Resumen
Modern trends in the development of radio measuring equipment require improvement of the principles of metrological support of these devices and corresponding reference base. The new approach is based on the digitalisation of equipment, programming of measurement procedures, and the transition from single measurement standards to measurement complexes. The paper describes the complex developed at the NSC “Institute of Metrology” and designed for verification and calibration of a wide range of radio measuring equipment, where all these approaches are realised, presents methodological, software and hardware features of its construction, as well as the advantages and possibilities of this approach in metrological practice. On the example of the method of “Bessel Function Zeros”, which was somewhat forgotten due to the cumbersome nature of its implementation by analogue methods and equipment, it is shown that with the new approach this method gets a “second birth”, moreover, at a higher metrological level. It is shown that the use of direct digital synthesis oscillators can significantly improve the “electronic counting frequency meter” method, in particular, prevent the phenomenon of “frequency capture”, which limited the capabilities of the method and introduced additional measurement uncertainty. Moreover, the additional properties of the complex associated with the use of the R&S FSL spectrum analyser with the K7 analogue signal demodulator option are explained in more detail. A list of other methods realised in the complex is given, among which the “combination frequencies” method, deserves a special attention, providing the highest resolution in measuring nonlinear distortions of both quasi-harmonic and modulated signals. It is shown that the complex is a flexible apparatus, the work programme of which can be adjusted and supplemented. Information on the structure of the complex, hardware solution of a number of nodes, programming language, etc. is given.

Resumen
The paper deals with the statistical data processing algorithms in operation system of radio electronic equipment. The main purpose is analysis of data processing algorithm efficiency according to the analytical calculations and simulation results. During radio electronic equipment operation failures are possible. These failures affect on the equipment’s technical condition that can deteriorate. In case of condition-based maintenance, it is necessary to detect the time moment of deterioration beginning. Therefore, in this paper the deterioration detection algorithm was developed according to Neyman-Pearson criterion with a fixed sample size. The initial data are times between failures of radio electronic equipment, and these data can be identified by the exponential probability density function. The step-function model was chosen for failure rate change description. To estimate efficiency the operating characteristic was calculated. The simulation based on Monte-Carlo method confirmed the correctness of theoretical calculations.

Resumen
Currently the transition to digital VHF radio broadcasting is being discussed more and more in different countries, which requires the design of new radio broadcast equipment devices. In classical method of amplifying the power of complex radio signals with a variable envelope, the new broadcast equipment will lose significantly to the existing broadcast equipment with frequency-modulated signal in many energy parameters. The most the promising ways to build high-efficiency broadcast equipment devices of complex radio signals with amplitude-phase modulation and high peak-factor are synthetic methods of linear amplification of radio frequency power (for example, basing on the scheme of L. Kahn) by using high-efficiency switching-mode circuits of powerful amplification. The present state of development of powerful radio-frequency transistors allows to assume that in the near future in the VHF-band switching-mode power amplifiers of Class -D and -F, which will be suitable for building digital radio broadcast equipment with the polar architecture of L. Kahn, will be everywhere used. These switching-mode amplifiers, in contrast to higher-frequency Class-E circuits, supply more steady characteristics in the frequency band. But when developing such broadcast equipment, it is also reasonable to deal with modified switching-mode power amplifiers of the Class -DE and -FE. The article deals with the questions of the computer modeling of switching- mode power amplifiers of Class -D and -DE in relation to the design of VHF radio broadcast equipment.

Resumen
It is shown that the joint use of radio frequency range onboard equipment radio systems near navigation (RSBN) and LTE networks requires both organizational and technical measures, and the implementation of measures of conversion of the radio frequency spectrum on a local‑territorial principle. Attention is drawn to the need for the improvement of on‑Board equipment of the RSBN with modes of short‑range and inter‑flight navigation, taking into account the needs of users of the national frequency resource. It is noted that the cardinal solution to the problem of conversion of the considered frequency band is the transfer of on‑Board equipment of the RSBN from the domestic frequency range occupied by the LTE communication network to the international frequency range of the air radio navigation service 960–1215 MHz. The solution of the problem of joint use of the frequency band 791–821 MHz by the onboard equipment of radio engineering systems of short‑range navigation and radio electronic means of LTE networks for the transition period until the conversion is completed is possible by reducing the frequency resource (channels) for the on‑Board equipment of RSBN with the modes of short‑range and inter‑flight navigation or redistribution of the frequency resource initially nominated for the competition for radio electronic means of the LTE‑800 standard.

At this time there are various types of equipment for electronic communication or often called telecommunications equipment that can be used by the public. Difficulties for students who do not have or master the use of the latest telecommunications equipment, and live in areas that are not covered by telecommunications networks. Of course there must be an appropriate alternative technology that can be used. Where one of them uses broadcast technology through "community radio". Community radio is a radio broadcasting station that is owned, managed, earmarked, initiated, and established by a community. Community radio to disseminate or broadcast information in the form of sound (audio) such as talk, news, or music, through radio waves at a certain frequency. Community radio is useful for distance learning activities, both in situations where there is a pandemic that limits face-to-face activities, or situations without a pandemic, such as overcoming technological limitations in areas that are not covered by cable or cellular telecommunications networks for internet applications.

Resumen
At present, increasing the energy efficiency of radio electronic equipment is one of the most important tasks in the development and modernization of equipment for all radio services, and in some areas of application of radio electronic equipment, energy efficiency is critical. The main problems that occur in the development and operation of radio transmitting equipment are considered, and solutions are listed that can increase the efficiency of transmitters. Since the increase in energy efficiency is especially important for high-power power amplifiers of the final stages of transmitters, in this paper we analyze the radio transmitters switching operating modes, suitable for building modulators of the final stages of radio transmitters of digital broadcasting systems. The operating modes of switching power amplifiers and methods for achieving high energy efficiency of power amplifiers are discussed, their advantages and disadvantages are shown. The comparative analysis of circuits and classes of various types switching power amplifiers showed that each of them has a number of disadvantages that do not allow choosing the universal optimal version of such amplifier, so that the use of specific power amplifiers depends of the transmitter required characteristics. Another way is to use synthetic and combined methods for constructing high-performance power amplifiers to increase of the transmitters final stages resulting efficiency.

Resumen
The article analyzes the type of energy-dynamic pulses in the space-time and frequency-spectral domains to improve the diagnostic process of digital standard replacement elementswith large integrated circuits and microprocessor-based large integrated circuits in their design.Creation of new and improvement of existing systems used to determine the technical condition of digital devices in complex conditions requires the development of new methods of diagnosis. This is due to the high complexity of radio-electronic equipment and the shortage of decision time when carrying out technical state control. In the scientific and technical literature on the development and operation of radio electronic equipment, the main attention is paid to the study of the possibility of minimizing the average recovery time and cost of means of diagnostics of the radio electronic equipment object. The main factor holding back the development of modern technical diagnosis systems is the lack of a methodological apparatus capable of significantly more effective use of developed diagnostic models to identify faulty logical elements. Application of the proposed scientific approaches to the processing of diagnostic information will allow: to determine in advance the elements whose characteristics are approaching critical; to determine the technical condition of radio electronic equipment in real time; to monitor the serviceability of elements of radio electronic equipment. It will also allow for more accurate processing of diagnostic parameter values, forecasting failure times of radio electronic components with a given reliability. This, in its turn, will lead to decrease of detection time of sudden failures of radio-electronic facilities and considerably reduce time spent on restoration of digital standard replacement elements of radio-electronic equipment, requirements to which are constantly growing in conditions of repulsion of the russian aggression by the Armed Forces of Ukraine.

The paper considers the results of the analysis of the causes of unintentional interference to on‑Board and ground equipment of the radio system of near navigation and landing radio beacon landing group, as well as the basic methods and means to ensure the noise immunity of standard equipment on airfields of the Russian Federation. It is noted that the most significant sources of unintended radio interference affecting the operation of on‑Board equipment of radio systems of short‑range navigation of aircraft in its operation with the radio beacons of radio systems of short‑range navigation and landing radio beacon group are the base stations of cellular networks of various standards of 900 MHz range, radio electronic means of television broadcasting, as well as base stations of cellular networks of LTE‑800 standard. It is indicated that with the introduction of azimuth‑long‑range radio beacons of Tropa‑SMD type in operation at aerodromes, the beginning of the transfer of radio‑electronic means of radio short‑range navigation and landing radio beacon into the international frequency range has been outlined. At the same time, there were identified problems in the functioning of the Tropa‑SMD associated with electromagnetic compatibility and regular operation of other electronic means in the same frequency bands. The methods of electromagnetic compatibility in the operation of short‑range navigation radio systems and landing radio beacon group in a complex electronic environment are considered. Proposals to ensure electromagnetic compatibility of Tropa‑SMD based on the use of a set of input filters are presented in more detail.

Resumen
In recent years, the radio communication system has undergone significant modernization. This concerns both the design and development of new means of communication and the improvement and modernization of existing ones and the development of new antenna-feeder devices for them. A general feature of radio communication networks is the significant dependence of the main characteristics of communication objects on the type and parameters of antenna systems and on decisions regarding their location. The developed technique of constructive synthesis of the antenna system of the radio communication device built on low-lying emitters is offered, with the help of which it is possible to synthesize the antenna system which will improve the technical characteristics of the mobile radio communication means. The method of constructive synthesis of the antenna system of radio communication equipment built on low-lying emitters is based on the mathematical model of calculating the directional characteristics of the speaker from low-located emitters for radio communication facilities. This model was presented in the article “Mathematical model for calculating the directional characteristics of the system of vibrators of radio communication equipment” [1]. Research methods – synthesis of antenna systems with the necessary pattern is based on the Hertz vector method, the method of induced electromotive forces, the method of mirror images and analysis of the results. The influence of the shape and number of elements of the antenna system on the formation of its radiation pattern is determined and the calculation for the selection of the optimal design with the required electrical characteristics is established. That is, the proposed technique helps to improve and simplify the technical performance of transmitting and receiving speakers. Based on the results of the research, a mathematical model for calculating the directional characteristics of the AS, built on low-lying emitters for radio communication equipment and methods of constructive synthesis of AS radio communication equipment built on low-located emitters, which is possible in the absence of with realized gain up to 16 dB. It is expedient to apply the developed technique: during the development of new AS and antenna-feeder devices for modern field radio communication equipment and AS for unmanned aerial vehicles; during the organization of communication by a field special radio communication node.

Resumen
The paper describes the influence of power electronics, energy processing, and emergency radio systems (ERS) immunity testing on onboard aircraft equipment and ground stations providing air traffic services. The implementation of next-generation power electronics introduces potential hazards for the safety and reliability of aircraft systems, especially the interferences from power electronics with high-power processing. The paper focuses on clearly identifying, experimentally verifying, and quantifiably measuring the effects of power electronics processing using switching modes versus the electromagnetic compatibility (EMC) of emergency radio systems with electromagnetic interference (EMI). EMI can be very critical when switching power radios utilize backup receivers, which are used as aircraft backup systems or airport last-resort systems. The switching power electronics process produces interfering electromagnetic energy to create problems with onboard aircraft radios or instrument landing system (ILS) avionics services. Analyses demonstrate significant threats and risks resulting from interferences between radio and power electronics in airborne systems. Results demonstrate the impact of interferences on intermediate-frequency processing, namely, for very high frequency (VHF) radios. The paper also describes the methodology of testing radio immunity against both weak and strong signals in accordance with recent aviation standards and guidance for military radio communication systems in the VHF band.

Resumen
AbstractThe operation system determines the efficiency of the intended use of radio equipment. The operation system includes radio equipment, documentation, operational resources, personnel, processes, data processing algorithms, etc. The operation process is associated with conditions of priori uncertainty of models, parameters, external factors, etc. The main element for monitoring is technical condition of radio equipment. In a general case, this condition can deteriorate. The problems of technical condition deterioration analysis can be considered in terms of changepoint study. The present paper concentrates on the problem of synthesis and analysis of method for changepoint detection during radio equipment operation. The detection algorithm is constructed based on Neyman–Pearson criterion with sample size accumulation. During algorithm synthesis the thresholds were calculated according to Bellman’s approach. The problem of synthesis and analysis was solved by two methods: analytically and using statistical modelling. The efficiency measures for this algorithm are the probability of correct detection and mean time of decision making. The proposed algorithm has advantages in mean time of decision making compared with CUSUM detection method.

Resumen
The VHF communication radio type IC - A210 is an air to ground communication radio used by the Lion Air Goup airline in carrying out its operations, this device's performance is reduced due to a change in the structure of one of the functions of the transmission cable. To improve the performance of these devices, a remote amplifier is made, so that communication can run normally and problems can be resolved. Remote amplifier is additional equipment intended for VHF communication equipment type IC - A210, this equipment consists of a Mic added with PTT, two amplifiers where one amplifier functions as an information signal amplifier coming from the FOO (Flight Operations Officer) officer on land via the mic then sent to the VHF communication equipment to be transmitted to the aircraft and the other amplifier functions as an information signal amplifier from the VHF communication equipment after receiving a reply from the pilot to be heard by the ground FOO officer. The work of the two amplifiers is alternately arranged using relay components that are regulated from the PTT by the FOO on the ground. The way to operate this Remote Amplifier equipment is the same as how to operate the VHF communication equipment type IC - A210 so that its use does not require special knowledge, so that the officer seems to be using VHF communication equipment directly.

Several applications of practical interest stem fromthe capability to monitor and store packet-level traces in a 3Gnetwork. Among them, the possibility to infer andlocatenetwork problems (e.g. persistent shortage of capacity,or equipment misfunctioning), in the core and radio sections, without direct access to the equipments. This approach yieldsstrong practical benefits, given the costs and complexity ofaccessing network equipments, especially in the Radio AccessNetwork. At the same time, it exposes practical issues - e.g. theneed to dynamically locate the traffic sources (Mobile Stations)- and theoretical problems - e.g. inferring congested cells fromRouting-Area level TCP measurements. Resumen
Media organizations in Uganda are not exempt from the media industry’s ongoing efforts to digitize its operations, particularly in developing nations. Global change is effectively sparked by the advancements in new media technologies. The method, precision, and speed of message generation and transport have all been greatly enhanced by these technologies, and they have also completely changed the definition of broadcasting. Still, in an information-overloaded world, figuring out where broadcasting fits in is getting harder and harder. The survey research approach was employed to gather pertinent data for the study in order to develop data for it. The results of the data analysis showed that the production of the station under investigation has been significantly impacted by new media technologies. Lack of technical expertise and the expense of purchasing necessary equipment continue to be major obstacles to their efficacy. According to the study’s conclusions, the government should lower the value-added tax on new media equipment as doing so will lower the equipment’s overall cost and ease the financial strain on the station. The use of new media technologies can expand the broadcasting industry’s reach and elevate Uganda’s broadcast sector to a global player. This is only possible if there are no barriers preventing the broadcast media sector from effectively acquiring new and improved infrastructure. Workshops, symposia, seminars, and training courses should all be used to try and educate current and future broadcasters. Resumen
The capabilities of modern Harris RF-7800S-TR digital radios for managing communication units are considered. A comparative analysis of the capabilities of the Motorola DP4800 and Harris RF-7800S-TR radio stations was carried out in providing control over the deployment of the mobile communication center of the auxiliary control point of the territorial control of the National Guard of Ukraine. Proposed recommendations for the implementation of the topology of the Harris RF-7800S-TR radio station programming file for the management of the process of deploying a field communication node on one operating frequency with the separation of all radio networks and ensuring their simultaneous operation independently of each other and with access only to the appropriate management levels. The research results make it possible to develop an innovative frequency plan for the deployment control system of the auxiliary control point field communication node. At the same time, all radio stations operate on the same frequency, using different positions of the radio station channel switch. Separation of radio networks is temporary, and access to radio networks is carried out using various tangents, the functions of which are programmed in advance. Thus, the modern Harris RF-7800S-TR digital radio station, which is in service with NSU units, allows for reliable management of the deployment of a field communication node with the fulfillment of all requirements for security, communication security, and with minimal expenditure of material resources, and the conducted class on the implementation of the topology of the radio station programming file will provide the most effective training of communication specialists for positions in the military.

Resumen
The article discusses models for optimizing the maintenance eservice process (MS) of complex objects of radio-electronic technics (RET). The statement of the problem determining optimal parameters of objects MS is formulated for the case if the state maintenance strategy MS (MSS strategy) is used. As a criterion of optimization, the requirement minimum unit cost of operating an object for a given period of its operation is used, provided that the required level of failure-free operation of the object is estimated as estimated by “mean time on failures”. The objective functions of the optimization task are determined by modeling the process of MS and repair (MSandR) of the object. This circumstance explains the choice of a search method for an approximately optimal solution to the problem: simplest relaxation method of direct enumeration is used, controlled by a human expert who solves this problem in the interactive dialogue mode between the user and the computer. The methodology for determining approximately optimal parameters of strategy MSS described in this article is intended for use in the development of object RET. The methodology allows the early stages of development to pre-evaluate possibility of increasing level reliability of the facility due MS. At later stages of development, when all technical solutions have already become known, elements for which there are measurable determining parameters become known, preliminary estimates of the necessary parameters MSS can be refined and corrected design decisions. Corresponding refinement of calculations should be made every time when accurate data on the reliability of component parts appear. Software (SW) was developed for computer support of the solution search process. SW developed by Delphi programming tools.
