ABSTRACTThe oil and gas industry relies heavily on helicopters for transporting personnel and cargo to and from offshore installations and support vessels. A growing number of offshore helicopter operations are to moving helidecks, which include large vessels such as FPSOs, drill ships, and semi-submersibles, as well as smaller service vessels. Landing a helicopter on a moving helideck presents additional challenges to those faced on fixed helidecks, not only at the point of touchdown but also for the entire period the helicopter remains on the helideck. The UK Civil Aviation Authority (CAA), o

Needless to say, the oil and gas industry as a whole has been riding a rough roller coaster over the past few years. The drop in activity felt at the end of 2019 was made much sharper by the COVID-19 pandemic, which brought investment levels to historic lows. This was followed by a recovery at least as abrupt, and many now believe that we are in for a strong multiyear upcycle. Although positive for our industry, this generates all sorts of challenges, including access to both the human and equipment resources necessary to support that growth. TheMacondo oil rig explosion and subsequent oil spill was the worst disaster in the US offshore oil industry since 1969. Although some worried that it reflected the greater challenges of deepwater drilling for which the industry was not prepared, investigations have shown that a variety of decisions made, primarily during the drilling of the well, caused the blowout and explosion. Apparently, a corporate culture of cost cutting led to many of these decisions, and it suggests that human failures, both in senior levels where culture is set, and at the lower levels where it affects operations, ar
