The Office of Pesticide Programs (OPP) within the United States Environmental Protection Agency (EPA) has initiated several programs to reduce risks associated with the use of pesticides. Examples include accelerated registration of new products (including biological pesticides) that offer reduced risk to human health and the environment, and regulatory relief for products posing virtually no risk to provide replacement for more problematic pesticides. In addition, efforts are being undertaken to reduce pesticide resistance in target pests, develop joint “Environmental Stewardship” efforts bet

Noncriteria air pollutants are synonymous with hazardous air pollutants (HAPs), air toxics or toxic air pollutants (TAPs). The term noncriteria pollutants refers to all air pollutants except for the criteria pollutants (SOx, PM, NOx, CO, O3, and Pb). Air toxics are pervasive in our environment worldwide in varying degrees. Uses of these chemicals are varied and numerous; their emissions are ubiquitous, and they include organic compounds such as chlorinated hydrocarbons, dioxins, aldehydes, polynuclear aromatic hydrocarbons, and heavy metals such as chromium, nickel, cadmium, and mercury. Predicting oil spill impacts and designing an effective response requires knowledge from several disciplines, including environmental chemistry, meteorology, oceanography, and marine ecology. In this poster, we describe an interactive computer modeling exercise that expands student understanding of principles in the natural sciences by applying them to an oil spill response scenario. The exercise is based on the software package, GNOME v.1.3.7, available from the National Oceanic and Atmospheric Administration (NOAA). ABSTRACT Neither wildlife nor oil spills acknowledge international boundaries. Both migratory birds and marine mammals move freely between Alaska in the United States and British Columbia in Canada, in the international boundary area known as Dixon Entrance in the North Pacific Ocean. An oil spill on one side of the border may be carried by winds and/or currents into the waters of the adjacent country. Recognition of these facts resulted in the development of the Canada/United States Joint Marine Pollution Contingency Plan, which was signed by the Canadian Coast Guard (CCG) and U.S. Coast Guar

Embedded within the notably constrained American state, how can regulatory agencies ensure that enforcement goals are met? Some analyses suggest that this is not so easily done; rather, constraints on agencies' formal administrative powers are said to threaten their capacity for effective regulation. But recent scholarship contends that such accounts underestimate the pivotal and oftentimes `hidden' regulatory role played by less formal mechanisms of enforcement, such as private litigation. Building on this revisionist strain, this dissertation project closely examines the ways in which constr

Reducing population exposure to inorganic arsenic (iAs), a known carcinogen and highly toxic metalloid of great public health concern, remains an ongoing challenge worldwide and in the United States (US). In the US, the Environmental Protection Agency (EPA) regulates the maximum contaminant level (MCL) for total arsenic in public drinking water supplies through the Safe Drinking Water Act. In 2001, the US EPA implemented the Final Arsenic Rule, which lowered the MCL for arsenic in public drinking water supplies from 50 to 10 µg/L. A variety of human activities produce pollutants, many of which pose risks to human health, the natural environment, and the Earth’s biosphere. These activities, however, may have important economic and social purposes. For example, coal-fired utility plants emit a range of dangerous substances from their tall smokestacks, many of which fall back to Earth hundreds of miles downwind. These pollutants make breathing difficult for people who have asthma and heart disease, and they damage forests, lakes, rivers, and the ecosystems of which they are a part. One of the most striking characteristics of the Trump administration in the United States is the frequency and vehemence with which the President has sought to undermine the competence of his own intermediaries: federal departments and agencies. In some cases, such as the Environmental Protection Agency and Department of State, Trump has sought to undermine the civil service through cuts in staff and budget and a depletion of morale that drove long-time professionals out of government. In other cases, such as the intelligence agencies and Department of Justice, the President has publicly attac

Abstract This chapter discusses the problem of “creeping jurisdiction” as it threatened navigational freedom, and overall American concerns about the regime for the oceans under the 1958 Geneva Conventions which led the United States to open negotiations leading to UNCLOS. It discusses the multi-decade history of the negotiations. It describes the unique double hatted office, D/LOS, which enabled the United States to develop negotiating instructions with the participation of some eighteen departments and agencies and to provide effective leadership in the negotiations.
