Wisconsin has steadily lost dairy farms for decades, yet the number of Amish dairy herds grew both numerically and proportionately into early 2018. Facing low milk prices, the overall rate of loss of dairy farms in Wisconsin accelerated since then. During 2019, the state lost over 1% of its dairy herds monthly, losing two to three herds daily. The expansion of Amish dairying also ended. Between April 1, 2018, when Wisconsin had 1,160 Amish dairy herds or 12.9% of the state's total, and November 1, 2019, the state lost 165 Amish herds. Losses are continuing.This paper focuses on the impact of the departure of many Amish farms from dairying, relying on examination of dairy producer licenses and a survey of bishops and ministers in Wisconsin's Amish church districts. The loss of Amish herds of dairy cows is greater than the overall departure of the Amish from dairying, inasmuch as the Amish have nearly doubled their milk goat herds over the past five years. Those settlements producing milk transported in cans have been more likely to leave dairying unless their community operates its own cheese factory. Yet dairying is declining in most Amish communities, other than in several recently established settlements. Expanding involvement in growing produce and in woodworking were seen.

The Wisconsin Department of Transportation (WisDOT), the Wisconsin Asphalt Pavement Association, and FHWA have joined together to develop a comprehensive warranty specification that can be incorporated into highway construction contracts for asphaltic concrete pavements. The warranty specification is expected to reduce WisDOT's project delivery costs, lower total project construction costs, enable contractors to use innovative construction methods and materials, and result in equal or greater quality construction. The development of Wisconsin's warranty specification is briefly discussed, and the unique features of the warranty specification are outlined, including the warranty period, bonding requirements, pavement performance characteristics, performance thresholds, pavement evaluation methods, required pavement remedial actions, and use of a conflict-resolution team. The specification has been used successfully to bid and construct three highway projects in Wisconsin. WisDOT has evaluated projected costs over 5 years to determine the impact of warranties on total costs. Other types of projects that may be suitable for use of warranties have been identified and several will be tried in 1996. Distress evaluations from the first year indicate that the warranty projects yield a good ride, no significant rutting, and low distress. No distress thresholds were exceeded, thus no remedial actions (warranty work) are required after 1 year.

A sensitivity analysis of the recommendations obtained from the maintenance, repair, and rehabilitation (MR&R) optimization model of the Pontis bridge management system (BMS) to changes in Wisconsin’s estimates of MR&R costs, transition probabilities, and discount factor is presented. The scope includes the MR&R actions for 25 bridge elements in Wisconsin. The analysis is based on scenarios of cost and transition probabilities that represent a range of low- to high-cost projects and slow to fast element deterioration. The potential cost savings per element from adopting special policies on extreme high- and low-cost projects were estimated. The analysis identified the MR&R actions that are sensitive to changes in cost or transition probability, the MR&R actions that are never recommended, and the cost and transition scenarios for which the optimal policy is to do nothing until failure. The optimal policies recommended by the BMS and the current practice at Wisconsin District 1 were compared. Recommendations for improving Wisconsin’s MR&R cost database are presented.

Abstract Minnesota, Iowa, Illinois, Michigan, and Wisconsin electric and telephone utilities use an estimated 278,000 distribution poles annually, of which 180,000-245,000 are 35 or 40 ft long and in pole Class 1, 2 or 3. Most poles are southern pine, Douglas-fir or western red cedar. Red pine's current market share is only 7%. Most utilities surveyed expressed a willingness to use red pine poles if they could be purchased at the same or at a slightly lower price than they currently pay for southern pine poles. A local pole production facility would benefit from Wisconsin's lower stumpage prices and transportation costs relative to those in the Pacific Northwest and the South. Wages are somewhat higher in Wisconsin than in competing regions, but on balance Wisconsin producers should initially enjoy a net cost advantage of $18-$38 per pole. As pole production expands, some of this cost advantage is expected to be passed on to timber growers in the form of higher stumpage prices. A single pole-treatment facility could treat 10,000-15,000 poles annually, and retain an additional one to two million dollars per year in the state economy. The regional demand appears to be sufficient to support several such plants. Whether sufficient pole material supply would be forthcoming from Wisconsin forests to support such plants is a crucial question that remains to be addressed. North. J. Appl. The close connection between the state and the university came to be known as “The Wisconsin Idea,” a philosophy that all teaching, research, outreach, and public service conducted by the University of Wisconsin should be carried out for the good of citizens throughout the region.1 Although service to the state and its people still remains integral to the fiber of our university, the University of Wisconsin has since become a national leader among academic institutions.

Community pharmacists are viewed by the public as convenient and trustworthy sources of healthcare and pharmacists likely can play a larger role in addressing the major public health issue of the opioid epidemic affecting Wisconsin residents. Approved medications, including long-acting injectable naltrexone, can transform the treatment of individuals with opioid use disorder (OUD). Due to shortages of behavioral health providers in the U.S., and pharmacists’ knowledge about the safe use of medications, pharmacists can be a significant access point for treating OUD with naltrexone. Wisconsin’s pharmacy practice laws authorize pharmacists to administer medications via injection, and a small number of pharmacists currently are using this authority to provide a naltrexone injection service. This exploratory study had two objectives: (1) describe the pharmacist injection service process and identify barriers and facilitators to that service and (2) analyze the legislative/regulatory environment to ascertain support for expanding naltrexone injection service. Semi-structured pharmacist interviews (n = 4), and an analysis of Wisconsin statutes/regulations governing public health and social services, were undertaken to explore the objectives. Findings suggest that the service process requires considerable coordination and communication with practitioners, patients, and pharmacy staff, but many opportunities exist to broaden and sustain the service throughout Wisconsin.

A avaliação psicológica no Brasil tem recebido grandes estímulos para seu desenvolvimento, advindos das necessidades práticas, bem como das diretrizes atuais do Conselho Federal de Psicologia, buscando-se parâmetros técnicos adequados às características da população brasileira. Paralelamente, o significativo crescimento dos idosos no mundo e também no Brasil tem justificado investimentos científicos voltados à investigação das características psicológicas do envelhecimento, muitas vezes recorrendo aos recursos da avaliação psicológica como estratégia de acesso informativo. Dentro desta realidade, o presente estudo objetivou desenvolver padrões normativos do desempenho de idosos para o Teste de Pirâmides Coloridas de Pfister e para o Wisconsin Card Sorting Test (WCST), almejando também conhecer características da afetividade e das funções executivas na velhice. Foram estudados 100 voluntários de 60 a 75 anos de idade, distribuídos entre os sexos, com bom estado geral de saúde e ausência de comprometimentos físicos e psíquicos severos, avaliados por triagem médica prévia, bem como por entrevista inicial sobre histórico de vida. Os instrumentos psicológicos foram aplicados individualmente, conforme seus respectivos padrões técnicos, e na seguinte sequência: entrevista, Teste de Pfister e WCST, respeitando-se os cuidados éticos devidos nesses processos de avaliação psicológica. Os resultados foram estruturados de modo a caracterizar os padrões de desempenho (normas) dos idosos avaliados, pretendendo-se ainda conhecer marcas do processo do envelhecimento (cognitivas e afetivas) por meio das técnicas de avaliação psicológica presentemente utilizadas. Buscou-se também avaliar possível influência da variável sexo sobre os resultados nas técnicas psicológicas aplicadas, bem como comparar estes dados com as normas para adultos, no caso do Teste de Pfister, e para idosos norte-americanos, no caso do WCST, até o momento disponíveis para estas técnicas, não específicas para idosos brasileiros. Para tanto, foram realizadas análises estatísticas apropriadas aos dados (paramétricas e não paramétricas), utilizando-se nível de significância menor ou igual a 0,05. Por fim, procurou-se estudar eventual relação entre indicadores técnicos do Teste de Pfister e resultados no WCST dos idosos, almejando-se identificar possibilidades informativas sobre o funcionamento executivo nestas duas estratégias avaliativas. Foram encontradas algumas correlações entre Pfister e WCST, especialmente nas seguintes variáveis do Teste de Pfister: modos de execução e de colocação, aspecto formal, frequência e síndrome cromáticas. Os resultados foram interpretados à luz de pressupostos trazidos pela literatura científica da área, procurando-se contemplar peculiaridades do contexto sócio-cultural brasileiro na busca de compreensão sobre a dinâmica psíquica das vivências afetivas e do funcionamento executivo na velhice. Pode-se concluir pela preservação da dinâmica afetiva dos idosos avaliados, bem como por especificidades em seu padrão de funcionamento executivo, caracterizando peculiaridades de desempenho destes indivíduos nas técnicas psicológicas utilizadas, justificando a elaboração de seus atuais padrões normativos.

The development of psychological assessment has been greatly stimulated in Brazil in view of practical requirements and of the current guidelines of the Federal Council of Psychology, with a search for appropriate technical parameters for the Brazilian population. In parallel, the significant increase in the number of elderly individuals in the world and also in Brazil has justified scientific investments aiming at the investigation of the psychological characteristics of aging, often based on the resources of psychological assessment as a strategy of informative access. Within this reality, the objective of the present study was to develop normative standards regarding the performance of elderly persons in the Pfister Color Pyramid Test and in the Wisconsin Card Sorting Test (WCST), also in order to determine the characteristics of affectivity and of executive functions during old age. The study was conducted on 100 volunteers of both sexes aged 60 to 75 years, in good general condition and free of severe physical and psychic impairment. The subjects were first submitted to medical screening and to an initial interview about their life history. The psychological instruments were applied individually according to their respective technical standards and in the following sequence: interview, Pfister Test and WCST, following the ethical principles related to these processes of psychological evaluation. The results were structured in such a way as to characterize the performance patterns (norms) of the elderly subjects evaluated and to determine cognitive and affective aspects of the aging process by means of currently used techniques of psychological evaluation. The possible influence of the sex variable on the results of the psychological techniques applied was also determined and the data were compared to the norms for adults in the case of the Pfister Test and to the norms for North American elderly subjects in the case of the WCST, which are available thus far for these techniques, that are not specific for the Brazilian elderly population. Data were analyzed statistically by parametric and non-parametric tests, as appropriate, with the level of significance set at < 0.05. Finally a possible relationship between the technical indicators of the Pfister test and the results of the WCST for this elderly population was studied, especially regarding the following variables of the Pfister Test: modes of execution and placement, formal aspect, frequency, and chromatic syndrome. The results were interpreted in the light of the assumptions proposed by the scientific literature in the area, with an attempt to contemplate the peculiarities of the Brazilian sociocultural context in order to understand the psychic dynamics of affective experience and of executive functioning in old age. We may conclude that the affective dynamics of the elderly persons evaluated is preserved and that their pattern of executive functioning has specific characteristics, characterizing peculiarities of the performance of these idnividuals in the psychological techniques used, justifying the elaboration of their current normative standards.

O Wisconsin Card Sorting Test (WCST), instrumento psicológico freqüentemente utilizado em processos de avaliação neuropsicológica, examina as funções executivas: planejamento, flexibilidade do pensamento, memória de trabalho, monitoração e inibição de perseverações. Destacou-se na literatura internacional na última década, sobretudo em pesquisas aplicadas na clínica neurológica, psiquiátrica e psicológica. Dentro deste contexto, o presente estudo objetivou desenvolver normas avaliativas para adultos da região de Ribeirão Preto (SP) e verificar a validade do WCST no contexto brasileiro. Foram avaliados dois conjuntos de voluntários: um grupo estratificado e representativo de universitários de Ribeirão Preto (SP), composto por 223 estudantes de 23 cursos de ensino superior, de 18 a 30 anos, com boa saúde geral e nível intelectual mediano ou superior. O segundo grupo foi composto por dois subgrupos de idosos: o primeiro com 36 pacientes, em fase inicial da Doença de Alzheimer (DA), de Ribeirão Preto (SP) e, o segundo, com 50 idosos saudáveis da região de Porto Alegre (RS). Todos foram avaliados individualmente pela forma impressa do WCST. Inicialmente foram elaborados referenciais normativos do teste para universitários do contexto sócio-cultural da região de Ribeirão Preto (SP). Comparando-se o desempenho no WCST dos universitários brasileiros com amostra equivalente americana, por meio do Teste t de Student (p 0,05), observou-se desempenho inferior nos estudantes de Ribeirão Preto. As especificidades de desempenho entre estas amostras sugerem interação de fatores sócio-culturais nas habilidades executivas, variável que não pode ser desprezada na interpretação dos resultados. A seguir, examinou-se a validade do WCST, por meio de Análise dos Componentes Principais, no grupo de 223 universitários. Estes resultados foram comparados à estrutura fatorial originalmente descrita com universitários americanos, encontrando-se estruturas e cargas fatoriais dos componentes do teste virtualmente idênticas, confirmando sua validade de construto. Desta forma, o WCST demonstrou estabilidade em sua estrutura interna e em sua capacidade de acessar as funções executivas, de forma segura, também no contexto sócio-cultural brasileiro. Na seqüência das análises, elaborou-se tabela preliminar do desempenho típico no WCST de idosos com DA, permitindo identificar sua condição de maior ou menor prejuízo cognitivo em relação a este grupo de referência. A seguir foi realizada análise comparativa dos desempenhos no WCST dos idosos saudáveis e com DA (validade discriminante). Foi realizada análise multivariada (MANOVA) dos resultados destas duas amostras, encontrando-se diferenças significativas entre eles (valor de Lambda de Wilks = 0,594, F = 3,460, p < 0,001), indicando validade discriminativa do WCST na realidade brasileira. Ultrapassando os objetivos iniciais, foram realizadas análises qualitativas das respostas dos universitários ao WCST, buscando-se identificar possíveis razões de fracasso no teste (não concluir as seis categorias classificatórias) em pessoas com elevado potencial cognitivo. A partir desta análise foram identificados diferentes processos arbitrários de raciocínio e de falhas no funcionamento da atenção em adultos, confirmando evidências da literatura acerca da complexidade das funções executivas, exigindo avaliação qualitativa e ecologicamente orientada para complementar as informações quantitativas do WCST, de modo a subsidiar adequadas hipóteses interpretativas de seus resultados.
The Wisconsin Card Sorting Test (WCST) is a psychological instrument used in neupsychological assessment which examines executive functions: planning, thought flexibility, work memory, monitoring and perseveration inhibiting. This instrument has stood out the last decade, especially in studies on applied, clinical neurology, psychiatry and psychology. Within this context, the present study aimed to develop assessment norms for the WCST in adults from the region of Ribeirão Preto (SP), and verify its validity in the brazilian culture. Two sets of volunteers were assessed: a stratified and representative group of college students from Ribeirão Preto (SP), composed of 223 18-30 years-old, average/superior intellectual-level participants with good health from 23 different graduation courses. The second group comprised two subsets of elderly persons, the first one with 36 patients from Ribeirão Preto (SP) in the initial stage of Alzheimer\'s Disease (AD), and the second subset with 50 healthy, elderly participants from Porto Alegre (RS). All participants were individually assessed using the printed version of the WCST. Initially, normative references were designed for college students from the sociocultural context of Ribeirão Preto region. Comparisons between Brazilian college students and a similar north-American sample using Student\'s t-test (p 0,05) show inferior performance in the Brazilian sample, suggesting the interaction of sociocultural factors in executive functions, which is a variable that cannot be excluded in the interpretation of the results. After this, the validity of the WSCT was assessed in the college students? sample through Principal Component Analysis. These results were compared to the original factorial structure described within the north-American sample, showing virtually identical factorial structures and loads for the components of the test, thus confirming its construct validity. This way, the WCST showed stability in its internal structure, as well as for the ability to safely assess executive functions in the brazilian sociocultural context. In the following analyses, a preliminary table of the AD subset?s typical performance in the WSCT was designed, allowing the identification of bigger or smaller cognitive impairment compared to this reference group. After this, a comparative analysis was performed between the performances of the two subsets of elderly participants (discriminative analysis). A Multivariate Analysis (MANOVA) of those two samples showed significant differences between them (Wilks? Lambda-value = 0,594, F = 3,460, p < 0,001), indicating WCST discriminative validity for the brazilian reality. The initial aims of this study were overcome by performing qualitative analyses of the college students group?s WCST responding, in order to identify possible reasons for test failure (not completing the six classificatory categories) in persons with high cognitive potential. These analyses show different arbitrary processes of thought, as well as attention functioning failures in adults. These results confirm the evidences from the literature about executive functions complexity, which requires qualitative, ecologically-oriented analysis for complementing WCST quantitative information, in order to subsidize adequate interpretative hypotheses of its results.

Condensation of steam on the primary side of a steam generator in a pressurized water reactor (PWR) is one means of removing decay heat during some accident scenarios, including small break loss of coolant accident (SBLOCA). However, when noncondensable gasses mix with steam, it impairs condensation. To correctly predict plant behavior, nuclear power plant (NPP) safety analysis codes such as RELAP5-3D must model the effect of condensation in the presence of noncondensables properly. A potential error in the RELAP5-3D code was reported in the condensation model in the presence of noncondensables by the University of Wisconsin[1]. The report indicated that the calculated condensation heat flux was under-predicted due to the modeling of the mass transfer in the gas mixture. The original documentation describing the implementation of the model was reviewed and compared with alternative formulations. An alternative that uses saturation vapor density at temperature of total pressure instead of the saturation vapor density at vapor partial pressure for calculating vapor mass flux was implemented. Comparison of the alternative method with the original against experimental data for several test cases showed improvement for most test cases.

We Energies’ Pleasant Prairie Power Plant (P4) is installing a wet flue gas desulfurization (WFGD) system on steam generating Units 1 and 2 for SO2 control and a selective catalytic reduction (SCR) system on steam generating Unit 1 for NOx control. Unit 2 already has a SCR system that was installed in 2002. This retrofit project also includes installation of a new chimney, limestone and gypsum handling equipment, and wastewater treatment equipment. This environmental improvement project, now under way at P4, is part of the Company’s plan for meeting current and pending air quality improvement commitments and environmental regulations. P4 consists of two 617 MW Riley PC subcritical boilers firing PRB coal. The two units currently share a common chimney. These units were commissioned in the early to mid 80s. When the current project is completed, P4 will have the lowest SO2 and NOx emission rates of any coal fired Wisconsin power plant. The new equipment will be capable of reducing SO2 emissions by up to 95 percent and NOx emissions by up to 90 percent. The current schedule has Unit 1’s WFGD and SCR system on line by December of 2006 and Unit 2’s WFGD system on line by May of 2007. This paper will outline the execution plan used to launch this multi-million dollar project and to maintain its schedule. The paper will also review the technical drivers that lead to the selection and performance specifications of the WFGD and an overview of the major equipment parameters including the materials of construction chosen for this project.

Heated Soil Vapor Extraction (HSVE) is a technology that has been used successfully to clean up subsurface soils at sites containing chlorinated solvents and petroleum hydrocarbons. The costs have been extremely high due to the large amount of energy required to volatilize high molecular weight polycyclic aromatic hydrocarbon (PAH) compounds present in the soil matrix. One remediation contractor states that hydrocarbons are oxidized in situ by achieving temperatures in the &gt;1000 F range near the heaters [1]. A critical question is whether the volatile portion of manufactured gas plant (MGP) hydrocarbons (VOCs) can be stripped out at lower temperatures such that the remaining contaminants will be unavailable for transport or subsequent dissolution into the groundwater. Soil remediation by heated soil vapor extraction system is a relatively new technology developed by Jay Jatkar Inc. (JJI) along with the University of Wisconsin-Milwaukee [2]. The areas around chemical companies or waste disposal sites have been seriously contaminated from the chemicals and other polluting materials that are disposed off. The process developed by JJI, consists of a heater/boiler that pump and circulates hot oil through a pipeline that is enclosed in a larger-diameter pipe. This extraction pipe is vertically installed within the contaminated soil up to a certain depth and is welded at the bottom and capped at the top. The number of heat source pipes and the extraction wells depends on the type of soil, the type of pollutants, moisture content of the soil and the size of the area to be cleaned. The heat source heats the soil, which is transported in the interior part of the soil by means of conduction and convection. This heating of soil results in vaporization of the gases, which are then driven out of the soil by the extraction well. The extraction well consists of the blower which would suck the vaporized gases out of the system. Our previous studies had removed higher boiling compounds, such as naphthalene, etc., to a non-detectable level. Thus, the current technology is very promising for removing most of the chemical compounds; and can also remove these boiling compounds from the saturated zone. Gas chromatography (GC) is utilized in monitoring the relative concentration changes over the extraction period. Gas chromatography-mass spectrometry (GC-MS) assists in the identification and separation of extracted components. The experimental research is currently being conducted at the University of Wisconsin-Milwaukee. The objectives of this study are to identify contaminants and time required to remove them through HSVE treatment and provide data for computation fluid dynamics CFD analysis.
