The article analyzes the issues of material and technical support of the educational process in institutions of general secondary education, the solution of which lies in the three-level subordination of educational institutions (macro-level – ministries, departments and institutions, meso-level – local executive authorities, local self-government bodies, united territorial communities, micro-level – educational institutions). It is indicated that in order to solve the tasks set at the state level to modernize educational processes, it is necessary to work together at all levels. It is proved that conceptually all issues of the organization of educational space are solved on macro-level, real ways of implementation and financing – on meso-level, and the leading role in the arrangement of specific educational premises is played by managers and teachers of educational institutions. Therefore, our research highlights the importance of training future teachers who are able to implement the concept of a New Ukrainian School in all its areas, in particular from the point of view of updating the educational space. The key aspects of forming the educational space of the New Ukrainian School in terms of comfort, safety and aesthetic appeal are identified. Recommendations are given on the color design of the interior of educational premises for primary, middle and high school students, as well as on color solutions for educational premises for various purposes. The relevance of zoning the educational environment by centers (discoveries, news, materials, communication, thematic, teachers, silence, creativity, wildlife) of educational activities of participants in the educational process is revealed. The main (permanent) and mobile (variable) zones of the training room are defined, and the approximate equipment of each of them is given. It is proved that the organization of a comfortable educational environment will contribute to the free development of the child’s creative personality. A number of requirements (ergonomics, safety, reliability and aesthetics) for school furniture are defined, as they should first of all be atropometrically appropriate and comfortable.

Résumé :
We argue for an examination of the role of the transnational organizational apparatus vis-a-vis nation-states in organizing national educational systems in accordance with world level educational ideologies, structures, and practices. We propose that more analytic attention be given international organizations as an institutionalizing force in examining educational convergence and change, and suggest four primary international organization activities as potentially fruitful avenues for research in this area: 1) the exchange of information, 2) charters and constitutions, 3) standard-setting instruments, and 4) technical and financial resources. Focusing on these activities, we present and discuss evidence of international organizations as world- level agencies influencing the incorporation and diffusion of educational ideologies and practices within and among nation-states.

Learning organization and its influence could be seen from various development levels: global, regional, organizations, teams, individual. For all the schools in Latvia now is a very important regional and organizational level. The school to be created as a learning organization, has everything necessary objective conditions. Empirical research shows that the learning environment for teachers in schools are provided, but required for school leaders using the learning outcomes target-based school development, and also make it visible to the teachers themselves.

This qualitative analysis examines school social workers’ equity work for immigrant students, including their perceptions of immigration enforcement and school climates that support or hinder immigrant student experiences. We conceptually expand understandings of nested contexts of reception and racialized organizations across macro, meso, micro levels, and how they affect immigrant students’ educational experiences, mobility, and belonging. Utilizing open-ended responses from a unique national survey data set, we examine school social workers’ perceptions of the macro, meso, micro racialized contexts that immigrant students encounter, how school social worker perceptions reflect racial attitudes as part of the racialized organization of schools in which they work, and how such racial attitudes influence their actions and potentially disrupt racial inequality in schools. Discussion of the impact of school social workers’ racial attitudes, and perceptions of racialized contexts and how they influence school social workers’ advocacy for immigrant students is offered.

During the pandemic, distance learning gained its necessity. Most schools and universities were forced to use e-learning tools. The fast transition to distance learning increased the digitalization of the educational system and influenced the increase of security incident numbers as there was no time to estimate the security level change by incorporating new e-learning systems. Notably, preparation for distance learning was accompanied by several limitations: lack of time, lack of resources to manage the information technologies and systems, lack of knowledge on information security management, and security level modeling. In this paper, we propose a security level estimation model for educational organizations. This model takes into account distance learning specifics and allows quantitative estimation of an organization’s security level. It is based on 49 criteria values, structured into an AHP (Analytic Hierarchy Process) tree, and arranged to final security level metric by incorporating experts’ opinion-based criteria importance coefficients. The research proposed a criteria tree and obtained experts’ opinions lead to educational organization security level evaluation model, resulting in one quantitative metric. It can be used to model different situations and find the better alternative in case of security level, without external security experts usage. Use case analysis results and their similarity to security experts’ evaluation are presented in this paper as validation of the proposed model. It confirms the model meets experts-based information security level ranking, therefore, can be used for simpler security modeling in educational organizations.

Control of infectious morbidity is considered as a functional tool for ensuring the sanitary-epidemiological well- being of servicemen studying in military educational organizations. At the same time, scientifically substantiated structural and logical schemes for interaction of officials of these organizations to control morbidity in the system of ensuring sanitary and epidemiological well-being of servicemen are absent. Literature data on the development of organizational and functional form of controlling the infectious morbidity of servicemen studying in military educational organizations is analyzed. The connection of infectious morbidity with the level of sanitary-epidemiological well-being of military contingents is mentioned. The concept of infectious morbidity in relation to the activities of officials of the military educational organization control in the sphere of ensuring sanitary and epidemiological well-being is explained. Existing approaches to the development of organizational and functional models in the field of health care are considered. The principles of development of the organizational and functional form of control of the infectious morbidity of personnel of the military educational organization are proposed and the expected results of its implementation are mentioned.

Purpose – The purpose of this paper is to help clarify understanding of the logistic platform concept so as to release its potential for the benefit of the logistics sector. Design/methodology/approach – Cross-sectional research was conducted in Slovenia, Poland and Singapore. Web-based survey responses were obtained from four organization types: logistics companies (LCs); production or service non-LCs; branch associations/state agencies/chambers of commerce; and educational institutions. Findings – Logistics platforms (LPFs) are a very much a multi-level phenomenon which, through macro-level organization, may multiply the micro- and meso-level effects obtained. The joint development of promising inter-organizational concepts which involve different stakeholder groups can be inefficient owing to differences in concept content understanding. Research limitations/implications – The research was limited to Slovenia, Poland and Singapore. Further research in other countries would be beneficial, and the survey can be repeated for other inter-organizational concepts. Practical implications – This paper proposes a general LPF model and seeks to raise awareness of the complexity surrounding the implementation of this particular inter-organizational concept. From the viewpoint of a practitioner, the knowledge that different stakeholder groups may have divergent perceptions of the concept’s content is important and will help strengthen inter-organizational projects by devoting attention to basic fact unification. Originality/value – This paper is the first transparent overview on the understanding and utilization of LPFs in theory and practice. The paper proposes a general LPF model. The authors wish to highlight the need for research into the perceptions held among different stakeholder groups regarding the concept’s content for the implementation of inter-organizational projects.

This study concerns higher education in Greece, as applied today and in the forthcoming years and its aim is ternary; firstly, the study on the implementation of international innovation indicators in education, secondly the use of innovative teaching practices and finally the relationship between different organizations and its impact on innovative educational practices. The primary research contacted with the use of a questionnaire on a sample of 471 teachers all over Greece. The findings among others show that the higher the level of innovation regarding educational services, the higher also is the level of innovation on educational processes. Moreover, the higher the level of innovation regarding educational services, the higher also is the level of innovation on business organization, and the higher the level of innovation regarding educational processes, the higher also is the level of innovation on business organization. The importance of this work lies in its contribution to the description and definition of the concept, characteristics and operation of organizational innovation in the context of education, as well as the possibility of its use by the supervisors and teachers of the specific school level for better understanding and management of the culture of each school unit.

The article presents the results of a study on the organization of support for the development of project competence of the head of a professional educational organization to the highest (creative) level. The characteristic of the criterion-level assessment of its development is given. The meaning of supporting the development of project competence of the head of a professional educational organization is revealed. The organizational-diagnostic, program-activity and final-analytical stages of support are defined and characterized. The author's approach to the organization of the support process is proposed, the characteristic feature of which is the non-linearity of achieving the result, which provides personalized support of precisely those difficulties in the development of the project competence of the head of a professional educational organization to the creative level, which are diagnosed in a particular subject of support.

Subject. The level of intellectual capital development that reflects the innovative potential of the organization. Topic. The study of the level of development of the intellectual capital of an educational institution as a type of innovative organization. Purpose. Evaluate and analyze the intellectual capital of an educational organization based on the characteristics of the assessment of the innovative and intellectual potential of the organization itself, the region, as well as the socio-economic system as a whole. Methodology. Methods of research, analysis, and systematization of data. Results. The proposed measurement method allows for periodic monitoring of PEC, identifying strong and weak areas in the field of intellectual capital of the enterprise, and gives a real opportunity for management to systematically manage PEC. Application area. Organizations of an innovative type. Conclusions. Educational institutions are typical representatives of innovative organizations, on the one hand, having specific features, and on the other, having pronounced characteristics of this type of organization. It is educational institutions that combine all the essential parameters that are characteristic of innovative organizations, so to specify the methodology for assessing intellectual capital, we propose to use the indicators that are characteristic of educational institutions. The purpose of this study was to determine which factors associated with particular school configurations are considered when "reconfiguring" suburban and rural school districts. Superintendents, site administrators, and school board presidents from suburban and rural California school districts of no less than 800 and no more than 6,000 ADA served as the population for this study. A survey questionnaire was developed and sent to superintendents, site administrators and school board presidents in school districts that had considered reconfiguration in the last ten years. Within the questionnaire, perceptions towards factors related to grade configuration were explored. Open-ended questions and in-depth interviews were also conducted by the researcher. The typical survey respondent was between 45 and 49 years of age, Caucasian (over 90%) and had an average education at the master's degree level. The typical school district of the respondents had an enrollment between 2,000 and 2,999. Respondents indicated that their districts had been reconfigured within the last three years. The five most cited factors were: To better meet the needs of children, Desire to improve academics, Overcrowded conditions, Building a new school, and Evaluation of the education program. Responses to the open-ended questions revealed that there is not consistent support for any particular grade level organization. Responses to the open-ended questions also revealed that overcrowding and a lack of adequate facilities significantly hastened district efforts in reconfiguration. The recommendations from this research to district policy makers are: (1) Be thorough in the study of district reconfiguration, survey all groups but remain focused on the issues brought forth in this study, (2) Decision makers should consider the research but not allow the dialog regarding district reconfiguration to become muddled by its conflicting findings and recommendations, (3) Prioritize what you wish to accomplish when reconfiguring and stay focused on those issues, and (4) Decisions should be based on local concerns and needs.

The prescriptive authority for psychologists (RxP) movement contends that psychologists who receive specialized training should attain licensure to prescribe psychotropic medication. The RxP movement has presently culminated in psychologists in the United States prescribing at both the state and federal levels. However, the RxP movement remains contentious, and both supporters and opponents continue to disagree over its validity as a professional movement. Division 17 of the American Psychological Association, the counseling psychology specialty’s professional organization, has not officially discussed the RxP movement since 1994. Given the developments within the RxP movement since then, this study endeavored to investigate the current perceptions of prescriptive authority among the Executive Board leadership of Division 17. Researchers conducted semi-structured interviews with current and former members of the Executive Board and then used a consensual qualitative research (CQR) methodology to qualitatively generate findings across participants’ responses. Participants shared qualified support of prescriptive authority, despite indicating no interest in prescribing themselves, and they reported that they saw prescriptive practice as consistent with the professional identity of counseling psychology. Participants also suggested that Division 17 could proceed with the RxP movement by developing a Special Task Group (STG) to investigate prescriptive authority among its members. These conclusions indicate that members of the Executive Board are well positioned to lead Division 17 forward in addressing prescriptive authority by creating a STG to further explore the issue for counseling psychology.

An examination of the research regarding the problems associated with student academic writing indicated that two abilities, writing abilities and information literacy skills, intersect, and that an accepted term for this intersection is information literacy. The University of Central Florida’s Information Fluency Initiative recognized information literacy as a key component in developing students’ information fluency skills. This qualitative case study of the initiative used semi-structured interviews, study of documents, and observations to gather data in order to describe how the university planned, developed, and implemented the initiative. Study of relevant literature, narrative analysis (Tierney & Lincoln, 1997), inductive analysis (Hatch, 2002) and the elements of educational criticism (Eisner, 1998) informed the analysis of data. Participants in the Information Fluency Initiative identified as successful the creation of online information literacy modules by librarians and faculty, program-wide efforts to embed information fluency into curriculum, and individual faculty projects. Additionally, the initiative encouraged a scholarly approach to the study of information fluency with the implementation of an annual Information Fluency Conference held at the University of Central Florida and publication of a peer-reviewed Information Fluency Journal. Results from the study suggested that administrative support for the initiative and the leadership’s empowerment of faculty and librarians to undertake leadership roles were important factors in the initiative’s success. Results also suggested that collaboration between faculty, librarians, and instructional technologists to construct curriculum produced a professional learning community that proved valuable to participants both professionally and personally.

Much has been written in academic and popular publications about organizational change. Topics have ranged from case studies to anecdotal stories of how leaders can change an organization. There is little written on changing the culture and vision of a profession at the macro level.

This dissertation shows that one key to effecting change within a profession is to educate those at the entrant level and thereby effect change with the profession. Over time, these new entrants to the profession will rise to senior positions and be able to effect greater change through the hiring, training, and mentoring processes inherent in the professions and the organizations for which they work. One way to effect change in these entrants is through education in college and professional schools. This study is specifically focused on effecting change in the interdisciplinary field of engineering and public policy. Public policy involves countless infrastructure issues at all levels of government. Engineers are well-versed in dealing with the technical issues of infrastructure but their voice is often lacking at the policy level. Similarly, political scientists are well-versed in policy but are often lacking in a thorough understanding of the technical aspects of the policy.

Through an introductory course in engineering and public policy, undergraduate students from the seemingly disparate fields of engineering and political science were placed in a common classroom and through lectures, writings, presentations, and guided discussions their attitudes on key areas were changed. Areas studied were professional interest, legitimacy, deference, the public policy process, and education outside of a specific field. Through the process of education, changes in each of these areas was possible. Further, the movement was towards making students in each discipline more open to the input, opinions, and attitudes of others, and specifically in shifting engineers toward a more positive view of the public policy process. Being exposed to these topics and to each other’s thought processes, changes in professional attitudes were made.

While there is not a specific profession for which any research has been done, the military is used, in places, as an analog to the profession of engineering.

A Organização para a Cooperação e Desenvolvimento Económico [OCDE] tem dedicado particular interesse à educação no quadro das agendas políticas e económicas associadas à sociedade do conhecimento, pelo que a medida de política educativa Escola a Tempo Inteiro [ETI], incide nos domínios prioritários de intervenção estratégica de inovação e melhoramento das competências básicas preconizados por aquela organização internacional. A medida ETI, através de um conjunto de experiências abrangidas pelas designadas Atividades de Enriquecimento Curricular [AEC], procura assim responder às necessidades das famílias, garantindo aos seus educandos um serviço educativo de qualidade e apoio ao estudo ao longo de todo o período escolar diário. Pretende-se, com este trabalho, analisar o modo como a medida Escola Tempo Inteiro foi implementada num agrupamento de escolas da Região da Grande Lisboa e em particular a perceção de pais e professores relativamente à sua eficácia/eficiência e respetivo impacto. Foram inquiridos duzentos e vinte e dois pais e encarregados de educação de alunos do 1.º ciclo, através de questionário, e realizadas entrevistas semi-diretivas a uma amostra de dez professores com experiência de AEC. A análise dos questionários aos pais e encarregados de educação recorreu ao modelo das classes latentes, tendo as entrevistas aos professores sido submetidas a uma análise de conteúdo temática simples. De acordo com os resultados, os inquiridos, pais e professores, valorizam as finalidades da medida ETI, sublinhando a sua efetiva importância do ponto de vista de adaptar os tempos de permanência das crianças nos estabelecimentos de ensino às necessidades das famílias, assegurados por atividades complementares das aprendizagens.Todavia, levantam algumas dúvidas quanto à sua eficácia/eficiência, designadamente porque nem sempre encontram no terreno as infraestruturas, equipamentos e recursos adequados à ação/implementação da medida.
The Organization for Economic Cooperation and Development [OECD] has devoted particular interest to education within the framework of political and economic agendas associated with the knowledge society, so that the measure of educational policy Full Time School [TSI], focuses on priority areas intervention strategy of innovation and improvement of basic skills advocated by that international organization. As TSI, through a set of experiences covered by the designated Curriculum Enrichment Activities [AEC], thus seeking to meet the needs of families, ensuring their students a quality education service and support to the study throughout the school year diary. It is intended with this work, examine how the measure was implemented School Full Time in a grouping of schools in the region of Lisbon and in particular the perception of parents and teachers regarding the effectiveness / efficiency and respective impact. We interviewed two hundred twenty-two parents and guardians of students in one.Cycle through a questionnaire and semi-directive interviews with a sample of ten teachers with experience in AEC.The analysis of questionnaires to parents and guardians used the model of latent classes, and interviews teachers were subjected to a thematic content analysis simple. According to the results, respondents, parents and teachers value the purpose of the measure TSI, stressing the importance of effective point of view of adapting the residence times of children in schools to the needs of families, provided by complementary activities of learning. However, raise some doubts as to their effectiveness / efficiency, particularly as not always at the grass roots infrastructure, equipment and resources appropriate to the action / implementation of the measure.

The purpose of this research study was to explore the topic of organizational communication in higher education and examine staff members’ perceptions about their level of communication and job satisfaction in their workplaces. This study was also designed to test the relationship between communication satisfaction and job satisfaction by analyzing the significance of different dimensions of Communication Satisfaction with the view that satisfaction is multifaceted. The results of the study indicated that gender differences and the number of years in service do not seem to make a significant difference in the level of satisfaction among staff members, but the level of education and job classification seem to make a significant difference in the level of satisfaction among staff members. There were strong positive relationships found among all 8 dimensions of Communication Satisfaction Questionnaire (CSQ ), which indicated that staff members when felt positive about 1 dimension of CSQ, also tended to feel positive about other dimensions of CSQ. A strong positive relationship and statistically significant correlation was found between overall communication satisfaction and job satisfaction scores, indicating that when staff members feel satisfied with communication in their workplace, they also tend to feel satisfied with their job in their workplace.

AbstractIn this chapter, the educational gradient in access to different organizational work-family policies is examined using unique multilevel survey data from the European Sustainable Workforce Survey covering nine European countries. A total of six different work-family policies are studied, representing working-time arrangements, leaves, and services. By combining information provided by the organization, the direct supervisor, and the employee we show that for all policies, access reported by employees is substantially lower than provision reported by the team managers, which in turn is lower than the provision reported by the HR managers. This points to complex processes in the distribution of information in organizations. Moreover, at the organizational as well as the employee level, higher skilled employees have more access to working-time arrangements. We conclude that the skill gaps in the access to organizational work-family policies identified in this chapter form an important dimension of social inequality in today’s labor market.

AbstractMexico City is known as one of the largest cities in the world and thought by many to be one of the most unequal. Not surprisingly, it has received more attention than other Mexican urban areas. However, the city’s internal social organization is often misunderstood. Mexico City stands out as a city where segregation is relatively low, and levels of inequality are actually lower than perceptions. Moreover, between 1990 and 2010, both segregation and inequality have declined. This chapter examines these changes. We report on changes in occupational structure and patterns of segregation by educational level. Educational level is different from income or occupation, but these three dimensions of socioeconomic conditions are closely linked. While the overall level of segregation between educational groups in the city has slightly decreased, residential patterns of educational groups have changed significantly. The number of neighborhoods with high concentrations of highly educated people increased significantly and expanded geographically. At the same time, the prevalence of neighborhoods with residents with low and middle educational attainment has diminished and neighborhoods that house people of all educational categories or high and middle categories are more numerous. This chapter illustrates the complexity of segregation patterns in such a large metropolitan area, as well as the challenges of determining why patterns have changed.

AbstractMeso-level contexts (e.g., neighbourhood or community contexts) have a profound influence on vulnerability trajectories. They may mediate, mitigate, or reinforce the impact of variables such as gender, age or social class. This chapter studies how meso-level economic factors cushion or worsen the negative effects of adverse circumstances on people’s socio-economic trajectories, health outcomes, or political attitudes. This chapter showcases four case studies, which show: (1) that meso-level labour market contexts can alter the size of the penalties associated with low levels of educational attainment or a more disadvantaged background for young people seeking employment for the first time; (2) that meso-level social networks act as multipliers of inequality; close social ties in the neighbourhood increase the probability of exiting unemployment in resourceful neighbourhoods, whereas they decrease the probability of unemployment exits in deprived neighbourhoods; (3) that people residing in locations with higher levels of income inequality perceive others as being more competitive, which produces paradoxical effects on their self-rated health and undermines the psychological health of the most economically vulnerable; (4) how the confrontation with meso-level inequality and diversity shapes people’s beliefs in meritocracy and examine how everyday experiences of local inequality reinforces or weakens people’s belief in meritocratic value.

AbstractThis chapter provides an overview of how life skills are conceptualized and taken up in curriculum, teaching, and measurement in different educational settings around the world, as discussed in the chapters in this book. We focus on life skills programming in low- and middle-income countries because bilateral and multilateral aid organizations have significantly shaped discourse and programming in life skills education. We intentionally included studies utilizing a variety of research methodologies, which allow for a deep understanding of both the micro level (curriculum, pedagogy, and youth engagement and outcomes) and macro level (organizational processes and assumptions) in life skills programming and policy. Chapters in the book highlight a disconnect between the dominant individualistic behavioral approach used by many organizations and programs and the life skills that youth and local communities emphasize as important to change social and economic problems. To respond to this disconnect, this chapter provides an overview of a capabilities approach to life skills, with the purpose of focusing on wellbeing. We suggest that life skills education should develop the capabilities that societies and individuals have reason to value.

The article examines the methods of assessing the effectiveness of business processes in the organization, including in organizations of higher educational institutions and professional educational organizations. A approach to assessing the level of maturity of the main proceedings of the contingent management of higher education institutions is proposed. To assess maturity as a basis, a five-level model Capability Maturity Model (CMM) is taken. The method of measuring maturity is based on an existing VOYAGER Plant Optimization (VPO) method oriented to improve the efficiency of the organization's processes. Based on the methodology, a structure for the survey of employees of the Higher Educational Institution, as well as a questionnaire, which allows to evaluate the effectiveness of existing business processes of organization and how to improve their improvement. An analysis of the effectiveness of the proposed approach to the assessment of the organizational maturity of the process of management of the contingent of students. The results obtained on the survey in the further study will be based as the assessment of organizational maturity for each process, based on the proposed technique of Anheuser-Busch InBev.

Authentic educational management supports and stimulates, by all possible means, the process of organization and functioning of educational organizations, in their essence, referring to the content, structure, process, which naturally involves the decentralization of educational management, of all its hierarchical structures, the efficient applicability of methods, techniques and tools, as well as the approach of modern managerial practices. These involve the organization of educational structures, the promotion of school autonomy with all its advantages, together with the positive effects arising from these actions of major importance, which work together to ensure access conditions and school success- a fundamental objective of educational management, from the whole system to the school level. The general managerial objectives at the level of both global and local educational system, of the school itself, correlate, one by one, with the new orientations and realities appropriate to a democratic and open society, with the directions of the education reform. They are organically linked to the value system and express the perspective of the development of education, values that ensure socio-human progress. The objectives of the paper are the analysis of educational management and its impact on schools and the identification of appropriate managerial procedures in order to increase educational performance. The research include the ways in which the quality of the managerial act contribute to improving the satisfaction of the direct beneficiaries of the instructive-educational process, regarding the acquisition of new skills. These beneficiaries are students.

The school organizations in Romania are confronted with the continuous perspective of change by reference to the legislative changes, to those at the level of the educational paradigm, but also at the social level. The present paper aims at a historical and evolutionary recovery of the concept of change in the school organization, with emphasis on identifying strategies and techniques for managing the process of developing and changing the manager, taking into consideration his professional competences and his personal abilities, considered as core and trigger agent for effective change in the organization. Personal change involves dynamics, which implies personal development, becoming, training. In order to complete the process of personal change of a school manager it takes a long time, of involvement in one's own development in order to trigger induce support the change of the school organization. In order to adopt the most appropriate organizational strategy (maintaining/restricting/developing or diversifying the organization), the manager must constantly evaluate his own abilities/competencies, to value those that bring performance to his organization. The methodology consisted in the rigorous analysis of the specialized literature and the empirical research, instrumented by a survey based on a questionnaire applied to the managers of 15 early education organizations in Dâmboviţa county. The main conclusions from the study focus on the process of becoming a manager, with an emphasis on the triggering moment of his personal change, transposed into behaviors that will have implications for the culture of his organization.

The educational changes in the Romanian pre-university education system over the last ten years have required the creation of internal mechanisms, articulated through an internal managerial control system in order to improve and maintain performance in all the basic compartments of the school organization. The success and the performance of a educational organization is based on many factors that take into account the scholars progress, the professional training of professors, the curriculum, but also the manager’s style and strategies that he applies at an institutional level. Despite controversy and doubt, internal management control is seen as an indispensable tool in performance management of modern organizations. The reason for this consists in management control treating the present problem for all the typologies: that there is certainty in the fact that managers, alongside with professors achieve performances in the behalf of the organization. In order for the relationship between the manager of the institution and his personnel to remain favorable, it is normal that the management to measure and control the performance of his employees. The present paper aims to create an internal radiograph within a preschool education institution in order to hierarchize performance indicators and / or identify influential factors to be achieved in order to obtain a performing school environment (for children, teachers and the entity manager). The paper/research begins with a presentation of the theoretical concepts, followed by an empirical research that is based on qualitative methods, and uses as an instrument the interview (applied to teachers, heads of departments, managers). The paper ends with a series of proposals, conclusions that can be implemented in various educational organizations.

Ensuring a secure environment through the use of information systems are mandatory requirements of today's society, practically it become an intense and ongoing concern in relation to possible risks and threats. The development of organizations is conditioned by the use of information systems, which gain vital importance over time and become the "engine" of daily activity. Also, in addition to the fact that information systems meet administrative and operational needs, they have gradually gained a significant share at all levels of the organization, up to the strategic and decision-making level. The working flows model must include new approaches, starting from the technological levels to managerial levels including most important layer of an organization: human resources. User’s education and cybersecurity management knowledge represent an important part of ensuring the real organization's data and influenced managerial decisions. Technological threats and vulnerabilities can compromise decisional process starting from the early stages. With all the latest security technology implemented, a system will become cyber resilient if will take in consideration the 3 dimensions - human resources, processes, and technology. To achieve this goals, new approaches in cyber security education is needed. The diversity of technologies and accelerated developments of information technology in all domains need to be supported by a complex educational environment who must meet the actual society requirements.

The development of the information society enables the scientific community to formulate and develop new areas of activity to improve the organization of work, including the educational process for sustainable development. The transition to distance learning makes it possible to get information from different sources, to maximize the saturation of the educational summary of lectures with multimedia presentations and hyperlinks to important events. Résumé :
To consider the characteristics of the levels of formation of professional readiness of future specialists to pedagogical diagnostics of quality of education. Diagnostics of levels of formation of professional training of future teachers is realized through a number of research methods: observation, testing, interview, analysis of the results. The basis of the diagnostic systems research on three-level assessment scale, supplemented by «high level», which allows to adapt to local conditions and to enrich the features of a particular region. Analysis of modern works on the organization of control of educational achievements of students; the log books of progress and attendance of students in classes, conversations with teachers and our own observations have proved that in educational practice there are different models of the organization of control of educational achievements of students in pedagogical disciplines and professional subject training, validation should be carried out using various schemes and scales of evaluation present different approaches to the calculation of rating of students (in some cases even within the same University) and others. The analysis proved that the existing complex control tasks and tasks for independent work is only seventy percent of jobs differentiated by professional orientation, the rest of the job for the overall development of pedagogical competence of students. In our opinion, well developed task, that is, those that consist mainly of problems of professional and pedagogical orientation that enhance future teachers ‘ motivation to learn pedagogical disciplines. The quality of education becomes the main reference point that determines the credibility and competitiveness of educational institutions on regional, national level and international arena.

The article is devoted to the organization of modern learning process, namely the use of innovative technologies – computerized adaptive testing in educational electronic environment of maritime higher education institutions. The example of educational electronic environment is presented in the article on LMS Moodle. The provided new technological and methodological opportunities are a priority in the developed methods of control and testing of knowledge, skills and abilities of students. Comparative characteristic of using computerized adaptive testing in educational electronic environment is given in the article according to different criteria: the role of tests in the learning process; methods of training; equipment; presence of the problems in educational process; level of its control and learning outcomes. The paper also presents examples of activities to form communicative competency of future maritime professionals. Types of adaptive tests are listed in the paper. The research activities were done by second year cadets of ship engineering department of Maritime College of Kherson State Maritime Academy. The experiment was devoted to the formation of communicative competence with the help of electronic environment of maritime higher education institution. The results of experiment proved positive impact of computerized adaptive testing on communicative competence of future ship engineers. Further investigation of adaptive testing can also be done for learning system of maritime education establishments using simulation technologies of virtual, augmented and mixed realities.

Now the whole life of a person has switched to online mode. These changes also affected the education system. This means the need to introduce new technologies into the educational process. Books, manuals, printed publications are being replaced by electronic educational resources. Providing up-to-date, verified information to students has always been and remains one of the most important functions of the teacher. Unfortunately, with the transition of training to the online mode, the teacher cannot use his literature when conducting classes. In this regard, there is a need to use electronic resources. On the one hand, the development of the global network implies the presence of a large number of a wide variety of sites, which cannot but be a positive aspect, because both the teacher and the student can independently choose a resource that will be most understandable. But on the other hand, the variety of Internet resources implies the presence of unverified, false information, which can negatively affect the quality of education. That is why it is necessary to analyze new information systems. The problem is the presence of a large number of information technologies and resources used in education. Purpose. The goal is to conduct a comparative analysis of educational electronic publications and resources most often used by teachers of the natural science cycle in terms of their fullness, accessibility and use in the educational process. Method or methodology of the work. The requirements for the organization of a comprehensive examination suggest an approach that includes an examination of technical and technological, psychological, pedagogical and design-ergonomic aspects of the creation and use of educational electronic publications and resources, in our work we were based precisely on generalized research methods: 1) Technical and technological expertise (technical component of the site, its position in the network). 2) Psychological and pedagogical expertise (component by the type of educational electronic publication or resource, level of education, type and form of the educational process, assessment of the content and scenario of the informatization tool). 3) Design-ergonomic expertise (assessment of the quality of interface components of educational electronic publications and resources, their compliance with uniform ergonomic, aesthetic and health-saving requirements; assessment of the quality of interface components of educational electronic editions and resources, their compliance with uniform ergonomic, aesthetic and health-saving requirements). Results. The main sites that are frequently used by teachers of the natural science cycle of disciplines are the Russian Textbook corporation, the Enlightenment group of companies, the Binom publishing house, the Digital Age School, the practical significance of the study is determined by the high level of readiness of the results obtained, during the study it was found that it is advisable to introduce an information-electronic educational site - the Russian textbook corporation - into the pedagogical practice of the implementation of natural science subjects. The advantages of this server were established and recommendations for its use in the educational process were developed. Practical implications: the results obtained are expedient to be applied in educational institutions of the Russian Federation.

Currently, it is important in Ukraine to harmonize cloud technologies application with European and world scientific initiatives. Need to modernize preparation of future PhDs is caused by challenges of new information, globalized society and digital transformation of all spheres of life, including education and science. The research was aimed to determine features of cloud services application in preparation of future PhDs. Concepts of “cloud computing”, “cloud technologies”, “cloud learning technologies”, “cloud services”, “cloud oriented environment” were analyzed. Experience of cloud technologies and their services application in educational and scientific space in researches of foreign and Ukrainian students was considered. Ukrainian experience in preparation of future PhD of various specialties with cloud services application was analyzed. It was emphasized that approaches improving to preparation of future PhDs based on cloud services application would increase their level of digital competence. It is recommended to include a separate course or module of specific discipline on work with cloud technologies and services during preparation of future PhDs. It is important to improve disciplines and tools content to support education process. It can be learning of disciplines using cloud technologies or services by future PhD’s. Also, cloud services application to support scientific and scientific-organizational activities will increase level of organization and implementation of scientific research. It is important to create cloud-oriented environment for preparation of future PhDs in higher education and research institutions. Making cloud-oriented educational and scientific environment should be based on principles of open education. It is recommended to use cloud-based platforms and services (G Suite for Education; Microsoft Office 365; specialized SaaS (CoCalc or other)).

The problem of organizing of Web-based education of bachelors, and the bachelors of computer science in particular, is relevant for higher education institutions. The IT industry puts forward new requirements for future IT professionals training. This, in its turn, requires the educational process modernization: content specification, updating of forms, methods and means of training to meet the demands of socio-economic development of the society in general and bachelors of computer science in particular. The article analyzes and clarifies the notion of Web-based education of bachelors; as well as a line of approaches, such as approaches to the organization of Web-based learning for A La Carte, Station Rotation, Lab Rotation, Individual Rotation, Flipped Learning scenario; the necessity of cloud computing and virtual classroom use as a component of Web-based learning is substantiated. It is established that with the advent of a large number of cloud-based services, augmented and virtual realities, new conditions are created for the development of skills to work with innovative systems. It is noted that the implementation of the approaches to the organization of student Web-based education is carried out on international level, in such projects as Erasmus+ “Curriculum for Blended Learning” and “Blended learning courses for teacher educators between Asia and Europe”. The article features the results of programming students survey on the use of Web-based technologies while learning, namely the results of a new approach to learning organization according to the formula – traditional (30%), distance (50%) and project (20%) training.

This article demonstrates that mathematics in the system of higher education has outgrown the status of the general education subject and should become an integral part of the professional training of future bachelors, including economists, on the basis of intersubject connection with special subjects. Such aspects as the importance of improving the scientific and methodological support of mathematical training of students by means of digital technologies are revealed. It is specified that in order to implement the task of qualified training of students learning econometrics and economic and mathematical modeling, it is necessary to use digital technologies in two directions: for the organization of electronic educational space and in the process of solving applied problems at the junction of the branches of economics and mathematics. The advantages of using e-learning courses in the educational process are presented (such as providing individualization of the educational process in accordance with the needs, characteristics and capabilities of students; improving the quality and efficiency of the educational process; ensuring systematic monitoring of the educational quality). The unified structures of “Econometrics”, “Economic and mathematical modeling” based on the Moodle platform are the following ones. The article presents the results of the pedagogical experiment on the attitude of students to the use of e-learning course (ELC) in the educational process of Borys Grinchenko Kyiv University and Alfred Nobel University (Dnipro city). We found that the following metrics need improvement: availability of time-appropriate mathematical materials; individual approach in training; students’ self-expression and the development of their creativity in the e-learning process. The following opportunities are brought to light the possibilities of digital technologies for the construction and research of econometric models (based on the problem of dependence of the level of the Ukrainian population employment). Various stages of building and testing of the econometric model are characterized: identification of variables, specification of the model, parameterization and verification of the statistical significance of the obtained results.

As a result of literature analysis the expediency of free access of bachelors majoring in Computer Sciences and Information Technologies to modern information educational resources, in particular, e-learning courses in the process of studying mathematical disciplines is substantiated. It was established that the e-learning course is a complex of teaching materials and educational services created for the organization of individual and group training using information and communication technologies. Based on the outlined possibilities of applying the e-learning course, as well as its didactic functions, the structure of the certified e-learning course “Analytic Geometry” based on the Moodle platform was developed and described. Features of application of cloud-oriented resources are considered: Desmos, Geogebra, Wolfram|Alpha, Sage in the study of the discipline “Analytic Geometry”. The results of the pedagogical experiment on the basis of Borys Grinchenko Kyiv University and A. S. Makarenko Sumy State Pedagogical University are presented. The experiment was conducted to verify the effectiveness of the implementation of the e-learning course “Analytic Geometry”. Using the Pearson criterion it is proved that there are significant differences in the level of mathematical preparation of experimental and control group of students. The prospect of further scientific research is outlined through the effectiveness of the use of e-learning courses for the improvement of additional professional competences of students majoring in Computer Sciences and Information Technologies (specialization “Programming”, “Internet of Things”).

The learning process can be made most effective by transferring the educational process to the electronic environment. Thanks to adaptive testing, the accuracy, quality, reliability of training and student interest are enhanced, which allows him to be more motivated. This is a new approach for the student to master most of the information. The introduction of an adaptive testing system ensures the improvement of student learning performance. From the proper organization of the control of knowledge depends on the effectiveness of the educational process. Adaptive testing involves changing the sequence of tasks in the testing process itself, taking into account the answers to the tasks already received. In the process of passing the test, a personality model is built that learns for later use in selecting the following testing tasks, depending on the level of knowledge of the student and his individual characteristics. When calculating the assessment, the adaptive testing system takes into account the probability that the student can guess the answer, the number of attempts to pass the test and the average result achieved during all attempts. The complex of tasks for adaptive testing can be developed taking into account a separate type of perception of information by each student, that is, the student is offered tasks that he is able to cope with and which are interesting for him, which means he is more confident in his abilities and aims at successful completion of the course.

The article deals with the diagnosis of the formation of the information competence components of translators through testing. The use of testing to determine the level of formation of the information-thematic component of the information competence of translators is demonstrated. It has been established that one of the ways to form the information-thematic component of information competence in the aspect of studying terminology can be the use of thematic networks. The development of a thematic network is shown on the example of the thematic network “Electrical equipment”. The stages of test control, which are consistent with the logic of the organization of the educational process and the process of forming the information competence of the future translator according to the scheme of the developed thematic network, have been determined. These stages are the current, thematic, modular, final testing. The main types of test tasks are defined, the combination of which allows diagnosing the level of formation of the information-thematic component of students’ information competence. Criteria and principles for the selection of test tasks for each of the testing stages are proposed. The ratio of test tasks of different types and complexity at the determined testing stages has been developed. The results of an experimental study on the diagnosis of the formation of the information-thematic component of the information competence of future translators by applying the developed integrative testing system using the Moodle platform are presented.

Low- and middle-income countries around the world face a profound educational challenge. At stake in meeting this challenge is their ability to participate effectively in an increasingly interdependent global economy, society, and polity, and to meet many other goals set out in the International Declaration of Human Rights. Turning the current challenge into an important opportunity will, by definition, require significant improvements in the productivity of national education systems. Productivity changes on this scale require innovations at all three levels of the national systems: micro (classroom pedagogy), meso (school and district management), and macro (national politics and policy) levels. This paper sets out principles for designing a process initiated and supported at the national level that can animate, guide, and evaluate the varied innovations that will help national government meet their educational goals along a path that supports their economic, social, and political goals as well.
