Abstract Since its referendum on independence in 1999, Timor-Leste has received extensive international support. This chapter looks at two distinct strands of judicial state-building assistance. First, it examines conventional donor assistance funded by the United Nations, the United States, and Australia. While imperfect, this aid helped promote the rule of law and foster a transition from competitive to cooperative legal pluralism.
