Developed countries like Germany and Japan, and many of their municipalities currently have large debts that will likely increase over time. These debts may never be repaid because debt repayment per capita will increase as a result of decreasing populations. It has become difficult for them to maintain many of their existing bridges because of large debts. Given the challenges faced with maintaining these bridges, it is necessary to formulate plans that may include discontinuing the maintenance on certain bridges. Therefore, this study proposes the use of a triage methodology for managing bri

It is widely held that developing nations are constrained by insufficient funds to build basic infrastructure that would set the pace for capital formation and sustainable growth. Faced with shortfalls in revenue and the need to increase investment in public works, developing countries engage in deficit spending to bridge the gap in funding public expenditure. One source of deficit spending is external debts. This study investigates the effect of external debt on external reserves in Nigeria from the first quarter of 2009 to the fourth quarter of 2022. Résumé :
Abstract A novel quantitative approach of assessing dented liquid pipelines associated with corrosion using finite element and reliability analysis was presented at NACE Corrosion 2017; namely, quantitative analysis of dents (QuAD). Regardless the novelty of the approach and the rigor that brings, it is not considered feasible to implement consistently across a large pipeline system. A new semi-quantitative analysis of dents (SQuAD) capable of analyzing a large number of dents associated with corrosion features with a reasonable computational effort is proposed herein. The approach slab in jointless bridges does not only have the function of road transition which is the same as the approach slab in bridges with expansion joints, but also transfer and absorb the deformation produced by the thermal expansion and contraction of the girder. The Grade Flat Approach Slab (GFAS) horizontally placed on the subgrade is one of the most common types of the approach slab in jointless bridges. The material placed betw

The Quantum Walk Control Protocol (QWCP) enables universal distributed quantum computing in quantum networks. In its debut, QWCP was specified in terms of logical quantum operations required by a quantum network to implement the protocol. In this paper, we propose two possible implementations of the QWCP based on different ways to encode quantum walks in physical qubits. The proposed encodings require different numbers of qubits and remote entangled states to perform control operations. Our approaches help to bridge the gap between the logical description of the QCWP and possible physical real

Loot boxes are popular random reward mechanisms in digital games, attracting players to invest real money to enhance their gaming experiences. Loot boxes share striking similarities to gambling and might contribute to one’s economic strain, but more research is needed on the underlying vulnerabilities and motivational traits in loot box purchasing. This paper examines associations with self-reported increase in loot box purchasing and debt problems during the first year of the COVID-19 pandemic. Latin American countries have long exhibited low levels of saving rates when compared to other countries in relatively similar stages of economic development (e.g., Asian economies). Motivated by this fact, this paper examines the time path of the saving rates between 1970 and 2010 in three Latin American countries— Chile, Colombia, and Mexico—through the lens of the neoclassical growth model. The findings indicate that two factors, the TFP growth rate and fiscal policy (via tax rates and government expenditure), are capable of accounting for some of the major fluctuations in saving rates obse

Résumé :
Jamaica entered the world economic downturn in 2008 from a position of ongoing weak economic performance and high, increasing debt levels. As a result, Jamaica's fiscal situation quickly became unsustainable. Starting in 2010, the government made important efforts, including two domestic debt exchanges, to bring its debt trajectory on a sustainable path. This brief assesses the two debt exchanges and explores whether their design was appropriate to address Jamaica's debt sustainability. A major issue in the case of Jamaica is the high exposure of the financial sector to government debt, creati

A good liability management strategy is one that helps minimize the cost of borrowing over the medium and long term. The objective is not to save the last basis point in each transaction, but rather to bring down the overall borrowing cost. This paper uses Argentina's experience to illustrate some important elements in the design of a liability management strategy. It takes into account the specific characteristics of the Argentine capital market and of the debt instruments that are available.

This paper examines whether the current level of debt in the country, given the national government’s fiscal policy and plans, remains on a sustainable path. By end-2021, a year after the peak of the public health and economic crisis brought about by the COVID-19 pandemic, the country’s debt-to-GDP ratio had already climbed to 60.5 percent, over 20 percentage points above pre-pandemic levels and slightly above the government’s indicative cap.
