Abstract. We examined the hypothesis that infants’ early action segmentation is guided by knowledge about simple movement-effect associations. Nine- and 12-month-olds were familiarized with a video showing a sequence of two actions, each a simple movement-effect unit. At test, infants saw two types of test clips derived from the original video: A ”complete action” consisting of one of the original actions, and a ”compound action” consisting of the transition between the first and second action, preserving temporal contiguity but disrupting the movement-effect unit. Twelve-month-olds displayed a significant looking preference for complete over compound actions. Nine-month-olds displayed a corresponding but weaker pattern. We conclude that between 9 and 12 months infants begin to segment sequences of actions into simple movement-effect units.

Résumé :
Human action recognition using depth sensors is an emerging technology especially in game console industry. Depth information can provide robust features about 3D environments and increase accuracy of action recognition in short ranges. This paper presents an approach to recognize basic human actions using depth information obtained from the Kinect sensor. To recognize actions, features extracted from angle and displacement information of joints are used. Actions are classified using support vector machines and random forest (RF) algorithm. The model is tested on HUN-3D, MSRC-12, and MSR Action 3D datasets with various testing approaches and obtained promising results especially with the RF algorithm. The proposed approach produces robust results independent from the dataset with simple and computationally cheap features.

It has seemed to a number of recent scholars that God's acts in the world must have the fundamental character of being ‘basic acts’. Grace Jantzen has argued that ‘a theist wants to say that all of God's actions in the world are direct and basic…he does everything directly, without intervening apparatus…God can perform any physical action, and any such action on God's part is direct, basic’. Robert Ellis has claimed that ‘if we limit “basic” action to action upon/within one's body then God's immediate action upon the physical universe may qualify under such a description whether or not one holds to a view of the world as the body of God [a view endorsed by Jantzen] … All God's actions would [therefore] seem to be “basic”. And William P. Alston has suggested that ‘it is a live possibility that all God's actions are basic’. The question to be addressed is what theological and/or philosophical reasons can be advanced to make the case for regarding all divine action as basic? Would there be any significant diminution in affirming divine power if most or many of God's actions were non-basic?

Mein Ziel ist eine Begründung der Physik aus der Operationalisierung ihrer Grundmaße. Wir beginnen mit der klassischen und relativistischen Kinematik. Dann greifen wir einen programmatischen Entwurf von Heinrich Hertz auf und gelangen über die Quantifizierung von Energie und Impuls zu den Bewegungsgleichungen und dem Wirkungsfunktional. Den Abschluß bildet eine relativistische Revision der Energie, Impuls und Massenvorstellung. Das Ziel ist nicht primär, den mathematischen Aufbau der Mechanik zu ändern oder zu verbessern, sondern ein tieferes physikalisches Verständnis der Mechanik zu erlangen, so wie Einstein mit seinen Gedankenexperimenten zur relativistischen Kinematik. Ausgehend von anerkannten Messhandlungen und Naturprinzipien wird der mathematische Formalismus erst erzeugt und somit neu beleuchtet. Die Arbeit steht damit im selben Kontext wie die aktuellen Bemühungen zur "Fundierung der Quantenmechanik", nur eben mit Bezug auf die Interpretation der klassischen und relativistischen Kalküle.
My objective is a foundation of physics from the operationalization of its basic observables. We begin with classical and relativistic kinematics. Seizing on a programmatic proposal by Heinrich Hertz we arrive via quantification of energy-momentum at the equations of motion and the action functional. Finally we present a relativistic revision of energy, momentum and inertial mass. The goal is not primarily to change or improve the mathematical structure of mechanics, but to gain a deeper physical understanding of mechanics like Einstein with his gendanken experiments on relativistic kinematics. Starting from undisputed measurement operations and natural principles the mathematical formalism is only created and thus shown in a new light. This work is in the same context as current efforts to the "foundation of quantum mechanics", just with respect to the interpretation of the classical and relativistic calculuses.

The research network “Basic Concepts for Convection Parameterization in Weather Forecast and Climate Models” was organized with European funding (COST Action ES0905) for the period of 2010–2014. Its extensive brainstorming suggests how the subgrid-scale parameterization problem in atmospheric modeling, especially for convection, can be examined and developed from the point of view of a robust theoretical basis. Our main cautions are current emphasis on massive observational data analyses and process studies. The closure and the entrainment–detrainment problems are identified as the two highest priorities for convection parameterization under the mass–flux formulation. The need for a drastic change of the current European research culture as concerns policies and funding in order not to further deplete the visions of the European researchers focusing on those basic issues is emphasized.

This project traces the ways universities articulate a desire for diversity through the gateway genres of college admissions, composition course placement, and first-year-composition (FYC). Together, these genres serve as points of access for a theoretical study that seeks to better understand the ideological function of writing programs to socialize borderline college applicants into the rhetorically constructed role of a Diverse College Student. I focus on what I call bootstraps genres--reoccurring rhetorical situations that call for students to recount social hardships like racism and classism as personal hardships to be overcome through personal heroics. Despite being immersed in rhetorics of individualism, the college application essay, the directed self-placement guide, and the literacy narrative all call for the mimetic construction of disadvantage as an appeal to college-readiness. As new college students move through the initiation rituals of admissions, orientation, and FYC, they are presented with rhetorical tasks that are both raced and classed. Bootstraps genres ask students to first read the university's desire for diversity and then fulfill that desire through personal stories of difference and disadvantage.

Tuberculosis, an infectious disease caused by Mycobacterium tuberculosis, has been a global health problem for years. The emergence of drug resistance in this organism generates the necessity of exploring novel targets and developing new drugs. Topoisomerases are enzymes found in all kingdoms of life responsible for overcoming the topological barriers encountered during essential cellular processes. The genomes of mycobacteria encode only one type IA topoisomerase (MtopI), which has been validated as a novel TB drug target. The goal of this study is to obtain new information on the mechanism and resistance of endogenous and synthetic inhibitors of MtopI. Rv1495 is a M. tuberculosis toxin that belongs to the MazEF family (MazE is the antitoxin and MazF is the toxin), with endoribonuclease activity. Rv1495 (MazF homolog in M. tuberculosis) toxin has been shown to interact directly with the C-terminal domain of MtopI for mutual inhibition. In this study the interaction of Rv1495 with the positively charged C-terminal tail in Mtop I is reported. This new information is useful for rational design and discovery of antibiotics for mycobacteria. Ethacridine, an FDA approved drug has shown activity against MtopI. In this project we studied the mechanisms of resistance associated with this drug as well the use of Ethacridine in combination with Moxifloxacin, to potentiate the bactericidal effect of this current second line drug for TB treatment. Results from sequencing of the genomic DNA isolated from the resistant mutants suggested the involvement of the Holliday-junction Ruv resolvase. Further studies showed that co-treatment with Ethacridine can enhance the moxifloxacin-mediated killing of M. smegmatis. FP-11g, a novel fluoroquinophenoxazine inhibitor of bacterial topoisomerase I, has shown promising activity against M, tuberculosis. We explored the bactericidal activity and resistance mechanisms associated to FP-11g using M. smegmatis as model organism. Additionally, the inhibitory effect of FP-11g was also evaluated on M. abscessus. FP-11g at concentration 4X MIC showed complete bactericidal activity against M. smegmatis after 24 hours. Inhibitory activity against M. abscessus was also observed. Results from sequencing of the genomic DNA isolated from the M. smegmatis resistant mutants revealed mutations in genes associated with general drug resistance.

When we talk about collective entities, action is the most common kind of ascription. We regularly say things such as ?China suspends all coal imports from North Korea?; ?Uber is investigating harassment claims by ex-employee?; ?Supreme Court considers case of a shot fired in U.S. that killed a teenager in Mexico?; ?Malaysia recalls ambassador to North Korea?; ?SpaceX launches rocket from NASA?s historic moon pad.? Are those ascriptions true? For sure, they could all be metaphoric. We could take collective entities as agents just as a way of speaking. In this work, I argue in favor of a realist position regarding collective entities and their status of agent; rendering some of these sentences true. Recently, many philosophers are addressing this topic, but the discussion tends to be guided by the problem of collective intentionality, the problem of how collective entities can have mental states. My work tries to bring more elements of philosophy of action to the investigation of collective action. I take as a guide the problem of action individuation, because this topic addresses questions of central importance for collective action. Especially the question of aggregate actions, actions that are composed of other actions, which seems to be the paradigmatic case of collective action, insofar as they are presumably composed of individuals? actions. The problem of action individuation leads us to two central concepts on the nature of action: basic action and intention. In this work, I will show how an investigation on basic action can help us locate the place of individuals? contributions in collective action and how an investigation on intention can locate a fundamental element of action that is irreducible and distinctively collective in collective action cases. After exploring these two core concepts, I provide a definition of action that take seriously the place of intention as a guide to identify when an event constitutes an action.

In spite of industries’ effort over the last 40 years, corrosion-related issues continue to be one of the largest unresolved problems for nuclear power plants worldwide. There are several types of strange corrosion phenomena from the point of view of our current understanding of corrosion science established in other fields. Some of these are IGSCC, PWSCC, AOA, and FAC (Erosion-Corrosion). Through studying and coping with diverse corrosion phenomena, the author believes that they share a common basis with respect to the assumed corrosion mechanism (e.g., ‘local cell action’ hypothesis). In general, local cell action is rarely severe since it produces a fairly uniform corrosion. The ‘long cell action’ that transports electrons through structures far beyond the region of local cell corrosion activities has been identified as a basic mechanism in soil corrosion. If this mechanism is assumed in nuclear power plants, the structure becomes anodic in the area where the potential is less positive and cathodic where this potential is more positive. Metallic ions generated at anodic corrosion sites are transported to remote cathodic sites through the circulation of water and deposits as corrosion products. The SCC, FAC (E-C) and PWSCC occur in the anodic sites as the structure itself acts as a short-circuiting conductor between the two sites, the action is similar to a galvanic cell but in a very large scale. This situation is the same as a battery that has been short-circuited at the terminals. No apparent external potential difference exists between the two electrodes, but an electrochemical reaction is still taking place inside the battery cell with a large internal short current. In this example what is important is the potential difference between the local coolant and the surface of the structural material. Long cell action corrosion is likely enhancing the local cell action’s anodic corrosion activities, such as SCC, FAC/E-C, and PWSCC. It tends to be more hazardous because of its localized nature compared with the local cell action corrosion. There exist various mechanisms (electrochemical cell configurations) that induce such potential differences, including: ionic concentration, aeration, temperature, flow velocity, radiation and corrosion potentials. In this paper, the author will discuss these potential differences and their relevance to the un-resolved corrosion issues in nuclear power plants. Due to the importance of this potential mechanism the author is calling for further verification experiments as a joint international project.

One of the main characteristics of Turkey which is one of the countries that is becoming urbanized fast is that the majority of population chooses metropolises and accumulates in metropolises rather than medium sized cities. In this sense, there are specific problems such as basic urban services especially in metropolises. Therefore, there is an increasing need for enhancing spatial life quality of urban settlements in turkey, strengthen economic and social structure, restructuring spatial planning system in Turkey. It was projected to prepare “Urban Development Strategy and Action Plan” for this aim. In this sense, “Raising Life Standards of Cities and Enabling Sustainable Development” was determined as the primary policy. Moreover, “Integrated Urban Development Strategy and Action Plan for Sustainable Urban Development” was prepared within scope of Program for Alignment with the EU Acquis. “ Integrated Urban Development Strategy and Action Plan 2010-2023”, with its short name Urban Development Strategy (KENTGES), comprises of settlement and urbanization; space, theme and extents of settlement and spatial planning within the principle of sustainability, make relations between spatial sectors within an integrated approach, enable adaptation with national basic policies. KENTGES is a national document which puts forward principles, strategies and actions for solution of structural problems of urbanization and providing healthy, balanced and habitable urban development; determines their practical principles and conveys them to an action program. In this paper, basic principles and practicability of the mentioned action plan which was prepared in order to enable sustainable urbanization in Turkey will be discussed.

Since April 2016, The European Union and the Oxfam Pro-Resilience Action Project in Kebbi and Adamawa States, Nigeria, have supported poor smallholder rural farmers to improve their agricultural productivity. The project has a specific focus on increasing crop yields per hectare for better land usage, as well as ensuring farmers possess the skills they need to maintain good agricultural practices, such as inputs utilization and climate mitigation strategies, as well as an information-sharing system on weather and market prices. The project uses a Farmer Field School model that continues to serve as a viable platform for rural farmers to access hands-on skills and basic modern farming knowledge and techniques. The case studies presented here demonstrate a significant increase in farmers’ productivity, income and resilience. This approach should be emulated by governments and private sector players to achieve impact at scale in Nigeria’s agricultural sector, which is the country’s top non-oil revenue stream.

This evaluation is presented as part of the Effectiveness Review Series 2018/19 on women’s empowerment. The BASIC START (Building Autonomous and Stable Institutions and Communities through Socially Cohesive, Transparent, Accountable and Responsive Transition) in the Bangsamoro' project was carried out in the Autonomous Region in Muslim Mindanao (ARMM) in the Philippines between April 2015 and August 2017, by Oxfam together with four implementing partners: Al Mujadilah Development Foundation (AMDF), United Youth of the Philippines Women (UnYPhil-Women), Tarbilang Foundation, and Women Engaged in Action on 1325 (WE Act 1325). The project aimed to promote women's empowerment and peacebuilding in the region. A quasi-experimental approach was used to assess the impact of the project activities in strengthening women’s empowerment. The evaluation used Oxfam's Women's Empowerment (WE) index. Overall, the evaluation found that the BASIC START project had a positive impact on Women's Empowerment in all three levels investigated – personal, relational and environmental. The basis of the discussion for the panel is the question, "In an era of open scholarship and research, how do we as a research community navigate and balance openness while respecting Indigenous knowledge and cultural expression?". In this paper, we explore the use of a governance diaries methodology to investigate poor households’ interactions with authority in fragile, conflict and violence-affected settings in Mozambique. The research questioned the meanings of empowerment and accountability from the point of view of poor and marginalised people, with the aim of understanding what both mean for them, and how that changes over time, based on their experiences with governance. The study also sought to record how poor and marginalised households view the multiple institutions that govern their lives; providing basic public goods and services, including health and security; and, in return, raise revenues to fund these services. The findings show that, even if the perceptions and, with them, the concepts of empowerment and accountability that emerged do not differ significantly from those identified in the literature, in terms of action and mobilisation there are distinctions. In our research sites we found that people rarely mobilise, even faced with prevalent injustices and poor basic service provision. Many claim to be ‘unable’ to influence or force ‘authorities’ to respond to their concerns and demands.
