Résumé :
Enterprise architecture (EA) and project portfolio management (PPM) are key areas when it comes to connecting enterprise strategy and information technology (IT) projects. Both management disciplines enhance business capabilities, integrate skilled resources, and govern affiliated processes and functions. A skillful comprehension of the links between these managerial areas is essential for effective IT planning. This article elaborates on the common grounds and structural attachment of EA and PPM, showing the substantiated relations between them and demonstrating their cohesiveness. From strategic planning to solution delivery, a conceptual model for IT project alignment integrates these IT management disciplines over two levels. EA ascertains the technical goals and constraints, whereas PPM determines the organizational goals and constraints. The results from both sides are combined to jointly propose, select, prioritize, and schedule IT projects. Roadmapping is a suitable approach to bring EA and PPM together.

Résumé :
Project management knowledge contains a wide range of information that can be accumulated from theory and practice. This knowledge is not always readily available to project manager and that can leave a significant impact on project management efficiency and success. Therefore, this knowledge is necessary to store in the project management knowledge repository and then to retrieve it when necessary. To find this knowledge it is necessary to define attributes for searching relevant projects and knowledge associated with these projects. The objective of this paper is to develop a set of project classification attributes that can be used to describe project characteristics and use them in similarity definition. The project classification attributes are defined as a part of the architecture of project management knowledge retrieval. They are identified by analyzing several project management methodologies and are validated by classifying twenty two empirical information technology projects.

Résumé :
Purpose Agile project management methods gain increasing attention of practitioners while they often remain neglected by scholarly research. Specifically, there is little known about how performance factors of agile firms differ from those of traditional firms. Scholars argue that these factors often relate to a firm’s human resource management (HRM). This study aims to analyze and compare the HRM architectures in agile and traditional project-based organizations that lead to high firm performance. Design/methodology/approach The authors apply fuzzy-set qualitative comparative analysis on data of 154 project-based organizations of diverse professional service industries in Russia. Findings This study’s findings suggest that HRM architectures of high-performance agile firms imply a broad use of ability-, motivation- and opportunity-enhancing practices and a high degree of HRM process centralization, while traditional firms adopt more diverse HRM architectures. Originality/value Based on this study’s results, the authors stress the importance of ensuring a good fit between a company’s project management approach and HRM architecture. The revealed configurations may also provide guidance for practitioners on designing effective HRM architectures in project-based organizations.

Résumé :
Abstract. Without a doubt 2020 will be remembered worldwide as the year of risk and emergency, in this case a health emergency, and of new communication technologies. When work began in 2018 on the organisation of “HERITAGE2020 (3DPast | RISK-Terra), International Conference on Vernacular Architecture in World Heritage Sites. Risks and New Technologies”, the new technologies applied to vernacular heritage and risk were on the rise, although nobody could have foreseen how central they would become to everyday life in 2020. “HERITAGE2020 (3DPast | RISK-Terra), International Conference on Vernacular Architecture in World Heritage Sites. Risks and New Technologies” is organised within the framework of two research projects. The first, “3D Past – Living and visiting European World Heritage” (2017–2020), was co-funded by the European Union as part of the Creative Europe Programme, led by Escola Superior Gallaecia (Portugal) in partnership with Universitat Politécnica de València (Spain) and Università degli Studi di Firenze (Italy). The main aim of this project has been to promote the inhabited vernacular heritage declared as World Heritage Sites in Europe by trying to promote its valorization through new technologies, both for local residents and potential visitors. Vernacular heritage, new communication technologies and heritage management for valorization and sustainable tourism are the central themes of this European project. In 2020, these issues have become even more important for the survival, understanding and valorization of heritage, particularly vernacular heritage, which today provides a solid opportunity for cultural and sustainable tourism, where these new technologies make it possible to reach a wider public in search of locations better suited to social distancing. The second project involved in this conference is “RISK-Terra. Earthen architecture in the Iberian Peninsula: study of natural, social and anthropic risks and strategies to improve resilience” (RTI2018-095302-B-I00) (2019–2021), funded by the Spanish Ministry of Science, Innovation and Universities. This project is geared towards the conservation of earthen architecture in the Iberian Peninsula, both monumental and vernacular, which continues to be undervalued and barely recognized. The RISK-Terra project aims to provide scientific coverage of the study of natural threats (floods, earthquakes, climate change), social threats (abandonment, social discredit, demographic pressure, tourist development), and anthropic threats (neglect, lack of protection and maintenance), as well as the mechanisms for deterioration and dynamics and transformation (replacement, use of incompatible techniques and materials, etc.) to which architecture is exposed. The objective of the project is to establish strategies for conservation, intervention and rehabilitation which make it possible to prevent and mitigate possible damage through compatible actions and/or actions to increase resilience. As these two projects have major points of contact with potential for common reflection, their main themes have been combined in this Heritage2020 conference. The topics established for the conference are: vernacular architecture (study and cataloguing of vernacular architecture; conservation and restoration of vernacular architecture; urban studies on vernacular architecture; sustainability in vernacular architecture); new technologies applied to architectural and archaeological heritage (digital documentation and state-of-the-art developments; digital analysis in heritage; digital heritage related to social context; digital heritage solutions and best practices for dissemination); architectural heritage management (management and protection of UNESCO World Heritage Sites; social participation in heritage management; regulations and policies in heritage management; intangible heritage: the management of know-how and local building culture); risks in architectural heritage (studies of natural risks in architectural heritage; studies of social and anthropic risks in architectural heritage, preventive actions in order to improve resilience in architectural heritage; actions and strategies in post-disaster situations); earthen architectural heritage (study and cataloguing of earthen architectures; construction techniques that employ earth; sustainability mechanisms in vernacular earthen architectures; restoration and conservation of earthen architecture). The scientific committee was made up of 98 outstanding researchers from 29 countries from the five continents, specialists in the subjects proposed. All the contributions to the conference, both the abstracts and the final texts, were subjected to a strict peer-review evaluation system by the members of the scientific committee.Out of the over 300 proposals submitted, over 150 papers by 325 authors from 27 countries from the five continents were chosen for publication.

Résumé :
Project-based organizations (PBOs) derive income from conducting projects for their clients. Maintaining the most effective and efficient project governance style is an ongoing process for these organizations as the context continuously changes. Enterprise architecture (EA) is a systemic approach that supports organizations in modeling and describing themselves in different layers, such as strategy, business, application, and technology. This literature review describes the current state of EA usage in improving and quickly revising project management governance in PBOs to benefit practitioners and researchers for an integrated view of EA, PM, and PBO, and identification of future research gaps. This review used an EA model composed of layers as an analytical framework. The extracted bibliometric and content data from selected articles were processed using the VOSviewer tool for identifying and understanding the relationships between main concepts through network mapping. The selected articles are oriented to internal organization projects, mainly in information technology (IT). The need to align projects with business is highlighted, with EA positioned as a governance tool. It was found that application of EA in PBOs is rare. A trend toward using popular PM and EA frameworks, such as PMBOK and ArchiMate, was observed.

Résumé :
Abstract Extensive project issues continue to occur in Malaysian landscape architecture projects due to ineffective treatment action taken despite the ability to predict and treat the issues beforehand. This study examines comparative treatment action between predicted project issues and forecasted project risk in landscape architecture projects. The data collection was conducted through a semi-structured interview with twenty-four landscape architect professionals based in the Klang Valley region of Malaysia. Then the data were analysed using the content and thematic analysis method. The study found a contrasting treatment action between predicted project issues and forecasted project risk. The predicted project issues were treated passively, despite treating them with effective treatment strategies causing project issues bound to happen. This finding will be a lesson learnt for landscape architecture practitioners to evaluate current practice and find the best management system application to manage project issues effectively.

Résumé :
The SCRUM approach and Service-Oriented Architecture (SOA) framework are critical in assessing the factors that influence the efficiency of a business process and ensuring that business objectives are fulfilled, and the process is on track to meet those objectives. Flexibility and change adoption are critical features for both SCRUM and SOA approaches. Even though both sides encourage agility, the integration of the two independent concepts (SOA is the architectural framework while SCRUM is the development process) should be considered before being used in software management and development projects. This study assessed and analyzed both SCRUM and SOA’s diverse and different software architectural frameworks and development methodologies as well as their environment, which is integrated with the context of software project management and development setup for the software development industry. In addition, this study explores the similarities between the SCRUM process model and the SOA architectural framework to see if they are compatible and, if so, how they may be combined to enhance SOA-based projects. This research also looks at how to build and use a SCRUM methodology for large-scale SOA projects. As a result, SCRUM was chosen as the software development methodology for a research and development project based on SOA. In terms of project development and implementation, the complete project structure is made up of eight main parts.

Résumé :
This article explores the link between value co-creation, a project's success and satisfaction of the project's stakeholders. It also looks at how a project's success mediates the relationship between value co-creation and the stakeholder's satisfaction. A quantitative approach with an online questionnaire was used to collect data from a sample of 140 respondents in Ghana. Data were analysed using partial least square structural equation modelling (PLS-SEM). The results show that value co-creation positively and significantly relates to a project's success and stakeholder satisfaction. The findings also support that a project's success mediates the impact of value co-creation on the stakeholders' satisfaction. Based on these findings, we suggest that project managers be critical about the type of value co-creation strategy they will use to engage project stakeholders. This would apply when adopting the value co-creation approach to manage their projects while not sacrificing success. This study focused on the impact of value co-creation on a project's success and its stakeholder's satisfaction. The survey data were collected only to evaluate the overall effect of value-co-creation on the success and stakeholder's satisfaction of projects. The adoption and implementation of value co-creation in project management may enhance the definition of the project's scope, performance specifications and other criteria used to measure the success of a project, to meet the needs of stakeholders. By empirically presenting a project's success as a key mediator in shaping the effect of adopting value co-creation in project management on the stakeholder's satisfaction, this study laid a foundation for further theoretical explorations involving value co-creation in project management.

Résumé :
European funded research into the Recursive Inter-Network Architecture (RINA) started with IRATI, which developed an initial prototype implementation for OS/Linux. IRATI was quickly succeeded by the PRISTINE project, which developed different policies, each tailored to specific use cases. Both projects were development-driven, where most experimentation was limited to unit testing and smaller scale integration testing. In order to assess the viability of RINA as an alternative to current network technologies, larger scale experimental deployments are needed. The opportunity arose for a project that shifted focus from development towards experimentation, leveraging Europe’s investment in Future Internet Research and Experimentation (FIRE+) infrastructures. The ARCFIRE project took this next step, developing a user-friendly framework for automating RINA experiments. This paper reports and discusses the implications of the experimental results achieved by the ARCFIRE project, using open source RINA implementations deployed on FIRE+ Testbeds. Experiments analyze the properties of RINA relevant to fast network recovery, network renumbering, Quality of Service, distributed mobility management, and network management. Results highlight RINA properties that can greatly simplify the deployment and management of real-world networks; hence, the next steps should be focused on addressing very specific use cases with complete network RINA-based networking solutions that can be transferred to the market.

Résumé :
Abstract Architecture is a profession and business outfit that is facing Management-related challenges at all levels. These problems manifest themselves in various forms ranging from inadequate curriculum coverage, insufficient literature, professional ineptitude, and leadership management competencies flaws to globalization challenges as well as low Architects population ratio among others. This paper assessed management-related knowledge, skills and abilities possessed by Nigerian Architects by using Relative Importance Index to determine areas that Nigerian Architects have competitive advantages or disadvantages. A structured survey questionnaire using a five-point Likert scale was administered to 122 randomly selected Architects, while descriptive statistical analysis provided answers to the research questions and hypothesis. Findings of the paper revealed that Nigerian Architects have Management know how in Design, Time and Project Managements but are lacking in Maintenance, Property and Enterprise Managements to bring about Sustainable Architectural Practice. The result of the study also upheld the null hypothesis that Management Knowledge, Skills and Abilities of Nigerian Architects does not depend on their Academic Qualifications but rejected the null hypothesis that Professional classifications of Nigerian Architects does not influence their Management Knowledge, Skills and Abilities. The paper concluded that Nigerian Architecture curriculum and practice are deficient in essential management knowhow to bring about sustainable Architectural Management practice in the country. The paper, therefore recommends that curriculum and practice of Architecture be rich in management theories and practices for a Sustainable Architectural practice in the country.

In this paper, KnowWeb, a European Commission funded research project, is briefly introduced. The project focuses on the storage of knowledge in corporate organizational memory and retrieval of relevant knowledge chunks from memory. Retrieval is based on company-specific conceptual terms instead of traditional keywords. The employed knowledge-based approach enables searching not only in physical document space but also in document context space. Flexible architecture that can be adopted by different SMEs with specific distributed environments in a simple and straightforward way is a necessary condition for success of such a system. Therefore, in addition to the knowledge modeling approach, the distributed architecture of our proposed system is described.

Résumé :
Blue-green architecture entails buildings that contribute to improving the urban climate through the synergetic combination of water management and vegetation. They are part of an urban blue-green infrastructure network that combines ecosystem services in a multifunctional way. Projects implemented in an interdisciplinary manner create synergies with regard to the combination of water-related and vegetation-related objectives. However, applicable design strategies for this approach are currently lacking in practice. This paper investigates the approach of a blue-green architectural project in Stuttgart (the so called “Impulse Project”) and derives insights for an integrated design strategy. The analysis and transfer of the research is carried out by using the research by design methodology. For this purpose, the interdisciplinary design process is divided into three phases (pre-design, design, post-design) and described in detail. Reflection on the documented design reveals the knowledge gained and enables the transfer of the findings to future projects by means of the integrated design strategy for blue-green architecture.

Résumé :
AbstractThe labor investment in ancient monumental architecture is an important factor in hypotheses concerning a society’s size, organization, and social complexity. Most methods of quantifying labor expenditures are limited to simply designed structures with a minimal number of elements. Due to the lack of practical analytical methods, complex architecture is often described subjectively, offering little quantitative value, resulting in inferences that could be misleading or wrong. Using Ciudadela Rivero at the site of Chan Chan, Peru, as a case study, this research employed construction industry-standard planning, estimating, and scheduling tools to calculate the labor requirements and construction times under various building scenarios. Additionally, the application of Critical Path Method scheduling provides the means to model and compare numerous building scenarios by simulating the effects of various construction and labor organization strategies in their cultural context. The results for Ciudadela Rivero revealed a labor input of over two million labor hours, which could be accomplished by a modest labor force of as few as 250 workers over a six-year period. These data affect numerous archaeological hypotheses concerning scale of construction, organization of labor, and complexity of social organization.

Résumé :
Risk management in global information technology (IT) projects is becoming a critical area of concern for practitioners. Global IT projects usually span multiple locations involving various culturally diverse groups that use multiple standards and technologies. These multiplicities cause dynamic risks through interactions among internal (i.e., people, process, and technology) and external elements (i.e., business and natural environments) of global IT projects. This study proposes an agile risk-management framework for global IT project settings. By analyzing the dynamic interactions among multiplicities (e.g., multi-locations, multi-cultures, multi-groups, and multi-interests) embedded in the project elements, we identify the dynamic risks threatening the success of a global IT project. Adopting the principles of service-oriented architecture (SOA), we further propose a set of agile management strategies for mitigating the dynamic risks. The mitigation strategies are conceptually validated. The proposed framework will help practitioners understand the potential risks in their global IT projects and resolve their complex situations when certain types of dynamic risks arise.

Résumé :
One of the most challenging tasks in project management is estimating the duration of a project. The unknowns that accompany projects, the different risks, the uniqueness of each project, and the differences between organizations’ culture and management techniques, hinder the ability to build one project duration prediction tool that can fit all types of projects and organizations. When machine learning (ML) techniques are used for project duration prediction, the challenge is even greater, as each organization has a different dataset structure, different features, and different quality of data. This hinders the ability to create one ML model that fits all types of organizations. This paper presents a new dynamic ML tool for improving the prediction accuracy of project duration. The tool is based on an artificial neural network (ANN) which is automatically adapted and optimized to different types of prediction methods and different datasets. The tool trains the ANN model multiple times with different architectures and uses a genetic algorithm to eventually choose the architecture which gives the most accurate prediction results. The validation process of the prediction accuracy is performed by using real-life project datasets supplied by two different organizations which have different project management approaches, different project types, and different project features. The results show that the proposed tool significantly improved the prediction accuracy for both organizations despite the major differences in the size, type, and structure of their datasets.

This paper explores the effectiveness of risk process integration into landscape architecture project lifecycles, a subject that found to be lacking in risk management studies. The fieldwork of data collection conducted through structured interviews as well as document reviews from three completed landscape architecture projects in Klang Valley, Malaysia. The collected data analysed using content and thematic analysis. The research found that the risk process ineffectively integrated into project lifecycle with results presenting incomplete process, unplanned and redundant activity flows. The study suggests that common practice constrains practical risk management application that then restrains its benefit realisation. Keywords: risk management; risk process; project lifecycle; landscape architecture projecteISSN: 2398-4287 © 2020. Résumé :
Conceptual Structures (CS) have the ambitious aim of integrating the creativity of individuals and organizations with the productivity of computers to address business problems more effectively. Unfortunately, in terms of the progress and impact of CS, the practice appears to lag far behind the theory. A major reason is the inadequacy of the enterprise architecture tools that might be used to support CS. This paper introduces the Essential Project, a ten-year development program that has produced an open source enterprise architecture support toolkit with a comprehensive metamodel. In common with other enterprise architecture management suites, Essential enables users to define and describe their enterprise in terms of its current and future states. A new version, the Essential Intelligence Platform, supports inference-based analysis of the stored information and other capabilities that offer realistic support for the conceptual structures of an enterprise. This platform also serves as the launch pad for a range of business services designed to address common business problems.

Résumé :
Based on the developed mathematical model of the project-vector space, the methods of determining the endpoints of the objects of the project-vector space (PVS) and the calculation of the trajectory of the movement to these points are proposed. It is shown that the problem of developing these methods is related to the definition of such projects (project integration), which will correspond to the maximum expansion of “Universal Projects” educational environment. Calculation of the trajectory of the movement in the project-vector space ensures the achievement of the objectives of the project with minimal time and financial resources. It is proposed to use the Monte Carlo method to calculate the options for the trajectory of PVS subjects. This distribution of probabilities when choosing the displacement of objects and subjects of PVS corresponds to the priority of subjects and the impact of objects on the displacement of these subjects. For the assessment of the magnitude of the impact on the movement of PVS subjects it was developed the structure of the expert table and the model of the calculation of the average expert assessment of such an impact. Implementation of the given methods will allow to dynamically evaluate the most important goals for all interested parties of the project, as well as to develop ways to achieve them in real terms. In this case, the real conditions of the projects are described in the system of impact on the movement of objects and subjects of PVS in the expanding “Universal Projects”.

Résumé :
Purpose As a result of the increasing challenges of time overrun, several companies regularly set up delay assessment procedures for performance improvement and profit maximization. In the construction industry, projects are enormously complicated and involve significant budgets, and therefore optimizing project performance through the root cause analysis should be imperative for every project manager. Typically issues of delays in projects are generally discussed and problematized separately, yet a comprehensive framework for systematic analysis and grouping of delays is rarely contended. The purpose of this paper is to introduce the 4P concept (project related, practices, participants, and procurement) for identifying, analyzing, and classifying delays in the internal environment of the project development process. Design/methodology/approach The 4P conceptual framework was validated through the synthesis of the existing literature. Findings Interestingly, despite the increasing concerns about delays in the construction industry, most research on delays are project and/or country specific, thus no consensus about the sources of delays. The application of the proposed concept as a theoretical framework would provide an understanding of the available delay sources, their risks and use for project delay assessment and classification. Research limitations/implications This study grouped delays based on the shared characteristics and four main sources were identified and analyzed. There may be other sources or factors, yet would be dependent or aspect of the 4P. Practical implications The study informs project teams to reduce delays in the construction industry. Originality/value The paper is an application of risk assessment tool to conceptualize delays in the internal project environment.

Résumé :
An early-warning satellite system is a complex project that requires the participation of many aerospace academies and scientific institutions. In terms of software programming, this study proposes a new simulation integrated management platform for the analysis of parallel and distributed systems. The platform facilitates the design and testing of both applications and architectures. To improve the efficiency of project development, new early-warning satellite systems are designed based on the simulation integrated management platform. In terms of project management, this study applies concurrent engineering theory to aerospace engineering and presents a method of collaborative project management. Finally, through a series of experiments, this study validates the simulation integrated management platform, models, and project management method. Furthermore, the causes of deviation and prevention methods are explained in detail. The proposed simulation platform, models, and project management method provide a foundation for further validations of autonomous technology in space attack–defense architecture research.

Résumé :
Architectural history of China is all about the forms of mute objects and urban plans as well as architectural technology and spatial art. The role of men in the process of construction is neglected. The detail of the men working on the project should be made visible in the history. Only in this way, we can understand a whole architecture or a city plan [1]. The story of how to start a project and how to manage a project is a very important part of architectural history because a building or a city should not be allowed to construct without a reasonable demand and should not be constructed without management specially a large scale of project. Accordingly, management and historical background should be reflected in the history of a building or a city plan, rather than leaving them as anonymous elements behind the history. In this paper, some examples are taken to exemplify why the role of men is neglected from the state institute to the craftsmen themselves and the importance of the role in a construction. How to manage or determine a project is also studied to exemplify part of the reason why traditional architecture in China develops in this way [2].

Résumé :
Organizational leadership is a key factor affecting the management performance of complex construction projects, but seldom have studies attempted to explore the effect mechanisms of organizational leadership on the project management performance, especially the mediating role of project citizenship behavior. The purpose of this study is to fill this gap by investigating the effects of organizational leadership on project citizenship behavior and management performance in complex construction projects. The theoretical model is constructed based on a literature review, and exploratory factor analyses (EFA) are performed on 169 valid questionnaires collected to measure organizational leadership, then partial least squares-structural equation modeling (PLS-SEM) is used to test the hypotheses. The results show that (i) organizational leadership is measured as vision guiding, context interacting, team building, and systems thinking; (ii) vision guiding and context interacting have both direct and indirect effects on the project management performance, and team building can only improve the project management performance by influencing the project citizenship behavior, whereas systems thinking has no significant effect on project citizenship behavior and the project management performance in complex construction projects; (iii) and project citizenship behavior partly mediates the influence of organizational leadership on the project management performance, and the effect of organizational leadership on the project management performance is more realized through the mediating role of project citizenship behavior. The results have a significant theoretical and practical significance for improving the project management performance.

Résumé :
The Enterprise Content Management System (ECM) is an improvement over the Document Management System (DMS) solution. In a DMS solution, corporate documents will be managed at the document level (access rights and document distribution processes) while in an ECM solution, documents can be managed down to the level of content contained in the document. Companies who are engaged in the oil and gas industries, are facing intense business competition and to be able to win the competition, companies must be able to increase their HSE (Health, Safety, and Environmental) supervision. Document content management systems are needed by companies that have capital projects, including oil and gas companies. Before a company builds and implements an ECM solution to manage project capital documents, it is necessary to build a system design architecture so that the built ECM solution can meet user needs in managing documents down to the content level. ECM is one of the enterprise solutions, so an Enterprise Architecture (EA) scale system design is needed with a focus on Digital Enterprise Architecture (DEA). This research produces a reference in the process of making ECM architecture in order to manage project capital documents in oil and gas companies.
