Resumen
Special event logistics covers a broad area from concerts, trade fairs, to public gatherings and beyond. This qualitative research is looking at special event logistics from a technical logistics management standpoint. The paper focuses on the logistics issues of the geopolitical events of the so called Shut down of Bangkok in 2014. The paper does not address the political issues surrounding the events and takes a neutral position only focusing on the technical logistics elements of the special event. Geopolitical special events are different as they involve thousands of volunteers at various levels of engagement over a more or less undetermined period of time with very fluid dynamics of the event. The emotions of the volunteers and participants are running high as it involves political and ideological viewpoints and therefore provides a high tension high pressure environment with a great level of uncertainty and risk. Supply chain risk management (SCRM) takes on a new meaning in the context of special events. Security is a major issue which goes beyond normal SCRM and business continuity planning. There needs to be access and crowd control as well as VIP and critical infrastructure protection. The logistics issues that need to be addressed include: site selection and preparation down to site dissolution, various sorts and types of assets and supplies from numerous and often daily varying sources need to be mobilized and demobilized. Infrastructure has to be provided and in some cases created including public utilities such as electricity, water, sewer, phone, fax, internet and mobile telephones, cable, wireless networks, satellite up and down links, to ATM machines which have to be brought to the site. Food and beverages (F&B) services range from drinking water to feeding thousands to special diets for vegetarians, Buddhist monks and Muslim participants. Storage on-site and off-site involves coldsupply chain (CSC) as well as perishable items and bulk items ranging from less than a truck load (LTL) to large bulk shipments. Audio visual (AV) services and multi-media needs to be covered both on a close circuit (CCTV) network for the site as well as national and international news and media coverage. There are also the demand planning and transportation issue, goods and people have to be transported to and from and in between often multiple venues which adds to the complexity.

IYCr2014 activities of the Brazilian Crystallographic Association started last year, with its members actively participating in the First Latin American Congress of Crystallography (Oct.29-Nov.2, 2013) in Córdoba, Argentina. This meeting was a milestone to integrate the Latin American Crystallographic community, originating the Founding Act of the Latin American Crystallographic Association. After this event, groups from different parts of Brazil started planning activities for the celebration of IYCr2014. Some of the main events are: The EMBL sponsored the Structural and Biophysical Methods for Macromolecules in Solution course (Jan.19-26), that took place at the Univ. of Sao Paulo, within the Global Exchange Lecture Course Program. At IFSC-USP, a Macromolecular Crystallography School "from data processing to structure refinement and beyond" will be held on April 8-16, organized by CCCP4 and local researchers. At the annual meeting of the Braz. Chem. Soc. the symposium Past, Present and Future of Protein Crystallography in Brazil (26-29 May) is being organized. A Latin American Summit Meeting on Biological Crystallography and Complementary Methods will take place at the Brazilian Synchrotron Laboratory (22-24 Sept), with the presence of Nobel Prize laureate Ada Yonath. In the state of Minas Gerais, a Symposium on Evolution of Crystallography and a two month exhibition entitled Symmetry and diffraction: from the art to crystal structure in our daily lives will take place in October. Other exhibitions are also being planned with panels from the "100 Years of Crystallography" Grenoble team. An International Symposium on Crystallography will take place in Fortaleza/CE (UFC, 12-15 Oct.). Workshops and Lecture Courses on Appl. Crystallography (UFES, Vitoria- 23-25 May) and Rietveld methods (USP-SP, 1-5 Sep.) are also being announced. Two Open Lab activities are being planned with commercial sponsorship: Bruker-Axs (in Goiás–Oct.), Rigaku and Panalytical (SP, Aug. 20-21).

MNC Licensing International sees the opportunity of expanding the target market of their brand animation SpongeBob. In its current state, SpongeBob has reached the maturity stage. SpongeBob feels the importance to extend the target market to millennials. Regarding this, SpongeBob created a global campaign called SpongeBob Gold. SpongeBob Gold's global campaign is a marketing public relations activity created through nine steps of strategic public relations planning to support brand awareness. This campaign uses a fashion show collaboration strategy that collaborates with the local designers from every country. For Indonesia, SpongeBob Gold collaborate with Indonesian local designer Tities Sapoetra. This fashion show collaboration gives the experience to the fans and uses an influencer to deliver its message. This research uses communication theory, marketing public relations, special event and nine steps of strategic public relations planning in analyzing the implementation of SpongeBob Gold. The methodology that is being used in this research is called qualitative methods by conducting in-depth interviews. The results show that the implementation has had a good outcome. Using the nine steps of strategic public relations planning, the author can understand the implementation of a good strategy in establishing the increasing awareness of the SpongeBob Gold that has resulted in the increasing demand of the licensed of SpongeBob. Purpose This paper aims to provide a perspective on the economic assessment of special events. Design/methodology/approach Three main approaches to the economic evaluation of special events are distinguished. These are: standard economic impact analysis, computable general equilibrium modelling, and cost benefit analysis. An historical account of the use of these approaches is given together with a discussion of the advantages and limitations of each. Findings An important conclusion is that the evaluation of special events should go beyond economic impact analysis in favour of a more comprehensive “hybrid” assessment. Originality/value The paper puts event evaluation into perspective and points to a promising future direction of study. An expected outcome of the use of hybrid models is a narrowing of the divide between practitioners and theorists regarding best practice event evaluation to the benefit of all stakeholders.

The spread of the Covid-19 pandemic in all parts of the world including Indonesia, resulted in most industrial sectors experiencing economic paralysis. Business people must do various ways to keep their business running and marketing activities carried out with innovations according to the situation. With all the limitations of movement, the emergence of various virtual events is a solution for marketing activities to keep going in this critical pandemic. Astra Daihatsu is one of the brands that is active in holding virtual events during the pandemic through PT. Maha Kreasi Indonesia as an alternative to their marketing activities during the pandemic. Customer virtual events are carried out to maintain Astra Daihatsu's communication with the community, and be active in continuing Astra Daihatsu's routine marketing activities, namely holding events. The purpose of this study was to identify the special event strategy implemented by PT. Maha Kreasi Indonesia as the organizer of the Astra Daihatsu virtual event. This study uses the theory of special event stages by Joe Goldblatt which consists of research, design, planning, coordination, and evaluation. The research method used is descriptive qualitative with a post-positivism paradigm and data collection was carried out by in-depth interviews, observative pastoral, documentation, and literature study. The results obtained explain the application of the special event stages in the implementation of the Astra Daihatsu virtual event by PT. Maha Kreasi Indonesia in carrying out its marketing activities.

Purpose This article aims to provide a critical review of the articles included in this special issue and highlight their findings and contribution to events, festivals and destination management research. Design/methodology/approach The article critically reviews methodologies, findings, themes and conclusions offered by each article included in this special issue. Findings The articles in the special issue identify the latest thematic trends in events, festivals and destination management research and propose conceptual frameworks for event and festival life cycle trajectories. They build on previous research confirming how accessible tourism and a balanced event portfolio can increase the sustainability and competitiveness of the destination. Based on sound methodologies, they offer specific theoretical and practical implication for the successful planning, marketing and management of events, festivals and destinations. They provide suggestions on how event innovation, participatory sport events, mega sport events, food and wine festivals and meetings, incentives, conferences and events (MICE) can assist in the marketing and branding of the tourism destination. Research limitations/implications The articles in this special issue lay the foundation for future research in events, festivals and destination management. Articles in this special issue apply various research methods and analysis, indicating the growth of event and festival research. Research methods and analysis techniques used in the special issue include content/theme analysis, case studies, qualitative studies and questionnaires. The research articles and methodologies used in this issue should help both researchers and industry practitioners. Originality/value This study highlights key findings, theoretical and practical implications and contributions of the articles included in this special issue. It provides a holistic view of events, festivals and destination management research and suggests areas for future research.

The article is devoted to the actual problem of organizing psychological and pedagogical support for children with special educational needs in the process of sports events. The purpose of the article is to reveal the features of the organization of psychological and pedagogical support for children with special educational needs in the process of sports events. The task of the study: to isolate the system of key concepts from the research problem and to justify their essence; find out the peculiarities of the organization of psychological and pedagogical support for children with special educational needs in the process of sports events; to characterize the main directions and principles of psychological and pedagogical support for children with special educational needs in the process of sports events. The essence of the concepts of "support," "psychological and pedagogical support," "support," "child with special educational needs," "sports events," "sports work." It is determined that the organization of psychological and pedagogical support for children with special educational needs in the process of sports events is a comprehensive system of classes aimed at improving, educating and developing children with special educational needs according to an individual program for each child. The features of the organization of psychological and pedagogical support for children with special educational needs in the process of sports events, on the basis of an individual approach, planning activities, additional professional training, as well as contacts with specialists who can provide appropriate assistance to a child with special educational needs during the event. It is proved that the quality of the organization of psychological and pedagogical support for children with special educational needs in sports events is mainly determined by the extent to which the potential opportunities and individual characteristics of the child are realized. Directions (diagnosis, correction, counseling, rehabilitation, support, organization of the social environment, organization of sports events) and principles (priority of interests and needs of children with special educational needs) are disclosed; their continuous support and multidisciplinary) psychological and pedagogical support of children with special educational needs in the process of sports events.

Volume 12 “Governing the Unknown: Adaptive Spatial Planning in the Age of Uncertainty” of the peer-reviewed journal plaNext – Next Generation Planning comes as a product of the 2021 AESOP YA Conference that took place at Polis University (Tirana) during March 29 and April 2, 2021. This was the 15th conference of the YA network, aimed at fostering a welcoming environment for debate and peer-learning among students, young and senior researchers, and practitioners interested in urban planning studies. Being the first YA conference since the initiation of the COVID pandemic, it was organized in a hybrid format, with the organizers managing more than 50 participants remotely from Albania. Despite fewer spontaneous and informal meetings than in previous events, due to the limitations imposed by the hybrid format, the conference went smoothly and engendered insightful reflections that provided a tangible input for this special issue of PlaNext.

ABSTRACTThe post-September 11 era has prompted unprecedented attention to medical preparations for national special security events (NSSE), requiring extraordinary planning and coordination among federal, state, and local agencies. For an NSSE, the US Secret Service (USSS) serves as the lead agency for all security operations and coordinates with relevant partners to provide for the safety and welfare of participants. For the 2004 Democratic National Convention (DNC), designated an NSSE, the USSS tasked the Boston Emergency Medical Services (BEMS) of the Boston Public Health Commission with the design and implementation of health services related to the Convention. In this article, we describe the planning and development of BEMS’ robust 2004 DNC Medical Consequence Management Plan, addressing the following activities: public health surveillance, on-site medical care, surge capacity in the event of a mass casualty incident, and management of federal response assets. EXECUTIVE SUMMARY During the summer of 2004, the First Coast Guard District in Boston, Massachusetts supported both Presidential political nominating conventions for the 2004 election. The Democratic National Convention was held in Boston, Massachusetts on July 26–29, 2004, and the Republican National Convention was held in New York City from August 30th to September 2, 2004. This was the first time both conventions have taken place within the geographic area of responsibility of a single Coast Guard District. The Secretary of the U.S. Department of Homeland Security declared both of these events as National Special Security Events under Presidential Decision Directive 62 (PDD-62). PDD-62 formalized and delineated the roles and responsibilities of federal agencies in the development of security plans for major events. The 2004 Democratic and Republican Conventions were the first political conventions held in the United States since the terrorist attacks of September 11, 2001. In the months before the Democratic National Convention, the U.S. Department of Homeland Security and the Department of Justice stated that there was credible intelligence from multiple sources indicating that al-Qaeda planned to attempt an attack on the United States during the period leading up to the election. (Joint Statement of Homeland Security Secretary Tom Ridge and Attorney General John Ashcroft on May 28, 2004) The terrorist attacks on the Madrid rail system were a direct attempt by AI Qaeda to influence the elections in Spain, and the U.S. Department of Homeland Security was going to take all appropriate steps to prevent a similar attack in the United States. (Schmidt and Priest, Washington Post May 26, 2004; Page A02) The 2004 Conventions offered a significant challenge for the Coast Guard and other federal, state, and local agencies that had dual responsibility for coordinating security operations while being prepared to respond to a disaster including oil spills and hazardous substance releases—the combination of what was previously designated as crisis and consequence management under PDD-39. This paper will examine lessons learned from planning and operations in support of the conventions. Having served as the First District Project Officer for the Democratic and Republican National Conventions, this paper is written as my observations of the lessons learned and offers some insight into what went well and possible areas for improvement as I observed throughout the more than 18 months of planning for these events of national significance. The Coast Guard planning and operational support for the Democratic and Republican National Conventions demonstrated the importance of a team approach to planning, interagency coordination and partnerships, pre-event preparedness activities, and pre-deploying personnel and resources for response. It is my hope that the observations contained in this paper can benefit federal, state, and local agencies as they prepare for large significant events in the future including National Special Security Events.

Lack of nursing retention, shifted departmental priorities throughout the pandemic response, and decreased opportunities for exercising were notable causes of this identified knowledge gap. Effective patient tracking has a significant impact during response to any event with the capacity to strain the hospital and healthcare system. Mass casualty incidents pose a global threat to all jurisdictions. Recognition of this threat magnifies the importance of establishing a patient tracking system and empowering frontline staff, through education and training, to immediately implement the exercised patient tracking platform.Method:Bolstering hospital readiness through site visits and first-receiver clinician engagement during special event planning improved effective use of a citywide patient tracking system during planned events. “Just-in-time” training tools were developed and distributed during site visits. Notably, identification of key clinical staff at each institution was an important step in meaningful clinician engagement. Utilization of these systems during special events is an opportunity to exercise a high stakes procedure during a low stakes incident.Results:Site visits and training material distribution effectively enhanced first-receiver participation in patient tracking during a special event in comparison to previous special events. Users required less prompting throughout the response, and the post-intervention survey indicated an increase in user confidence levels. Increased utilization of the system improved visibility into the hospital's lived experience while engaged in the response.Conclusion:Targeted site visits and educational material tailored to first-receiver clinicians during special events improved patient tracking efforts throughout a large urban healthcare system. During real and planned events, person and patient tracking allows for patient load balancing across the healthcare system, assists with patient and family reunification, and directs future planning, funding, and first responder and receiver education.

ABSTRACTObjective: National security special events occur yearly in the United States. These events require comprehensive advance planning for health and medical contingencies in addition to law enforcement concerns. The planning for and impact of the Republican National Convention (RNC) on the City of St Paul and the Minneapolis–St Paul metropolitan area is described.Methods: Descriptive analysis of events was provided by the authors based on their planning and operational experiences. Daily data were gathered from area hospitals, emergency medical services agencies, the National Weather Service, federal medical teams, and the Minnesota Department of Health to capture the impact of the RNC on emergency department activity, nonemergency surgery, emergency medical services run volumes, patient visits to onsite and offsite medical clinics, and general hospital occupancy in the metropolitan area.Results: There were no epidemiological signal events. Weather was not extreme. Confrontations between protestors and law enforcement resulted in frequent use of riot-control agents. Protestors sought medical care from “street medics” and their affiliated free clinics in preference to usual medical facilities. Emergency departments close to the event venue reported decreased patient volumes. Hospitals close to the venue reported significantly decreased nonemergency surgical case volumes. Local hospitals implemented access controls and in 1 case, shut down ventilation systems due to riot-control agent deployment in the streets outside. Emergency medical services volumes were near average, with the exception of St Paul Fire Department on the day of a major protest march.Conclusions: Planning and operational response for the RNC consumed large amounts of time and resources. The RNC had minimal patient impact on the health care system and in fact caused significant volume decreases at hospitals proximate to the venue. Although contingencies available for a mass casualty event were not needed, they must continue to be available for all such events. Health and medical preparedness and funding is not adequately detailed in the planning framework for national security special events, and this should be a focus for future events. Many events occur each year in rural and urban communities. Some of these events include sporting events and festivals (music, food/beverage, heritage, and art). Some of these events occur for 1 day, but many of these events occur multiple days and are considered “special events.” Determining the positive impact of these special events on local communities is critical to the success of the event and helps to gain local stakeholder approval and acceptance for recurring annual events. The current study surveyed attendees (locals and tourists) at a 5-day special event (festival) in Miami Beach, Florida. Locals and tourists were identified utilizing a new trade market analysis methodology, which was applied to the survey respondents and assessed as a relevant measurement tool for the unique destination. The researchers then estimated the economic impact (using noncasual tourists) to determine the value of the festival to stakeholders in Miami Beach.

The purpose of the study is to evaluate the impacts of the variables on site selection decision of the spectators just before the main activity in order to engage in eating, having fun and performing other types of activities. A multinomial logit modelling framework is hired to model activity patterns within PSE circumstances. Activities were classified into three groups that are “Eating”, “Entertainment”, and “Other”. Model estimation on PSE survey data set from selected stadiums in Istanbul shows that due to the congestion, as travel time and activity duration increase the spectators inclined to be around the stadium 184 minutes in average before the starting time of the main activity. The results obtained from this study can be used as a micro input for the macro studies such as transportation master plans and urban plans and can offer complementary research areas for PSE traffic management and urban planning.

A 2019 investigation by the Israeli NGO Akevot and Haaretz newspaper has uncovered official suppression of crucial documents about the Nakba in Israeli archives. The Journal of Palestine Studies is publishing print excerpts and a full online version of the buried “migration report,” which details Israel's depopulation of Palestinian villages in the first six months of the 1948 war, a document that clearly undermines official Israeli state narratives about the course of events. In methodical fashion, this report provides contemporaneous documentation of Israeli culpability in the expulsion of Palestinians from their homes and the systematic depopulation of so-called Arab villages in the first six months of the war. Alongside a discussion of key revelations in the newly available document, this introduction situates the broader pattern of erasure within historiographical debates over 1948 and questions of archival access. It examines how accounts of Israel's birth and Palestinian statelessness have been crafted in relation to the underlying question: who has permission to narrate the past?

The Chicago Transit Authority (CTA) is often called on to transport large numbers of spectators attending popular special events. Although these situations bear similarities to normal peak-hour traffic, they are characterized by longer-lasting streams of intense traffic volume. Facilities and operating practices designed for peak-hour traffic are usually unable to handle these extraordinary inflows. Therefore, facilities and operations must be adapted to deal with these extreme conditions. Today, CTA experiences two major types of special-events situations. The first type of situation is sporting events, such as professional baseball, football, and basketball games, which originate predictable traffic from a specific site at predetermined times. Therefore, a nearby transit facility such as a rapid-transit station can be designed to service expected traffic volumes. Second, Chicago hosts a growing list of special events that are located in less-well-defined areas, which may change over time. Attendance at this second type of event is often difficult to predict and measure. Therefore, permanent facilities must be adapted to serve such infrequent demand. Also, special-events operations planning must be coordinated carefully with outside agencies. The discussion focuses on how CTA has designed both facilities and operations to deal with the crowds generated by both scenarios. CTA serves many sporting events, including Cubs baseball games at Wrigley Field. Also, every year Chicago hosts a fireworks display held on the night of July 3. A description is included of the design of facilities and operations that facilitate these special events.

These women, like nonpregnant adults, may be faced with the risk of acquiring life-threatening infections during outbreaks or bioterrorism (BT) events and, in some cases, can experience increased severity of infection and higher morbidity compared with nonpregnant adults. Yersinia pestis, the bacterium that causes plague, is a highly pathogenic organism. There are 4 million births annually in the United States, and thus the unique needs of pregnant women and their infants should be considered in pre-event planning for a plague outbreak or BT event.

The article presents the results of a study of strategic business planning (a compromise between resource capabilities and competencies and skills of strategy implementation) in modern conditions of economic development. Strategic planning is understood as long-term planning with elements of foresight for building a system of partnerships for the future development of the company. The classical stages of the formation of strategic planning are generalized (budgeting and control - analysis of external conditions; long-term planning - extrapolation of business trends; strategic planning - the focus of scientific attention is shifted to the internal environment of the organization; strategic market management - ignoring external and internal criteria), the focus of scientific attention is in the area of strategic marketing analysis and the peculiarities of the application of its methodology and tools in business planning (policy, strategy, tactics, operational control). The current problems of entering the market have been systematized, including: a high level of business competition, a large number of homogeneous companies offering an approximately similar / homogeneous list of goods / services, practically no barriers to entry into the market, the effective implementation of which requires a reasonable choice of sustainable strategies and a scientific approach to determine the optimal place of sale. Geomarketing is a special element in the implementation of competitive strategies, as a tool for flexible response, integration into the system of strategic planning and improvement of marketing approaches and theories. There have been generalized the marketing theories (spatial, neoclassical) and indicated geomarketing milestones (natural trade near major roads and places of residence of people; development of production processes and complication of partnerships; focus on the accumulation and number of customers, traffic; development of urban agglomerations, landmark on developed infrastructure).

Planning in hybrid domains poses a special challenge due to the involved mixed discrete-continuous dynamics. A recent solving approach for such domains is based on applying model checking techniques on a translation of PDDL+ planning problems to hybrid automata. However, the proposed translation is limited because must behavior is only over-approximated, and hence, processes and events are not reflected exactly. In this paper, we present the theoretical foundation of an exact PDDL+ translation. We propose a schema to convert a hybrid automaton with must transitions into an equivalent hybrid automaton featuring only may transitions.

The paper describes distance learning opportunities for blind and visually impaired students. The research aims at analyzing various tools and techniques that are necessary for their participation in online scientific projects and conferences. Methodology includes analysis of pedagogical studies, the survey carried out during International Conference for Students at Samara State Technical University, examination of educational activities performed for blind and visually impaired students all over the world, in particular the experience of American Foundation for the Blind. The findings show that distance learning programmes for blind and visually impaired people are becoming popular in many countries, but in Russia there are only a few of them. The authors prove the necessity of doing research in this sphere. It is recommended that more distance learning opportunities are created for such students at Russian universities. The analysis shows that it is even easier to plan the inclusion of blind and visually impaired students in the online scientific events that are not new and have already been held for wider public. The authors conclude that it is essential to adapt the existing system of distance learning using special tools and techniques, which are described in the article. These are accessible platforms, software used with assistive technologies, keyboard controls, audio description, smartphone apps, etc. Special emphasis is laid upon planning webinars for blind and low vision participants. This research can serve as a guide for making online scientific events accessible for all people.

Introduction:Children, who comprise 25% of the US population, are frequently victims of disasters and have special needs during these events. To prepare NYC for a large-scale Pediatric Disaster, NYCPDC has worked with an increasing number of providers that initially included only a small number of hospitals and agencies. Through a cooperative team approach, stakeholders now include local public health, emergency management and emergency medical services, 28 hospitals, community-based providers, and the Medical Reserve Corps.Method:The NYCPDC utilized an inclusive iterative process model whereby a desired plan was achieved by stakeholders reviewing the literature and current practice through repeated discussion and consensus building. NYCPDC used this model in developing a comprehensive regional pediatric disaster plan.Results:The plan included disaster scene triage (adapted for pediatric use) to transport (with prioritization) to surge and evacuation. Additionally, site-specific plans utilizing guidelines and templates now include Pediatric Long-Term Care Facilities, Hospital Pediatric Departments including Pediatric and Neonatal Intensive Care Services and Outpatient/Urgent Care Centers. A force multiplier course in critical care for non-intensivists has been provided. An extensive Pediatric Exercise program has been used to develop, operationalize and revise plans based on lessons learned. This initially included pediatric tabletop, functional and full-scale exercises at individual hospitals leading to citywide exercises at 13 and subsequently all 28 hospitals caring for children.Conclusion:The NYCPDC has comprehensively planned for the special needs of children during disasters utilizing a pediatric coalition based regional approach that matches pediatric resources to needs to provide best outcomes.The NYCPDC has responded to real time events (H1N1, Haiti Earthquake, Superstorm Sandy, Ebola), and participated in local (NYC boroughs and executive leadership) and nationwide coalitions (including the National Pediatric Disaster Coalition). The NYCPDC has had the opportunity to present their Pediatric Disaster Planning and Response efforts at local, national and International conferences.

Existing literature predominantly focuses on mass casualty care in the emergency department. Hospital disaster plans should include a component focused on preparing for multiple simultaneous operations. When developing this plan, representatives from all segments of the perioperative team should be included. The plan needs to address activation, communication, physical space, staffing, equipment, blood and medications, disposition offloading, special populations, and rehearsal.

Abstract The article proposes an ecological-mathematical model to optimize the production of agricultural products, taking into account the risks associated with climatic events. The model describes a combination of crop and livestock production on irrigated and non-irrigated agricultural land. In this model, the target function characterizes the maximum income and damage to the environment as a result of farming in conditions of natural risks. Restrictions describe the availability of land and labor resources, production volumes, soil and water pollution, erosion of agricultural land, the combination of crop and livestock products in conditions of severe droughts or heavy rainfall. When implementing the model, a special case was considered: an ecological-mathematical model for non-irrigated lands, taking into account severe drought. The proposed model is implemented on the example of an agricultural enterprise in the Irkutsk region, which is subject to significant risks caused by extreme climatic events, primarily drought.

AbstractMass gatherings (MG) impact their host and surrounding communities and with inadequate planning, may impair baseline emergency health services. Mass gatherings do not occur in a vacuum; they have both consumptive and disruptive effects that extend beyond the event itself. Mass gatherings occur in real geographic locations that include not only the event site, but also the surrounding neighborhoods and communities. In addition, the impact of small, medium, or large special events may be felt for days, or even months, prior to and following the actual events. Current MG reports tend to focus on the events themselves during published event dates and may underestimate the full impact of a given MG on its host community.In order to account for, and mitigate, the full effects of MGs on community health services, researchers would benefit from a common model of community impact. Using an operations lens, two concepts are presented, the “vortex” and the “ripple,” as metaphors and a theoretical model for exploring the broader impact of MGs on host communities. Special events and MGs impact host communities by drawing upon resources (vortex) and by disrupting normal, baseline services (ripple). These effects are felt with diminishing impact as one moves geographically further from the event center, and can be felt before, during, and after the event dates. This review explores the potential risks imposed by mass gathering (MG) football events, with particular emphasis on tools and methodologies to manage the risks of football MG events. Effective planning and implementation of MGs along with the mitigation of risks related to people’s health require special attention to all potential threats, especially in frequent and recurring MG events such as football leagues. The well-being of all participants can be compromised by ignoring a single risk. Healthcare systems should cooperate with all stakeholders and organizations who are involved in MG management and response. Provision of services during MG or a disaster must be performed by trained personnel or entities that have full access to available resources in accessible publicly known locations at the MG event site. Several MG assessment tools were developed worldwide; however, to adapt to the Saudi context, SALEM tool was developed to provide a guide for MG planning and assessment. SALEM assesses the risks of MG events with scores that help to categorize the risk of MG events by offering recommendations for required resources.

The 4.0 industrial revolution requires humans to be able to use and take advantage ofexisting technology. The mass media Radio cannot stand by the conventional model. Radio Dahlia FM Bandung is a private radio in the city of Bandung which still exists today and is able to compete amidst tight competitors, this cannot be separated from the role of public relations as a liaison between the company and the public. This study aims to determine the planning of a public relations strategy for Radio Dahlia FM Bandung in facing competition in the industrial era 4.0. The method used is descriptive qualitative with data collection techniques using interviews, observation and documentation. The results of this study Public Relations Radio Dahlia FM Bandung carried out four stages in facing competition in the industrial era 4.0. What has been done by PR includes fact finding, planning, communication and evaluating. Planning for Dahlia radio PR activities, namely by branding activities through the On Air, Off Air program and social media, creating internal events, sponsorship collaboration events and special events, and making dahlia streaming radio innovations, and being more active in social media. In introducing the innovation of streaming radio, dahlia has considered the main elements of innovation diffusion, such as innovation, communication channels, time and social systems.

AbstractObjectivesMass gatherings (MGs) and special events typically involve large numbers of people in unfamiliar settings, potentially creating unpredictable situations. To assess the information available to guide emergency services and onsite medical teams in planning and preparing for potential mass casualty incidents (MCIs), we analyzed the literature for the past 30 years.MethodsA search of the literature for MCIs at MGs from 1982 to 2012 was conducted and analyzed.ResultsOf the 290 MCIs included in this study, the most frequently reported mechanism of injury involved the movement of people under crowded conditions (162; 55.9%), followed by special hazards (eg, airplane crashes, pyrotechnic displays, car crashes, boat collisions: 57; 19.6%), structural failures (eg, building code violations, balcony collapses: 38; 13.1%), deliberate events (26; 9%), and toxic exposures (7; 2.4%). Incidents occurred in Asia (71; 24%), Europe (69; 24%), Africa (48; 17%), North America (48; 27%), South America (27; 9%), the Middle East (25; 9%), and Australasia (2; 1%). A minimum of 12 877 deaths and 27 184 injuries resulted.ConclusionsBased on our findings, we recommend that a centralized database be created. With this database, researchers can further develop evidence to guide prevention efforts and mitigate the effects of MCIs during MGs. (Disaster Med Public Health Preparedness. 2014;0:1-7)
