Resumen
An obstacle avoidance method of action support 7-DOF manipulators is proposed in this paper. The manipulators are controlled with impedance control to follow user's motions. 7-DOF manipulators are able to avoid obstacles without changing the orbit of the end-effector because they have kinematic redundancy. A joint rate vector is used to change angular velocity of an arbitrary joint with kinematic redundancy. The priority of avoidance is introduced into the proposed method, so that avoidance motions precede follow motions when obstacles are close to the manipulators. The usefulness of the proposed method is demonstrated through obstacle avoidance simulations and experiments.

Resumen
Any mobility aid for the visually impaired people should be able to accurately detect and warn about nearly obstacles. In this paper, we present a method for support system to detect obstacle in indoor environment based on Kinect sensor and 3D-image processing. Color-Depth data of the scene in front of the user is collected using the Kinect with the support of the standard framework for 3D sensing OpenNI and processed by PCL library to extract accurate 3D information of the obstacles. The experiments have been performed with the dataset in multiple indoor scenarios and in different lighting conditions. Results showed that our system is able to accurately detect the four types of obstacle: walls, doors, stairs, and a residual class that covers loose obstacles on the floor. Precisely, walls and loose obstacles on the floor are detected in practically all cases, whereas doors are detected in 90.69% out of 43 positive image samples. For the step detection, we have correctly detected the upstairs in 97.33% out of 75 positive images while the correct rate of downstairs detection is lower with 89.47% from 38 positive images. Our method further allows the computation of the distance between the user and the obstacles.

Resumen
A life-support service robot must avoid both static and dynamic obstacles for working in a real environment. Here, a static obstacle means an obstacle that does not move, and a dynamic obstacle is the one that moves. Assuming the robot is following a target person, we discuss how the robot avoids a crowd through which the target person passes and arrives at the target position. The purpose of this paper is to propose a crowd avoidance method that makes a robot to be able to avoid both static and dynamic obstacles. The method uses the surface points of the obstacles to form an avoidance region, and the robot moves along the edge of the region. We conducted experiments assuming various situations such that the robot was blocked, there was a wide gap in the crowd, or a person in the crowd yielded for the robot to pass through. As an experimental result, it was confirmed the robot could avoid the crowd even when the obstacles were aligned in an “inverted wedge” shape.

Resumen
Digital Transformation (DT) allows logistics service providers (LSPs) to gain competitive advantages by reducing costs, and creating customer experience, innovation and efficiency. This paper proposes a systematic framework to analyse the obstacle factors hindering DT of Thailand small and medium enterprises freight LSPs. First, thirteen obstacles are identified through the extensive literature and validated by a panel of experts. Second, a nine-level hierarchical structure is determined based on Interpretive Structural Modelling to demonstrate the complex interrelationships among obstacle factors. Finally, thirteen obstacles are categorized regarding the driving and dependence power by employing Matrix Impact of Cross Multiplication Applied to Classification approach. The results indicate a lack of digital culture being the most important obstacle hindering DT, followed by lack of support and commitment from top management and lack of risk taking initiative. This finding could help LSPs who aim for DT to take appropriate steps to alleviate obstacles.

Resumen
The purpose of this paper is to present some of the main findings from my thesis (Lundberg, 2015) that concern the policy formulation and implementation of bilingual education in a multi-ethnic lower secondary school in an urban suburb in Gothenburg, Sweden. This school was strategically chosen for its pedagogical approach towards social and linguistic diversity1. This article examines the formulation and appropriation of a bilingual and bicultural education program and what obstacles exist with regards to implementation of bilingual education in the realization arena. The theoretical impetus comes from the sociology of knowledge which examines how social policy connects to social practice by applying the concepts of formulation, realization and transformation (Lindensjö & Lundgren, 2000). Data was derived from interviews and participant observations between 2006 and 2009 with three different ninth grade classes from same school. The results show that in the formulation arena the policy was in favor of active bilingualism (a holistic and comprehensive approach throughout the curriculum), strong support for mother tongue education, and creating in students a bicultural identity. However, in the realization arena, the bilingual education program was reduced to the employment of bilingual teachers who provided mother tongue tuition. Support for the bicultural and multilingual development of students’ language and culture was never fully incorporated into the ordinary teaching and instruction. This was due in part to obstacles in the formulation and realization arenas (Lindensjö & Lundgren, 2000). Five types of obstacles to the appropriation of bilingual education were observed. Two primary obstacles in the formulation arena were 1) a strong separation of languages, and 2) bilingual teachers as representatives of diversity. In the realization arena the following three obstacles were observed: 1) teacher resistance to polylingual education, 2) insufficient study support for mother tongue tuition, and 3) a monolingual norm. In sum, the overriding obstacle is an overall lack of consensus about the aim and purpose of bilingual education. The discussion develops issues concerning the gap between what should be versus what could be in both the formulation and realization arenas (Lundberg, 2015).

Resumen
The study aims to identify the obstacles facing teachers in Palestine society while adopting e-learning during the COVID-19 pandemic. The results show the most critical obstacle continues to be the infrastructure of the educational system. Other obstacles include technical support, the readiness of all stakeholders, and remote technological education skills and competencies. The study also shows many obstacles, including students’ failure to attend classes in full, assessment of students, and learning online. The study highlights the critical success factors for the adoption of e-learning. E-learning requires skills and competencies for both teachers and students. Teachers must also adopt various teaching methods accounting for individual differences, learning styles, and psychological support. Those teaching methods need advanced training before implementing them in Palestine. Additional recommendations were made including spreading electronic culture, increasing awareness of society partnership, enriching teacher education programs, conducting trainings for teachers, and conducting further researches similar to this study.

Resumen
Visually impaired people are faced with challenges in detecting information about terrain. This paper presents a new walking support system for the blind to navigate without any assistance from others or using a guide cane. In this research, a belt, wearable around the waist, is equipped with four ultrasonic sensors and one sharp infrared sensor. Based on mathematical models, the specifications of the ultrasonic sensors are selected to identify optimum orientation of the sensors for detecting stairs and holes. These sensors are connected to a microcontroller and laptop for analyzing terrain. An algorithm capable of classifying various types of obstacles is developed. After successful tests using laptop, the microcontroller is used for the walking system, named ‘Belt for Blind’, to navigate their environment. The unit is also equipped with a servo motor and a buzzer to generate outputs that inform the user about the type of obstacle ahead. The device is light, cheap, and consumes less energy. However, this device is limited to standard pace of mobility and cannot differentiate between animate and inanimate obstacles. Further research is recommended to overcome these deficiencies to improve mobility of blind people.

Resumen
Background: Although the effectiveness of suicide-prevention gatekeeper-training programs in improving knowledge, attitudes, and referral practices has been documented, their effects do not seem to be lasting. Aims: This study investigated situational obstacles at work that prevent suicide-prevention gatekeepers from engaging in suicide-prevention behavior and the role of social support in modifying the relationship between situational obstacles and suicide-prevention behaviors. Methods: 193 gatekeepers completed an online survey to rate the obstacles they had experienced at work since completing a gatekeeper-training program and the support received from coworkers, supervisors, and the organization. Participants also reported the frequency of suicide-prevention behaviors performed. Results: The results indicated that both situational obstacles and social support predicted the number of suicide-prevention behaviors performed, as expected. There was also a trend that support from supervisors and the organization may alleviate the adverse effect of situational obstacles on suicide-prevention behavior. Limitations: The cross-sectional nature of the study does not allow for directional, causal conclusions to be drawn. Conclusions: By understanding the roles of situational obstacles faced by trained gatekeepers at their work and the support they receive from supervisors and organizations, appropriate strategies can be identified and applied to facilitate gatekeeper performance.

Resumen
Purpose The purpose of this paper is to analyze the effects of obstacles and institutional factors on the cooperation for innovation. The collaboration between different types of organizations has been seen as a strategy that allows the firms to obtain reciprocal benefits, and that incentivises innovation. However, following D’Este et al. (2012) and Antonioli et al. (2017), the authors assume that the decision to cooperate is perceived as a strategy to overcome the obstacles and barriers of the innovation process. Design/methodology/approach The authors analyze these questions in the frame of the PITEC-2013 data that covers the period 2012–2013 and includes 5,461 Spanish innovative companies. Findings The results support that an important drive for the firm’s cooperation is to overcome the obstacles of the innovation process. Moreover, the type of partner for cooperation is influenced by the different perception that those companies have on the obstacles to innovation. Additionally, results contribute to the regional literature with new empirical evidence to characterize regions in terms of innovation. Such factors shed new light about the intensity of regional innovation and variables of the cooperation pattern. Originality/value Considering that a fourth of the Spanish companies develop technological cooperation agreements (PITEC, 2013), it is still observed that the level of cooperation and their results are lower with respect to other countries in the environment, therefore to analyze the role of cooperation agreements, evaluating the factors that characterize the dynamics of these agreements, is a critical research question for the Spanish economy.

Resumen
Using intelligent agricultural machines in paddy fields has received great attention. An obstacle avoidance system is required with the development of agricultural machines. In order to make the machines more intelligent, detecting and tracking obstacles, especially the moving obstacles in paddy fields, is the basis of obstacle avoidance. To achieve this goal, a red, green and blue (RGB) camera and a computer were used to build a machine vision system, mounted on a transplanter. A method that combined the improved You Only Look Once version 3 (Yolov3) and deep Simple Online and Realtime Tracking (deep SORT) was used to detect and track typical moving obstacles, and figure out the center point positions of the obstacles in paddy fields. The improved Yolov3 has 23 residual blocks and upsamples only once, and has new loss calculation functions. Results showed that the improved Yolov3 obtained mean intersection over union (mIoU) score of 0.779 and was 27.3% faster in processing speed than standard Yolov3 on a self-created test dataset of moving obstacles (human and water buffalo) in paddy fields. An acceptable performance for detecting and tracking could be obtained in a real paddy field test with an average processing speed of 5–7 frames per second (FPS), which satisfies actual work demands. In future research, the proposed system could support the intelligent agriculture machines more flexible in autonomous navigation.

Resumen
During fruit production, the robots must walk stably across the orchard, and detect the obstacles in real time on its path. With the rapid process of deep convolutional neural network (CNN), it is now a hot topic to enable orchard robots to detect obstacles through image semantic segmentation. However, most such obstacle detection schemes are under performing in the complex environment of orchards. To solve the problem, this paper proposes an image semantic fusion network for real-time detection of small obstacles. Two branches were set up to extract features from red-green-blue (RGB) image and depth image, respectively. The information extracted by different modules were merged to complement the image features. The proposed network can operate rapidly, and support the real-time detection of obstacles by orchard robots. Experiments on orchard scenarios show that our network is superior to the latest image semantic segmentation methods, highly accurate in the recognition of high-definition images, and extremely fast in reasoning.

The dependence of management decisions on information support is not a debatable issue for a long time. However, the changing quality of information creates both new challenges and new opportunities in the information and analytical field. The decision-making process, which would seem to be facilitated by digitalization, is actually becoming more complicated. As one of the main effects of digitalization, we note the apparent availability of information. In fact, simple facts that create an information network no longer become, moreover, they become smaller, or rather, their availability decreases. The necessary information sinks in the ocean of information noise. Echo chambers and filter bubbles exacerbate this problem.

Considerable research has been conducted on head or helmet-mounted displays (HMDs) for aviators, but little, if any, for ground soldiers. This study investigated the ability of individuals to perform combined tasks of walking over irregular terrain (simulated) and processing information from an HMD. Volunteers performed reaction time tasks while either standing or walking on a treadmill, with and without obstacles. Results show uniform effects of obstacles on three levels of cognitive difficulty. Walking on level ground with no obstacles had no more effect on information processing than merely standing, whereas minor and moderate levels of obstacle avoidance had equal impact. Spatial displays were easier than verbal and numeric displays during all levels of mobility. Subjective effort matched reaction time performance. Results support existing models of attention and will help provide guidance for unique applications for the ground combatant.

Resumen
Army National Guard (ARNG) aviators must meet the same aviation training requirements as active Army aviators. During the past 10 years, the training requirements have increased significantly; yet, the amount of time allocated for ARNG aviators to meet the requirements has remained relatively constant. To determine if the aviators need additional allocated training time, a questionnaire survey was conducted. One objective of the survey was to identify the types of obstacles that interfere with the aviators' ability to meet the training requirements. The results indicate that five factors pose major problems to meeting the aviators' continuation training requirements. The factors are an Insufficient Number of Flight Hours, Unavailability of Instructor Pilots, Unavailability of Training Support Areas, Unavailability of Support Equipment, and an Insufficient Amount of Personal Time. The identification of time related obstacles supports the aviators' perceptions that additional training time is needed; however, the identification of obstacles that are not time related suggests that remedial actions, in addition to an increase in training time, can be taken.

Resumen
The loss of a loved one to suicide is a devastating event that results in a complicated grief experience for those survivors left behind. This specific bereavement experience consists of three challenging obstacles: the unanswered question of why, the stigma concerning the manner of death, and the forced isolation of the grievers. These obstacles complicate the ability to make meaning of the loss, which is an important part of the healing process. Therefore, counselors can target meaning-making as an intervention by utilizing photovoice because it can provide survivors with the opportunity to create new meaning and thus work through these obstacles. This article discusses practical applications of a photovoice intervention with a loss by suicide support group and addresses the implications for clinical mental health counselors.

Resumen
Accurate detection and identification of obstacles plays an important role in the navigation and behavior planning of the patrol robot. Aiming at the patrol robot with camera mounted symmetrically, an obstacle detection method based on structural constraint and feature fusion is proposed. Firstly, in order to discover the region of interest, the bounding box algorithm is used to propose the region. The location of the detected ground wire is used to constrain the region, and the image block of interest is clipped. Secondly, in order to accurately represent the multi-view and multi-scale obstacle images, the global shape features and the improved local corner features are fused by different weights. Then, the particle swarm-optimized support vector machine (PSO-SVM) is used for classifying and recognizing obstacles. On block data set B containing multi-view and multi-scale obstacle images, the recognition rate of this method can reach up to 86.2%, which shows the effectiveness of weighted fusion of global and local features. On data set A containing complete images of different distances, the detection success rate of long-distance obstacles can reach 80.2%. The validity of the proposed method based on structural constraints and feature fusion is verified.

Resumen
Development of low-cost robots with the capability to detect and avoid obstacles along their path is essential for autonomous navigation. These robots have limited computational resources and payload capacity. Further, existing direct range-finding methods have the trade-off of complexity against range. In this paper, we propose a vision-based system for obstacle detection which is lightweight and useful for low-cost robots. Currently, monocular vision approaches used in the literature suffer from various environmental constraints such as texture and color. To mitigate these limitations, a novel algorithm is proposed, termed as Pyramid Histogram of Oriented Optical Flow ([Formula: see text]-HOOF), which distinctly captures motion vectors from local image patches and provides a robust descriptor capable of discriminating obstacles from nonobstacles. A support vector machine (SVM) classifier that uses [Formula: see text]-HOOF for real-time obstacle classification is utilized. To avoid obstacles, a behavior-based collision avoidance mechanism is designed that updates the probability of encountering an obstacle while navigating. The proposed approach depends only on the relative motion of the robot with respect to its surroundings, and therefore is suitable for both indoor and outdoor applications and has been validated through simulated and hardware experiments.

Despite its theoretical prominence and sound principles, integrated pest management (IPM) continues to suffer from anemic adoption rates in developing countries. To shed light on the reasons, we surveyed the opinions of a large and diverse pool of IPM professionals and practitioners from 96 countries by using structured concept mapping. The first phase of this method elicited 413 open-ended responses on perceived obstacles to IPM. Analysis of responses revealed 51 unique statements on obstacles, the most frequent of which was “insufficient training and technical support to farmers.” Cluster analyses, based on participant opinions, grouped these unique statements into six themes: research weaknesses, outreach weaknesses, IPM weaknesses, farmer weaknesses, pesticide industry interference, and weak adoption incentives. Subsequently, 163 participants rated the obstacles expressed in the 51 unique statements according to importance and remediation difficulty. Respondents from developing countries and high-income countries rated the obstacles differently. As a group, developing-country respondents rated “IPM requires collective action within a farming community” as their top obstacle to IPM adoption. Respondents from high-income countries prioritized instead the “shortage of well-qualified IPM experts and extensionists.” Differential prioritization was also evident among developing-country regions, and when obstacle statements were grouped into themes. Results highlighted the need to improve the participation of stakeholders from developing countries in the IPM adoption debate, and also to situate the debate within specific regional contexts.

Resumen
This qualitative study sought to identify the academic and social challenges that Latino men encountered during college as well as understand how Latino men utilized coping responses to overcome those obstacles. Latino men in this study most often encountered four major academic and social obstacles during their college experience: over involvement with on-campus organizations, academic preparedness, family influence, and building a support system. To cope with these challenges, study participants often chose to cope internally with obstacles, rather than reaching out and utilizing support systems. The men who utilized support systems to cope with their challenges relied mainly on college peers and mentors.

Resumen
“Augmented reality” (AR) is presented as technology that harmonizes, in real time and with user collaboration, digital information with physical information through different technological supports. Such are AR possibilities, that when it is incorporated into teaching, students show high satisfaction rates and positive attitudes for its use, but at the same time, a series of limitations and obstacles can be noticed. As an attempt to investigate the technical, curricular and organizational difficulties of AR incorporation in training contexts, an instrument “AR obstacle questionnaire” (CORA) was designed, which in turn was administered to a total of 264 subject experts for validation through the Delphi method, subsequently applying the “K coefficient” (K = ½ Kc (knowledge coefficient) + Ka (argumentation coefficient)), selecting those experts who obtained a ≥ 0,8 score in the coefficient. Among the results obtained in the study we manage to point out the main obstacles involving AR implementation into university education: the lack of teacher training and improvement, the few educational experiences found, lack of conceptual foundation, limited educational research and lack of institutional support.

Resumen
This study investigated the effect of obstacles of different heights on task performance and compensatory movements of six individuals with a body mass index (BMI) ≥ 30kg/m2. Obstacle heights were increased from 36cm to 66cm in 5cm increments using a method of limits. Video-based task analysis was used to develop a conceptual model of obstacle clearance and compensatory movements in response to the postural challenge of increasing obstacle heights. Results from the task analysis were used to identify temporal and kinematic performance measures of dynamic balance and postural control. Changes in obstacle clearance performance and compensatory movements may indicate heightened fall risk and could be mitigated by accessible design and assistive support features in the environment.

Resumen
Entrepreneurship reinforces the economic growth of a country. Therefore, most countries, especially developing ones, are striving to create new policies and implement actions in order to support entrepreneurial processes through the establishment of a business-friendly environment. However, there are still many obstacles facing entrepreneurs in these countries. The aim of this paper is to locate the most common barriers to entrepreneurial processes in Albania, Georgia, Morocco, Nigeria, and Pakistan. Data from officials in 149 companies were collected through questionnaire dissemination from October to December 2015. The company officials have been asked several questions, among which, to rate the obstacles listed, starting from the ones they perceive to be most restrictive for their businesses. Most of the companies examined were small and medium size companies, SMEs. Both a descriptive analysis and a comparative analysis of the data were applied, in order to check the accuracy of the hypothesis established. It was found that state policy towards SMEs and political instability/corruption are the most common obstacles to entrepreneurship in these developing countries. Also, tax policy was also considered as an obstacle to entrepreneurship.

Resumen
Everyone wants success. To achieve it, there are many supporting factors. Some can run well, but some can become obstacles. The success of the hadith scholars also do not escape from those obstacles. The economic factor is an example of their obstacles. However, they do not make it as a problem in thier study. From those different economic factors which make them success, it then creates some questions. How are their condition in their studies? Is economic condition a problem? What are the evidences, so they are said to be successful? And what are the factors that make them success? In this study, the author tries to find the authentic sources in tracing their lifes in trusted books, so the authors find that the economy is not an obstacle for them. Their success was also obtained from several factors including the recognition of the scholars, the book they wrote, the success factors in the Diwan Al Imam Al-Shafi'i, the piety and the support from their closest people.

Resumen
Purpose This paper aims to investigate nurses’ experiences of leadership within health care in the Republic of Ireland. Design/methodology/approach This mainly qualitative study made use of a mail survey sent to a random national selection of registered nurses. Participants were asked to provide narrative descriptors of good nursing leadership and identify obstacles to such leadership. Findings Participants mainly provided examples of nursing leadership within a hierarchical context (concentrated leadership), such as meeting organisational goals and decision-making. While elements of distributed leadership were mentioned (good communication, providing help and support), they were mainly described as part of formal management roles, rather than leadership. Observed obstacles to developing nursing leadership included high workload, lack of support from management and peers, limited opportunities to gain experience, lack of education/training and poor work environments. Research limitations/implications The small sample (n = 72) limits generalisation. A wider interdisciplinary effort to address experiences with nursing leadership in Ireland may be needed to inform health services of the issues from a broader perspective. Practical implications The findings suggest that development of nursing leadership in Ireland may still be in its infancy, and that several obstacles need to be overcome. Originality/value Very few studies have addressed narratives from nurses regarding personal experiences with nursing leadership. The examples provided by participants have yielded significant insight into the issues they encounter, which are reflective of health care elsewhere.

Resumen
The small projects sector suffers from many constraints, especially in terms of the financial side due to weakness in the finance, the problem of the study occurs based on the presence of obstacles in financing small projects by Jordanian Commercial Banks (Banking Obstacles, Small Projects Obstacles, and Governmental Obstacles). Thus, the study seeks to identify those obstacles, and it founded there is a significant statistical impact of the obstacles (Banking obstacles, Small projects Obstacles, Governmental obstacles) on the financing of small projects by Jordanian commercial banks. Also, there is a good statistical relationship between the obstacles (Banking obstacles, Small projects Obstacles, Governmental obstacles) and the financing of small projects by Jordanian commercial bank. The study recommended that the central bank should make laws that force banks to set aside a portion of the loans portfolio to small projects. Also, there is a need for the government to provide support to small projects, specifically in the training of the human resources and in the making of an economic feasibility study.

Resumen
The transfer of a business to the next generation is a very important issue entailing several different social and economic influences. Failed business successions cause a loss of jobs, company knowledge and innovation potential. Creating an environment where business transfer is supported should therefore be of major importance for company owners and for policy makers. For better succession planning it is important to know the obstacles and challenges associated with business succession. Especially Eastern European countries face many challenges as these countries have no experience in business succession. To analyze the obstacles and challenges of business succession in Central Europe, three Eastern countries (CZ, SK and PL) with no experience in business succession were analyzed and compared to Austria where half of family businesses are at least in their second generation. Literature analysis and two focus groups with stakeholders (local public authorities and private entrepreneurs) were undertaken in all four countries. The results show that one of the main obstacles and challenges for business succession is the absence of a successor. Especially in Austria, this is recognized as the main obstacle. The Eastern countries (CZ, SK and PL) face different challenges to Austria that can mainly be explained by the lack of experience and supporting schemes for business succession. Especially knowledge and awareness related obstacles play an important role in Eastern European countries. Business succession is an individual process involving many emotions; therefore psychological and social issues are perceived as a huge obstacle in each analyzed country. Austria has a lot of experience with successful business transfers and offers various support mechanisms. However, many similar problems to Eastern countries were detected. A change of the business succession environment and the raising of awareness of the topic is therefore necessary in all investigated countries.

Texto completo
Resumen
The autonomous underwater vehicle (AUV) and the problems associated with its safe navigation have been studied for the last two decades. The real-time underwater obstacle recognition procedure still has many complications associated with it and the issue becomes worse with vague sensor data. These problems can be coped with the merger of a robust classification mechanism and a domain knowledge acquisition technique. In this paper, we introduce a hybrid mechanism to recognize underwater obstacles for AUV based on fuzzy domain ontology and support vector machine (SVM). SVM is an efficient algorithm that was developed for recognizing 3D object in recent years and is a new generation learning system based on recent advances in statistical learning theory. The amalgamation of fuzzy domain ontology with SVM boosts the performance of the obstacle recognition module by providing the timely semantic domain information of the surrounding circumstances. Also the reasoning ability of the fuzzy domain ontology can expedite the obstacle avoidance process. In order to evaluate the performance of the system, we developed a prototype simulator based on OpenGL and VC++. We compared the outcomes of our proposed technique with backpropagation algorithm and classic SVM based techniques.

Resumen
Purpose – The purpose of this paper is to identify the obstacles encountered by current and potential entrepreneurs. The authors explore the areas associated with starting and running a business in which entrepreneurs find difficulties. Furthermore, the authors explore which entrepreneurs experience most difficulties. What issues do entrepreneurs in different sectors need help with? What issues do entrepreneurs with different current positions in the labor market need help with? Design/methodology/approach – The authors use a unique database that includes information regarding the questions that entrepreneurs ask when they call a government helpline established to provide information about how to start and run a business. The database consists of more than 30,000 observations during the period from 2005 to 2009. Findings – The results indicate that aside from general questions and concerns, taxes, laws and permits are the issues with which entrepreneurs most frequently need help. The authors do not find any gender differences regarding the need for help. Currently or future unemployed entrepreneurs more often need help related to financing, grants and business plans. Self-employed entrepreneurs need help with issues related to operating the firm, such as questions regarding employment, accounting, permits and laws. Originality/value – The research provides unique insights into the problems that entrepreneurs encounter during the entrepreneurial process. Hence, the paper identifies areas in which better or additional counseling and support from public policy agencies may be needed to improve the development and performance of new ventures.
