The goal of the study is to analyse the outcomes of a questionnaire survey which concerns understandability of military language used on former Afghanistan missions. Two groups of respondents took part in the survey – 50 soldiers with experience from a foreign mission, 50 soldiers without such experience. The data have indicated that when it comes to decoding randomly generated expressions, an important role is mainly played by the soldiers' other foreign missions, professional specialisations, length of service, and close contact with the participants of the Afghan missions.

Dans cet article je soutiens la thèse, encore controversée dans l’Église, selon laquelle la situation historique produite par la mondialisation oblige l’Église à repenser sa mission dans le monde et à y déployer un ministère de réconciliation au service du bien commun universel. Je présente d’abord une analyse de la situation historique actuelle, que je complète par des réflexions bibliques, une analyse de l’évolution du magistère, des arguments contre le prosélytisme et finalement une théologie de la mission, guidée par l’appel divin à la réconciliation.

The success rate of currently performed CubeSat missions shows that despite their popularity, small satellites are still not as reliable as larger platforms. This research was conducted to analyse in-orbit experience from the KRAKsat mission and discuss methods for mission design and engineering that can increase CubeSats reliability and prevent their failures. The main purpose was to define best practices and rules that should be followed during mission development and operations to ensure its success based on the overview of the lessons learned from KRAKsat and problems encountered during its mission. This paper summarizes the experiences obtained and provides methods that can be used while carrying out future robust CubeSat projects. It was written to prove that there are some parts of the small satellite missions that are often neglected in the university-led projects and, by ensuring proper testing and planning before the actual mission, its reliability can increase. The following analysis could be used as a guide during the development of the next CubeSat projects.

En intégrant à nouveau le Ministère de l’Éducation Nationale en 1981, les acteurs de l’Éducation Physique et Sportive (EPS) se voient confier de nouvelles missions. Cet article interroge la participation des acteurs de l’EPS à une mission qui dépasse une réflexion strictement disciplinaire : la lutte contre le décrochage scolaire. Depuis 1981, une analyse de contenu des articles de la revue EP.S a été menée et a été enrichie par une analyse statistique des données textuelles des principaux textes officiels régissant la discipline. Seuls six articles de la revue traitent de la problématique du décrochage scolaire et aucun texte disciplinaire ne fait le lien entre décrochage scolaire et l’enseignement obligatoire de l’EPS. Les résultats de ces analyses croisées montrent que la problématique du décrochage scolaire, reste durant cette période, une mission scolaire oubliée des discours institutionnels et des pratiques professionnelles innovantes en EPS. Depuis 1981, la discipline EPS semble ancrée dans une logique disciplinaire contraignant l’engagement de ses acteurs dans des problématiques scolaires plus larges. Ces résultats interrogent la capacité des praticiens et des législateurs d’une discipline corporelle à répondre aux défis scolaires du moment.

SUMMARY The GRACE and GRACE-FO missions have been observing time variations of the Earth's gravity field for more than 15 yr. For a possible successor mission, the need to continue mass change observations have to be balanced with the ambition for monitoring capabilities with an enhanced spatial and temporal resolution that will enable improved scientific results and will serve operational services and applications. Various study groups performed individual simulations to analyse different aspects of possible NGGMs from a scientific and technical point of view. As these studies are not directly comparable due to different assumptions regarding mission design and instrumentation, the goal of this paper is to systematically analyse and quantify the key mission parameters (number of satellite pairs, orbit altitude, sensors) and the impact of various error sources (AO, OT models, post-processing) in a consistent simulation environment. Our study demonstrates that a single-pair mission with laser interferometry in a low orbit with a drag compensation system would be the only possibility within the single-pair options to increase the performance compared to the GRACE/GRACE-FO. Tailored post-processing is not able to achieve the same performance as a double-pair mission without post-processing. Also, such a mission concept does not solve the problems of temporal aliasing due to observation geometry. In contrast, double-pair concepts have the potential to retrieve the full AOHIS signal and in some cases even double the performance to the comparable single-pair scenario. When combining a double-pair with laser interferometry and an improved accelerometer, the sensor noise is, apart from the ocean tide modelling errors, one of the limiting factors. Therefore, the next big step for observing the gravity field globally with a satellite mission can only be taken by launching a double pair mission. With this quantification of key architecture features of a future satellite gravity mission, the study aims to improve the available information to allow for an informed decision making and give an indication of priority for the different mission concepts.

L’auteur analyse la problématique de l’éducation physique québécoise. Pour ce faire, il critique la vision traditionnelle de cette discipline. Il fait ressortir le besoin de redéfinition de la mission sociale de l’éducateur physique. Celle-ci doit s’appuyer sur des objectifs nouveaux émanant d’une philosophie nouvelle. Une triple mission sociale pourrait être adaptée pour réellement intégrer l’éducation physique dans la société. Des missions éducative, sanitaire et écologique sont développées. L’auteur retourne aux sources des concepts sous-jacents à ces trois volets. Ces solutions de rechange rendraient l’éducation physique socialement présente. Les éducateurs physiques sont-ils prêts pour une telle ouverture d’esprit?

Aim: Assesment of the preparedness of paramedics for mission trips. Evaluation of the mission as a place for professional development of paramedics. Assesment of the usefulness of the experience gained by paramedics on missions in working conditions in Poland. Analysing the attendance of paramedics on missions. Learning about personal opinions and experi¬ences of selected participants of missions. Material and Methods: The study was conducted between 01.2020 and 08.2020. The research group consisted of 20 paramedics of different ages. Data were collected using an electronic survey consisting of 22 questions and extended tel¬ephone interviews consisting of 33 questions. Statistical data obtained from the Redemptoris Missio Foundation were used to analyse attendance. Results: The majority of survey participants rated their preparation for their first mission at a score of 3 (f=0.45) or 4 (f=0.35) on a 5-point scale. The most frequently used skill was foreign language, with 9 (f=0.45) respondents using it all the time and 9 (f=0.45) using it frequently. The paramedics experienced the greatest development in the area of non-medical skills (f=0.6) and in foreign language use (f=0.5). Most of the respondents rated the usefulness of the experience gained as 5 (f=0.35) or 4 (f=0.25) on a 5-point scale. Analysis of the obtained statistical data showed very low attendance of paramedics on missions compared to other medical professions. The interviews provided an in-depth look into the feelings and opinions of selected paramedics regarding missions, which were mostly consistent or similar. Conclusions: The paramedics believe that they are sufficiently prepared to go on missions. Thanks to missions: they gain new experience, consolidate their knowledge and skills, exchange experience with medical personnel from all over the world. However, missions do not allow one to fully utilize their expertise in emer¬gency medicine. Experience gained abroad is proved to be useful for paramedics in working conditions of Polish health care system. Attendance of paramedics on missions is very low, but there are a lot of potential areas where their knowledge and skills could be used.

This paper explores how Korean migrant churches in Aotearoa New Zealand can find a balance between missions (understood as extending the Church) and Mission (construed as participation in the missio Dei), in relation to their sense of belonging. For this purpose, the research uses a qualitative methodology interview method guided by interpretivism. The paper begins by identifying key contextual factors related to Koreans in New Zealand as migrants, Christians and missional beings. The responses of 31 research participants regarding what constitutes a “sense of belonging” are analysed in terms of visible and invisible belonging. Visible belonging is associated with churches that have strong boundaries, and invisible belonging is found in one’s relationship with God; the two can be correlated with missions and Mission, respectively. The analysis suggests that a missional understanding can be a trigger for enabling interaction between visible belonging as missions and invisible belonging as Mission, through three missional concepts: purpose, progress and experience. Finally, the paper suggests practical ways that Korean churches in New Zealand can balance missions and Mission by following three missional guidelines.

Cette étude est réalisée dans le cadre de la mission spatiale EXOMARS, en collaboration avec LATMOS (Laboratoire Atmosphères, milieux, observations, spatiales). Les objectifs sont explorer la planète Mars pour la recherche de signes de vie passée ou présente, l’étude de la distribution de l’eau dans le sous sol martien et l’étude de la géologie de Mars. Cette mission consiste à envoyer sur la surface de Mars un véhicule automatisé équipé d’instruments de mesures scientifiques destinés à la recherche de traces de vie. Notre activité de recherche s'est focalisée sur l’instrument WISDOM (Water Ice Subsurface Deposits Observation On Mars) qui est un GPR (Ground Penetrating Radar) dont les principaux objectifs scientifiques sont de sonder le sous-sol de Mars jusqu’à quelques mètres de profondeur pour étudier les structures géologiques. Notre travail s'est déroulé en trois phases. La première a consisté à trouver un modèle de rayonnement large bande permettant de modéliser le rayonnement des antennes du GPR. La deuxième a permis de développer des outils permettant de simuler des scènes de différentes compositions en optimisant le temps de calcul. La troisième phase de cette thèse a permis de développer deux techniques permettant de caractériser une surface rugueuse. Ainsi cette approche sera exploitée pour ensuite développer deux méthodes de calcul de la permittivité du sol en temporel et en fréquentiel
This study is a part of the ExoMars space mission, in collaboration with LATMOS (Laboratoire Atmosphères, milieux, observations, spatiales). The objectives are to explore the signs of life on Mars planet in the past or in the present time, as well as the study of the distribution of subsurface water and the study of the geology of Mars. This aim of this mission is to send on the Mars surface an automatic vehicle equipped with scientific measuring instruments intended for the search of life traces. Our research activity is focused on the WISDOM instrument (Water Ice Subsurface Deposits Observation On Mars) which is a GPR (Ground Penetrating Radar) where the main scientific objectives are to probe the subsurface of Mars up to several meters in order to study the geological structures. Our work have been proceeded in three phases. The first was to find a broadband radiating model of modelling the radiation pattern for the GPR antennas. The second was to develop tools for simulation scenes of different compositions by optimizing the computing time. The third phase of this thesis permits to develop two techniques for rough surfaces characterization. Thus this approach will be exploited for the development of two methods for the determination of the permittivity of the ground in time and frequency domain

The aerospace industry has always been looking forward new developments with the aim to create more environmental friendly aircraft, as well as to improve their performance. Over the last few years, a prominent research topic to achieve these challenging goals has been focussed on the incorporation of more electric Secondary Power Systems (SPS), this concept is known as More Electric Aircraft (MEA) or All Electric Aircraft (AEA) when the internal combustion engine is also replaced. Among others, Airbus is using Electro-hydrostatic Actuators, (EHAs) to combine hydraulic and electric power in A320 and A340 for flight tests since 1993. The company TTTECH applied the same concept by working on the development of an electrical steering system for an aircraft nose landing gear, and power source rationalization and electrical power flexibility in aircraft. Some of the advantages stated when the MEA concept is applied are: reduction in aircraft weight and performance penalties related to conventional SPS. Although the More/All electric aircraft concept provided satisfactory results for fixed-wing aircraft, research for rotary-wing aircraft is less common. This encourages the assessment of fuel consumption and performance penalties due to conventional and more electric SPS at conceptual level, which could achieve similar outcomes, while finding the best configuration possible. This project takes into account the previous research focused on fixed-wing aircraft and studies on new technologies for SPS within Cranfield University, this includes electrical Ice Protection System (IPS), Environmental Control System (ECS) and Actuation System (AS). Additionally, Fuel System (FS) and Electrical System (ES) capabilities were added, developing a generic tool able to predict the total power requirements depending on the flight conditions. This generic tool was then integrated with a performance model, where overall fuel consumption is calculated for a flight mission, giving continuity and improvement to the work already done. Secondary systems configuration and operating characteristics for a representative light single-engine rotary-wing aircraft were tailored, and the systems behaviour is presented. Finally, fuel consumption was calculated for a baseline mission profile, and compared to the fuel consumption when the systems are not included. The baseline mission set the initial flight conditions from which a parametric study was carried out; by varying these conditions the parametric study determined total fuel requirements for the analysed flight segments. An increment of up to %1.9 in the fuel consumption was found by integrating the proposed systems to the performance model, showing the impact produced by the systems, and the importance of studying different technologies to minimise it.

Une analyse secondaire de données qualitatives collectées en 2010-11 provenant de témoignages de militaires canadiens en postdéploiement de mission en Afghanistan (opération Athéna) a été réalisée afin d’explorer comment ceux-ci s’adaptent au stress opérationnel. Le cadre conceptuel est fondé sur le modèle transactionnel du stress et de l’adaptation de Lazarus et Folkman (1984). L’étude tient donc compte des valeurs, objectifs et engagements de vie, incluant ceux de la mission opérationnelle, des composantes peu étudiées du sens global. L’étude porte sur le stress opérationnel caractérisant les combats de faible intensité qui demeure potentiellement dangereux et assez typique des missions contemporaines. Les données ont été examinées selon la méthode d’analyse qualitative de Miles et Huberman (2003) afin de dégager les stratégies utilisées par les militaires pour s’adapter à des situations opérationnelles stressantes spécifiques. Les participants sont des militaires canadiens francophones qui reviennent de mission en Afghanistan et dont près des trois-quarts ont participé à plusieurs missions. Les résultats montrent qu’ils sont motivés et fiers de leurs compétences professionnelles. La participation à une mission représente pour eux l’aboutissement de leur entrainement et elle légitimise leur carrière ainsi qu’une opportunité d’influer activement sur le cours des événements. Ils utilisent principalement des stratégies de résolution de problèmes variées comme planifier, agir sur le problème, référer à des procédures et à l’entrainement reçu, ainsi que s’adapter sur le plan interculturel. Cette dernière stratégie peut aussi être considérée comme une stratégie de soutien social instrumental améliorant l’appréciation tactique des situations sur le terrain par le développement d’un réseau social secondaire auprès de la population-hôte. Le détachement est aussi une stratégie importante facilitant la centration sur la tâche, en particulier dans des tâches risquées comme le déminage. Le contrôle de soi, notamment sur le plan cognitif, est aussi utilisé, mais se présente comme une stratégie plus coûteuse en énergie sur le plan attentionnel. Les participants utilisent la réévaluation positive et le détachement pour gérer les pertes et les préoccupations ainsi que le soutien social et l’assistance au coping (donner du soutien social) entre eux et à leurs proches autant sur le plan instrumental qu’émotionnel. Ils utilisent peu la confrontation et la fuite-évitement. Dans l’ensemble, les stratégies centrées sur l’émotion sont utilisées au service de la tâche. Les résultats sont discutés en mettant en perspective la résilience dans le contexte de performance caractérisant les fonctions militaires opérationnelles et l’apport des études portant sur le stress dans les sports de haut niveau. Cette analyse montre que la dichotomie entre les stratégies centrées sur le problème et celles centrées sur l’émotion ne rend pas adéquatement compte de la nature du processus d’adaptation et qu’il faut étudier les stratégies dans le contexte d’événements spécifiques et du sens qu’ils prennent pour l’individu. Cette étude montre aussi que l’analyse qualitative secondaire peut maximiser et étendre les résultats des recherches qualitatives primaires.

Le rayonnement du Fond Diffus Cosmologique est une source riche et propre d’informations cosmologiques. L’étude du CMB au cours des dernières décennies a conduit à la mise en place d’un modèle standard pour la cosmologie et a permis de mesurer précisément ses principaux paramètres. Il a également transformé le domaine, en le basant davantage sur les données observationnelles et les approches numériques et statistiques.A l’heure actuelle, l’inflation est le principal paradigme décrivant les premiers moments de notre Univers. Elle prédit la génération de fluctuations de la densité de matière primordiale et des ondes gravitationnelles. Le signal de polarisation du CMB porte la signature de ces ondes gravitationnelles sous la forme de modes-B primordiaux. Une future génération de missions spatiale d’observation de la polarisation du CMB est bien adaptée à l’observation de cette signature de l’inflation.Cette thèse se concentre sur l’optimisation d’une future mission spatiale CMB qui observera le signal en modes-B pour atteindre une sensibilité de r = 0,001. Plus précisément, j’étudie la stratégie d’observation et l’impact des effets systématiques sur la qualité de la mesure de polarisation

Study of the CMB over the past few decades has led to the establishment of a “Standard Model” for Cosmology and constrained many of its principal parameters. It hasalso transformed the field into a highly data-driven domain.Currently, Inflation is the leading paradigm describing the earliest moments of our Universe. It predicts the generation of primordial matter density fluctuations and gravitational waves. The CMB polarisation carries the signature of these gravitational waves in the form of primordial “B-modes”. A future generation of CMB polarisation space mission is well suited to observe this signature of Inflation.This thesis focuses on optimising a future CMB space mission that will observe the B-modesignal for reaching a sensitivity of r = 0.001. Specifically, I study the optimisation of the scanning strategy and the impact of systematics on the quality of polarisation measurement

L'instrument principal de la mission GOCE est un gradiométre triaxial contenant 6 paires d'accéléromètres électrostatiques ultrasensibles conçus par l'ONERA. chaque accéléromètre est constitue d'une masse d'épreuve entourée par 8 paires d'électrodes permettant de la contrôler en position grâce a une boucle d'asservissement électronique. il est possible de recombiner les mesures accélérométriques pour en déduire les composantes du gradient de gravite. il s'agit de la grandeur fondamentale d'intérêt dans la mission GOCE. malgré son succès, la communauté scientifique s'est aperçue que le bruit contenu dans le terme vzz est 2 fois plus élevés que prévu. ce niveau de bruit est reste inexpliqué. la qualité des données GOCE dépend directement de celle des mesures accélérométriques. l'ONERA détenant l'expertise sur la technologie des accéléromètres électrostatiques ultrasensibles, une étude approfondie au plus proche de l'instrument s'est avérée nécessaire. dans un premier temps, une méthode d'estimation d'un majorant du niveau de bruit empirique des mesures accélérométriques est proposée a partir de la différence des modes communs. dans un second temps, ces estimations a partir des données empiriques sont reliées aux sources de bruit. en prenant en compte les sources de bruit qui ont été vérifiées, on a analyse deux scenarios qui pourraient aboutir au niveau empirique du bruit total de mesure. enfin, on a identifie que le bruit du facteur d'échelle n'a pas été inclus dans le calcul du niveau de bruit attendu. on montre que, dans le cas des axes de mesure sensible, la prise en compte du bruit de facteur d'échelle aboutit a l'augmentation du niveau de bruit de mesure attendu
The payload of the space mission goce is a 3 axis gradiometer containing 6 ultrasensitive electrostatic accelerometers designed by onera – the french aerospace lab. each accelerometer contains a proof mass surrounded by 8 pairs of electrodes allowing the control of its position thanks to a feedback control loop. the recombination of the accelerometer measurements leads to the estimation of the terms of the gravity gradient matrix. it is the target quantity of the mission goce. despite the success of the mission, the scientific community discovered that the noise level of the term vzz is twice as high as the level expceted. this remains unexplained. the quality of the data is directly related to the quality of the accelerometer measurements. because onera has the expertise on the accelerometer technology, an in-depth study proved to be necessary. we first provide a way to estimate an upper bound of the empirical noise in the measurements. then, we analyse two scenarios that could lead to the empirical noise observed. finally, we show that taking into account the scale factor noise leads to a higher noise than expected

AbstractWe examine over 68,000 refereed publications based on data from 25 missions in the ESA Science Programme and 11 additional missions in which ESA is involved as a junior partner. The publications cover the fields of astronomy, planetary science, and heliophysics and are spread over almost 50 years, spanning the period between the year a mission was launched and the end of 2021. We study the number of papers as a function of time and the evolution of several metrics, including citations and other indices. We also investigate the geographical distribution of the authors, and for ESA Member States we correlate the various indices with the level of financial contribution of the individual countries to the ESA Science Programme. We find that in general the involvement of the scientific communities in the various Member States follows the distribution expected from the countries’ gross domestic products, with communities in some fields and countries, both large and small, being particularly effective at turning data into scientific discoveries. We also analyse the differences between papers written by investigators directly involved in the provision of the payloads or in the definition of the scientific projects and those written by other scientists not directly involved in the process. We find that the latter, the so-called “archival papers”, represent more than 50% of the literature based on data from ESA Space Science missions, and have a similar impact on the literature in the respective fields, as judged by the number of citations. This highlights the importance of sharing and preserving the scientific data produced by the missions.

In this paper, we intend to analyse one of the odeporic works from the corpus of Ennodius of Pavia (Ennod. 245 V. = carm. 1.1 H.) through the combined interaction of interpretative perspectives and visualisation tools. The journey towards the Cottian Alps described by Ennodius is a diplomatic mission, entrusted by Lawrence, bishop of Milan: this information establishes the existence of two levels of interpretation from the outset, the circumstantial one and the metaphorical one. There is probably a further level of analysis, which has never been given a wide appeal in the still excellent previous studies: the path at issue, already known to the Romans of all times for its impervious conformation and the unpredictability of its climate, is loaded with ritual energy.

Virginie Chaillou-Atrous cible son analyse sur des femmes qui ont participé volontairement – et parfois en solitaire – aux circulations coloniales. À travers l’évocation de l’itinéraire emprunté par plusieurs femmes jusqu’alors restées dans l’ombre, dans les archives coloniales, l’auteure analyse les raisons de leur départ, tout en relativisant la notion de choix pour expliquer leur déplacement vers la colonie de l’île Bourbon. Parmi les volontaires pour le départ vers la colonie, Virginie Chaillou-Atros montre que toutes ne répondaient pas forcément à l’objectif de peuplement ou à une quelconque mission coloniale. AbstractThis chapter reviews theoretical rationales for mission-oriented innovation policy and provides an empirical overview of extant 28 papers and 49 cases on the topic. We synthetize varieties of mission formulations, actors involved, and characteristics of missions described as more or less failed or successful. Fifty-nine percent of the studied missions are still ongoing, 33 percent are considered successful, and 8 percent as failures. Sixty-seven percent of the studied missions have taken place in Europe, 24 percent in North America, and 8 percent in Asia. The majority of innovation projects referred to as missions do not fulfill the criteria defined by the OECD. Results suggest that missions related to technological or agricultural innovations are more often successful than broader types of missions aimed at social or ecological challenges. Challenges regarding the governance and evaluation of missions remain unresolved in the literature. We find no case that contains a cost-benefit analysis or takes opportunity cost into account.

AbstractThis chapter integrates findings from several different case studies on mission-oriented innovation policies (MOIPs) and makes use of the existing literature to briefly describe three other missions: The War on Cancer, homeownership in the United States, and the Swedish Million Program. Together with the analyses in the other chapters of this volume, seven takeaways regarding mission-oriented innovation policies are developed and described: (1) wicked problems cannot be solved through missions, (2) politicians and government agencies are not exempt from self-interest, (3) MOIPs are subject to rent seeking and mission capture, (4) policymakers lack information to design MOIPs efficiently, (5) MOIPs distort competition, (6) government support programs distort incentives and result in moral hazard, and (7) MOIPs ignore opportunity costs. These seven takeaways are illustrated using the cases described in this chapter and elsewhere in this volume.

Il était inimaginable de publier en France un magazine destiné aux travailleurs chinois de la Première Guerre mondiale, en particulier parce que la plupart de ces travailleurs commençaient à peine à apprendre à lire le chinois. Pourtant, Yan Yangchu 晏阳初 (James Y. C. Yen) et ses confrères secrétaires de l’YMCA ont rempli cette mission impossible en publiant Huagong zhoubao 华工u周P报 (Revue hebdomadaire des travailleurs chinois, appelée par la suite Revue), une publication chinoise qui a marqué l’histoire des travailleurs chinois et l’histoire de la Première Guerre mondiale. La Revue était un projet qui devait être lancé, édité, géré et publié par les secrétaires chinois de la YMCA, avec le soutien de la YMCA. Par conséquent, le sens et les caractéristiques de cette revue peuvent être interprétés comme une expression de la philosophie de la YMCA. Grâce à la disponibilité de la Revue, aux documents de l’Église et aux sources biographiques des rédacteurs en chef, les chercheurs sont désormais en mesure de déterminer comment et pourquoi les rédacteurs en chef sont parvenus à remplir leur mission avec succès. Ce succès devient une évidence lorsque l’on examine de près leur perception et leur attitude à l’égard de la situation française. Leur politique éditoriale destinée à attirer les lecteurs et à interagir avec eux a aussi participé à ce succès, tout comme leur présentation de l’approche du programme YMCA (spirituelle, éducative, sociale et physique) et le nationalisme présenté dans le contenu de la Revue. Cet exemple nous donne en fait une idée sur la nature de la vie des travailleurs en France pendant la Première Guerre mondiale.

The availability of a rotorcraft fleet to fulfill missions is driven by the size of the fleet, time-varying mission demand profile, average mission duration, inspection and maintenance times as well as other factors impacting the logistics and supply chain. Traditional availability measures such as the steady state availability and transient availability lack the expressivity needed to determine the probability that a specified fleet size and supporting maintenance staff will be able to ensure a mission can be initiated at a specified point in time given an anticipated mission profile. In the absence of sufficiently robust modeling and analysis techniques, it is also difficult to determine how rotorcraft reliability and maintenance process improvements could be implemented to enhance traditional and extended notions of rotorcraft and fleet availability. This paper presents methods to model and assess the impact of subsystem reliability investment on rotorcraft availability. We also extend traditional availability concepts to the case of on-demand availability, where availability is characterized as a time-varying function of the demand for a fleet of rotorcraft. The examples illustrate that the approach can be used to consider tradeoffs between on-demand availability and factors such as fleet size and maintenance times.

Urban air mobility (UAM) is an emerging aviation market that seeks to revolutionize mobility around metropolitan areas via a safe, efficient, and accessible on-demand air transportation system for passengers and cargo. In this paper we describe our three-pronged approach to studying passenger-carrying UAM missions, and we detail the first phase of this approach, which consists of defining an initial set of requirements for multiple exemplar UAM missions. The development of these mission requirements provides justifiable assumptions that feed the second phase of the approach, which is performing aircraft conceptual design studies. Vehicle design is not included in this paper, but the work described here will define sizing missions for follow-on design and sizing studies. The aircraft that emerge from the design studies can then feed the third phase of our UAM analysis approach, which involves simulating an entire UAM network over a metropolitan area to study transportation-system level characteristics. Iteration between each of the three phases of the UAM analysis approach will be necessary to propagate lessons learned as our research progresses and as the UAM community coalesces on a more unified vision for UAM. Therefore, we anticipate that the mission requirements set forth in this paper will be modified over time as the urban air mobility concept matures.

A previous system study identified significant increases in range and number of urban air mobility (UAM) missions by replacing the all battery power system of a notional UAM vehicle with an advanced diesel hybrid using conventional diesel or liquid natural gas (LNG) fuels (at constant vehicle design gross weight). Some benefits were realized using the LNG's cryogenic properties to reduce some electrical component losses and cooling requirements. Significant questions were raised concerning volume and thermal management considerations for all studied systems. The notional, baseline vehicle was a hybrid helicopter/ airplane design capable of vertical take-off and landing (VTOL), balancing high cruise efficiency with reasonable hover capability. A subsequent power system assessment using the same notional vehicle and mission was performed that identified increased volume and power requirements for the active cooling required. The cooling airflow could also generate additional drag on the vehicle during operation. For the notional vehicle studied, the additional volume identified by the subsequent study would not affect vehicle mold line and therefore drag. However, the additional drag from cooling airflow and the power to circulate it as needed would impact power system and vehicle mission performance. Vehicle and mission models were updated and rerun. Updated results still indicated significant benefits in range and number of UAM missions, but reduced the benefit by 12-15%. Hold time for the hybrid systems also generally increased a few minutes because of reduced power available for charging from the power for required cooling flows. Vehicle weights, thermal loads, and cooling airflows from the updated analyses were similar to previous results.

Rotorcraft design has always been a challenging tradeoff among overall size, capabilities, complexity, and other factors based on available technology and customer requirements. Advancements in propulsion, energy systems and other technologies have enabled new vehicles and missions; complementary advances in analysis methods and tools enable exploration of these enhanced vehicles and the evolving mission design space. A system study was performed to better understand the interdependency between vehicle design and propulsion system capabilities versus hover / loiter requirements and range capability. Three representative vertical lift vehicles were developed to explore the tradeoff in capability between hover efficiency versus range and endurance capability. The vehicles were a single-main rotor helicopter, a tilt rotor, and a vertical take-off and landing (VTOL) aircraft. Vehicle capability was limited to two or three people (including pilot or crew) and maximum range within one hour of flight (100-200 miles, depending on vehicle). Two types of propulsion and energy storage systems were used in this study. First was traditional hydrocarbon-fueled cycles (such as Otto, diesel or gas turbine cycles). Second was an all-electric system using electric motors, power management and distribution, assuming batteries for energy storage, with the possibility of hydrocarbon-fueled range extenders. The high power requirements for hover significantly reduced mission radius capability. Loiter was less power intensive, resulting in about 1/2 the equivalent mission radius penalty. With so many design variables, the VTOL aircraft has the potential to perform well for a variety of missions. This vehicle is a good candidate for additional study; component model development is also required to adequately assess performance over the design space of interest.

In the pursuit of High-Speed Vertical Takeoff and Landing (HSVTOL) platforms, VerdeGo Aero offers its VH-5 hybrid-electric turbofan as the answer to missions requiring high power, vertical lift, and jet-like speeds. To evaluate the possibility of designing a real HSVTOL aircraft around VerdeGo's VH-5 powerplant, this paper investigates the size and expected performance of a militarized spinoff of NASA's Class B, High-Efficiency Civil TiltRotor (HECTR) concept, which has been renamed the VerdeGo Hybrid-Electric Combative TiltRotor, or "VHECTR" for short. Through an in-depth conceptual weight buildup of four commonly proposed tiltrotor architectures, this paper suggests that an entirely new, turbofan-driven propulsion system is needed if modern day HSVTOL demands are to be met. Hence, a separate, yet more conventional "Modified HECTR" tiltrotor configuration is considered to contest the proposed, VH-5 powered VHECTR concept. However, the results of a full-scale aircraft comparison, aerodynamic analysis, and mission analysis alongside the V-22 Osprey indicate the VHECTR concept is more HSVTOL mission capable with greater time and fuel savings than any advanced tiltrotor system to date.

This paper analyses the possibility of using photovoltaics as additional energy provider for small to medium-sized eVTOL UAVs. A simplified model for eVTOL UAVs, which covers all relevant areas of aircraft design, including aerodynamics, structural mechanics, propulsion and systems modelling, is presented. Sensitivity studies covering various design parameters, such as airfoil, wing geometry and propulsion system selection are performed to show their influence on the configurations' performance. The first result of this paper is, that a photovoltaic powered configuration can outperform a battery electric and it can be worth the effort to implement the solar cells. To achieve this, the aircraft needs to be as aerodynamic efficient as possible. Also higher efficiency solar cells increase the possible performance. Additionally there is a big influence of the time of year and the latitude onto the performance. Secondly a multi mission study is performed. This uses a more detailed model, as the preliminary study. It is to find the best solar eVTOL for a set of missions. A summary of this study's results is presented. Finally the best aircraft configuration, following this study, is presented. The main take aways are, that solar cells can have a positive effect on the overall performance of eVTOL UAVS. However some possible drawbacks are also identified, as the resulting aircraft require rather low speeds and a more complicated mission planning, because solar irradiance needs to be taken into account and monitored during the whole mission.

Interest is growing in the use of one engine inoperative cruise to enhance the mission performance of multi-engined helicopters. This paper explores the concept by examining the use of twin engine cruise in the long range AgustaWestland AW101 triple engine helicopter. The paper presents the design features of the aircraft that support this capability, the clearances and limitations that have been flowed out to operators of the aircraft, analysis of the performance benefit arising from twin engine cruise, and examples of where the capability has been used to allow extreme range search and rescue missions to be achieved. The paper then presents considerations for the introduction of single engine cruise capability into twin engine helicopters.

Geophysical studies on the lunar surface have, in the past, used various methods that contribute not only towards the knowledge of the lunar subsurface but also contribute towards the design of future lunar missions, namely those that will, in the near future, take humans to the Moon�s surface. This work analyzes a specific set of ground penetrating radar (GPR) data, collected during the Chang�E-4 mission of the Chinese Space Agency, using theYutu-2 rover within the von Karman crater, on the far-side of the Moon. From this dataset two electrical parameters were estimated. The approach uses the backscatter of the electromagnetic wavefield in order to obtain estimates of the real component of the complex relative permittivity as well as the electrical resistivity.

We identify and compare the top causes for fatal and non-fatal helicopter accidents using historical accident data. We compare the causes for fatal and non-fatal accidents and identify the causes that are most likely to lead to both fatal and non-fatal accidents, the causes that are more likely to lead to fatal accidents than non-fatal accidents, and the causes that are more likely to lead to non-fatal accidents than fatal accidents. Accidents that had serious, minor, and no injuries were grouped as non-fatal accidents. We analyzed 5051 helicopter accidents between 1982 and 2008, and found that personal use, instructional flight, and aerial application missions accounted for 50.1% of the accidents. Poor weather condition was the top cause in 17.6% of fatal personal use accidents. Poor weather accidents generally occurred while operating in fog (20.4%), low ceiling (18.5%), strong tailwinds (11.1%), or rain (9.3%). Failure to maintain physical clearance (24.4%) and collision with objects were equally likely in fatal aerial application accidents. Some of the top causes appeared across mission types. Inclement weather condition was among the top causes not just during personal use, but also for instructional flights, appearing at least once in 15.3% of fatal and 12.8% of non-fatal accidents. Collision with objects was another one of the top common causes appearing across all three mission-types. By identifying the most frequent causes across different injury levels and mission types, we can leverage accident information from various sources (e.g., detailed accident reports, flight data records) to improve rotorcraft safety.

Die österreichische Forschungs-, Technologie- und Innovationspolitik ist – nicht zuletzt in Antwort auf die von der EU formulierten fünf Missionen, aber auch darüber hinaus – zunehmend gefordert, gesellschaftliche Herausforderungen sowie, damit verbunden, notwendige transformative Entwicklungen aufzugreifen und konkrete Maßnahmen zu setzen. Die FTI Task Force der österreichischen Bundesregierung hat zu diesem Zweck eine eigene Arbeitsgruppe eingesetzt, die die Koordination der EU-Missionen in Österreich übernommen hat. Des Weiteren wurden in jeder Mission Area in Österreich Mission Action Groups gebildet, die die Abstimmungs- und Entwicklungsarbeit in den Mission Areas im Wesentlichen vorantreiben. Ziel der Analyse ist es somit, in den genannten fünf Missionen (Cancer, Cities, Climate, Soil, Waters) die Ausgangsposition und das Potenzial der österreichischen FTI-Landschaft hinsichtlich missionsorientierter Forschung zu erheben und soweit möglich darzustellen. Auf der Grundlage der Untersuchung soll eine erste Kompetenz- und Ressourcenlandkarte für die Weiterentwicklung der Missionen vorliegen, d.h. einer österreichischen Interpretation der EU-Missionen entsprechen.

This SIPRI Background Paper provides an overview of the European Union Training Mission in Mali (EUTM Mali) and assesses its impact on Mali’s conflict dynamics since it was established in 2013. The third of three country-specific papers, it is part of a larger SIPRI project analysing the effectiveness of the EU’s training missions in Somalia, the Central African Republic and Mali. All three papers will feed into a synthesis paper that will offer a comparative analysis of the missions and recommendations for the way forward. This paper analyses EUTM Mali’s main training and advisory activities, before assessing its political and operational impacts. It summarizes the main factors that account for the mission’s successes and limitations, and makes three recommendations to augment the future impact of the mission. It concludes that EUTM Mali has made an impact in terms of military capacity building, but that further progress is needed to improve coordination with the Malian Armed Forces (Forces Armées Maliennes, FAMA). In addition, EUTM Mali faces many obstacles that lie largely beyond its control, including the deteriorating security situation in the centre of Mali and in the border region of Liptako-Gourma

As European integration has advanced, public opinion on the EU has increasingly come into the spotlight. Yet when it comes to the EU’s Common Security and Foreign Policy (CFSP) and its Common Security and Defence Policy (CSDP), research into acceptability of integration is still “in its infancy” (Biedenkopf et al., 2021, p. 339). Building on an analytical framework of acceptability developed by Michaels & Kissack (2021), this paper sets out to investigate public beliefs and perceptions through big data-based analysis of security-related news published around the world. Our research design complements more traditional measurements of citizens’ perceptions such as opinion surveys and contributes to the growing body of literature on public opinion and acceptability in the EU. Basing ourselves on all web-based news published on security-related matters from 2017 to 2022, we first examine how public opinion in the EU and its Member States varies at key moments related to the EU’s CSDP, including reforms and mission launches. Our results reveal broad and steady acceptability among the public for EU efforts in defence and security, although attention to practical details related to EU defence and security operations and policies is low. We subsequently analyse in more detail the crisis moment of the 2022 Russian invasion of Ukraine to understand its effects on public perceptions of the EU’s role in security and defence. We find that the Russian invasion of Ukraine is a watershed moment, but rather than overturning existing trends in acceptability among the public, the invasion has accelerated them. In Member States where historical changes have been made to security and defence-related policies following the invasion, our data furthermore shows that the public was largely supportive of the EU’s role in security and defence even prior to the invasion, and that acceptability of CSDP can go hand in hand with NATO membership.
