Abstract This is the first variationist study of clan intermarriage and intergenerational change in Nagaland (India). The study investigates clan as a sociolinguistic variable by drawing data from the Angami (belonging to the Kuki-Chin-Naga sub-group of Tibeto-Burman languages) community of Kohima village in Nagaland. The linguistic variables examined include two alveolar fricatives and three affricates showing variable palatalization. Like many other clan-based communities (cf. Stanford, 2007, 2008, 2009), Angamis practice exogamy. Women settle down in their husband’s clans in the same village after marriage, but continue to maintain their original clanlects despite being in contact with their husband’s clanlects for many years. Exogamy practices are however weakening in Kohima, resulting in intra-clan marriages. The study examines the linguistic implications of the inter-clan and intra-clan marriages, illustrating the patterns that young learners acquire under such circumstances and the way they respond to the new changes. Labov finds evidence for an “outward orientation of the language learning faculty” (2012, 2014). The Nagaland results build on this notion but provide a new perspective: In Nagaland, children’s language learning is inwardly oriented with respect to stable variation and outwardly oriented in the case of change in progress.

Clans are often viewed anachronistically in a world characterized by globalization. Yet, recent research highlights that clans not only determine how societies function, but play a central political role in many parts of the Middle East, Africa, and Central Asia. My analysis focuses on exploring clan alliances and their affect on the international system through the case of Uzbekistan. Clans and Democracy: A Mismatch? explores the presence of clans in Uzbekistan, deciphers to what extent they remain involved in politics, and determines how clan politics affects Uzbekistan's future prospects for democratization. I conclude that clans continue to influence the political decision-making of the state and ultimately hinder democracy formation. In closing, I explore predications for the future stability and democracy of Uzbekistan, as well as suggest policy prescriptions for the United States vis-à-vis Uzbekistan and other clan-based states

The article is devoted to the interpretation of deer stone style petroglyphs from Mongolian Altai. The plan of the research is that deer stones and rock carvings of deer reflected the same ideas. Each deer stone of Mongolian-Trans-Baikal style symbolized the ancestor of the ancient tribe and at the same time the Universe of that tribe. Figures of deer covering the surface of the statue corresponded to social groups (clans) comprising the tribe. If the society that created deer stones had a dual-clan exogamic structure, the number of deer depicted (each of which symbolized a clan) on rock surfaces should be even and often divisible by four. The article gives examples and interpretations of rock carvings with four, six, ten and two deer to confirm our suppositions.

In this article, the military terms used in the work "Qisasi Rabguzi" by Nasiruddin Rabguzi, who lived in the end of the 13th century -the first half of the 14th century, are divided into thematic groups and analyzed. The military terms are analyzed in comparison with the vocabulary of the sources of the ancient Turkic language and the vocabulary ofmonuments created during the Karakhanids. Also, in the article, active usage of the system of militaryterms explained by the role of military activities in the life ofBlue Turks. We know from history that the ancient Turkic tribes and clans often directly participated in military actions, military work has a universal character for the Blue Turks, as in many nations. Moreover, training wasconsidered mandatory for every citizen, as a result of which a system of terms representing concepts related to military construction, military work and military art was created and actively used in the ancient Turkish language.

Moldova’s politics, economy, justice system and media are increasingly dominated by a powerful group of elites, led by oligarchs - a new breed of businessmen-politicians who have emerged in the past decade - controlling strategic sectors of the economy and finance, hijacking the political system, taming the judiciary and acquiring monopolistic control of mass media, to promote and protect their vast business empires. Alongside traditional clan, kinship and patronage networks these elites exert influence through informal politics , shaping Moldova’s politics and economy, often hindering reforms for democratisation, rule of law, meritocracy and transparency. This helpdesk report looks at the nature and role of clans in Moldova in the country’s politics and economy. This literature review utilises academic as well as grey sources, research papers, media and blogs published mainly in the past ten years. The sources reveal a paucity of Moldova centric material, especially on the sub-issue of clans, but much more literature is available on the role of informal politics and state capture by elites, especially oligarchs, in Moldova. The evidence found did not address gender and disability issues.

This rapid review searched for literature on how and why women continue to struggle in Somaliland to achieve formal political representation and to take on informal decision-making roles on local peace and political matters, from community to national levels. Women’s participation in peacebuilding and political decision-making in Somaliland is very limited. A key barrier is the clan system underpinning Somaliland’s political settlement. Entrenched and politicised, patriarchal clans exclude women (and other minority groups) from formal and customary leadership and decision-making roles. Other contributing factors are conservative religious attitudes and traditional gender norms. Structural inequalities – such as low levels of education, lack of funds, and high levels of violence towards women and girls – impede women’s participation. Some women are more disempowered than others, such as women from minority clans and internally displaced women. However, there is increasing disillusionment with clan politicisation and a growing recognition of women’s value. There are opportunities for framing gender equality in local cultural and religious terms and supporting grassroots activism.

Al-Shabaab has been evicted—at least temporarily—from scores of towns and villages in the central Somali Federal Member States of Hirshabelle and Galmudug since summer 2022. Within this context, in May 2023 our team conducted interviews with former members of al-Shabaab who had been based in these locations to explore how and why they left the organization, with a particular focus on the extent to which their decisions to disengage were influenced by the offensive, and how their clans helped motivate and facilitate exit.

This rapid literature review finds that accountability programming in Somalia is focused on working effectively with the country’s hybrid governance. A number of programmes have generated findings on the potential of non-state actors to improve accountability, with a focus on contextual analysis and adaptive programming. Accountability is defined as mechanisms to hold people in power to account according to an agreed standard. Improving accountability may be difficult in fragile and conflict-affected states such as Somalia where power is dispersed and informal. Somalia is commonly described as a hybrid political order. Regions in Somalia have more and less robust governments and non-state actors have a number of important but informal roles in governance. Moreover, the prevalence of clan-based politics and patriarchal norms limits the inclusivity of accountability mechanisms, with women and members of minority clans among those commonly excluded. This report is focused on accountability in governance. It surveys both evidence on the status and contours of accountability in Somalia, and on programmes to improve accountability. It is based on evidence from the Implementation and Analysis in Action of Accountability Programme (IAAAP) Somalia programme, as well as other relevant programmes. It describes the findings on the barriers and enablers to greater accountability in Somalia, as well as lessons on implementing programmes. It does not survey every accountability programme, or programme with accountability components, but instead focused on published evaluations and evidence syntheses. Several programmes, such as IAAAP, have sought to research, improve and learn lessons on accountability in Somalia. IAAAP ran from 2013 to 2019 and had a budget of GBP 23 million. It worked as an innovation laboratory to test models for greater accountability through adaptive programming. IAAAP worked on different themes, including civil society-state engagement, financial flows and extractive industries.
