Resumen
Political science is concerned with the study of polities. However, remarkably few scholars are familiar with the polities of the premodern era, such as Vijayanagara, Siam, Abyssinia, the Kingdoms of Kongo or Mutapa, or the Mysore or Maratha empires. This dissertation examines the legacies of precolonial polities in India, during the period from 1707 to 1857. I argue that, contrary to the widespread perception that the Indian subcontinent was a pre-state society, the late eighteenth and early nineteenth centuries were a time of rapid defensive modernization across the subcontinent, driven by the requirements of gunpowder weaponry and interstate warfare among South Asian regimes and against European colonial powers. These changes included the broadening and deepening of the tax base, consolidation of territorial control, reorganization of domestic militaries to use infantry and gunpowder weapons, rationalization of the administration through use of accounts and printed records, and the professionalization and functional differentiation of the executive branch. I then trace the boundaries of precolonial eighteenth-century South Asian polities, in order to show that districts of India that lie narrowly within the boundary lines of historically centralized states perform significantly better today on a wide variety of district-level indicators of state effectiveness than those narrowly outside these boundaries, despite the fact that these borders largely ceased to exist in the early nineteenth century. These estimated effects are robust to a wide variety of controls, placebo tests for border displacement, the exclusion of individual polities, and controls for the boundaries of India’s contemporary federal states. I verify the persistent legacy of precolonial states using a combination of archival research, district-level colonial data on taxation and public goods from 1853 to 1901, and a field test of bureaucratic responsiveness conducted in the state of Karnataka. Using extensive archival research on the fiscal and bureaucratic structure of Indian states in the eighteenth century, I show that following the decline of the Mughal Empire, warfare between “challenger states” prompted an accumulation of bureaucratic and fiscal capacity at the local level, and that this capacity has persisted through the colonial era to the present day. In contrast to “bottom-up” theories of state capacity which root institutional strength in societal characteristics such as ethnic homogeneity, social capital, or land equality, it is argued that government effectiveness is cumulatively built through long-term historical investments in state capacity, and that, in India, an important phase of investment occurred during the warring states period of the eighteenth century. Finally, I show that this relationship exists beyond the South Asian context, both in cross-country regressions of the effect of state antiquity on contemporary state capacity, and by conducting a subnational historical analysis within districts of the Former Soviet Union. I conclude that augmenting the state’s power to tax, regulate, or conscript is, in Weber’s phrase, “a long and slow boring of hard boards”, and the resources required in order to attain a functioning state - bureaucratic infrastructure, norms of compliance, and affective loyalty - are accumulated only very gradually. Yet where long-extant political regimes were successful in monitoring, coercing, and mobilizing citizens towards state goals they generate a reservoir of legitimacy and compliance, that is essential for making states work in the world today.

Participatory development is widely touted as the remedy for ineffective and disempowering top-down development models of the past. However, participation can take many different forms, so an important open question for effective delivery of development assistance is: Which forms of participation influence which development outcomes under which circumstances? In this dissertation, I identify six key areas of research related to participatory development: the initial adoption of a participatory institution, the decision by individuals to participate or not, the direct outcomes of the participatory process, the effects on participants themselves, changes in the process over time, and carefully selected comparisons across contexts. I then make specific contributions to three of these areas through empirical research. The first essay, Popular Participation, Reciprocity Norms and Conservation Incentives in Bolivia, examines the decision to participate. In it, I compare the characteristics of participants and non-participants in a compensation program for environmental conservation in Bolivia, and I show that in addition to material incentives, social embeddedness plays a role in motivating participation. The second essay, Poverty Targeting and Elite Capture in Participatory Planning in Indonesia, addresses the direct outcomes of participation. In it, I examine the geographical distribution of the outcomes of a participatory planning process in Indonesia, and I show that the benefits are captured most by the least poor areas, but that this occurs in ways distinct from how capture is typically conceived. The third essay, Gender Inequality and the Multi-Dimensionality of Power in Northern Kenya, addresses the effects of participation on the empowerment of participants themselves. In it, I assess the impact on women’s empowerment of a program meant to enhance women’s political participation in northern Kenya, and I find that while the program largely fails to promote political participation, it has an impact on women’s empowerment within the household, very likely due to a component of the program which engaged directly with men. Overarching themes that emerge across these studies include (1) the importance of increased conceptual clarity not only with respect to the various forms that participation can take and the various goals it can be invoked to seek, but also regarding various hypothesized effects of and motivations for participation, (2) the potential relevance of the implementing agency and its relationship with pre-existing, overlapping social institutions, and (3) the usefulness of engaging with literature on psychology and behavioral economics. Understudied areas for future research include the evolution over time of a particular participatory process and more systematic comparisons of participatory processes across settings.

This study explores the link between democracy and bureaucracy using Japan as the critical case study. The research question is whether competition by multiple principals creates opportunities for bureaucratic drift. This project hypothesizes that policy settings including multiple principals (independent variable) are more likely to manifest bureaucratic drift (dependent variable). At the same time, policy settings excluding multiple principals (independent variable) are more likely to manifest less bureaucratic drift (dependent variable). Variation in agent discretion is the critical effect of the independent variable (i.e., number of principals) on the dependent variable (bureaucratic drift).

Evaluating the exercise of discretion of administrators is feasible if one's evidence is primarily from the administrators themselves. To test these hypotheses, therefore, this project adopts a research design based on a qualitative case study methodology. The case studies include four of Japan's ministries: the Ministry of Internal Affairs and Communications (MIC), the Ministry of Foreign Affairs (MOFA), the Ministry of Land, Industry, Transportation, and Tourism (MLITT), and the Ministry of Health, Labor, and Welfare (MHLW). Likewise, the role of the National Personnel Authority (NPA) in the administrative system is also evaluated. Research participants include both participants in the Mike Mansfield Fellowship Program along with NPA administrators.

This study contributes to the extant corpus of research in a number of salient respects. First, this project proposes a different dependent variable in that most studies are focused on administrative reform whereas the focus here is on bureaucratic drift. Second, this project discusses the important effect of bureaucratic discretion. Third, while relevant to the quality of the Japanese democracy in particular, these findings may be leveraged to a larger conversation about the relationship between bureaucracy and democracy in the Asian context and perhaps beyond. Finally, this project provides an explicit policy recommendation for contemporary Japanese politics proposing that greater authority be delegated to administrative agents, albeit supervised by a powerful intermediary, to minimize bureaucratic drift.

This dissertation examines when initiatives by International Development Organizations (IDOs) are more, and less, successful. The core argument is that allowing field-level agents to drive initiatives – what I call organizational Navigation by Judgment – will often be the most effective way to deliver aid. This inverts what a classical application of the principal agent model – the workhorse of studies of public management and bureaucracy – would predict, with better performance resulting from less control. In the delivery of foreign aid the costs of monitoring to the principal are often overshadowed by the deleterious effects of the monitoring itself. The core of the argument is that development implementation requires soft information, tacit knowledge, and flexibility that are crowded out by tight controls or an organizational navigation strategy focused on short term measurement and targets. As a result there are increasing returns to Navigation by Judgment in environments that are uncertain or difficult to understand from the outside and tasks where outputs are difficult to observe and/or poorly correlated with long term intervention goals. Insecure political authorizing environments which constrain the autonomy of IDOs prevent these organizations from Navigating by Judgment in situations where this is the best strategy. Empirically, this dissertation examines a cross-IDO dataset of projects (including over 14,000 projects over 50 years over 9 organizations), which I have assembled. It also examines eight cases of development interventions in Liberia and South Africa. These cases are matched pairs comparing the performance and navigation strategies of the US Agency for International Development (a low autonomy IDO) and the UK’s Department for International Development (a higher autonomy IDO) in capacity building and health sector interventions.

Scholars have proposed numerous explanations as to why the Department of Homeland Security has struggled to mature as an organization and effectively conduct its core mission. We propose an alternative viewpoint that the department lacks key legal authorities and necessitates key organizational transfer in order to rationalize its portfolio. We examine these points through review of legal authorities in select mission areas and through a resource analysis of activities conducted throughout the federal government to execute the homeland security mission. The analysis leads to specific recommendations for transfers and authorities and suggestions as to how the political environment might coalesce around engendering these changes.

In the last two decades, openness of public budgeting processes garnered the attention of governments, non-governmental organizations and donors, evidenced by a proliferation of budget transparency and accountability initiatives worldwide (McGee & Gaventa, 2010; De Renzio & Angemi, 2012). Designed to facilitate productive citizen-government interaction around resource allocation, open budgeting initiatives should contribute to strengthening public trust in political institutions (Sayogo & Harrison, 2012; Hakhverdian & Mayne, 2012). Using corruption perceptions as a measure of public trust, this study analyzes the relationship between the openness evident in the budgeting processes of 70 countries and corruption perceptions over a five-year period, 2006-2010. As a traditionally obtuse, closed process, public resource allocation and expenditure is an arena particularly ripe for "wealth-maximizing" civil servants to engage in corruption (Spada, 2009; Rose-Ackerman, 2004). Open budgeting processes that improve citizen awareness of, and provide opportunities for their participation in, government budgeting processes should theoretically improve, not only the incidence of actual corruption, but also citizens' perceptions regarding the level of corruption within their government (Anderson & Tverdova, 2003; Martinez-Moyano et al., 2007). It was hypothesized that citizens in countries with greater transparency, consultation and public monitoring in their budgeting processes perceive lower levels of corruption and higher levels of government anti-corruption effectiveness. OLS and fixed effects regressions found suggestive evidence to support the contention that consultation and openness were positively associated with perceived anti-corruption effectiveness. In contrast, once confounding factors were controlled for, there was no clear evidence to support the contention that openness, either as a composite or its three sub-components, was negatively correlated with perceived government corruption. Furthermore, the results imply that the cumulative effect of the components of transparency, consultation and monitoring may have a stronger impact on perceptions of anti-corruption effectiveness and government corruption than they do as stand-alone activities.

The US Freedom of Information Act (FOIA) places citizens' rights to request and discover information in competition with the right of the government to conceal official secrets (Bathory & McWilliams, 1977; Rourke 1957). Simply put, FOI in practice pits secrecy versus transparency, with administrative discretion in the middle. Though FOIA applies to all federal government departments and agencies in the United States, the tension becomes most acute when applied to the most secretive participants in the national security enterprise, the 16 member intelligence community. Secret-keeping can exert psychological and social pressure on organizations (Simmel, 1906; Weber, 1920/2009) that have the potential to impact individual decision making and shape collective norms (Freidman, Landes & Posner, 1991; Keane, 2008; Sandfort, 2000). This effort examines how secrecy impacts transparency initiatives by researching how the US Intelligence Community FOIA programs perform compared to other federal agencies using multivariate analysis of FOIA annual report data in conjunction with an experimental methodology. The research results show that while intelligence agencies release similar information to control agencies, they differ significantly in the how and when that information is provided. In particular, intelligence agencies take longer to respond than peer agencies and offer less information with the response. These findings contribute to theory by leading to a refined model of transparency and contribute to practice by supporting recommendations for policy makers and FOIA program administrators.

Because recent conflicts over U.S. Forest Service decisions may indicate that the public lacks confidence in the agency, this study sought to discover the level of and reasons for confidence in the Forest Service. Results of a nationwide mail survey of participants in Forest Service planning showed that 43% of respondents had a low level of confidence in their local Forest Service office and 55% had a low level of confidence in the agency at the national level. The survey also revealed that participants' judgments of the procedural fairness of the planning process had an important influence on confidence in the agency at both the local and national level. Judgments about the fairness of agency procedures were much more important determinants of confidence than the level of benefits participants received from the forests or their policy preferences, judgments about distributive fairness, socio-demographic characteristics or styles of participation.

This dissertation presents three empirical studies on how to improve human capital in the public sector. In reverse chronological order, the essays ask who is attracted to public sector jobs (Paper 3); consider who can actually get a public sector job (Paper 2); and evaluate how current civil servants can be more effective at doing their job (Paper 1). In doing so, the dissertation presents tools that public managers can use to improve human capital within the constraints of government. Paper 1 focuses on the rising trend of teleworking options in the US federal government. Using eight years of rich administrative data on 10,000 employees at the United States Patent and Trademark Office (USPTO), I evaluate the impact of instituting a program that allows employees to work from home full time, not only on those who telework, but also on their peers who remain in the office. I find considerable impact on organizational effectiveness. Teleworkers display increased retention and two divergent effects on output: while productivity per hour of examination time goes down, teleworkers examine more applications per quarter because they spend more of their workday examining cases and fewer hours in meetings. Interestingly, having more teleworking peers increases productivity for those who stay in the office, but it also increases their sick leave and attrition, a proxy for burnout. I hypothesize that this is due to increased monitorability and task visibility in the office. This study shows that teleworking programs affect organizations beyond their direct impact on teleworkers and that these additional effects must be incorporated into the overall evaluation of whether teleworking works for organizations. Paper 2 considers how to improve diversity in the civil service, with a focus on the police. The paper reports the results of a randomized controlled trial (RCT) conducted in cooperation with a UK police force that was experiencing a disproportionate drop in minority applicants at one stage in its assessment process, the Situational Judgment Test (SJT). Drawing on insights from the literatures on stereotype threat (Steele & Aronson, 1995), belonging uncertainty (Walton & Cohen, 2007), and values affirmation exercises (Harackiewicz et al., 2014), we redesigned the wording on the email inviting applicants to participate in the SJT. The results show a 50 percent increase in the probability of passing the test for black and minority ethnic applicants in the treatment group; the intervention had no effect on white applicants. Therefore, the intervention closed the racial gap in the probability of passing the test without lowering the recruitment standard or changing the assessment questions. Paper 3 considers how to increase the number and diversity of people who are attracted to the police in the first place. The study presents the results of a field experiment that varied job advertisements on a postcard. The results suggest that, contrary to popular wisdom, public service motivation (PSM) messages are ineffective at attracting candidates that would not have applied anyway. Rather, messages that focus on the challenge of being a police officer are twice as effective at attracting new candidates, bringing in 16 out of the 70 new applicants compared to eight who received a PSM message. Non-white individuals disproportionately respond to messages that focus on the challenge and career advancement. Overall, messages that focus on the personal benefits of applying to a job are three times as effective at getting individuals to apply as messages that focus on serving the community, without an observable loss in applicant quality.

This dissertation examines the consumption of commercial energy, electricity and petroleum products in Yemen for the period 1970-1990. The main objectives are: (1) analyzing the energy consumption in Yemen; (2) investigating the determinants of demand for electricity and petroleum products (3) projecting the values of petroleum consumption for the years 1991-2000; and (4) recommending measures to curb the rate of increase in the demand for energy and to reduce the dependence upon imported oil. This study found that economic growth in Yemen has had a major impact upon the demand for electricity and petroleum products, and that energy intensity had increased over time, indicating that economic growth of Yemen has been very energy intensive. The models that have been chosen in this study are based on the theory of demand. According to this theory, the demand for a good is a function of own price, price of substitutes, and income. The estimates given by the model for aggregate electricity over the period 1975-1990 improved when the number of customers was included in the demand equation. Income and the number of customers are the major determinants of electricity demand in Yemen; the estimated coefficient for price of electricity over the period was not statistically significant at the 5% level. In the case of the demand for electricity by sectors, the results are more useful than for aggregate electricity demand. Electricity consumption for the residential, commercial and industrial sectors was well modeled as a function of only price and income. Demand for electricity in the agricultural sector, however, was described best by a stock adjustment model. The estimated models for individual petroleum products showed that price for fuels and income are major determinants in explaining the variation in demand for these products. Overall, this study found that the future energy outlook in Yemen calls for increasing electricity and petroleum consumption. Moreover, current fuel efficiencies and the estimated fuel demand equations indicate increasing fuel prices, given growth rates of population and per capita GDP. Thus, issues to be considered by energy policy include welfare and economic growth implications of increasing fuel prices, energy conservation, and expanded domestic petroleum production.

Ghana?s democracy has been hailed by scholars, practitioners, and the international community in recent years as a shining example in the West African subregion as a result of the country?s record of organizing successive elections with minimal or no violence. However, the evaluation of Ghana?s democracy has predominantly focused on the elections and disproportionately captures the views of the political elite; conspicuously missing is the perspective of the ordinary Ghanaian. This presents an incomplete picture of Ghana?s democracy, given the relevance of citizens? participation in democratic societies. To address this gap in knowledge, this qualitative case study explored the practice of democracy in Ghana under the fourth republic from the perspective of the citizenry. Data were collected through face-to-face interviews with purposefully sampled ordinary Ghanaian citizens (n = 15), observation, and documents review. The data were then subjected to thematic and content analysis to reveal themes, categories, and patterns. The results revealed that the participating Ghanaians had dichotomous views, opinions, and experiences of democracy. Their experiences and opinions of the electoral system were generally positive, while their experiences and opinions of governance in the intervening years were generally negative. The study?s results should inspire a paradigm shift in the responsiveness of government to citizens and how the government engages with citizens on policy formulation and implementation. This study?s results can encourage positive social change with respect to the manner in which democratic performance is evaluated in Ghana by scholars, practitioners, and the international community.

Although the subject of ethics has been widely studied, no research has addressed the dilemma faced by government procurement professionals in underdeveloped countries, especially Togo. The purpose of this case study was to analyze insiders’ views concerning ethical dilemmas in public procurement for government contracting professionals in Togo. The study was based on deontological and teleological ethics. Research questions addressed ethical issues that are likely to arise from inappropriate interference by Togo government official in the public procurement process, and perceptions of public acquisition professionals regarding Togo government officials’ influence on contracting officers’ decision making. Data collection included interviews, observations, and documents. Findings showed that even though there are regulations in place, most public procurement professionals sometimes make unethical decisions, both because they are pressured to do so and because they are neither well-remunerated nor well-trained. Togo acquisition staff regularly deal with corruption, impunity, deception, and risk of retaliation. Based on results of this study, it is recommended that ethics training be established to improve Togo’s public contracting system and that the training be sanctioned by a three-level professional certification similar to the one in the United States. Further research could involve surveying other African nations to determine the extent to which public acquisition staff see interference by government officials.

Since 2010, 2,000 U. S. leaders spent $150 billion on return on investment (ROI) training, yet questions still exist on how to measure the benefits of organizational change. The purpose of this embedded single-case study was to explore how business leaders could use ROI to characterize the benefit of intervention strategies for organizational change. Stakeholder theory and Maslow's hierarchy of needs theory formed the conceptual framework for this study. A purposive sample of 20 civilian personnel managers located at a medical facility for veterans in central Texas participated in semistructured interviews. The 5 primary themes that emerged using thematic analysis were (a) training, (b) leadership, (c) communication, (d) recognition, and (e) consistency. Implications for positive social change include the possibility of organizational leaders applying these findings to develop better intervention strategies. Such interventions could improve processes for stakeholders and create an open dialogue with business leaders within the government sector.

Three questions regarding the effectiveness of Section 162(m) are addressed by this dissertation: (1) did Section 162(m) target the firms who were paying their executives excessive compensation that was not related to performance? (2) did Section 162(m) achieve its desired result of reducing compensation levels and increasing pay-performance sensitivities? and (3) did stockholders benefit from Section 162(m)? The empirical results indicate that firms subject to Section 162(m) had higher levels of compensation, even after controlling for firm size, performance, industry, growth opportunities and CEO ownership. However, the cash compensation in these firms was more sensitive to firm performance. Therefore, it is questionable whether Section 162(m) affected the intended target. Firms with compensation in excess of 1 million were required to disclose their response to Section 162(m) in their 1994 proxy statements. They had three alternatives: (1) "qualify" compensation in excess of the 1 million by making it contingent on a performance measure, (2) defer excess compensation to a period when it would be deductible, and (3) forego the deduction. Firms were grouped by their response and their compensation levels, pay-performance sensitivities and pay mix were analyzed. Compensation levels increased for all three groups, primarily from the use of more stock options. This also increased the proportion of stock-based compensation (pay mix). Pay-performance sensitivities decreased for qualifying firms which runs counter to the intent of Section 162(m). On the other hand, firms who chose to forego the deduction demonstrate an increase in pay-performance sensitivities. Finally, the evidence indicates a positive market reaction to the announcement that a firm would qualify their compensation or forego the deduction. A negative reaction is documented for deferring firms. This seems to indicate that, overall, stockholders did benefit from Section 162(m).

Beginning in 1994, the Federal Communication Commission (FCC) started to use auctions for the allocation of scarce radio spectrum licenses. The spectrum auctions have drawn widespread attention as policy makers and economists are interested in how effectively these auctions can raise revenues while promoting efficient allocations. The first chapter provides a broad survey of the PCS auctions and of the developments in Broadband PCS and cellular industries that relate to the PCS auctions. The survey discuss how technology, geography, policy and the firm's industry circumstances affect firms' valuations of the spectrum and are important determinants of the efficient design of the spectrum auctions, as well. The presence of different types of communications providers, cellular providers, wireline providers, and new PCS providers, in the PCS auctions lead to asymmetries in valuations and information. In theory, this structure has a qualitative affect on common value auction outcomes. In laboratory experiments, bidders are found to overbid, much like the findings in previous common value auction experiments, however, the less informed bidders suffer from much stronger overbidding than the informed bidders, and this overbidding can persist over many periods. In the presence of overbidding, additional public information reduced the seller's average revenues. Experience and feedback diminishes but does not eliminate overbidding. In Chapter 3, bidding data from the Interactive Video and Data Service auction, one of the FCC's earliest spectrum auctions are analyzed. Bidding behavior confirms the hypotheses that (1) the larger the area, given the population, the lower the valuation; (2) the larger the population, the higher the income, and the faster the population grows, the higher the valuation; and (3) the number of bidders, the availability of discounts to some bidders, the earlier in the sequence that an auction occurs all positively influence the amount of the winning bid. In addition, licenses in areas with greater population or in auctions with more participating bidders are more likely to be defaulted. Finally, designated entities who receive a bidding discount are significantly more likely to default.

While South Korea is ranked high in education, economies and technological development, the level of South Koreans' happiness has not grown simultaneously. This fact contradicts the common sense that improvements in living standards, such as income or education, lead to gains in happiness or individual wellbeing. In order to examine the phenomenon of decreasing perceived individual wellbeing in light of increasing income levels, I analyze the relationship between societal expectations/pressure and happiness in South Korea, using data from the World Value survey conducted in 2010. The uniquely high concentration on human capital in South Korea has played a major factor for extreme competitiveness. Since the financial crisis in 1997, the competitive job market has produced few job opportunities, which has caused a high level of social pressure. The major finding of this study is that the impact of societal expectations on unhappiness increases as people get older and it is more powerful among people of lower income. Also, social pressure has a greater negative effect on happiness for females than males in South Korea. Even when controlling for independent variables, including job security, wages, and high living costs, I show social pressure to have a first order impact on perceived well-being among Korean citizens. From a policy perspective, low levels of happiness can ultimately cause social instability and loss of human capital. Expected policy implications are increasing the number of college entrance exams and fostering work life balance initiatives. In this sense, the findings of this paper can serve as a guideline for the South Korean government not only to improve the overall economic productivity of South Korean society, but also enhance the quality of life along important societal dimensions.

Since the end of federal funds from the Water Resources Planning Act of 1964, it has been largely the responsibility of the states to plan for their water resources. This study will report on the current status of state water planning, suggest some variables that may have an influence on a state's decision to prepare a state water plan, and test the variables through statistical analysis. Some of the variables that are suggested as having some influence on state water planning are precipitation, population density, large metropolitan areas, median per capita income (as a measure of state affluence), and percent of land irrigated. Among these, it is only precipitation that has a clearly significant correlation to the preparation of a state water plan. It is concluded that no single variable is an accurate predictor of state behavior, but that a combination of variables act together to influence state behavior.

During the last four decades, precisely from the early 1970s, U.S. foreign policy has played a dominant role in the U.S. political landscape. The current political discourse is predominantly marked by divided government, polarized politics and gridlock. Such a contentious political environment has proved to be detrimental for efficient and effective policy-making in foreign policy. There are significant factors that profoundly complicate the process of decision making and congressional-presidential relations. Partisan and ideological differences under the conditions of divided government are dominant in the current political process and in turn affect the prospects of legislative-executive consensus and dissension. Other factors such as media salience, public opinion, and electoral imperatives also complicate the dynamics of legislative-executive relations. In an era in which heightened political brinkmanship has enveloped Washington politics, continuum of consensus and dissension between Congress and the president on strategic foreign policy issues has virtually become a norm. This dissertation examines the dynamics of legislative-executive relations in two high politics U.S. foreign policy issue areas of treaty process and war powers. It appears that in contemporary U.S. foreign policymaking the trajectory of a continuum of legislative-executive consensus and dissension is a new normal and potentially irreversible, as Congress and the president try ardently to preserve their respective constitutional prerogatives.

Empirical investigation across these two issue areas demonstrates a new era of a resurgent Congress marked by its greater assertive role and acting as a consequential player in the foreign policy domain. The passage of the War Powers Resolution in 1973 by Congress, overriding a presidential veto, has profound implications in the modern political landscape. It was a pivotal moment that permanently transformed the future road map of congressional-presidential relations. Since then the U.S. political system has been relentlessly experiencing an institutional power struggle in the foreign policy domain. Findings suggest that when Congress determines to confront the president and exercise its constitutional responsibilities it becomes very difficult for the president to overcome such congressional resistance. Interbranch competition has virtually created a consistent trajectory of a continuum of legislative-executive consensus and dissension in the foreign policy decision-making process.

This study examines landscape regulations and their potential to improve the urban environments of developing countries. The literature on environmental problems of developing countries suggests that landscape solutions must be both economic and environmentally sound. Religion and cultural ethics are the basis for landscape values in the Muslim society. Religion governs Muslims. The religious landscape values would be readily acceptable by Islamic society when used as an implementation strategy. Model landscape guidelines are presented for Karachi, Pakistan which should be helpful in preparing actual landscape regulations. Karachi's economic constraints pose unavoidable restrictions. Setting up design standards requires a careful and realistic approach. Suggestions are made to build up a conceptual policy umbrella at the national, and provincial level, providing a basis for developing landscape regulations by local governments.

In Chapter 1, we construct a model to illustrate conditions under which a government controlled Post, Telephone, and Telegraph ministry (PTT), which is a monopolist in multiple demand-complementary markets, can increase its profit by exiting some of its markets. The PTT may increase profit by exiting one market, provided that a foreign firm can supply the market at lower cost and the PTT retains market power in a complementary market, where it recovers the difference. The PTT will generally earn greater income by regulating and taxing the abandoned market than by allowing it to become competitive. However, consumer welfare would be greater if the PTT were to permit competition in the abandoned market. In Chapter 2, we use Heckman's model for consistent estimation on selected data, modified to allow for group dummies in the second-stage regression, to estimate supply of wireless telephone subscription, on a panel of data. The modification enables us to control for country-specific effects, and to adjust for the penetration that would otherwise exist in years and countries where wireless is unavailable. We find substantial bias in the estimate of the supply function. That is, equivalent economic conditions in countries where wireless is not yet available will likely result in lower levels of supply than those where wireless is available. The quantity of wireless telephones supplied is explained by time, the number of existing fixed telephone lines, and telephone company revenues, but not by prices. In Chapter 3, we construct a means of resource allocation on a data network when bandwidth becomes scarce. Our approach extends Elwalid and Mitra's (1992) model so that two users may send streams of information to a router, which employs an auction mechanism to award priority to one stream when the router is congested. The high bidder in this auction enjoys the right to transmit data without risk of loss, whereas the low bidder loses data during congested periods. The second-price auction offers its property of incentive compatibility in this real-time framework. Allocations arising from this mechanism are more economically efficient than those in which information is discarded without regard to economic value.

The thesis takes as its point of departure the "long-run monetary union" between France and fifteen French-speaking African countries to provide insights into how the rules, mechanisms and practices underlying the monetary dependence of these African states operate. The main objective of the study is to contribute towards a better understanding of the institutions and principles governing the CFA franc zone with the intention of helping policy-makers to take optimal decisions.

A well-designed monetary policy could generate employment and pro-poor growth. But designing and administering a good policy will depend on the objective of policy designers. In principle, monetary authorities could choose between a fixed exchange regime and a flexible exchange regime. Of this, the above African countries adopted a managed regime with France since 1945. In this study, I examine the relationship between monetary autonomy and poverty reduction in the Franc Zone. The discussion focused on the impact of monetary independence on poverty incidence and poverty gap in the fifteen African nations.

I utilized two OLS model equations. The functions were estimated using data from a panel of 14 countries (the exception being Equatorial Guinea because insufficient data were available) in the CFA franc zone and covering the 1984-2011 period. Seven predictor variables were forced into the models. With regard to the findings, only four of them such as inflation and, more importantly, credit to private sector, centralization rate, exchange rate and gross national savings are important to headcount index and the depth of poverty reduction in the CFA franc zone.The results therefore suggest that monetary sovereignty measured by the specified variables is a driving force for poverty reduction in the CFA franc zone.

Since 1977, the State of Illinois has used a use-value method of assessing farmland for property taxes. The method establishes farmland value by determining a five year average of net income from the land that is capitalized using a five year average interest rate. Other real estate in Illinois follows a different procedure for assessment. For example, residential property is assessed at one-third of its market value. The differences among the methods of assessment for farmland and other types of real estate, along with recent market increases in farmland values and a strong agriculture economy, have led some to question the current method of farmland assessment. The objective of this thesis is to determine the financial impact to farmers resulting from changing from the current use-value assessment of farmland to market-value assessment. This is accomplished with two sub-objectives: determine the potential change in farmland values that could occur and to determine the impact on net farm income that could occur if property tax policy was changed to market-value assessment. To accomplish the first sub-objective, a model was developed to estimate farmland values in Illinois based on the current use-value assessment property tax policy. This model was then adjusted to estimate farmland values under a market-value assessment property tax policy. The models demonstrated that farmland values could fall 53 percent, or an average of $2,548 per acre, in the year immediately following implementation of a tax policy change. Once farmland values stabilize after implementation of the tax policy change, farmland values would be 30 percent less, or an average of $1,875 per acre less, under market-value assessment than under use-value assessment. A simulation of net farm income over a ten year time frame was then conducted to estimate the potential change in net farm income that could occur from a change to market-value assessment. Like farmland values, the greatest impact to net farm incomes occur in the first year market-value assessment is implemented. Farmland values and the resulting property taxes then stabilize during later years. The simulation of net farm income over a ten year time frame estimates that net farm income would be 8 percent lower per year, or a reduction in net farm incomes of an average of $12,721 per year, under market-value assessment. The analysis also showed the potential for an average of a 2 percent increase in the probability that net farm income would fall below zero over the simulation time frame. The analysis demonstrates that a change from use-value assessment to market-value assessment of farmland could reduce farmland values and net farm incomes. Such a change in policy is not in the best interests of farmers or the agriculture industry in Illinois, as the reduced values and incomes would have wide reaching negative consequences that could reach beyond farmers and farmland owners.

Resumen

People in refuge face states with a dilemma. This dilemma consists of a wish (or obligation) to help those who need a refuge, and at the same time consider domestic issues such as financial costs and security problems. Thus, there are two perspectives which are important to consider when refugee policies are made. The aim of this paper is to see which perspective the EU had when making their migration policies. The question asked is: which perspective is behind the making of European refugee policy?

The theories realism and idealism are used to describe the conflicts in the making of European refugee policies. The method used is called qualitative text analyses in which you take out the most relevant information in the different parts of a text.

The results showed that it has been difficult for the European states to agree on a common European migration law. The agreements that have been made have made it more difficult for refugees to enter the European Union, that is, a protective politics have been made. This leads to the conclusion that EU: s refugee policies at large have been formed from a realist perspective to protect the interests of the national states.

The war in Bosnia and Herzegovina was ended in 1995 with the signing of the Dayton Agreement. However, despite almost 25 years passing since its implementation Bosnia and Herzegovina is still a troubled state with deep internal divisions. This study seeks to analyzethe Dayton Agreement using an English School framework together with an examination of the most prevalent approach to peace within it. In Particular, it uses recent English School theoretical developments that place the concepts of order and justice on a spectrum where an ideal mix is sought. The focus is on discovering whether there is a focus on order to the detriment of justice. To accomplish this the thesis uses a combination of qualitative text analysis and the ADICO grammatical syntax which seeks to analyze statements by breaking them down into their constituent parts. The results of the analysis showed that the initial hypothesis was faulty, and order was in fact the least coded part of the Dayton Agreement. However, it also uncovereda number of problems, and contradictions within the Agreement, most of whom were to the detriment of the parts dedicated to justice and peacebuilding. Findings indicate that the parts of the Dayton Agreement focusing on justice and long-term peacebuilding have been negatively affected by inconsistencies and problems within it as well as the sheer variety of goals that the Agreement seeks to fulfill. This in turn has had implications for the long-term success and stability of Bosnia and Herzegovina.

Resumen
This paper conducts rankings on political science and public administration journals based on a database of citations for all articles within a set of 200 journals, during 2010-2013. This paper contributes to prior literature within the realm of Political Science, by tabulating journal rankings through non-traditional means. While rankings of political science and public administration journals have traditionally been dominated by a survey-based approach, recent advancements in technology have allowed researchers to conduct more subjective rankings based upon a bibliometric approach. However, the majority of these citational rankings utilize obscure metrics, which do not correspond directly to the number of citations a potential author can expect. This paper attempts to provide readers with more concrete metrics, which translate directly to how many citations an author can expect. This study tabulates journals based on three main metrics: Median Number of Citations, Citation Percentage, and 90th Percentile of Citations. This study identifies Transportation Research Part B, American Political Science Review, International Organization, American Journal of Political Science and Transportation Research Part A, as the top five journals within the set of 200 political science and public administration journals.

If representation is one of the most important aspects of representative democracy, then a precondition for representation is a rational public. Without a public that holds rational and stable policy preferences, there would be nothing for elected officials to represent. The public opinion and representation literature has so far focused mainly on developed Western democracies, finding not only rational public opinion, but also a fair amount of representation. Post-communist literature, on the other hand, focuses very little on aggregate public opinion and representation and offers mixed conclusions. Following the footsteps of Page & Shapiro (1992), the focus of this thesis is an analysis of aggregate Polish public opinion using an original dataset of public opinion encompassing the years 1981-2011. Additionally, a brief analysis of representation is conducted, utilizing long-term trends in policy preferences among Poles. The findings are presented not only in light of current debates in the post-communist and public opinion and representation literatures, but also within the broader debates about democracy.
Si la représentation politique est l'un des aspects les plus importants de la démocratie représentative, un prérequis pour la représentation est un électorat rationnel. Sans opinion publique qui dicte des préférences politiques raisonnables et stables, les élus n'auraient rien à représenter. La littérature sur l'opinion publique et sur la représentation politique s'est jusqu'ici concentrée sur les pays développés et occidentaux, trouvant non seulement une opinion publique rationnelle mais aussi un niveau de représentation appréciable. D'un autre côté, la littérature postcommuniste aborde très peu les thèmes de l'opinion publique et de la représentation politique de façon agrégée et elle aboutit à des conclusions partagées. Le point central de cette thèse consiste en une analyse agrégée de l'opinion publique polonaise suivant la démarche de Page & Shapiro (1992) et utilisant une base de données d'opinion publique originale englobant les années 1981-2011. De plus, une courte analyse de la représentation est réalisée, utilisant les tendances à long terme en ce qui concerne les préférences des politiques chez les Polonais. Les résultats sont présentés dans la foulée des débats actuels de la littérature postcommuniste, de l'opinion publique et de la représentation politique, mais aussi dans les débats plus larges sur la démocratie.

Media have both direct and indirect influences on policy, and can, at various times, serve as a contributor to policy, a conduit of policy information, and a mirror to the policy process. Although the scholarly literature acknowledges media's role in the policy process, particularly their ability to affect policymakers directly, systematically push policy alternatives, or influence public opinion, the literature often omits a critical role for media: reflecting the policy process. Mass media are the public's largest source of information on policy, yet the volume and tone of media reporting on policy over time, not to mention what we can learn about public policy through media data, are often overlooked. This dissertation examines how we can use media as a tool to better understand the complexity of public policy narratives, framing and change. It also suggests an approach to using media data as a tool to examine the relationships between policy actors and domains. Using automated content analysis of over 25-years of comparative media data, this dissertation consists of three articles: each makes a contribution to the policy literature, namely in the areas of pension policy, immigration policy, and the literature on issue ownership. When taken together, these articles make a broader contribution to the field's understanding of how framing, language and narrative impact the public's understanding of many facets of the policy process. Results demonstrate the value of understanding media's role as a mirror. Additionally, the approach used can be considered a contribution to the methodological toolkit available to policy and political communications scholars to assist them in better understanding the complex relationships between policy and media.
Les médias ont des effets directs et indirects sur les politiques. À différents moments, les médias peuvent participer à la création et à la diffusion de politiques, tout comme ils peuvent éclaircir le processus d'élaboration de ces politiques. Le rôle des médias dans ce processus, surtout par rapport à leur capacité d'influer sur les décideurs de façon directe, d'avancer systématiquement des politiques de rechange ou d'influencer l'opinion publique, est reconnu dans la littérature spécialisée. Toutefois, on y aborde rarement un autre rôle fondamental des médias, qui est celui de nous faire comprendre le processus de création de politiques. Pour le public, les médias de masse constituent la principale source d'information sur les politiques, mais le volume et le ton des rapports médiatiques à ce sujet au fil du temps – sans oublier les apprentissages sur les politiques publiques que nous pouvons tirer des données des médias – sont souvent négligés. La présente dissertation traite de l'utilisation des médias comme outils pour approfondir notre compréhension du récit, de la formulation et de la modification des politiques publiques. Elle propose également une approche pour appliquer des données médiatiques à l'examen des rapports entre acteurs politiques et domaines. La présente étude s'appuie sur une analyse de contenu automatisée de données comparatives des médias, couvrant une période de plus de 25 ans. Chacune des trois grandes sections de l'analyse apporte une contribution à la littérature spécialisée, en explorant les politiques en matière de pension et d'immigration, ainsi que la question de l'adhésion aux politiques. Dans son ensemble, l'étude renseigne sur la portée de l'expression, du langage et du récit sur la compréhension populaire des nombreux aspects du processus d'élaboration de politiques. Les résultats de l'analyse soulignent l'importance de comprendre le rôle des médias dans la traduction de ce processus. De plus, les chercheurs qui s'intéressent aux politiques et à la communication politique peuvent utiliser l'approche méthodologique proposée pour étudier les rapports complexes entre les politiques et les médias.

This thesis contributes to the study of the role of information in elections and public policy formation. Its main focus is on information acquisition and voting behaviour. Chapter 1 discusses the motivation of this research and presents a survey of related literature. Chapter 2 focuses on electoral turnout, Chapter 3 on public policy, and Chapter 4 on mass media. Chapter 2 studies the impact of information on electoral turnout. Since incentives to be informed are correlated with other incentives to participate in public life, a model of information acquisition and turnout is introduced to isolate potential instrumental variables and try to establish a causal relation. Results are tested on the 1997 General Election in Britain. It is shown that information, as well as ideology, matters for turnout. It also contributes to explain the systematic correlation of turnout with variables like education and income. Voters' knowledge of candidates and of other political issues is also substantially influenced by mass media. Chapter 3 presents a model that links the distribution of political knowledge with redistributive policies. It argues that voters can have private incentives to be informed about politics and that such incentives are correlated with income. Therefore redistribution will be systematically lower than what the median voter theorem predicts. Moreover, more inequality does not necessarily lead to an increase in redistribution and constitutional restrictions might have unintended consequences. In Chapter 4 it is argued that instrumentally motivated voters should increase their demand for information when elections are close. In supplying news, mass media should take into account information demand, as well as the value of customers to advertisers and the cost of reaching marginal readers. Information supply should therefore be larger in electoral constituencies where the contest is expected to be closer, the population is on average more valuable for advertisers, and the population density is higher. These conclusions are then tested with good results on data from the 1997 General Election in Britain.
