Abstract. We examined the hypothesis that infants’ early action segmentation is guided by knowledge about simple movement-effect associations. Nine- and 12-month-olds were familiarized with a video showing a sequence of two actions, each a simple movement-effect unit. At test, infants saw two types of test clips derived from the original video: A ”complete action” consisting of one of the original actions, and a ”compound action” consisting of the transition between the first and second action, preserving temporal contiguity but disrupting the movement-effect unit. Twelve-month-olds displayed a significant looking preference for complete over compound actions. Nine-month-olds displayed a corresponding but weaker pattern. We conclude that between 9 and 12 months infants begin to segment sequences of actions into simple movement-effect units.

Résumé :
Human action recognition using depth sensors is an emerging technology especially in game console industry. Depth information can provide robust features about 3D environments and increase accuracy of action recognition in short ranges. This paper presents an approach to recognize basic human actions using depth information obtained from the Kinect sensor. To recognize actions, features extracted from angle and displacement information of joints are used. Actions are classified using support vector machines and random forest (RF) algorithm. The model is tested on HUN-3D, MSRC-12, and MSR Action 3D datasets with various testing approaches and obtained promising results especially with the RF algorithm. The proposed approach produces robust results independent from the dataset with simple and computationally cheap features.

It has seemed to a number of recent scholars that God's acts in the world must have the fundamental character of being ‘basic acts’. Grace Jantzen has argued that ‘a theist wants to say that all of God's actions in the world are direct and basic…he does everything directly, without intervening apparatus…God can perform any physical action, and any such action on God's part is direct, basic’. Robert Ellis has claimed that ‘if we limit “basic” action to action upon/within one's body then God's immediate action upon the physical universe may qualify under such a description whether or not one holds to a view of the world as the body of God [a view endorsed by Jantzen] … All God's actions would [therefore] seem to be “basic”. And William P. Alston has suggested that ‘it is a live possibility that all God's actions are basic’. The question to be addressed is what theological and/or philosophical reasons can be advanced to make the case for regarding all divine action as basic? Would there be any significant diminution in affirming divine power if most or many of God's actions were non-basic?

Abstract According to The European Social Charter, the European Convention on Human Rights, the ILO Conventions, the decisions of the European Court of Human Rights, the decisions of the European Social Rights Committee and the ILO supervisory bodies, the right to collective action is a democratic right that aims to protect and correct the economic and social interests of workers in the workplace or in another place appropriate for the purpose of action. The above-mentioned institutions accept the right to collective action as a fundamental human right. According to the decisions of the European Court of Human Rights, the right to collective action is regarded as a democratic right, including strike. In particular, the right to collective action is being used as a resistance mechanism against new working relations, which are imposed on working conditions, right to work and the right to organize. However, the tendency of this right to political field, leads to some debate about the legality of the right to collective action. In this context, In the decision of the European Court of Human Rights, the ILO's supervisory bodies and the European Committee on Social Rights, it is emphasized that collective action rights should be a basic human right. In this study, the legal basis of the right to collective action will be discussed in accordance with the decisions and requirements of the European Court of Human Rights and the decisions of the ILO supervisory bodies.

AbstractAvailable antiepileptic drugs interact with a variety of different molecular targets. The mechanism of action of most anticonvulsants is most often complex with a number of affected regions. The combination of mechanisms of action of drugs in particular proportions can possibly determine the showcase of its antiepileptic activity. The common factor between the different supposed mechanisms for a number of drugs includes the possibility for modulating the excitatory and inhibitory neurotransmission through effects upon the voltage-gated ion channels, synaptic plasticity, heterogeneous receptors, and metabolism of neurotransmitters. There are controversial data on the extent to which a specific action can be the reason for the wholesome anticonvulsive characteristics of various medications, as well as the relation with the presence of undesired drug effects. The complexity of the action of some antiepileptic drugs creates conditions for optimal choice during therapy. In many cases, the insufficient familiarity with individual genetic differences and the disease related receptor damages can hinder defining a particular drug action. Characterizing the mechanisms of action of the present antiepileptic medications would increase the understanding for the pathophysiological mechanisms of epileptic seizures, as well as the development of new therapeutic strategies. The development of novel antiepileptic drugs and the ongoing research regarding the mechanism of action of established antiepileptic drugs, are continuously increasing the level of complexity in the spectrum of molecular targets relevant for epilepsy therapy. The current state of knowledge as well as the limitations in our understanding should guide future research aiming for a more detailed elucidation of the impact of genetics and pathophysiological mechanisms on interindividual differences in expression and function of antiepileptic drug targets.

Intensity of action and frequency of high and low pressure barometric fields of large and medium scale have great influence on dynamics of pluviometric regime. On their action depend characteristics of thermic regime, relative humidity, cloudiness and windiness, which directly affect the precipitation. Concerning that the water balance is difference between the inflow and evaporation, it comes that precipitations do not have just special role, but they are also the most important factor of the Una river regime. Disposition and precipitation structure are the river regime's essential assumptions, so at the same annual height of precipitation, we have more water in rivers in the year with more precipitations during the colder period. Then we have less evaporation so the inflow from the basin is bigger. The amount and disposition of the precipitation in the Una River basin is analyzed in this paper in order to define the pluviometric regime of this area. Pluviometric regime greatly influences the Una river regime and water balance, what was the reason for this analysis and further hydrological research in the Una River basin.

In this study, we first briefly review the basic properties of a particular set of neurons that discharge both when the individuals execute a specific action and when they observe another individual doing a similar action. These neurons are called mirror neurons. We then show that mirror neurons mediate our capacity to understand actions done by others. In the second part of the study we discuss the role of the mirror mechanism in intention understanding. We conclude with a review of recent data suggesting that a deficit in the mirror neuron mechanism may underlie some aspects of autism.

Abstract The basic cohomology of a complete Riemannian foliation with all leaves closed is the cohomology of the leaf space. In this paper we introduce various methods to compute the basic cohomology in the presence of both closed and non-closed leaves in the simply-connected case (or more generally for Killing foliations): We show that the total basic Betti number of the union C of the closed leaves is smaller than or equal to the total basic Betti number of the foliated manifold, and we give sufficient conditions for equality. If there is a basic Morse–Bott function with critical set equal to C, we can compute the basic cohomology explicitly. Another case in which the basic cohomology can be determined is if the space of leaf closures is a simple, convex polytope. Our results are based on Molino’s observation that the existence of non-closed leaves yields a distinguished transverse action on the foliated manifold with fixed point set C. We introduce equivariant basic cohomology of transverse actions in analogy to equivariant cohomology of Lie group actions enabling us to transfer many results from the theory of Lie group actions to Riemannian foliations. The prominent role of the fixed point set in the theory of torus actions explains the relevance of the set C in the basic setting.

This paper develops the idea that variable ordering heuristics for CSPs can be characterised in terms of a small number of distinguishable actions or strategies, and that while specific heuristics may be classified differently depending on the problem type, the basic actions that determine their classification are the same. These strategies can be described as building up contention and propagating effects to future, uninstantiated variables. The propagation-of-effects type of action is related to the "simplification hypothesis" of Hooker and Vinay, but since this is only one of two independent actions, this work gives a more complete account of the basis of heuristic performance. The basic technique uses factor analysis to simplify the set of correlations between performance scores for a particular set of problems. The present work shows that the results of this analysis are robust, and that amenability of a problem to one or the other kind of heuristic action is also a robust effect. This approach also elucidates the effectiveness of modern adaptive heuristics by showing that they balance the two kinds of heuristic action, which is known to enhance performance. The two heuristic actions are distinguished by descriptive measures such as depth of failure and depth at which a problem becomes tractable, that reflect differences in rapidity of effects with respect to search depth. Other experiments indicate that the effectiveness of propagation-of-effects depends on the degree to which nonadjacent assignments can interact in the future part of the problem. Extensions to structured problems suggest that the theoretical analysis can be generalised, although the factor analysis of performance becomes more complicated due to the interaction of the basic actions with specific parts of the problem. This work contributes to the goals of explaining heuristic performance and putting heuristic selection on a rational basis.

The COST ProgrammeThe Cooperation in Science and Technology Programme (COST) is an inter-governmental framework for European Co-operation in the field of Scientific and Technical Research. COST is managed by the European Science Foundation, and in May 2005 supported almost 200 Actions involving nearly 30000 scientists from 32 European member countries and more than 50 participating institutions from 11 non-member countries. These Actions are networks of coordinated national research project in fields which are of interest to a minimum number of participants (at least 5) from different member states. COST Actions cover basic and pre-competitive research as well as activities of public utility. The members of each Action are drawn from member countries which have ratified the Action, and their activities are informed by a programme accepted by the ESF management at time of application and reviewed on an annual basis throughout the Action. Each Action comprises three principal activities: the workshops where the science or technology matters of the Action are presented and discussed; the Action's short-term scientific missions, which allow contacts made during workshop networking to be developed; and, thirdly, the dissemination of the Action's science through publication or electronic communication.

There has been considerable litigation concerning the law of confidence in recent years. This includes claims brought by private individuals to restrain the disclosure of medical information and personal secrets, actions by employers against employees to restrain unauthorised use of trade secrets and actions by the government in respect of state secrets. Unfortunately, although the existence of a jurisdiction to restrain breaches of confidence has long been established, there still remains some uncertainty as to the conceptual basis of the action. The conceptual uncertainty has not, however, prevented the courts from recognising the existence of the jurisdiction and establishing the basic criterion of the action.

Our theory is provably correct relative to a sensible minimisation policy introduced on top of a temporal propositional logic. Sophisticated problem domains can be formalised in our framework. AbstractThis article explores prospects of using Ubuntu and Capabilities Approach to expand the scope of humanitarian action, to design one which serves humanity better even in the absence of disaster to essentially fulfil human development needs. It is considerate of the fact that humanitarian works contributes immensely in determining the extent to which humanity thrives. The traditional view on humanitarianism presupposes action-driven initiatives geared towards devising interventions to restore or reinforce human social order, improve livelihoods and quality of life. In sociological terms, human development is dependent on realizing and safeguarding, amongst others, human well-being, civil liberties and social security. The article utilizes core values enshrined in Ubuntu, Africa’s historic philosophy of life, and Amartya Sen’s Capabilities Approach as tools of analysis, with the view to expressing how to operationalize what should be considered stable humanitarian conditions and human well-being. Owing to persistent socio-economic challenges, especially the poverty problem, it is asserted that humanitarian action ought to depart from being a post-disaster intervention strategy, to being a pro-active and preventative pre-disaster orientated action, intended to nurture well-being and resultantly enable human development.

Сегодня, с развитием цивилизации, человечество столкнулось с такими проблемами, как стресс, депрессия, плохое питание и многие токсические эффекты. Поэтому нередко встречаются такие проблемы со здоровьем, как ожирение, хронические заболевания, расстройства дыхательной, сердечно-сосудистой и нервной систем. Ароматерапия-это форма альтернативной медицины, которая использует растительные масла, растительные экстракты и концентраты для лечения заболеваний, которые получают из крошечных желез в лепестках, листьях, стеблях, древесине и коре различных растений. Для извлечения эфирных масел и других экстрактивных веществ используется процесс дистилляции, экстракции с использованием спирта и водной экстракции. После этого полученное вещество выпаривают из растений, а после охлаждения разделяют на воду и высококонцентрированное эфирное масло. В статье изучено влияние растительной композиции на физиологические и морфологические изменения в организме крыс в условиях токсической инокуляции в дозе 10, 20, 30 мг. Используемый в эксперименте композит из состава двух видов растений обладает специфическим ароматом и обладает эффективными лечебными свойствами. Today, with the development of civilization, humanity has faced such problems as stress, depression, poor nutrition and many toxic effects. Therefore, it is not uncommon to find such health problems as obesity, chronic diseases, disorders of the respiratory, cardiovascular and nervous systems. Aromatherapy is a form of alternative medicine that uses vegetable oils, herbal extracts and concentrates to treat diseases, which are obtained from tiny glands in the petals, leaves, stems, wood and bark of various plants. For the extraction of essential oils and other extractive substances, the process of distillation is used, extraction using alcohol and water extraction. After that, the resulting substance is evaporated from plants, and after cooling, it is divided into water and highly concentrated essential oil. The article studies the effect of a plant composition on physiological and morphological changes in the body of rats under conditions of toxic inoculation at a dose of 10, 20, 30 mg. The composite used in the experiment from the composition of two plant species has a specific aroma and has effective medicinal properties.
