This chapter analyses the battle for Mogadishu and how AMISOM not only pushed al-Shabaab forces out of the city but also turned significant pockets of international opinion from viewing the mission as a failure to a strategic success. The chapter starts by briefly summarizing the debate about AMISOM’s authorized strength before examining how the mission prepared for the upcoming offensive campaign with reference to its pre-deployment training programmes and some of their limitations. The third section then analyses how AMISOM took control of Mogadishu via a series of operations conducted during 2011. The fourth section briefly assesses the challenges AMISOM faced in Mogadishu after al-Shabaab had withdrawn its main forces while the final section discusses the problems involved in trying to end Somalia’s transitional phase of government.

An illustrated study of the uniforms and personal equipment worn by the personnel of the Kriegsmarine, the German Navy of the Third Reich, from 1935–45. Founded in defiance of the Treaty of Versailles, the Kriegsmarine was established in 1935 and reached a peak strength of more than 800,000 personnel in 1944. Its original aim of amassing a surface fleet on parity with Great Britain’s Royal Navy shifted with the outbreak of World War II, after which focus moved to submarine warfare, with the Kriegsmarine’s U-boats exacting a heavy toll on Allied shipping across the globe. Meanwhile, several of its formidable capital ships – notably theGraf Spee, Bismarck,Tirpitz,ScharnhorstandGneisenau– saw widespread action as Nazi Germany strove to defeat the Allies at sea. In this new study, Nigel Thomas examines the evolving organization, uniforms and equipment used by the Kriegsmarine during its ten-year existence, spanning its pre-war beginnings, the invasion of Norway in 1940, and through to the deployment of Kriegsmarine personnel as grounds troops from 1943–45. The different gear worn by its various branches of service is described in detail and illustrated with newly commissioned colour artwork and an array of specially selected photographs.

The article discusses the ways in which natural language might be implicated in human cognition. The Soviet psychologist Lev Vygotsky developed his ideas on the interrelations between language and thought, both in the course of child development and in mature human cognition. One of Vygostky's ideas concerned the ways in which the language deployed by adults can scaffold children's development, yielding what he called a ‘zone of proximal development’. He argued that what children can achieve alone and unaided is not a true reflection of their understanding. Vygotsky focused on the overt speech of children, arguing that it plays an important role in problem solving, partly by serving to focus their attention, and partly through repetition and rehearsal of adult guidance. Clark draws attention to the many ways in which language is used to support human cognition, ranging from shopping lists and post-it notes, to the mental rehearsal of remembered instructions and mnemonics, to the performance of complex arithmetic calculations on pieces of paper. Researchers have claimed that animals and pre-verbal infants possess a capacity for exact small-number judgment and comparison, for numbers up to three or four. There is also some evidence that natural language number-words might be constitutive of adult possession and deployment of exact number concepts, in addition to being developmentally necessary for their acquisition.

The 2°C target for global warming had been under severe scrutiny in the run-up to the climate negotiations in Paris in 2015 (COP21). Clearly, with a remaining carbon budget of 470–1,020 GtCO2eq from 2015 onwards for a 66% probability of stabilizing at concentration levels consistent with remaining below 2°C warming at the end of the 21st century and yearly emissions of about 40 GtCO2 per year, not much room is left for further postponing action. Many of the low stabilization pathways actually resort to the extraction of CO2 from the atmosphere (known as negative emissions or Carbon Dioxide Removal [CDR]), mostly by means of Bioenergy with Carbon Capture and Storage (BECCS): if the biomass feedstock is produced sustainably, the emissions would be low or even carbon-neutral, as the additional planting of biomass would sequester about as much CO2 as is generated during energy generation. If additionally carbon capture and storage is applied, then the emissions balance would be negative. Large BECCS deployment thus facilitates reaching the 2°C target, also allowing for some flexibility in other sectors that are difficult to decarbonize rapidly, such as the agricultural sector. However, the large reliance on BECCS has raised uneasiness among policymakers, the public, and even scientists, with risks to sustainability being voiced as the prime concern. For example, the large-scale deployment of BECCS would require vast areas of land to be set aside for the cultivation of biomass, which is feared to conflict with conservation of ecosystem services and with ensuring food security in the face of a still growing population.While the progress that has been made in Paris leading to an agreement on stabilizing “well below 2°C above pre-industrial levels” and “pursuing efforts to limit the temperature increase to 1.5°C” was mainly motivated by the extent of the impacts, which are perceived to be unacceptably high for some regions already at lower temperature increases, it has to be taken with a grain of salt: moving to 1.5°C will further shrink the time frame to act and BECCS will play an even bigger role. In fact, aiming at 1.5°C will substantially reduce the remaining carbon budget previously indicated for reaching 2°C. Recent research on the biophysical limits to BECCS and also other negative emissions options such as Direct Air Capture indicates that they all run into their respective bottlenecks—BECCS with respect to land requirements, but on the upside producing bioenergy as a side product, while Direct Air Capture does not need much land, but is more energy-intensive. In order to provide for the negative emissions needed for achieving the 1.5°C target in a sustainable way, a portfolio of negative emissions options needs to minimize unwanted effects on non–climate policy goals.

Mockaitis begins by providing a working definition of counterinsurgency that distinguishes it from conventional war while discussing the insurgents' uses of terror as a method to support their broader strategy of gaining control of a country. Insurgent movements, he notes, use terror far more selectively than do terrorist organizations like al-Qaeda, which kills indiscriminately and is more than willing to produce mass casualties. Such methods stand in stark contrast to the American approach to armed conflict, which is more ideally suited to pragmatic culture leery of involvement in protracted foreign wars and demands immediate results. Within this context, Mocktaitis examines the conflict in Iraq, from post conflict troubles with Saddam in the early 1990s, to pre-invasion planning in 2003. He then moves into a discussion of the rise of insurgent movements and the challenges they posed in the aftermath of the fighting, tracing the ongoing efforts to shape a doctrine that allows US forces to successfully deal with the growing insurgency. The U.S. military in Iraq faces the most complex counterinsurgency campaign in its history and perhaps the history of modern warfare. At the outset, it confronted as many as 22 different domestic insurgent and foreign terrorist groups in an environment made more difficult by thousands of criminals released by Saddam Hussein. Over the past three years, the conflict has evolved with growing ethnic violence complicating an already difficult security situation. Even the most optimistic assessments predict a continued deployment of significant U.S. forces for at least five years for the country to be stabilized. It remains to be seen whether public opinion will support such a deployment. Mockaitis situates the Iraq War in its broad historical and cultural context. He argues that failure to prepare for counterinsurgency in the decades following the end of the Vietnam War left the U.S. military ill equipped to handle irregular warfare in the streets of Baghdad. Lack of preparation and inadequate troop strength led American forces to adopt a conventional approach to unconventional war. Over-reliance on firepower combined with cultural insensitivity to alienate many Iraqis. However, during the first frustrating year of occupation, U.S. forces revised their approach, relearning lessons from past counterinsurgency campaigns and adapting them to the new situation. By the end of 2004, they had developed an effective strategy and tactics but continued to be hampered by troop shortages, compounded by the unreliability of many Iraqi police and military units. The Army's new doctrine, embodied inFM 3-24 Counterinsurgency, outlines the correct approach to winning Iraq. However, three years of desultory conflict amid ongoing revelations that the premises upon which the administration argued the need for invading Iraq may be false have eroded support for the war. The American armed forces may soon find themselves in the unfortunate situation of having found a formula for success at almost the same time the voters demand withdrawal.
