The majority of traditional finance management in colleges and universities is manual. This backward management mode brings a lot of inconvenience to financial processing. An essential concern in the daily financial administration of colleges and universities is how to efficiently gather, handle, and evaluate this important financial information and apply this beneficial knowledge to the daily management of colleges and universities. College and university finance administration has become increasingly complex due to the rapid growth of these institutions. The standard financial accounting management system is far from adequate for the daily needs of colleges and universities as their size grows. As a result, a new financial accounting management system for universities is being developed based on the combination of big data and blockchain data. The embedded processor, DDR2 memory chip, network interface, and USB interface are all designed by the hardware section. The software element examines the needs of university financial accounting management before designing a model based on big data and blockchain integration for university financial accounting management. Finally, the financial accounting management function module and database are designed and tested. The experimental results show that the designed financial accounting management system can effectively carry out financial management, has good performance, and has certain application value.

This study analyzed the Correlation between the Air Force officers who were promoted to the high class ranks through competitive "elite-ization" among the Air Force Academy graduates and their grade point averages (GPA's) in the academy. The population of the study included the generals and colonels who graduated from the Air Force Academy. If the correlation between the high positions of the regular college/university graduates in companies and their GPA's in colleges/universities had been analyzed, the result would have no universal validity because it means the comparison between positions among different companies and GPA's among different colleges/ universities. In case of the Air Force officers, however, they go through the unified curriculum, work in the same area after being commissioned as second lieutenants, and are promoted to higher ranks through a competitive selection process. Thus, a positive correlation could conceivably be shown.

The governance of universities and colleges in the United States basically follows the concept and spirit of democracy embraced by the nation from its birth. The systems and practices in place at most U.S. institutions of higher learning include collaborative, representative, or collective decision-making arrangements known as shared governance. However, these systems and practices are hardly uniform due to the diversity of governance patterns that reflect the unique and different history, needs, and mission of a particular institution. Sometimes they are differentiated from, and contrasted with, corporate, business, and more authoritarian or centralized forms of institutional governance.
 In contrast with university governance elsewhere in the world—that can range from strong central government control to private self-regulated operations—the U.S. forms of campus governance have emerged in a country that does not have centralized authority over education. U.S. institutions of higher learning respond to a variety of controls and interests that are on display variously at public, private non-profit, private for-profit, and religious universities. Governance, authority, and administration are spread across a wide spectrum of players, including governing boards; presidents, chancellors, and other administrators; the academy/faculty; administrative staff; campus committees; students; and, even some external factors.
 Shared governance is not a perfect formula or panacea for university administration and decision-making. It does, however, provide a methodology, system, and concept that can help guide the leadership of a university as it approaches the administration and conduct of its educational responsibilities. In today’s higher education environment, the term governance is rather expansive. In one sense, it means top-down governance that is the rightful role and authority of an institutional board charged with overseeing policy, programming, performance, and executive guidance and evaluation. But, it also variously means the use of institutional strategies, operations, and components to distribute, disseminate, and “share” authority and responsibilities for a university’s administrative, management, and decision-making functions, i.e., “on-campus governance.” In this respect, shared governance “borrows” many of the attributes and principles of democratic government. In any case, shared governance, in its many forms and applications, is widely practiced in U.S. universities, including Delta State University.

With the development of university campus informatization, effective information mined from fragmented data can greatly improve the management levels of universities and the quality of student training. Academic performances are important in campus life and learning and are important indicators reflecting school administration, teaching level, and learning abilities. As the number of college students increases each year, the quality of teaching in colleges and universities is receiving widespread attention. Academic performances measure the learning ’effects’ of college students and evaluate the educational levels of colleges and universities. Existing studies related to academic performance prediction often only use a single data source, and their prediction accuracies are often not ideal. In this research, the academic performances of students will be predicted using a feedforward spike neural network trained on data collected from an educational administration system and an online learning platform. Finally, the performance of the proposed prediction model was validated by predicting student achievements on a real dataset (involving a university in Shenyang). The experimental results show that the proposed model can effectively improve the prediction accuracies of student achievements, and its prediction accuracy could reach 70.8%. Using artificial intelligence technology to deeply analyze the behavioral patterns of students and clarify the deep-level impact mechanisms of the academic performances of students can help college educators manage students in a timely and targeted manner, and formulate effective learning supervision plans.

The purpose of this investigation was twofold: (a) to identify age, gender, educational background, athletic playing experience, teaching experience, coaching experience, and administrative experience of athletic directors (ADs) of historically black colleges and universities {HBCUs), and (b) to compare these data with data collected in previous studies on ADs of predominantly white colleges and universities. A 20-item questionnaire was designed, and copies were mailed to the 80 ADs of the HBCUs listed in the 1988-1989 National Directory of College Athletics. Fifty-five (68.8%) ADs returned the questionnaire; of these, 53 were black males, 1 was a black female, and 1 was a white male. Although the results revealed that ADs of HBCUs possessed many of the characteristics of ADs of predominantly white colleges and universities, there were differences found between the ADs of this study and those of earlier studies: (a) ADs of HBCUs were, on the average, 5 years younger in age, (b) a higher percentage of ADs of HBCUs held master's and doctorate degrees, (c) a higher percentage of ADs of HBCUs currently had teaching and/or coaching responsibilities, and (d) the median salary ranges were lower for ADs of HBCUs than for ADs of predominantly white colleges and universities. The Punjab education system has witnessed significant expansion in public higher education, both in terms of number of institutions as well as the students’ enrolment with 10 state universities and 48 government colleges. But higher education sector in Punjab still confronts various problems. The extent of various factors of higher educational institutions effectiveness depends on individual features such as demographic variables. This article investigates the difference in the satisfaction of students towards college effectiveness on the basis of demographic variables. The sample of the study comprised of 369 students from the various government colleges of Punjab, and the data was analysed using mean value, t-test and analysis of variance (ANOVA). Results showed that on the basis of gender significance, differences were found in the case of infrastructure facilities, extracurricular activities, financial administration and placement services of the colleges. In the case of level of education, bachelor’s students were most satisfied for infrastructure facilities, placement services, student support services and financial management of the colleges. On the basis of course stream, arts group and commerce group were significantly different on responding towards the academic environment. In the case of college administration, significant differences were found between commerce and science groups, and for extracurricular activities differences were found among arts, commerce and science groups. According to the location of the colleges, significant differences were found in extracurricular activities and financial administration of the colleges.

With the changes in China’s demand for innovation, the State Council, the Ministry of Education, the National Science and Technology Administration, and other departments have issued several proposals and opinions, and colleges and universities should actively adjust the policies of innovation and entrepreneurship education to respond to the call. Colleges and universities implement innovation and entrepreneurship-related systems, but the effect is unsatisfactory. Its essence does not lie in the determination and attitude of colleges and universities, but in the formulation of the program system itself that is not close to reality and has not mastered scientific methods. As a result, there are many problems in colleges and universities, such as scattered scientific research resources, low quality of scientific and technological achievements, low patent conversion rate, and slow progress in the integration of production and education. After observing from the perspective of knowledge innovation, it proposes to strengthen the reform of ideological education and training, strengthen the research on quality standards of innovation and entrepreneurship, and deepen the integration of production and education, to solve the current situation of difficult innovation and entrepreneurship in colleges and universities.

The concern on capacity has become an intriguing study to examine the capacity of state universities and colleges (SUCs) and local universities and colleges (LUCs) in the Philippines to deliver quality graduate programs. This paper is a comparative assessment on the capacity of to deliver graduate programs in Public Administration of four HEIs in the National Capital Region (NCR), namely: Pamantasan ng Lungsod ng Maynila (PLM), Polytechnic University of the Philippines (PUP), University of the Philippines-National College of Public Administration (UP-NCPAG), and the University of Makati (UMak) using indicators in six capacity areas, to wit: Human Resources, Knowledge Management Resources, Physical/Material Resources, Organizational/Leadership Resources, Networking/Linkage Resources, and Cross-border Services employing a qualitative, multi-source case study research design such as direct observations, documents or archival records, verbal reports from key informants (key informant interviews or KII), survey questionnaire, and Focus Group Discussions (FGDs). The results show that UP-NCPAG is very strong in four capacity areas; PUP is strong in all capacity areas; UMak is very strong in two capacity areas, strong in two capacity areas, but moderate in two capacity areas; and PLM is very strong in one capacity area, strong in three areas, but moderate in two areas.

On 5 September 2017, the Trump administration decided to rescind the Deferred Action for Childhood Action (DACA) policy, impacting over 800,000 recipients, and more colleges and universities witnessed a heightened sense of emboldened racism in college environments. This paper draws from focus groups with undocumented college students on how the Trump era influenced campus climate. We found that imperialist reclamation of whiteness acts targeting undocumented students was commonplace on college campuses, ultimately impacting students’ behavior and academic engagement in and outside the classroom.

Purpose The purpose of this study is to examine established leadership paradigms in the context of institutions of higher education. The old ways of running a college, which might have worked several decades ago, no longer work in the age of flux characterized by super-fast breakthroughs due to technology and the internet. Organizational change is especially difficult in academe where many faculty are tenured and satisfied with the status quo. Design/methodology/approach This paper examines and synthesizes the relevant literature in leadership and higher education administration, focusing on critical issues and recommendations to ensure the long-term viability and relevance of colleges and universities. It also describes meaningful metrics that should be monitored by university leaders to strengthen their institutions. Findings Some of the findings are as follows: the old ways of running an institution of higher learning need to be overhauled; colleges and universities need leaders who can transform their institutions into learning organizations where knowledge is shared; and leaders must have the ability to tap into their organization’s intellectual capital and creativity. In addition, several new metrics are needed for evaluating the leadership of a college of university, including vision, employee engagement, student satisfaction and image/reputation. Originality/value This study provides an original approach to reform colleges and universities and enable them to thrive in the age of chaos and disruption.

Background and Aim: “Educational administration service” is a key means for educational administration personnel in colleges and universities to better serve the development of school teaching affairs based on their positions. Its service level and efficiency directly affect and restrict the development of education and teaching work in colleges and universities. Therefore, improving the serviceability of educational administration personnel in colleges and universities is of practical significance. Materials and Methods: This study adopts the method of literature and questionnaire. Construct the dimensions of knowledge management of university educational administration personnel by consulting literature. To investigate the influence of knowledge management on the serviceability of university educational administration personnel, this paper analyzes the relationship between the current situation of knowledge management and the serviceability of university educational administration personnel through a questionnaire survey. Results: A variable measurement method combining multiple methods is constructed. The quantitative model of service management ability is built by combining interpersonal communication ability, organization and coordination ability, teamwork ability, professional management ability, and research expansion ability. The index system of educational administration service has been formed, which provides theoretical and practical data for more fully and systematically analyzing educational administration serviceability. The results show that the total score of knowledge management has a significant predictive effect on the total score of educational serviceability of university educational administration personnel, that is, knowledge acquisition and creation, knowledge sharing and circulation, knowledge application and transformation, knowledge protection and management, knowledge innovation and development have a promoting effect on the improvement of educational serviceability of university educational administration personnel. Conclusion: This paper reveals the multifaceted ways of influencing knowledge management on educational administration serviceability. The five dimensions of knowledge acquisition and creation, knowledge sharing and circulation, knowledge application and transformation, knowledge protection and management, knowledge innovation, and development have a direct impact on the serviceability of educational administration. This paper reveals the improvement path of educational administration serviceability and summarizes the influencing factors of knowledge management on educational administration serviceability.

In this study, we examined the requirements for career and technical education administrators across all 50 states. The decline in the number of states that require a specific career-technical administration certification/licensure to oversee secondary career and technical education (CTE) programs has continued for decades. Most states have moved towards a general administrative certification/licensure requirement. Utilizing the Internet, e-mail exchanges, and telephone calls, we collected data regarding CTE administration requirements and colleges/universities offering coursework from all 50 states. Eight states require a CTE administrative credential, and 19 universities offer CTE administration credentialing. These findings are discussed in light of their implications.

Behavior analysis often operates at the level of individual behavior depending on reinforcement contingencies. Here, a behavior analytic perspective addresses the challenge of connecting research to organizations’ policy and practice in order to improve performance regarding the organizations’ strategic objectives. In colleges and universities, three potentially overlapping approaches are plausible: (a) applying published scholarly research literature, (b) contracting external vendors of predictive analytics, and (c) integrating internal researchers/practitioners. This article discusses a model that emphasizes the third approach—internal researcher/practitioners—and that focuses on fundamental concepts related to contingencies (consequences) and rule-governed behavior. The model's use is illustrated in a case study: Florida International University, a large, public, metropolitan, Research I university, located in Miami, Florida. The application of the model appears to relate to significant and rapid improvement in the university's targeted performance metrics (e.g., student success as measured by variables such as students’ retention and on-time graduation).

This study aimed to examine the effect of administrating Job Enabling English Proficiency (JEEP) on the students’ English language skills in selected colleges and universities of Region XII, Philippines. The study sought to find out the relationship between the JEEP Program administration for the sustainable operation and the students’ English language skills based on their JEEP Start grades. This study utilized the descriptive-correlation design. There were 286 JEEP Accelerate student-respondents from two schools offering the JEEP Program in Region XII. Total/complete enumeration sampling was utilized. The results revealed on the JEEP administration actions for sustainable operation were rated “Highly Evident”. The correlations between administration actions for sustainable operation of JEEP and students’ English language skills based on their grades were all found significant.

On the one hand, it has brought great convenience to the management of physical education in colleges and universities and improvement of the efficiency of sports education management, but on the other hand, there are many shortcomings in the process of practical application. For example, the application of the database does not fully reflect its function and convenience, and it is only used at the level of query and statistics. Therefore, a better evaluation system of physical education teaching quality has become the common expectation of all colleges and universities. This paper makes a powerful analysis of the current quality evaluation of physical education in colleges and universities and proposes a method of establishing a basic framework through expert systems, filling in details with the idea of knowledge base and fuzzy sets, and further using a three-layer B/S framework model to design universal teaching quality assessment system. When discussing the requirements, functional framework, and actual development of the teaching evaluation system, the characteristics of the traditional physical education evaluation model are deeply analyzed, and the system’s interactivity, flexibility, accuracy, and fairness are emphasized in the implementation process. Object-oriented design and analysis are carried out on the requirements of the system, and finally, black-box testing is carried out to ensure the reliability and correctness of the system logic.

This guidance has resulted in the creation of investigative and adjudicatory tribunals at colleges and universities receiving federal funds to hear claims of sexual assault, harassment, and violence. OCR’s enforcement efforts are a laudable response to an epidemic of sexual violence on college campuses, but they have faced criticism from administrators, law professors, and potential members of the Trump Administration. This Note suggests ways to alter current Title IX enforcement mechanisms to placate critics and to maintain OCR enforcement as a bulwark against sexual violence on college campuses.

Assurance of quality and assessment of the current state of services provided by government-funded colleges and universities are constantly dominating the agenda in most countries. Developing countries in the Asia Pacific, such as the Philippines, are concerned with continuously improving their academic standards while pursuing greater access and opportunity. Quality arrangements are now being sought to balance quantity, quality, and public accountability as it moves toward mass higher education with a greater diversity of students and modes combined with tightened or limited resources. As a result, SUCs (State Universities and Colleges) and LUCs (Local Universities and Colleges) are expected to constantly respond to changes in the higher education environment to address their students' diverse learning and support needs. Under such circumstances, this study is relevant. The main objective of this research is to cover the student assistance services offered by SUCs and LUCs, given that higher education institutions are focusing on meeting the standards assigned by recognized accreditation agencies on a standard-by-standard basis. Since HEIs (Higher Education Institutions) place a high value on quality assurance, and institutional and program accreditation leveling for global recognition, this study determined the current state of SSP as perceived by student respondents. This research is limited to a particular degree program (Bachelor of Science in Business Administration) from the following government-funded HEIs: University of Makati (UMak), Nueva Ecija University of Science and Technology (NEUST), Bulacan Agricultural State College (BASC), Eulogio "Amang" Rodriguez Institute of Science and Technology (EARIST), and Bulacan State University (BulSU).

BackgroundIn the current college environment, students’ mood disorders have become an increasingly important problem, affecting students’ learning efficiency and the overall school environment. Therefore, managing ideological and political education in colleges and universities can coordinate treating and improving students’ emotional disorders.Subjects and MethodsA randomized controlled trial was used to select 100 students with mood disorders in a university and divide them into two groups. The intervention group implemented the synergistic development strategy of ideological and political education and management, while the control group maintained the original teaching and administration. The collaborative development strategy mainly includes strengthening the effectiveness of ideological and political courses, increasing the participation of students, and improving the management system. During the study period, the self-rating Scale of mood disorders and the questionnaire on learning satisfaction were used to regularly evaluate the two groups of students. The analysis software is SPSS23.0.ResultsThe average MDQ score decreased by 35% in the intervention group, while the average MDQ score decreased by only 10% in the control group. Learning satisfaction increased by 25% in the intervention group, while there was no significant change in learning joy in the control group.ConclusionsThe synergistic development of ideological and political education and management in colleges and universities can alleviate students’ mood disorders and improve their learning satisfaction. However, the traditional accounting teaching model in colleges and universities cannot train students in both aspects. In order to improve the practical abilities of accounting major students in colleges and universities and promote the accounting teaching upgrade and reform, this paper proposes an accounting skills simulation practice system based on the B/S architecture, aiming at improving the comprehensive abilities of accounting students and teaching efficiency. The technical roadmap of this system adopts the B/S as the network architecture of the teaching system, HTML and Java Script language as the system programming language and MySQL database as the data storage and management database. The system consists of user administration, knowledge base management, teaching content management, practical test score management and other modules, which not only achieves the self-evaluation on the full set of accounting skills, but also improves the accounting teaching efficiency and helps teachers gain more control over the teaching process. This study can serve as some guidance to colleges and universities in cultivating innovative and practical accounting talents.

BackgroundStudents may experience many psychological problems due to academic pressure and family environment, while teachers may also experience mood disorders due to work pressure and low income. The conventional psychological counseling methods have had limited effectiveness, so the study aims to introduce applied psychology into human resource management in vocational colleges in order to improve human resource management to provide counseling for students, teachers, and patients with mood disorders.Subjects and Methods Sixty-six faculty and student patients with dysphoria in a higher-level institution were taken as objects of study, and the two sets of prisoners were categorized into Group E and Group F. Among them, Group E adopts the traditional approach to humanity administration in higher vocational colleges, and Group F adopts the approach to humanity administration in higher vocational colleges that integrates applied psychology. The experiment lasted for six months and quantified the mental status of teachers and students using the Yang Mania Scale and the Concise Psychiatric Scale. After the experiment, statistical analysis was conducted using SPSS 26.0.Results After the experiment, the manic score of Group F was 8.00 ± 2.51 points, and the psychiatric symptom score was 15 ± 1.11 points, both lower than Group E and before the experiment.ConclusionsThe introduction of applied psychology in human resource management in vocational colleges has an effective effect on guiding students and patients with mood disorders.

The whole world is one in making education accessible to all. It is in this mission that gives birth to the existence of different branch campuses. The guidelines in the establishment of the branch campuses are reflected on the Manual of Regulations for Private Higher Education of 2008 and CHED Memorandum Order no. 27 series of 2009. At present, there are 388 public branch campuses in the Philippines. However, it has to be emphasized that the public branch campuses in the Philippines are temporary and are not part of the charter of the SUCs. This study analyzed and evaluated the present conditions of the branch campuses of the State Universities and College in Region III. Evaluative research was employed, with the use of a questionnaire adopted from AACCUP, interview, documentary materials of Accreditation results to gather data from the campus administrators. Results showed that the branch campuses were built to make education accessible to the nearby communities. The SUCs Branch Campuses were outstanding in their administration, VMGO, faculty, curricular offerings and instruction, and support for students. The laboratories and facilities were evaluated as inadequate. Also, no variations were identified on the branch campuses’ researches and extension services. The area of library was found to be adequate. Funding was the main problem that led to some other problems, issues, and concerns.Policy makers should create a manual for the establishment of branch campuses where uniformity on operations and allocation of budget should be clearly stated so that improvement on their infrastructures, facilities, laboratories, and equipment can be planned and actualized. Also, marketing strategies should be effective and long-term development plan should be conceptualized to assure sustainability

Resumen
since the eighteenth congress, the CPC Central Committee and the State Council issued "on further perfecting the central government scientific research project funds management policy several opinions" and a series of optimization of scientific research funds management policy documents, stimulate scientific research personnel innovation, but the financial reimbursement process and procedures are relatively complex, how to balance the free financial control and the contradiction between strict financial regulation is more and more prominent, increase the communication cost of scientific research personnel and financial personnel. Based on the background of"streamlining administration and delegating power", this paper takes the reimbursement of scientific research funds as the starting point, analyzes the problems of reimbursement of the department, discusses how to strengthen the reimbursement management of colleges and universities from the perspectives of financial personnel and researchers, and puts forward optimization measures, so as to improve the financial operation efficiency of colleges and universities.
