In post-Keynesian economics, there is an explicit discussion, whether monetary disequilibrium may occur. Horizontalists argued for equality of money supply and money demand. Resumen
AbstractStudent surveys are increasingly being used to collect information about important aspects of learning environments. Research shows that aggregate indicators from these surveys (e.g., school or classroom averages) are reliable and correlate with important climate indicators and with student outcomes. However, we know less about whether within-classroom or within-school variation in student survey responses may contain additional information about the learning environment beyond that conveyed by average indicators. This question is important in light of mounting evidence that the educational experiences of different students and student groups can vary, even within the same school or classroom, in terms of opportunities for participation, teacher expectations, or the quantity and quality of teacher–student interactions, among others. In this chapter, we offer an overview of literature from different fields examining consensus for constructing average indicators, and consider it alongside the key assumptions and consequences of measurement models and analytic methods commonly used to summarize student survey reports of instruction and learning environments. We also consider recent empirical evidence that variation in student survey responses within classrooms can reflect systematically different experiences related to features of the school or classroom, instructional practices, student background, or a combination of these, and that these differences can predict variation in important academic and social-emotional outcomes. In the final section, we discuss the implications for evaluation, policy, equity, and instructional improvement.

Resumen
The key role of toys and play in early years education has been highlighted by several childhood pedagogues such as Froebel, Montessori, Weikart, and Malaguzzi, among many others. It is consensual among the international educational community that children now spend far more time being instructed and tested in literacy and math than they do learning through play and exploration exercising their bodies and using their imagination. This chapter aims to reflect on the power of play for children's learning and development and to analyze how three pedagogical models—the High Scope, Reggio Emilia, and Montessori—integrate play through their curriculum development. The chapter is organized in several topics, namely (1) the role of play in early childhood education (0 to 6 years); (2) the High Scope curriculum and opportunities given to children to engage in free play and play with purposes; (3) the Reggio Emilia approach: play through 100 languages; (4) the Montessori method, from hands-on activity and self-directed activity to collaborative play; (5) final remarks.

Comparative history provides an opportunity for scholars to move beyond national boundaries and reflect on their own societies in new light. But such comparisons are not always straightforward. While both Australia and the United States have federal governments, the state played a more coercive role against organized labor and radicals in the United States than in Australia. Several factors softened the impact of the state on labor in Australia: a stronger trade union movement, the formation of labor parties, and a political consensus on regulating industrial relations at least until the 1980s. In the United States, unbridled hostility of large corporations toward organized labor governed state policy. Despite these differences, labor in both countries found political space to promote progressive policies and modify the harsh behavior of governments....

When rank-and-file IT professionals and their industry and knowledge leaders were invited to reflect on their views and experiences with caste in the merit construction process, the conversations became passionately vocal, sometimes even strident and combative, taking on tones of a metaphorical ‘blood sport’ pitting the Merit Camp against the Caste Camp. There was consensus on the small Dalit footprint and founder effect in Indian IT, but the explanations for the same were drastically different. To the Merit camp, the business and functional imperatives of a transnational IT sector required that they use EEO policies and not the caste-reservation quotas while the Caste camp countered that business imperatives have turned discriminatory and reinforced casteism in Indian IT. There is a stalemate in the Merit-Caste debate.

Chapter 9 identifies specific leadership blind spots that frequently emerge as TNGOs move to adopt more ambitious mandates and implement strategic changes to secure organizational relevance and legitimacy. Traditional leadership in the sector has often lacked a culture of inquiry while also struggling to work in an environment of growing complexity and ambiguity. While organizations in crisis may be tempted to rely on charismatic leaders and their promises, new leadership models emphasize shared, distributed forms of leadership, post-heroic leadership styles, collaborative skills, humble personalities, a capacity to self-reflect and identify personal needs, and a focus on results, credit-sharing, and the building of authentic relationships. There is growing consensus around a shift in leadership needs, but sectoral norms tend to relegate leadership development to an area of underinvestment and neglect.

This chapter attempts to identify the deep constitutional crisis of the British body-politic and introduce a remedy in the form of new constitutional settlement founded upon a written constitution. It explains the 'unwritten constitution', which grew up over the centuries from a hotchpotch of statutes, judicial decisions, disputed conventions, and half-remembered traditions has reached the end of its useful life. It also emphasizes the revival of the British democracy through a written constitution, a supreme and fundamental law that is founded upon a broad political and societal consensus. The chapter reviews constitutional proposals that reflect the 'Charter 88 agenda', which has motivated constitutional reformers in Britain for the last three decades. It responds to the new constitutional crisis that was unanticipated by the reformers of the pre-1997 era.

Despite having a pro-environment attitude, customers may not consistently reflect the same in their behaviour. This chapter explores the applicability of the social-normalisation theory to reduce the attitude-behaviour gap of customers for driving green behaviour in India. The theory argues that green behaviour can be driven by positioning green activities as normal. The chapter details the findings of an empirical study done across 496 customers pan India. Analysis done based on various techniques (Heat maps, factor analysis and regression) indicates that while a broader consensus existed among customers about what is green, the conceptions of normality of the activities vary thereby, corroborating the existence of an attitude-behaviour gap. Results shows that perceptions of what is normal have a significantly higher impact than perceptions of what is green and hence, social-normalisation theory can be applied to drive green marketing in developing countries like India.

Resumen
This chapter analyzes some of the challenges associated with research work that applies the Minimum Income Standards (MIS) approach in different national contexts around the globe. It delves into the conception of minimum living standards across different country contexts that requires a concerted effort to establish how much is enough in each context. It also points out that the definitions of minimum living standards should not only reflect the values and norms of a given country, but also that these definitions should function as the basis for establishing consensus about the sorts of goods and services needed to achieve the minimum living standard. The chapter stresses how the MIS work across diverse contexts requires a certain level of “translation.” It investigates the MIS programme of research conducted in Mexico, Singapore and South Africa, which confirms that the “minimum” can have different meanings, connotations, interpretations, and even contestations.

Resumen
The National Fire Protection Association (NFPA) develops consensus codes and standards for fire and life safety for a wide array of occupancies, including the maritime industry. With documents originating in the early 1920’s, NFPA maritime safety standards reflect current practices in vessel design and operations, new hazards, and new technology. These documents include safe practices associated with confined space entry and hot work operations during construction, maintenance, and repair; shipyard fire protection safety management; and suppression system design, installation, and testing/main

Resumen
Although the government admit the benefit of construction of a nuclear facility for national electric source, related policy could be developed and carried out only if the public, especially who have some stake on it, recognize the benefit and accept the policy. For public participation, Korea has a system of public-hearing in accordance with the law. Because of the absence of the detailed way for public opinion aggregation and for the reflection of the aggregated opinion, Korean public-hearing system is only a conceptual model. Therefore, some specific system for Korean Public-Hearing should

Resumen
For more than the last fifteen years, the United States Department of Energy (DOE) has been using a probabilistic performance goal-based seismic design method for structures, systems, and components (SSCs) in its nuclear and hazardous facilities. Using a graded approach, the method permits the selection of probabilistic performance goals or acceptable failure rates for SSCs based on the severity level of SSC failure consequences. The method uses a site-specific probabilistic seismic hazard curve as the basic seismic input motion definition, but utilizes the existing national industry consensus
