The study aims to find out factors affecting the attractiveness of the Cai Rang floating market in Can Tho City. The study data were collected from 308 visitors by direct interviews. The study has pointed out five factors affecting the attractiveness of the floating market. They include natural landscape, local culture, understanding, promotion activities, and differentiation. The natural landscape has the most influence on the attractiveness of the Cai Rang floating market in Can Tho City. During the rainy season, Can Tho city frequently faces severe flooding on its streets. In this study, the investigation is carried out on 30 streets and 10 canals nearby the streets in the center of Can Tho city. The results indicate that the surveyed manholes contain a lot of sludge with an average volume percent of 39.29%. In the food service areas, the average volume percent of sludge in manholes is found more than 70%. In the concentrated residential areas, the amount of sludge is less, but still at a relatively high rate (over 50%). In addition, the results show that the studied canals in the inner city are polluted due to waste directly from the drainage system. These issues have an effect on the drainage capacity of the roads. Some discussion on sand also shows that the sand shortage has reached an alarming level, which is the main factor leading to slow progress of some road projects. The sand reserves in the Mekong Delta region decrease sharply and the scarcity of sand causes sand prices to skyrocket, which is a difficult problem for this area. The development of mobile sludge treatment technology to produce a replacement material suitable for levelling and fertilizer purposes can be a potential topic for future research.

Background: The criteria set of assessing hospital quality in Vietnam in 2016 was revied from the criteria set in 2013 by the Ministry of Health in order to help hospitals to self-assess towards improvinge quality of hospitals in the international integration context. The study aimed to assess the quality of public hospitals in Can Tho City according to the revised criteria set of the Ministry of Health in 2016 and compare the quality among three hospital ranks (including grade I, grade II, and grade III) via to 5 groups of quality criteria. Methods: A cross-sectional study, using secondary data analysis was applied to assess the service quality of 7 general public hospitals in Can Tho City. Results: The average total score of 7 hospitals is 245 and the average for the criteria of 7 hospitals is 2.99, which is just satisfactory. In the criterion of quality, criterion D and E had the lowest scores compared to the other three groups. There was no statistically significant difference (p = 0.076) among the mean scores for the three hospital categories. Conclusion: The quality of public hospitals in Can Tho city in 2016 only reached moderately good level (2.99). Interventions should be developed to improve the quality of hospitals, with particular emphasis on improving the quality of criteria groups D and E. The study aims to identify factors affecting the job satisfaction of construction workers in Can Tho City, Vietnam. Research data were collected from 145 workers who have been working on construction projects in Can Tho City. The Exploratory Factor Analysis (EFA) and the multivariate linear regression were applied to achieve the results. The research results show that factors that positively affect job satisfaction of construction workers are Working condition, Work environment, Nature of work, Compensation and benefits, and Leadership style. Finally, the study proposes several administrative implications to improve job satisfaction of construction workers in Can Tho City.

This study aims to demonstrate the influencing factors on the destination attractiveness of Can Tho City, Vietnam. From October 2022 to November 2022, the study collected data using a convenient sampling method, with a sample size of 268 tourists. A mixed-method research approach combining qualitative and quantitative research methods was employed to validate the research hypotheses. For qualitative research, a focus group discussion method was conducted to identify appropriate scales for the research model. For quantitative research, the following analytical methods were utilized: testing the reliability of the scales using Cronbach’s alpha coefficient, exploratory factor analysis (EFA), confirmatory factor analysis (CFA), and structural equation modeling (SEM). The research results indicate that the attraction of Can Tho City as a tourism destination depends on 08 factors, including the natural environment, local culture, local cuisine, recreational activities, infrastructure, service price, tourism promotion, and local residents. Among these, tourism promotion is the most significant and influential factor affecting the attraction of Can Tho City as a tourism destination.

Transit-oriented development (TOD) is a crucial method for sustainable urban development and encouraging the use of public transit, especially for large densely populated cities such as Can Tho City, one of the top five cities in Vietnam. This study is aimed at identifying the factors which have a significant effect on the citizens’ engagement of public transport in the TOD environment. Based on the literature review and expert knowledge, 3 hypotheses related to citizens’ perceptions and citizen’s engagement are developed. A questionnaire was accordingly established using structural equation modeling (SEM). As a result, a total of 8 factors with 31 stems were obtained. The survey questionnaires were distributed to citizens of Can Tho City with 749 responses collected for KMO test Chi-square of 0.905. The analysis shows that all three hypotheses stand: (1) the citizens’ perception of local government’s capacity plays an important role in the citizens’ willingness to engage on public transport; the citizens’ perception of the usefulness of (2) TOD and (3) public transport has a positive influence on the engagement on public transport system. The major contribution of this study is that it can help other cities in developing countries to apply TOD.

This study aimed to evaluate water quality in the canals in Ninh Kieu district, Can Tho city in the period of 2018-2019. Monitoring data were collected at 10 locations distributed on Tham Tuong canal (TT1, TT2), Cai Khe canal (CK1-CK4), Bun Xang lake (BX1-BX2), Cai Son - Hang Bang canal (HB1, HB2). Water quality parameters assessed include temperature, pH, turbidity, total suspended solids (TSS), biological oxygen demand (BOD), chemical oxygen demand (COD), orthophosphate (PO4 3--P), nitrate (NO3 -- N), ammonia (NH4 +-N), nitrite (NO2 -- N) and coliforms. The results showed that water quality in the canals in Ninh Kieu district, Can Tho city were contaminated with coliforms, TSS, BOD, and COD. The temperature and pH parameters were very little fluctuated, while BOD, coliforms, and DO tended to decrease in the period from 2018-2019. Particularly, the mean P-PO4 3- in 2019 was higher than that in 2018. BOD, COD, TSS, P-PO4 3-, and coliforms in Tham Tuong canal were higher than those in other water bodies because several production and business activities are taking place. Water pollution problem in Ninh Kieu district, Can Tho city needs to be solved as soon as possible to ensure healthy environment, attracting tourists to visit in Can Tho city.

The study was conducted to evaluate the management of domestic solid waste in Cai Rang district, Can Tho city. The study conducted sampling of domestic solid waste from 20 households in four wards Le Binh, Hung Phu, Ba Lang, and Tan Phu within 07 days from March 6 to 12, 2023. At the same time, three groups of subjects including 120 households, 3 Environmental Managers, and 3 employees of Urban Environment Joint Stock Company were interviewed to collect information. The result showed that the average domestic solid waste generation coefficient reached 0.28 kg/person/day, and the amount of domestic solid waste generated can reach about 11,027.3 tons by the end of 2023. Of which, up to 91% of the volume of domestic solid waste was recyclable, including 52% of biodegradable organic waste, and 39% of recyclable waste. As for domestic solid waste management, there was still a limitation in classifying waste at source, this rate only fluctuates between 43.4-86.7%. Besides, the rate of households registered for domestic solid waste collection service had a difference between urban and rural areas, fluctuating from 76.7-96.7%. After being collected, domestic solid waste was transported to the Can Tho household waste incineration plant (EB plant). Meanwhile, the remaining amount of domestic solid waste was treated using unsanitary landfill methods, and thrown into rivers, causing environmental pollution, and public health. Although propaganda activities related to domestic solid waste management were carried out in four wards in Cai Rang district, Can Tho city. However, the level of implementation of these activities was not regular. From that, the study identified a number of difficulties in domestic solid waste management, including solid waste that was not completely classified at source, and garbage collection services that were not organized throughout the area. The district lacked specialized waste collection vehicles after classification, and public propaganda, and education work were limited. This research will help local authorities come up with specific solutions to improve the quality of solid waste management in Cai Rang district, Can Tho city.

Can Tho City is located in the middle of the Mekong Delta, where the effects of climate change have been and will continue to be considerable. According to climate change predictions, the city is one of five regions that could be affected. In this study, we conducted analysis of trends of Tmax and Tmin over 39 years using monthly temperature in Can Tho City. We employed a Box plot, Mann–Kendall test, and Sequential Trend Analysis (SMK). Tmax and Tmin increased for all 12 months from 1984 to 2022, with Sen’s slopes of 0.45°C/decade and 0.29°C/decade, respectively. Although Tmin shows a slower rate of increase than Tmax, the increase in Tmin indicates that the temperature in Can Tho has risen.

The expansion of reclamation work to the South and agricultural production activities in the Southwest region in general and Can Tho in particular since the 17th century has fundamentally changed the natural landscape in this land, and also this has had a strong impact on the perception of local people in many ways which are quite clearly shown through the geographical names in Can Tho. The cognitive culture about the natural environment through geographical names in Can Tho City is partly reflected in the geographical names that related to accumulated experiences of local people about the river environment, terrestrial flora and fauna system, and residence selection. Based on the application of the theory of cultural linguistics, the theory of cultural regions, especially the natural characteristics of Can Tho, the article focuses on understanding the manifestations of cognitive cultural elements about the natural environment through geographical names, thereby contributing to affirming the indigenous knowledge of the people of this region.

The production of packaging goods for cement is one of the most important industries, contributing to income of many workers. Production activities, however, cause air pollution and health risk. The study was conducted to assess air quality and health risks of workers through air quality data and interviewing employees from 2016-2017 at a packaging production factory, Can Tho city, Vietnam. The findings indicated that temperature and noise exceeded the national technical regulations (QCVN 22-26: 2016/TT-BYT) while the humidity, wind speed, light, respirable particles, toxic gases (benzene, toluene, methyl ethyl ketone (MEK)) were in accordance with the national standards for occupational health and safety (Decision 3733/2002/QĐ-BYT). However, health risk assessment showed that long-term exposure in this factory would result in severe impact on health of workers due to indoor air pollution. The non-cancer risk caused by benzene, toluene and MEK for workers in the working sections such as printing, film coating, weaving, spinning and pasting was expected to cause serious impact on workers’ health. The cancer risk (benzene) index was in the range of 1.3 x 10-5 to 7.7 x 10-4 and averaged at 3.3 x 10-4. The study clearly showed that benzene greatly contributes to serious workers’ health effects. Appropriate protection measures such as treatment of air pollutants, regular health check, wearing protective clothes should be implemented to mitigate impact of indoor air pollution at the factory. More importantly, it is necessary to reconsider the standard values of benzene, toluene, methyl ethyl ketone to ensure health of workers.<br>Công nghiệp sản xuất bao bì xi măng thuộc lĩnh vực ngành xây dựng là một trong những ngành công nghiệp quan trọng, đã góp phần mang lại nguồn thu nhập cho nhiều người lao động. Tuy nhiên hoạt động sản xuất cũng gây ra những vấn đề về ô nhiễm môi trường không khí và rủi ro sức khỏe. Nghiên cứu được thực hiện nhằm đánh giá mức độ ô nhiễm môi trường không khí và đánh giá rủi ro sức khỏe của công nhân thông qua số liệu chất lượng môi trường không khí và phỏng vấn trực tiếp người lao động trong khoảng thời gian từ 2016 - 2017. Kết quả nghiên cứu cho thấy nhiệt độ, tiếng ồn vượt qui chuẩn cho phép (QCVN 22-26:2016/TT-BYT) trong khi độ ẩm, tốc độ gió, ánh sáng, bụi hô hấp, hơi khí độc (Benzen, toluen, methyl ethyl ketone) đạt chuẩn cho phép theo tiêu chuẩn vệ sinh an toàn lao động (QĐ 3733/2002/QĐ-BYT). Tuy nhiên, kết quả đánh giá rủi ro sức khỏe cho thấy công nhân làm việc lâu dài sẽ bị ảnh hưởng nghiêm trọng đến sức khỏe do ô nhiễm không khí. Rủi ro không gây ung thư do benzene, toluene và MEK gây ra đối với công nhân ở từng khu vực có thể gây ảnh hưởng nghiêm trọng đến sức khỏe công nhân làm việc ở các khu vực sản xuất như in, tráng màng, dệt, kéo sợi và dán. Benzene gây rủi ro ung thư với xác suất từ 1 đến 7 người trong 10.000 người trong quá trình làm việc lâu dài tại nhà máy. Nghiên cứu cho thấy benzene đóng góp rất lớn vào khả năng gây ảnh hưởng nghiêm trọng đến sức khỏe công nhân. Môi trường không khí bên trong nhà máy cần được cải thiện hơn nữa đồng thời tuyên truyền nâng cao ý thức công nhân thực hiện nghiêm túc bảo hộ lao động, tổ chức khám sức khỏe định kỳ cho công nhân. Quan trọng hơn là cần điều chỉnh lại các giá trị qui chuẩn để đảm bảo an toàn sức khỏe cho công nhân đang làm việc tại những nơi có sự hiện diện của khí độc như benzene, toluen, methyl ethyl ketone.

This study demonstrates how a community can effectively use brownfield redevelopment strategies as an integral component of its comprehensive plan strategy. The research presents a primer on the major advantages and disadvantages of conducting brownfield site remediation. Overall, it was found that a significant portion of the goals and objectives outlined in the comprehensive plan for Anderson, Indiana can be directly impacted through a carefully planned and coordinated brownfield redevelopment strategy. Contemporary societies are facing rapid growth, urbanization and migration into the form of urban cities and environments. This requires the ever-expanding need for urban infrastructures to facilitate growing populations, communities and economies within cities. A vital elements within modern urban environments is the need for different forms of urban mobility in order to facilitate the movement and flow of people, goods and communication networks. Within the realm of urban mobility is the important aspect of public transport infrastructures as a system of creating more sustainable and equitable mobility for people within urban environments. Within cities of the global South, such as Cape Town, greater public transport systems are highly reliant on non-motorized transport (NMT) systems. This is due to issues of affordability, efficiency and spatial proximity of large portions of the population in relation to public transport facilities. Therefore, a substantial amount of urban mobility is facilitated by walking as a mode of transport. However, public transport within Cape Town are impacted by issues of personal safety. This is most visible in the Cape Town central business district (CBD). There is a lack of knowledge, design and planning around how people move within the city, and how NMT systems are used within the greater public transport domain. Issues of personal safety become the dominant focus for NMT and human-scale mobility within the city centre. This research examines these issues in more detail. In order to gain deeper knowledge around the experiences of NMT users within the CBD – a qualitative method of research was applied. The research used a gender-sensitive lens in order to gain an understanding as to how gender roles contribute to issues of personal safety and issues of mobility within the urban environment. The objective was to demonstrate the intersection of issues of personal safety within mobility and within space. The research is used as a foundation for creating a mobile phone App prototype. The design is based on user-generated data to create a tool that can help commuters find the safest human-scale mobility routes within the CBD. This tool demonstrates how ICT (information and communication technology) systems can be used to create safer mobility infrastructures and networks. The prototype relies on user-generated data that creates a platform for citizens to become planners in their everyday transport navigations. Thus the research also explores how technology and user-generated data can inform planning and urban management. This resulted in a tool that enables a cyclical system that blends the knowledge of the user and planner in the co-productive design of space and mobility infrastructures.

AbstractViet Nam’s response to its vulnerability to climate change impacts is marked by the integration of climate change concerns into sectoral laws. The Government of Viet Nam has also acknowledged the interlinkages of climate change, gender equality, and mobility within its climate regulatory framework. However, the focus on climate-related mobility has predominantly centred on macro-level mobility, which refers to the broad categorisation of migration, displacement, and planned relocation, with limited attention given to micro-level mobility. This chapter understands micro-level mobility as the smaller-scale and day-to-day movements which involve individual decisions regarding daily activities, destinations, and modes of travel. Furthermore, challenges remain in translating national commitments into local action, as evidenced by urban flooding in Can Tho City. Complex interactions between political, economic, social, and environmental elements contribute to recurring floods, with a disconnection between central Government commitments and local implementation, resulting in gendered impacts. Women in Can Tho City bear disproportionate impacts during recurring flood events, restricting their micro-level mobility in the household and public sphere. Women’s decision to remain during floods results from a complex interplay between risk perception, socio-economic elements which contribute to vulnerability, and limited macro-level mobility options. However, at the same time, these women also actively employ strategies to cope with their restricted mobility, which signifies their agency in negotiating the associated risks and adapting to recurring floods. These insights into women’s mobility behaviour during flooding offer a valuable starting point for policymakers to integrate gender and mobility, both at the macro and micro-level dynamics, into concrete climate actions. The findings also underscore the need to pay more attention to micro-level mobility within the climate-related mobility discourse.

AbstractThe idea of the “smart city” is widely understood in Vietnam today. On 1 August 2018, the prime minister issued a decision to approve a national plan for development of smart sustainable cities during 2018–2025, with a vision toward 2030. This decision sets a target to turn the four biggest cities in Vietnam (Hanoi, Ho Chi Minh City, Da Nang, and Can Tho) into cities with core smart functions by 2025 or 2030. However, most of the smart city projects remain at the pilot stage. There are several legal issues to be addressed to help those projects run smoothly. This paper traces the evolution of the legal framework for smart cities in Vietnam in recent years and the driving forces behind this evolution. It shows that the legal framework for smart city projects in Vietnam is still in an early stage of development with room for improvement, especially in the areas of legal rules for information and communication technology (ICT) application (especially digital signatures), urban governance of infrastructure, construction and engineering laws, intellectual property rights, and protection of personal data (data rights law and privacy law).

Abstract A method of de-noising based on empirical mode decomposition (EMD) for coulostatically-induced transients (CITs) is presented. This filtering was illustrated with CIT and its associated impedance spectra, and comparisons have been made with wavelet de-noising and FIR method. The results reported here demonstrate that EMD de-noising is applicable to coulostatic measurements data in both the time and frequency domains, where wavelet filtering can also be successful. Moreover, in cases where the non-linear CITs need de-noise, EMD can eliminate noisy data from CIT. The proposed method shows superior performance over the traditional methods and is an alternative de-noising method for the CITs analysis.

Feedback on government performance can affect how much citizens trust government. The City of Buenos Aires ran an experiment testing different framings of government performance and their impact on citizens perceptions of institutional trust. Government perceptions were not changed by a language of empathy nor efficiency in communications, but trust was increased by providing positive feedback. The effect of communications had a significantly smaller impact on those already familiar with performance information, suggesting that providing information can have a long-lasting effect on citizens perceptions of government efficiency.

Recife is a prominent front-runner for climate policymaking in Brazil, having formulated robust plans and strategies at the city scale. The next step is to overcome the gap between strategic planning and local action at the neighbourhood scale. Historically, urban development in Recife has been marked by social inequalities. To ensure social inclusion and justice in climate action, it is critical to open up governance structures to include bottom-up, community-based approaches and incentivize co-production of urban space between governmental and non-governmental actors. Climate action can build on opportunities to also tackle inequalities in Recife, prioritizing the most vulnerable communities. To support this goal, social indicators can be used next to traditional emissions data to assess how transformative climate action is in the city. The climate agenda should be mainstreamed into urban development in Recife, particularly in the context of upgrading informal and low-income settlements. Capacity development and awareness raising activities drawing on local expertise, knowledge and practices can facilitate that.

Environmental policies are characterized by salient short-term costs and long-term benefits that are difficult to observe and to attribute to the government's efforts. These characteristics imply that citizens' support for environmental policies is highly dependent on their trust in the government's capability to implement solutions and commitment to investments in those policies. Using novel survey data from Mexico City, we show that trust in the government is positively correlated with citizens' willingness to support an additional tax approximately equal to a days minimum wage to improve air quality and greater preference for government retention of revenues from fees collected from polluting firms. We find similar correlations using the perceived quality of public goods as a measure of government competence. These results provide evidence that mistrust can be an obstacle to better environmental outcomes.

Health outcomes can vary significantly across cities within the same country, and within neighborhoods of the same city in Latin America and the Caribbean. This variation is partly explained by aspects of the urban environment that can be shaped through local policy. Public infrastructure investments, especially those in water, sanitation, and public transportation, have well-documented positive effects on local public health. Lower-cost interventions can also improve local health outcomes. These include zoning policies to protect people from negative externalities, the enforcement of road safety regulations, and the building of open public spaces to promote walkability and healthy lifestyles.

In Latin America, average wages vary greatly between countries richest and poorest regions. Differences in average wages across neighborhoods of the same city are even more significant. Residential segregation reduces access to economic opportunity. Families in less accessible neighborhoods spend more time and money commuting, are less likely to apply to distant jobs, and are more likely to remain unemployed if they lose their job. Public transportation investments can help to improve access to economic opportunity and reduce inequality in segregated cities if they are combined with zoning policies that allow for flexible housing supply in beneficiary neighborhoods.

During the last few years, city labs have emerged as promising formats to address transformative change. The aim of these formats often is to create collaborative spaces in which different stakeholders can jointly experiment with novel solutions for certain problems. While city labs start to establish transdisciplinary research settings, evaluating the effects of a city lab still brings about several chal- lenges. In this contribution, we reflect on three main challenges that emerged in the course of evaluating a city lab in Mannheim’s district Neckarstadt-West. The city lab was conducted as part of the research project SONNET (Social Innovation in Energy Transitions) and aimed to encourage social innovation in energy and thereby enable local energy transition. In the context of evaluating the city lab, we identified three main challenges that were related to a) evaluating an ongoing and open process, b) external shocks (especially in the context of the COVID-19 pandemic) and c) evaluating new forms of innovation under the concept of ‘social innovation’. The main achievement of this evaluation was to trace the process of a city lab and identify changes in objectives as well as the engagement of different stakeholder groups. However, an evaluation of the city lab’s outcomes remains challenging due to the openness of the process. This suggests rethinking linear evaluation models in favour of co-designing evaluation criteria in the course of the city lab process.

Public participation in spatial planning is a vital means to successful policymaking and can be enhanced by combining geospatial methods with participatory learning and action. Based on a pilot study in Bhopal, India involving urban authorities, civil society organisations and experts in an informal settlement during Covid-19 lockdowns, we find that the obstacles to sustaining public participation are not technological, but arise from a lack of awareness of the added value of ‘second order solutions’. We outline key approaches that emphasise short-term, feasible, and low-cost ways to embed community voice into participatory spatial planning.
