: not only to the sheer smoothness of open sky-space and flight with its techno-spiritual connotations, but also to invisible, inherited pathways that cross the stratified heart of the city undetected and untraceable. Embodied as it is in the Ghost Dog soundtrack, and grounded in what I have chosen to call an aesthetics of flow, hip-hop is no arbitrary force in the film; it is rather both the adaptive medium through which Ghost Dog and the samurai genre are redeemed and the very expression of this adaptation. Deleuze and Guattari write: The necessity of not having control over language, of being a foreigner in one’s own tongue, in order to draw speech to oneself and ‘bring something incomprehensible into the world.’ Such is the form of exteriority … that forms a war machine. (378) Nowhere else do Deleuze and Guattari more clearly outline the affinities that bind their notion of the nomad and the form of exteriority that is essential to it with the politics of language, cultural difference and authenticity which so color theories of race and critical analyses of hip-hop music and culture. And thus the key to hip-hop’s adaptive power lies in its spontaneity and in its bringing into the world of something incomprehensible and unanticipated. If the code in Ghost Dog is depicted as nonviolent, striated, interior, singular, austere and measured, then the flow in hip-hop and in the music of the Wu-Tang that informs Ghost Dog’s soundtrack is violent, fluid, exterior, variable, plural, playful and incalculable. The flow in hip-hop, as well as in Deleuze and Guattari’s work, is grounded in a kinetic linguistic spontaneity, variation and multiplicity. Its lyrical flow is a cascade of accelerating rhymes, the very speed and implausibility of which often creates a sort of catharsis in performers and spectators: I bomb atomically, Socrates’ philosophies and hypotheses can’t define how I be droppin’ these mockeries, lyrically perform armed robberies Flee with the lottery, possibly they spotted me Battle-scarred shogun, explosion. … (“Triumph”, Forever) Over and against the paradigm of the samurai, which as I have shown is connected with relations of content and interiority, the flow is attested to even more explicitly in the Wu-Tang’s embrace of the martial arts, kung-fu and Chinese cinematic traditions. And any understanding of the figure of the samurai in the contemporary hip-hop imagination must contend with the relationship of this figure to both the kung-fu fighting traditions and to kung-fu cinema, despite the fact that they constitute very different cultural and historical forms. I would, of course, argue that it is precisely this playful adaptation or literal deterritorialisation of otherwise geographically and culturally distinct realities that comprises the adaptive potential of hip-hop. Kung-fu, like hip-hop, is predicated on the exteriority of style. It is also a form of action based on precision and immediacy, on the fluid movements of the body itself deterritorialised as weapon, and thus it reiterates that blend of violence, speed and fluidity that grounds the hip-hop aesthetic: “I’ll defeat your rhyme in just four lines / Yeh, I’ll wax you and tax you and plus save time” (RZA and Norris, 211). Kung-fu lends itself to improvisation and to adaptability, essential qualities of combat and of lyrical flows in hip-hop music. For example, just as in kung-fu combat a fighter’s success is fundamentally determined by his ability to intuit and adapt to the style and skill and detailed movements of his adversary, the victory of a hip-hop MC engaged in, say, a freestyle battle will be determined by his capacity for improvising and adapting his own lyrical flow to counter and overcome his opponent’s. David Bordwell not only draws critical lines of difference between the Hong Kong and Hollywood action film but also hints at the striking differences between the “delirious kinetic exhilaration” of Hong Kong cinema and the “sober, attenuated, and grotesque expressivity” of the traditional Japanese samurai film (91-2). Moreover, Bordwell emphasises what the Wu-Tang Clan has always known and demonstrated: the sympathetic bond between kung-fu action or hand-to-hand martial arts combat and the flow in hip-hop music. Bordwell calls his kung-fu aesthetic “expressive amplification”, which communicates with the viewer through both a visual and physical intelligibility and which is described by Bordwell in terms of beats, exaggerations, and the “exchange and rhyming of gestures” (87). What is pointed to here are precisely those aspects of Hong Kong cinema that share essential similarities with hip-hop music as such and which permeate the Wu-Tang aesthetic and thus, too, challenge or redistribute the codified stillness and negativity that define the filmic atmosphere of Ghost Dog. Bordwell argues that Hong Kong cinema constitutes an aesthetics in action that “pushes beyond Western norms of restraint and plausibility,” and in light of my thesis, I would argue that it pushes beyond these same conventions in traditional Japanese cinema as well (86). Bruce Lee, too, in describing the difference between Chinese kung-fu and Japanese fighting forms in A Warrior’s Journey (Bruce Little, 2000) points to the latter’s regulatory principles of hesitation and segmentarity and to the former’s formlessness and shapelessness, describing kung-fu when properly practiced as “like water, it can flow or it can crash,” qualities which echo not only Bordwell’s description of the pause-burst-pause pattern of kung-fu cinema’s combat sequences but also the Wu-Tang Clan’s own self-conception as described by GZA (“Jizza”), a close relative of RZA and co-founder of the Wu-Tang Clan, when he is asked to explain the inspiration for the title of his album Liquid Swords: Actually, ‘Liquid Swords’ comes from a kung-fu flick. … But the title was just … perfect. I was like, ‘Legend of a Liquid Sword.’ Damn, this is my rhymes. This is how I’m spittin’ it. We say the tongue is symbolic of the sword anyway, you know, and when in motion it produces wind. That’s how you hear ‘wu’. … That’s the wind swinging from the sword. The ‘Tang’, that’s when it hits an object. Tang! That’s how it is with words. (RZA and Norris, 67) Thus do two competing styles animate the aesthetic dynamics of the film Ghost Dog: The Way of the Samurai: an aesthetic of codified arrest and restraint versus an aesthetic of nomadic resistance and escape. The former finds expression in the film in the form of the cultural and historical meanings of the samurai tradition, defined by negation and attenuated sobriety, and in the “blank parody” (Otomo, 35) of a postmodern nostalgia for an empty historical past exemplified in the appropriation of the Samurai theme and in the post-industrial prohibitions and stratifications of contemporary life and experience; the latter is attested to in the affirmative kinetic exhilaration of kung-fu style, immediacy and expressivity, and in the corresponding adaptive potential of a hip-hop musical flow, a distributive, productive, and anti-nostalgic becoming, the nomadic essence of which redeems the rhetoric of postmodern loss described by the film. There is a disparity between expectations that the members of a community will work together for the common good — and the stark reality that human beings form into groups, or parties, to engage in conflict with each other. This is particularly the case in so-called popular governments that include some wider political involvement by the people. In ancient Greece stasis, or endemic conflict between the democratic and oligarchic elements of a city was very common. Likewise, the late Roman Republic maintained a division between the populares and the optimates. In both cases there was violence as both sides battled for dominance. For example, in late republican Rome street gangs formed that employed intimidation and violence for political ends.In seventeenth century England there was conflict between those who favoured royal authority and those who wished to see more power devolved to parliament, which led to Civil War in the 1640s. Yet the English ideal, as expressed by The Book of Common Prayer (1549; and other editions) was that the country be quietly governed. It seemed perverse that the members of the body politic should be in conflict with each other. By the late seventeenth century England was still riven by conflict between two groups which became designated as the Whigs and the Tories. The divisions were both political and religious. Most importantly, these divisions were expressed at the local level, in such things as the struggle for the control of local corporations. They were not just political but could also be personal and often turned nasty as families contended for local control. The mid seventeenth century had been a time of considerable violence and warfare, not only in Europe and England but across Eurasia, including the fall of the Ming dynasty in China (Parker). This violence occurred in the wake of a cooler climate change, bringing in its wake crop failure followed by scarcity, hunger, disease and vicious warfare. Millions of people died.Conditions improved in the second half of the seventeenth century and countries slowly found their way to a new relative stability. The Qing created a new imperial order in China. In France, Louis XIV survived the Fronde and his answer to the rage and divisions of that time was the imposition of an autocratic and despotic state that simply prohibited the existence of divisions. Censorship and the inquisition flourished in Catholic Europe ensuring that dissidence would not evolve into violence fuelled by rage. In 1685, Louis expelled large numbers of Protestants from France.Divisions did not disappear in England at the end of the Civil War and the Restoration of Charles II. Initially, it appears that Charles sought to go down the French route. There was a regulation of ideas as new laws meant that the state licensed all printed works. There was an attempt to impose a bureaucratic authoritarian state, culminating in the short reign of James II (Pincus, Ertman). But its major effect, since the heightened fear of James’ Catholicism in Protestant England, was to stoke the ‘rage of party’ between those who supported this hierarchical model of social order and those who wanted political power less concentrated (Knights Representation, Plumb).The issue was presumed to be settled in 1688 when James was chased from the throne, and replaced by the Dutchman William and his wife Mary. In the official language of the day, liberty had triumphed over despotism and the ‘ancient constitution’ of the English had been restored to guarantee that liberty.However, three major developments were going on in England by the late seventeenth century: The first is the creation of a more bureaucratic centralised state along the lines of the France of Louis XIV. This state apparatus was needed to collect the taxes required to finance and administer the English war machine (Pincus). The second is the creation of a genuinely popular form of government in the wake of the expulsion of James and his replacement by William of Orange (Ertman). This means regular parliaments that are elected every three years, and also a free press to scrutinise political activities. The third is the development of financial institutions to enable the war to be conducted against France, which only comes to an end in 1713 (Pincus). Here, England followed the example of the Netherlands. There is the establishment of the bank of England in 1694 and the creation of a national debt. This meant that those involved in finance could make big profits out of financing a war, so a new moneyed class developed. England's TransformationIn the 1690s as England is transformed politically, religiously and economically, this develops a new type of society that unifies strong government with new financial institutions and arrangements. In this new political configuration, the big winners are the new financial elites and the large (usually Whig) aristocratic landlords, who had the financial resources to benefit from it. The losers were the smaller landed gentry who were taxed to pay for the war. They increasingly support the Tories (Plumb) who opposed both the war and the new financial elites it helped to create; leading to the 1710 election that overwhelmingly elected a Tory government led by Harley and Bolingbroke. This government then negotiated the Treaty of Utrecht in 1713, with the Whigs retaining a small minority.History indicates that the post-1688 developments do not so much quell the ‘rage of party’ as encourage it and fan the fires of conflict and discontent. Parliamentary elections were held every three years and could involve costly, and potentially financially ruinous, contests between families competing for parliamentary representation. As these elections involved open voting and attempts to buy votes through such means as wining and dining, they could be occasions for riotous behaviour. Regular electoral contests, held in an electorate that was much larger than it would be one hundred years later, greatly heightened the conflicts and kept the political temperature at a high.Fig. 1: "To Him Pudel, Bite Him Peper"Moreover, there was much to fuel this conflict and to ‘maintain the rage’: First, the remodelling of the English financial system combined with the high level of taxation imposed largely on the gentry fuelled a rage amongst this group. This new world of financial investments was not part of their world. They were extremely suspicious of wealth not derived from landed property and sought to limit the power of those who held such wealth. Secondly, the events of 1688 split the Anglican Church in two (Pincus). The opponents of the new finance regimes tended also to be traditional High Church Anglicans who feared the newer, more tolerant government policy towards religion. Finally, the lapsing of the Licensing Act in 1695 meant that the English state was no longer willing to control the flow of information to the public (Kemp). The end result was that England in the 1690s became something akin to a modern public culture in which there was a relatively free flow of political information, constant elections held with a limited, but often substantial franchise, that was operating out of a very new commercial and financial environment. These political divisions were now deeply entrenched and very real passion animated each side of the political divide (Knights Devil).Under these circumstances, it was not possible simply to stamp out ‘the rage’ by the government repressing the voices of dissent. The authoritarian model for creating public conformity was not an option. A mechanism for lowering the political and religious temperature needed to arise in this new society where power and knowledge were diffused rather than centrally concentrated. Also, the English were aided by the return to a more benign physical environment. In economic terms it led to what Fischer terms the equilibrium of the Enlightenment. The wars of Louis XIV were a hangover from the earlier more desperate age; they prolonged the crisis of that age. Nevertheless, the misery of the earlier seventeenth century had passed. The grim visions of Calvinism (and Jansenism) had lost their plausibility. So the excessive violence of the 1640s was replaced by a more tepid form of political resistance, developing into the first modern expression of populism. So, the English achieved what Plumb calls ‘political stability’ were complex (1976), but relied on two things. The first was limiting the opportunity for political activity and the second was labelling political passion as a form of irrational behaviour – as an unsatisfactory or improper way of conducting oneself in the world. Emotions became an indulgence of the ignorant, the superstitious and the fanatical. This new species of humanity was the gentleman, who behaved in a reasonable and measured way, would express a person commensurate with the Enlightenment.This view would find its classic expression over a century later in Macaulay’s History of England, where the pre-1688 English squires are now portrayed in all their semi-civilised glory, “his ignorance and uncouthness, his low tastes and gross phrases, would, in our time, be considered as indicating a nature and a breeding thoroughly plebeian” (Macaulay 244). While the Revolution of 1688 is usually portrayed as a triumph of liberty, as stated, recent scholarship (Pincus, Ertman) emphasises how the attempts by both Charles and James to build a more bureaucratic state were crucial to the development of eighteenth century England. England was not really a land of liberty that kept state growth in check, but the English state development took a different path to statehood from countries such as France, because it involved popular institutions and managed to eliminate many of the corrupt practices endemic to a patrimonial regime.The English were as interested in ‘good police’, meaning the regulation of moral behaviour, as any state on the European continent, but their method of achievement was different. In the place of bureaucratic regulation, the English followed another route, later be termed in the 1760s as ‘civilisation’ (Melleuish). So, the Whigs became the party of rationality and reasonableness, and the Whig regime was Low Church, which was latitudinarian and amenable to rationalist Christianity. Also, the addition of the virtue and value of politeness and gentlemanly behaviour became the antidote to the “rage of party’”(Knights Devil 163—4) . The Whigs were also the party of science and therefore, followed Lockean philosophy. They viewed themselves as ‘reasonable men’ in opposition to their more fanatically inclined opponents. It is noted that any oligarchy, can attempt to justify itself as an ‘aristocracy’, in the sense of representing the ‘morally’ best people. The Whig aristocracy was more cosmopolitan, because its aristocrats had often served the rulers of countries other than England. In fact, the values of the Whig elite were the first expression of the liberal cosmopolitan values which are now central to the ideology of contemporary elites. One dimension of the Whig/Tory split is that while the Whig aristocracy had a cosmopolitan outlook as more proto-globalist, the Tories remained proto-nationalists. The Whigs became simultaneously the party of liberty, Enlightenment, cosmopolitanism, commerce and civilised behaviour. This is why liberty, the desire for peace and ‘sweet commerce’ came to be identified together. The Tories, on the other hand, were the party of real property (that is to say land) so their national interest could easily be construed by their opponents as the party of obscurantism and rage. One major incident illustrates how this evolved.The Trial of the High Church Divine Henry Sacheverell In 1709, the High Church Divine Henry Sacheverell preached a fiery sermon attacking the Whig revolutionary principles of resistance, and advocated obedience and unlimited submission to authority. Afterwards, for his trouble he was impeached before the House of Lords by the Whigs for high crimes and misdemeanours (Tryal 1710). As Mark Knights (6) has put it, one of his major failings was his breaching of the “Whig culture of politeness and moderation”. The Whigs also disliked Sacheverell for his charismatic appeal to women (Nicholson). He was found guilty and his sermons ordered to be burned by the hangman. But Sacheverell became simultaneously a martyr and a political celebrity leading to a mass outpouring of printed material (Knights Devil 166—186). Riots broke out in London in the wake of the trial’s verdict. For the Whigs, this stood as proof of the ‘rage’ that lurked in the irrational world of Toryism. However, as Geoffrey Holmes has demonstrated, these riots were not aimless acts of mob violence but were directed towards specific targets, in particular the meeting houses of Dissenters. History reveals that the Sacheverell riots were the last major riots in England for almost seventy years until the Lord Gordon anti-Catholic riots of 1780. In the short term they led to an overwhelming Tory victory at the 1710 elections, but that victory was pyrrhic. With the death of Queen Anne, followed by the accession of the Hanoverians to the throne, the Whigs became the party of government. Some Tories, such as Bolingbroke, panicked, and fled to France and the Court of the Pretender. The other key factor was the Treaty of Utrecht, brokered on England’s behalf by the Tory government of Harley and Bolingbroke that brought the Civil war to an end in 1713. England now entered an era of peace; there remained no longer the need to raise funds to conduct a war. The war had forced the English state to both to consolidate and to innovate.This can be viewed as the victory of the party of ‘politeness and moderation’ and the Enlightenment and hence the effective end of the ‘rage of party’. Threats did remain by the Pretender’s (James III) attempt to retake the English throne, as happened in 1715 and 1745, when was backed by the barbaric Scots.The Whig ascendancy, the ascendancy of a minority, was to last for decades but remnants of the Tory Party remained, and England became a “one-and one-half” party regime (Ertman 222). Once in power, however, the Whigs utilised a number of mechanisms to ensure that the age of the ‘rage of party’ had come to an end and would be replaced by one of politeness and moderation. As Plumb states, they gained control of the “means of patronage” (Plumb 161—88), while maintaining the ongoing trend, from the 1680s of restricting those eligible to vote in local corporations, and the Whigs supported the “narrowing of the franchise” (Plumb 102—3). Finally, the Septennial Act of 1717 changed the time between elections from three years to seven years.This lowered the political temperature but it did not eliminate the Tories or complaints about the political, social and economic path that England had taken. Rage may have declined but there was still a lot of dissent in the newspapers, in particular in the late 1720s in the Craftsman paper controlled by Viscount Bolingbroke. The Craftsman denounced the corrupt practices of the government of Sir Robert Walpole, the ‘robinocracy’, and played to the prejudices of the landed gentry. Further, the Bolingbroke circle contained some major literary figures of the age; but not a group of violent revolutionaries (Kramnick). It was true populism, from ideals of the Enlightenment and a more benign environment.The new ideal of ‘politeness and moderation’ had conquered English political culture in an era of Whig dominance. This is exemplified in the philosophy of David Hume and his disparagement of enthusiasm and superstition, and the English elite were also not fond of emotional Methodists, and Charles Wesley’s father had been a Sacheverell supporter (Cowan 43). A moderate man is rational and measured; the hoi polloi is emotional, faintly disgusting, and prone to rage.In the End: A Reduction of Rage Nevertheless, one of the great achievements of this new ideal of civility was to tame the conflict between political parties by recognising political division as a natural part of the political process, one that did not involve ‘rage’. This was the great achievement of Edmund Burke who, arguing against Bolingbroke’s position that 1688 had restored a unified political order, and hence abolished political divisions, legitimated such party divisions as an element of a civilised political process involving gentlemen (Mansfield 3). The lower orders, lacking the capacity to live up to this ideal, were prone to accede to forces other than reason, and needed to be kept in their place. This was achieved through a draconian legal code that punished crimes against property very severely (Hoppit). If ‘progress’ as later described by Macaulay leads to a polite and cultivated elite who are capable of conquering their rage – so the lower orders need to be repressed because they are still essentially barbarians. This was echoed in Macaulay’s contemporary, John Stuart Mill (192) who promulgated Orientals similarly “lacked the virtues” of an educated Briton.In contrast, the French attempt to impose order and stability through an authoritarian state fared no better in the long run. After 1789 it was the ‘rage’ of the ‘mob’ that helped to bring down the French Monarchy. Graffiti remains a particularly resilient aspect of the contemporary urban landscape and as a pillar of Hip-Hop culture enjoys an enduring popularity as a subject of academic inquiry.1 As the practice of graffiti is so historically broad it is within the context of Hip-Hop culture that I will limit my observations. In this tradition, graffiti is often rationalised as either a rebellious attempt at territorial reclamation by an alienated subculture or reduced to a practice of elaborate attention seeking. This type of account is offered in titles such as Nelson George's Hip-Hop America (George 1998, 14-15) and David Toop's Rap Attack series (Toop 2000, 11-14). Whilst I am in accord with their respective analyses of graffiti's role as a territorial practice, these discussions concentrate on graffiti's social significance and neglect the immanent logistical processes that precede artistic practice. A Deleuze-Guattarian approach would emphasise the process over the final product, as they believe, '[w]riting has nothing to do with signifying. It has to do with surveying, mapping, even realms that are yet to come' (Deleuze and Guattari 1987, 4-5).2 This undermines the self-contained approach to graffiti as artistic signification and offers a more encompassing approach to investigating the graffiti writers' desire to physically connect with the architecture of the city. It was William Upski Wimsatt's 'underground bestseller' Bomb the Suburbs that inspired my Deleuze-Guattarian perspective on the processes behind graffiti. After reading the testimonies of the author and his peers about the niceties of underground graffiti writing, I was struck by the profound affective relations to technology they described. Many discussions of graffiti, academic or otherwise, relegate the artists' exploration of the urban environment and its technologies to be of secondary importance to the production of the artwork itself. Wimsatt's affectionate account of a city discovered via graffiti writing appeared to have resonance with the Deleuze-Guattarian concept of 'becoming'. For Deleuze (both alone and in conjunction with Felix Guattari), the concept of 'becoming' was a complex redefinition, or perhaps destruction, of the traditional dichotomy between 'subject' and 'object'. Baring in mind that this concept was developed across the breadth of his work, here I offer a concise, and perhaps more readily accessible definition of 'becoming' from Claire Colebrook's Gilles Deleuze: 'The human becomes more than itself - by becoming-hybrid with what is not itself. This creates 'lines of flight'; from life itself we imagine all the becomings of life, using the human power of imagination to overcome the human' (Colebrook 2001, 129). Using 'becoming' as a conceptual approach provides a rather more productive consideration of the graffiti writers' endeavours rather than simply reducing their status to simple archetypes such as 'criminal', 'rebel' or even 'visual artist'. In this way we could look at their ongoing and active engagement with the city's architecture as an ongoing 'becoming' with urban technologies. This is manifest in the graffiti writers' willingness to break the law and even risk physical danger in order to find new ways of moving about the city. Bomb the Suburbs outlines the trials and tribulations of Chicago based, 'old school' graffiti artist Wimsatt who writes about his first-hand observations on the decaying urban environment within major US cities. Bomb the Suburbs is both a handbook of Hip-Hop culture, as well as an astute piece of social analysis. Wimsatt's approach is self-consciously provocative, and shining through all the revolutionary rhetoric is essentially a love affair with the city and its technologies. 'As a writer, there is nothing I love better, nowhere in the city I love more, than the CTA (Chicago Transit Authority). Whether it's climbing on the tracks, playing in the tunnels, or just chillin' in between cars, I think of the CTA as my personal jungle gym. The fact is, we graffiti writers have a very close relationship with the train lines. Yet it is our goal to fuck them up' (Wimsatt 1994, 143). Such an extraordinary physical relationship with the city's technology obviously surpasses the general public's more mundane interactions. The amount of dedication required by the graffiti writers to scale buildings, trains and bridges, obviously goes beyond a mere desire of exposure for their art. Hence I regard the writers as having perhaps the strongest affective bond with the city of any resident, as their pioneering of unorthodox navigational feats requires a level of commitment that far exceeds the rest of the population. Thus the artistry justifies the means of the exploratory process and the graffiti merely serves as a premise to interact with the city's architecture. Wimsatt's enthusiastic account of the CTA infers the desire to realise new interactions that surpass the rather more average ambition of getting on and off at the right stops. An inordinate amount of attention to potential vehicles of exposure, such as the city's rail system becomes a requirement of any self-respecting graffiti writer. Hence they acquire an intricate knowledge of the logistical processes that keep the city's transportation system ticking over. Detailed knowledge of platforms, schedules, right up to employee shift changes are necessary and each of these aspects in turn open out into a variety of assemblages that offer insight into the inner workings of the city. Unfortunately for these urban explorers, their unorthodox interactions with the city architecture are invariably considered 'illegal', and reminiscent of the Foucauldian assertion, the transgression of law only adds to affective investment. This transgression of 'the law', also offers potential for new becomings, and the graffiti writers, in turn, acquire a 'virtual' nature as 'becoming-criminal' or 'becoming-hero', even perhaps perpetuating the struggle for an alternative 'becoming-law'. Hence the dour reflection at the end of Wimsatt's quote which highlights his exasperation over the underlying political tensions that conspire toward his beloved rail system's destruction. It is perhaps the barriers, both physical and legal that are placed between the writers and their beloved lines, which fosters the type of emotional displacement that incites such revenge. To prove that the law can't contain their desire, the writers ironically destroy the city's property so that the technology will forever bear the mark of their challenge. Wimsatt doesn't advocate this destruction, but rather he is trying to implore other writers to see the error of their ways, 'If we love trains, then bombing the CTA is biting the hand that feeds us' (Wimsatt 1994, 143). His idealistic alternative is to 'bomb the suburbs' (for the uninitiated the bombing they refer to is of the acrylic as opposed to the explosive kind) to symbolically deflect attention from the rail yards and into the homes of the indifferent. 'Bomb The Suburbs means let's celebrate the city. Let's celebrate the ghetto and the few people who aren't running away from it. Let's stop fucking up the city. Let's stop fucking up the ghetto. Let's start defending it and making it work for us' (11). Emphasising the division between the urban and suburban way of life, Wimsatt beckons graffiti writers to 'bomb the suburbs' in what I perceive, as an unorthodox means of inclusion. This call to violate suburban property is purely a scare tactic, an avenue that Wimsatt admits he is not keen to explore (143). This contempt for the suburbs is directed at what is perceived as its residents' collective escape from an inclusive dialogue. The graffiti artists are frustrated over the suburban residents' economic control of their inner city space and they have no accessible political vehicle to voice this complaint. In the minds of the graffiti writers, the suburban population is ungrateful, as the technology such as the CTA is taken for granted, or not even used at all. Wimsatt hates the insular culture of the car owning commuters that symbolise the suburban condition. They are deemed to pollute the city and will subsequently be the first to retreat from any adversity as their collective goal has been to acquire the means to take an out of sight, out of mind approach to urban life. Thus, Wimsatt blames the suburban population for the continuing malaise suffered by inner city residents. Their collective exodus to the suburbs has negatively impacted on city funding and continues to erode the quality of life of its inhabitants. Wimsatt's admonition of the suburban condition begins in the introduction on the front cover of the book stating, 'The suburbs is more than just an unfortunate geographical location, it is an unfortunate state-of-mind. It's the American state-of-mind, founded on fear, conformity, shallowness of character, and dullness of imagination.' Yet Wimsatt would have difficulty convincing his posse of writers to 'bomb the suburbs' for a solely political purpose as the attributes of the city that make it so accessible conversely makes the suburbs logistically difficult to conquer. By his own admission the pleasure of graffiti writing lies in the thrill of exploring the city's architecture as this process in its entirety forms an affective assemblage. For Deleuze and Guattari these 'affects are becomings' (Deleuze and Guattari 1987, 256), perhaps simply understood as the affective intensities that influence our movement through the world, and this is how the graffiti writers integrate themselves into the matrix of the city assemblage. Furthermore, Deleuze and Guattari offer that art consists of blocs of affects and percepts and that its role is to draw attention to these processes (Deleuze and Guattari 1994, 163-199), '[a]ffects are sensible experiences in their singularity, liberated from organising systems of representation' (Colebrook 2001, 22). Thus graffiti operates on a purely affective level and the works of its anonymous authors, whose collective texts are often indecipherable, appear to have little cultural relevance to the general public. This is demonstrative of a Deleuze-Guattarian reading where graffiti's significance as 'writing' is actually negligible. The pragmatic significance of graffiti in terms of territorial marking is its role as a refrain, providing infinite transference of signification. The refrains create relations of corresponding affective assemblages and in this way the graffiti is able to generate a range of audience positions. Whilst it may indicate signify a hostile environment for some, it similarly provides information to others or is perhaps merely treated with indifference. To this extent the recollections of Wimsatt and his peers recall Deleuzean empiricism and its 'commitment to experience,' as '[o]ne way of thinking empiricism is to see all life as a flow and connection of interacting bodies, or 'desiring machines'. These connections form regularities, which can then be organised through 'social machines' (Colebrook 2001, 89). Graffiti consciously draws attention to its procedure thus creating corresponding affective assemblages, and the ensuing relations inform audience opinions. Many would contend that graffiti is inherently destructive and would necessarily disagree with my claim that it derives from a love of the city. Dissenting opinion is invariably based on relative aesthetic merits and as a result will always be inconclusive. The only thing that can be tangibly measured is the ownership of capital and in this context graffiti will always remain the visual sign of a losing battle. Graffiti is the evidence of its writers' respective status as 'ghosts in the machine'. Presented in terms of information theory, we could view graffiti as feedback, either signal or noise depending on how you are positioned. As a permanent fixture of the urban environment it is indicative of a city that is all but running smoothly. The nature of this underlying antagonism is elaborated in Houston A Baker jr's Black Studies, Rap and the Academy where graffiti is 'perceived as the ethnic pollution of public space' by the 'other' (Baker 1993, 43). Baker then proceeds to the heart of the matter, questioning the values inherent in the regulation of public space, 'the contest was urbanely proprietorial: Who owns the public spaces? What constitutes information and what constitutes noise? Just what is visually and audibly pure and what precisely is noise pollution or graffiti?'. He contends that community opinion over such aesthetic maintenance of the public space will continue to be dominated by corporate capital. 'Urban public spaces of the late twentieth century are spaces of audiovisual contest. It's something like this: My billboards and neon and handbills and high-decibel-level television advertising are purely for the public good. Your boom boxes and graffiti are evil pollutants. Erase them, shut them down! (43)' Graffiti writers are fully aware that any attempt for consensus over aesthetics is futile as the urban subcultures have little political clout. Their ongoing battle is a vain attempt at seeking alternate ways to access this public space and will continue to sustain casualties both architectural and human. Thus the visibility of graffiti on a train line provides an affective assemblage that is as intrinsic to the network as the tracks themselves. As public property3 the railway is installed to serve the collective population and graffiti writers, it can be argued, just seek to use it in an unorthodox manner. Their work is undoubtedly just as creative and perhaps less objectionable than most billboard ads. Advertising on the other hand, represents the collusion of private property ownership that informs public opinion. This view perpetuates the 'reasonable' assumption that advertisements are an acceptable use of the public space based on the 'logic' that they are spatially contained and regulated by capital. Alienated from that sphere of capital ownership, graffiti impinges on this private stranglehold of public aesthetics. In this capacity graffiti artists invite a momentary existential awakening, drawing attention to our internalised self-regulation. It is such conditioning that in turn may provoke us to mouth an obligatory 'tut tut'. Yet, running into this visual 'other' requires self-reflection, caught up in our daily routine we are oblivious to our physical surroundings and only realise what we are missing when it has been tampered with. The writers' unorthodox interaction with city architecture questions our fetishizing of blank walls, and our instilled lack of practical interaction with our surrounds. Nevertheless, the reality is that graffiti signifies to a large percentage of the population a sense of danger, a side effect that Wimsatt is indeed aware and is trying to discourage. Bomb the Suburbs is concerned with mapping out relations within the city's delicate ecosystem and how the mere act of graffiti affects a feedback loop that ends up in the pockets of the corporates: 'Every time we fat cap an outside, or even scratch-bomb a window, we've got guys with last names like Ford, Toyota, and Isuzu with us all the way, cheering us on - we're helping them fuck up public transportation for free' (Wimsatt 1994, 142). So the more graffiti, the fewer people ride the subway and will instead continue to buy cars and perpetuate the urban/suburban divide. Wimsatt and his peers are embittered that those who actually own most of the city care so little about it that they leave for the suburbs every night, to retreat from the 'urban noise' epitomised by graffiti culture to one of secluded suburban silence. Hence Wimsatt's enthusiasm for a communal project of graffiti led urban renewal believing it will liven up neglected and plain forgotten parts of the city (104). He goes out of his way to visit the more ravaged and neglected cities in the US, dreaming of how graffiti could help promote reinvestment, both emotional and financial, back into the heart of the city. Wimsatt also realises this can only be achieved with the grass roots support of the graffiti writing community themselves. 'I'm not even going to talk about the train yards. Yes, they're easy, but you're not allowed to bomb them as a personal favor to me. Cleveland is struggling not to become another Detroit and scare all its capital off to the suburbs. If you're going to do graffiti in Cleveland, do it to help Cleveland back up, not to kick it while it's down' (43). Yet his vision of urban renewal is one that scorns permission for legal designs (113) as the impetus for this project must derive organically from the graffiti writers' collective process of observation via urban exploration. For them, legal design defeats the purpose of this empirical process, and for this reason the artists believe there is no challenge in doing 'pieces' in the easy spots as a necessary part of the process requires the 'becoming' with the urban environment. The graffiti writers' lifestyle is itself an experimental project intended as a direct challenge on the 'conventional' epitomised by suburban existence. The graffiti markings operate as Deleuze-Guattarian 'lines of flight' that indicate that there are alternate ways of moving about the city, replete with a set of refrains to indicate the existence of a suitably alternative culture. We are aware that the smooth running of the urban capitalist machine requires the striations that demarcate no-go areas and territories forbidden to pubic access. To paraphrase Deleuze and Guattari, that in order to run smoothly, you have to striate, and there is a lot of wasted space created in the process. The graffiti writers merely seek to claw back these neglected territories. Notes 1. This work studied theoretically in details the mechanism, kinetics and thermochemistry of reactions of methyl radical with methanol. The theoretical study was carried out by ab initio molecular orbital theory based on CCSD(T)/B3LYP/6-311++G(3df,2p) methods in conjunction variational transition state theory (VTST). Calculated results showed that, in the temperature range from 300K to 2000K, and the pressure at 760 Torr, temperature dependent rate constants of the reactions were: CH3 + CH3OH ® CH4 + CH2OH k(T) = 2.146´10-27.T4.64.exp(-33.47[kJ/mol/RT), CH3 + CH3OH ® CH4 + CH3O k(T) = 2.583´10-27.T4.52.exp(-29.56[kJ/mol/RT), CH3 + CH3OH ® H + CH3OCH3 k(T) = 1.025´10-23.T3.16.exp(-186.84[kJ/mol/RT) When the reaction temperature is above 730 K, the abstraction process of H in –CH3 group of methanol will occur faster. For the past twenty years, academics and other social commentators have, by and large, shared the view that the phase of modernity through which we are currently passing is defined by two interrelated catalysts of change: the physical movement of people and the virtual movement of information around the globe. As we enter the second decade of the new millennium, it is certainly a timely moment to reflect upon the ways in which the prognoses of the scholars and scientists writing in the late twentieth century have come to pass, especially since—during the time this special issue has been in press—the revolutions that are gathering pace in the Arab world appear to be realising the theoretical prediction that the ever-increasing “flows” of people and information would ultimately bring about the end of the nation-state and herald an era of transnationalism (Appadurai, Urry). For writers like Arjun Appadurai, moreover, the concept of diaspora was key to grasping how this new world order would take shape, and how it would operate: Diasporic public spheres, diverse amongst themselves, are the crucibles of a postnational political order. The engines of their discourse are mass media (both interactive and expressive) and the movement of refugees, activists, students, laborers. It may be that the emergent postnational order proves not to be a system of homogeneous units (as with the current system of nation-states) but a system based on relations between heterogeneous units (some social movements, some interest groups, some professional bodies, some non-governmental organizations, some armed constabularies, some judicial bodies) ... In the short run, as we can see already, it is likely to be a world of increased incivility and violence. In the longer run, free from the constraints of the nation form, we may find that cultural freedom and sustainable justice in the world do not presuppose the uniform and general existence of the nation-state. This unsettling possibility could be the most exciting dividend of living in modernity at large. (23) In this editorial, we would like to return to the “here and now” of the late 1990s in which theorists like Arjun Appaduri, Ulrich Beck, John Urry, Zygmunt Bauman, Robert Robertson and others were “imagining” the consequences of both globalisation and glocalisation for the twenty-first century in order that we may better assess what is, indeed, coming to pass. While most of their prognoses for this “second modernity” have proven remarkably accurate, it is their—self-confessed—inability to forecast either the nature or the extent of the digital revolution that most vividly captures the distance between the mid-1990s and now; and it is precisely the consequences of this extraordinary technological revolution on the twin concepts of “glocality” and “diaspora” that the research featured in this special issue seeks to capture. Glocal Imaginaries Appadurai’s endeavours to show how globalisation was rapidly making itself felt as a “structure of feeling” (Williams in Appadurai 189) as well as a material “fact” was also implicit in our conceptualisation of the conference, “Glocal Imaginaries: Writing/Migration/Place,” which gave rise to this special issue. This conference, which was the culmination of the AHRC-funded project “Moving Manchester: Literature/Migration/Place (2006-10)”, constituted a unique opportunity to gain an international, cross-disciplinary perspective on urgent and topical debates concerning mobility and migration in the early twenty-first century and the strand “Networked Diasporas” was one of the best represented on the program. Attracting papers on broadcast media as well as the new digital technologies, the strand was strikingly international in terms of the speakers’ countries of origin, as is this special issue which brings together research from six European countries, Australia and the Indian subcontinent. The “case-studies” represented in these articles may therefore be seen to constitute something of a “state-of-the-art” snapshot of how Appadurai’s “glocal imaginary” is being lived out across the globe in the early years of the twenty-first century. In this respect, the collection proves that his hunch with regards to the signal importance of the “mass-media” in redefining our spatial and temporal coordinates of being and belonging was correct: The third and final factor to be addressed here is the role of the mass-media, especially in its electronic forms, in creating new sorts of disjuncture between spatial and virtual neighborhoods. This disjuncture has both utopian and dystopian potentials, and there is no easy way to tell how these may play themselves out in the future of the production of locality. (194) The articles collected here certainly do serve as testament to the “bewildering plethora of changes in ... media environments” (195) that Appadurai envisaged, and yet it can clearly also be argued that this agent of glocalisation has not yet brought about the demise of the nation-state in the way (or at the speed) that many commentators predicted. Digital Diasporas in a Transnational World Reviewing the work of the leading social science theorists working in the field during the late 1990s, it quickly becomes evident that: (a) the belief that globalisation presented a threat to the nation-state was widely held; and (b) that the “jury” was undecided as to whether this would prove a good or bad thing in the years to come. While the commentators concerned did their best to complexify both their analysis of the present and their view of the future, it is interesting to observe, in retrospect, how the rhetoric of both utopia and dystopia invaded their discourse in almost equal measure. We have already seen how Appadurai, in his 1996 publication, Modernity at Large, looks beyond the “increased incivility and violence” of the “short term” to a world “free from the constraints of the nation form,” while Roger Bromley, following Agamben and Deleuze as well as Appadurai, typifies a generation of literary and cultural critics who have paid tribute to the way in which the arts (and, in particular, storytelling) have enabled subjects to break free from their national (af)filiations (Pearce, Devolving 17) and discover new “de-territorialised” (Deleuze and Guattari) modes of being and belonging. Alongside this “hope,” however, the forces and agents of globalisation were also regarded with a good deal of suspicion and fear, as is evidenced in Ulrich Beck’s What is Globalization? In his overview of the theorists who were then perceived to be leading the debate, Beck draws distinctions between what was perceived to be the “engine” of globalisation (31), but is clearly most exercised by the manner in which the transformation has taken shape: Without a revolution, without even any change in laws or constitutions, an attack has been launched “in the normal course of business”, as it were, upon the material lifelines of modern national societies. First, the transnational corporations are to export jobs to parts of the world where labour costs and workplace obligations are lowest. Second, the computer-generation of worldwide proximity enables them to break down and disperse goods and services, and produce them through a division of labour in different parts of the world, so that national and corporate labels inevitably become illusory. (3; italics in the original) Beck’s concern is clearly that all these changes have taken place without the nation-states of the world being directly involved in any way: transnational corporations began to take advantage of the new “mobility” available to them without having to secure the agreement of any government (“Companies can produce in one country, pay taxes in another and demand state infrastructural spending in yet another”; 4-5); the export of the labour market through the use of digital communications (stereotypically, call centres in India) was similarly unregulated; and the world economy, as a consequence, was in the process of becoming detached from the processes of either production or consumption (“capitalism without labour”; 5-7). Vis-à-vis the dystopian endgame of this effective “bypassing” of the nation-state, Beck is especially troubled about the fate of the human rights legislation that nation-states around the world have developed, with immense effort and over time (e.g. employment law, trade unions, universal welfare provision) and cites Zygmunt Bauman’s caution that globalisation will, at worst, result in widespread “global wealth” and “local poverty” (31). Further, he ends his book with a fully apocalyptic vision, “the Brazilianization of Europe” (161-3), which unapologetically calls upon the conventions of science fiction to imagine a worst-case scenario for a Europe without nations. While fourteen or fifteen years is evidently not enough time to put Beck’s prognosis to the test, most readers would probably agree that we are still some way away from such a Europe. Although the material wealth and presence of the transnational corporations strikes a chord, especially if we include the world banks and finance organisations in their number, the financial crisis that has rocked the world for the past three years, along with the wars in Iraq and Afghanistan, and the ascendancy of Al-Qaida (all things yet to happen when Beck was writing in 1997), has arguably resulted in the nations of Europe reinforcing their (respective and collective) legal, fiscal, and political might through rigorous new policing of their physical borders and regulation of their citizens through “austerity measures” of an order not seen since World War Two. In other words, while the processes of globalisation have clearly been instrumental in creating the financial crisis that Europe is presently grappling with and does, indeed, expose the extent to which the world economy now operates outside the control of the nation-state, the nation-state still exists very palpably for all its citizens (whether permanent or migrant) as an agent of control, welfare, and social justice. This may, indeed, cause us to conclude that Bauman’s vision of a world in which globalisation would make itself felt very differently for some groups than others came closest to what is taking shape: true, the transnationals have seized significant political and economic power from the nation-state, but this has not meant the end of the nation-state; rather, the change is being experienced as a re-trenching of whatever power the nation-state still has (and this, of course, is considerable) over its citizens in their “local”, everyday lives (Bauman 55). If we now turn to the portrait of Europe painted by the articles that constitute this special issue, we see further evidence of transglobal processes and practices operating in a realm oblivious to local (including national) concerns. While our authors are generally more concerned with the flows of information and “identity” than business or finance (Appaduri’s “ethnoscapes,” “technoscapes,” and “ideoscapes”: 33-7), there is the same impression that this “circulation” (Latour) is effectively bypassing the state at one level (the virtual), whilst remaining very materially bound by it at another. In other words, and following Bauman, we would suggest that it is quite possible for contemporary subjects to be both the agents and subjects of globalisation: a paradox that, as we shall go on to demonstrate, is given particularly vivid expression in the case of diasporic and/or migrant peoples who may be able to bypass the state in the manufacture of their “virtual” identities/communities) but who (Cohen) remain very much its subjects (or, indeed, “non-subjects”) when attempting movement in the material realm. Two of the articles in the collection (Leurs & Ponzanesi and Marcheva) deal directly with the exponential growth of “digital diasporas” (sometimes referred to as “e-diasporas”) since the inception of Facebook in 2004, and both provide specific illustrations of the way in which the nation-state both has, and has not, been transcended. First, it quickly becomes clear that for the (largely) “youthful” (Leurs & Ponzanesi) participants of nationally inscribed networking sites (e.g. “discovernikkei” (Japan), “Hyves” (Netherlands), “Bulgarians in the UK” (Bulgaria)), shared national identity is a means and not an end. In other words, although the participants of these sites might share in and actively produce a fond and nostalgic image of their “homeland” (Marcheva), they are rarely concerned with it as a material or political entity and an expression of their national identities is rapidly supplemented by the sharing of other (global) identity markers. Leurs & Ponzanesi invoke Deleuze and Guattari’s concept of the “rhizome” to describe the way in which social networkers “weave” a “rhizomatic path” to identity, gradually accumulating a hybrid set of affiliations. Indeed, the extent to which the “nation” disappears on such sites can be remarkable as was also observed in our investigation of the digital storytelling site, “Capture Wales” (BBC) (Pearce, "Writing"). Although this BBC site was set up to capture the voices of the Welsh nation in the early twenty-first century through a collection of (largely) autobiographical stories, very few of the participants mention either Wales or their “Welshness” in the stories that they tell. Further, where the “home” nation is (re)imagined, it is generally in an idealised, or highly personalised, form (e.g. stories about one’s own family) or through a sharing of (perceived and actual) cultural idiosyncrasies (Marcheva on “You know you’re a Bulgarian when …”) rather than an engagement with the nation-state per se. As Leurs & Ponzanesi observe: “We can see how the importance of the nation-state gets obscured as diasporic youth, through cultural hybridisation of youth culture and ethnic ties initiate subcultures and offer resistance to mainstream cultural forms.” Both the articles just discussed also note the shading of the “national” into the “transnational” on the social networking sites they discuss, and “transnationalism”—in the sense of many different nations and their diasporas being united through a common interest or cause—is also a focus of Pikner’s article on “collective actions” in Europe (notably, “EuroMayDay” and “My Estonia”) and Harb’s highly topical account of the role of both broadcast media (principally, Al-Jazeera) and social media in the revolutions and uprisings currently sweeping through the Arab world (spring 2011). On this point, it should be noted that Harb identifies this as the moment when Facebook’s erstwhile predominantly social function was displaced by a manifestly political one. From this we must conclude that both transnationalism and social media sites can be put to very different ends: while young people in relatively privileged democratic countries might embrace transnationalism as an expression of their desire to “rise above” national politics, the youth of the Arab world have engaged it as a means of generating solidarity for nationalist insurgency and liberation. Another instance of “g/local” digital solidarity exceeding national borders is to be found in Johanna Sumiala’s article on the circulatory power of the Internet in the Kauhajoki school shooting which took place Finland in 2008. As well as using the Internet to “stage manage” his rampage, the Kauhajoki shooter (whose name the author chose to withhold for ethical reasons) was subsequently found to have been a member of numerous Web-based “hate groups”, many of them originating in the United States and, as a consequence, may be understood to have committed his crime on behalf of a transnational community: what Sumiala has defined as a “networked community of destruction.” It must also be noted, however, that the school shootings were experienced as a very local tragedy in Finland itself and, although the shooter may have been psychically located in a transnational hyper-reality when he undertook the killings, it is his nation-state that has had to deal with the trauma and shame in the long term. Woodward and Brown & Rutherford, meanwhile, show that it remains the tendency of public broadcast media to uphold the raison d’être of the nation-state at the same time as embracing change. Woodward’s feature article (which reports on the AHRC-sponsored “Tuning In” project which has researched the BBC World Service) shows how the representation of national and diasporic “voices” from around the world, either in opposition to or in dialogue with the BBC’s own reporting, is key to the way in which the Commission has changed and modernised in recent times; however, she is also clear that many of the objectives that defined the service in its early days—such as its commitment to a distinctly “English” brand of education—still remain. Similarly, Brown & Rutherford’s article on the innovative Australian ABC children’s television series, My Place (which has combined traditional broadcasting with online, interactive websites) may be seen to be positively promoting the Australian nation by making visible its commitment to multiculturalism. Both articles nevertheless reveal the extent to which these public service broadcasters have recognised the need to respond to their nations’ changing demographics and, in particular, the fact that “diaspora” is a concept that refers not only to their English and Australian audiences abroad but also to their now manifestly multicultural audiences at home. When it comes to commercial satellite television, however, the relationship between broadcasting and national and global politics is rather harder to pin down. Subramanian exposes a complex interplay of national and global interests through her analysis of the Malayalee “reality television” series, Idea Star Singer. Exported globally to the Indian diaspora, the show is shamelessly exploitative in the way in which it combines residual and emergent ideologies (i.e. nostalgia for a traditional Keralayan way of life vs aspirational “western lifestyles”) in pursuit of its (massive) audience ratings. Further, while the ISS series is ostensibly a g/local phenomenon (the export of Kerala to the rest of the world rather than “India” per se), Subramanian passionately laments all the progressive national initiatives (most notably, the campaign for “women’s rights”) that the show is happy to ignore: an illustration of one of the negative consequences of globalisation predicted by Beck (31) noted at the start of this editorial. Harb, meanwhile, reflects upon a rather different set of political concerns with regards to commercial satellite broadcasting in her account of the role of Al-Jazeera and Al Arabiya in the recent (2011) Arab revolutions. Despite Al-Jazeera’s reputation for “two-sided” news coverage, recent events have exposed its complicity with the Qatari government; further, the uprisings have revealed the speed with which social media—in particular Facebook and Twitter—are replacing broadcast media. It is now possible for “the people” to bypass both governments and news corporations (public and private) in relaying the news. Taken together, then, what our articles would seem to indicate is that, while the power of the nation-state has notionally been transcended via a range of new networking practices, this has yet to undermine its material power in any guaranteed way (witness recent counter-insurgencies in Libya, Bahrain, and Syria).True, the Internet may be used to facilitate transnational “actions” against the nation-state (individual or collective) through a variety of non-violent or violent actions, but nation-states around the world, and especially in Western Europe, are currently wielding immense power over their subjects through aggressive “austerity measures” which have the capacity to severely compromise the freedom and agency of the citizens concerned through widespread unemployment and cuts in social welfare provision. This said, several of our articles provide evidence that Appadurai’s more utopian prognoses are also taking shape. Alongside the troubling possibility that globalisation, and the technologies that support it, is effectively eroding “difference” (be this national or individual), there are the ever-increasing (and widely reported) instances of how digital technology is actively supporting local communities and actions around the world in ways that bypass the state. These range from the relatively modest collective action, “My Estonia”, featured in Pikner’s article, to the ways in which the Libyan diaspora in Manchester have made use of social media to publicise and support public protests in Tripoli (Harb). In other words, there is compelling material evidence that the heterogeneity that Appadurai predicted and hoped for has come to pass through the people’s active participation in (and partial ownership of) media practices. Citizens are now able to “interfere” in the representation of their lives as never before and, through the digital revolution, communicate with one another in ways that circumvent state-controlled broadcasting. We are therefore pleased to present the articles that follow as a lively, interdisciplinary and international “state-of-the-art” commentary on how the ongoing revolution in media and communication is responding to, and bringing into being, the processes and practices of globalisation predicted by Appadurai, Beck, Bauman, and others in the 1990s. The articles also speak to the changing nature of the world’s “diasporas” during this fifteen year time frame (1996-2011) and, we trust, will activate further debate (following Cohen) on the conceptual tensions that now manifestly exist between “virtual” and “material” diasporas and also between the “transnational” diasporas whose objective is to transcend the nation-state altogether and those that deploy social media for specifically local or national/ist ends. Different forms of transport have always had different effects on the cityscape, landscape, nationscape and airscape. Modes of moving from A to B have consumed, manipulated and divided this space, often requiring other activities to operate around it. This division is seen most obviously in roads and their effect on community (see for example The Castle), but also in other scapes such as the control of airspace through flight paths which has had a marked effect on, for example, the migratory flight paths of birds. With the adoption of new transport technologies, scapes are manipulated to accommodate the needs of this technology. The bicycle is an interesting example of a technology, which in its popularity last century began to affect the architecture of the landscape, before the automobile left its indelible imprint. With the disenchantment with cars in the Western world, it is interesting to ponder on the effect that bicycles are now having with the resurgence of their popularity. At this point, it must be noted that this is a purely Western orientated study and it would be worthwhile comparing these spatial effects to the scapes in a highly cycle-dominated country such as China. The popularity of bicycles peaked in the 1880-90s (Bardou et al. 7). This craze was partly due to the attraction of the technology, but also due to an associated sense of freedom and escape. This attitude to the bicycle is expressed in H.G. Wells's novella, Wheels of Chance (based in 1895) where the main character, a draper called Mr Hoopdriver, undertakes a cycling tour of the south coast of England. Freedom takes on two meanings -- firstly, Mr Hoopdriver finds a sense of freedom in being able to escape from his mundane life and travel the long distances solo and in a shorter time. He also observes another type of freedom in the form of the Young Lady in Grey who is also on a cycling tour. Mr Hoopdriver is shocked to see a woman exerting herself physically and wearing pants, yet realises that there is no question of women cycling side saddle wearing a skirt. It seems that in this form of transport, the emancipation of women progresses a little further. This freedom led to the enormous popularity of bicycles and as a result, bicycle organisations began to petition for the improvement and expansion of roads which were in a poor state due to the use of horses (Fink 8). And so bicycles began to impose their needs on the landscape and with the expansion of road networks, the landscape was altered markedly. Interestingly enough, these roadworks were one factor which led to the bicycle's demise in popularity and the accelerated manufacture of cars (Bardou et al. 9). At the time that roads were being improved, farmers in the United States were becoming distressed by the railway's monopolised power over mass transport. Due to the improved roads, the agricultural industry pushed towards using these roads for transporting produce. A number of automobiles had been designed and tested since Leonardo da Vinci first sketched the idea. 1860-90 had seen a number of reasonable size steam engines which had reasonable power/weight radio, and an electric car, invented by William Morrison (US) in 1890, had a running time of 13 hours at 14 mph (Fink 9). However, it was the internal combustion engine that revolutionised this form of transport, and it did not take long before the utopia was conceived. Not only could cars move faster than a horse and cart, they were originally deemed cleaner and healthier, according to an 1899 article from the Scientific American: The improvement in city conditions by the general adoption of the motorcar can hardly be overestimated. Streets clean, dustless and odourless, with light rubber tired vehicles moving swiftly and noiselessly over the smooth expanse, would eliminate a greater part of the nervousness, distraction, and strain of modern metropolitan life. (Conyngton 19660) There existed some initial resistance to the introduction of cars. Pedestrians, horse owners and cyclists began to feel that their road space was being impinged upon and speed laws were introduced to attempt to counteract the fanaticism (Flink 25). However, little could be done to dissuade the masses about the benefits of the car. Given the car's enormous popularity and the spatial needs of this vehicle, it is interesting to consider the architectural changes to the city and landscapes necessary to account for the requirements of the car. As the rail trucks needed tracks, so too the cars needed roads. Already existing roads in cities were altered significantly and in particular, enormous amounts of money were injected into building highways to link major cities. Examples of these projects are the now defunct Highway Trust Fund in the United States and the Pacific Highway system in Australia. These roads have always been built with great opposition from people whose homes or land were rezoned for use by governing bodies. The consumption and division of established city scapes to accommodate for the cars' needs has severely altered the spatial priorities. Leavitt (1970) suggests that previously cohesive neighbourhoods have become socially and spatially divided as a result. Small corner stores have closed down due to bypasses, neighbours cannot visit each other on foot due to uncrossable motorways, animals are killed as a result of normal routes being intersected by highways, and the airscape has become dominated by the engine fumes especially in places such as Mexico City. On a larger scale, it may be suggested that cars has had scape-altered effects on a national and transnational level. The rise of the use of motorised transport can be considered in conjunction with the growing popularity of communication systems, more specifically at this time, the telephone. Both the car and the telephone have changed the perception of space between previously distant neighbours. Travelling time and communication time have decreased as a result of the use of these devices, resulting in a greater unification of the nation state. The negative corollary to this is the disintegration of these nation states through war. The use of cars and the expanded and improved highway systems had devastating effects in World War II. The increased mobilisation of soldiers and weaponry increased the efficiency of destruction, resulting in razed city and landscapes and a shift in national borders and nation space. Thus the demands of cars have altered these scapes and subsequently dictate the use of this space. It may be suggested that the car no longer is a tool for humans, but tends to control human activity within the space it dominates. People must use a bypass to drive further for a loaf of bread which was previously bought from the corner shop now closed from a lack of business due to the same bypass. Commuters in Mexico City are forced back into cars to escape the hazardous chemicals now dominating this space. This almost master/servant relationship over space allocation in the land, city and airscapes led to the disenchantment with cars which began in the 70s. One of the results of this disenchantment was to reconsider the bicycle as an alternate, less impinging form of transport. It has taken a number of decades but, in terms of space and scapes, an interesting phenomenon is occurring with the resurgence of the popularity of bicycles in the Western world. Cycling advocate groups are highlighting the advantages of this mode of transport. Cycling is no longer discussed in the 1890 discourses of freedom and adventure, but in terms of the environment and health. The environmental rhetoric, in particular, can be framed in terms of space. For example, it may be suggested that bicycles do not tend to permeate the airscape to the degree that cars do. It is through these types of discourses that advocate groups have been arguing for the right to take back some of the space that cars have since subsumed. A struggle exists over this space. For example, in many European cities, bicycle lanes on the far left of the road (between the footpath and carlanes) have been drawn on many intra-urban roads. In Amsterdam, vehicle access is colour coded, with bikeways being marked by red bricks (Poindexter). The cityscape is not altered as a result, but challenges to the space already filled by cars are made. In Australian capital cities, these bikelanes are less successful. Many of these bike lanes exist where car parking is permitted and a line of parked cars potentially subsumes this designated space, such that it no longer exists. Thus many cyclists resort to using pathways, some specific to cyclists, others shared with pedestrians. Other innovations from the Netherlands, which have perpetuated this challenge to the car's control of space, are traffic lights with special signals for bicycles and right-of-way laws which include specific give way to cyclists rules (Poindexter). These practices question the dominion of cars in travelling spaces and go towards changing this transport paradigm. As natural resources are depleted further and little progress is made on green cars, bicycles may again find their niche. It will be interesting to see another architectural evolution of the city, land, air and nationscapes as this space changes to accommodate another shift in transport trends. The reaction paths of the reaction of methyl radical with propanol-2 (i-C3H7OH) were investigated in detail using density functional theory at B3LYP/6-311++G(3df,2p) level. There were seven reaction pathways which form seven products including CH4 + (CH3)2COH, CH4 + (CH3)2CHO, CH4 + CH3CHOHCH2, CH3OH + CH3CHCH3, C2H6 + CH3CHOH, (CH3)2CH-O-CH3 + H and (CH3)3CH + OH. The results of analysis of the reaction paths and thermokinetic parameters showed that methane could be generated from three different channels. Obscured in contemporary climate change discourse is the fact that under even the most serious mitigation scenarios being envisaged it will be virtually impossible to avoid runaway ecosystem collapse; so great is the momentum of global greenhouse build-up (Anderson and Bows). And under even the best-case scenario, two-degree warming, the ecological, social, and economic costs are proving to be much deeper than first thought. The greenhouse genie is out of the bottle, but the best that appears to be on offer is a gradual transition to the pro-growth, pro-consumption discourse of “ecological modernisation” (EM); anything more seems politically unpalatable (Barry, Ecological Modernisation; Adger et al.). Here, I aim to account for how cheaply EM has managed to allay ecology. To do so, I detail the operations of the co-optive, definitional strategy which I call the “high-ground” strategy, waged by a historic bloc of actors, discourses, and institutions with a common interest in resisting radical social and ecological critique. This is not an argument about climate laggards like the United States and Australia where sceptic views remain near the centre of public debate. It is a critique of climate leaders such as the United Kingdom, Germany, and the Netherlands—nations at the forefront of the adoption of EM policies and discourses. With its antecedent in sustainable development discourse, by emphasising technological innovation, eco-efficiency, and markets, EM purports to transcend the familiar dichotomy between the economy and the environment (Hajer; Barry, ‘Towards’). It rebuts the 1970s “limits to growth” perspective and affirms that “the only possible way out of the ecological crisis is by going further into the process of modernisation” (Mol qtd. in York and Rosa 272, emphasis in original). Its narrative is one in which the “dirty and ugly industrial caterpillar transforms into an ecological butterfly” (Huber, qtd. in Spaargaren and Mol). How is it that a discourse notoriously quiet on endless growth, consumer culture, and the offshoring of dirty production could become the cutting edge of environmental policy? To answer this question we need to examine the discursive and ideological effects of EM discourse. In particular, we must analyse the strategies that work to continually naturalise dominant institutions and create the appearance that they are fit to respond to climate change. Co-opting Environmental Discourse Two features characterise state environmental discourse in EM nations: an almost universal recognition of the problem, and the reassurance that present institutions are capable of addressing it. The key organs of neoliberal capitalism—markets and states—have “gone green”. In boardrooms, in advertising and public relations, in governments, and in international fora, climate change is near the top of the agenda. While EM is the latest form of this discourse, early hints can be seen in President Nixon’s embrace of the environment and Margaret Thatcher’s late-1980s green rhetoric. More recently, David Cameron led a successful Conservative Party “detoxification” program with an ostentatious rhetorical strategy featuring the electoral slogan, “Vote blue, go green” (Carter). We can explain this transformation with reference to a key shift in the discursive history of environmental politics. The birth of the modern environmental movement in the 1960s and 70s brought a new symbolic field, a new discourse, into the public sphere. Yet by the 1990s the movement was no longer the sole proprietor of its discourse (Eder 203). It had lost control of its symbols. Politicians, corporations, and media outlets had assumed a dominant role in efforts to define “what climate change was and what it meant for the world” (Carvalho and Burgess 1464). I contend that the dramatic rise to prominence of environmental issues in party-political discourse is not purely due to short-term tactical vote-winning strategy. Nor is it the case that governments are finally, reluctantly waking up to the scientific reality of ecological degradation. Instead, they are engaged in a proactive attempt to redefine the contours of green critique so as to take the discourse onto territory in which established interests already control the high ground. The result is the defusing of the oppositional element of political ecology (Dryzek et al. 665–6), as well as social critique in general: what I term the gentrification of climate change. If we view environmentalism as, at least partially, a cultural politics in which contested definitions of problem is the key political battleground, we can trace how dominant interests have redefined the contours of climate change discourse. We can reveal the extent to which environmentalism, rather than being integrated into capitalism, has been co-opted. The key feature of this strategy is to present climate change as a mere aberration against a background of business-as-usual. The solutions that are presented are overwhelmingly extensions of existing institutions: bringing CO2 into the market, the optimistic development of new techno-scientific solutions to climate problems, extending regulatory regimes into hitherto overlooked domains. The agent of this co-optive strategy is not the state, industry, capital, or any other manifest actor, but a “historic bloc” cutting across divisions between society, politics, and economy (Laclau and Mouffe 42). The agent is an abstract coalition that is definable only to the extent that its strategic interests momentarily intersect at one point or another. The state acts as a locus, but the bloc is itself not reducible to the state. We might also think of the agent as an assemblage of conditions of social reproduction, in which dominant social, political, and economic interests have a stake. The bloc has learned the lesson that to be a player in a definitional battle one must recognise what is being fought over. Thus, exhortations to address climate change and build a green economy represent the first stage of the definitional battle for climate change: an attempt to enter the contest. In practical terms, this has manifest as the marking out of a self-serving division between action and inaction. Articulated through a binary modality climate change becomes something we either address/act on/tackle—or not. Under such a grammar even the most meagre efforts can be presented as “tackling climate change.” Thus Kevin Rudd was elected in 2007 on a platform of “action on climate change”, and he frequently implored that Australia would “do its bit” on climate change during his term. Tony Blair is able to declare that “tackling climate change… need not limit greater economic opportunity” and mean it in all sincerity (Barry, ‘Towards’ 112). So deployed, this binary logic minimises climate change to a level at which existing institutions are validated as capable of addressing the “problem,” and the government legitimised for its moral, green stand. The Hegemonic Articulation of Climate Change The historic bloc’s main task in the high-ground strategy is to re-articulate the threat in terms of its own hegemonic discourse: market economics. The widely publicised and highly influential Stern Review, commissioned by the British Government, is the standard-bearer of how to think about climate change from an economic perspective. It follows a supremely EM logic: economy and ecology have been reconciled. The Review presents climate change, famously, as “the greatest market failure the world has ever seen” (Stern et al. viii). The structuring horizon of the Stern Review is the correction of this failure, the overcoming of what is perceived to be not a systemic problem requiring a reappraisal of social institutions, but an issue of carbon pricing, technology policy, and measures aimed at “reducing barriers to behavioural change”. Stern insists that “we can be ‘green’ and grow. Indeed, if we are not ‘green’, we will eventually undermine growth, however measured” (iv). He reassures us that “tackling climate change is the pro-growth strategy for the longer term, and it can be done in a way that does not cap the aspirations for growth of rich or poor countries” (viii). Yet Stern’s seemingly miraculous reconciliation of growth with climate change mitigation in fact implies a severe degree of warming. The Stern Review aims to stabilise carbon dioxide equivalent concentrations at 550ppm, which would correspond to an increase of global temperature of 3-4 degrees Celsius. As Foster et al. note, this scenario, from an orthodox economist who is perceived as being pro-environment, is ecologically unsustainable and is viewed as catastrophic by many scientists (Foster, Clark, and York 1087–88). The reason Stern gives for not attempting deeper cuts is that they “are unlikely to be economically viable” (Stern et al. 231). In other words, the economy-ecology articulation is not a meeting of equals. Central to the policy prescriptions of EM is the marketising of environmental “bads” like carbon emissions. Carbon trading schemes, held in high esteem by moderate environmentalists and market economists alike, are the favoured instruments for such a task. Yet, in practice, these schemes can do more harm than good. When Prime Minister Kevin Rudd tried to legislate the Carbon Pollution Reduction Scheme as a way of addressing the “greatest moral challenge of our generation” it represented Australia’s “initial foray into ecological modernisation” (Curran 211). Denounced for its weak targets and massive polluter provisions, the Scheme was opposed by environmental groups, the CSIRO, and even the government’s own climate change advisor (Taylor; Wilkinson). While the Scheme’s defenders claimed it was as a step in the right direction, these opponents believed it would hurt more than help the environment. A key strategy in enshrining a particular hegemonic articulation is the repetition and reinforcement of key articulations in a way which is not overtly ideological. As Spash notes of the Stern Review, while it does connect to climate change such issues as distributive justice, value and ethical conflicts, intergenerational issues, this amounts to nothing but lip service given the analysis comes pre-formed in an orthodox economics mould. The complex of interconnected issues raised by climate change is reduced to the impact of carbon control on consumption growth (see also Swyngedouw and While, Jonas, and Gibbs). It is as if the system of relations we call global capitalism—relations between state and industry, science and technology, society and nature, labour and capital, North and South—are irrelevant to climate change, which is nothing but an unfortunate over-concentration of certain gases. In redrawing the discursive boundaries in this way it appears that climate change is a temporary blip on the path to a greener prosperity—as if markets and capitalism merely required minor tinkering to put them on the green-growth path. Markets are constituted as legitimate tools for managing climate change, in concert with regulation internalised within neoliberal state competition (While, Jonas, and Gibbs 81). The ecology-economy articulation both marketises “green,” and “greens” markets. Consonant with the capitalism-environment articulation is the prominence of the sovereign individual. Both the state and the media work to reproduce subjects largely as consumers (of products and politics) rather than citizens, framing environmental responsibility as the responsibility to consume “wisely” (Carvalho). Of course, what is obscured in this “self-greening” discourse is the culpability of consumption itself, and of a capitalist economy based on endless consumption growth, exploitation of resources, and the pursuit of new markets. Greening Technology EM also “greens” technology. Central to its pro-growth ethos is the tapering off of ecosystem impacts through green technologies like solar, wind, tidal, and geothermal. While green technologies are preferable to dependence upon resource-intensive technologies of oil and coal, that they may actually deliver on such promises has been shown to be contingent upon efficiency outstripping economic growth, a prospect that is dubious at best, especially considering the EM settlement is one in which any change to consumption practices is off the agenda. As Barry and Paterson put it, “all current experience suggests that, in most areas, efficiency gains per unit of consumption are usually outstripped by overall increases in consumption” (770). The characteristic ideological manoeuvre of foregrounding non-representative examples is evident here: green technologies comprise a tiny fraction of all large-scale deployed technologies, yet command the bulk of attention and work to cast technology generally in a green light. It is also false to assume that green technologies do not put their own demands on material resources. Deploying renewables on the scale that is required to address climate change demands enormous quantities of concrete, steel, glass and rare earth minerals, and vast programs of land-clearing to house solar and wind plants (Charlton 40). Further, claims that economic growth can become detached from ecological disturbance are premised on a limited basket of ecological indicators. Corporate marketing strategies are driving this green-technology articulation. While a single advertisement represents an appeal to consume an individual commodity, taken collectively advertising institutes a culture of consumption. Individually, “greenwash” is the effort to spin one company’s environmental programs out of proportion while minimising the systemic degradation that production entails. But as a burgeoning social institution, greenwash constitutes an ideological apparatus constructing industry as fundamentally working in the interests of ecology. In turn, each corporate image of pristine blue skies, flourishing ecosystems, wind farms, and solar panels constitutes a harmonious fantasy of green industry. As David Mackay, chief scientific advisor to the UK Government has pointed out, the political rhetoric of green technology lulls people into a false sense of security (qtd. in Charlton 38). Again, a binary logic works to portray greener technologies—such as gas, “clean coal”, and biomass combustion—as green. Rescuing Legitimacy There are essentially two critical forces that are defused in the high-ground strategy’s definitional project. The first is the scientific discourse which maintains that the measures proposed by leading governments are well below what is required to reign in dangerous climate change. This seems to be invisible not so much because it is radical but because it is obscured by the uncertainties in which climate science is couched, and by EM’s noble-sounding rhetoric. The second is the radical critique which argues that climate change is a classic symptom of an internal contradiction of a capitalist economy seeking endless growth in a finite world. The historic bloc’s successful redefinition strategy appears to jam the frequency of serious, scientifically credible climate discourse, yet at the level of hegemonic struggle its effects range wider. In redefining climate change and other key signifiers of green critique – “environment”, “ecology”, “green”, “planet”—it expropriates key properties of its antagonist. Were it not that climate change is now defined on the cheery, reassuring ground of EM discourse, the gravity of the alarming—rather than alarmist (Risbey)—scientific discourse may just have offered radical critique the ammunition it needed to provoke society into serious deliberations over its socioeconomic path. Radical green critique is not in itself the chief enemy of the historic bloc. But it is a privileged element within antagonistic discourse and reinforces the critical element of the feminist, civil rights, and student movements of the 1960s and 1970s. In this way ecology has tended to act as a nodal point binding general social critique: all of the other demands began to be inscribed with the green critique, just as the green critique became a metaphor for all of the others (Laclau). The metaphorical value of the green critique not only relates to the size and vibrancy of the movement—the immediate visibility of ecological destruction stood as a powerful symbol of the kernel of antagonistic politics: a sense that society had fundamentally gone awry. While green critique demands that progress should be conditional upon ecology, EM professes that progress is already green (Eder 217n). Thus the great win achieved by the high-ground strategy is not over radical green critique per se but over the shifting coalition that threatens its legitimacy. As Stavrakakis observes, what is novel about green discourse is nothing essential to the signifiers it deploys, but the way that a common signifier comes to stand in and structure the field as a whole – to serve as a nodal point. It has a number of signifiers: environmental sustainability, social justice, grassroots democracy, and peace and non-violence, all of which are “quilted” around the master-signifiers of “ecology”, “green”, or “planet”. While these master-signifiers are not unique to green ideology, what is unique is that they stand at the centre. But the crucial point to note about the green signifier at the heart of political ecology is that its value is accorded, in large part, through its negation of the dominant ideology. That is to say, it is not that green ideology stands as merely another way of mapping the social; rather, the master-signifier "green" contains an implicit refutation of the dominant social order. That “green” is now almost wholly evacuated of its radical connotations speaks to the effectiveness of the redefinitional effort.The historic bloc is aided in its efforts by the complexity of climate change. Such opacity is characteristic of contemporary risks, whose threats are mostly “a type of virtual reality, real virtuality” (Beck 213). The political struggle then takes place at the level of meaning, and power is played out in a contest to fix the definitions of key risks such as climate change. When relations of (risk) definition replace relations of production as the site of the effects of power, a double mystification ensues and shifts in the ground on which the struggle takes place may go unnoticed. Conclusion By articulating ecology with markets and technology, EM transforms the threat of climate change into an opportunity, a new motor of neoliberal legitimacy. The historic bloc has co-opted environmentalist discourse to promote a gentrified climate change which present institutions are capable of managing: “We are at the fork in the road between order and catastrophe. Stick with us. We will get you through the crisis.” The sudden embrace of the environment by Nixon and by Thatcher, the greening of Cameron’s Conservatives, the Garnaut and Stern reports, and the Australian Government’s foray into carbon trading all have their more immediate policy and political aims. Yet they are all consistent with the high-ground definitional strategy, professing no contraction between sustainability and the present socioeconomic order. Undoubtedly, EM is vastly preferable to denial and inaction. It may yet open the doors to real ecological reform.
