Inizialmente vengono rintracciate varie correnti di questo discorso su diversi livelli discorsivi (politico, scientifico e mass mediale). L'analisi empirica si rivolge poi sul dibattito sull'ingresso della Turchia nell'Unione Europea svoltasi nei mass media tedeschi ed italiani. A questo scopo vengono analizzati articoli di respettivamente tre grandi quotidiani per ogni area discorsiva (Germania ed Italia) che trattano la questione dell'ingresso della Turchia nell'UE. The World Commission on Dams (WCD) reports that most of large-scale water development projects around the world fail to achieve their objectives for sustainable human development. Moreover, the EU has set as primary requirements for those states' candidates for full membership, regional stability and respect of human rights in their domestic policies. In 1989, Turkey implemented a multisectoral Water Development Project (GAP) to bring socio-economic development in its undeveloped Southeastern Anatolia region by exploiting the Euphrates and Tigris water. However, the GAP project not only has failed in meeting its objectives, but also has raised more obstacles for Turkey's full membership to the EU. The thesis assesses the GAP project in terms of progress of its objectives by scrutinizing the agriculturalenergy sector and the socio-economic status of the Southeastern Anatolia region. Additionally, this thesis proceeds to conclude the assessment by focusing on the role of the project in the stability of the region made-up by Turkey, Syria, and Iraq, as well as the status of the internally displaced people as a result of the GAP project, within the context of human rights.

This thesis deals with the discussions on the ‘Normative Power Europe’ thesis, EU enlargement, conditionality and compliance, and the extent to which rational and ideational forces are mutually exclusive in this context. Through a qualitative case study of Turkey, it will investigate to what extent the EU can be seen as possessing and exercising normative power through its enlargement policy. The findings, based on fieldwork conducted in Istanbul during April 2013, suggest that rather than being mutually exclusive, rational and normative processes occur simultaneously and independently, sometimes even reinforcing each other.

The aim of this thesis is to analyze the adaptation of Turkey to EU research and innovation policies in the light of developments in within their own dynamics, and within the framework of obligations of the accession period. A comparative analysis of Turkish and EU policies is made by pointing out the weaknesses of Turkey, which are supported by related indicators specifying the gap between EU in research and innovation capabilities. In accordance with the findings of the comparison of Turkey and EU, this study attempts to develop recommendations for the reassessment of existing policy tools, and to propose new policy instruments within organizational and institutional infrastructure, implementation and further integration with EU in research and innovation. The evaluations highlight that Turkey is experiencing problems in structuring and implementing its policy instruments, rather than developing policy formulations.

This thesis explore the process of Turkey's Accession to the European Union through an analysis of the role of TUSIAD, an elite Turkish business organisation that groups together representatives of some of the largest corporations in Turkey, and actively operates and lobbies on the issue of Turkish Accession in both Turkey and Europe. Drawing on a critical globalisation theory approach that links materialist and post structuralist accounts of social change, globalisation and regionalisation, the thesis explores the role of elite non-state actors in the Turkish Accession process. The thesis challenges accounts that see Turkish Accession as a broadly top down process, and Turkish business as operating as merely a conduit for the interests of powerful European capitalist interests. The thesis demonstrates the active social agency of TUSIAD, highlighting that while it indeed expresses much of the interests of broader neoliberal capitalist actors, it works hard both in Turkey and in Europe to shape its vision of what a future Turkey in Europe and Europe in Turkey might look like. Through exploring TUSIAD's attempts at the production of imaginaries, technologies, and subjectivities, the thesis highlights the complex way that the European Accession process becomes a mechanism through which TUSIAD seeks to construct a particular Turkish geography conducive to its aspirations, that both links to earlier national modernizing attempts and the cultural particularities of Turkey's historical emergence as a developed capitalist state, and simultaneously shapes European attitudes towards Turkey. Through revealing the practices of TUSIAD, the thesis demonstrates the way it seeks to engage across the economic, social, cultural and political domains, to address what it sees as an unfinished project of returning Turkey to its historic place amongst the most powerful nations in the world, economically, politically and culturally, and shaping that process in its own strategic interests and visions. In doing this, the thesis also demonstrates the complex relationship between modernity and capitalism, decentres Eurocentric accounts of the Turkish Accession process, and highlights the important role that non-state actors are playing in the making and unmaking of a new European geography.

The purpose of the following thesis is evaluation of relation evolution between Turkey and European Union. Thesis is divided into four main chapters in logical subsequent order. First chapter covers the historical and economic issues from the foundation of turkish republic up to the present. Second part deals with the development description of relations between the Turkey and the Union since the fifties when the first integration attempts took place. In 1995 these attempts became real when the customs union has been set and resulted in an initiation of accession negotiations during 2005. Third chapter is dedicated to the present problems connected with Turkey accession, particularly one so called "EU absorption capacity". Last section contains opinion stands of selected member countries, both from the political elites point of view as well as the output from the public opinion polls amongst EU and Turkey citizens.

Increasingly accelerating cultural, economic, political, and social transformations have put the question of identity firmly on public, political and research agendas. Identity has become the new master concept to give answers to the meaning of the disintegration of old structures and the creation of new ones. The fostering of a European identity has been of great interest to EU policy makers as a way to support and legitimatise the EU integration process. Drawing on constructivist identity theories which consider a significant Other as a general constituting feature in all identity construction processes, it is argued that Turkey's accession creates a unique context for analysing European identities as it poses a significant Other against which such identities are formed. The development of the Republic of Turkey from the remainders of the Ottoman Empire links the country to the image of the Eastern Other which played a crucial role in the construction of European unity in the past. Grounded in empirical data from a cross-national comparison of Austrian and British newspapers and focus groups, this PhD project explores three distinct research questions. The first question investigates as to whether Turkey functions as a focus point against which a common European identity is defined today. The second question analyses how and to what degree citizens use mediated information and personal experiences in European identity constructions. The third question examines the boundaries (i.e. differences) and modes of identification (i.e. similarities) evoked by Turkey's accession to the EU in media and citizen discourses and what they reveal about the status and definition of European identity. As previous research has largely focused on defining European identities through levels of identification in form of shared feelings of belonging to EU institutions, EU symbols or trust in fellow EU citizens, this research further highlights the importance of boundaries and differences in identity constructions. Drawing on the concepts of identification and difference, this research project proposes a more comprehensive approach to explore European identities by taking both elements of identification and othering into account. By combining media and citizens' perspectives into a comparative research design, this research forms a unique contribution to existing research.

This thesis aims to analyze the reform projects and the implementation of these projects both in Poland and in Turkey within a comparative perspective in the field of local administration. Focusing on the similarities and differences between the two cases, it tries to elaborate on the role, significance and contributions of the European Union to the reform processes of these two countries, and draws lessons from the Polish experience for Turkey. In addition, by comparing the Polish case with the Turkish case, this thesis identifies Turkey&rsquo
s problems with respect to the requirements of the European Union as regards democratization. Furthermore, it sheds a light on what other reforms Turkey should implement in order to become a full member of the European Union. As a result, this thesis shows that Turkey carries out her reform process in the field of local government much more slowly and cautiously than Poland does, and the anxieties of violating the existing system &ndash
especially the unitary state character- of Turkey is the primary reason of this caution.

Turkey has been a candidate for full European Union (EU) membership since the Helsinki Summit of December 1999. As it is constantly emphasized by the European Commission, the completion of the processes of Turkey's acces'sion to membership depends on a satisfactory fulfilment of the relevant political and economic criteria. Turkey has been developing new laws to adapt its constitution in order to fulfil these requirements. For example, de-centralisation of public servIces, including the education system, was introduced as part of the restructuring of the relationships between central government, provincial authorities and municipalities. However it can be argued that the criteria by which the EU has judged Turkey's progress with respect to education, omit some of the fundamental issues and dilemmas confronting the future of the education system: in particular issues relating to the role of education in the construction of Turkish citizenship and identity with respect to ethnic and cultural diversity. It is how Turkey addresses these issues that will determine its path to modernization and possibly its future in relation to Europe. In these respects the accession process has not paid sufficient attention to the importance of education. These issues raise questions about the nature of Turkish Republicanism, which since Ataturk has focussed on a centralised state administration, especially in education in order to generate social cohesion amongst a disparate population and a sense of Turkish citizenship defined by the Turkish language and a strong centralised state. This thesis examines the various perspectives taken by senior policy makers on the Tole that accession to the EU may play in changing the nature of Turkish Republicanism. Some take the view that accession threatens the integrity of Turkey while others see it as essential to the modernisation of Turkey; others take intermediate positions. The views of these policy makers are related to the historical development of Turkish Republicanism and how it has shaped the views of Europe that are taken in Turkey. In the conclusion, an assessment is made of the possible changes that may take place as a result of the process of accession.

This thesis aims to analyze the security relations between Turkey and the European Union within the context of enlargement. In this framework, firstly, the historical background of the changing dynamics of their bilateral security relations is studied by focusing both on the Cold War and the Post Cold War periods. In this historical study, more emphasis is put on the Post Cold War period where the changing security understandings of both Turkey and the EU, major developments leading to adoption of new mechanisms by both actors and their impact on their security relations are analyzed. Secondly, after evaluating the importance of security in the European integration and enlargement processes, the security dimension of the Turkish accession, appearing in the official enlargement discourse of the EU actors and in the articles of the leading European think tanks&rsquo
scholars is examined via the use of content analysis method. Following this study, a critical analysis of the given speeches and articles is made. In the last part, the different security roles ascribed to Turkey by the EU actors and scholars in the related speeches and articles are discussed within the framework of Turkey&rsquo
s accession process. Accordingly, it is argued in this thesis that although Turkey&rsquo
s significance for European and regional security is accepted by the EU actors and scholars, this is not properly reflected on its accession process.

s, interest in the European Union (EU) gender equality policies has increased among feminist scholars and activists. In this context, studies focusing on equal pay for work of equal value, equal treatment in education, and access to employment, among others have been undertaken and different dimensions of the EU gender equality policies have been a subject of much debate. This thesis is an effort to critically review the potential of these policies vis-à
-vis their capacity to bring about gender equality in the EU Member States and examine their implications for Turkey as a candidate country. The fundamental argument that underlines this thesis is that the EU gender equality regime, which is mainly concerned with equality in the work place, falls short of effectively responding to the complexities of gender inequality within diverse women&rsquo
s experiences and socioeconomic settings. In Turkey, women&rsquo
s organizations have used the EU accession process to demand major legislative reforms. As a result, it can be said that &lsquo
equality before law&rsquo
is now more or less achieved in Turkey. However, in practice, gender inequality is a pervasive problem in all spheres of life. In the area of employment serious gender v pay gaps exist and unemployment rate of Turkish women is on the rise. Women also face discrimination in other areas of concern such as in access to education and political participation and they encounter multiple forms of violence in both public and private spheres of life. In view of the diversities of women&rsquo
s experiences both in member as well as candidate countries of the EU, the thesis concludes that if the EU is to be a viable project in truly bringing about gender equality it needs to move beyond economics to include social goals within its core policies as well.

The 1990'
s witnessed the emergence of Constructivist approach in the International Relations theory. Constructivism rejecting the rationalist precepts of Neo-Realism and Neo-Liberalism brought a sociological point of view to the world politics mentioned the role of ideational factors in the constitution process of interests and identities. Constructivism assumes that there is a mutual constitution process between states and normative structures in which states internalized existing international societal norms with efforts of international non-state actors seen as active teachers guiding states to initiate policies that are congruent with international civilized norms of behaviour. Today human rights are defined as civilized normative patterns. At this point five phase spiral model reveals itself and introduces explanations for how states understand, interpret and internalize international human rights norms. The model assumes that target state'
s identity, interest and behaviors are influenced by international human rights norms as it progresses through the model'
s five phased spiral process. The model in this process emphasizes roles and efforts of international organizations. v This work assesses the usefulness of the five phase spiral model and Constructivism as an explanation of the changes in the Turkish government&rsquo
s human rights practices. As case study effect of the European Union over normative transformation in the field of human rights in Turkey will be given. The thesis bringing criticisms to the model&rsquo
s assumptions in Turkey case will assert that Turkey, from the 1980 Military intervention to the end of 2007 has made progressive steps in line with the phases mentioned in the spiral model.

Intellectual property rights (IPR) has become one of the most debated issues, particularly in recent years due to its relevance and importance in the intellectual, economic and industrial fields. It is widely accepted that the protection of IPR plays a crucial role in intellectual and technological developments as well as research and development (R&D) activities. Turkey has been a party to several international treaties and conventions in terms of protection of IPR. While IPR legislations can be traced back to the Ottoman Empire time; the proactive developments with regard to IPR issues were initially expedited within the process of the Customs Union in 1995 and then with the commencement of the European Union (EU) accession negotiations in 2005. Intellectual Property (IP) law is one of the chapters that has to be adopted in accordance with the EU legislations. Therefore, harmonisation of IP law has an important function for Turkey in the EU accession process, but also is a requirement. In addition to the importance of legislative developments, enforcement of IPR is also essential in terms of preventing piracy and counterfeiting. Therefore, this research aims to explore the enforcement of IPR in Turkey in the EU accession process by focusing on the perceptions of the main enforcers, namely police officers dedicated to deal with IPR-related crimes. In fulfilling the identified aim, apart from the secondary sources such as documents presented in the negotiations with the EU, a questionnaire schedule was administered with the police officers with the objective of gathering primary data. After exploring and analysing various issues related to IPR crimes and its enforcement, the research explores the challenges encountered by the police officers dealing with IPR crimes and then indicates the precautions and recommendations for an effective enforcement system in the fight such crimes. The main findings of the research indicate that, as perceived by the participants, the fight against IPR crimes should be carried out by specialised IPR units, as anti-piracy commissions are not working satisfactorily; and a single organisation should be established in order to deal with both copyright and industrial property rights. In addition, it is perceived by the majority of the respondents that legislative and administrative measures should be considered in order to overcome the problems related to IPR challenges, and there is a connection between IPR criminals and organised crime groups. Furthermore, the findings suggest that IPR education can be added to the curriculum at schools. While the Turkish police have made considerable developments with regard to the protection of IPR issues both in administrative and enforcement aspects, the research indicates that there are further issues to be tackled to bring about a more efficient and effective IPR enforcement system in Turkey.

Since 1973, the European Union has been expanding its borders from its six founding members - West Germany, France, Italy, the Netherlands, Luxembourg, and Belgium, to include all of Western Europe and parts of Scandinavia by 1995. However, with the fall of the Soviet Union in 1990, the EU made a difficult but beneficial choice of paving the road for the Eastern and Central European (ECE) to become EU members. However, there was a need for the EU to determine the goals and guidelines that would format the transition of these former communist states into productive members of the EU. This paper will analyze the evolution of these guidelines - formally outlined by the Copenhagen Criteria - that set the precedent for these states to become members. The main issue of this paper will take these criteria a few steps forward, comparing states that were given membership based on the criteria and those who have been established by the EU as at least "potential EU members" but have not been deemed as satisfying these criteria enough to become candidates or full members. Both qualitatively and quantitatively, the comparisions of the 2004 and 2007 new EU members and other states of the Western Balkans and Turkey will be conducted to determine if the political and economic guidelines established by Copenhagen are the only guidelines being met, or if areas such as cultural values and "Europeanness" are also contributing to membership levels.

This thesis aims to study obstacles which Turkey faces regarding EU accession. The main focus will be at the historical context and background information to clarify Turkey-EU relationship and institutional aspects such as; the Copenhagen criteria will be analyzed. Interaction between identity politics and Turkeys Europeanization project will be examined by analyzing arguments regarding this issue. The historical context is important for realizing in how Turkey's negotiation process is affected and how the process is evolved. By examining this, a more transparent understanding is going to develop in the issue of why Turkey never will be able to identify itself with the EU. Analysis regarding why Turkey as a secular state develops into an increasingly Islamized state is highlighted. Answers must be given to whether Turkey can be interpreted as a "bridge" between East and West and where we can place Turkey in the spatial context.In relation to this process, it`s important to notice that changes in Turkey from the Euro-friendly attitude it once had has gradually turned to the more Euro-skeptic position. One of the several reasons to Euro-skepticism may be the ongoing economic growth. This, as many other factors contribute to the self-confidence, which in turn affects internal arguments about a new era of the so-called neo-ottomanization. By presenting arguments related to the process, it will be made clear how Turkey increasingly clarifies its position within the civilizations. The thesis will present that there is a trend towards Islamization which the AKP government gives impetus for. The intention is to see if the era with the AKP government will push Turkey to democracy or even more of an Islamization. This paper will point out the actual intentions of AKP and its politicians. It will clarify their ideas about a possible EU membership, Europeanization and integration. This process will be illustrated by using Samuel Huntington’s theoretical perspective by the "Clashes of civilizations" as inspiration throughout the thesis. In the part of empirical analysis, debates and arguments is cited and examined, with a critical idea analysis and also structured with argumentation analysis.

Resumen
The dissertation is about the impact of the European Union (EU) on the foreign policy of a candidate in the pre-accession period. More specifically, the research analyses the factors and processes that intervene between the EU power to generate change in Turkish foreign policy and Turkish national compliance with the EU conditions between 1997 and 2005 by way of analysing three cases: Turkish foreign policy towards Cyprus issue, Greek-Turkish bilateral problems in the Aegean Sea; and Turkey’s stance vis-à-vis the launch of the ESDP. Main question the research addresses is “why does a candidate choose to comply (or fail to comply) with the EU conditions in foreign policy?” In other words: “How (through what mechanisms) does the EU generate compliance with the EU conditions in foreign policy?” The dissertation approaches these questions through the perspective of the Europeanization literature and its conditionality school drawing on the Rational Choice Institutionalism. In accordance with this rationalist account, main argument the doctoral research intends to prove is that “the EU’s adaptational pressure on Turkey (operationalized as a function of clear/attainable membership perspective and credible conditionality policy) is a necessary yet not a sufficient condition for domestic compliance in foreign policy if the cost of compliance is high for the target government. In this respect, domestic actors’ strategic calculation is the ultimate determinant of the compliance degrees at the domestic level. In order to prove this core hypothesis, the research used theory testing process-tracing, longitudinal comparison of cases, counter-factual reasoning and the use of a control case. The evidence for testing the argument comes from the measurement of conditionality (measured as the linkage between a given foreign policy condition and membership-related reward) and domestic compliance (measured as foreign policy output ranging from rhetorical to behavioural change) through the content analysis of primary documents. This analysis is complemented with 33 semi-structured elite interviews. The dissertation by proving that the EU’s transformative power in foreign policy works through the cost and benefit calculation of the ruling party and by elaborating on the conditions under which the EU can interfere with this rational calculus (hence modify the opportunity structure for the target government), advances our understanding of the EU’s transformative power and contributes to the Accession Europeanization literature in general. Furthermore, the study provides additional empirical as well as theoretical in-depth case knowledge to the available literature on the Europeanization of Turkey and Turkish foreign policy.

Negotiations between the European Union(EU) and Turkey were started from 3 October 2005 which was also a great process for Turkey after got the candidature in December 1999. Although Turkey’s EU accession did not postulate any results in advance, this issue still raised great attentions and discussions of EU member states.   German is the core country of the EU member states. As the factor of history, German and Turkey has closed relationship. During the period of Kohl government, Turkey actively started to prepare the related issues of being one of the members of the European Union. However, federal government's position for Turkish accession was too conservative which were quite different with Schr?丼er. That is, in the period of Schr?丼er, German had been greatly supported Turkey’s accession while German was the EU chairman. Therefore, Turkey's application to accede to the European Union was more stable and smooth in the Schr?丼er period. Nevertheless, in the end of 2005, after Alliance Party came to power, federal government turned their attitude into conservative and tended to using privileged partnership to replace the way of supporting full membership. Thus, we can see German’s successive governments held various standpoints and policies to Turkey's EU accession. This dissertation is going to discuss German's attitude to Turkey's EU accession in terms of comparing the government of Kohl, Schr?丼er, and Merkel. The perspectives of Bundestag to various political parties are also the main aspect for further discussion in this thesis. Moreover, as the difference of religion and culture were the argument for opponents, this paper will also discuss the opportunity and challenge if Turkey become a formal EU member.

Turkey has started negotiation process with EU in 2005; however, only 13 out of 35 chapters opened for negotiation. Due to obstacles both at home and abroad, Turkish EU integration policy is like pendulum between Europeanization and Eurasianism. Turkey is geographically close to Asia and European continent so most of time Turkey stands between two extremes. This paper will analyze reasons why Turkish accession to the EU is full of challenges. This writer argues that internal and external factors hinder a smooth accession to this organization. Despite the importance of EU consumer market, Turkish labours in EU member states and people’s support for the accession to EU, the will of political elites and Turkish leadership in Middle East dominate its foreign policy to EU.

The European Union, as a regional actor and an example of stability and well-being, has embraced a set of principles it has stood for and which constitute its own identity. The diffusion of these values among third countries is one of the objectives of EU’s External Policy. Democracy can be found among the principles that are sought to be exported through comprehensive and complex strategies within different frameworks, such as neighbourhood relations, trade partnerships and the accession process. Focusing on the latter, candidates are object of an intensive process of Europeanisation that operates through different mechanisms like socialisation and conditionality. Turkey, on the other side, has decided to apply for full membership several decades ago and, ever since, it has been pressured to Europeanise, which includes improving its unstable democracy. This case, however, is different from all other previous enlargements; for its special socio-cultural and civilisational features, Turkey constitutes a more complex novelty for the European Union. Therefore, this thesis aims to study the influence of the European Union on the democratisation process of Turkey, focusing on the period ranging between 1999, the year the European Council recognised Turkey’s candidacy status, and 2009 that marks the 10-year period of that condition. It is the intention of this project to assess the impact of the European Union at that level through the study of the democratic evolution of the country and its co-relation with other variables related to the presence or pressure of the EU. As this is a challenging objective, it will require a deep reflection upon central concepts like democracy and democratic consolidation, and a diversified use of methodological techniques, such as statistical analysis and mathematical co-relations, historical analysis, literature review and in-depth interviews. This study will privilege a Constructivist approach, emphasising the social construction of reality and the role of the ideational aspects – identity, perceptions and the broader socio-cultural dimension – in Turkey-EU relations.

The European Union has long established itself as the world's most powerful regional supranational formation, which is achieved thanks to its economic results, geopolitical influence, and military might. European integration offers countries with an opportunity to boost their development and have greater impact in the international arena. However, the EU accession criteria are quite hard to meet, and many countries face significant difficulties in this respect, which is the case of Turkey. Since 1987, when Turkey officially applied for membership in the EU, the country hasn't completed its integration in the European community yet. This thesis investigates the main economic advantages and disadvantages in the context of Turkey's prospective accession to the European Union as a full-fledged member state.

In 2005, the European Union (EU) began accession negotiations with its most controversial candidate to date, Turkey. The process has been, from the outset, sui generis relative to previous and current accessions, and Turkey remains the first candidate without a fixed date for the conclusion of accession negotiations. This thesis explores the problematique of Turkey’s proposed accession, and attempts to understand why its accession has been and will remain controversial and undecided. Turkey’s proposed accession has been, for both opponents and proponents, understood in terms of Europeanness: either Turkey is not European and thus not eligible to join, or is a legitimate candidate due to its very Europeanness, or has the propensity to develop a European identity. This very question frames the very limits and possibility of these negotiations. To properly understand the complexities and implications of Turkey’s EU candidacy from the perspective of European culture and identity, this thesis adopts a post-structuralist theoretical perspective which enables an understanding of fluid and hybrid difference. Turkey’s EU candidacy demonstrates that identity is not only articulated through difference; Turkey occupies a more fluid and dynamic role in the construction of European identity and is variously inside and outside, European and non. Through an examination of Michel Foucault’s governmentality and Carl Schmitt and Georgio Agamben’s exploration of sovereignty and the state of exception, this thesis examines the nexus of exclusion and inclusion, and through an examination of a ‘politics of deferral’, I demonstrate how Turkey may meet all of the EU accession criteria, yet may be never invited to accede to the European Union.

The present thesis analyzes possible determinants shaping attitudes of selected relevant political parties from the EU27 Member States to the potential Turkish accession to the European Union. Bilateral relationships between the EU and the Turkish Republic have been evolving multifariously and long-windedly. However, the question of the direct Turkish participation in the EU's project remains unresolved, and still resonates across all stakeholders. The phenomenon of the eventual Turkish joining is a very topical issue. In particular, the views of the political parties on this particular problem are studied, since these subjects operate with an exclusive position in representative democracies. They symbolize the necessary interconnection between the state and society. Moreover, in the context of the eventual EU enlargement to Turkey, they will likely discuss its confirmation in parliamentary procedures, or they will mobilize voters and form their attitudes in the case of ratification referenda. The present thesis distinguishes between two main groups of explanatory variables. In regarding to the accepted theoretical framework, these are supposed to explicate the views of the selected political parties on the eventual Turkish enlargement qualifiedly.
