Résumé :
Malgré la constante amélioration de la technique et du matériel informatique, permettant de manipuler du contenu numérique de plus en plus volumineux, la création de scènes virtuelles 3D reste une tâche complexe; du fait notamment de la charge cognitive qu'elle impose aux artistes. Afin de fluidifier la création, des représentations d'ordre supérieur des formes 3D ont vu le jour~: une forme est encodée en tant qu'elle est un programme qui génère sa géométrie. Cela rend possible une meilleure organisation de la charge cognitive lors de la création, mais possède néanmoins ses propres sources de friction. Nous étudions au cours de cette thèse les défis et opportunités induits par la représentation par programme des formes 3D, dans le contexte de la création de contenu numérique. Nous cherchons à ce que l'interaction avec les formes reste autant que possible dans l'espace 3D, au lieu d'être une manipulation de symboles abstraits dans un espace de programmation. Il est question d'une part d'assister la création des programmes décrivant les formes, de permettre à l'artiste d'opérer dans l'espace 3D tout en assurant une bonne généralisation de ses actions lorsque les variables libres du programme sont modifiées, et d'autre part d'aider au contrôle de ces variables en permettant la manipulation directe de la géométrie générée par le programme. Nous explorons la diversité de possibilités de représentation des formes par un programme, en nous focalisant sur différents paradigmes de programmation visuelle, allant des graphes orientés acycliques (DAG), impératifs, aux tuiles de Wang, déclaratives, en passant par des approches plus hybrides. Dans tous les cas, nous étudions des programmes de forme capables d'être évalués en temps interactif, de sorte qu'ils aient leur place dans un processus de création; aussi étendons-nous notre étude aux synergies que ces représentations par programme peuvent établir avec les systèmes de rendu en temps réel. Nous rendons possible l'utilisation de méthodes de manipulation directe sur la géométrie générée par DAG grâce à un jeu de règles de réécriture automatique et un filtre non linéaire de donnée différentielle. Nous aidons la création de programmes de forme impératifs en transformant des sélections d'éléments géométriques en des requêtes sémantiques, et la création de programmes déclaratifs en proposant un mode d'édition du contenu géométrique de tuiles de Wang centré sur les sections aux interfaces entre tuiles. Nous étendons les moteurs de pavage par tuiles pour prendre en compte des paramètres continus et suggérer automatiquement de nouvelles tuiles à ajouter. Nous intégrons les programmes de forme à la boucle de retour visuel en délégant l'évaluation du contenu des tuiles au système de rendu en temps-réel, et exploitons la sémantique du programme pour dériver un système de niveau de détails par imposteurs visuels.En résumé, notre série de contributions vise à tirer parti des représentations par programme des formes pour faire du processus de création de scènes numérique 3D une tâche plus artistique et moins technique qu'elle ne l'est
Although hardware and techniques have considerably improved over the years at handling heavy content, digital 3D creation remains fairly complex, partly because the bottleneck also lies in the cognitive load imposed over the designers. A recent shift to higher-order representation of shapes, encoding them as computer programs that generate their geometry, enables creation pipelines that better manage the cognitive load, but this also comes with its own sources of friction. We study in this thesis new challenges and opportunities introduced by program-based representations of 3D shapes in the context of digital content authoring. We investigate ways for the interaction with the shapes to remain as much as possible in 3D space, rather than operating on abstract symbols in program space. This includes both assisting the creation of the program, by allowing manipulation in 3D space while still ensuring a good generalization upon changes of the free variables of the program, and helping one to tune these variables by enabling direct manipulation of the output of the program. We explore diversity of program-based representations, focusing various paradigms of visual programming interfaces, from the imperative directed acyclic graphs (DAG) to the declarative Wang tiles, through more hybrid approaches. In all cases we study shape programs that evaluate at interactive rate, so that they fit in a creation process, and we push this by studying synergies of program-based representations with real time rendering pipelines.We enable the use of direct manipulation methods on DAG output thanks to automated rewriting rules and a non-linear filtering of differential data. We help the creation of imperative shape programs by turning geometric selection into semantic queries and of declarative programs by proposing an interface-first editing scheme for authoring 3D content in Wang tiles. We extend tiling engines to handle continuous tile parameters and arbitrary slot graphs, and to suggest new tiles to add to the set. We blend shape programs into the visual feedback loop by delegating tile content evaluation to the real-time rendering pipeline or exploiting the program's semantics to drive an impostor-based level-of-details system. Overall, our series of contributions aims at leveraging program-based representations of shapes to make the process of authoring 3D digital scenes more of an artistic act and less of a technical task

The past half-decade has seen progress in methodology and reusable components available to designers of music authoring tools. This thesis examines currently prevalent architectures for music making software and applies currently available technical means to update design methodology and architectural patterns for the next-generation of tools. It aims to map the various categories of advances and the manner in which they relate to each other, to the problem of building these tools. The focus is on conceptualization. The thesis aims to understand, from historical perspectives, as well as from perspectives provided by other domains, the fundamental problems encountered in the process of designing authoring tools.
Issues examined include building rich visual and interactive interfaces for authoring, the use of multiple notations and formalisms to describe multiple aspects of musical structure, end-user extensibility and end-user script ability. The results of design experiments implementing core ideas are documented, and the manner in which the ideas from these prototypes may be applied to the construction of real-world tools is discussed. As far as possible, the thesis investigates existing tools, frameworks, design ideas, and architectural possibilities that scale. In conclusion, the manner in which the investigation relates to the future of authoring tools, and to problems faced by contemporary artists and tool-makers is discussed.

In a 20-year period, AR has gone from being viewed as a heavyweight technology to a new medium for a variety of applications. As a result there has been an increasing need for tools to support AR design and development that fully address the needs of non-technologists. From my AR research, I learned that three critical components for these authoring tools are support for an established content pipeline, rapid prototyping, and user experience testing. The history of media teaches us that AR also shares underlying technologies with a variety of more mature media such as film, VR, and the web with existing workflows and tools. Therefore, we created an AR authoring tool that supported these three critical components, and whose design was informed by established approaches in these related domains, allowing developers with a range of technical expertise to explore the AR medium. In this dissertation I present four main contributions. The first was an exploration of the AR design space focused on close collaboration with designers. This work resulted in guidelines for AR authoring tools, and informed the development of the Designer's Augmented Reality Toolkit (DART). These guidelines were validated via internal and external projects. A qualitative study of long term DART use that provided insight into the successes and failures of DART as well as additional understanding of AR authoring needs. Lastly, I trace two main threads to highlight the impact of this work, the development of the AR Second Life system and the creation of the Argon AR web browser.

The attention directed toward computer software research has been sparse which is quite evident in particular facets such as learning methods, specifically towards tutorials. Some authors have identified various important issues which include cognitive factors, reduction of presentation of superfluous information, and the importance of interaction with software and hardware. The present . study examined two tutorials which were similar except in their level of required user behaviors. Tutorial A required only user manipulation of disk stored data. Tutorial B required the user to enter the data into the computer, design the screen format, and then to manipulate it. It was predicted that the extra task of entering data and designing the screen format would provoke more positive scores for Tutorial B as measured by two independent questionnaires, would require fewer requests for assistance than for those using Tutorial A, and require a comparative duration period to complete. The results obtained supported all hypotheses except for the duration period which took longer for Tutorial B. The implication is that there should be development of improved Tutorial options utilizing research based methods such as these presented.

Computer games are an increasingly popular application for Artificial Intelligence (AI) research, and conversely AI is an increasingly popular selling point for commercial digital games. AI for non playing characters (NPC) in computer games tends to come from people with computing skills well beyond the average user. The prime reason behind the lack of involvement of novice users in creating AI behaviors for NPC's in computer games is that construction of high quality AI behaviors is a hard problem. There are two reasons for it. First, creating a set of AI behavior requires specialized skills in design and programming. The nature of the process restricts it to certain individuals who have a certain expertise in this area. There is little understanding of how the behavior authoring process can be simplified with easy-to-use authoring environments so that novice users (without programming and design experience) can carry out the behavior authoring task. Second, the constructed AI behaviors have problems and bugs in them which cause a break in player expe- rience when the problematic behaviors repeatedly fail. It is harder for novice users to identify, modify and correct problems with the authored behavior sets as they do not have the necessary debugging and design experience. The two issues give rise to a couple of interesting questions that need to be investigated: a) How can the AI behavior construction process be simplified so that a novice user (without program- ming and design experience) can easily conduct the authoring activity and b) How can the novice users be supported to help them identify and correct problems with the authored behavior sets? In this thesis, I explore the issues related to the problems highlighted and propose a solution to them within an application domain, named Second Mind(SM). In SM novice users who do not have expertise in computer programming employ an authoring interface to design behaviors for intelligent virtual characters performing a service in a virtual world. These services range from shopkeepers to museum hosts. The constructed behaviors are further repaired using an AI based approach. To evaluate the construction and repair approach, we conduct experiments with human subjects. Based on developing and evaluating the solution, I claim that a design solution with behavior timeline based interaction design approach for behavior construction supported by an understandable vocabulary and reduced feature representation for- malism enables novice users to author AI behaviors in an easy and understandable manner for NPCs performing a service in a virtual world. I further claim that an introspective reasoning approach based on comparison of successful and unsuccessful execution traces can be used as a means to successfully identify breaks in player ex- perience and modify the failures to improve the experience of the player interacting with NPCs performing a service in a virtual world. The work contributes in the following three ways by providing: 1) a novel introspective reasoning approach for successfully detecting and repairing failures in AI behaviors for NPCs performing a service in a virtual world.; 2) a novice user understandable authoring environment to help them create AI behaviors for NPCs performing a service in a virtual world in an easy and understandable manner; and 3) Design, debugging and testing scaffolding to help novice users modify their authored AI behaviors and achieve higher quality modified AI behaviors compared to their original unmodified behaviors.

This dissertation on the Evaluation of an Employee Assistance Programme determines the worth or value of the programme by assessing its effectiveness or ineffectiveness. It also seeks to determine if the target population was reached. This study evaluates the level of EAP awareness and utilization by prosecutors. It also focuses on the effectiveness of the programme in addressing their work and personal challenges. It further seeks to understand the level of referring prosecutors to the EAP by their supervisors. The study is evaluative in design and is based on evaluation theory. The population of the study comprises 31 prosecutors from all three Magistrate complexes within Capricorn District (Limpopo Province), namely, Mankweng, Polokwane and Seshego. The total number of prosecutors reached is 31. Data were collected through questionnaires from all the respondents. The study collected information on absenteeism, sick leave and disciplinary matters in order to measure EAP utilisation before and after the programme was introduced to employees. The wish was not successful because the Human Resources system utilised within the NPA did not capture such information as anticipated. The main findings of the study are that prosecutors are aware of the Employee Assistance Programme and most respondents who used the EAP referred themselves. It is clear that prosecutors are aware of the benefits obtained from the programme. Even though a large number of prosecutors were aware of the existence as well as the services offered by the EAP within the NPA, the utilisation rate of the programme was low. The other major finding is that the EAP within the NPA is underutilised. Lastly, the EAP within the NPA in Capricorn District, Limpopo Province is not effective in addressing prosecutors’ work and personal problems.

The issue of migration within the European Union has grown in member countries to considerable size. Management representatives of EU institutions have decided to address this situation. They established community program Solidarity and management of migration flows. The European Commission has decided that for the financial management of this program will be used the principle of shared management. The principle of shared financial management is the delegation of powers and responsibilities for funding and implementing the program from the institutions of the European Commission to the Member State. This decision creates an obligation for a Member State to establish a system of financial management programs in accordance with financial rules of the European Union (not by the financial rules of the Member State). So the general program "Solidarity and management of migration flows" became the first community program in the CR, which is being implemented on the principle of shared financial management. Member states are obliged to create their own theoretical and methodological basis of a new financial management. This method of financial management has three pillars - Responsible Authority, Audit Authority and Certification Authority. The recipient of funds may be non-profit organizations or state or public nonprofit organization. The financial management of the Responsible Authority is responsible for program implementation in the Member State through projects of final beneficiaries. The Audit Authority is the control body. The Certification Authority is the authority for confirmation. It is the last link between the European Commission and Member States. The task of the Certification Authority and at the same time of this dissertation was to develop new theoretical and methodological system of internationally recognized certification of public expenditures for services that are financed from the EU budget. In the past, the issue of certification of the expenditures financed by community programs in the CR was not addressed. The goal set in my work was met. New theoretical and methodological certification system was created. Functionality and effectiveness of the system was checked before being put into practice through expert assessment by experts of the Ministry of Interior and Ministry of Finance. Also theoretical and methodological approach was developed, which was approved by the Minister of the Interior, and which became a mandatory certification standard for all involved organizations in the CR. The system was put into practice and has been used since 2009.

Governments all over the world are faced with numerous challenges while running their countries on a daily basis. The predominant challenges which arise are those which involve statistical methodologies. Official statistics to South Africa’s infrastructure are very important and because of this it is important that an effort is made to reduce the challenges that occur during the development of official statistics. For official statistics to be developed successfully quality standards need to be built into an organisational framework and form a system of architecture (Statistics New Zealand 2009:1). Therefore, this study seeks to develop a statistical methodology that is appropriate and scientifically correct using an automated statistical system for audits in government regulatory authorities. The study makes use of Mathematica to provide guidelines on how to develop and use an automated statistical audit system. A comprehensive literature study was conducted using existing secondary sources. A quantitative research paradigm was adopted for this study, to empirically assess the demographic characteristics of tenants of Social Housing Estates and their perceptions towards the rental units they inhabit. More specifically a descriptive study was undertaken. Furthermore, a sample size was selected by means of convenience sampling for a case study on SHRA to assess the respondent’s biographical information. From this sample, a pilot study was conducted investigating the general perceptions of the respondents regarding the physical conditions and quality of their units. The technical development of an automated statistical audit system was discussed. This process involved the development and use of a questionnaire design tool, statistical analysis and reporting and how Mathematica software served as a platform for developing the system. The findings of this study provide insights on how government regulatory authorities can best utilise automated statistical audits for regulation purposes and achieved this by developing an automated statistical audit system for government regulatory authorities. It is hoped that the findings of this study will provide government regulatory authorities with practical suggestions or solutions regarding the generating of official statistics for regulatory purposes, and that the suggestions for future research will inspire future researchers to further investigate automated statistical audit systems, statistical analysis, automated questionnaire development, and government regulatory authorities individually.

This thesis traces the development of American bacteriology during the first quarter of the twentieth century. While bacteriology experienced a period of rapid growth, an enduring disciplinary anxiety equally characterized the field. In particular, bacteriologists feared increasing specialization and conceptual fragmentation. Leading practitioners repeatedly worried that their science constituted a collection of unrelated techniques, carried out in the service to other practical endeavors without the benefit of an underlying theory or unifying language. I suggest that the sources of bacteriology's rapid professional growth equally accounted for this sense of conceptual impoverishment and disciplinary privation. Typically, bacteriologists focused on what bacteria did rather than what they were in any biological sense. The first three chapters provide a comprehensive survey of the institutional contexts bacteriology (e.g., medical schools, public health laboratories, water sanitation works, dairies, land-grant colleges, and agricultural experiment stations). For the most part, bacteriologists studied bacteria only so far as to isolate, identify and eliminate pathogens. Dairy and soil bacteriologists, however, sought to distinguish productive types of bacteria, and render those forms more active, a direction that led them to consider a range of phenomena and organisms normally occluded by the practices of medical, public health, and sanitary bacteriology.

The final three chapters of the dissertation trace the attempts of American bacteriologists to render their science less fragmented and more biological, focusing in particular on the actions of the Society of American Bacteriologists (SAB). Established in 1899, the SAB endeavored to bridge the divergent interests and practices of American bacteriologists. Through its inclusive membership, ecumenical leadership, diverse meeting programs, and society journal, the SAB served as an organizational exploration of those shared aspects of the discipline. Furthermore, the SAB issued a comprehensive chart for the identification of unknown cultures. While never endorsed as its official methods, the chart soon formed the basis of undergraduate and graduate training, while it guided research programs and published papers. In addition, the serial revisions of the chart led bacteriologists to consider many fundamental aspects of bacteria. Lastly, the SAB struggled to reform bacterial systematics. At the time of the SAB's founding, bacteriology languished under a state of taxonomic chaos, with each specialty offering its own system of naming and grouping bacteria. Believing that this linguistic fragmentation precluded the emergence of a unified discipline, the SAB overhauled bacterial systematics, arranging bacteria according to their detailed morphology, physiology, and likely evolutionary histories.

The SAB issued a new comprehensive determinative guide, the Bergey's Manual of Determinative Bacteriology, which incorporated the SAB's scheme. The Massachusetts Bay Transit Agency (MBTA) has the stated service objectives of customer service excellence, accessibility, reliability, and state-of-the-art technology. Over the last few years, the MBTA has been concerned about a possible decline in bus service quality. In response, the MBTA launched the Key Bus Route Initiative (KBRI) program in 2009. Funded entirely by the American Recovery and Reinvestment Act, the program is intended to improve bus service reliability on six key bus routes in the Boston area. The program uses an array of new initiatives to achieve this goal. In September 2009, our team of four students in the Master of Engineering Program was asked to provide an independent impact analysis of the KBRI program. In response, we worked to analyze KBRI as well as expand the scope of the study to answer the two-part question of how to best improve bus service performance with limited resources and how to best use existing technology to strategically plan for future performance improvements. To this end, performance metrics were developed, which focus on customer's perception of both bus service efficiency and reliability. These metrics and the methodology provide a short term tool to analyze KBRI, but also a strategic framework for continuous improvement in overall MBTA bus service. This report demonstrates that additional resources deployed on KBRI selected routes had considerable positive impacts on bus service performance. As a result of the KBRI initiatives, MBTA customers riding these routes saved a total wait time of 56 hours per day in the AM and PM peak travel periods. In addition to demonstrating how these results were achieved, this report provides further in-depth analysis of MBTA bus service performance. Several cases are shown where performance was improved without adding additional resources. For that reason, we provide general schedule related findings, which are summarized as recommendations for future efficient schedule adjustments on other MBTA routes. Additionally, our analysis has shown that tremendous potential exists for expanded use of automated data collection systems at the MBTA. By linking several systems, which to this point have not interfaced with one another, we provide to the MBTA a framework for how to use these existing technologies to strategically plan for future performance improvements.

This research is an in-depth study of a single workplace which investigates the following questions: 1. What were the needs, interests and aspirations of participants in a workplace literacy programme for local authority employees? 2. What strategies were adopted to meet these needs? 3. Were they successful? 4. What are the implications of the findings for wider policy and practice? The research uses a qualitative approach within a case study framework. The primary research method is semi-structured interviews with 11 workers who were students on an adult literacy programme, and 9 other people whose roles were relevant to the programme. The principal findings under each question were 1. The primary concerns related to gaining skills to enable employees to improve their current work situation, secure new employment, for wider life situations, and to access further learning opportunities; the research also demonstrated that whilst employers, employees and trade unions shared some interests, differing needs and priorities created some tensions. 2. The programmes adopted an empowerment approach that aimed to boost confidence and self-esteem and enhance critical, analytical and problem-solving skills alongside a contextualised approach to developing reading, writing and sophisticated oracy skills. 3. Students progressed in the above areas and as a result significant benefits accrued to individuals, their employer and the trade union; these included improved performance, morale and industrial relations, adoption of new literacy practices and heightened aspirations for learning and employment. 4. Implications for policy and practice drawn from the research, although tentative because of the small-scale nature of the study, included broadening engagement strategies, devising additional context-specific curriculum and teacher training guidance, and extending union good practice in employee engagement to curriculum development.

Many city and regional transportation authorities, including the Massachusetts Bay Transportation Authority (MBTA) in Boston, offer a monthly pass to local employers which they can distribute to their employees. There are many ways in which an agency, employer or individual benefit from an employer pass program. There are financial benefits for all three parties, as well as increased convenience for employees, better travel demand management for employers, and increased ridership for agencies. The MBTA Corporate Pass Program was established almost forty years ago in an attempt to move away from inefficient fare collection methods while providing an avenue for employers to contribute to their employees' transit commutes and increase transit ridership generally. With these intentions in mind, this thesis aims to analyze the MBTA's employer pass program, and to quantify its benefit to the MBTA through program penetration, additional revenue captured, and reduced sensitivity to fare increases and seasonal fluctuations. Influencing factors such as company location, subsidies and local city policies are also analyzed to determine the effects of employer benefits policies on an employee's participation in the Corporate Pass Program and their transit ridership. The results show that the Corporate Pass Program is a very positive program for the MBTA, and accounts for 27% of their annual revenue. The MBTA receives an estimated additional $4.4 million in potentially foregone revenue from LinkPass Corporate pass holders annually. The program captures additional revenue by appealing to employees with lower transit usage than the average pass holder, many of whom do not use the aggregate ride "value" of the pass in most months and are attracted to the program because of the pretax or employer-provided subsidies. Furthermore, the Corporate Pass Program provides greater revenue stability month to month than other types of monthly passes as its users are less likely to cancel its purchase for vacation months than retail month to month users. This research also finds that certain employer characteristics, such as size, pass subsidy, location and parking availability have clear influences on employee participation and more subtle influences on average employee ridership.

Children's energy consumption is outweighing their energy expenditure, increasing the risk for childhood obesity. While pediatric obesity continues to be a problem in America, the data are clear that those of low socioeconomic status are especially at risk for weight gain. The purpose of this study was to evaluate if a healthy lifestyle program could affect participants' diet and physical activity behavior. A program was planned and conducted using the curriculum from the "We Can" program established by the National Heart, Lung, and Blood Institute. Residents of the Jefferson City Housing Authority were asked to participate. No resident attended or completed the healthy lifestyle program. Follow-up focus groups with stakeholders and potential participants showed that lack of motivation was the greatest barrier to participation. Further investigation is needed to determine a more suitable venue to educate at-risk populations regarding the risk associated with pediatric obesity.

Lack of access to information on the cost and timeframe for the permitting and interconnection of distributed renewable energy generation facilities may hinder renewable energy capacity development. This issue is examined within the specific context of solar photovoltaic systems developed for participation in the Feed-in Tariff (FIT) program hosted by the Marin Energy Authority (MEA). A guide on the permitting and interconnection of solar PV generators for participation in the program was produced for the host agency. This guide seeks to assist property owners and solar developers in overcoming existing informational challenges. By providing an overview of the procedural requirements and process, as well as reference tools that highlights helpful resources and documents, the guide provides readers with an introductory tool for overcoming existing non-market barriers to participation in the MEA FIT program. In addition, a Recommendations Report has also been produced to provide the MEA with a discussion of existing procedural challenges faced by program participants. This report, which details the issues identified by those stakeholders that participated in the development of the guide, concludes with a series of recommended actions that the MEA may take to enhance the ability of potential FIT participants to accurately estimate and plan for the costs and timeframes associated with permitting a solar PV facility.

This study describes an evaluation of some aspects of the Australian Capital Territory Resource Teacher Program during 1985. The Resource Teacher Program was an Australian Capital Territory Schools Authority initiative whereby an additional specially trained teacher was allocated to a school to assist with fulfilling particular needs which the school had identified. The study used two techniques to collect information, questionnaire and interview. The questionnaire data was analysed and provided response frequencies of all 263 respondents in relation to students, teachers, parents and schools in each of the sixteen schools in the Program. Interviews were also conducted to allow for those involved in the Resource Teacher Program to make a direct contribution to the study's information base. Aspects of two theoretical education evaluation approaches were used as the basis of the study's theoretical framework. The TenBrink model was used, working from required judgements through to recommendations. Aspects of Stake's approach to educational evaluational were also used to enable identification of issues and to facilitate input of the Resource Teacher Program's participants. It was shown that students who had been involved in the Resource Teacher Program benefitted in the areas of academic progress, behaviour modification programs, previously unmet needs and gifted and talented programs. Teacher benefits were in the areas of in-school curriculum and advisory support. Parents who had been involved in the Program had benefitted by developing an increased understanding of current educational practice and how to help their children. Schools had benefitted through better use of school counsellors, increased parent participation and improved teaching resources. The identification of issues which required consideration in order to enhance the Program's effectiveness were of major importance in this study. These included the Resource Teachers' role definition, Resource Teacher stress, school commitment to the Resource Teacher Program, evaluation of the Program, the training program, the notion of secondary school resource teachers and the Australian Capital Territory's Schools Authority's commitment to the Resource Teacher Program.

The use of peer facilitators is considered to be an effective method used in various settings, both educational and other forms of support and therapy groups. Though there is an extensive amount of research using peer facilitators, there is a minimal amount describing the effects that these various groups have on the facilitators themselves. Teacher enthusiasm has been researched and proven to be an important and effective tool when enhancing the learning experience and knowledge outcomes of students. The Team Up for Healthy Living program is a grant funded program utilizing peer facilitators in an attempt to educate high school students on obesity prevention. The purpose of this thesis is to review the impact of teacher enthusiasm in the classroom, assess the impact of enthusiasm of the teachers over one peer facilitator during the Team Up for Healthy Living program on the facilitator herself, how the students responded, and how this could be applied to creating a more effective teaching environment. This was completed through analysis of prior literature review, as well as personal experience and journal keeping during the intervention.

The purpose of the present study is to show an experience report of pedagogical actions developed at a municipal public school in São Paulo, initiated from the identification of problems by means of the tool PDDE Interativo. These actions involve the production of authorial projects and social intervention with EMEF Raimundo Correia eighth and ninth grade sudents, covering practices along with Portuguese, Mathematics, Science, Geography, Art, History, and English teachers, after a collectively performed diagnosis. The pedagogical actions developed through the diagnosis provided by the mentioned platform may benefit the articulation of information and school indicators. A bibliographical survey with official documents and academic productions about financial resources transfer to school was made in order to evaluate PDDE Interativo and analyze the interactive actions developed and reported in this study, highlighting categories of analysis grounded on Paro (2001) and Lück’s (2010) democratic school management perspective. It was observed that the tool enables the collective identification of the critical problems, what helped with the democratic and participatory planning that aimed to solve them
O presente estudo tem por propósito apresentar um relato de experiência de ações pedagógicas desenvolvidas em uma escola da rede pública municipal de ensino de São Paulo, desencadeadas a partir da identificação de problemas por meio da ferramenta PDDE Interativo. Essas ações envolvem produções de projetos autorais e de intervenção social com alunos dos 8º e 9º anos do Ensino Fundamental da EMEF Raimundo Correia, abrangendo práticas de projetos com os professores dos componentes curriculares de Língua Portuguesa, Matemática, Ciências, Geografia, Artes, História e Inglês, por meio de diagnóstico realizado coletivamente. As ações pedagógicas desenvolvidas mediante o diagnóstico propiciado na plataforma podem beneficiar a articulação das diversas informações e indicadores da escola atualmente disponíveis. Realizou-se um levantamento de textos oficiais e produções acadêmicas sobre programas de transferência de recursos financeiros para a escola a fim de avaliar o PDDE Interativo. Para a análise dos registros das ações desenvolvidas e relatadas neste trabalho, foram destacadas categorias de análises fundamentadas na perspectiva da gestão democrática de Paro (2001) e Lück (2010). As ações pedagógicas, elaboradas através do diagnóstico feito pela instituição beneficiaram a articulação das informações geradas interna e/ou externamente à escola. A theory-based evaluation has been conducted with an improvement-orientated purpose on the Social Auxiliary Worker (SAW) Training Programme for an accredited provider to improve and continue to implement their own SAW Training Programmes. Theory-driven evaluations are essential for distinguishing between the validity of programme implementation and the validity of programme theory. Addressing the social needs of communities through social development and transformation is a top priority for the South African Government. South Africa faces a shortage of Social Work Practitioners (SWPs) due to emigration, as well as insufficient numbers of university graduates. This shortage has left the current SWPs with severe workload pressures. The South African Department of Social Development (DSD) initiated, in 2004, the training of Social Auxiliary Workers (SAWs) to serve as assistants to the SWPs. The SAW qualification initiative has been developed as a course accredited with the South African Qualifications Authority (SAQA) at the National Qualifications Framework (NQF) level 4. Providers of SAW training courses are accredited by the Health and Welfare Sectoral Education and Training Authority (HWSETA) and by the South African Council for Social Services Professions (SACSSP). The empirical part of the study was conducted in two stages. The first stage consisted of a clarificatory evaluation, wherein a step-by-step logical participatory process was followed for the clarification and development of the programme theory. This process resulted in logic models and a theory-of-change model against which the evaluation questions for the study were developed. These questions assessed the need for the SAW training programme - and for the SAW training programme planning and design. It was found that there was a need for SAW training programmes and that the SAW training programme had been designed to address this need. The second stage consisted of an implementation evaluation. This was done by means of a data matrix using the evaluation aspects for each of the objectives developed during the clarificatory evaluation. Data gathering was done by means of content analysis, focus group workshops and questionnaires. Data interpretations, conclusions and judgements were made with regard to each of the objectives and consolidated in a table format which indicated the outputs and outcomes, implementation results- and a judgement and recommendation for each objective. It was found that a standardised and structured process was followed most of the time, but that the knowledge and skills training elements, particularly in their practical application, left room for improvement. The study illustrates the advantages of a theory-based evaluation that assists with programme planning and modification, knowledge development and the planning of evaluation studies.

This study into the wider opportunities pledge for instrumental music making has been conducted over a six-year period within one North West Instrumental Music Service (lMS). The aims of the study were primarily twofold, to look at large-scale pupil access to music service instrumental lessons and to consider how a music service could be used to enrich the school music curriculum. These two strands were investigated through a number of developed activities formed into a series of case studies; three of which are detailed within this thesis. One of these focused on methods of pupil curricular enrichment through themed and informative concerts given to whole school communities. The other two investigated methods of offering greater access to instrumental lessons to whole classes of children. A philosophical rationale was developed and presented as a possible model through which to support and justify these activities. The outcomes and conclusions from these cases in conjunction with the philosophical rationale offer insights into issues of teacher identity, staff training, organisation of instrumental services, as well as models for future practice and pedagogy. In this thesis I explore a series of methodological tools and how they have aided the collection of data, its analysis and the resulting understanding I have gained. I describe how an overarching Action Research methodology is used to frame and develop a series of related case studies, policy analysis and philosophical debate through a cyclical pattern of identification, implementation and evaluation of practice (Elliott 1991). Data is viewed through the socio-culturallearning theories of Wenger (1998) and Lave and Wenger (1991) by seeing the class ensemble, the school, and the IMS as inter-related communities of practice. By charting my understanding of aestheticism and praxialism I have been able to ofTer a definition of the function of music and music education as well as a useable (in the context of this thesis) philosophical rationale. The conclusions I draw inform and guide some of the issues I have encountered during this study. This element of the thesis lays bare some of my own theoretical experiences and interpretations on its course towards an understanding of how this educational phenomenon can be explained and supported through theory. The main research findings are drawn together from the conclusions made in a number of chapters. National Education policy and legislation is viewed through its interpretation and implementation at the local level. These external forces have created a unique service structure and modes of operation that shape the manner of engagement with children. Outcomes of case studies are used to forward understanding by offering insights that illuminate how organisations can model learning communities that demonstrate musical life, pleasure and understanding with large groups of children. The design of these cases encouraged a refinement of teaching approaches and the development of musical identities in both pupils and teachers alike. The thesis concludes by charting my personal development through this course of study. It comments retrospectively on my learning and the growth of understanding for scholarly enquiry, musical and educational knowledge. It also makes suggestions as to which avenues of further investigation this study could possibly lead to for others or myself.

In 2010, the Financial Services Regulatory Authority (FSRA) of Swaziland noticed a significant increase in employee absenteeism which they discovered was related mainly to: poor health (sick leave), personal and financial stress (garnishee orders were increasing), and low staff morale, the consequence of which was low productivity and missed deadlines (FSRA, 2010:7). High levels of absenteeism meant that a sizeable number of employees were unable to complete their daily tasks (FSRA, 2010:7). Consequently, in 2011, the FSRA Human Resource Department started a wellness programme for all employees in the organization in an attempt to respond to the human resource challenges reported in 2009/10 financial year. By the end of 2012, FSRA management reported that the introduction of the EWP had not yielded the expected results. This therefore prompted management to request an evaluation of the FSRA employee wellness programme. The aim of this research was to identify and prioritize the needs of employees in terms of requirements of a wellness programme and how it should be delivered. The specific objectives of the study are as follows: to identify the wellness needs of employees, to identify employee preferences in terms of the type of interventions to be included in a wellness programme, to identify the preferred mode of delivery of the wellness programme and to make recommendations to management on the design of a wellness programme. Questionnaires with closed ended questions were used to collect data for this survey. The questionnaire used is attached as Appendix A. By means of a needs analysis survey, this research was designed to assess the FSRA employees’ needs in terms of an employee wellness programme, as well as the preferred EWP delivery methods. About 70 percent of FSRA employees participated in the survey. The respondents completed the questionnaire and submitted it online over a period of 10 working days (2 weeks). This report is structured into three sections, namely; section one, which is the evaluation report that gives details of the importance of the study, highlights research methods and then present the results, discussions and recommendations. Section two deals with the literature review while section three reports on the research methodology, research design and procedures and the limitation of the study. In light of the findings on the wellness needs of employees, 72 percent of the respondents felt the current wellness programme was very inadequate and a further 10 percent added that it was inadequate in addressing their wellness needs largely because the needs were not known. The most important wellness needs identified included: exercise, nutrition, personal hygiene, disease awareness and treatment of illness, coping with stress, coping with workload, ventilation, safety, bereavement, personal debt, and retirement planning. The most preferred wellness interventions that respondents proposed include Flexible Work Schedule, Safe Workplace, Improved Ventilation, Retirement Planning Advice and Gymnasium. Further analysis done using correlation analysis indicated that there was a significant positive relationship between the wellness needs and the wellness interventions. Concerning the delivery of the wellness programme, most of the employees indicated that outsourcing certain services was better than having them in house. The highest ranking of the services for out sourcing were nutrition education and medical checkups that ranked between 82 percent and 75 percent respectively. The respondents indicated that they want almost all the chosen interventions to be outsourced. Time slots should also be taken into consideration to ensure employee participation in the wellness programme services. The respondent FSRA employees seem to prefer interventions of an educational nature to be during the lunch hour. These include Nutrition Education, Health Education, Hygiene Education and Medical Check ups and Treatment, whereas Gymnasium was preferred to be after working hours.

ENGLISH ABSTRACT: According to Van Scheers (2010, p. 1) small businesses constitute 55% of the employment rate in South Africa. The argument that in the future new jobs are more likely to come from a large number of small businesses than from a small number of large businesses (Martin, 2001, p. 189) has challenged the South African government to support the empowerment of small business. The Wholesale and Retail Sector Education and Training Authority (W&R SETA) was formed as part of the governmental plan to ensure quality-learning provision within the wholesale and retail sector. The training of employees within small businesses in the wholesale and retail sector is not adequate (Mokgata, 2009, p. 4), despite the various methods of training funded by the W&R SETA. The small business unit at the W&R SETA introduced the Voucher-training System. Small levy paying businesses in this sector receive a voucher or vouchers that can be used to access free training opportunities for staff. Providers accredited with the W&R SETA are allowed to offer training programmes that suit the education and training needs of the sector. Companies pay the provider with the free vouchers they are allocated by the SETA. The scope of the Small Business Voucher-training System is to offer short courses that provide skills with immediate effect on the small businesses. The focus of this study grew out of the need to know if the voucher-training programmes meet the needs of small businesses in the wholesale and retail sector. In order to determine whether the voucher-training programmes meet the needs of the small business sector, the small business managers’ perceptions of the voucher-training programme are essential in order to develop insights into the possible improvements and sustainability of the programme. A descriptive research study from an interpretivist perspective is used to understand the perceptions of the small business managers of the voucher programmes. A case study design was used and forms the basis of this study. Interviews were used to elicit qualitative data that provide insights into small business managers’ perceptions of the voucher-training programme. Interviews were used to elicit qualitative data that provide insights into small business managers’ perceptions of the voucher-training programme. The reasons small business managers gave explaining why they selected specific programmes for employees indicate the influence the training had on employees and their future progression and development within their company. It showed how the company itself benefited from the employees involvement in these programmes and lists the most appropriate programme for these small businesses in the wholesale and retail sector. The small business managers’ reflections on any changes in their employees’ behaviour after the employee attended the voucher-training programme ranged from positive behaviours which they noticed to poor or no influence from the training interventions on employee behaviours at all. The learning programmes small business managers noted as essential in furthering the development of their employees are programmes that suit the respondents in this study. These insights are important in order to understand the type of programmes needed by small business managers in determining the further training needs for their employees in the wholesale and retail sector. The respondents shared various insights, from their personal experience after they had sent employees on the learning programmes, on how they felt the voucher programme system could be improved. The insights these small business managers provide on how to possibly improve the voucher-training programme indicate a thorough knowledge of their business and operational requirements which the SETA and providers need to pay careful attention to should this programme continue.

The provision o f Employee Assistance Programmes (EAPs) in this country has seen a rapid growth in recent years. However, there has been relatively little research into the effectiveness of such programmes in reducing costs of sickness/stress, absenteeism or in improving work place performance, particularly with respect to gender, age and professional status differences in responses to counselling. This research sought to evaluate the clinical change produced by a very specific mode o f counselling which was 'brief (up to a maximum of 8 sessions). The research also aimed to estimate the costs of stress to the organisation more accurately, by way of costing absenteeism and 'presenteeism' (the level of efficiency at which the employee estimates s/he is working). The first stage of this research was to find the baseline scores for the measures going to be used for the counselling sample. 'Well-being' questionnaires were randomly distributed to the 17,500 workforce (i.e. 5295 questionnaires were sent out). Over 2,300 responses were received. The results from this stage allowed for baseline mean scores to be obtained for all measures used. The responses focussed on the interaction between gender and other demographic variables such as age and professional status, and the effects of those interactions on the various means for stress factor and coping strategy responses. The second stage of the study examined the change process for clients coming for brief therapy as provided to them under an external EAP (241 subjects). The mean scores on a variety of scales at the pre-treatment stage were matched against responses at the post-treatment stage and again at a six month follow-up stage, and these scores were compared with the baseline means obtained for each factor from the earlier 'Well-being' study of the whole organisation. The process of matching looked at whether there were significant changes between the stages of the study and whether the changes produced clinically significant and reliable change. The effect size of that change was also examined. It was found that the counselling process was effective in reducing the costs of the work stress, sickness and 'presenteeism' in the counselling sample. However, the male and female clients responded differently. It was also seen that the counselling process was effective in producing change in work stress, particularly with respect to 'home/work interface', mental health, work and personal functioning, and in most of the coping strategies examined. The relevance of these findings is discussed in relation to implications for policy, research and practice.

La Thaïlande est un pays sous régime de monarchie constitutionnelle mais il subit souvent les interventions militaires. Malgré l’installation de la démocratie en 1932 et le développement des textes juridiques, la liberté d’expression et le droit de la communication sont limités. Le marché audiovisuel est préoccupé par les opérateurs ayant obtenu les contrats de concession de l’État pour une durée excessive. La solution proposée par la Constitution de 1997 est de créer une autorité de régulation indépendante de communication audiovisuelle pour, d’une part, renforcer l’exercice de la liberté d’expression et le droit de la communication ainsi que la mise en place des principes fondamentaux de la communication audiovisuelle, et, d’autre part, attribuer à nouveaux les fréquences pour l’ouverture totale du marché audiovisuel afin d’offrir une variété de choix aux téléspectateurs ou aux auditeurs. La création de l’autorité de régulation de communication audiovisuelle a été interrompue plusieurs fois par les décisions du Tribunal administratif, du fait de conflit d’intérêts, et a finalement été annulée par le coup d’État en 2006, abrogeant la Constitution de 1997. La Constitution actuelle de 2007 impose de créer une seule autorité de régulation chargée de l’audiovisuel et des télécommunications pour faire face au développement des technologies qui convergent. Aujourd’hui, cette autorité n’est pas encore mise en place. La lacune dans la régulation des deux domaines de communication s’agrandit. Depuis la suppression du monopole étatique de l’audiovisuel, la France a connu trois autorités de régulation. L’exercice des droits et libertés de la communication se développe progressivement. L’étude sur la comparaison avec le système français pourrait orienter la Thaïlande vers le chemin de la démocratie et du développement
Although Thailand is a constitutional monarchy country with the establishment of democracy and the development of legal texts, it is often subject to military intervention which creates the limitation of freedom of expression and the rights to communicate. The audiovisual market is dominated by the operators who obtain the concession contracts of the State for too long. The solution of the mentioned problem is proposed by the 1997 Constitution, which is to create an independent regulatory authority for audiovisual communication to improve the exercise of freedom of expression on communication law and to implement the basic principles of audiovisual communication. Moreover an allotment of new frequencies is also important for the full opening of the audiovisual market in order to vary the choices for viewers and listeners. The creation of the regulatory authority of audiovisual communication has been interrupted several times by the committee’s conflict of interest. In 2006, it was unfortunately withdrawn by the coup by repealing the 1997 Constitution. After that in The 2007 Constitution, it is required the establishment of a single regulatory authority for broadcasting and telecommunications to meet the development of converging technologies however the authority has not been implemented yet. So the gaps in regulation between two areas of communications are growing.In France, there are three of regulatory authorities of audiovisual communication which have been formed after the abolition of state monopoly of broadcasting. The study of French’s basic principles of audiovisual communication could guide Thailand in several ways since the rights and the freedoms of communication in Thailand have been democratically developing gradually

This study aims to examine critically the employees training programmes currently provided by Kuwait's Public Authority for Applied Education and Training (PAAET) in order to assess their effectiveness and identify problems. PAAET's history and development are outlined, and theories related to training (including computer applications) are presented. To ascertain current practice and the attitudes of concerned parties, questionnaires have been administered and interviews held with senior officials in the Training Co-ordination Department and other associated departments, as well as academic staff and trainees.The results, together with the review of relevant theory, reveal various problems including unclear objectives, lack of Training Need Assessment, duplication of responsibilities, failures of communication, and inadequate evaluation and follow-up. Finally, recommendations are made to address these problems and enhance the effectiveness of PAAET's employees training programmes.

Results are presented of a qualitative study of five local authority residential outdoor education centres. The research approach involved observations of, and interviews with, instructors followed by interviews with centre principals, visiting school teachers and senior officers within education (or community education) departments. Findings show a greater amount of time is spent on outdoor activities and the personal and social development aspects of outdoor education with very little time spent on environmental education. The reasons for this are historical precedent (this is the way it has always been done), a desire to be associated with the 5-14 curricular guidelines (to be seen as educationally respectable) and instructor preference. I identify three aspects of personal and social development (interpersonal relationships, self-esteem and self-awareness) as outcomes that instructors claim to be working towards. However, there is some doubt as to their validity given the absence of internal evaluation or external empirical support. The outcomes are nevertheless verified by different sources of data. I suggest that this incongruity is metaphysical in origin where the inductive claims of practitioners, whilst being appreciated by a range of sources, do not find external validity when exposed to external analysis. Environmental aspects within outdoor education courses are identified as marginal and unfocussed with the study revealing only one example which tends towards ecocentrism. Correspondingly, the majority of outdoor education practices are more readily associated with anthropocentrism. Any move from anthropocentric to ecocentric education will involve significant political, strategic, pedagogical, organisational and perceptual change. A role is identified for the Scottish Executive to provide political recognition that outdoor education can act as a provider of sustainability education. Strategic direction would need to be influenced by the concept of sustainability in line with international documentation such as Agenda 21. Pedagogy would need to move beyond the current conception of the environment as 'the green environment' to include social, political and economic dimensions. To deliver such programmes, centres would have to consider new goals and structures which would require staff training at all levels of the organisation. This would need to be accompanied by a shift in perception on the part of, instructors, principals, visiting teachers and local authority officers for successful implementation.

The Blue Drop Incentive-based Regulation (programme) was introduced in 2008 by the Department of Water Affairs (DWA) with the aim of maintaining and improving drinking water quality in South Africa. The programme is being implemented in order to protect consumers from water services providers who might not act in the interest of the public. For some years the confidence level of the public regarding the quality of drinking water in South Africa has not been at the desired level. The programme involves annual assessment of water services authorities by the DWA. In order for water services authorities to be awarded the Blue Drop status they are required to comply 95% in terms of the criteria used in the assessments. During the first and second years of Blue Drop assessments a number of municipalities chose not to be assessed but quite a few achieved the Blue Drop status nationally. It is against this background that the researcher undertook a study to determine how water services employees in municipalities perceive the Blue Drop programme. To achieve the study objective the mixed method involving quantitative and qualitative methodologies was employed. Semi-structured interviews were conducted with supervisors and management while water treatment works employees completed a survey questionnaire. The qualitative and quantitative data analysis brought to light the following core findings: * The Blue Drop programme has the support of the overwhelming majority of employees who participated in the research. They perceive the programme as an inspiration for improved performance of the water services function in municipalities. * There is a lack of or poor understanding of the water sector legal framework including the Blue Drop assessment criteria by some participating employees. * There is a perceived lack of management and political leadership involvement and support for the water service function. Although the Blue Drop programme has been reported to be an excellent intervention by nearly all the participants, there are certain aspects that can be improved and are dealt with in the last chapter of the mini-dissertation.

Among the various areas of knowledge, health sciences represent a branch in which the exchange of experiences among researchers has been crucial for improving the quality of life of populations. It is known that scientific journals have exactly this purpose, and therefore are adequate resources to the dissemination of science and technology and have the audience academics, scientists and researchers. This dissertation aimed to: map the internal collaborative network among teachers / lecturers and teachers / masters from scientific articles in the Graduate Program in Health Sciences UFAL in the period from 2008 to 2011. Make up the work three parts: the first contained the problem, justifications, objectives and even description of the methodological procedures adopted in the research. In the second, we present the theoretical framework of information science and scientific communication, the collaborative network science and information technology and scientific journals. The third presents the analysis and discussion of the data from the production of general and individual papers by the faculty of databases and journals. The research corresponded to the resumes of the 98 components of lattes PPGCS-UFAL (teachers and masters), between 2008 and 2011, identifying a total of 157 articles in the four researched. The information about the sources of indexing journal articles and occurrence in national and international journals were identified from the databases of SciELO and Virtual Health Library (VHL). The results showed that the network of internal collaboration among teachers is around 47.4%, ie, nine of the 19 teachers jointly published; collaborative network of students and involved 19% of all masters, ie, only 15 have published in co-authoring in PPGCS in the investigated period. It was felt that the collaborative network of PPGCS-UFAL has intensified, however, the production of articles not accompanying this evolution.
Dentre as diversas áreas de conhecimento, as ciências da saúde representam um ramo em que a troca de experiências entre pesquisadores tem sido decisiva para a melhoria de qualidade de vida das populações. Sabe-se que as revistas científicas possuem exatamente este objetivo, e, portanto, são recursos adequados à divulgação da ciência e tecnologia e têm como público-alvo os acadêmicos, cientistas e pesquisadores. A presente dissertação teve por objetivo: mapear a rede colaborativa interna entre os docentes/docentes e docentes/mestrandos a partir da produção de artigos científicos no Programa de Pós-Graduação em Ciências da Saúde da UFAL, no período de 2008 a 2011. Compõem o trabalho três partes: na primeira constam o problema, as justificativas, os objetivos e ainda descrição dos procedimentos metodológicos adotados na pesquisa. Na segunda, apresentam-se o referencial teórico sobre a ciência da informação e a comunicação científica, a rede colaborativa na ciência e a tecnologia da informação e os periódicos científicos. A terceira, apresenta a análise e discussão dos dados, a partir da produção geral e individual de artigos científicos pelos docentes e das bases de dados das revistas. O universo da pesquisa correspondeu aos currículos lattes dos 98 componentes do PPGCS-UFAL (docentes e mestrandos), entre 2008 e 2011, identificando-se um total de 157 artigos no quadriênio pesquisado. As informações acerca das fontes de indexação das revistas e a ocorrência de artigos em revistas nacionais e internacionais foram identificadas das bases de dados da Scielo e da Biblioteca Virtual em Saúde (BVS). Os resultados evidenciaram que a rede de colaboração interna entre os docentes gira em torno de 47,4%, ou seja, nove dos 19 docentes publicaram em conjunto; e a rede colaborativa dos discentes envolveu 19% do total dos mestrandos, ou seja, apenas 15 deles publicaram em coautoria no PPGCS no período investigado. Percebeu-se que a rede colaborativa do PPGCS-UFAL vem se intensificando, todavia, a produção de artigos não acompanha essa evolução.

Cette étude porte sur les expositions photographiques produites par le gouvernement américain entre 1935 et 1942. Ces expositions avaient pour but de promouvoir les activités entreprises par l’administration Roosevelt dans le cadre de son programme de relance économique. L’étude est constituée de trois grandes parties : la première présente les enjeux politiques et sociaux du New Deal et éclaire les défis auxquels les propagandistes du gouvernement Roosevelt ont été confrontés. Elle montre alors l’intérêt et la fonction que la photographie et l’exposition ont eu dans le programme de propagande. La seconde présente le rôle joué par les expositions universelles dans le développement des techniques scénographiques employées par l’administration. La dernière porte sur les expositions artistiques du gouvernement et sur leur valeur propagandiste
This study focuses on photographic exhibitions produced by the US government between 1935 and 1942. These exhibitions aimed to publicize the Roosevelt administration’s economic stimulus program. The study is divided into three parts. The first part outlines the political and social issues of the New Deal while shedding light on the challenges faced by the propagandists in the Roosevelt administration, as well as the appeal and function of photography and exhibitions in its propaganda program. The second part considers the role played by world fairsin the development of design techniques employed by the administration. The final section addresses the government’s artistic exhibitions and their value as propaganda

Resumo: A construção de Objetos de Aprendizagem (OAs) é um importante processo de Educação a Distância. Padrões têm sido definidos com estruturas de metadados para favorecer a reutilização e portabilidade dos OAs, como SCORM, LOM, ARIADNE, entre outros. Mesmo assim, a portabilidade entre diferentes sistemas de e-Learning requerem conhecimentos específicos. A dificuldade aumenta quando se direciona a diferentes meios digitais e de comunicação, como ambientes da Web e da TV Digital Aberta (TVDA) - um meio alternativo de acesso à Educação que vem sendo integrado à vida dos brasileiros. Nesse contexto, o principal objetivo deste trabalho foi a investigação de um novo modelo, OAX, para implementação de OAs com portabilidade para ambientes Web e para a TVDA. O modelo, baseado em metadados e codificação Base64, foi definido com base na estrutura SCORM. Para a criação e gerenciamento dos OAs, segundo o modelo OAX, foi proposta a arquitetura de um sistema de autoria, SOAX - uma aplicação Web, composta por quatro componentes, visando: encapsulamento do átomo de conteúdo OAX, armazenamento do conteúdo, aplicativos de gerenciamento/visualização de conteúdo e APIs (Application Programming Interface) de importação e exportação para padrões de OAs. O sistema SOAX foi projetado com a finalidade de atender educadores com conhecimentos básicos de Informática, de forma que pudessem construir os OAs preocupados apenas com os aspectos didático-pedagógicos. O sistema converte automaticamente os OAs para os formatos de padrões de OAs e para ambientes da TVDA. Está disponível uma versão beta do SOAX.
Abstract: The construction of Learning Objects (LOs) is an important process for distance education. Standards have been defined with metadata structures to enhance the reutilizability and portability of LOs, such as SCORM, LOM, ARIADNE, among others. The portability between different systems of e-Learning requires expert knowledge. The difficulty increases when different digital media and communication environments are used, for example: Web and Open Digital TV (ODTV) - an alternative means of access to education that is being integrated into daily life of Brazilians. In this context, the main goal of this work was to investigate a new model for implementation of LOs (OAX) with portability to Web and ODTV environments. The model was defined based on the SCORM standard and was based on metadata and base64 encoding. The architecture of an authoring system (SOAX) was proposed for the creation and management of LOs, according to the OAX model. SOAX is a Web application and is composed of four components for: encapsulation of the OAX content atom, content storage, applications of viewing/management of content and APIs (Application Programming Interface) for import and export LOs for standards formats. The SOAX system was designed for educators with basic knowledge of computer. So they could concentrate efforts on didactic-pedagogic aspects of the LOs. The system automatically converts the LOs for the formats of the LOs standards and ODTV environments. A beta version of SOAX is available.

As SMEs transformation to sustainable practices in manufacturing, processing and services, is declared to be the key to a green growth model, the research in this thesis aims to understand in what way eco-labelling can be a part of that. In order to approach this complex issue, the thesis aims to identify the greening potential and the limits of contemporary eco-labelling schemes for SME product within the German coffee-processing sector. With regard to that, the thesis applied the policy evaluation method "Program Theory Evaluation" (PTE), which assesses a policy in place and thus provides information how the introduction and the function of eco-labelling schemes is observed and perceived by German coffee-processing SMEs (GCPS). Hence, based on a policy evaluation from a rational perspective, which has the focus on the policy’s problem-solving process and implementation cycle, the thesis reveals how eco-labelling schemes’ underlying theoretical greening strategy act in practice to German coffee-processing SME (GCPS). Thereby it could be evaluated that eco-labelling schemes imply shortcomings to address and green GCPS high quality coffee products. As the PTE-method aims also on optimizing the policy’s rationalisation, the inappropriate or failed implementation of eco-labelling schemes by GCPS has been further explored. To grasp the eco-labelling schemes extent of limits to green GCPS products, the thesis compares and analyses the policy evaluation results against the backdrop of eco-labelling schemes’ normative theoretical policy conception and in the light of "Environmental Authority of Political Consumerism (Ecological Modernisation Theory)". With regard to that, the thesis fosters a policy learning process and uncovers that eco-labelling scheme eco-labelling schemes potential to green GCPS products is limited and conditioned to this a lower level of sustainable value as they are focused to supply mainly the demand for mainstream coffee products. Hence, the thesis concludes that it is not the underlying rationality of eco-labelling schemes, namely being a consumer-oriented and market-based policy instrument that does not apply to green GCPS products. However, this opens up a new perspective as it points out a sustainable quality gap between products using eco-labelling schemes and non-labelled GCPS high quality products. In return this raises considerations in terms of improving eco-labelling schemes’ contribution to sustainable development. Thus the thesis argues to optimize their rationalization with regard to GCPS high quality products as frontrunners of tomorrow’s sustainability.

Résumé :
This research adopted a Realistic Evaluation approach (Pawson and Tilley, 1997) to elicit and refine the theoretical understanding of how the Troubled Families programme (TFP) may have facilitated positive outcomes for a proportion of service-users within one focus local authority. A Realist Synthesis approach (Pawson, 2006) was undertaken to identify the context-mechanism-outcome configurations (programme theories) underpinning the TFP. These identified programme theories were presented to key stakeholders (parents and family support workers) to be validated, refined or falsified. The theoretical basis of the TFP was refined to explicate how: ‘a dedicated family support worker’, ‘delivering practical support’, ‘adopting a persistent and assertive approach with families’, ‘understanding families as a whole’ and ‘establishing common purposes and actions’, as theories, facilitate positive outcomes for families, as per the TFP success criteria. The findings of the present research refined understanding of ‘what works, for whom and under what circumstances?’ in relation to the TFP. To this end, findings are discussed with respect to the implications for family support practices. In addition, the implications for the practice of educational psychologists with respect to the methodology adopted as well as the area of intensive family support are also discussed.
