Social Territorial. Abstract: This work explores the complex interaction between urban development in Belém/PA, and its socio-environmental impacts, with a special focus on access to environmental sanitation and decent housing. This study is situated in the context of preparation for the imminent Conference of the Parties (COP 30), serving as a basis for a critical analysis of how urbanization influences socio-spatial inequalities and what strategies can be adopted to promote more sustainable and equitable development. In this way, it aims to answer the following problem: to what extent does urban development in Belém/PA affect access to basic services and contribute to deepening social disparities? Adopting an exploratory and qualitative methodology, as well as based on the deductive method, the research uses bibliographic and documentary techniques to collect data, based on a theoretical narrative to analyze the complexities of the phenomenon studied. The main conclusions of the study reveal that socio-spatial inequalities result from the disorderly urbanization process, thus generating segregation and precarious access to basic public services. Holding COP 30 in Belém/PA represents an opportunity to rethink urban development and explore integrated strategies that promote territorial social justice, with the aim of building a more just and egalitarian city. In this scenario, the role of the Public Prosecutor's Office, both in monitoring and implementing public policies, as well as social mobilization, in exercising the right to the city, are essential factors in achieving social justice in urban territories.
