Resumen
A 250 kW CW 267 MHz Klystrode has been designed and built as part of a major program in conjunction with the Chalk River National Labs., Chalk River, Ontario, Canada. The high CW power design has evolved from previous work for UHF television and the SDI program. A major step was taken on this program to simplify and reduce the complexity of the RF input circuit. CW power in excess of 250kW and efficiencies in excess of 70% were readily obtained with power gain in excess of 21 dB. Three tubes and associated circuitry were tested and delivered as part of the effort.

Resumen
A program to establish the potential for introducing fiber-reinforced ceramic matrix composites (FRCMC) in future rocket engine turbopumps was instituted in 1988. A brief summary of the overall program (both contract and in-house research) is presented. Tests at NASA Lewis include thermal upshocks in a hydrogen/oxygen test rig capable of generating heating rates up to 2500°C/s. Post-thermal upshock exposure evaluation includes the measurement of residual strength and failure analysis. Test results for monolithic ceramics and several FRCMCs are presented. Hydrogen compatibility was assessed by isothermal exposure of monolithic ceramics in high-temperature gaseous hydrogen plus water vapor.

Resumen
Although the Indonesian Broadcasting Commission (KPI) supervised all of the television programs, there are a lot of programs getting a warning because of breaking the rule of P Broadcasting Code of Conduct (P3) and Broadcasting Program Standard (SPS). Focusing on program Pagi-Pagi Pasti Happy, this research investigated the authority of KPI in terms of being a watchdog of television content in Indonesia. This research deployed political economy theory because it has studied not only media analysis in general but also the problems faced by the media industry and who controlled media. To criticize the authority of KPI in maintaining a code of conduct over the broadcasting content, three KPI’s commissioners, two television program representatives, and a media observer were interviewed. Based on interviews, the researcher found that dialogue preferred by KPI in supervising the television content confirmed that the current KPI’s commissioner has compromised with private television stations. KPI is more likely to support the existing television business system nowadays to gain maximum profit for the media investor. The findings suggest that role as KPI’s commissioner has been used to gain more power in the future.

Resumen
This article deals with varieties of sponsorship, with regulation, with the number and types of programs sponsored on terrestrial television, and with the types of advertisers who sponsor them. In France, the 1980s were characterised by expansion and experimentation in sponsorship which outpaced regulation; by contrast, the first network program sponsorship in the United Kingdom was in 1989. The effect of the European legislation of 1989 was to tighten control in France and ease the regulatory framework in the United Kingdom. However, the perceived power of commercials and the strict regime imposed by the British ITC Code of Television Sponsorship, although further liberalised in 1997, continue to limit the penetration of sponsorship in the United Kingdom, Given that in 1995 only 2 per cent of television's advertising income in Britain, and 6 per cent in France, came from sponsorship, there is no evidence to date that sponsorship has had an adverse effect on program quality or diversity.

Resumen
A survey of media consumption in several cities throughout Indonesia shows that television use still dominates. The results of a survey conducted by the Indonesian Broadcasting Commission explained that television programs considered to have quality with a high standard value of 3.04 were talk show programs. The purpose of this study is to examine the use of media and its underlying relationships based on the standpoint of the uses and gratification theory. This research uses theories of uses and gratification. The theory of uses and gratification considers that mass media do not have the power to influence the audience, but the audience using mass media is certainly based on different needs. An explanatory quantitative approach is used in this study to explain a social phenomenon that can be measured. Correlation test results in this study explained that the entertainment satisfaction obtained by respondents did not come from the intensity of the respondents when watching talk show s through television media, but the high level of entertainment satisfaction obtained by respondents came from the magnitude of the desired information motive.

Resumen
The research provides an insight into the disparity of power distribution in the discourse of television interview specifically of HARDtalk (a program of BBC news channel concerned with crucial issues related to politics, society, and economy) which includes two participants: the interviewer who is professionally a journalist and interviewee who is a politician. The paper investigates which members of the interview are responsible for controlling the directions of discourse and it examines the difference between casual conversation and television interview communication. Lexico-Grammatical Analysis (LGA) model by Eggins and Slade (1997) was applied for data analysis. Results of the study illustrated that distribution of power in discourse is dichotomous, although unequal, but the great amount of power resided with the interviewer as compared to the interviewee as he has to control the directions of the interview discourse. The findings further revealed that the discourse of television interviews is diverse from the casual discourse.

Resumen
In this article we are talking about the specific features of the modern Kazakh TV in the language of pragmastylistic. The actual problem of pragmastilistics of Kazakh television is that today programs, TV shows with a publicistic style are seen in a publicistic style. The field of pragmastilistics is also guided by the issues of cognitive linguistics, psycholinguistics, speech culture, linguoculturology, and determines the type of language associated with these areas. The decrease in the rating of TV programs is due to the fact that the population that sees television is reduced due to a decrease in speech action, the acting power of speech. Focusing on the present and future of the native language on Kazakh television is the task of language specialists. The material for the article is taken from the social-analytical programs on modern Kazakh television “Дара жол”, “Мәселе”, “Біздіңназарда” and the TV program “Дара жол”, “Мәселе”, “Біздіңназарда”. The study of pragmastylistic talk show is the problem today. As a working material accepted program “Қалаулым”,“Өзойым”, “Астарлыақиқат”.

Resumen
The paper deals with the development of a motion correction system for an unguided rocket of a certain class. The existing method for calculating the rocket flight range based on the dependence of flight path on the initial rocket pitch angle and average parameters of disturbing effects does not provide the required accuracy of the specified flight range. This is mainly due to uncontrolled range wind deviations in the flight area. At the same time, conducting test rocket launches to identify dispersion characteristics and improve the target accuracy leads to significant material costs. Therefore, computer simulation is the most promising approach for studying rocket dispersion laws and developing a motion correction system for the unguided rocket on this basis. When developing the correction system, classical differential equations were used describing the aerodynamics of a variable-mass rocket, as well as adaptive control methods with a reference model. As a result of the study, a method for recording a program that implements the reference model on the Arduino Due platform was developed. A general Simulink model that simulates the process of rocket flight path correction was built. A half-scale rocket flight model with a correction block was developed. Based on this model, a series of experiments were carried out, which showed a high degree of rocket target accuracy due to rocket path correction. The results make it possible to take the developed system as a basis for developing a practical path correction system for Grad rockets

Power relations reveal hidden things that occur in the Works process between agents in Social practice related to media political economy practices. Media competition requires agents (workers) to compete with innovation and more creatively giving birth to program that are able to attract a large audience. Resumen
Abstract The article discusses the evolution of conventions for TV-journalism based on the early history of Estonian Television (ETV) news. ETV was launched in 1955, its founding was coordinated by the Soviet authorities in Moscow. Although one of the initial motivations for founding the station was to produce ideological programming directed to Finnish audience, the Estonian team within the institution used the new medium to develop a new nationally oriented media organization. Over time this new journalistic institution became increasingly established and standardized both in terms of its practices as well as its use of textual formats. As the authorities lacked a clear understanding of television’s specific journalistic means and affordances the governance of ETV became an object of a rather multilayered control system. The article analyses this complex system of institutional power distribution and discusses its effects on the evolution of “cognitive modalities” expressed in specific programming formats, especially in regard to mechanisms of representing time and space. Also the “interpretative modalities” or the various, often conflicting mechanisms of managing “collectively shared meaning-systems” are discussed. For instance, in response to ritualistic and non-dialogic elements of the program that were conditioned by the soviet ideological apparatus the local journalists also aimed at representing the quotidian experiences of the common men and at establishing relatively free and dialogic relationships with their audiences and with their sense of reality. As a result, the program evolved as a mixture both ideologically and modally different as well as, paradoxically, mutually conditioning elements.

Resumen
This chapter examines contrasting depictions of the Black Power movement in Hollywood film and television that either confirmed or resisted what Herman Gray refers to as the “civil rights subject.” The first half of the chapter explains how nineties-era movies Malcolm X and Panther presented affirmative images of radical black protest but anchored these images to traumatic counter-memories of black victimhood. The second half of this chapter critically reviews a variety of negative portrayals of the Black Panthers in media products between 1994 and 2013 including the movies Forrest Gump, Barbershop 2, and The Butler, the miniseries ‘The 60s, and an episode of the television program Law & Order to argue that Hollywood has routinely depicted black rage, not structural racism or white violence as the central problem requiring tough-on-crime solutions. The chapter interprets these portrayals in the context of the political backlash against civil rights gains and racial inequities within the criminal justice system.

Resumen
This chapter studies the depiction of Chinese protagonists in the crime series Tatort, the most extensive and longest-running fictional television program in the German-speaking countries. The analysis takes four episodes between 1991 and 2013 as case studies, arguing that different images of Chinese characters, and in particular Chinese men, have created some of the most daring and destabilizing scenarios in the series. Carefully negotiating the rules of both the genre of the detective narrative and the serial form, these episodes stage a narrative cycle of crime and solution, crisis and recovery, which is significantly placed within the realm of masculinities. The episodes thus allow unique insights into the ways popular media have confronted and reflected European anxieties facing China’s growing and threatening power in the world since the 1990s.

Resumen
The Earth’s fast-expanding array of active satellites are central to the organization, experience – and destruction – of contemporary life on the earth’s surface. Yet it remains difficult to visualize and understand their enigmatic presence. Mysterious and cordoned-off ground stations dot the earth’s terrain, their futuristic radomes and relay facilities directed upwards to unknowable satellites above. Small antennae lift upwards from a myriad of apartment blocks to silently receive invisible broadcasts from transnational television stations. Crowds might even occasionally witness the spectacle of a satellite launch atop a rocket. In such a context, this chapter introduces the ways in which the regimes of power organized through satellites and other space systems are interwoven with production of violence, inequality and injustice on the terrestrial surface. Necessarily, the chapter also attends to the importance of how space is imagined and represented as a national frontier; a birthright of states; a sphere of heroic exploration; a fictional realm; or as a vulnerable domain above through which malign others might stealthily threaten societies below at any moment. The essay addresses the contested geopolitics and ‘astrogeopolitics’ of satellites. It explores satellite regimes as means for national security states to intensely scrutinise the Earth’s surface. It analyses the increasingly weaponised means of directly launching lethal violence. Moreover, it addresses satellites systems as domains contested by all sorts of countergeographic artistic, social and political movements who appropriate the increasingly civilianized architectures of vertical military scrutiny to both contest their hegemony and to add power to ground level political and social struggles.

Resumen
This chapter introduces readers to Bernhard Grzimek, the “animal whisperer” who created Germany’s longest-running television program (A Place for Animals, 1956–1987), won an Academy Award for his documentary film Serengeti Shall Not Die, and sensitized a generation of young people to the power of ecological lobbying. Having rebuilt the Frankfurt Zoo and saving its remaining animals from the rubble of World War II, Grzimek transferred the idea of a permanent sanctuary for animals and from human violence to the Serengeti, the site of the earth’s last great animal migrations. It then examines the core chapters’ theme: the mismatch between this conservation quest and land rights struggles during the independence era. Grzimek raised funds, brokered diplomatic favors, and promised thousands of animal-loving tourists to save this “gigantic zoo” from human encroachment. A grand mission to be sure—but one that feared Africans’ own ideas about wildlife control and sidestepped their aspirations for environmental sovereignty.

Resumen
Chapter 6, “Can Big Bird Fight Terrorism?,” examines some creators’ hopes that messages on Sesame Square—particularly messages about school attendance, gender equality, and tolerance—could counter Boko Haram’s messages. This chapter addresses both of the book’s overarching arguments. First, as creators decided what messages northern children needed to hear to make them less susceptible to extremist ideologies, they sometimes stereotyped northerners as all being connected to Boko Haram—supporting the book’s first argument that multicultural efforts can reproduce stereotypes. Second, the public curriculum in Nigeria undermined Sesame Square’s antiterrorist messages. Moreover, some creators seemed skeptical that an iconically American educational television program could be a match for an extremist group whose name means “Western education is forbidden.” The current conflict is further eroding intergroup trust and reinforcing stereotypes between groups, making Sesame Square’s messages seem increasingly unrealistic. This chapter explores the particular challenges that terrorism poses to educational soft power efforts.

Resumen
In this last decade of the twentieth century, hazards have become a part of everyday life as they have never been before. It is not that life, at least in advanced industrial societies, is more dangerous. Indeed, by any measure, the average person is safer and is likely to live longer and with greater leisure and well-being than at earlier times. Nevertheless, the external world seems replete with toxic wastes, building collapses, industrial accidents, groundwater contamination, and airplane crashes and near collisions. The newspapers and television news daily depict specific hazard events, and a parade of newly discovered or newly assessed threats—the "hazard-of-the-week" syndrome—occupies the attention of a host of congressional committees, federal regulatory agencies, and state and local governments. Seemingly any potential threat, however esoteric or remote, has its day in the sun. How is it, then, that certain hazards pass unnoticed or unattended, growing in size until they have taken a serious toll? How is it that asbestos pervaded the American workplace and schools when its respiratory dangers had been known for decades? How is it that after years of worry about nuclear war, the threat of a "nuclear winter" did not become apparent until the 1980s? How is it that the Sahel famine of 1983 to 1984 passed unnoticed in the hazard-filled newspapers of the world press, until we could no longer ignore the specter of millions starving? How is it that America "rediscovered" poverty only with Michael Harrington's vivid account of the "other Americans" and acknowledged the accumulating hazards of chemical pesticides only with Rachel Carson's Silent Spring1? How is it that during this century a society with a Delaney amendment and a $10 billion Superfund program has allowed smoking to become the killer of millions of Americans? And why is it that the potential long-term ecological catastrophes associated with burning coal command so much less concern than do the hazards of nuclear power? These oversights or neglects, it might be argued, are simply the random hazards or events that elude our alerting and monitoring systems. After all, each society has its "worry beads," particular hazards that we choose to rub and polish assiduously (Kates 1985).

Resumen
In January 1975, the magazine Popular Electronics trumpeted the beginnings of a revolution. “Project Breakthrough,” the cover said: “World’s First Minicomputer Kit to Rival Commercial Models.” Inside, a six-page article described the Altair, an unassembled computer that could be ordered from MITS, a company in Albuquerque originally founded to sell radio transmitters for controlling model airplanes. To the uninitiated, it didn’t look like much of a revolution. For $397 plus shipping, a hobbyist or computer buff could get a power supply, a metal case with lights and switches on the front panel, and a set of integrated circuit chips and other components that had to be soldered into place. When everything was assembled, a user gave the computer instructions by flipping the panel’s seventeen switches one at a time in a carefully calculated order; loading a relatively simple program might involve thousands of flips. MITS had promised that the Altair could be hooked up to a Teletype machine for its input, but the circuit boards needed for the hookup wouldn’t be available for a number of months. To read the computer’s output, a user had to interpret the on/off pattern of flashing lights; it would be more than a year before MITS would offer an interface board to transform the output into text or figures on a television screen. And the computer had no software. A user had to write the programs himself in arcane computer code or else borrow the efforts of other enthusiasts. One observer of the early computer industry summed up the experience like this: “You buy the Altair, you have to build it, then you have to build other things to plug into it to make it work. You are a weird-type person. Because only weird-type people sit in kitchens and basements and places all hours of the night, soldering things to boards to make machines go flickety-flock.” But despite its shortcomings, several thousand weird-type people bought the Altair within a few months of its appearance. What inspired and intrigued them was the semiconductor chip at the heart of the computer.

Resumen
As part of the development of technologies for rocket engines that will power spacecraft to the Moon and Mars, a program was initiated to develop a conceptual upper stage engine with wide flow range capability. The resulting expander cycle engine design employs a radial turbine to allow higher pump speeds and efficiencies. In this paper, the design and analysis of the pump section of the engine are discussed. One-dimensional meanline analyses and three-dimensional unsteady computational fluid dynamics simulations were performed for the pump stage. Configurations with both vaneless and vaned diffusers were investigated. Both the meanline analysis and computational predictions show that the pump will meet the performance objectives. Additional details describing the development of a water flow facility test are also presented.

Resumen
In the recent years, Airbus DS GmbH started a turbopump initiative to buildup fundamental capabilities in analyzing and designing turbomachinery within a German national funded program “TARES.” Turbomachinery is widely used in different rocket propulsion systems and include such parts as pumps and turbines. Turbines are used for generating power required by pumps in order to feed the propellants to the thrust chamber. The paper is dedicated to present an overview about currently ongoing conceptual design activities of turbomachinery covering the main design phases like TPA (TurboPump Assembly) layout tradeoff; rotational speed selection with respect to efficiency and cavitation; flow path design techniques including blade profiling; computer-aided design (CAD) work; and preliminary structural analyses. This paper presents the main outcome applying the established design logic to a liquid oxygen (LOx) turbomachinery. The component is designed based on a dedicated specification for an expander cycle type engine. This includes a LOx pump unit comprising inducer and impeller as well as a subsonic single stage reaction turbine. For the turbine drive, gaseous hydrogen (GH2) heated within the thrust chamber cooling circuit is used. Within this paper, a general overview about the preliminary work results of pump and turbine sizing, profiling, performance estimation as well as structural aspects is given.

Resumen
In nuclear power plants power actuated pressure relief valves serve several purposes. They act as safety valves and open automatically in response to unusually high pressures in the primary system. They also act as power operated valves and are used to relieve steam in response to automatic or manually initiated control signals. These valves are required to lift completely over a short duration from the time that they receive an actuation signal, or the system pressure exceeds the set point. This short lift time results in the valve disk moving at high velocities, and can result in high impact forces on the piston and stem when the valve fully opens. To quantitatively evaluate the dynamic performance of the Target Rocket Pressure Relief Valve, an analysis effort was undertaken which would accommodate both the fluid dynamic features of the valve operation, as well as the kinematic characteristics of the valve, during pressure relief valve operation. To execute the analysis, the Generalized Fluid System Simulation Program (GFSSP) was used. GFSSP is a network flow solver CFD code developed by NASA that has the ability to analyze transient, multi-phase flows, and conjugate heat transfer, along with the inclusion of custom user subroutines developed by the user which can accommodate other simulation requirements. In this paper we present the GFSSP model developed, and the computed results that could be compared with corresponding parameters as measured from experimental testing for the pressure relief valve. Adjustments to GFSSP input parameters allow the anchoring of the GFSSP valve model to test data. This makes it possible to use the GFSSP model as a predictive tool for understanding valve dynamics, as well as evaluating proposed pressure relief valve modifications for performance improvements.
