Resumen
This article provides a concise and critical overview of the notions of borderwithin regionalism theory and praxis. It also discusses the last decade’s increase of border barriers in this globalized world and its relation to regionalism. We provide a historical approach to theoretical construction and consider implied ideas of border derived from theoretical and empirical developments of regionalism. This paper finds that old regionalism indicates a notion of border as separation; new regionalism implies a notion of border as filter. The current wave of comparative regionalism identifies two apparently contradictory processes (multilevel regionalisms and nationalisms) that actuate the formation of (cross) border regions embedded into tangled webs of global networks, which requires a globalist perspective of regionalist dynamics.***Noções de fronteira na teoria e práxis do regionalismo: Uma visão crítica***Este artigo fornece um panorama conciso das noções de fronteira na teoria e nas práxis do regionalismo. Também se discute o aumento, na última década, dasbarreiras fronteiriças neste mundo globalizado e a sua relação com o regionalismo. Através de uma aproximação histórica à construção de teorias, considera-se as ideias implícitas de fronteira derivadas dos desenvolvimentos teóricos e empíricos do regionalismo. Este paper conclui que o antigo regionalismo indica uma noção de fronteira como separação. O novo regionalismo implica em uma noção de fronteira como filtro. A atual onda do regionalismo comparado identifica dois processos aparentemente contraditórios (regionalismo multinível e nacionalismo) que acionam a formação de regiões (trans)fronteiriças incorporadas em teias entrelaçadas de redes globais, exigindo uma perspectiva globalista no estudo dessas dinâmicas.

The study of regionalism has been, perhaps, one of the trends in the world political science for more than half a century. At the same time, the main attention of researchers is attracted by cases of “successful” regionalism (for example, in Spain or Great Britain), while “unsuccessful” (in electoral terms) regionalisms remain without proper analysis. The purpose of this study was to identify the main factors contributing to the decline of the regionalism. Based on the materials of three regionalisms in Central Eastern Europe (Somogy, Moravia and South Slovakia), these factors were identified. As a research method, a small-N qualitative comparison was used. The study identified three groups of factors that can potentially influence the success of the regionalist movement: factors associated with the activity of regionalist actors, institutional factors and factors of regional identity. Each of these factors, directly and in combination with others, can affect the success of the regionalist movement. Thus, for Moravian regionalism, the decisive factors of decline were the organizational weakness of the regionalist party combined with the decline of regional identity; for regionalism in Somogy, the fatal reform of the administrative-territorial structure of Hungary, depriving the regions of any autonomy and real power, and Hungarian regionalism in Slovakia, deprived institutional and organizational privileges, has lost its electoral significance. In general, the decline of the regionalist movement in this context only in one case out of three led to the disappearance of the regionalist movement itself, in two cases it was successfully transformed into other organizational forms. Thus, the study identifies the main factors of the decline of regionalism and identifies possible models of its transformation.

Muito já foi dito sobre a invenção do Nordeste como uma construção imagético-discursiva. Tomando tal interpretação, já consagrada, como premissa fundamental, este trabalho tem como objetivo mostrar de que forma a elaboração da região Nordeste pelos intelectuais regionalistas pernambucanos na década de 1920, procurou frequentemente qualificar Pernambuco como o centro da região nordestina. Assim, o estado foi sendo constituído como um centro irradiador responsável não apenas pelo despertar de uma consciência regionalista, mas também por defender e consolidar a causa regionalista. Desta forma, se regionalismo nordestino, de forma mais explícita, questionava o federalismo brasileiro da época, considerado centrífugo por prestigiar apenas dois ou três estados, os intelectuais de Pernambuco que participaram desta luta pareciam propor, sub-repticiamente, um regionalismo igualmente centrífugo.*A lot of things have been said about the invention of the Northeast of Brazil as an imagediscursive creation. Taking such established interpretation as a fundamental premise, this paper intends to show in which way the elaboration of the northeastern region of Brazil by regionalist intellectuals from Pernambuco in the 1920s sought often to qualify their State as the Center of the region. Thus, this State has been constituted as a radiating Center responsible for not only the awakening of a regionalist consciousness, but also to defend and consolidate the regionalist cause. Therefore, if the northeastern regionalism questioned the contemporary Brazilian Federalism, in a more explicit way, considering it centrifugal for benefiting only two or three States, the intellectuals from Pernambuco who participated in this fight seemed to propose, surreptitiously, an equally centrifugal regionalism.

With the expanding representation of the regions and the emergence of new resources for the electoral struggle within political processes in the EU, the number of political parties is multiplying, and regionalist parties are no exception. Earlier most regionalisms had one historically established regionalist party as a representative (for example, SNP in Scotland or Sardinia Action Party in Sardinia). Now, however, the number of regionalist parties within the region may reach up to 10 or higher (Valley D'Aosta, Sardinia). That said, this trend is not obvious: in some cases, there is no fragmentation of regionalism, and regionalism is still represented by one party (for example, Bayernpartei in Bavaria). What is the reason behind the fragmentation of regionalist parties in some cases and absence of it in others? What are the conditions for the emergence of a "second" regionalist party? The research is devoted to answer these questions. Based on 24 cases of Western European regionalism, an attempt was made to explain the factors of regionalist parties fragmentation using the QCA methodology. The structural parameters of the institutional, identity and party orders were used as factors. The study found that structural factors do not directly determine the presence or absence of fragmentation of regionalist parties.

A partir de los instrumentos teoricos ofrecidos por los estudios regionales contemporaneos este articulo explora el tipo hibrido que emerge del regionalismo vasco que consiste en componentes nuevos, postmodernos y transnacionales que sirven para fortalecer la competencia economica, politica y social de la region como un jugador activo en los asuntos europeos. La cuestion de la direccion de las estrategias regionalistas en la Union Europea resulta especialmente sobresaliente a la vista de la gobernanza multinivel europea emergente donde el poder ha sido apartado de los gobiernos centrales: hacia arriba al nivel supranacional, hacia abajo a las jurisdicciones subnacionales y a los costados a las redes publicas y privadas de los actores no estatales que ha dado a los regionalistas nuevas posibilidades de alcanzar similares objetivos. ABSTRACT: This paper analyses the changing nature of the contemporary subnational regionalism through the example of the Basque Country. It shows in what ways the Basque regionalist strategies have evolved from parochial and confrontational to outward looking, cooperative and innovative, adapting to the challenges of European integration and the emergence of new modes of European governance. On the basis of theoretical tools provided by contemporary regional studies this paper explores the emerging hybrid type of Basque regionalism consisting of the new, postmodern and transnational components which serve to strenghten the economic, political and social competence of the region as an active player in European affairs. The question of the direction of regionalist strategies in the EU seems especially salient in the view of the emerging European multi-level governance where power has been dispersed away from central governments; upwards to the supranational level, downwards to subnational jurisdictions and sideways to public and private networks of non-state actors which has given the regionalists new possibilities of achieving similar goals.

For more than a decade regionalism has been on the rise in the global economy. Based on the concept of allocative efficiency, standard trade theory regards regionalism as a form of protectionism. The paper confronts this view with an institutionalist explanation and draws on recent research on the role of specific investments into international market access, uncertainty and asymmetric information in policy coordination. A distinction between regionalism and regionalist policies is proposed. Endogenous regionalism reflects the economic forces of path-dependent comparative advantage and manifests the embeddedness of trade relations in social networks. Regionalism translates into regionalist policies via political entrepreneurship in policy networks that aims at stabilizing expectations about future market access and balancing negotiation power in a multilateral setting. Regionalism is thus presented as the standard case in global economic integration between the two extremes of unilateral liberalization and complete multilateralism.

Artikel ini mencoba menawarkan cara pandang ontologis baru untuk melihat ASEAN dengan memperkenalkan konsep 'compartmentalized regionalism' ('regionalisme terkompartementalisasi').Berbeda dengan pandangan umum para praktisi diplomasi ASEAN maupun para akademisi yang melihat sejarah ASEAN sebagai sebuah evolusi linear dari sebuah proyek regional yang berfokus pada dimensi politik dan keamanan menjadi sebuah proyek regional yang bersifat multidimensional melalui 'perluasan dan pendalaman' ('widening and deepening'), gagasan 'compartmentalized regionalism' mengenali perkembangan ASEAN sebagai perkembangan dua proyek regionalisme yang terpisah namun diletakkan dalam satu nama. Kedua proyek regionalisme ini memiliki pengaturan yang berbeda, didorong oleh aktor-aktor yang berlainan, serta bekerja berdasarkan logika yang tak sama. Dengan demikian, perkembangan ASEAN selayaknya tidak dilihat hanya sebagai 'perluasan dan pendalaman' ('widening and deepening'), namun sebagai perkembangan dua proyek regionalisme yang berbeda itu dan interaksi yang kompleks di antara keduanya.

The emergence of new arenas of representation in the context of increasing European integration and the complexity of a multilevel management system leads to qualitative changes in regionalist parties. Transforming from “niche” parties, regionalist parties acquire a new place in regional party systems, which affects the overall electoral success of the regionalist movement. At the same time, in many cases there is a fragmentation of regionalism, in some cases, the number of regionalist parties reaches ten or more. On the other hand, the tolerance of national parties towards decentralization further enhances electoral competition in the regionalist segment. The study is intended to answer the question of how the complexity of inter-party interactions affects the electoral dynamics of regionalism. Based on two competing theories (ethnic outbidding and the theory of "nested" competition "), a hypothesis is put forward on the diversification of supply as a factor favorable for the regionalism dynamics. It finds confirmation on the empirical material of the Italian autonomies (South Tyrol, Sardinia, Valle D'Aosta). At the same time, the study shows that some factors such as internal party cohesion, the coalition policy of regionalist parties, and their government status also have a significant impact on the dynamics of regionalism.

The rise of “new regionalism” is one of the most salient features of the post-Cold War international order. Despite the resurgence of regionalism in Europe, little consensus exists on how regional identity impacts public opinion toward the European Union. To remedy this problem, this study examines the impact of three types of individual-level regional identity on support for integration: parochialism (exclusive regionalism), inclusive regionalism, and pseudo-exclusive regionalism. Contrary to scholarly expectations, the multilevel analysis reveals that inclusive regionalists are as equally Eurosceptic as parochial regionalists. In general, regional identity depresses support for integration unless it is expressly combined with a supranational identity. This finding holds true even in minority nations, where respondents are, on the whole, less Euro-friendly.

Critical regionalism is an architectural approach that seeks to correct sterile and abstract modernism by using contextual forces that focus on local needs and potential. As globalisation disrupts and displaces local building traditions in India’s metropolitan cities, critical regionalism offers resistance to the homogenising forces of global modernism. This paper analyses five key architectural works realised in Delhi in the past four decades that incorporate the ideas of critical regionalism in their designs. The different approaches adopted by regionalist architects in dealing with local climate, topography, materials and sociological complexes have been presented. By limiting itself to regionalist works in Delhi, the paper attempts to highlight that critical regionalism is not a set of aesthetic preferences but a philosophical framework capable of producing diverse forms of architecture despite analogous external influences arising from similar site conditions.

Hal ini karena dampak dari sengketa LCS jelas berpengaruh terhadap stabilitas politik dan keamanan di Asia Tenggara. Tujuan utama artikel ini adalah untuk memahami konflik, latar belakang dan dampak dari sengketa LCS di negara-negara kawasan tersebut. Artikel ini dibagi menjadi enam bagian yaitu regionalisme dan LCS, sejarah konflik LCS, profil negara pengklaim, regionalisme dan solusi perdamaian, LCS dan keamanan regional dan kesimpulan. Penelitian ini juga dilengkapi dengan beberapa visualisasi untuk mengajak pembaca dalam sebuah imajinasi mendalam tentang LCS. Penulis menyimpulkan bahwa regionalisme Asia Tenggara menghadapi tantangan serius di tengah ancaman China yang berhasil mengambil keuntungan dari lemahnya multilateral ASEAN terkait masalah tersebut.Kata kunci: keamanan, konflik, Laut China Selatan, regionalisme,Abstract The relationship between regionalism and the complexity of the South China Sea (SCS) issues is obviously critical to be examined. This is because the impact of the SCS disputes are clearly influence to the political and security stability in Southeast Asia. The primary objective of this article is to understand the conflicts, background and impact of the SCS disputes on the regional member states. This article is divided into six sections namely regionalism and the SCS, history of SCS conflicts, profile of claimant states, regionalism and peace solutions, SCS and regional security and conclusion. This study is also supplemented by some visualizations to engage the readers in deep imagination on the SCS. The author concludes that Southeast Asian regionalism was facing serious challenges vis-à-vis China which successfully took benefit from the ASEAN's weak multilateral approach on this issue.Keywords: conflict, security, South China Sea, regionalism

AbstractAnalysis of political regionalism and regionalist parties has traditionally neglected the case of Germany. We argue that this is a curious ommission. This article looks to redress this balance by applying frameworks created for understanding the determinants of regionalist party success to the Bavarian Christian Social Union (CSU) and the eastern Germany Party of Democratic Socialism (1990–2005, PDS). Although very different in terms of their politics, both parties have been successful as they have followed strategies and tactics evident in the broader regionalist parties' literature. This article therefore deepens our knowledge of regionalism in Germany, while also testing regionalist literatures in a new country-context.

The past decade has witnessed a resurgence of regionalism in world politics. Old regionalist organizations have been revived, new organizations formed, and regionalism and the call for strengthened regionalist arrangements have been central to many of the debates about the nature of the post-Cold War international order. The number, scope and diversity of regionalist schemes have grown significantly since the last major ‘regionalist wave’ in the 1960s. Writing towards the end of this earlier regionalist wave, Joseph Nye could point to two major classes of regionalist activity: on the one hand, micro-economic organizations involving formal economic integration and characterized by formal institutional structures; and on the other, macro-regional political organizations concerned with controlling conflict. Today, in the political field, regional dinosaurs such as the Organization of African Unity (OAU) and the Organization of American States (OAS) have re-emerged. They have been joined both by a large number of aspiring micro-regional bodies (such as the Visegrad Pact and the Pentagonale in central Europe; the Arab Maghreb Union (AMU) and the Gulf Cooperation Council (GCC) in the Middle East; ECOWAS and possibly a revived Southern African Development Community (SADC, formerly SADCC) led by post-apartheid South Africa in Africa), and by loosely institutionalized meso-regional security groupings such as the Conference on Security and Cooperation in Europe (CSCE, now OSCE) and more recently the ASEAN Regional Forum (ARF). In the economic field, micro-regional schemes for economic cooperation or integration (such as the Southern Cone Common Market, Mercosur, the Andean Pact, the Central American Common Market (CACM) and CARICOM in the Americas; the attempts to expand economic integration within ASEAN; and the proliferation of free trade areas throughout the developing world) stand together with arguments for macro-economic or ‘bloc regionalism’ built around the triad of an expanded European Union (EU), the North American Free Trade Area (NAFTA) and some further development of Asia-Pacific regionalism. The relationship between these regional schemes and between regional and broader global initiatives is central to the politics of contemporary regionalism.

Regionalisme dalam arsitektur kerap dibahas sebagai respon terhadap arsitektur modern yang bersifat univalen dan melunturkan nilai-nilai kesetempatan. Estetika galeri seni dengan pendekatan white cube yang berakar pada modernisme telah mengglobal atau melanda dunia, seperti halnya international style dalam arsitektur. Yogyakarta kini tengah menghadapi isu lokalitas dalam arsitektur yang dapat mencerminkan identitasnya sebagai kota seni dan budaya. Galeri seni memiliki peranan penting untuk menyebarkan kesenian kontemporer yang dinamis. Penelitian ini bertujuan untuk mengidentifikasi penerapan pendekatan white cube pada arsitektur galeri seni dan penerapan regionalisme kritis sebagai respon terhadap modernitas. Penelitian ini menggunakan metode penelitian deskriptif kualitatif. Analisis data dilakukan dengan komparasi antarkasus berdasarkan indikator dari regionalisme kritis dalam arsitektur. Penarikan kesimpulan berdasarkan kecenderungan penerapan white cube dengan indikator regionalisme pada kasus. Hasil penelitian menunjukkan bahwa pendekatan regionalisme ditemukan pada kasus yang menekankan tektonika, respon terhadap iklim, dan respon terhadap konteks sekitar. Karya seni di galeri seni Yogyakarta ternyata tidak serta merta dibebaskan dari konteks sekitar seperti halnya konsep white cube gallery.IDENTIFICATION OF WHITE CUBE APPROACH AND REGIONALISM IN ART GALLERY ARCHITECTURE IN YOGYAKARTA Regionalism in architecture is often discussed as a response to modern architecture, which contains a univalent value and attenuates the values of context. The aesthetics of art galleries with the concept of white cube rooted in modernism have become trend in the world and international style in architecture. Yogyakarta is currently facing locality in architecture that can reflect its identity as a city of arts and culture. Art galleries have an essential role in spreading dynamic contemporary art. This study aims to identify the white cube approach to art gallery architecture and critical regionalism to respond to modernity. This research uses descriptive qualitative research methods. Data analysis was conducted by comparisons between cases based on indicators of crucial regionalism in architecture. The conclusion is based on the tendency of applying white cube with indicators of regionalism in cases. The results showed that the regionalism approach was found in cases that emphasized tectonic aspects, responses to climate, and responses to the surrounding context. Artwork in the Yogyakarta art gallery is not necessarily freed from the surrounding context, such as the concept of the white cube gallery.

Resumen
This article is dedicated to the question of regionalization. The authors note that regions begin to play a more important role in the local and global political processes. Special attention is given to the “old” and “new” regionalism. The application of comparative method alongside the method of analysis and synthesis allowed determining the characteristic features of the two types of regionalism. If the “old” regionalism suggests a complicated system of relationships on different levels, partial transfer of state sovereignty, the peculiarities of “new” regionalism include the rejection of bureaucratic supranational institutions, equality of participants, and opportunity to be a member of other organizations. The article also describes the attributed to Russian and Near Eastern regionalisms. The problem of choosing the model of Russian regionalism is determined by the need for development of such value within the political culture as federalism. Despite repeated attempts, Near Eastern regionalism remains underdeveloped, which is substantiated by the simmering conflicts, ongoing wars, as well as external interference to the domestic affairs of other states. The scientific novelty consists in the comprehensive coverage of theoretical aspects of regionalism and comparison of its types. The authors conclude that the potential of “new” regionalism should be used for settlement the issues of regional (growing into global) character.

The first part of the paper discusses the era of post-hegemonic regionalism and its limitations. The second part contemplates the arrival of conservative governments and their impact on regionalist strategy, especially in South America. Finally, the response of the Latin American blocs to the Covid-19 pandemic is examined.

Abstract: This article analyzes the evolution, between 2010 and 2020, of the organizations created during the Latin American post–liberal regionalism wave. It describes their rise and decline and includes recent public opinion data to claim that there is no demand or supply for an eventual fifth wave of regionalism that would replicate the previous models. Considering the failure of national governments in fulfilling basic human needs, it nonetheless claims that the deepening of the critical social and economic conditions, especially in the COVID-19 pandemic context, could lead to a fifth wave of regionalism in Latin America. Nevertheless, to succeed, such a wave could be inspired by international and regional technical organizations in a way that would recall the principles of David Mitrany’s functionalist theory.Resumen: Este artículo analiza la evolución de las organizaciones creadas durante la ola de regionalismo post-liberal en América Latina entre 2010 y 2020. Describe su auge y caída e incluye datos recientes de opinión pública para plantear que no existe una demanda ni una oferta para una quinta ola de regionalismo similar a las olas anteriores. Sin embargo, el fracaso de los Estados en asegurar las necesidades sociales básicas y la degradación de las condiciones socioeconómicas, particularmente en el contexto de la pandemia COVID-19, podrían llevar a una quinta ola de regionalismo latinoamericano. Para que dicha ola pudiese tener éxito, podría inspirarse en las acciones de organizaciones técnicas internacionales y regionales, de una manera que recuerda los principios de la teoría funcionalista de David Mitrany.Résumé: Cet article analyse l’évolution, entre 2010 et 2020, des organisations créées durant la vague de régionalisme postlibéral en Amérique latine. Il décrit leur montée et leur déclin et inclut des données récentes d’opinion publique afin de soutenir l’argument selon lequel il n’y a actuellement ni demande, ni offre d’une cinquième vague de régionalisme latino-américain semblable aux vagues précédentes. Cependant, l’échec des États à assurer les besoins humains fondamentaux et la dégradation des conditions sociales et économiques, notamment dans le contexte de la pandémie de Covid-19, pourraient mener à une cinquième vague de régionalisme dans la région. Pour donner des résultats concrets, celle-ci pourrait être inspirée par l’action des organisations techniques internationales et régionales d’une façon rappelant les principes de la théorie fonctionnaliste de David Mitrany.

The article deals with the concept of regionalism including it in the dialogue between architectural culture and alpine world through an interdisciplinary perspective. As a result of historical processes of interaction with external cultural, social and economic situations, the Alps look as a mosaic of identities with an evasive and discontinuous contour. This has encouraged the segmentation of approaches to read them and the increase of the geographies, through regionalism, has tried to reconstruct the logic and coherence of this space. In the second half of last century, the criticism to the regionalist paradigm has led to a new view of the region that can find new perspectives in the regionalism as a space of governance of the territory. Through regionalism, the contemporary alpine architecture brings up the complex network of cultural circulation and government and political systems. The architectural culture stands as a medium of comprehension of the territory as an expression of values, awareness and common and shared practices. In this perspective, regionalism reflects the cultures and the needs of living in the mountains. At the same time the culture of construction needs the participation of a civil society aware of the values of inclusion and belonging; in other words a society that, through culture, expresses awareness and common and shared practices; in other words its regionalism.

Borders within borders: A new regionalism in contemporary Croatian literatureThe article is an attempt at a synthetic presentation of Croatian literature researchers’ reflection about regionalism in the twentieth and the beginning of the twenty-first century. The author observes that there is a tendency to see Croatian literature as one that produces two different models of texts in terms of poetics and philosophy – the northern, which is “Central European,” and the southern, which is “Mediterranean.” She then examines the coherence of the “ideal types” delineated by researches according to the themes and literary devices utilised, based on two short stories from 2006, by writers one of whom is from the northern and the other – from the southern part of the country. AbstractThis essay assesses the role of regionalism in interwar Austrian painting with a focus on the Tyrolean painter and architect Alfons Walde (1891–1958). At a time when painting was seen to be in crisis, eclipsed by the deaths of prominent Viennese artists such as Gustav Klimt and Egon Schiele, regionalism offered an alternative engagement with modern art. As the representative of a wider regionalist movement, Walde paved the way for a clearly identifiable image of rural Austria without foregoing the modernization process that took place in the Alps at the time. Filtering essential elements of local culture and synthesizing them with both a modern formal language and “modern” topics, most significantly ski tourism, he created a regionalism that reverberated beyond the narrow confines of his home province and caught particular momentum during the rise of the Austrian Ständestaat in the 1930s. Moving in between regional and national significance, Walde's work underlines the essential position of the region in Austria after 1918 and conveys that an engaged regionalism that responded to the rapid cultural and political changes taking place became a significant aspect of interwar Austrian painting.

The study of Chinese political economy has experienced a sea change since the late 1990s; instead of debating the origins and direction of national reform, scholars have turned to examining the origins of local economic variation. This article reviews recent work in the regional political economy of contemporary China. In keeping with a movement in comparative politics toward analyzing subnational politics, the “new regionalists” seek to identify and explain meaningful heterogeneity in the Chinese polity and economy. Yet they go further than simply using subnational cases to generate or test theories about Chinese politics. Instead, they propose that subnational political economies in China are a function of endogenous change rather than a reaction to national priorities. After identifying differences between the “new regionalism” and previous studies of decentralization in China, the author discusses this work according to the theoretical approaches (institutional, ideational, and sociohistorical) used to explain the origins of regional differences. She concludes by examining the limitations of the new regionalist agenda in comparative and historical context and suggesting that scholars move past unconditional acceptance of the causal power of “socialist legacies” and instead attend to the importance of changes in the post-Mao administrative hierarchy.

Most scholars of the recent history of Yugoslavia and its successor states tend to focus on nationalism and its hegemonic role in the region. However, it is prudent to examine the role of subnational regionalism on the politics of the region as well. This article analyzes Istrian regionalism in Croatian politics during the 1990s. It investigates the struggle between the Croatian ruling nationalist party, the Croatian Democratic Alliance (HDZ), and its primary regionalist opponent, the Istrian Democratic Assembly (IDS). While the HDZ generally maintained a hegemonic position in much of Croatia, the IDS resisted with a hegemonic hold on the region of Istria. Ultimately, both parties’ popularity fell in the late 1990s with the upswing in the Croatian economy. The article concludes that in specific regions and under particular circumstances, regionalism can be as hegemonic as nationalism and should be taken into consideration when studying modern politics and the politicization of identities.

As the discipline of Comparative Literature expands beyond its traditional concentration on the literatures of a few European great powers, our expanded range of vision involves rethinking Europe itself as well as the larger global production of literature. Already in the 19th century, comparatists were deeply engaged in sorting out relations between major powers and minor literatures, as can be seen in the ambitious early journal Acta Comparationis Litterarum Universarum, edited in the 1870s by the Transylvanian comparatist Hugo Meltzl. This article discusses Meltzl's journal and its struggles against the great-power cosmopolitanism represented by Meltzl's rival, the German comparatist Max Koch. As an illustration of the importance of trans-national perspectives in understanding European identity, the article concludes with a discussion of the recording of pagan myth in medieval Iceland.

Resumen
This article addresses the extent to which metropolitan regions have continued to fragment and grown more disparate. We ask, why have comprehensive institutions not taken root to mitigate metropolitan fragmentation and how can we better understand its persistence? We call attention to the insufficiently understood and integrative role of public authorities as functional for fragmented metropolises and their continued splintering. That functionality is explained by a “regional paradox,” which states that centrifugal forces from autonomous, competitive local governments push against metropolitan integration while centripetal pressures for regional policy coherence pull toward it. The result is the embodiment of both tendencies in what we call fragmented regionalism—a condition where local autonomy is largely left intact while public authorities are able to manage selective regional pressures. We find that metropolitan regions have become more fragmented and more unequal. This pattern is concomitant with public authority spending, which has favored the most advantaged metropolises.
