AbstractOperation GRITROCK saw the first operational deployment of the Maritime In Transit Care team from the Role 2 (Enhanced) (R2(E)) Medical Treatment Facility, which is able to provide Damage Control Surgery and the limited holding of patients, situated on board RFA ARGUS. Whilst the Medical Emergency Response Team demonstrated the capability of advanced military Pre-Hospital Emergency Care (PHEC) on Op HERRICK, the need to provide a similar high level of care on contingency operations was recognised. Op GRITROCK allowed for the continued exploration of a maritime capability from an established R2(E) platform whilst providing medical evacuation capability for a significant population at risk distributed over a large Joint Operation Area. Although the patient load during the operation was low, key lessons were learnt and opportunities identified to further develop the newly recognised sub-speciality of PHEC, both medically and logistically, and these will be discussed in this article.

Since passenger demand in urban transit systems is asymmetrically distributed across different periods in a day and different geographic locations across the cities, the tradeoff between vehicle operating costs and service quality has been a persistent problem in transit operational design. The emerging modular vehicle technology offers us a new perspective to solve this problem. Based on this concept, we propose a variable-capacity operation approach with modular transits for shared-use corridors, in which both dispatch headway and vehicle capacity are decision variables. This problem is rigorously formulated as a mixed integer linear programming model that aims to minimize the overall system cost, including passenger waiting time costs and vehicle operating costs. Because the proposed model is linear, the state-of-the-art commercial solvers (e.g., Gurobi) can be used to obtain the optimal solution of the investigated problem. With numerical experiments, we demonstrate the feasibility of the mathematical model, verify the effectiveness of the proposed model in reducing overall system costs in transit systems, as well as the robustness of the proposed model with different parameter settings.

The development of urban rail transit is of great significance to the sustainable development of cities. However, the formulation of public norms of the urban rail transit train operation scheme lacks the corresponding theoretical support, rationality and scientificity. Therefore, based on the research on passenger flow conditions, this paper establishes an optimization model of express train operation and uses a heuristic genetic algorithm to solve it. In addition, this paper takes the Beijing Changping Line as an example to conduct empirical research. Results show that the optimization model established reduces the operation cost of operating enterprises, improves the capacity of urban rail transit, reduces travel time and maintains the full load rate of trains at a more comfortable level. This will improve the attractiveness of urban rail transit and promote benign interaction between operators and passengers. It will also provide a theoretical basis for formulating public norms of transit train operation, make it more scientific and reasonable and promote the development of urban rail transit.

With the urban rail transit becoming more and more networked, determining the departure time of last trains has been an important part for the urban rail transit network operations organization. First analyze two aspects of passengers and vehicles to determine reasonable time intervals of last trains, then analyze last train departure time optimization, minimizing the total loss in the transfer station as the objective to build the mathematical model, by adding and shifting line at the transfer station to reduce the connection direction loss, an auxiliary line being added or not according to the operating time so as to determine the final operation result. Finally, use the Beijing subway to verify and the result shows that the method has practical significance for the improvement of urban rail transit operation organization.

Resumen
Optimizing centralized dispatching of flexible feeder transit to provide transport and transfer services is important and theoretically challenging for real-world applications. Considering transfer coordination with regular public transit, a multiobjective optimization model that can output an operation plan containing vehicle routes and a timetable for a bus fleet is proposed. By establishing constraints for parameters such as maximum acceptable advance or delay time of transfer, rated passenger capacity, and maximum travel time of a single trip, the proposed model attempts to maximize the successful response ratio, minimize the passengers’ average time costs, and minimize the operating costs of a single passenger. A genetic algorithm was designed to solve the optimal solution, and computational experiments were conducted in a residential area in Beijing. Results reveal that the proposed model and algorithm can be applied in the operation of flexible feeder transit. Moreover, compared with the distributed dispatching method, the value of the optimal objective function in the proposed model was improved by 26%. Although the successful response ratio showed a 29.3% increase and the average passenger time cost showed a small drop, the operating costs per passenger were reduced by 30.7%. The different weight coefficients of the subobjective function and maximum acceptable advance or delay time of transfer could result in different optimal operation plans. Essentially, the optimization procedures for the successful response ratio and the operating costs are in the same direction, whereas the one for the passenger’ cost is in the opposite direction. However, operators should select appropriate values to optimize operation plans.

The MAGLEV 2000 (M2000) of Florida Corporation has designed magnetic levitation (maglev) and propulsion technology for high-speed intercity transportation systems capable of operating at speeds in excess of 300 mph. This high-speed technology can be adapted for slower-speed urban transit operations with operating speeds of 30 to 120 mph. M2000 preliminary baseline urban transit designs and essential criteria for a maglev technology to operate safely and efficiently in an urban transit environment are discussed. M2000 uses superconducting magnets on the vehicle, interacting with aluminum coils in the guideway for levitation, stability, and propulsion. The coils are completely encapsulated in polymer concrete panels, which are attached to the sides of a narrow-beam guideway. The vehicle straddles the beam with a 6-in.gap between the guideway surface and vehicle. Propulsion is provided through the linear synchronous motor coils and powered by alternating electrical current. The large clearance between vehicles and guideway with the superconducting M2000 magnet system ensures low-cost guideway construction because of more leeway with construction tolerances. These large clearances allow system operations under snow and ice conditions. The magnetic switch also allows for efficient off-line stations and permits increased train frequencies and operation of express trains without delays from locally stopping trains. Most of the components for a M2000 operating system have been constructed. A review is presented of manufacturing techniques, operating requirements, and performance results for a maglev transit project.

Accurate and real-time traffic and road weather information acquired using connected vehicle (CV) technologies can help commuters perform safe and reliable trips. A nationwide survey of transit operation managers/supervisors was conducted to assess the suitability for CV transit applications in improving the safety and mobility during winter weather. Almost all respondents expressed positive attitudes towards the potential of CV applications in improving winter transit travel and voiced their concerns over the safety consequences of CV equipment failure, potential of increased driver distraction, and reliability of system performance in poor weather. A concept of operations of CV applications for multimodal winter travel was developed. In the conceptual framework, route-specific road weather and traffic flow data will be used by the transit managers/supervisors to obtain real-time operational status, forecast operational routes and schedules, and assess operational performance. Subsequently, multimodal commuters can receive the road-weather and traffic-flow information as well as transit routes and schedule information.

With the increase and extension of urban rail transit lines, networked operation has become an inevitable trend of rail transit operations. Once an emergency occurs, it will cause operational delays; in serious cases, it may further lead to group safety incidents. Firstly, the sudden failure of rail transit is defined, statistical calculation is made according to the accumulated failure data, and then the sudden failures and average processing time are quantitatively calculated. Secondly, the time delay and propagation under the state of sudden failure are analyzed, on the basis of which the propagation and dissipation of time delay based on the single station failure cellular automata model and SIR model network based on multistation fault delay propagation are constructed. Finally, the reliability and accuracy of the model are verified by a case of rail transit in a city. The scheme in this paper can be used to estimate the scope of time and space delay under the sudden failure of rail transit and can provide the basis for the adjustment of traffic organization scheme and evacuation of passenger flow under the sudden failure.

In order to achieve joint operation among regional rail transit, urban rail transit and major bus lines, a joint operation coordination model was set up to optimize the joint operation, based on the analysis to the operation rules and cost of three mode of transit and passenger's travel cost. Thereafter, the standard genetic algorithm was used to test the application of this model with an example. And test results show that: the total cost and operating cost of joint operation system and passengers' waiting cost and transfer cost in the peak hour or in the flat peak hour are lower in the coordination state than in the non-coordination state; and passengers' travel cost are reduced more significantly than operation cost of joint coordination system. This can significantly increase passengers' satisfaction and it is very favorable to the operators' long-term operation and intelligent control.

The purpose of this study is to evaluate the sustainable operation of rail transit system. In rail transit system, as the most important aspect of negative entropy flow, the effective strategy can offset the increasing entropy of the system and make it have the characteristics of dissipative structure, so as to realize the sustainable operation. At first, this study constructs the Pressure-State-Response (PSR) model to evaluate the sustainable operation of rail transit system. In this PSR model, “pressure” is viewed as customer requirements, which answers the reasons for such changes in rail transit system; “state” refers to the state and environment of system activities, which can be described as the challenges of coping with system pressure; “response” describes the system’s actions to address the challenges posed by customer needs, namely operational strategies. Moreover, then, 13 pressure indices, five state indices and 11 response indices are summarized. In addition, based on quality function deployment (QFD), with 13 pressure indices as input variables, five state indices as customer requirements (CRs) of QFD and 11 response indices as technical attributes (TAs) of QFD, this study proposed the three-phase evaluation method of the sustainable operation of rail transit system to obtain the operational strategy (that is, negative entropy flow): The first phase is to verify that 13 pressure indices can be clustered into five state indices by fuzzy clustering analysis; The second phase is to get the weights of five state indices by evidential reasoning; The third phase is to rate the importance of 11 response indices by integrating fuzzy weighted average and expected value operator. Finally, the proposed model and method of evaluation are applied to the empirical analysis of Shanghai rail transit system. Finally, we come to the conclusion that Shanghai rail transit system should take priority from the following five aspects: “advancement of design standards”, “reliability of subway facilities”, “completeness of operational rules”, “standardization of management operation” and “rationality of passenger flow control”.

Mass rapid transit (MRT) is an efficient transportation mode that is urgently needed by a growing city such as Jakarta, Indonesia. However, limited research has attempted to evaluate the system’s current performance through a comprehensive, unit-based calculation of the costs of MRT operation and maintenance. This research aimed to develop a system for calculating and comparing MRT operation and maintenance costs per kilometer per year. The cost model has three components, namely, capital, operation cost, and maintenance cost, which are, respectively, calculated based on their percentage toward total cost. The cost model calculation determined that Jakarta MRT operation and maintenance costs total USD 8.44 million per kilometer per year. This result was compared to other countries’ MRT operations.

Fundamental transit service design in a number of small cities in Western Europe, which have reputationally good transit systems, is discussed. This work was the result of a transit study tour sponsored by the Transit Cooperative Research Program of TRB. Key differences between transit design practice in Europe and the United States include longer distances between stops, superior customer information at bus stops, more frequent service, and downtown schedule coordination in the European systems. The combination of low-floor buses, off-board fare collection, long distances between stops, and multiple boarding doors on buses enables these systems to carry a large number of customers without deteriorating schedule speed. Several transit systems have used imaginative methods of providing service in low-density markets such as sparsely settled areas and evening and weekend transit service. These include the use of group taxis that travel between downtown and bus stops in the rest of the city. Compared with U.S. transit systems of comparable size, European transit systems are more technology driven. Even small cities have traffic-signal preemption systems, schedule adherence systems, and off-board electronic fare collection technology. Possible application of some of these techniques to transit practice in the United States is discussed.

An advanced transit signal priority (TSP) control method is presented: it provides priority operation in response to real-time traffic and transit conditions. A high-performance online microscopic simulation model was developed for the purpose of predicting transit travel time along an intersection approach. The proposed method was evaluated through application to a hypothetical intersection with a nearside bus stop. The performance of the proposed method was compared with that of normal signal operation without TSP and a conventional signal priority method. The experimental results indicated that the developed method provided efficient and effective priority operation for both transit vehicles and automobiles. The proposed method significantly reduced transit vehicle delays as well as side-street traffic delay compared with conventional active priority control.

Behaviour of transportation means included fleet size and frequency of operation. The most interaction between public transportation and others traffic is in traffic congestion. In this paper, we studies different behaviour of passengers duration operation time in two points: in-station and in-vehicle. They are including: arrival rate of passengers, kinds of fare payment and waiting time. For illustrate behaviour of passengers on delays problem we survey they affects in bus operation. Hence, a case study based on an actual public bus operation in Tehran, Iran is used to demonstrate it.

The coordination between bus rapid transit (BRT) and feeder bus service is helpful in improving the operational efficiency and service level of urban public transport system. Therefore, a coordinated operation model of BRT and bus is intended to develop in this paper. The total costs are formulated and optimized by genetic algorithm. Moreover, the skip-stop BRT operation is considered when building the coordinated operation model. A case of the existing bus network in Beijing is studied, the proposed coordinated operation model of BRT and bus is applied, and the optimized headway and costs are obtained. The results show that the coordinated operation model could effectively decrease the total costs of the transit system and the transfer time of passengers. The results also suggest that the coordination between the skip-stop BRT and bus during peak hour is more effective than non-coordination operation.

With the rapid development of urban rail transit, passenger traffic is increasing, and obstacle violations are more frequent, and the safety of train operation under high-density traffic conditions is becoming more and more thought-provoking. In order to monitor the train operating environment in real time, this paper first adopts multi-sensing technology based on machine vision and lidar, which is used to collect video images and ranging data of the track area in real time, and then it performs image preprocessing and division of regions of interest on the collected video. Then, the obstacles in the region of interest are detected to obtain the geometric characteristics and position information of the obstacles. Finally, according to the danger level of the obstacles, determine the degree of impact on train operation , the automatic response mode and manual response mode of the signal system are used to transmit the detection results to the corresponding train to control train operation. Through simulation analysis and experimental verification, the detection accuracy and control performance of the detection method are confirmed, which provides safety guarantee for the train operation.

This study investigates the impacts of vehicular, operational, topological, and external parameters on the energy consumption (EC) of battery-electric buses (BEBs) in transit operation. Furthermore, the study develops a data-driven prediction model for BEB energy consumption in transit operation that considers these four parameters. A Simulink energy model is developed to estimate the EC rates and validated using the Altoona’s test real-world data. A full-factorial experiment is used to generate 907,199 scenarios for BEB operation informed by 120 real-world drive cycles. A multivariate multiple regression model was developed to predict BEB’s EC. The regression model explained more than 96% of the variation in the EC of the BEBs. The results show the significant impacts of road grade, the initial state of charge, road condition, passenger loading, driver aggressiveness, average speed, HVAC, and stop density on BEB’s energy consumption, each with a different magnitude. The study concluded that the optimal transit profile for BEB operation is associated with rolling grade and relatively lower stop density (one to two stops/km).

This paper presents the operation practices of Urban Rail Transit during the Word Expo 2010 period in Shanghai. The overall traffic strategy of the Expo and the role of urban rail transit system are first introduced. The focal points of this paper are operation schemes during the Expo, such as train arrangement, passenger flow organization, emergency response, and the coordination with other transport modes. The paper concludes that the Expo travel demand can be met well without sacrificing local urban daily traffic. To have a good linkage with other transport modes as well as the Expo, urban rail transit should play its role in the framework of overall traffic strategy. And in today’s international events, guidance measures including various media are more and more important in the transportation demand management. Practices in Shanghai also show that management of transit stations and information sharing among different public transport systems should be improved.

Public transit systems provide mobility for a large percentage of urban residents very cost-effectively and with minimum negative impact on the environment. ln spite of their vital and indispensable services; however , The majority of transit systems worldwide suffer from financial neglect and are forced to rely heavily on government subsidies for survival. In response to the rapidly shrinking funds and subsidy levels transit managements have to focus attention on ways to improve service operations. The management of public transit systems in Saudi Arabia is no exception to this trend. This study is aimed at evaluating the service performance of a sample of regular (fixed-route, fixed schedule) bus transit routes in Riyadh, Saudi Arabia. Utilizing a microcomputer-based program, the bus transit service operational measures of fare, headway, vehicle size and routing were analyzed. To account for the socio-economic and cultural differences of transit ridership in Riyadh, time/cost elasticities of demand as well as walk time and bus travel time parameters of the model were calibrated. Evaluation of the impact of changes in service operational measures suggested that no change in operational variables could improve the very low productivity of one of the sample study routes. A cost-reduction strategy which includes the use of smaller vehicles and less-frequent service runs should improve the low productivity of this route. Findings also indicated that a small increase in fare would pay for the total operation and maintenance costs of the other routes. The authors, however, do not recommend an increase in fare for a variety of reasons; the low income level of the captive riderships, the enormous financial resources of the country , and the multi-dimentional role of transit systems in providing urban mobility with minimum negative impacts on the environment.

In this paper, carbon emissions of a monorail transit are calculated using the method of whole life cycle, which can be divided into four stages: material manufacturing stage, construction stage, operation stage and demolition stage. In the operation phase, the units are PKT (Passenger Kilometers Travelled) and VKT (Vehicle Kilometers Travelled), while in other three stages, the unit is 1 km. The results show that the carbon emissions from the 1km length monorail are 6271.204 tons. In addition, in the operation stage, it is found that the PKT index and VKT index of Chongqing monorail transportation are 0.07468 and 3.31933 respectively, far lower than those of subways in the same city. For PKT indicators of other rail transits, from small to large, they are light rail, tram, subway, APM and maglev. As for VKT indicators, from small to large, they are tram, light rail, subway, APM and maglev. The PKT index of Beijing subway is the lowest compared with that of other cities.

Providing convenient transit services at reasonable cost is important for transit agencies. Timed transfers that schedule vehicles from various routes to arrive at some transfer stations simultaneously (or nearly so) can significantly reduce wait times in transit networks, while stochastic passenger flows and complex operating environments may reduce this improvement. Although transit priority methods have been applied in some high-density cities, operating delays may cause priority failures. This paper proposes a resilient schedule coordination method for a bus transit corridor, which analyzes link travel time, passenger loading delay, and priority signal intersection delay. It maximizes resilience based on realistic passenger flow volume, whether or not transit priority is provided. The data accuracy and result validity are improved with automatically collected data from multiple bus routes in a corridor. The Yan’an Road transit corridor in Shanghai is used as a case study. The results show that the proposed method can increase the system resilience by balancing operation cost and passenger-based cost. It also provides a guideline for realistic bus schedule coordination.

In order to improve the operating efficiency of the cross-aisles shuttle truck system and the responsiveness to the disturbance of the return task, this paper first proposes a dynamic task scheduling process for the shuttle truck, using an event trigger mechanism. Each time a warehouse return task is generated, the corresponding scheduling optimization algorithm is triggered according to the current task combination mode to re-optimize the task sequence. Secondly, a task sequencing model is established under three combined task modes: full outbound / full return tasks, task mode with in-transit return tasks under the compound operation mode, task mode without in-transit return tasks under the compound operation mode. A fast non-dominated sorting genetic algorithm scheduling algorithm with elite strategy for compound operation mode is proposed. Finally, MATLAB was used to compile the simulation experiment system. The simulation analysis results show that the method can effectively improve the system’s operating efficiency, which verifies the feasibility and effectiveness of the scheduling method.

This paper analyzes urban rail transit station from the perspective of system, and discusses the coordination and feedback relationships of passenger flow distribution between different facilities. By analyzing the law of the passenger flow, a system dynamics simulation model is established with the system dynamics software, Stella, and the limits of passenger capacity of Beijing Dongdan station is calculated under different conditions. These results provide bases for the management of transit operation.

A public transit system with multiple fixed bus lines faces non-uniform fluctuating passenger demand, both spatial and temporal. This non-uniformity warrants the use of public transit operational strategies to achieve efficiency. This study proposes a methodology for optimizing the operational integration of multiple bus lines to address the spatial non-uniformity of passenger demand by applying five operational strategies: full-route operation, short turn, limited stop, deadheading, and a mixture of either two or three of the latter three strategies. The operational strategies to be developed improve the efficiency of bus lines and accommodate the observed passenger demand in the most favorable manner, that is, through the consideration of passengers’ preferences with the objective of the minimum resulting cost. The methodology is first applied to a sample problem, and then to a real-life case study of multiple bus lines in Dalian, China. The results obtained demonstrate that the effectiveness of combined strategies is higher than that of any single strategy. In the real-life bus line case, a combination of strategies without considering deadheading trips saves four vehicles in comparison with the full-route operation scenario. The anticipated number of vehicles is further reduced by three by the introduction of the deadheading trip strategy, resulting in greater public transit system efficiency.

The results can conclude the potential security risks information, such as, the maximum early peak average daily transfer of Xizhimen station, the maximum passenger traffic of Line1 ,the maximum passenger traffic of the road network up to July and August, and the largest proportion of signal failure. Finally, the laws can be find out, and the specific prevention measures can be put forward for the management, which has a certain significance for the reduction of accidents, and can give some theoretical guidance to urban rail transit operations managers.

Tax payers money are been used every day in Ghana to establish public sector organizations. This is why the management of public sector organizations is important in sustainable development. The main objective of this study was to examine the factors leading to the collapse of Metro Mass Transit in Ghana. The study revealed literature on transportation, the role of the state in public transportation, the nature of Metro Mass Transit operations, management practice of Metro Mass Transit and challenges of the public transport system. The study purposively sampled sixty (60) respondents which comprises of 30 workers of Metro Mass Transit (10 Professional Drivers, 10 Senior Management Staff and 10 Junior Staff) and 30 passengers (comprising of 15 passengers from Metro Mass Transit, 5 passengers of OA Transport, 5 passengers of VIP Transport and 5 passengers from VISION Transport). The major findings of the study revealed that Metro Mass Transit offers scheduled trips on intercity and intra city route but does not offer quality transport services as private transport like OA, VIP and VISION does in Accra. The study also found out that passengers prefer private transport more to Metro Mass Transit because the workers have good communication skills as compared to the workers of Metro Mass Transit in Accra, Metro Mass Transit officials have inefficient managerial skills and therefore can’t meet the demands of their customers, Metro Mass Transit have inadequate operation buses, there is frequent breaking of Metro Mass Transit vehicles. The study recommends that the management of Metro Mass Transit should make proper use of Public Private Partnership. This can help in securing more buses to boost their operations. The study also recommends that the management of Metro Mass Transit should work on improving their management practices to enhance performance in other to meet the demand of their customers. Again the management of Metro Mass Transit should ensure that there is frequent maintenance of vehicles to enhance effective operations and also management must also try to maintain an optimum level of providing good communication and effective managerial skills in order to improve its operations. Real-time traffic signal optimization software was developed using object-oriented techniques based upon the SPPORT (Signal Priority Procedure for Optimization in Real Time) model. SPPORT is a rule-based model that provides specialized mechanisms for transit priority. Based upon a flexible discrete-event traffic simulator that realistically models the effects of transit operations on the general flow of traffic, and equipped with rules designed to provide effective transit priority while still giving appropriate consideration to other traffic, SPPORT generates signal timings to minimize an objective function in which transit vehicles may be weighted as deemed appropriate in relation to other traffic. In developing this software, the SPPORT model was extended to support user-defined intersection configurations, multiphase traffic signal operation, and a more advanced form of transit priority that considers both nearside and mid-block transit stop locations. The fundamental concepts of the SPPORT model and their relationships to the key components of the SPPORT software are the foci of this paper. An illustrative example and a set of simulation test results are also presented.

County transit is an important mode that connects the county center with the surrounding countryside. This paper addresses the problem of unreasonable transit network planning, inconvenient operational optimizations, and protections in the country transit network system to build the transfer optimization model of the county transit network. The model that maximizes the synchronization reach operates in the “end-point connection”, which is the most suitable layout mode by analyzing the characteristics of county transit passenger flow and for comparing different layout modes. Typical county-level cities in three urban agglomerations in China were chosen as cases to validate the effectiveness and practicability of the proposed model. The case results are compared and analyzed in terms of the network density, departure interval, county population, and economic development level, which give theoretical support for decision-making in the planning, construction, and operation management of public transportation in China’s counties.

The thrust of a recently published transportation vision for Toronto is focused largely on reducing automobile dependence via a number of interacting strategies, including the wide application of transit priority policies to improve transit competitiveness. This paper reports on quantifying the impacts of several transit priority schemes, with the streetcar operation along King Street in the heart of Toronto as a case study. Four scenarios were modelled in a micro simulation framework. They include the status quo (involving unconditional transit signal priority, already in operation), turning off existing transit signal priority, prohibiting all left turns, and finally prohibiting traffic from King Street. To quantify the impacts of any of the above scenarios, a set of common measures of effectiveness was used, including transit travel time and speed, effective headway, service frequency and person throughput, bunching, fleet size implications, and overall traffic and transit average speeds. The results show the relative merits of the four scenarios and two strategies for improving streetcar service along the King route are recommended. The first is to prohibit all left turns along the route, while the second, admittedly more aggressive, is to potentially transform the arterial into a transit mall accessible only to streetcars.Key words: transit signal priority, transit priority, signal control, microsimulation, streetcars.

Resumen
To improve first/last mile travel services between metro stations and communities, this study modeled and analyzed four kinds of feeder bus operation strategies in terms of travel time and accessibility. The analytical modeling was used to compare the travel times and the simulation experiments were used to compare the accessibilities of different operation strategies. The results showed that when the ratio between length and width of study area increases, the number of stops for the fixed route transit with fixed stops will increase. When the travel demand is low, the demand responsive transit with separate routes has the highest accessibility. When the travel demand is high, the fixed route transit with fixed stops provides the highest accessibility. In addition, the ratio of flows in two passenger directions has different influences on the four operation strategies. This study can provide guidance for feeder bus operation to improve public transportation attraction.

Resumen
Several low-cost, low-technology measures can upgrade service levels and reduce unit costs of operation on commuter railroads. By gradually implementing one-person operation and other techniques borrowed from rapid transit, busier commuter rail properties can emulate the frequency and comfort of such modern regional rail transit lines as the Port Authority Transit Corporation, Bay Area Rapid Transit, and the Washington Metro. Metra Electric (formerly the Illinois Central Electric) offers an example of how these measures might be implemented. In their heyday, the Illinois Central Electric and other commuter railroads provided service of similar quality to today’s regional rapid transit lines. Today these commuter lines operate at needlessly low levels of efficiency, but these measures should help commuter railroads develop their potential. The result should be a win-win situation: more efficiency for management, more jobs for labor (as a result of more frequent service), and more service for customers.
