The present paper focuses on the role covered by dynamic models as support for the decision-making process in the evaluation of policies and actions for increasing the resilience of cities and territories. In recent decades, urban resilience has been recognized as a dynamic and multidimensional phenomenon that characterizes urban and metropolitan area dynamics. Therefore, it may be considered a fundamental aspect of urban and territorial planning. The employment of quantitative methods, such as dynamic models, is useful for the prediction of the dynamic behavior of territories and of their resilience. The present work discusses the system dynamics model and the Lotka–Volterra cooperative systems and shows how these models can aid technicians in resilience assessment and also decision makers in the definition of policies and actions, especially if integrated in wide evaluation frameworks for urban resilience achievements. This paper aims to provide an epistemological perspective of the application of dynamic models in resilience assessment, underlying the possible contribution to this issue through the analysis of a real case study and methodological framework. The main objective of this work is to lay the basis for future compared applications of these two models to the same case study.

Basic grounds of the concept of the landscape-dynamic analysis are considered. The key notions of this concept are landscape site and long-term state of landscape. The typology of natural landscape sites of taiga of the European Russia Northwest are carried out, that includes 36 types and more than 60 kinds of sites. Application of landscape-dynamic approach (including mapping of dynamics of landscapes) in territorial planning, forest management, environmental assessment of seaport complexes and communi-cations, design and conservation of landscapes of natural protected territories is considered. Our approach of localized industrial dynamics is based on the concept of collective learning, to the theory of which we have devoted the main thrust of our argument in this paper. In the first part of this paper, an attempt is made to reconcile analysis in terms of interindividual relations with interorganizational analysis, with a view to achieving a better understanding of territorial dynamics. This is done because it is impossible to avoid, on the one hand, individual actors and, on the other hand, the analysis of coordination modes between organizations if we are to grasp what is at stake in the ‘grey area of informal networks’ underlying territorial dynamics. In the second part, this theoretical approach will be found to be particularly helpful when it comes to analyzing territorial dynamics and, more especially, the links between large industrial groups and local innovative systems. Thus, we could widen the mesoanalytic approach which has been elaborated by French industrial economists.

Due to the rapid changes in the political, social, economic, demographic and legal aspects of the development of Ukraine, the vectorization of the further development of the territorial communities remains an important issue. Based on the available retrospective materials of the decentralization process in Ukraine, the purpose of the article is to systematize the available information on the dynamics of the development of territorial communities and the formation of problematic issues regarding the vision of the further development of communities. The modern legislation provided the support to communities that would be formed according to perspective plans for the formation of community territories, but in fact the law allowed communities to unite independently of the approved perspective plans, and in practice perspective plans often reflected already united communities. It is important that the administrative reform and the transition from individual settlements to the territorial communities took place quite dynamically and already at the first stage of the decentralization process it was possible to achieve significant successes. The overall result of the completion of the decentralization process was a new system of administrative-territorial organization at the basic level and sub-regional (district) levels. In 2020, there were 1,470 territorial communities instead of 11,250, and 136 districts instead of 490. Thus, as a result of the administrative reform, the number of communities decreased by 7.6 times and the number of districts by 3.6. There were 410 urban (including the city of Kyiv), 433 villages and 627 rural communities united in the territorial communities and included 443 cities, 1,960 villages and 26,261 villages. Similar statistics was provided for January 2022, before the start of the full-scale invasion. All components of decentralization process made it possible to talk about an important and well-founded name change: from an administrative-territorial unit, which is as impersonal as possible, to a territorial community, which has a clear connection to a certain area and citizens, who are the basis of further development. The analyzed materials and the determined dynamics of the development of the territorial communities can approve the correctness of the decentralization reforms. The permanent growth, which is confirmed in practice by increased revenues to community budgets, as well as positive demographic dynamics (in the period before the full-scale Russian invasion) are perfect indicators for decentralization process evaluation. Thus, differences in the size and number of territorial communities, demographic situation and resource provision continue to exist between regions. To make correct decisions, the process of further formation of capable communities needs to be reconsidered, which would take into account the peculiarities of the functioning of the territorial communities during the martial law. In this vector, it is worth considering the specifics of the communities that are currently located in the territory temporarily not under the control of Ukraine, which were under occupation for a certain time and are now de-occupied, as well as territorial communities that are in the zone of active hostilities. It is obvious that the directions of their development, taking into account the social, economic, spatial and resource components, will be different. In this process, new tasks regarding their reformatting and changing the boundaries may also appear, and therefore the general criterion indicators should be reviewed and clarified based on the above components.

In the Brazilian Amazon Region, the dynamics induced by public development policies contributed to the loss of 18% of the primary forest area by 2019, which is equivalent to 803,318 km². To minimize the impacts of land use on vegetation cover and meet social demands for access to land and preservation of natural resources, Conservation Units, Indigenous Lands and Settlement Projects were created in the 1970s. This paper aims to analyze the dynamics of deforestation from the perspective of territorial planning in the Amazon. For the analysis of the relationship between changes in the landscape and the land tenure structure, the territory was partitioned between the studied territorial categories, considering the accumulated deforestation until 2007 and the accumulated 2008-2019. The results show that 26% of the region's total deforestation is concentrated in these territories, with a participation of 24% in accumulated deforestation up to 2007 and 46% in the period 2008-2019.

Social innovation networks are increasingly recognized as key players in social innovation. Based on qualitative case-studies, this research analyses, through the dimensions of proximity, the Actor-Network Theory and collaborative innovation - the process by which networks develop social innovations with a public service aim and create territorial dynamics. The findings reveal two types of implementation strategies, which create social and institutional proximity. Innovation processes, although not exempt from controversies, provide a broad latitude for local actors to negotiate, to adapt and share common tools or to create ad hoc methods. Organizational and cognitive proximity ensure collaborative governance and creativity. Territorial innovation dynamics rely on existing resources but the creation of new interactions also shapes the territorial service offering.

The exploitation of yerba mate goes beyond economic issues, due to its insertion in a dynamic multidimensional territorial context. Therefore, the initial analysis of its construction occurs from the relations of the object/subject of study in the territory. The plot inherent to the territory is marked by the diversity of subjects, elements and dynamics that compose the territorialities, resulting in a complexity specific to each territorial clipping. This paper seeks to understand the territorial dynamics of the exploitation of yerba mate from the municipality of São Mateus do Sul, a territorial cutout located in the southeastern part of Paraná State, which, along with five other municipalities, has the recognition of the Geographical Indication (GI) of yerba mate. The data and information analyzed point to contradictions between the planted and harvested area and asymmetric relations between the groups involved in the process, in a complex and dynamic network.

The article is devoted to the development of the content of generalized maps on the history of administrative-territorial division. The purpose of such maps is to reflect the features of the space-time distribution of administrative changes.We have found that it is better to link indicators of dynamics to such spatial objects as the territories of modern administrative-territorial units (or the territory of historical administrative-territorial ones as of a certain date), to polygons of a single history of administrative membership, to administrative-territorial units as dynamic objects.Under the polygons of a single history of administrative ownership, we mean the territories identified during the analysis, all points within which belonged to the same administrative-territorial unit at any time during the analyzed period. Unlike polygons of the smallest common geometry (used in the method of space-time composites), such objects can be allocated for different periods of time and for different administrative levels.For such spatial objects, we propose to calculate and display on the map the number ofchanges in administrative ownership or the total duration of belonging to some administrative-territorial unit (usually, a high level). For larger static areas than the polygons of a single history of administrative affiliation, we suggest calculating and displaying on the map the indicator of administrative variability and the average duration of ownership. In our opinion, the indicator of administrative variability should consider the size of the analyzed territory, the number and volume of spatial changes. We have developed a formula for calculating such an indicator.The indicators that we calculate for historical administrative-territorial units on the map are dis- played within the static contour. However, these indicators are calculated for a dynamic object. These indicators are: the number of changes, the total number of changes in parameters, the total number of dates of change, the spatial configuration variability index, the area-weighted average area and its relation to the modern one. We propose to calculate the index of the variability of the configuration of the administrative-territorial unit as the sum of the relations of the areas of the reassigned territories to the areas of the administrative-territorial unit at the time before the change. Since different administrative-territorial units have different duration of existence, in our opinion, it is important to analyze not only the quantity but also the intensity of the changes. To reflect on the map the course of changes in the administrative-territorial unit in time, we developed a timeline-based chart.

Many ecosystems, from vegetation to biofilms, are composed of territorial populations that compete for both nutrients and physical space. What are the implications of such spatial organization for biodiversity? To address this question, we developed and analyzed a model of territorial resource competition. In the model, all species obey trade-offs inspired by biophysical constraints on metabolism; the species occupy nonoverlapping territories, while nutrients diffuse in space. We find that the nutrient diffusion time is an important control parameter for both biodiversity and the timescale of population dynamics. Interestingly, fast nutrient diffusion allows the populations of some species to fluctuate to zero, leading to extinctions. Moreover, territorial competition spontaneously gives rise to both multistability and the Allee effect (in which a minimum population is required for survival), so that small perturbations can have major ecological effects. While the assumption of trade-offs allows for the coexistence of more species than the number of nutrients—thus violating the principle of competitive exclusion—overall biodiversity is curbed by the domination of “oligotroph” species. Importantly, in contrast to well-mixed models, spatial structure renders diversity robust to inequalities in metabolic trade-offs. Our results suggest that territorial ecosystems can display high biodiversity and rich dynamics simply due to competition for resources in a spatial community.

The problems of interregional differentiation and territorial backwardness hamper economic growth, lead to imbalances in the spatial development of the Russian Federation and increase risks of forming backward territories. The presence of backward parts within a territorial system brings down the overall state policy's effectiveness because positive development dynamics in several parts of the territory cancels by the adverse processes in other parts of the territory. Therefore, the investigation of the conditions of territorial development as a spatial system and the identification of indicators of the increasing backwardness within this system is a fundamental problem of state regional policy-making. It is worthwhile identifying risks of forming territorial backwardness earlier when accurate management's decisions can be undertaken with the higher effectiveness and smaller recourses. To this end, monitoring of the social and economic developments based upon an informative system of indicators revealing not only the present status of performance of the region but also its dynamics in terms of the determinant of the territorial backwardness. The article presents the author's approach to the assessment of territorial backwardness featured with taking into account the conditions of maintaining and reproducing high-quality human capital as a critical driver of regional development. Given the national policy's priorities towards the advanced social and economic development of the Far East of Russia, the proposed approach has been tested on the Far-Eastern regions.

In existing theories of revolution, the state is narrowly defined as an administrative entity, and state breakdown simply refers to the disintegration of a given political regime. But this narrow definition cannot deal with this question: Why, in a revolutionary situation, do some states become fragmented and others remain unified? I would therefore argue for the broadening of the concept of state breakdown to include the territorial power of the state and to treat the latter as a key analytical dimension in the study of state fragmentation. The dynamics of territorial state power involve the control of critical territories and valuable resources associated with the spatial position of a given state in the interstate system. A strong territorial state is able to maintain its organizational coerciveness and territorial integrity, whereas a weak territorial state is vulnerable to fragmentation. The overall state crisis derives from the accumulated effects of geopolitical strain by which territorial fragmentation unfolds.

Population growth rate in long-lived bird species is often most sensitive to changes in adult survival. Sandhill Cranes (Antigone canadensis (Linnaeus, 1758)) have long life spans, small broods, and delayed first reproduction. Only territorial adult Sandhill Cranes participate in breeding, and territory acquisition reflects the interplay between the availability of suitable territories and the variation in mortality of adult birds occupying those territories. We estimated vital rates of a population at equilibrium using long-term resightings data (2000–2014; n = 451 marked individuals) in a multistate mark–resight model and used a stage-structured projection matrix to assess how strongly territorial adult survival affects population growth rate. Elasticity analysis indicated territorial birds surviving and retaining territories had a 2.58 times greater impact on population growth compared with the next most important transition rate (survival of nonterritorial adults remaining nonterritorial). Knowing how changes in vital rates of various stage classes will differentially impact population growth rate allows for targeted management actions including encouraging growth in recovering populations, assessing opportunity for recreational harvest, or maintaining populations at a desired level. This study also highlights the value of collecting demographic data for all population segments, from which one can derive reproductive output or growth rate.

In the conditions of the relevant in modern Russian space problem of social and inter-budget transfers and limited resources that can be used for fulfilling social goals and needs, one of the primary tasks of regional social policy becomes the identification of priority vectors of administrative influence. Thus stresses the need for the algorithm or methodology that would focus on assessment of the degree of balance of social and economic processes unfolding in different territorial entities, as well as determine the “tender” points and priorities of social reforms depending on the peculiarities of development of specific territories. The object of this research is the socioeconomic processes of territorial entities. The subject is the factors of the quality of life within the territorial entities. The empirical base relies on the data of the Federal State Statistics Service. Secondary data analysis is carried out. The article presents an overview of the theoretical-methodological and methodical foundations for assessment of the level of social development of the territories. An attempt of comprehensive assessment of social dynamics in the regions based on definition of the index of sociality of the regions is presented. The methodology offered in this article was tested on the subjects of Volga Federal District, allowed determining the key trends in social development of these territories, as well as tracing the interregional dynamics.

Tourism under global capitalism often uses territories in ways that conceal the negative impact on the territorial-heritage. This heritage is vital for preserving traditional markets and providing economic opportunities for impoverished communities in Latin America. This article aims to examine the factors that contribute to the resilience of territorial-heritage dynamics in traditional markets amid the growing pressure from tourism in the historical metropolitan sites of Coyoacán (Mexico City) and La Perseverancia (Bogotá, Colombia). It was found that the former site is at risk of losing its status, while the latter has experienced its complete disappearance. This research employs a mixed methodological design, including direct observations, semi structured interviews, and thematic mapping of the market’s urban sectors. El capitalismo global impone usos territoriales turísticos que ocultan sus consecuencias negativas al patrimonio-territorial, que es la razón de la preservación histórica de los mercados tradicionales y alternativa económica para los sujetos empobrecidos de América Latina. El objetivo de este artículo es analizar las condiciones de permanencia del patrimonio-territorial en tales mercados, en el proceso de intensificación del uso turístico del territorio en los sitios históricos metropolitanos de Coyoacán (Ciudad de México) y La Perseverancia (Bogotá, Colombia), encontrando un riesgo de pérdida en el primer caso y su evidente desaparición en el segundo caso. Se adopta un diseño metodológico de orden mixto, con observación directa, entrevistas semiestructuradas y elaboración de cartografía temática sobre el territorio usado en los sectores urbanos de los mercados.

Territories as relational geographical constructs are in constant formation and reformation, or rescaling, which results in spatial typologies of complex governance. The voting containers of a territory are merely one typology, often not matching the numerous functions within the other typologies. Under the assumption that voting containers are politically fixed, governance that adapts to the dynamics of territorial rescaling is required. This paper explores the relationship between territorial rescaling and polycentric governance in Albania. It concludes that polycentric governance can enable cooperation and efficiency throughout rescaling, assuming some conditions are in place for addressing the polycentricity gap.

In the current article the analysis of prerequisites for forming and developing of rural territories of Ararat natural economic region of Armenia is presented, particularly concerning rural settlements and distribution of population. Issues concerning territorial differences and peculiarities of rural territories are discussed. Dynamics of population and settlements count in the region is presented for 1926–2015. Actual socioeconomic problems of rural territories of the region are highlighted.

Bearing in mind the relationships between the territorial management and the achievement of sustainable development, studies regarding the land use changes are seen as pivotal. What is more, they can also enable us to understand the dynamics and variables for proper territorial management. Therefore, a retrospective study has been carried out regarding the land use changes in the Polish territory in the years: 1990, 2000, and 2012, by means of GIS (Geographic Information Systems) tools such as the CLC (Corine Land Cover). Moreover, and considering the complex dynamics, patterns, and particularities that territories presents, a deep analysis of those land uses is critical for the identification of barriers and opportunities for long-term sustained development. The study enabled us to identify the land use changes in the last decades in the Polish territory—allowing us to establish a relationship and identification of the associated barriers and opportunities within the socioeconomic sphere.

Efficiency of public authorities’ decentralization in Ukraine depends on the coherent reforming, development and activity of three social subsystems: public management, local governance, civil society. Reforming of local governance and authorities’ territorial organization based on decentralization causes new managerial challenges for central and regional authorities and local governments, including the united territorial communities (UTCs), which acquire new much broader competences and stronger financial capacity. The paper aims to define the ways to provide sustainable balanced development of united territorial communities based on the analysis of the dynamics of their forming and the rates of their efficiency. The dynamics of forming of united territorial communities is analyzed. The author reveals that it is stipulated to a great extent by the fact that law provides only for voluntary consolidation, which will further slow the process down and cause some problems. The paper explains the statement that maximum attraction of civil society institutions and business representatives to cooperation on partnership basis is an important way to improve the efficiency of local governance and form the capacity of territorial communities. The author notes that the substantial gap in the efficiency of united territorial communities is stipulated by their initial conditions and the level of available management. The paper proves that achievement of financial capacity for territorial communities is possible through filling the local budgets with revenues from single tax, fuel excise, land fee and other own income rather than solely through individual tax. The priority activity directions of local governments on strengthening of financial stability and independence of local budgets are defined. The role of prediction of changes in the structure of territories’ population in spatial development for securing of sustainable balanced development of united territorial communities is determined.

Since a solution towards carbon neutrality in already highly populated territories that does not profoundly alter the territories has not yet been found, territorial acupuncture, a new methodology presented in this paper, proposes a solution to this challenge and simultaneously helps to counter the dysfunctional dichotomy between large urban centres and small towns. The aim of this study is therefore to present this new concept and its operation. Hence, a phased study was carried out. Territorial acupuncture is the result of merging different theories and practices, such as Biourbanism, urban acupuncture, and energy community design. For Territorial Acupuncture, the territory is conceived as a single organism and, just like acupuncture in traditional Chinese medicine, punctual interventions (in this case, interconnected energy communities) would benefit the entire territory organism. To make the theory work properly, it will be necessary to carry out multi-scalar and multi-disciplinary analyses over the entire territory to identify the intervention points and then proceed to the design and interconnection of the individual district. Thus, Territorial Acupuncture provides a new approach to the resilience of densely populated territories, which, through punctual interventions on a district scale, benefits the entire territory by modifying energy, socio-economic, and environmental dynamics.

The experience of the countries of the European Union shows that the driving force behind their social and economic development is local self-government, in Ukraine it is territorial communities. Decentralization reform should ensure that local governments are able to independently resolve all local issues with their own resources. The problem of financial provision of territorial communities is of particular relevance in the context of financial instability in the country. The methodological basis of the study was: a systematic approach - for the theoretical definition of the essence of the financial support of territorial communities and their assessment; methods of comparative analysis and synthesis - to identify patterns of financial support and the structure of budgetary resources of territorial communities; statistical methods for assessing the effectiveness of financial support for territorial communities; graphic - to display the main trends in the formation of monetary resources of territorial communities. To analyze the dynamics of financial provision of TC in Ukraine, statistical data for the last 5 years were used. The article considers the impact of decentralization on the financial support of territorial communities. Its advantages and disadvantages are determined. The filling of local budgets in Ukraine in the conditions of decentralization is analyzed. It was studied that own revenues of local budgets have been constantly growing during 2016-2020, which positively characterizes the introduction of decentralization. Although, compared to 2019, the total revenues of local budgets reduced due to a decrease in transfers from the state budget. The dynamics and structure of interbudgetary transfers in 2016-2020 are analyzed. The mechanism of equalization and receipt of basic subsidies is considered. The main sources of formation of incomes of local budgets are determined. The importance in the structure of incomes of territorial communities of the tax on the income of individuals is noted. An evaluation model of the sufficiency of financial support for territorial communities is considered and a ranked series of territorial units is constructed. The problems of the financial support system for territorial communities due to the existence of post-conflict and temporarily occupied territories are identified. Directions for improving the financial provision of territorial communities are proposed and alternative sources of funds for the budgets of territorial communities are considered.

The forestry economy tends to become a privileged way of development, making it possible to offer to the territories in mutation an alternative means of production. Algeria has been trying since 2008 (in accordance with the master plan for natural areas and protected areas) a forest policy that takes into account the multiple roles that the forest can play : protection, production and social promotion. This work aims to study the process of valorization of forest resources in territory of Saida. The process is based mainly on two advances : the exhaustive identification of resources and the development of valorization mode. These advances can not be maintained, unless, a territorial dynamic associating the actors of the sector of the forests and the actors of the territory, will be created. An entry by the territory, the resources and territorial development is privileged. This theoretical entry is illustrated by a comprehensive approach based on the analysis of stakeholder surveys and articulated with quantitative analysis. This analysis conclude that the territorial dynamics are absent at the level of the territory , which has led to an under-exploitation of resources.

The revitalization and functioning of territorial communities in wartime requires special attention from scientists and specialists due to the postponement of the necessary methodological support and complete statistical data, which leads to the search for new approaches and methods. The aim of the article is to determine the rating and gradient of efficiency of functioning of territorial communities of Luhansk and Donetsk regions in the conditions of war. Methods used in the study: comparative analysis, gradient, detailing and generalization, rating and grouping, etc. The hypothesis of the study was the assumption that it is expedient to assess the functioning of territorial communities by means of their rating and calculation of the efficiency gradient. Presentation of the main material: Given the diversity of living conditions of the territorial communities of Luhansk and Donetsk regions, effective management of their daily functioning, development or recovery requires taking into account the characteristics of each community, which were consolidated into three blocks: territorial and security; operational and priority-oriented block of features. The article builds a rating efficiency of the functioning of territorial communities in the dynamics for 2022-2023. for territorial communities of Luhansk Oblast and Donetsk Oblast with structuring according to the spatial and security type. Based on the data obtained, an efficiency gradient for the temporarily occupied territorial communities, a gradient of the efficiency of the functioning of recovery territories and depopulated communities of Luhansk and Donetsk regions for 2022-2023 were built. The originality and practical significance of the study lies in the comprehensive application of ratings and the gradient of efficiency of the functioning of territorial communities of Luhansk and Donetsk regions for 2022-2023, that is, during the war. Conclusions. Quantification of the results of the overall rating calculated in dynamics made it possible to identify certain highly efficient, effective, ineffective or inefficient communities, forming a gradient of efficiency. In turn, its additional analysis, taking into account the type of territory (recovery areas, depopulated communities and temporarily occupied territories), became the basis for determining the main triggers for changes in socio-economic efficiency. Further research - the identified trigger points (community indicators) will allow to form an array of substantiated recommendations or proposals to improve the socio-economic efficiency of the functioning of communities in Luhansk and Donetsk regions in wartime and post-war times for each type of territory, which will be the object of further research.

The article presents theoretical and practical recommendations for the formation of integrated territorial structures that have a significant impact on the development of domestic tourism in the context of active transformations of the modern economy. The integration processes of territories have been studied, which imply a complication of management, especially when it comes to the interaction of territories when going beyond administrative boundaries. It is justified that territorial tourist associations make it possible to quite successfully carry out the socio-economic development of both individual territories as part of an integrated structure, and the maintenance and development of domestic tourism in a certain regional location. In relation to the tourist territories of the Krasnodar Krai, the concepts of managing the resort territories of the Sochi-Tuapse territorial tourist association have been formed, based on both a single-circuit and a double-circuit construction. Within the framework of the management of resort areas, three scenarios for the development of the territories of the Sochi-Tuapse territorial association have been identified, providing for both the autonomous development of resort areas and functioning in the context of the implementation of the contractual management model and within the framework of a single strategy at the regional level. Each scenario was evaluated by automated linear regression by selected predictors, which made it possible to calculate the integration effect based on the dynamics of indicators of the volume of tourist and recreational services. The relevance of the study is also determined by the fact that for the implementation of measures to develop mechanisms for the development and management of territorial integrated structures, and in particular such a form as agglomeration, the Government of the Russian Federation even developed an appropriate roadmap, but did not have official approval, although from time to time it is still being adjusted.

In the conditions of a market economy and private investments, the forms of regional development and governance are changing significantly. However, the processes of territorial division of labor and territorial-production complex formation, economic regional formation remain there. It is necessary to study their new forms and mechanisms. The author highlights the following directions of the socio- economic-geographical researches focused on practical use, namely: the study of the structure and dynamics of territorial socio-economic systems as a portion of integral geosystems; development of methods for multilevel assessment of the inclusion (exclusion) of certain social and economic components in the structures of such systems; development of regional programs and relevant geographic information systems for sustainable development; development of the theory and methods of territorial organization, covering the population, economy and natural-technogenic territorial structures, assessment of a territory’s potential, monitoring of regional development. The spatial development of different-level territories is considered as an important area of economic and geographical research aimed at obtaining of applied results. At the same time, the following geographical factors should be covered and assessed namely: geographical location, including economic and geographical one, territorial combinations of natural conditions and resources, existing territorial patterns of the economy and population., There is always a combination of geographic factors within certain territories which determines many of the features and properties of spatial patterns and spatial development. Their quantitative measurement and comparison makes it possible to obtain estimates of the potential of a territory, which are of great practical importance.

No espaço agrário ela produz a modificação da mercadoria agrícola em commodity, subvertendo as lógicas locais e as coerências internas dos lugares e regiões. As transformações territoriais em Rondônia derivadas do processo de globalização resultam na modernização da base técnica da agricultura e nos processos que espessam as interdependências do campo-cidade, configurando a região do agronegócio da soja com a formação do meio técnico-científico-informacional. A hidrovia Madeira-Amazonas alicerça a fluidez territorial, condição imperativa para o avanço dos espaços da globalização. A produção de soja se consolida e instaura novas dinâmicas territoriais que modifica a geografia agrária e regional de Rondônia.

ABSTRACT
Globalization constitutes on a vigorous process of social transformation, impacting on all regions of the world. Concerning the rural spaces, it introduces the modification of goods on commodities, subverting the local logics and internal coherences of places and regions. The territorial transformations on Rondônia results of the modernization of technical structures of agriculture and on the processes that enlarges the interdependences of rural-urban regions, which configurates the agribusiness of soy with the formation of that technical-informational-scientific environment. The waterway of Madeira-Amazonas grounds the territorial fluidity, imperative condition for the advance of globalized spaces. The soy production consolidates and imposes new territorial dynamics which modifies the agrarian an regional geography of Rondônia.

La globalización constituye en proceso de transformación social vigoroso que afecta a todas las regiones del mundo. En espacio agrario produce modificación de las mercancías agrícolas en commodity, subvertindo la lógica local y coherencias internas de lugares y regiones. Las transformaciones territoriales en Rondônia resultan en la modernización de la base técnica de la agricultura y espessam las interdependencias del campo-ciudad, establecendo la región agroindustrial de soja con la formación del medio técnico-científico-informacional. La hidrovía Madeira-Amazonas funda la fluidez territorial, condición imprescindible para el avance de la globalización. La producción de soja se consolida y presenta nuevas dinámicas territoriales que modifica la Geografía Agraria y regional de Rondônia.

Земельные ресурсы (сельскохозяйственные угодья, пашни, луга, сенокосы и проч.) играют важную роль в развитии традиционного сельского хозяйства. Их дефицит ограничивается экономическую динамику, профицит - развивает. Но следует иметь в виду также и качество земельных ресурсов, которое еще в большей мере, чем их количество (площадь) оказывает влияние на динамику сельскохозяйственных процессов. Низкое качество требует дополнительных затрат, чтобы довести «землю» до необходимой кондиции, и таким образом, повышает все совокупные издержки на производство сельскохозяйственной продукции, напротив, высокое качество почвы (так называемое естественное плодородие) создает низкие совокупные издержки и следовательно, низкий уровень цен конечной продукции. Однако, в соответствие с общими принципами взаимодействия ресурсов, а также перелива капитала, территориальные различия стимулируют переливы капитала из одних территорий в другие и тем самым стимулируют выравнивание базисных условий развития сельского хозяйства. Последнее происходит в условиях отсутствия так называемых административных барьеров для свободного перемещения ресурсов между территориями. В условиях же, когда имеют место административные барьеры для свободного перемещения ресурсов, наблюдается не локальная, а общая стагнация развития сельского хозяйства. В статье сделана попытка понять состояние территориальной структурной динамики сельского хозяйства Северного Кавказа на основе наличия территориальных различий в структуре земельных ресурсов. Land resources (agricultural land, arable land, meadows, hayfields, etc.) play an important role in the development of traditional agriculture. Their deficit is limited to economic dynamics, while their surplus develops. But one should also bear in mind the quality of land resources, which even more than their quantity (area) influences the dynamics of agricultural processes. Poor quality requires additional costs to bring the «land» to the required condition, and thus increases the total cost of agricultural production, on the contrary, high quality soil (the so-called natural fertility) creates low total costs and, consequently, a low price level of the final products. However, in accordance with the general principles of resource interaction, as well as the overflow of capital, territorial differences stimulate the overflow of capital from one territory to another and thereby stimulate the equalization of the basic conditions for the development of agriculture. The latter occurs in the absence of so-called administrative barriers to the free movement of resources between territories. In conditions when there are administrative barriers to the free movement of resources, there is not a local, but a general stagnation in the development of agriculture. The article makes an attempt to understand the state of the territorial structural dynamics of agriculture in the North Caucasus based on the presence of territorial differences in the structure of land resources.

This article investigates the intersection between economic theory and sociology through a qualitative methodology, aiming to deepen the interdisciplinary debate between economics and the New Economic Sociology (NES). The analysis focuses on the contributions of Granovetter, Fligstein, and DiMaggio, highlighting how NES concepts can enrich the understanding of territorial development, especially regarding the role of social relations in territories. Sociologists, in turn, demonstrate diligence and creativity in addressing cultural and political issues concerning collective representations and social coercion, fundamental concepts that define institutions. Based on a robust set of authors and bibliographic references, the article seeks to complement the debate on NES. The research reveals that NES offers valuable insights for analyzing territorial dynamics and reinforces the importance of a territorial approach in formulating development strategies. In the end, the article demonstrates that the themes discussed by NES confirm the need for a more integrated territorial perspective in constructing sustainable development projects.

The way we produce food is at the heart of some of the current main global challenges. We are witnessing increasing social inequalities and the accentuation of hunger around the world, especially in Africa, Asia, Latin America, and the Caribbean. At the same time, malnutrition and effects of climate change are endangering both the health of people and nature, putting life and the planet itself at risk. In general, specialists agree that the solutions to the current crisis involve the transformation of hegemonic food production chains (globalized and industrialized) and the strengthening of more territorialized food systems. The present paper reflects on how the territorial approach (extensively promoted by the State in Latin America countries in the 21st century) can be collaboratively used to create territorial food markets that are more autonomous, sustainable, and connected with nature and territorial resources. Our hypothesis is that territorial development reinforces more sustainable food systems that increase the resilience of territories facing the current challenges of rural development. The methodology involves a thematic and selective literature review, the analysis of secondary indicators, and conducting online interviews. Our analysis focused on Latin America, one of the most advanced areas in territorial development policies. We situated our research in the Borborema Territory (Paraíba, Brazil), which is a significant case study for understanding the dynamics of territorialization (and deterritorialization) of agroecological production systems that are geared towards family farming. It is also, in our opinion, a concrete case that suggests how territorialized and more localized food systems show greater resilience in the face of adversity, which can be observed in the territorial actors’ ability to react to deterritorialization drivers that are emphasised in periods of crisis. Our main findings suggest that territorial development, by placing territory, resources, and territorial actors and institutions at the core of rural development strategies, reinforces territorialized food systems centred in small circuits of production–consumption. These alternative food systems not only contribute to social and environmental sustainability but enhance territorial development by expanding opportunities for territorial actors by diversifying the territorial economy and creating more crisis-resilient territories.

The uncontrolled territories(UT) attract the attention of an increasing number of researchers; however, mostpublications are devoted to only one typeof UTs – unrecognized states. The objective of this paper is to assess and analyzechanges in territory and population of allUTs in different macro-regions of the worldthrough 2006–2010 and 2014–2019. Fivemain directions of studies of such territoriesare identified and characterized. The authors distinguish several types and patternsof territorial control, propose a typology ofUTs and consider in detail the methodologyand difficulties of creating a correspondingdatabase. The aggravation of the geopolit ical situation in the second decade of the21thcentury led to an increase in the number of international conflicts and in the area and population of UTs in Asia, Africaand Europe. The de facto secession largelyaffected the vast zones of problematic statehood in Asia and Africa, where accordingto the authors’ estimates, about 45 millionand 138 million people live, respectively.The emergence of UTs is a special case of thefragmentation of the political space at different territorial levels – a consequence ofthe turbulent transformation of the worldgeopolitical order.

Cities are complex entities, reflecting an intricate system of relationships intertwined over time, development processes, and territorial planning, sustainability and management. Within this network of interactions among people and territories, the presence of territorial brands stands out. The central research question focuses on how the construction of an analytical framework can reveal intertwined power relations in a territory represented by territorial brands. The aim of this study is to develop and apply a unique analytical matrix, designed to highlight, and analyze the intricate power relations in a territory defined by territorial brands. Urban-geography and cultural studies approaches were incorporated into the case study methodology. Findings from the study revealed multiple layers of intertwined power relations in the territory, where territorial brands play the role of legitimizing mechanisms for the discourses of social actors in the produced territory. The conclusion emphasizes the effectiveness of the “territorial brand in regional development” matrix (TBRD) in highlighting the layers of power relations, as well as highlighting the contradictions between the local and the global in the space produced and represented by territorial brands. This study not only contributes to more effective territorial management but also enhances the understanding of the interaction between brand and territory, emphasizing the influence of these dynamics on the configuration and representation of urban space, including sustainability issues and their associated challenges.

The article deals with the territorial aspects of the population dynamics in rural localities of Volgograd region in 1969–2010 in connection with the regulatory documents of the strategic planning of spatial development of the Russian Federation. The analysis is based on data from population Censuses and materials from the State Archive of Volgograd Region. The significance of the population index for economic development is considered. The relationship between the population size and the natural and economic-geographical conditions of the territories is shown. A typology of rural settlements of Volgograd region in terms of population is developed that meets the objectives of the study. The dynamics of the population in all 1474 villages in the context of rural administrative districts, rural councils (settlements), and individual rural localities of Volgograd region are studied. The change in this indicator in the context of the administrative districts of the region is analyzed. The structure of the villages of the region by the number of residents is studied. The spatial distribution of settlements of different population levels in time dynamics is studied. The main features of the analysis of the cartographic diagram “The structure of the population and its changes in the villages of Volgograd region for 1969–2010” constructed by the authors are described. Forecast assumptions about the territorial development of rural settlements of Volgograd region are made. The considered processes in the structure of rural settlements by population allow us to predict in the near future unfavorable socio-demographic trends, in particular, the advanced optimization of education, health, and social services at the regional and municipal levels in territories with a high proportion of small villages. First of all, this applies to villages with a population of up to 200 people and 200–700 people, which were not previously included in industrial development programs.

The article defines the essence of the concept of "budget decentralization", reveals the main theoretical and legal aspects of the processes of budget decentralization, the peculiarities of reforming the administrative-territorial structure and the conditions for the formation of capable territorial communities. It is proved that the achievement of effective implementation of the budget decentralization reform is impossible without the formation of a financially viable grassroots administrative-territorial unit – the territorial community. The financial results of the activities of the united territorial communities of Ukraine, including: Poltava Region (Poltava Oblast) in 2015–2017 yrs. In the context of the united territorial communities of Poltava Region, the dynamics of income, expenditures and community surpluses / deficits were analyzed, incl. dynamics of income, expenditures per person in communities of Poltava region.
