Texto completoIn national societies several actors and various forces compete permanently both with one another and with the state. The complex oppositions make up the socio-political landscape of a country. And they also play an important role in its foreign policy. Yet the internal process which shapes the socio-political context is not totally immune from the international system. Through all these facts we want to show the logic and mechanism of the linkage system in communication, internal socio-politics and external relations. We have chosen a chronological approach although not exclusively. And our interest in the revolutionary period is due its richness in political events. We have also stressed the similarity with other experiences of the kind such as Benin and Ethiopia. Besides we have devoted a preamble to reassess social communication in Burkina-Faso. Our aim is to highlight the importance of transportation in communication and thus relativize the role of modern mass mecia that are almost nonexistent in many African villages

Texto completoThe decentralized cooperation between French and African public authorities has various interests of a historical, economic, political and socio-educative nature. However, the issues raised by such types of cooperation are multiple. Indeed, the legal regime of these agreements is fairly complex. Few texts have been devoted to them. Thereby, those agreements do they reveal an internal public law or a private law? Do they give rise to laws conflicts? Which courts are competent and which law is applicable? May arbitration be used? And if so, what particularities that it's regime presents? Hence, the importance to determine the nature of transnational agreements.The fact that those agreements are concluded between public entities of different national origin, namely French and Burkina Faso, they could be connected to a public international law. However, people's right governs only the relations between sovereign states. If we admit the existence of these "contracts between sovereign states”, the submission to an internal law of agreements between mere public persons of a national distinct origin seems to be conceivable

Texto completoIn the twentieth century, diseases transmitted through dirty water are the second worldwide leading cause of death, among children. It kills five times more than the HIV. At long-range forecasts, this situation leads to a vicious circle, in which poor people tend to stay poor. Indeed, consequences of the nutritional status and of the lack of access to safe water have repercussions on the present generation and the next ones. Their vulnerability to infectious diseases is exacerbated by inadequate living conditions. It restricts those people’s abilities to take advantage of other social services, as education, and they cannot rise up the social ladder. This paper will focus on the challenges of the access to safe drinking water in the African cities. The urban area should be, by its density, a potential buying market sufficient for patronizing investments and extension of the water network. In fact, improvements in access and making-sensitive projects, do not gather good results, because of the increasing population and the expansion of shantytowns. Those realities, which are an area of vital concern for developing countries, are not taking into account, by the policies, yet. So, we will wonder if the models for safe access to drinking water imitate the occidental vision (access to water directly linked with the ownership of a real estate) or, if there is emergence of models based on social, politic and economic specificities of African cities. In short, this study is about the junction between supply and technical solutions, with demand and the needs of users. After analyzing a macroeconomic point of view, a study case of Ouagadougou will be produced.

Texto completoThe attainment of independence of the African countries, occured right in the cold war, distinguished by the antagonism between East and West. For that reasib, which gave no way to neutralism (even some africain leaders like n'krumah, ben bella, nasser - have verbally enjoin the positive neutra- lism), the new african states had then to choose their camp. Under these circumstances, five west African states -Ivory Coast, Dehomey (presently Benin), Niger, Togo, upper volta (became Burkina Faso), which form the "conseil de l'entente", -declare for solidarity with occident against the socialist block. The promoters of this organisation -felix houphouet-boigny, hubert maga, maurice yameogo, diori hamani and their successors -explain their anticommunism by the atheims, the subsersive ways and the rejection of the liberty of that doctrine. It follows that these states opt frankly for the liberalism. But, by the force of circumstances, they will come to pull up to the Eastern countries. However, this overture result in desillu- sions, especially in the matter of economic cooperation, including Benin, became marxist-leninist (1974) and Burkina Faso, placed itself in the socia- list camp (1983). As a consequence, the soviet block will never achieve to disqualify the western countries in the five states where their supremacy remains indisputable

The State being at the center of our study, we will observe that, despite exogenous threats, its fragility is mostly the result of endogenous decisions. This said, our work will analyze policies implemented by the authorities of Burkina Faso, Mali and Niger, the regional frame in which they place themselves and the mutual dependence they contracted. To counter the weakness of these countries, the regional approach has benne praised. Its effectiveness must, however, face the defense of rulers' and States' particular interests

Texto completoAs concept of International Relations justifying foreign action of States, the national interest is a notion always present in the governement leaders speeches about foreign affairs. But its meaning and its purpose are subtle and diversified as the introduction of Multilateralism and its objective of international security show. Despite the emergence of legitimate structures, the State gets involved for international security in foreign actions through discourse and implication. This implication, far from a discourse of symbolic objectives, takes part in an accurately orchestrated strategy in the name of national interest. Thus, on the African continent, we attend the emergence of foreign policies and national diplomatic actions dedicated to international security. This analysis demonstrates by the constructivist approach that the practices of mediation by Burkina Faso in West Africa participates in this trend - in contrast to the disseminated discourse of security in this subregion

Texto completoThe international conferences of Jomtien in 1990, Dakar in 2000 on Education for All and the Millennium Development Declaration resulted in the commitment to make education (especially basic education) an important pillar of development for any society, accessible to all (children, youth and adults). The Dakar forum also urged rich countries and international organizations to provide financial and technical support to developing countries with relevant educational programs. In order to meet these international and national commitments (the 2007 Education Orientation Act and the Strategy for Accelerated Growth and Sustainable Development), Burkina Faso developed and implemented a Ten-Year Basic Education Development Program (PDDEB) from 2001 to 2010, followed by the Strategic Development Program for Basic Education (PDSEB) covering the period from 2012 to 2021. The PDSEB requires significant financial resources that the country does not have. It has therefore sought the support of various technical and financial partners, including Canada and the Global Partnership for Education (GPE). This study was designed to analyze the implementation of new official development assistance modalities through Canada’s and the GPE’s support to Phase I of the PDSEB (2012-2015). To this end, we use the Paris Declaration on Aid Effectiveness (OECD, 2005) as a conceptual framework. This framework guided the data collection (creation of a corpus of institutional documents and individual interviews with around 20 representatives of the Ministries of National Education and the Economy and various cooperation agencies present in Burkina Faso) as well as their analysis.
