Resumen
Clinical experience in counsellor education would not be possible without the kind support of our site supervisors. Day-to-day guidance, advice, and real understanding given to undergraduate students are essential in helping students develop and grow into competent counsellors during their internships. Supervisors play different roles and styles during the supervision process. Thus, this study aimed to assess student perceptions of counsellors' supervisory styles and examine what impact those styles have on the satisfaction of undergraduate counselling interns. This study is quantitative, where a total of 138 counselling interns were selected from four public universities in Malaysia. The results showed that in the Malaysian backdrop, four supervisory styles have a major relationship with supervisory satisfaction, and they are as follows: directive teacher, supportive teacher, counsellor, and delegating colleague (consultant) styles respectively. This study has also filled the knowledge gap existing in the realm of counselling supervisory styles. Furthermore, the newly modified instruments of supervisory styles inventory may be applied to the undergraduate level interns. In practice, this helps supervisors to enhance the supervision process. The undergraduate counselling interns mostly are satisfied with supportive supervisory style. In this regard, supervisors or counsellor educators may find the most functional and appropriate style that suits their interns.

This article introduces supervisors and supervisees to interaction analysis and self-study in the supervisory process in speech-language pathology and audiology. Four interaction analysis systems served as the basis of a descriptive self-study in which 10 consecutive, individual supervisory conferences were transcribed, coded, and analyzed. Results are reviewed for the purposes of profiling a supervisor’s and supervisee’s conference behavior, monitoring changes in specific supervisory objectives, critiquing the instruments utilized, and demonstrating the importance of self-study. Collecting, analyzing, and sharing objective data are emphasized as components of self-study and as a foundation for understanding the supervisory process and for facilitating professional growth in school-based and other professional settings.

This study aims to determine personality competence, social competence and academic supervision of high school supervisors as well as the influence of personality and social competencies on the implementation of academic supervision conducted by high school supervisors. The type of research is ex post facto research. The study population was all permanent teachers with the status of civil servants (PNS) in State High Schools in Luwu Regency. The study sample consisted of 152 teachers obtained by the proportional simple random sampling technique. The data of this study were collected using the personality and social competency instruments of the supervisor and the implementation of academic supervision in the form of questionnaires with a Likert scale model. The data analysis technique used is descriptive analysis and multiple regression analysis. The results of the study indicate that: (1) the competence of personality and social competence of high school supervisors is in the very high and high category, and the implementation of supervisory academic supervision in high schools is in the good category. (2) The supervisory personality and social competencies in high school together have a positive effect on the supervisory academic supervision, and (3) Personality competency and supervisory social competence each have a positive influence on the implementation of supervisory academic supervision in high school.

Background: The supervisory working alliance has a role in facilitating guidance and counseling supervisors in providing understanding of how the service works. Measuring the level of supervision work alliance is one way that can be done to find out whether a supervisor has a good supervisory work alliance or not. Objective: The research aims to describe the quality of the Supervision Work Alliance Scale (SWAS) instrument. Materials and Methods: The study employed a cross-sectional method with a quantitative research design. Participants in this study were counseling teachers implementing the internship program with 17 males and 55 females. This type of parameter needs to be identified by the category coefficient of the RASCH scoring function model for polycotomic responses. Results: The results show that as many as 34 items proved to be compatible with SWAS instruments. The cronbach alpha of the instrument was 0.91 which means that the all items were in the high category of reliability. The misfit items were only 5,88, so all of the items in SWAS were well understood by the participants. Conclusion: The development of SWAS instrument is valid and reliable, so it can be used to measure the variable of the supervisory work alliance

The purpose of this study was to investigate the influence of the supervisory relationship and contextual supervision factors on the supervision outcomes among trainee counsellors. Respondents were 120 trainee counsellors and 18 supervisors from four public universities in Malaysia. Eight instruments were used in measuring the variables. The Supervisory Working Alliance Trainee Inventory (SWAI-T) was administered to measure the supervisory working alliance among trainee counsellors and the Role Conflict Role Ambiguity Inventory (RCRAI) was administered to measure the role conflict among trainee counsellors. Meanwhile, the Supervision Interaction Questionnaire – Supervisee and Supervisor Inventory (SIQ-S) was used to measure the interaction between trainee counsellors and supervisor and the Counsellor Rating Form – Short (CRF-S) was used to measure the characteristics of the supervisors in supervision. The Selective Theory Sorter (STS) inventory was used to measure the counselling orientations among the trainee counsellors and supervisors whereas the Multicultural Counselling Knowledge and Awareness Scale (MCKAS) measures the knowledge and awareness toward multicultural counselling among trainee counsellors. The Supervision Outcomes Survey (SOS) and the Counsellor Performance Inventory (CPI) were utilized to measure the satisfaction and performance among trainee counsellors. Results have revealed that there was a significant correlation between the supervisory relationship (supervisees’ working alliance, supervisees’ role conflict, supervision interaction, supervisors’ attributes) and supervision outcomes, r (118) = .53; p < .05. Other factors that have contributed to the significant correlations of supervision outcomes were supervisees’ working alliance, supervisees’ role conflict, and supervisors’ attributes, r(120) = .55; p < .05; r (120) = .21; p < .05; and r (116) = .50; p < .05 respectively. However, the result has shown that there was no significant correlation between the supervision contextual factors (supervisees’ and supervisors’ counselling orientation and supervisees’ cultural knowledge and awareness) and supervision outcomes. The Multiple Regression analyses reported that the supervisory relationship had an influence on the supervision outcomes, R2 = .28, F (1,105) = 40.2, p < .05. Meanwhile, the supervision contextual factors had no influence on the supervision outcomes. Based on the research findings, the model signified that the supervision process could bring out changes in the supervisees. Practically, the supervisees’ working alliance was a significant factor that has influenced the supervisees’ development. Therefore, the academic supervisor should consider the supervisees’ role conflict, supervision interaction, and supervisors’ attributes during supervision. It is recommended that the differences between supervision interaction of the supervisors and the supervisees are to be examined in the future research.

In Gorontalo Province, the role of Supervisors of Early Childhood Education (PAUD) is not as optimal as has been expected. We stated this based on the results of interviews done by researchers to the PAUD managers and tutors, which few supervisors have obstacles in guiding tutors to manage to learn and in guiding principals to manage early childhood institutions. The problem might cause by the improper recruitment of supervisors which was not involving the standardization, qualification, and competence of the supervisors. Consequently, it is necessary to improve the competence of PAUD supervisors by, one of them, education and training. Hence, In and On Service Training model based on andragogy presented here. The initial stage to develop this model is to provide the conceptual model. Therefore, the purpose of this early stage of research is to build the conceptual model of in and On service training based on Andragogy and its tools to improve the competence of PAUD supervisors. The method used in this research is development research, includes: (i) theoretical and regulatory study of supervisory, no formal education, and also education and training, (ii) surveys and identification of supervisor competency profiles, (iii) construction of conceptual model by workshops, and (iv ) Model validation. The result of the model consists of (i) Design of training models, tools, guides, and assessment instruments, (ii) teaching materials, (iii) supervisory evaluation tools, (iv) academic supervision tools, and (v) Managerial, supervisory material.

The Supervisory Working Alliance Inventory–Trainee Form (SWAI-T) is among the most frequently used instruments for measuring the quality of supervisor–supervisee relationships within counselor supervision. Although the full-scale SWAI-T instrument has proven utility, there are instances when a shorter form may be useful for research and field applications. The current study used secondary data from a pair of cross-sectional studies to test the utility of a brief form of the SWAI-T in a two-step process: (a) reduction of the SWAI-T based on item analyses from an electronic survey of 87 rehabilitation counselors working in a Western state vocational rehabilitation agency and (b) an initial validation study of the instrument using electronic survey responses from a national sample of 228 rehabilitation counselors working in private rehabilitation. The resultant 5-item scale showed evidence of high internal consistency, convergent validity, and minimal differences in psychometric properties relative to the full-scale instrument. An abbreviated supervisory working alliance scale offers practical advantages for select research purposes and for continuous evaluation of supervisory relationships in field environments.

To address the shortage of instruments related to employee assistance programs (EAPs), the Behavioral Index of Troubled Employees (BITE) was developed. This focuses on one aspect of the supervisor-troubled worker intervention process: supervisors' attitudes toward behaviors of impaired employees. As such, the BITE gathers information on supervisors' opinions of various behaviors associated with troubled workers. In a study of the instrument, the BITE was administered to 237 supervisors from two companies in the automotive industry. The underlying structure and pattern of the supervisors' attitudes was determined through the use of principle components factor analytic and reliability procedures. The results suggest that the BITE comprises four valid, reliable factors: industriousness, resistance, acrimoniousness, and disaffection. The authors discuss the implications of using the BITE in future research, theory testing, and training supervisors about EAP practices.

This study aims to produce a product in the form of a coaching module for supervisors of SMK in Situbondo Regency. This module developed from the school supervisor's workbook that was published by the development center of education personal of human resource development, education quality assurance the Ministry of Education and Culture of Indonesia in 2015. The development was carried out on the discussion of SMK relation with business world and industry world. The development of this module is supplemented with supervision support instruments as a supervisory guide in conducted monitoring, evaluation of SMK activities program involving business world, and industry world. Product validation test of this research is conducted by material experts, linguists and supervisors as product users. The validation results of materials, experts and users if converted on a Likert scale, a scale of 5 indicates that were good qualification, achievement level (%) 75 - 89 revisions as necessary.

The purpose of this study was to develop and test the Experience of Supervision Scale, which measures the experience of supervisory behaviors from the perspective of child welfare workers. Child welfare supervision is gaining increased attention as states struggle to improve performance measures of their child welfare systems. However, the lack of a standardized instrument which measures supervision through an analysis of supervisory behaviors from the supervisee’s perspective has hindered efforts in these areas. The Experience of Supervision Scale is based on Kadushin’s three function casework supervision model of supervision (administrative, educational, and supportive) which was chosen as the theoretical framework due to this model’s emphasis on public agency clinical case work practice. Scale items were generated through focus groups of child welfare workers and supervisors. Items were reviewed by an expert panel and the scale was then administered to a statewide sample of 165 child welfare workers. The refined Experience of Supervision Scale consists of 32 items. In this study, it demonstrated high internal consistency with a Cronbach’s alpha of .962. Factor analysis yielded a three factor solution consistent with the casework model of supervision’s structure, while also suggesting slight modifications to the model. The three factors derived included: Performance Support, Emotional support/Availability, and Administrative activities. The results of this study suggest that the Experience of Supervision Scale has appropriate psychometric properties for use in complex research in which casework supervision is a variable.

Introdução: A preceptoria em enfermagem na Atenção Primária à Saúde tem o desafio de proporcionar aprimoramento aos enfermeiros, ao passo que discute e os apoia na busca por qualificação na assistência prestada ao usuário, família e comunidade. Objetivos: Compreender a preceptoria em enfermagem e suas interações nos processos educativos e de gestão dos serviços de Atenção Primária da Organização Social (OS) Santa Marcelina. Metodologia: Trata-se de um Estudo de Caso com abordagem qualitativa. Fizeram parte da pesquisa três regiões do município de São Paulo gerenciadas pela OS Santa Marcelina: Itaim Paulista, Cidade Tiradentes e Guaianases. Para a coleta de dados trabalhou-se com fontes documentais, utilizadas cotidianamente pela preceptoria, e entrevista com preceptores e técnicos atuantes na gestão regional que coordenam as ações desenvolvidas nas Unidades Básicas de Saúde. Utilizou-se a Análise Temática como método para tratamento dos dados. Foram identificadas cinco categorias temáticas: Preceptoria e seu papel como Educadora; Preceptoria e suas Interações; Preceptoria e a diversidade de seus Elos; Preceptoria e Gestão; e A Ambiguidade no papel da Preceptoria. Resultados: Parte dos envolvidos no processo de preceptoria percebe sua atividade como essencialmente educativa, porém os dados da pesquisa mostraram que está constituída por importantes elementos de gestão. Esses elementos podem atender às necessidades locais, oportunizando qualidade na assistência prestada à população, tendo em vista que seu papel interlocutor pode facilitar a integração entre a assistência direta, realizada pelos enfermeiros, e a gestão realizada tanto pelos gerentes das Unidades Básicas de Saúde quanto pelos gestores regionais. Seu papel como educadores proporciona espaço de troca e escuta aos enfermeiros das Unidades, trazendo consigo importantes elementos pontuados pela Política de Educação Permanente, além de possibilitar aperfeiçoamento de conhecimentos e habilidades requeridas à função. Suas Interações facilitam a interlocução entre Gestão Regional e Gerenciamento Local, frente às necessidades enfrentadas no cotidiano, tornando conhecidas as limitações e potencialidades. O estabelecimento de seus elos proporciona vínculo e transmissão de confiança, tanto à gestão quanto aos enfermeiros das Unidades, apoiando a tomada de decisão, articulando ações nos diferentes espaços e oferecendo suporte às mudanças necessárias. Seu papel na gestão pode ser demonstrado pela similaridade de sua atuação com a função de supervisão, utilizando-se mais dos aspectos pedagógicos e políticos dessa atividade, fortalecendo a organização do trabalho, planejamento, apoio às questões relacionais, avaliação, tomada de decisão, fortalecimento de metas e diretrizes e aumento da qualidade nos processos. Dadas essas características, emerge seu papel ambíguo visto que em determinados momentos o preceptor atua como educador e gestor, podendo gerar desconforto, conflito de papéis e perda de confiança, caso não seja bem trabalhado. Considerações Finais: A união dos cinco temas possibilita a visualização da preceptoria como prática Institucional emergente que tende a ser coletivizada para toda a equipe, abarcando, complementariamente, elementos da gestão de recursos humanos, supervisão e educação permanente. Tais aspectos, entretanto, devem ser tratados cuidadosamente junto à preceptoria e à gestão regional, oferecendo apoio para que não haja perdas na potencialidade de sua atuação<br>Introduction: The nursing preceptorship in Primary Health Care is challenged to qualify nurses while it analyzes and supports them to pursue quality in their practice towards the user, the family and the community. Objectives: To understand nursing preceptorship and its interactions in education and management processes of Primary Health Care services of the Social Organization (SO) Santa Marcelina. Methodology: A case study with a qualitative approach. Three regions of São Paulo, managed by the (SO) Santa Marcelina, were part of this research: Itaim Paulista, Tiradentes and Guaianases. For data collection, documents daily applied in preceptorship were used as source in this research, as well as interviews with preceptors and technicians who work in said regions and manage the actions taken in the Primary Health Care Units. A thematic analysis was used as method for data treatment. Five thematic categories were defined: Preceptorship and its Education role; Preceptorship and its interactions; Preceptorship and its several connections; Preceptorship and Management; and the Ambiguity in the Preceptorship role. Results: Most of preceptors think their activity as essentially educational; however, research data indicate that it includes significant management elements that can meet local community needs, increasing quality in the service provided to the population, while it establishes an interaction between the direct service provided by nurses, and the management carried out by either managers of Primary Health Care Units or regional managers. Its role as educator makes room for communication and hearing of the Unit nurses, not only including important aspects focused by the Permanent Education Policy, but also allowing to increase knowledge and skills required to perform their job. Its interactions enable the conversation between Regional and Local Management regarding the needs daily faced, thus becoming aware of limitations and potentials. Establishing connections ensures reliability for both management and nurses of the Units, supporting the decision-making process, promoting initiatives in different rooms and inducing necessary changes. The role of Preceptorship can be found in its similarity to the supervision activity by using the pedagogical and political aspects of it, strengthening work structure and planning, supporting relationship matters, evaluation, decision making, goals and guidelines setting, and adding quality to the processes. Due to these characteristics, it highlights an ambiguous role since, in certain times, this preceptor works as an educator and manager, causing discomfort, conflict and unreliability when such role is not elaborated. Final Considerations: Bringing these five thematic categories together allows us to view preceptorship as an emerging Institutional practice to be made collective for all staff, embracing aspects of human resources, supervision and permanent education on a complementary basis. Still, such aspects must be carefully treated during preceptorship and regional management, providing support to it so as not to cause losses to its potential

In the present study, we developed an intelligent supervisory system on a simulation of a distillation column modeled with Unisim. Furthermore, OLE Automation was used as communication between the supervisory and simulation software, which, with the use of the database, promoted an architecture both scalable and easy to maintain. Moreover, intelligent modules have been developed for preprocessing, data characteristics extraction, and variables inference. Bibliography: leaves 37-38.<br>Malaria is a major public health problem in Namibia and this problem warrants special attention in terms of monitoring the trends and formulating controls and prevention strategies at all levels of the health care system and the community. Malaria accounts for more than 40 % of the diagnosed outpatients cases in the health facilities. Malaria is the leading cause of ill health and deaths among both children and adults, particularly in the northern regions of Namibia where about 60% of the population lives. This disease is seasonal with the potential for epidemic proportions, which are related to exceptionally heavy rainfall. There is increasing evidence that malaria cases are poorly managed and the staffs is poorly supervised, especially at clinic levels where all malaria cases are clinically diagnosed A number of health workers have been trained in various aspects of malaria control including case management; there is a need to evaluate their performance in order to sustain high quality care. Their performance must be evaluated regularly and feedback given so that practices could be adjusted and improved. What is required is a validated, acceptable, applicable and useful instrument that can be used routinely for assessment clinic based quality care performance. The Ministry of Health and Social Services developed a national guideline for malaria case management used at different facilities and levels in the country. There is no affordable and applicable continuous assessment instrument of the quality of health care that can be used by primary health care supervisors to assess the quality of malaria case management at health care clinics. The aim of this study is to develop and pilot a performance based quality assessment instrument for routine quality assessment of malaria case management to be used by district supervisors in public health care clinics in Namibia. The instrument developed was found to be useful by the district supervisors and the clinic staff interviewed during the assessment period. Poor referral systems, lack of training on malaria case management and poor supervision were the major problems identified in this pilot study. These problems have been discussed with the clinic staffs and the district supervisors concerned for appropriate action. The developed instrument has enabled me to obtain a rapid and general overview of the clinic performances related to quality services provided to malaria patients. The information obtained evidenced the usefulness of this instrument. This pilot study has established the baseline information for quality assessment of malaria case management for the primary health care clinics assessed. However, it has been noted that continuous assessment of health services performances is very important if the quality of malaria case management is to be achieved.

Lazarus and Folkman's (1984) transactional stress-strain-coping theory provides the theoretical background for the present thesis. This theory proposes that strain (i.e., burnout) occurs when demands (i.e., work stressors) exceed coping resources (e.g., social support). The current thesis explores the influence of social support on the stress-burnout relationship in nurses. A sample of Australian nurses working across three public hospitals in Brisbane's metropolitan district were recruited to investigate the nature and level of burnout experienced by nurses. Burnout is characterised by emotional exhaustion, depersonalisation and reduced personal accomplishment. The present research addresses gaps in the empirical literature by investigating the key work stressors experienced by Australian nurses and by establishing nurses' referent levels of work stress, social support, and burnout. In addition, the research explores the complex relationships between work stress, social support and burnout. The majority of nursing studies have failed to consider how support from within the nurses' work environment mitigates burnout. The present research builds upon previous nursing literature by examining the "main&qout; and "buffering" effect hypotheses. Studies have consistently found support for the main effect model, however the hypothesis that social support buffers the negative effects of stress has resulted in highly conflicting findings. Some theorists (Cohen & Wills, 1985; Cutrona & Russell, 1990) propose that the buffering effects of social support will only be found if there is an adequate match between the needs elicited by the stressful event and the type of support an individual receives. The present study extends the stress or support matching theory by exploring the matching between specific types of stressors to specific types (i.e., emotional and instrumental) and sources (i.e.,supervisor and coworkers) of support. Cutrona (1990) suggests that the controllability of a stressor is the primary dimension in determining an appropriate match between stressors and types of support. Cutrona proposes that controllable stressful events elicit needs for instrumental support and uncontrollable events elicit needs for emotional support. Heeding Cutrona's advice, independent raters classified nurses' work stressors as controllable or uncontrollable stressful events prior to investigating the stressor-support matching theory. Three sequential studies were undertaken to explore the variables of interest to this research program. In Study 1, focus groups were conducted with 68 nurses (11 males, 34 females) from two public hospitals. The qualitative data was subjected to content analysis. The findings revealed that Australian nurses are exposed to a range of job-specific stressors (i.e., Job Conditions, Job Uncertainty, Interpersonal Conflict and a Lack of Professional Recognition and Support) and generic role stressors (i.e., Role Overload, Role Conflict and Role Ambiguity). The findings prompted the research to utilise Wolfgang's (1988) Health Professions Stress Inventory to measure nurses' job-specific stressors and Osipow and Spokane's (1987) Occupational Roles Questionnaire to measure nurses' role stressors in Study 2. The findings from Study 1 also confirmed that the way nurses perceive work support is consistent with current social support literature. Nurses indicated that their two main sources of support were their coworkers and their supervisor. Furthermore, nurses discussed social support from a multidimensional perspective, recognising different types of support that were broadly classified as emotional and instrumental support. Based on these findings, the researcher developed a work support measure specifically for the purpose of this research. Items were taken from established social support scales and were slightly modified to ensure that they were contextually relevant to nurses. In Study 2, 273 nurses (38 males, 235 females) completed a multi-measure questionnaire. While there was sufficient research evidence to indicate that the Occupational Roles Questionnaire (Osipow & Spokane, 1987) and the Maslach Burnout Inventory (Maslach, Jackson, & Leiter, 1996) possess adequate levels of reliability and validity, less was known about Wolfgang's Health Professions Stress Inventory and the work support scales designed for this research program. Factor analysis of the Health Professions Stress Inventory revealed a four-factor solution: Lack of Professional Recognition and Support, Patient Care Uncertainty, Job Conditions, and Interpersonal Conflict. Cronbach's coefficient alphas ranged from .62 to .83. Factor analysis of the Coworker Support Scale revealed a two-factor solution, representing emotional and instrumental support. Cronbach's coefficient alphas for the Emotional Coworker Support and Instrumental Coworker Support were .92 and .88 respectively. Contrary to expectations, factor analysis of the Supervisor Support Scale revealed a one-factor solution. It was therefore deemed appropriate to examine Supervisor Support as a unidimensional construct in subsequent analyses. Cronbach's coefficient alpha for the Supervisor Support scale was .96. Overall, the results from Study 2 provided supporting evidence to suggest that the measures used in the current research program were psychometrically sound. In Study 3, the data collected in Study 2 was subjected to further statistical analysis. The findings from Study 3 indicated that overall, the sample of Australian nurses reported low to moderate levels of work stress, moderate levels of work support and moderately high levels of burnout. For Emotional Exhaustion, predictor variables accounted for 42.2% of the total variance. Sociodemographic factors explained a small but significant proportion of the variance (2.7%). Work stressors however, were the main predictors of Emotional Exhaustion, explaining 41.5% of the total variance. Role Overload, Job Conditions and Role Conflict were the main determinants of Emotional Exhaustion, with Role Overload explaining most of the variance. For Depersonalisation, the predictor variables accounted for 34.2% of the total variance. Sociodemographic factors (11.5%) and work stressors (33.6%) both explained a significant proportion of the variance. Role Conflict and Patient Care Uncertainty were the main determinants of Depersonalisation, with Role Conflict explaining most of the variance. For Personal Accomplishment, Role Conflict and Role Ambiguity explained 20.5% of the total variance, with Role Conflict explaining most of the variance. Sociodemographic factors and job-specific stressors were not significant Predictors of Personal Accomplishment. Evidence for main effects of work support on burnout were limited. There was no evidence to suggest that work support had significant main effects on Emotional Exhaustion. Supervisor Support had a small, but significant main effect on Depersonalisation (â = -.15, p < .05) and Personal Accomplishment (â = -.24, p < .01). There was no evidence of main effects for Emotional and Instrumental Coworker Support. Furthermore, the present research found no significant evidence to support the buffering effect of work support on burnout. Theoretical and practical implications of these findings are discussed.

1 Abstract The public administration itself is bound by applicable legal provisions. Therefore, in case of breach of individual rights stemming from the legal system of the Czech Republic, every person is guaranteed a strict legal procedure with corresponding legal mechanisms, which aim to remedy the status caused by unlawful action or inaction of the public administration. The object of this dissertation focuses, in particular, on analysis of individual means of protection of rights in public administration (i.e. the issue of the protection of public subjective rights) and their mutual relationships between them at level of legal regulation de lege lata. However, certain space had to be dedicated also to the procedures of public administration in matters related to private subjective rights as even the public administration decides on certain matters of private law. As regards the protection of private rights by public administration I mentioned the dualism of the review of decisions of public bodies and certain examples of public administration deciding on matters of private subjective rights. Therefore, in case of breach of individual rights stemming from the legal system of the Czech Republic, every person is guaranteed a strictly legal procedure with corresponding legal mechanisms, which aim to remedy of status cause by unlawfull action or inaction of the public administration. Moreover, if conditions laid down by European Convention on the Protection of Human Rights and Fundamental Freedoms are met, an individual has a right to apply to the European Court of Human Rights (Strasbourg) for a revision of a challenged act of public administration, which is considered to be as a final and conclusive from the point of view of national law. The thesis deals with the emergence of bank and non-bank entities that provide a range of unique transaction-based payment services broadly called Mobile Financial Services (MFS) to unbanked, underserved and underbanked persons via mobile phones. Models of MFS from Mobile Network Operators (MNOs), banks, combinations of MNOs and banks, and independent Mobile Financial Services Providers are covered. Provision by non-banks of ‘bank-type’ services via mobile phones has been termed ‘transformational banking’ versus the ‘additive banking’ services from banks. All involve the concept of ‘branchless banking’ whereby ‘cash-in/cash out’ services are provided through ‘agents.’ Funds for MFS payments may available through a Stored Value Product (SVP), particularly through a Stored Value Account SVP variant offered by MNOs where value is stored as a redeemable fiat- or mobile ‘airtime’-based Store of Value. The competitive, legal, technical and regulatory nature of non-bank versus bank MFS models is discussed, in particular the impact of banking, payments, money laundering, telecommunications, e-commerce and consumer protection laws. Whether funding mechanisms for SVPs may amount to deposit-taking such that entities could be engaged in the ‘business of banking’ is discussed. The continued use of ‘deposit’ as the traditional trigger for the ‘business of banking’ is investigated, alongside whether transaction and paymentcentric MFS rises to the ‘business of banking.’ An extensive evaluation of ‘money’ based on the Orthodox and Claim School economic theories is undertaken in relation to SVPs used in MFS, their legal associations and import, and whether they may be deemed ‘money’ in law. Consumer protection for MFS and payments generally through current statute, contract, and payment law and common law condictiones are found to be wanting. Possible regulatory arbitrage in relation to MFS in South African law is discussed. The legal and regulatory regimes in the European Union, Kenya and the United States of America are compared with South Africa. The need for a coordinated payments-specific law that has consumer protections, enables proportional risk-based licensing of new non-bank providers of MFS, and allows for a regulator for retail payments is recommended. Post-crisis banks are subject to two overlapping authorities: regulatory authority and resolution authority. Both are concerned with the survival of the bank in a crisis, and both have the power to instruct a bank as to how it should structure itself to address that possibility. Total Loss Absorbing Capital (TLAC) is the most significant point of overlap between these two authorities. Viewed from the perspective of a resolution authority, TLAC is simply a name for that proportion of the liabilities of a bank which can be converted into capital in a resolution. However, viewed from the perspective of a prudential supervisor, the TLAC requirement can be viewed as a capital requirement capable of being met with a wider range of instruments than those which qualify as Tier 1 or Tier 2. This chapter discusses TLAC requirements, composition of TLAC, treatment of TLAC holdings by other banks, and the EU's approach to TLAC.

Las herramientas tradicionales de regulación, así como el empleo de nuevas políticas regulatorias, necesarias para encauzar la tecnología financiera, resultan ser instrumentos insuficientes y demasiado lentos para mantener el control. Sin el empleo de innovación regulatoria financiera los países corren el riesgo de que las innovaciones financieras no se desarrollen (lo suficiente) o se lancen fuera del alcance del regulador y supervisor con todos los riesgos que esto conlleva. Las innovaciones regulatorias financieras, reconocidas y tratadas en este reporte, son el sandbox regulatorio, el innovation hub, el accelerator y la mesa de diálogo. De estas herramientas, el sandbox y el hub son las más utilizadas y reciben la atención principal. El reporte presenta los primeros resultados de estas innovaciones regulatorias financieras empleadas alrededor del mundo y un resumen de la literatura académica disponible. También analiza la situación de los países de América Latina y el Caribe (ALC), y opciones regulatorias y de políticas, así como los requerimientos operativos para emplear innovaciones regulatorias financieras.

The book is underpinned by the assumption that the right to strike to promote or to protect the individual’s economic and social interests is a universally recognized human right, either standing on its own, or as part of the principle of freedom of association. This is reflected in the fact that the right to strike is, directly or indirectly, afforded protection by major international standard-setting instruments, and in the constitutions of many nation states. This chapter outlines the international recognition of the right to strike, with particular reference to the jurisprudence of the supervisory bodies of the International Labour Organisation. This includes consideration of the extent to which access to the right to strike can properly be conditioned by pre-requisites such as pre-strike ballot requirements.

Among latent variables that can be used in e-collaboration research, job performance is a particularly important one. It measures what most e-collaboration tools in organizations aim to improve, namely the performance at work of individuals executing tasks collaboratively with others. The authors report on a comparative assessment of scores generated based on a self-reported job performance measurement instrument vis-à-vis official annual performance evaluation scores produced by supervisors. The results suggest that the self-reported measurement instrument not only presents good validity, good reliability and low collinearity; but that it may well be a better way of measuring job performance than supervisor scores.

Esta investigación es cuantitativa, transeccional, deductiva y correlacional.El objetivo general del presente estudio fue realizar un análisis para conocer la incidencia de los factores motivacionales en el compromiso organizacional que presentan los millennials que trabajan comoempleados directos de una empresa de la industria maquiladora ubicada en la ciudad de Ensenada, Baja California, México; desde el modelo de Allen y Meller (1990) para la variable Compromiso Organizacional y sus dimensiones Compromiso Afectivo, Compromiso de Continuidad y Compromiso Normativo y el Modelo de Herzberg de Motivación.El instrumento de Herberg (1959) fue utilizado para la recolección de la información, el cual consta de 40 ítems y analiza los factores higiénicos y los factores motivacionales, teniendo en cuenta que el objetivo de la presente investigación es analizar la incidencia de los factores motivacionales en el compromiso organizacional. Se descartó del análisis los factores higiénicos, por lo que el instrumento analiza 15 ítems y cinco dimensiones a una población de personal directo de n=146, se excluyen del estudio supervisores, asistentes de producción y personal administrativo. Los resultados confirman los hallazgos de estudios previos realizados tanto en México como en otros países. Se recomienda poner atención a esos factores que son distintos para las nuevas generaciones de Millennials.

Resumen
The Situational Communication Apprehension Measure (SCAM) was developed by McCroskey and Richmond (1982, 1985) to measure state communication apprehension in any context. This self-report instrument utilizes a 20-item questionnaire to assess how one person felt during a recent interaction with another. Richmond (1978) has also investigated a person’s dispositional (trait) anxieties and fears associated with specific situations (state). The SCAM, a Likert-type measure of state anxiety, asks survey takers to think about the last time they interacted with someone who held a supervisory role over them. Based on that interaction, respondents rate 20 statements—10 describing positive and 10 expressing negative feelings—on an accuracy scale of 1–7. A mark of “7” indicates the statement describing the situation is extremely accurate; a “1” notes the most inaccurate assessment of the interaction. An individual’s score on the SCAM is determined by summing all the positive statements and then summing all the negative statements. The two sums are then added and subtracted from 80. The score should range between 20 and 140. A score below the lower limit or above the upper limit indicates the respondent has made an error. Because scores on the SCAM are highly dependent on and variable by the particular situation, norms for score ranges, means and standard deviations are hard to define. However, researchers generally accept a score between 39 to 65 as low, 66 to 91 as moderate, and 92 and above as high levels of apprehension.

Resumen
This paper describes pipeline compressor stations which are remotely monitored, operated and controlled from a central control station in Rio de Janeiro, Brazil. This is a result of TBG’s experience in design, construction and operation of compressor stations that are built for unattended operation. Only a small maintenance crew is necessary for routine tasks during normal working hours. In this connection, a complete set of resources has been implemented in order to ensure the required reliability level. This includes monitoring instruments (not only for the turbo compressors but also for all plant auxiliaries), redundant systems and protections, together with automatic control system for each of the relevant station components. Equipment status signals as well as alarm &amp; trip signals are exchanged via a SCADA system with the Control and Supervision Center, CSC, in Rio de Janeiro. In addition, the CSC is capable of performing all relevant control actions such as start / stop compressor units and station auxiliaries, also remotely setting the station pressure and flow control points. The paper describes also the architecture and configuration of the supervisory and control functions which are performed by means of a SCADA system, along with the pipeline telecommunications system.

Cientes que a supervisão pedagógica é um processo fundamental para o desenvolvimento profissional dos professores e futuros professors, surge a realização do estudo que envolve investigadores da Escola Superior de Educação do Instituto Politécnico de Bragança (ESE-IPB) e a Universidade Pedagógica de Moçambique – delegação de Manica (UP – Manica). Numa fase inicial, pretendemos conhecer a opinião dos supervisores da UP – Manica acerca do processo de supervisão pedagógica. Trata-se de uma invetigação qualitativa, de natureza descritiva e interpretativa. O inquérito surge, nesta fase, como a técnica de recolha de dados principal, sendo um questionário constituído por questões abertas e fechadas, o instrumento utilizado. Neste, foi solicitado aos participantes a caraterização do processo de supervisão. Dos 16 supervisores que responderam, houve unanimidade na resposta no que concerne ao destaque que atribuem à importância deste processo, nomeadamente na formação dos alunos – futuros professores – e, particulramente, na sua integração nas escolas. Muito embora seja clara uma associação do processo à avaliação dos alunos, para a caraterização do processo descrevem atividades que desenvolvem, tal como o acompanhamento dos alunos na planificação e observação de aulas. Quando identificam os constrangimentos que sentem, o número excessivo de alunos, a dispersão geográfica das escolas e o tempo de que dispõem para realizar a supervisão, são os aspetos mais registados. Enumeram como sugestão para a melhoria do processo a formação dos supervisores, o número de alunos por supervisor e os recursos materiais. Desta feita, concluímos que é imperativo otimizar a qualidade do processo de supervisão pedagógica, o que cremos seja facilitado, conforme perpstivamos, pela cooperação estabelecida entre parceiros e instituições.

The present-day stage of nuclear-power engineering development raises sharply a number of complicated questions regarding the guarantee of safety operation of nuclear power-generating units of operating and designed Nuclear Power Plant (NPP). The most important of these unsolved technological problems were considered in [1] on the base of analysis of ways of operation reliability improvement for Nuclear Power Installations (NPI) with WWER and RBMK reactors. In connection with the priorities formulated in [1], in papers [2–6] the main aspects of approaches available for solution of most complex problem are considered: the development of methods of early identification of initial phases of emergency operation regimes in such nuclear power-generating units which are critically important for NPI trouble-free operation. It is necessary to stress, that reliable identification of the anomalies mentioned, especially of thermal-hydraulic nature ones in core region of nuclear reactor, must be provided under conditions when such operating troubles can not yet be detected by the issued supervisory instruments of NPI. Taking into account the requirement to prospective diagnostic provision of NPP equipment, in papers [2–5] are underlined that at present time the development of effective methods of anomalies identification in NPI equipment and development of mathematical software support on base of these methods for computer-aided diagnostic systems on base of AI conceptions in structure of hardware of operator support tools of new generation NPP are considered as the main condition which determine the development of diagnostic means with mentioned functional possibilities.

Resumen
Embry Riddle Aeronautical University is part of EcoCar: The NeXt Challenge, an advanced vehicle competition run by Argonne National Labs and sponsored by General Motors and the Department of Energy. The competition tasks 16 schools around the country with designing and implementing the most efficient vehicle architecture. As part of the EcoCar Challenge, Embry Riddle Aeronautical University is working on developing a controls strategy for a Plug in Hybrid Electric Vehicle. The control system is designed to optimize efficiency and consumer acceptability by allowing the EcoEagles to control each of the cars sub-systems. Control is done using CAN bus communication that utilizes National Instruments (NI) single board reconfigurable input / output (sbRIO) real time hardware. The EcoEagles powertrain architecture includes GM’s two-mode hybrid electric transmission which contains two 55kW electric motors, a 1.3 liter turbo diesel engine running on B20 biodiesel, and a 12.8 kWh lithium-ion battery pack produced by A123 Systems. Each component has a control module that interfaces directly with the subsystems and hardware on the vehicle. These controllers are: the Traction Power Inverter Module (TPIM), the Engine Control Module (ECM), and the Battery Pack Control Module (BPCM). Vehicle control and communication between these modules is managed by the EcoEagles, two controllers called the Supervisory Control Unit (SCU) and the Gateway (GW). The purpose of the gateway is to control the flow of CAN communication between modules and to isolate the ECM and BPCM from the vehicle to avoid data interference. Communication is done on two separate CAN buses, the Power Train Expansion Bus (PTEB), and the High Speed Bus (HS). The controls diagram can be seen in Figure 1. The paper will go into detail on shift strategy and engine operation where optimization was used to maintain efficient operation of the engine. The paper will also describe the control strategy that was developed using coupled LabVIEW Statecharts [1] with CAN messaging inputs from all of the control modules in order to maintain safe efficient operation.
