My dissertation provides an analysis of how conservative California Republicans, after a disastrous drubbing at the polls in 1958, eventually seized the reins of the party from the state's moderates, who had long controlled it. Using vituperative polemics against the "tyrannical" policies of the "liberal establishment," the conservatives overcame their longstanding "extremist" image in 1966 and achieved their greatest success in the election of Ronald Reagan as governor. As the northernmost southern city in a state that bordered three slave states, Philadelphia maintained a long tradition of abolitionism and fugitive slave activity. The present DPhil research attempts to develop an appropriate method for the historiography of ideas by taking into consideration cultural, linguistic and socio-political limitations and obstacles to free thinking in a predominantly closed society like Qajar Iran. By applying such a method the study then investigates the history of the idea of freedom in Iran during one of the most important periods in the evolution of this concept. This thesis focuses primarily on the question ”why is freedom of speech valuable in a democratic context?” I argue that it is problematic that free-dom of speech takes for granted and that the main question therefore is absent in current political science research, in legal texts, and in public discourse. I also argue that in democratic states the focus, regarding freedom of speech, is often on its boundaries and limits rather than on its justification.
