Governments are facing increasingly complex policy challenges, ranging from climate change, demographic pressures, rising inequalities and discontent, to the global health crisis that countries are presently confronting. Successful responses require more integrated approaches to policy making at all levels of government, so that economic, social and environmental actions reinforce each other rather than compete. They also require effective coordination across levels of government to manage shared responsibilities, mutual dependence and common challenges. This commentary highlights the progress in the multi-level governance concept since its first use, and focuses on some current dynamics driving multi-level governance, in particular the trend towards differentiated subnational governance. It then highlights that the way multi-level governance systems are designed has a direct impact on policy outcomes, hence the imperative to strengthen multi-level governance systems. The commentary offers insight into how the Organisation for Economic Co-operation and Development is tacking this imperative to best support countries in their development processes.

“Partnership” is often promoted as an unquestioned “good” for higher education institutions in relation to its various stakeholder organizations. This paper seeks to problematize this uncritical valorization through a critical interrogation of the concepts and socio-material practices associated with partnership. In the name of partnership, new forms of governance are inaugurated that have far-reaching effects. More specifically, this paper is concerned with a critical analysis of partnership in relation to a longitudinal study of the relational practices between a university and five local authorities within a Scottish educational context. In particular, we trace how a “signature event” transformed a partnership assemblage, from one characterized by a grammar of participation, to a formal partnership aligned with a set of principles that we characterize as a grammar of representation. We argue that this transition led to a new assemblage that enacted new accountabilities, performativities, and alignments under the sign of partnership.

Resumen
Mentorship plays an important role in supporting the career development of health leaders. An examination of mentorship programs in different organizational settings provides a frame of reference to discuss and explore personal and professional mentorship experiences. Specifically, between October 2015 and April 2016, the Emerging Health Leaders (EHL) National Health Leadership Conference (NHLC) working group collaborated on an environmental scan of mentorship programs and activities to understand innovations in mentorship. In April 2016, EHL Toronto developed a mentor feedback survey using the LEADS in a Caring Environment framework to capture the varied experiences of mentors engaged in EHL Toronto’s past mentorship events. A summary of this data presented at the 2016 NHLC situates a discussion on the highly interconnected and iterative nature of mentorship and leadership development in career progression. Mentorship is seen as a continuous journey of discovery, shared learning, and personal and professional development to achieve leadership excellence.

Abstract An enduring idea in economics and management sciences is that successful business strategies exploit complementarities across management practices within a firm. From this complementarity perspective, the success of business strategy requires utilizing a variety of interdependencies across management practices. Navigating large arrays of possible interdependencies implies that strategic decision-making is often conducted under high complexity and uncertainty. This paper provides an introduction to the conceptual foundations of complementarities in business strategy, and its implications for strategic decision-making and managerial learning. Against this backdrop, I outline issues of measurement and data collection for strategy practices, drawing on recent measurement efforts by academic researchers as well as national statistical agencies. The last part of the paper discusses how increased large-scale data collection on firm activity complementarities and strategy practices can inform a variety of policy areas, such as antitrust policy and merger review, industrial and innovation policy, tax policy, and public–private partnerships.

The question in the title will be addressed by first answering the question: What is a technological imperative? A review of the literature makes it clear that there are many descriptions and explanations of the technological imperative in health care, and that not all of them are important to consider. One conception of the technological imperative that is important is the one that implies that technology reduces our responsibility toward our actions. I argue that that this conception cannot be justified. That is, there is no imperative that frees us from our responsibility for developing, producing, advertising, assessing, implementing, using, and banishing technology in health care. On the contrary, the increased possibilities provided by technology result in an increased responsibility. That is, there is no technological imperative, but technology promotes a moral imperative; in particular, it promotes a moral imperative to proper assessment.

Our health system aims to restore, maintain and improve the independent function of all Australians and so our health workforce needs to have the knowledge, skills and abilities to achieve this task. As older people are already significant users of the health system, and will increase in the future due to population ageing, our workforce should be trained to deal with the age-related health and social needs required to achieve independent living for older Australians. Social workers, like other allied health disciplines, play a key role in hospitals and community health settings in maintaining older peoples? health and wellbeing in the community, as well as carer support. This article reports on a pilot research program to look at the skills and competencies of social workers needed to provide a quality service in aged care, as well as the expansion of an educational program aimed at developing a gero-rich curriculum which enhances the gerontological competencies of social work students.

AbstractReconciliation brings together Christological and anthropological dimensions of human thought to illustrate the nexus between religious principles and political means. For the state reconciliation is concerned with social cohesion and political stability. For the church, it extends the sacramental notion of reconciliation between God and penitent to public relationships. This article examines Roman Catholic contributions to secular reconciliation debates. It shows how religious precepts create moral imperatives to engagement with secular discourses as a necessary element of Christian mission. It also argues that the church’s role in the disruption of indigenous societies creates an additional moral imperative to engage in reconciliation as mission and to articulate a Christian vision of indigenous rights.

The policy responses to Covid-19 have triggered large-scale reverse migration from cities to rural areas in developing countries, exposing the vulnerability of migrants living precarious lives in cities, giving rise to debates asserting to migration as undesirable and favouring policy options to discourage the process. However, the very basis of spatial concentration and formation of cities is presence of agglomeration economies, benefits accruing to economic agents operating in cities. Presence of these agglomeration benefits in local labour markets manifests themselves in the form of an upward sloping wage curve in urban areas. We estimate the upward sloping wage curve for various size classes of cities in Indian economy and establish the presence of positive returns to occupation and industry concentration at urban locations. Controlling for worker-specific characteristics influencing wages, we establish that higher the share of an industry or an occupation in local employment as compared to national economy, the desirability of firms to pay higher wages increases. For casual labourers, occupational concentration results in higher wages. However, impact of industry concentration varies across sectors. Results supporting presence of upward sloping urban wage curve, therefore, endorse policies to correct the market failure in cities and promote migration as a desirable process. Over the past forty years, schools across the United States have become more inclusive for students with disabilities. However, in many high-poverty urban school districts, a disproportionate number of minority children with disabilities are segregated from their non-disabled peers. This article presents findings from a qualitative case study of one urban school district implementing special education-related inclusion reform over the course of four years. The district had a history of segregating students and numerous compliance issues with special education mandates; however, the arrival of a new superintendent brought new hopes for change. The authors argue that existing research regarding inclusion has typically ignored the policy implementation processes employed by school districts in establishing more inclusive schools and improved special education programs. This article provides a case description of a district’s special education inclusion policy implementation process, the challenges district administrators were confronted with, and the positive and negative outcomes of the district’s policies. The findings inform next-generation policy initiatives and future lines of inquiry.
