Texto completoENGLISH ABSTRACT: Recently, Participatory action research (PAR) has become a common approach to social programmes in South Africa. This tendency has created a need to evaluate this kind of programmes to determine if it really achieves what it sets out to do. The purpose of this study was to evaluate an entrepreneurial skills training programme in a rural community where a participatory action research approach was followed. A literature review was undertaken to present an in-depth look into the body of literature that surrounds the study. Programme evaluation was discussed as a research design, including types and stages of evaluation. The concept of empowerment was investigated. The review also included a study of literature on PAR, especially the definitions, context and process of PAR. The role of entrepreneurship in rural development was also investigated as well as the evaluation of entrepreneurial skills training programmes. An entrepreneurial skills training programme was implemented in the rural town of Darling on the West Coast of South Africa. The PAR approach was followed in the implementation of the study that was conducted over a period of 15 months. Participants joined the programme that included different projects, voluntarily. The participants were divided into three groups according to their period of participation in the programme. The researcher facilitated actions as well as reflection meetings with the group of participants before and after the entrepreneurial skills training course. The researcher made field notes during the implementation of the programme. The participants' empowerment status was measured with a standardized questionnaire using a pre-test-post-test design. The participants' application of the entrepreneurial skills that were taught in the course was measured during semi-structured interviews at the end of the research perico. four case studies document the extremes of the respective outcomes of the programme, namely empowerment and entrepreneurship. Statistical analysis showed statistically significant improvements in the micro, macro and total empowerment scores of the total group. Looking at the three groups separately, group one showed statistically significant improvements on the micro and interface levels and group two on the micro level. Even though group three showed small improvements on all three levels, none of them were statistically significant. Data from the field notes wer:e analyzed according to the PAR concepts of participation, action and reflection. Participation mostly had a collaborative nature; action was aimed at economical change and reflection aimed at practical problem solving. The interviews revealed that 20 of the 24 participants had micro baking businesses at the end of the research period and they succeeded in the short-term goal of applying the skills that were taught in the course. The case studies showed no correlation between the participants' application of entrepreneurial skills and the changes in their empowerment status. The findings of the study suggest that the longer participants participate in a PAR programme, the bigger the improvement in their empowerment status will be. Monitoring of the implementation revealed that the study fell short of the "ideal type" of PAR, since participation was not yet collegiate. Actions were only effective in economic change and not in social transformation. Reflection resulted in limited critical self-awareness among the participants. The PAR approach has proven to be successful in the attainment of the short-term goals of an entrepreneurial skills training programme. The long-term sustainability of the entrepreneurs' businesses will have to be followed-up by further research.
AFRIKAANSE OPSOMMING: Die afgelope tyd is deelnemende aksie navorsing (DAN)'n algemene benadering tot sosiale intervensie programme in Suid-Afrika. Hierdie tendens het 'n behoefte laat ontstaan om hierdie tipe programme te evalueer om te bepaal of dit werklik die program doelwitte bereik. Die deelnemers en die fasiliteerder se deelname het meestal In samewerkende aard gehad, aksie was gemik op ekonomiese verandering en refleksie was gemik op praktiese probleemoplossinq. Die onderhoude het aangetoon dat 20 van die 24 deelnemers aan die einde van die navorsingsperiode In mikro bakbesigheid gehad het en dat hulle daarin geslaag het om die korttermyn doelwit, naamlik die toepassing van die vaardighede wat in die kursus geleer is, te bereik. Die gevallestudies het geen korrelasie getoon tussen die deelnemers se toepassing van entrepreneursvaardighede en die veranderinge in hulle bemagtigingstatus nie. Die studie se bevindinge dui daarop dat hoe langer deelnemers aan In DAN-program deelneem, hoe groter sal die verbetering in hulle bemagtigingstatus wees. Die langtermyn volhoubaarheid van die entrepreneurs se bakbesighede sal met verdere navorsing opgevolg moet word.

Texto completoMost of the territorial space of a city is used for agricultural purposes like crops, livestock or forest and a considerable amount of ecological problems are related to such activities, which, as productive processes, are closely linked to the dynamics of ecosystems and certain social relationships of production. In agriculture, sustainability is a guiding element in the search for a new ethic in the relationship between man and nature. A major challenge for farmers and researchers is to know when an agroecosystems is healthy, how healthy is a system after conversion into an agroecological management and, more importantly, how to achieve a sustainable agroecosystem. Thus, studies that examine the sustainability of farms with ecological production systems, from the perspective of agroecology, through methodologies such as Participatory Rural Appraisal (PRA) and Indicators of sustainability, are extremely important to verify the operation of these systems, their influence on the improvement of environmental resources and the dissemination and encouragement of more sustainable practices in food production and other products. In this study were used six tools of PRA: Semi-structured interview, Maps of the farm, Venn s Diagram, Agricultural Calendar with focus on gender, Commercial Flowchart and Problem Tree, which served as input for obtaining information with a high degree of relevance in the development of forty-four indicators of different dimensions of sustainability (environmental, socio-cultural and economic), which were grouped into four broad themes (Quality and use of land and water, Land use and conservation, Quality of life and Economic vulnerability). The Radar Chart made possible to plot the state of the elements of the ecosystem, promoting an integrated and systemic evaluation. There were an intense exchange of information and experiences in which the views of researchers and farmers complemented themselves and generated responses more suited to the local reality.
A maior parte do espaço territorial de um município é utilizada para propósitos agrícolas, sejam cultivos, criações ou florestas, e uma quantidade considerável dos problemas ecológicos são decorrentes dessas atividades, as quais, como processo produtivos, estão estreitamente vinculadas às dinâmicas dos ecossistemas e a determinadas relações sociais de produção. Na agricultura, a sustentabilidade é um elemento norteador na busca de uma nova ética na relação homem-natureza. Um grande desafio para agricultores e pesquisadores é saber quando um agroecossistema está saudável, o quanto saudável um sistema está depois da conversão para um manejo agroecológico e, mais ainda, como alcançar um agroecossistema sustentável. Desta forma, pesquisas que analisem a sustentabilidade de propriedades rurais de base ecológica, pela ótica da agroecologia, através de metodologias como o diagnóstico rural participativo (DRP) e indicadores de sustentabilidade, são de extrema importância para a verificação do funcionamento destes sistemas, a sua influência na melhora de recursos ambientais e para a difusão e estímulo de práticas mais ecológicas na produção de alimentos e outros produtos. No presente estudo foram utilizadas seis ferramentas do DRP: Entrevista Semiestruturada, Mapas da propriedade, Diagrama de Venn, Calendário Agrícola com enfoque em gênero, Fluxograma Comercial e Árvore de Problemas, que serviram como subsídio para a obtenção de informações com alto grau de relevância na elaboração de quarenta e quatro indicadores de sustentabilidade de diferentes dimensões (ambiental, sócio-cultural e econômica), que foram agrupados em quatro temas amplos (Qualidade e uso do solo e da água, Uso da terra e conservação, Qualidade de vida e Vulnerabilidade econômica). Através do Gráfico de Radar, pôde-se representar graficamente o estado dos elementos do agroecossistema, promovendo uma avaliação sistêmica e integrada dos indicadores. Houve uma intensa troca de informações e experiências no campo, nas quais os pontos de vista de pesquisadores e agricultores se complementaram e geraram respostas mais adaptadas a esta realidade local.

Texto completoParticipatory Monitoring and Evaluation (PME) is an integral part for the success of any government community development initiative as it helps foster a sense of ownership and at the same time promotes meaningful development at grass-root level. The Government of Kenya (GOK), through the Ministry of Regional Development has established Regional Development Authorities (RDA’s) that are mandated to promote development within their areas of jurisdiction by implementing integrated programmes and enhancement of community participation. It is against this backdrop that this research investigation is using Tana and Athi River Development Authority (TARDA) in Kenya as a case study in order to appraise how PME is applied in this process. The people-centred development theory constituted the theoretical grounding of the study, and in addition implementation approaches to PME were discussed in relation to the various project management areas of knowledge. Qualitative methods of research were applied throughout the study in assessing the level of stakeholders’ participation in monitoring and evaluation. A mix of interviews and focus group discussions were utilized. More specifically, individual interviews were conducted with the project beneficiaries/community, TARDA management, project management facilitators, as well as monitoring and evaluation specialists in an attempt to unravel how and to what extent Tana County residents are involved in the monitoring and evaluation process of TARDA projects. Empirical findings gathered from the study were reflected upon through concrete grounded discussions on the contribution of PME in increasing community participation, empowerment and decision-making in various development projects. The research findings also indicated that PME plays a pivotal role in ensuring accountability and transparency of institutions thus creating investor confidence and promoting regional-balanced development. Furthermore, the findings also revealed that an effective PME system gives decision makers an additional public sector management tool, while at the same time building on the capacities of the beneficiaries. Finally, it is proposed that PME should be a standard practice among public sector institutions that embrace PME techniques, also in order to document and share PME experiences for purposes of information generation and future sustainable development.

Texto completoThe small Island country Fiji has an articulated agricultural knowledge system with private and public institutions. The agricultural research and extension departments of the Ministry of Agriculture are the focus of this study. A participatory action research methodology was used to investigate the potential of participatory methods and to improve information flows between farmers and the Ministry in order to achieve a systematic Integration of farmers' problems into the knowledge system. Furthermore, the potential of platforms in improvement of the efficiency of work in the Ministry was studied. Participatory methods proved suitable in improving the dialog with farmers and the analysis of their problems. Besides this, farmers potentials and their ideas for solutions could be assessed. As a result, a model for the systematic compilation of farmers' problems and respective research and extension priorities could be elaborated. The training course on participatory methods revealed the following strength of Ministry staff: organising surveys, field use of tools, presentation and visualisation of findings. Conceptual thinking, analytical skills, interpretation, and report writing skills were identified as weaknesses. These deficits restrict the problem solving potential of participatory methods in the Ministry. Further education of Ministry staff and revised curricula at the local agricultural colleges will be required, to raise the overall level of scientific education. Four projects that were studied as cases for platforms, revealed that platforms were suitable means for promoting innovation development and somewhat less successful for the diffusion of findings. The most successful platform was characterised by a balanced contribution and participation of all actors involved. Strengths of the platform model were identified as such: better co-ordination, improved linkages, better interplay of actors, better means to reach goals, reduced duplication of efforts, and better use of resources. Weaknesses were seen in the need to achieve consensus and co-ordination, the weakening of hierarchical authority due to increased flexibility, and the fact that experienced-trained staff were not available in abundance in the Ministry. Three years after the first introduction of participatory methods in the Ministry, a partial institutionalisation could be observed. For the further consolidation of participatory methods and platforms, a linkage unit for further promotion is recommended.

Texto completoThe latest events such as the spread over Asia, Europe and Africa of the Highly Pathogenic Avian Influenza (HPAI) virus H5N1, the epidemic of A/H1N1pdm in 2009, the emergence of the Low Pathogenic Avian Influenza (LPAI) but zoonotic virus H7N9 in China in 2013 and the recent circulation of HPAI H5N8 in Europe, show that the permanent evolution of influenza virus in birds, humans and pigs is exposing the world to the risk of new strains with unpredictable consequences in public and animal health. In the last 10 years, a lot of efforts have been put in the improvement of capacity of animal and public health systems. However the disease is now endemic in several countries where the virus goes often undetected within the poultry population resulting in sporadic human cases and mortality. These countries are characterized by a large proportion of their population living in rural areas with poor incomes, a lack of primary care system and inefficient public or veterinary health sectors.Passive surveillance is often the only type of method feasible in poor rural settings in human and animal surveillance. With often incomplete, biased or delayed information this method will benefit from new methods of evaluation or new design concepts that could be implemented within a “One Health” framework to take into account the interfaces between human, animals and environment. We have in this thesis conceived and/or applied new methodologies for the evaluation, the design or the improvement of volunteer case-reporting of human or animal HPAI H5N1 in South-east Asia.We have first looked at different options of evaluation. We have applied stochastic scenario tree to model and assess the surveillance system of HPAI H5N1 in Thailand in backyard and free-range poultry production systems. We have estimated the sensitivity of the passive surveillance at 50% (CI95% 0.04-0.75) for a maximum detection of 3 infected farms, and showing the usefulness of this method to demonstrate freedom of disease in countries with limited resources. Thanks to participatory methods, we have involved Village Animal Health Workers (VAHWs) in their own evaluation and developed a new criteria grid, which includes local indicators of success developed and used by the VAHWs themselves.In a second part, we have considered methods to improve the design and the efficiency of passive surveillance. We have applied the grid conceived previously, to evaluate 251 VAHWs in three provinces of Cambodia. The grid allowed us to give a score to their level of activity and to analyse through logistic regression the factors influencing the most “good score”. Then we have implemented a pilot-study to test the use of SMS reporting from 112 participants from 68 villages, the objective was to detect peaks of mortality, to identify more rapidly outbreaks of infectious diseases. In a final section we have used multiple criteria decision analysis (MCDA) to map the risk of diffusion of HPAI H5N1 in poultry and in human, in order to adjust and reinforce the surveillance in the zones with greater risk of occurrence of the disease in Thailand and Cambodia.To conclude this work about tools and methods to improve surveillance systems in remote areas, we have done a comparative analysis of two challenging environments, Cambodia and Madagascar. We have done a cross analysis of the researches implemented by CIRAD (French Research Centre for International Development) in these countries during research projects implemented over the past decade. The objective was to show how new approaches for surveillance systems could be transferred between different countries with difficult socioeconomic environments and to propose new perspectives

Une évaluation participative d'un partenariat école - université afin d'améliorer la formation d'enseignants débutants en Afrique du Sud rurale dans l'ère du SIDA, qui constitue une évaluation du Projet de Formation d'Enseignants Ruraux (Rural Teacher Education Project - RTEP), un partenariat école - université entre l'Université de KwaZulu-Natal (UKZN) et deux écoles secondaires rurales supérieures, au Vulindlela, dans le district de la province de KwaZulu-Natal, en Afrique du Sud. Cette thèse vise à explorer la différence qu'un partenariat école université peut faire dans la formation de nouveaux enseignants immergés dans un environnement rural affligeant, caractérisé par la présence du VIH, du SIDA, de la pauvreté, ainsi que du sentiment d'isolation. Élaboré par le biais d'une évaluation participative des trois phases du Projet de Formation d'Enseignants Ruraux (RTEP) entre 2007 et 2009, ma thèse examine comment les étudiants professeurs en tant que Communauté de Pratique' se projettent : dans leur développement professionnel; dans leur création d'identité; dans leur orientation préconçue d'enseignement et d'apprentissage dans les écoles rurales; dans la préparation des enseignants selon leurs défis perçus des écoles rurales. Par surcroît, j'examine également comment un partenariat école université peut influencer de façon plus large la portée du discours éducatif dans les écoles rurales, plus particulièrement la formation des enseignants. Texto completoThe aim was to determine the availability of marula (Sclerocarya birrea) (A.Rich.) Hochst. Subsp.cafra (Sond.) Kokwaro trees for the harvesting of nut oils, through determining abundance, population structure and regeneration capacity, within the context of the socioeconomic and biophysical dimensions of villages in Zvishavane, Zimbabwe. Both arable and non arable lands in the study area were sampled within four randomly selected villages to measure species abundance, regeneration and population dynamics of the trees. The socioeconomic factors influencing marula commercialisation were determined through participatory rural appraisal (PRA) and household questionnaire survey techniques. Vegetation characteristics were assessed through the point centre quarter (PCQ) method by placement of transects across sampled villages. All households (100%) collected marula fruit for their household use, mainly for brewing marula beer, making jam and selling kernels for snacks or oil pressing. In 2005, the mass of marula harvest per household averaged 160 ± 18 (SD) kg, with a range of 50-800 kg within the study area. A linear regression analysis indicates no increase in mass of marula harvest with larger sizes of household (r2 = 0.0089, d.f = 50, p = 0.4048). In addition, household interviews revealed that there was no association between level of household wealth status and the household’s use of traditional medicine from marula trees (χ2 = 0.2233, d.f = 2, p = 0.8944). The vegetation survey indicated a elatively high density of marula within the study area of 8.03 ± 3.19 stems ha-1. There was a significant difference in marula densities between arable and non arable land uses (F1, 197 = 11.92, p=0.001). The arable land had 6.40 ± 5.29 stems ha-1 while non arable land had three times more at 19.63 ± 11.82 stems ha-1. However there was no significant difference in densities between the villages in the study area (F 3, 195 =1.063, p= 0.366). There was a significant difference between marula tree diameters between arable and non arable land (t 92, 107 = 1.69, p = 0.0401). The arable land had generally bigger tree diameters (31.2 ± 25.3 cm) than non arable land (26.5 ± 20.8 cm), suggesting a form of domestication through allowing marula to grow around homesteads and crop fields. The investigation of marula size class profiles shows a large proportion of smaller diameter trees and this indicates ongoing recruitment of trees into the population. A closer analysis of the smallest diameter class shows a higher proportion of saplings (> 6cm diameter) than of seedlings (< 4cm diameter). Fruit harvesting seems to have a low potential for any negative impact, compared to other uses of marula trees. However fruits have the highest economic return and therefore should be targeted for the commercialisation activities. The management of some destructive forms of marula tree use (such as harvesting for bark, firewood, and carving wood) however, do need to be monitored to limit negative impacts on the population. There is also a need to determine the annual quantity of harvestable marula fruits and also the sex ratio of marula trees (a dioecious species) on this particular site, as a prelude to developing sustainable harvesting quotas, so that harvesting rates do not exceed the capacity of populations to replace the individuals extracted. There are some non governmental organisations (NGOs) and local institutions that are working towards natural resources conservation in the area. Zvishavane water project (ZWP) and Phytotrade Africa are assisting the rural producers in marula commercialisation activities through providing information on processing, packaging and marketing. At a current value of US$1 kg-1of fruit, the 3200 ha study area is estimated to yield a total harvest of 1 120 000 kg of marula fruit per year, and this should translate to an approximate total value of $1 120 000 per year for the whole area. There is still a need to expand the supply of processed goods with added value to wider markets locally, nationally, and internationally. There is therefore an indication that marula products offer a promising economic alternative for the people in the rural areas of Zvishavane area and southern Africa as a whole. The cash injection earned from selling fresh marula products comes at a particularly crucial time of the year, when money is required for school fees, uniforms and books. However there is a need for long-term monitoring and evaluation of socio-economic and environmental impacts of marula commercialisation so as to achieve sustainable resource utilisation in the region.

Texto completoDuring the last few decades the need existed for a new framework to give direction to development and ecological thought in respect of the sustaining of nature in order to place development and ecological thought within the limits of nature. However, development thought and the debate relating to nature are to some extent still treated in theory and practice as two separate entities. One of the current challenges for sustainable development is to reconcile the development and ecological branches of this debate. The thesis firstly explains the origin and characteristics of sustainable development. Secondly, the crisis in nature is discussed, followed by a discussion of the most important ecological views relating to sustainable development. Then issues in development thought that relates to sustainable development is discussed, as well as the changing emphasis in development thought that stimulated the growth of sustainable development. The mainstream development view, as the other main branch of sustainable development thinking, is then discussed. In conclusion, some issues relating to the operationalisation of sustainable development is discussed.
