Resumen
The process of production of vital goods for people requires involvement in the circulation of large masses of material resources. The content and rationality of material consumption determine different sides of production and social activity and of human life and influence not only on economic but also ecological efficiency of social production. The leading role in the creation of wealth is given to material elements: raw materials and materials, which have the unique ability to create useful products, i.e. products endowed with in the process of their production usefulness that make them the desired user. The final utility of the product formed from the usefulness of its material components, which can be transformed by other factors: equipment, labor, technology, performing the role of the transformation tools, the final usefulness of the produced results. The article considers the conceptual aspects, the productive use of material resources arising from the analysis of their role in the processes of creating the products needed to support life and human activities; the principles of productive business; methods of solving practical problems of economic activities.

Resumen
Human resource refers to the stock of productive skills and technical knowledge embodied in labor. It is tangible in nature. Many early economic theories refer to it simply as labor, one of the three factors of production, and consider it to be a fungible resource -- homogeneous and easily interchangeable. The goal of human resource management is to help an organization to meet strategic goals by attracting, and retaining employees and also to manage them effectively so that they deliver productive outputs. The key word here perhaps is "fit", i.e. a HRM approach seeks to ensure a fit between the management of an organization’s employees, and the overall strategic direction of the company. Human capital instead, refers to the intangible aspect of human resources. It enhances the value of employees by striking a win-win goal for employers and employees. It focuses on the intrinsic value of each employee, where any expenditure on employees is regarded as an investment rather than an expense. The varying talents and motivations of employees are given cognizance so that incentives and working arrangements can be created to enhance each employee's contributions to organizational performance. This paper distinguishes human capital from human resources and how human resource may be transformed into human capital.

Human resource development in the home industry sector is mostly done by human resources with limited resources but have the will to be able to produce and have an impact on family and community economic resources. Mothers who are pioneers of productive economy in this pioneering are generally still weak in their capacity and capability in developing business, both in terms of business management in general, financial management, production management, marketing management, to human resource management itself in order to explore the deepest potential possessed. Resumen
At present, farm animal genetic resources are used to a various extent and with different objectives inSlovakia. The use of highly productive breeds or hybrids aimed at profitable and competitive production prevails. To a smaller extent, breeds that are a part ofSlovakia’s and world cultural heritage are kept. The improvement of these breeds for high production or reproduction traits is not a priority. Diversity of farm animals is viewed through the variety of species and breeds used for production of food for people and, also, through the variety of production systems in livestock. Within livestock species, populations of cattle, sheep, goat, pig and horse breeds were analysed in detail. Preferably, breeds were evaluated with respect to the extent of endangerment (number of breeding females) and conservation programmes involved. The origin of breeds was also taken into account. Within respective species, twenty-three local breeds, including native or indigenous, and twenty-nine imported or exotic breeds, thirteen being newly imported and sixteen being imported for a longer time, were identified in Slovakia. Out of local breeds, fifteen breeds were classified as endangered.

AbstractYear 9 students from a Melbourne metropolitan secondary school (N = 176) completed the specific version of the Adolescent Coping Scale and a Resources Questionnaire on 10 resources valued by young people. Having and valuing of the 10 resources was associated with productive coping by adolescents. Having fewer resources and greater resource loss was related to use of nonproductive coping. Girls and boys managed their resources differently as part of their coping efforts. Investing in and gaining resources was reported by girls who coped productively and focused on solving their problems, but not by productively coping boys, nonproductively coping girls, or girls who reported avoiding negative emotional states when dealing with problems. The indications are that in counseling and in designing interventions aimed to improve resilience in young people, gender may have an impact on particular resources of value to the person, and the approach taken to developing resources may similarly vary.

The article on the basis of scientific methods, theories and approaches provide findings of the research of acute trends and promising lines in development of enterprises in grain-productive sub-complex in view of adapting and applying resource-saving technologies. For example, the authors study principles of using resource-saving technologies in grain production, promising technological solutions of strategic economic and technical direction, reasons blocking the introduction of resources-saving technologies in the process of grain-crops production, as well as a set of resource-oriented measures as an integral part of the organizational and economic mechanism adjusted to modern methods of grain production. Advantages of resource-saving technologies were analyzed in comparison with traditional ways of grain-crops production (both economic and agro-ecological). The authors ground the necessity to use the model of segregated technological flows control in modern technology of grain processing. They provide a thorough analysis of raw protein components market for production of well-balanced fodder in view of adjustment and use of managerial resources-saving approaches and on this basis they draw constructive conclusion and proposals.

Abstract We present a model of heterogeneous firms and misallocation in which financial frictions are partially overcome if more human resources are devoted to intermediation, at the cost of having fewer resources employed in directly productive activities. Not only does an inefficient financial sector result in an inefficient final good sector; an inefficient final good sector results in an inefficient financial sector. Exogenous inefficiencies in the productive sector generate decreased demand for financial services, which translates into a smaller and less efficient financial sector, worsening the resource allocation in the productive sector. This direction of causality seems in line with cross-country evidence.

Resumen
A nonlinear model is proposed for balancing the steel productive resources. In the model, the sharing and the competition between products and resources are presented, and four optimization objects are introduced. According to the model and the characteristics of the problem, a heuristic algorithm based on constraint satisfaction is proposed. Variables selection is guided by the optimization objects. During the process of assigning values, constraint propagation is adopted to narrow the value domain, and back tracking is adopted to avoid the conflict with the constraints. The validity of the model and the algorithm is testified by calculating the data from production practices.

Resumen
The results of development of the new economic systems theory are applied to the problem of investigating resources of economy. It is shown that under the traditional approach to an economic resource as a totality of labor, capital, natural resource and entrepreneurial activity the forces, which connect these resources in systems capable to productive economic activities, are often left outside the analysis. That is why the concept of a system resource of economy as a totality of working and potential economic systems uniting traditional factors of production is introduced and investigated. The natural structure of a system resource is determined; its division into four kinds is grounded depending on features of economic systems comprising it. Requirements to system management as to management of a system resource of economy are formulated.

Purpose – Since Baumol (1990), the economic literature has distinguished between two broad categories of entrepreneurship: productive and unproductive. The purpose of this paper is to introduce another subcategory: indirectly productive entrepreneurship. Sometimes, profit-seeking entrepreneurs allocate their talents to indirectly productive activities to mitigate the new costs market participants endure as a result of a government regulation. The resources used to mitigate these costs must be diverted from other uses. Design/methodology/approach – This paper uses the example of cell phone storage outside New York City’s high schools to illustrate an indirectly productive entrepreneurial activity that mitigates the inefficiencies or costs created by a regulation. These costs and the resulting entrepreneurship would not have arisen absent the regulation. Findings – These profit opportunities do not result from market entrepreneurial errors or successes but emerge from inefficiencies or unintended consequences produced by government regulations. When evaluating such entrepreneurship, the question is whether such regulation is desirable from an efficiency viewpoint because such entrepreneurship, while making such regulation less inefficient or less costly, diverts resources from other lines of production. Originality/value – This paper identifies a new category of entrepreneurship: indirectly productive entrepreneurship. This paper also shows that government regulation often deters productive entrepreneurship. However, under some circumstances, regulation can indirectly encourage productive entrepreneurship by creating artificial profit opportunities that would not have existed otherwise.

This study describes the optimality in resource utilization of the manufacturing firms in the south-west region of Bangladesh. A translog production function has been estimated to describe the input-output relationship. The large scale firms have the opportunity to substitute capital for labour for producing the same level of output. On the other hand, scarcity in capital leads to lower productivity of labour in medium and small firms. Therefore, an increase in capital may lead to an increase in labour productivity as well as output for these small and medium firms. The productive labour force may ensure proper utilization of the capital resources as well as the long run growth.

Are natural resources a “curse” or a “blessing”? The empirical evidence suggests that either outcome is possible. This paper surveys a variety of hypotheses and supporting evidence for why some countries benefit and others lose from the presence of natural resources. These include that a resource bonanza induces appreciation of the real exchange rate, deindustrialization, and bad growth prospects, and that these adverse effects are more severe in volatile countries with bad institutions and lack of rule of law, corruption, presidential democracies, and underdeveloped financial systems. Another hypothesis is that a resource boom reinforces rent grabbing and civil conflict especially if institutions are bad, induces corruption especially in nondemocratic countries, and keeps in place bad policies. Finally, resource rich developing economies seem unable to successfully convert their depleting exhaustible resources into other productive assets. The survey also offers some welfare-based fiscal rules for harnessing resource windfalls in developed and developing economies. (JEL O47, Q32, Q33)

Introduction. The essence of the category “resource potential” and its composition regarding the agrarian sphere of production are considered in the article. The main components of the resource potential of agricultural produc-tion under various methodological concepts are: land resources, labor resources, material and technical resources, finan-cial and information resources. It is determined that the agrarian economy of Ukraine has significant resource potential. The place of Ukraine in the world agribusiness rating was investigated. The modern indicator of value added per 1 worker in the agricultural economy has proved that Ukraine occupies 67 in the world. Results. The main components of the business environment of the national agrarian economy from the positions of international assessments have been analyzed. The most problematic elements of the business environment of the agrarian economy today are seed production, transportation, fertilizers and information and communication technolo-gies. The analysis of the quantitative and value composition of the resource potential of the agrarian economy is car-ried out. The most problematic trends in the modern agricultural economy are characterized by such components as labor resources and fixed capital. The key problems of formation, use and valuation of the resource potential of the agrarian economy are identified here. The lack market value of agricultural land and the land market today is one of the main problems in assessing the resource potential of the agricultural economy. The modern trends in the level of effectiveness of the use of the resource potential of the agricultural sector of production in the context of the main indicators of the effectiveness of the development of the national economy are considered. The efficiency level of the agrarian economy over the past few years is significantly higher compared to other sectors and types of economic activity in Ukraine. We reflect on methodologies to support integrated river basin planning for the Ayeyarwady Basin in Myanmar, and the Kamala Basin in Nepal, to which we contributed from 2017 to 2019. The principles of Integrated Water Resources Management have been promoted across states and regions with markedly different biophysical and political economic conditions. IWRM-based river basin planning is complex, resource intensive, and aspirational. It deserves scrutiny to improve process and outcome legitimacy. We focus on the value of co-production and deliberation in IWRM. Among our findings: (i) multi-stakeholder participation can be complicated by competition between actors for resources and legitimacy; (ii) despite such challenges, multi-stakeholder deliberative approaches can empower actors and can be an effective means for co-producing knowledge; (iii) tensions between (rational choice and co-productive) models of decision complicate participatory deliberative planning. Our experience suggests that a commitment to co-productive decision-making fosters socially legitimate IWRM outcomes.

Human resource was the fundamental capitals and the source of transformation and innovation in organizations. One of the most crucial ways for attracting and retaining human resource was to create a productive process and supply chain. The human resource supply chain was an integrated approach to planning, locating and controlling human resource in different businesses, from human resource’s suppliers to replacing them in relevant jobs. According to the lack of supply chain of human resource in organizations, the importance of this issue was clear to everybody. After considering the sources extracted from databases, 136 sources were obtained as samples. In this research, the design of the supply chain human resource model was done by the qualitative research method of thematic analysis, and by studying the theoretical foundations and thematic literature. The process of thematic analysis was done manually and using MAXQDA software. The results of this research show that the human resource supply chains could be summed up in six main themes of organizational needs assessment, human resource planning, recruitment and selection, human resource improvement, performance evaluation, and human resource management. By integrating these themes with the components of the supply chain, the supply chain of human resources derived from theoretical literature can be achieve. Based on the theoretical foundations of the supply chain and human resources management, the following model was present. For the amount of credibility of the human resources supply chain pattern, a model derived from theoretical literature among seven experts in the field of human resources was presented and using the Delphi technique to present the final pattern of the chain Provision of human resources.

Abstract The Nigerian society is a patriarchy society where men dominate over women most especially in access and control over productive resources and decision-making process. This limitation often has negative impacts on food security; most especially in urban areas where more than half of the world’s population now dwells. This study aimed at documenting the experiences of urban women farmers in accessing critical agricultural productive resources. The study engaged both quantitative and qualitative methods in designing the research. Multistage sampling technique was used to select 250 respondents, and information was elicited through the use of questionnaire, Key Informant Interview (KII), and Focus Group Discussion (FGD). The study revealed that the urban female farmers in the study area have inadequate access to critical agricultural productive resources and are still making use of crude and traditional implements in their various agricultural activities. Likewise, through usufructuary rights, in reference to access to land the urban status quo is gradually weakening the patriarchal nature of the society.

We examine how owners of productive resources (e.g., public enterprises or financial capital) optimally allocate their resources among wealth-constrained operators of unknown ability. Optimal allocations exhibit: (1) shared enterprise profit—the resource owner always shares the operator's profit; (2) dispersed enterprise ownership—resources are widely distributed among operators of varying ability; (3) limited benefits of competition—the owner may not benefit from increased competition for the resource; and, sometimes, (4) diluted incentives for the most capable—more capable operators receive smaller shares of the returns they generate. Banyumas is one of the large regency sending of Indonesian Migrant Workers (IMW) abroad, so it received a pilot project from the Ministry of Labor and Cooperatives namely the program of Productive Migrant Village (PMV). The productive business program is one of the four PMV programs. The former IMW was guided by the local government to create a program that combines the potential of human resources with the potential of the environment. The programs are: 1. making food from plantation products in the vicinity, namely food staples made from raw cassava. 2. Cultivation of rabbits whose meat is marketed to the market, 3. Planting California papaya and dragon fruit that looks fertile, fruitful and easily marketing. 4. Making tempe chips. Productive efforts like that considered to be a vehicle for the activities of former Indonesian migrant workers and their families. Such productive activities are in accordance with the potential of IMW as well as the potential of the environment. However, the result of the production business, which has been running for 2 years, there are obstacles in the aspect of human resources. For this reason, the government should provide assistance and guidance to get success in the program.

Recent literature on the agrarian crisis in Africa questions the adequacy of a technocratic approach to explaining and alleviating the crisis. Bringing about sustained growth in African agricultural output and rural incomes will require more than a technological breakthrough. Farmers' capacity to employ improved technology and to increase output and investment depends on their access to productive resources—broadly defined to include not only human, financial and material inputs, but also the knowledge and institutional means to use them effectively. To advance knowledge of the causes of the agrarian crisis and strengthen capacity to develop meaningful measures to alleviate it, it is necessary to understand the conditions under which African farmers gain access to productive resources and the ways in which conditions of access affect resource use and agricultural performance.

Enhancing opportunities for women and men in banana production is vital for promoting gender equity in sub-Saharan Africa. This study investigated the gendered differences in access to and decision-making over banana production resources and services in banana bunchy top disease affected areas in Cameroon. A mixed methods approach was used, comprising an intra-household survey ( n = 109 households). Six sex disaggregated focus group discussions and key informant interviews were organized to collect primary data in three communities in Ambam District in Southern Cameroon. These data were used to compare men and women in resource access and production within households and villages. Men had greater say in decision-making over productive resources and information services even when women were more involved in actual seed and site selection. Planting materials were mainly sourced from old fields although men were more likely to buy banana seeds than women farmers. In practical terms, access to and decision-making over production resources and services by women in the banana seed systems is vital for equitable outcomes. Disease pressure on banana production experienced in southern Cameroon may influence gendered access to resources upsetting resource access equity. In theoretical terms, the study reveals dimensions of gender linked differences in resource control even where participation was evident. Thus, it indicates the need for in-depth understanding of power and social relations within households and the communities. This study reveals the nexus of disease challenge and resource access in banana systems. The study will be of interest to development practitioners, researchers and extension agents.

Objective - This research is built on the argument that providing farmers with more access to natural resources can reduce poverty and so increase production in farming, particularly in the case of Wonogiri. Methodology/Technique - The method of analysis used for this research is the IRAP (Integrated Rural Accessibility Planning) method which was developed by the International Labour Organization (ILO) and the government agencies of Africa and Asia. Findings - Based on the calculation of access, it is noted that priority problems of access to productive resources can be resolved by focusing on four factors. First is Education - Strategies that can be implemented is the construction of new schools, particularly junior and senior high schools. Second is Health - Strategies that can be implemented is to increase farmers' access to water resources and to increase the number of general practitioners available such as specialists and dentists. Third is Agriculture - Strategies that can be done is to improve existing markets, add new markets, and develop new farmer groups. Fourth is Support - Strategies that can be done is by building layers of foundation and paving stones and casting roads on the remaining land. Of utmost importance is Education. One scenario anticipates a Prolongation of Morbidity, where quality of life concerns might permit active euthanasia or suicide as a means of saving money. Those who believe in a Compression of Morbidity opt for health promotion to delay morbidity in favour of productive ageing. Optimists look to a scenario of Lifespan Extension, where scarce health resources are not expended for incremental gains in life expectancy but rather for basic research to postpone or eliminate ageing. Finally, those who emphasize Voluntary Acceptance of Limits identify the meaning of old age with voluntary acceptance of finitude, where claims of future generations might limit longevity for any one generation. Thus, contrasting meanings such as quality of life, productive ageing, indefinite survival and voluntary limits entail very different consequences for the allocation of scarce resources across age-groups and among sub-groups of the elderly population.

AbstractThe coast of Peru (3.5–18°S) is one of the most productive marine areas in the world. The updated seaweed checklist reports a total of 260 specific/intraspecific taxa, of which the Rhodophyta show the highest number (185 species), followed by Chlorophyta (41 species) and Phaeophyceae (34 species). Since 2012, an increase in molecular studies has been reported mostly in Rhodophyta, while Chlorophyta and Phaeophyceae have lagged far behind. Utilization of seaweed resources has been based on artisanal collection from natural beds. These are mainly consumed fresh or salt-dried (Chondracanthus chamissoi and Porphyra/Pyropia species), or exported for polysaccharide extraction (Lessonia nigrescens, Lessonia trabeculata, Macrocystis pyrifera). Although some regulations for brown seaweed extraction exist, overexploitation is a constant threat that must be addressed. Biomass from seaweed farms accounts, at most, for only 4% of the total annual landings, and there is a decreasing trend on seaweed aquaculture production since 2012. However, some cultivation projects for C. chamissoi and Porphyra/Pyropia species are currently being undertaken. In addition, recent studies have started to explore new uses of commercial and non-commercial seaweeds. Uncovering the Peruvian seaweed diversity and establishing well sustained culture and management projects are essential for utilizing and preserving the seaweed resources of Peru.

Abstract Economic models are built primarily following the classical economic theories, but a challenge to build good models with classical theories is needed to define the exact value of the Earth, which is hardly definable. Quite often national gross product indicator calculation reuses the same performance indicators, where the resource and income distribution system is not linked to production factors. The resource and income distribution system is primarily associated with low productivity (execution of a sales plan, execution of a profit plan, profitability level, increase in market share, personnel turnover rate, hours worked per employee). Changes in the productive and economic structures of the markets result in new innovative growth patterns which, based on customer motivation, are linked to the concentration of capital in regional and national markets, the growth of transnational markets and the development of technology. At the same time, extensive economic development through natural resources leads to deforestation, landscape changes, desertification, swamping and soil fertility renewal. So far, it often has been assumed that economic growth depends on the use of natural resources, and natural resources are unlimited. The results are “resource crisis”: resources are running out and resource prices are rising, thus invalidating a particular model. On the other hand, the eco-economy approach is a sustainable future for the economic modelling. The principle of eco-economy is based on a production system, which relies on re-cyclicality (the basis is the production of zero waste production). For this to happen, a transition to a completely new mind-set is needed. The research results were previously approbated during the graduate meeting of the Baltic DBU scholarship holders from 4 to 6 May 2018 in Latvia.

Abstract Mitigation is a highly complex pragmatic phenomenon which has been prioritized as a subject of study in recent decades. However, because of this complexity, there is still neither a convincing definition of exactly what mitigation is nor a definitive list of the linguistic and non-verbal resources through which it is carried out. For this reason, several empirical studies which seek to explain sociopragmatic and geolectal variability in the uses and strategies of mitigation are under way. This is also the aim of our paper, included in the Project for the Sociolinguistic Study of Spanish from Spain and America (PRESEEA). In it, we present relevant data obtained from the comparison of what occurs in Madrid, Valencia, Las Palmas de Gran Canaria and Puebla (Mexico) regarding the frequency of the production of mitigation and its function in transactional interaction, together with the most productive strategies used in each community. This enables us to identify convergences and divergences and pinpoint sociopragmatic and geolectal patterns.

Goal. The purpose of the article is to find such an approach to the calculation of the component structure of the integrated NRP territory, which will give real indications on which areas of nature use are promising for development within specific territories. Method. The research is based on the results of calculating the structure of the NRP of Verkhovyna and Putil districts, which was received by V. Rudenko. Particularly detailed analysis was subjected to the share in the integral potential of both areas of water resources. It is established that the potential of water resources, which according to V. Rudenko is more than 50%, can be used no more than by 0.1. Therefore, it was decided to combine cost estimation of resources with the bind-index approach. Results. On the basis of the calculations made a conclusion about the necessity of necessarily taking into account the need for each specific resource of the territory. The resulting result, taking into account the demand for the resource, has been called the productive natural resource potential (PNRP). Under this concept, it is proposed to understand the part of the total productivity of the natural resources of the territory to which there is a potential demand and at present, these resources could actually be used as means of production or consumption. Having obtained a completely realistic component structure of the nature-resource potential of the territory in the form of the Eastern Partnership, the influence of some external factors limiting development at the present stage was taken into account in order to determine the priority directions of the use of nature within the studied territory. Scientific novelty. The scientific novelty of the article lies in the fact that the concept of productive natural resource potential (PNRP) and the mechanism for its calculation have been introduced. This, in turn, allowed us to obtain such a structure of NRP, which can be considered as an optimal structure of nature use for a specific territory. Practical significance. The practical significance of the results obtained is that today we can use the received calculations to optimize the use of nature in the Verhovinsky and Putil'sky administrative regions. The applied approach to the recalculation of the component structure of the PNRP and the location of certain types of resources can be applied to other specific territories.

The Cloud environment is a large pool of virtually available resources that perform thousands of computational operations in real time for resource provisioning. Allocation and scheduling are two major pillars of said provisioning with quality of service (QoS). This involves complex modules such as: identification of task requirement, availability of resource, allocation decision, and scheduling operation. In the present scenario, it is intricate to manage cloud resources, as Service provider aims to provide resources to users on productive cost and time. In proposed research article, an optimized technique for efficient resource allocation and scheduling is presented. The proposed policy used heuristic based, ant colony optimization (ACO) for well-ordered allocation. The suggested algorithm implementation done using simulation, shows better results in terms of cost, time and utilization as compared to other algorithms.

It is defined the essence of the ownership forms on natural recreational resources as a certain level of the subject's independence in the management and organization of appropriation of natural reactionary objects and the level of access restriction other entities to management and appropriation of income and losses from recreational nature management. The methodological approach to determining the ownership forms on recreational natural resources concludes that the land acts as a spatial basis for the allocation of all natural resources, including recreational ones, therefore the forms of ownership of recreational resources are mainly determined by the forms of ownership of land objects; through the ownership on land, economic relations of ownership of recreational natural resources are manifested. Justified socio-economic and environmental preconditions for the variety ownership forms formation on natural resources such as the lack of objective conformity of the productive forces in the economics of environmental to the economic relations of state ownership of natural reactionary resources; the contradiction of economic interests between the property on the main means of production and the natural factors of production at enterprises of the recreational sphere; lack of necessary material and financial resources for rational recreational use of the state: protection of degraded natural recreational resources, introduction of potential recreational resources into economic circulation; implementation of social programs for the improvement of human rights; creation of new jobs and general growth of macroeconomic indicators and others. The principles of determining the concrete form of ownership for a particular natural recreational resource, among which the main are minimization of the loss from use, maximization of the received income; optimization of material and financial resources in the process of use, protection, restoration and reproduction are considered. The main criteria for changing the forms and subjects of natural resources ownership are distinguished: the marginal cost of maintaining, using, introducing the natural recreational resource into economic circulation is higher than the marginal economic and ecological income obtained from the usage and introduction the natural resource into economic turnover; the marginal cost of maintaining, using, introducing a natural resource into economic circulation is higher than the marginal socio-ecological results of state investment in other areas of the national economy (education, health care, culture, etc.) is higher than that of a given natural resource; alternative ownership improves economic and environmental parameters of natural resources and so on.

Contemporary technological and social developments demand transformation of educational practices. Teachers and schools are no longer fountains of knowledge that fill students with information. Rather, their primarily role is to equip students with new literacies, competencies for productive use of information technology, and sufficient disciplinary-specific bases of conceptual knowledge. This requires changes toward student-centered practices. In such contexts, teachers are designers of learning; therefore lesson planning is replaced with a concept of ?learning design.? This paper introduces the RASE (Resources-Activity-Support-Evaluation) learning design model developed as a framework to assist teachers in designing learning modules. Central to RASE is the emphasis on the design of activities where students engage in using resources and in the production of artifacts that demonstrate learning. The paper also emphasizes the importance of ?conceptual models? as a special type of educational multimedia resource, and its role in assisting learning and application of concepts, as opposed to the ?information transfer? models. RASE is beginning to emerge as a powerful framework for transformation of teachers and their traditional practices to contemporary, relevant student-centered practices. The model is also an effective framework for productive uses of information technology in education.

The installed productive capacity of a healthcare center’s equipment limits the efficient use of its resources. This paper, therefore, analyzes the installed productive capacity of a hospital angiography room and how to optimize patient demand. For this purpose, a Discrete Event Simulation (DES) model based on historical variables from the current system was created using computer software. The authors analyzed 2044 procedures performed between 2014 and 2015 in a hospital in San José, Costa Rica. The model was statistically validated to determine that it does not significantly differ from the current system, considering the DMAIC stages for continuous process improvement. In the current scenario, resource utilization is 0.99, and the waiting list increases every month. The results showed that the current capacity of the service could be doubled, and that resource utilization could be reduced to 0.64 and waiting times by 94%. An increase in service efficiency could be achieved by shortening maximum waiting times from 6.75 days to 3.70 h. DES simulation, therefore, allows optimizing of the use of healthcare systems’ resources and hospital management.

Abstract Human resources management in agricultural farms is of particular importance in the context of the particularities of labor in agriculture, which is different from other economic sectors. Since labor is the most important production factor of any economic activity, labor productivity is the most used in the evaluation of economic efficiency. Accelerating the productivity growth is related to understanding content and its meaning, major factors of influence and way of exploitation. To emphasize human resource management and to illustrate the way of calculation of labor productivity, the study was conducted in an ecological farm with a vegetable profile of Iaşi County, Romania. The labor productivity has been used in the evaluation of economic efficiency, for three major crops: wheat, maize and potatoes. We used three indicators: average efficiency factor of production land use, WPm; the average productivity of labor in physical units, WLm; labor productivity, WH; labor productivity in monetary value, WV. To increase the labor productivity and efficiency of human resources there were organised training courses and programs both of managers and directly involved productive staff, but also there were introduced new production technologies that lead to ease and make efficient the staff work.

AbstractThis paper sets up a dynamic model to study the distributive effects of privatizing an open access resource. We show that with or without discounting, privatization is not always Pareto improving. We further derive conditions under which the poor are made worse off when private use rights are equally distributed compared to a situation with open access resource. These conditions imply that privatization is Pareto improving if the natural resource is sufficiently productive, inequality in alternative private project opportunities is low, and if there is no discounting. In addition, we show that once reduction in income from resource harvesting during the transition to a new steady state is accounted for, privatization is desirable for the poor only for very productive natural resources and low discount rates.
