To monitor study and analyze the social public service quality is conducive to promote the construction of a service-oriented government that is satisfactory to the people. In this paper, third-party quality monitoring was conducted in 14 cities of Liaoning Province from 11 public service fields such as living environment, public transportation, infrastructure, medical and health care, public security, culture and sports, compulsory education, pension service, employment service, social security and administrative convenience. The results showed that the public’s satisfaction with social security, compulsory education, living environment, public security and employment services was low, which needed to be paid attention to and further improved by Liaoning Provincial Government.

The study aims to investigate the relationship between internal corporate social responsibility (ICSR) practices and employee engagement through job satisfaction as a mediating variable. The ICSR dimensions are comprised of employee empowerment, education and training, employment stability, as well as a working environment. This study is based on the social exchange theory to explore the relationship between the above factors and ICSR. In this study, purposive sampling was adopted. A quantitative (survey) method was employed, generating 93 valid responses. The data was then analyzed using Partial Least Square Structural Equation Modelling through Smart-PLS 3.0. The results revealed that ICSR practices, namely employee empowerment, and employment stability contributed positively to job satisfaction. However, training & education and working environment were found not significant to job satisfaction. In addition, job satisfaction has a positive influence on employee engagement. The results of the study found that except for training, education, and the work environment, job satisfaction mediates the relationship between ICSR practices and employee engagement. Conclusion, implications of the findings, and suggestions for future study are also discussed.

The employment of expatriate teachers is explored here through the perspective of their organisational commitment. Drawing on the results of a public school teacher survey conducted in the Emirate of Abu Dhabi in 2014, this study used a multilevel framework to investigate the effects of teacher characteristics, school environment, and district level human resource management policies and practices on expatriate teachers’ school commitment. The results of the three-level model revealed that while teacher level attributes remained strong predictors of their school commitment, the social and organisational environment of the school greatly contributed to the organisational commitment of expatriate teachers. Interpersonal support within the school community and supportive work climates were crucial for expatriate teachers to build and sustain their commitment. Nationality was found to moderate the relationships between several workplace factors and teacher school commitment.

In recent years, the issue of employment quality for workers has received increasing attention from the government and academia. As a social resource, a social network can provide people with social support and help job seekers find better jobs by transmitting the information on job opportunities. However, currently, there are few empirical studies on employment quality from the perspective of social networks. Based on data from 194 samples from 400 households in Sichuan Province in 2015, this paper constructs an employment quality index system from the six dimensions of labor wages, working time, employment stability, employment environment, career development, and social security. In addition, from the perspective of the structural features and the overall characteristics of the social network, OLS (Ordinary Least Squares) and the path analysis model are used to quantitatively explore the mechanisms of action paths of the social network in terms of the non-agricultural employment quality of part-time peasants. The results show that: (1) the social network scale and the relative network of part-time peasants are found to positively affect employment quality. (2) Age, gender, and education level have indirect impacts on the employment quality loop through network heterogeneity and network scale. In addition, network heterogeneity and health status indirectly impact employment quality through a network scale. (3) By synthesizing the direct and indirect impacts, the comprehensive impacts of each factor on employment quality, in decreasing order, are: village–county distance > village terrain > family population > network scale > education level > skill > network heterogeneity > health status > age > gender. The results suggest that we should pay attention to the role of social network resources in improving employment quality, and should implement various measures to expand peasants’ social networks, so as to achieve high-quality employment.

Refugees experience traumatic life events with impacts amplified in regional and rural areas due to barriers accessing services. This study examined the factors influencing the lived experience of resettlement for former refugees in regional Launceston, Australia, including environmental, social, and health-related factors. Qualitative interviews and focus groups were conducted with adult and youth community members from Burma, Bhutan, Sierra Leone, Afghanistan, Iran, and Sudan, and essential service providers (n = 31). Thematic analysis revealed four factors as primarily influencing resettlement: English language proficiency; employment, education and housing environments and opportunities; health status and service access; and broader social factors and experiences. Participants suggested strategies to overcome barriers associated with these factors and improve overall quality of life throughout resettlement. These included flexible English language program delivery and employment support, including industry-specific language courses; the provision of interpreters; community events fostering cultural sharing, inclusivity and promoting well-being; and routine inclusion of nondiscriminatory, culturally sensitive, trauma-informed practices throughout a former refugee’s environment, including within education, employment, housing and service settings.

Social disjuncture is a complex result of certain unfavorable life circumstances, a person’s social insecurity, and psychological discomfort, lack of self-confidence, social skills, respect, dignity, and self-esteem. Individuals or groups experience social disjuncture due to poverty, discrimination, loss of employment, relationships with relatives, imprisonment, illness, and addictions. One of the groups experiencing social disjuncture is men, and the stereotypes of society towards men further increase the risk of exclusion of this social group. Due to men’s social disjuncture, their social and professional life becomes very limited; their repulsive experience limits decisionmaking, and disrupts the expression of socially acceptable behavior. Men in social disjuncture suffer from social rejection, inferiority; self-doubt, diminished self-esteem, their social skills, and social expression are often unacceptable in society. They often refuse to make positive decisions that can improve their quality of life, do not recognize their uniqueness, otherness, and avoid socially significant changes, bold decisions. Men who have been separated for a long time exhibit aggressive behavior and become even more isolated as a result. The social disjuncture of men can be successfully reduced in the group of social changes aimed at men’s self and knowledge of the environment, development of social skills, development of suitable alternatives for socially unacceptable behavior, increasing social inclusion in society.

In this article, the New London Group presents a theoretical overview of the connections between the changing social environment facing students and teachers and a new approach to literacy pedagogy that they call "multiliteracies." The authors argue that the multiplicity of communications channels and increasing cultural and linguistic diversity in the world today call for a much broader view of literacy than portrayed by traditional language-based approaches. Multiliteracies, according to the authors, overcomes the limitations of traditional approaches by emphasizing how negotiating the multiple linguistic and cultural differences in our society is central to the pragmatics of the working, civic, and private lives of students. The authors maintain that the use of multiliteracies approaches to pedagogy will enable students to achieve the authors' twin goals for literacy learning: creating access to the evolving language of work, power, and community, and fostering the critical engagement necessary for them to design their social futures and achieve success through fulfilling employment.

The paper presents theoretical considerations about people with disabilities and their expectations and opportunities in meeting professional and social needs. An analysis of the literature and legislation shows that the concept of disability is a multi-dimensional one. In the labour market system, the definition of disability refers to the degree, type and group of disabilities. In the vocational education system, the concept of special educational needs or special developmental needs has been introduced which diagnoses young people according to their opportunities, difficulties or limitations. An important task in the education system and in the labour market is to monitor the individual needs of people with disabilities and take initiatives to increase employment and professional activity in the open labour market. Appropriate identification of individual needs and possibilities of the disabled sets new tasks or improvement tasks for institutions and organisations supporting preparation for work, employment and professional activity of disabled people. The paper points to the importance of individualisation in meeting the needs of disabled people. It discusses the expectations of people with disabilities, which most often concern the choice of profession, vocational training, obtaining a job and professional independence, and employment, improvement and activity in the labour market. It formulates the needs for introducing integration measures on the basis of flexible and ad hoc tasks increasing access to education and workplaces and other forms of increasing mobility on the labour market. It shows the need to create a system to support the activity of non-governmental organizations working for the benefit of education, socio-occupational rehabilitation and professional activity. A system based on an individual approach to people with disabilities will contribute to the creation of new opportunities in vocational education, employment in the open labour market and to the integration and positive reception of disability in the local environment.

Approximately 80% of undergraduate students work during the course of their undergraduate studies. Ideally, student's on-campus employment would contribute to his or her learning and development. However, because student employment is typically approached as the fulfillment of job tasks rather than student development, higher education institutions miss critical opportunities for supporting student academic and social integration. This study reframes on-campus student employment as a developmental effort. Data in this qualitative study indicate that on-campus employment can offer opportunities for student development and academic and social integration, and that it can positively influence students' sense of mattering and overall satisfaction with their college experience. It highlights the importance of supervision in student employment and informs our understanding of the ways different types of jobs can influence students' experiences. Given that students with fewer economic resources often come from educationally disadvantaged backgrounds and are potentially more at-risk for not completing their studies, colleges and universities should reconfigure on-campus jobs as opportunities for both employment and academic success.

The aim of the thesis is to understand why European countries show a very different picture of female employment (in their fertile ages) which is not the case for men of the same age. We shed light on the various positions of countries in this framework of earner-carer models, in analysing policy designs, policy outcomes and policy determinants. That is, respectively, family policy indicators, employment of mothers and childless women, gender role attitudes and their interacting effect with policies and employment outcomes. We have used a wide range of primary or secondary quantitative and qualitative data to carry out our comparative analysis, mixing approaches, techniques and methods, from micro-econometric models to macro-level harmonised indicators, supplemented with a case study.

This thesis examines how family background, measured as parents education, and household access to amenities affects children’s school enrolment, and how parents education affects earnings. I also examine how education and family background affects performance of unregistered urban businesses. In the first empirical study, rural educated parents’ effects on biological children’s enrolment were stronger, with educated fathers’ effects positive for boys and girls. Educated mothers helped boys, perhaps indicating more “traditional” values among women. Urban educated parents’ effects were weaker, which is plausible, given the weaker influence of “traditional” values. For non-biological urban children, educated mothers effect were adverse, suggesting that children fulfil a servant-type role to facilitate the educated mother’s market work. Poor access to amenities reduces enrolment. In the second empirical study, while family background was important for education, there were also direct effects of family background on earnings given education for urban individuals, implying that “connections” and nepotism may be important. The final study shows that education is important for performance of unregistered businesses without workers. Among firms with workers, education is insignificant, a result admittedly difficult to explain. Parental business ownership assists performance, an implication that parental business owners can effectively train children to business ownership.

L'auteur s'interroge sur la nature des compétences demandées dans un pays en transition économique, comme la Russie. La question est de savoir : « Est-ce qu'en Russie, les défis auxquels doivent faire face les diplômés sont les mêmes que dans les autres pays de l'Europe ? Est-ce que les diplômés russes ont véritablement besoin de se procurer d'un éventail plus large des compétences afin de mieux réussir sur le marché du travail? ». Nous cherchons à savoir également si l'enseignement universitaire permet d'acquérir toutes les compétences demandées par les employeurs ?
Nous avons mené une recherche visant à vérifier notre hypothèse qu'en Russie, actuellement, il ne suffit plus de posséder des bonnes connaissances dans un domaine particulier, mais il devient indispensable d'acquérir des compétences plus larges et variés, comme la capacité de gérer le stress, de travailler en équipe, de coordonner les activités des autres, etc.
Afin de répondre à ces questions, nous avons mené une enquête auprès 3500 diplômés des 4 établissements d'enseignement supérieur, dans les deux régions de Russie: dans la région de Moscou et à Volgograd. Nous avons obtenue environ 300 réponses à Volgograd et 180 dans la région de Moscou. Cette enquête a été réalisée grâce à la participation financière de nombreux acteurs en Russie et à l'étranger, comme la Mairie de Dijon, le Ministère des affaires étrangères de France, l'Université de Volgograd, l'Académie de management social de Moscou, et également grâce au soutient méthodologique de l'IREDU et du projet européen « REFLEX » (« Flexible Professional in the Knowledge Society »).
Dans en premier temps, nous avons procédé à une analyse générale de la situation des diplômés sur le marché du travail. Nous remarquons que les diplômés bénéficient d'une situation assez favorable sur le marché du travail. Le taux de chômage est très bas (2% à Volgograd, 4 fois inférieur au taux moyen de chômage dans la région ; 3% dans la région de Moscou, la moyenne régional étant de 4,2%). 60 % des diplômés à Volgograd, ainsi que dans la région de Moscou, n'ont jamais été au chômage depuis la fin de leurs études (depuis 2000 - 2001). La durée moyenne du chômage, pour ceux qui ont eu cette expérience, est de 2 mois. 65% des diplômés dans les deux échantillons sont satisfaits de leur emploi actuel. Les revenues des diplômés (après le contrôle de l'inflation) ont pratiquement doublés en 5 ans, entre 2000 (sortie des études) et 2005 (emploi actuel).
Dans en deuxième temps, nous nous sommes focalisés sur les compétences avec un zoom sur les deux questions particulières: quelles compétences sont demandées sur le marché du travail et quel rendement salarial apportent-elles aux diplômés. Notre analyse est basée sur l'autoévaluation des compétences par les diplômés.
Dans un troisième temps, nous avons examiné le rôle de l'enseignement supérieur dans le développement des compétences requises sur le marché. L'analyse des données montre que l'enseignement supérieur remplie bien sa fonction principale : apprendre les connaissances techniques dans un domaine particulier. En outre, il permet de développer la capacité d'analyse et la capacité d'apprendre rapidement des nouveaux savoirs. Cependant, on observe qu'il n'est pas suffisamment efficace pour aider à développer un certain nombre d'autres compétences requises par les employeurs, comme la capacité de manager le personnel, la maîtrise des outils informatiques (ordinateur, Internet), la maîtrise des langues étrangères, etc.

Refugee resettlement agencies provide services to help new refugees develop skills that will allow them to achieve self-sufficiency. Prior research has indicated that leveraging skills and talents is not an easy process for refugee women, who face barriers and difficulties in the transition to a new culture. Researchers have found that financial stability, English comprehension skills, and ability to adopt a new work system are important factors that affect this process. The experiences of Kurdish refugee women with finding employment in the United States have not been explored in past research. Using empowerment theory, this qualitative case study describes the experiences of Kurdish/Middle Eastern refugee women with employment in the Southwestern United States. Data were collected through face-to-face interviews with 8 Kurdish refugee women who lived in Southwest, used resettlement services; and were employed at the time of the study. Participants were voluntarily recruited with the help of 2 resettlement agencies in North Texas. An inductive analysis method was used to analyze the interview data. Employment services are available to all refugee women as part of the services provided by resettlement agencies; however, only those who are ready to enter the workforce can benefit from these services. Participants described their experience of being refugee women seeking employment as difficult and scary. However, participants also expressed that this experience had allowed them to become women with voices, rights, options, and opportunities. The outcomes of this study support the development of culturally relevant programs to serve and empower refugee women to receive quality employment services and bring attention to employment services for refugee women.

The employment rate for individuals with disabilities is low. Yet some individuals with disabilities are able to maintain employment for extended periods of time by using unspecified social competencies, which allowed them to react appropriately during co-worker and supervisor interactions at the work site. The purpose of this qualitative case study was to explore the social skills utilized by an individual with disabilities who maintained employment. Interviews and observations that followed appreciative inquiry principles and social role valorization perceptions were used to gain insight from the individual with disabilities, supervisors, co-workers, and the individual’s employer. The results of this qualitative case study identified the social competencies needed for individuals with disabilities to maintain employment. Professionals who prepare individuals with disabilities for employment could include the identified social skills in their instruction.

The acceleration of changes underlines the need to enhance our efforts to adapt education to the dynamics of the current economic situation and the issue of employment. In the framework of the circular economy, pedagogy, which is based on the educability of individuals, takes into consideration forms of educational planning to identify a long-lasting balance between economic prosperity, social wellness, and environmental development. The challenge of the future is the possibility of increasing youth employment; this calls for pedagogical expertise and organizational planning to ensure that everyone’s development is authentic and holistic. To this end, the MSc Degree programme in Educational Planning and Human Resource Development offered by the Catholic University trains graduates to become professional figures with expertise in coordinating and managing the development of human resources (guidance, selection, personal services); the professional training and retraining of project managers in social and educational contexts for both academic and corporate spheres. The guiding vision behind the MSc in Educational Planning and Human Resource Development is fully in line with the Catholic University of the Sacred Heart’s educational project, to support a culture of responsibility and creativity, entrepreneurism and collaboration, multi-disciplinary knowledge and skills, and scientific research for the purpose of holistic human development. The current situation in the North Caucasus is characterized by a high level of social tension, the severity of socio-economic problems, the solution of which is possible on the basis of the potential of social entrepreneurship. The lack of a scientifically based methodological and theoretical basis for teaching social entrepreneurship in the system of non-formal education is a constraining factor in the rapid, holistic development of social entrepreneurship in the republics of the North Caucasus. The aim of the study is to analyze the content-structural and technological features of informal social and entrepreneurial education. The research methodology is based on the application of the basic ideas of system-activity, ecosystem, axiological, andragogical and competency-based approaches. When solving research problems, methods of a comparative analysis of scientific literature on the problem of social entrepreneurship, entrepreneurial education, methods of comparing and summarizing scientific and theoretical results and empirical information were used. The analysis of the experience in the region allowed the authors to identify and present the characteristics of the psychological and pedagogical features of informal social and entrepreneurial education in the North Caucasus: – strategic orientation of non-formal social and entrepreneurial education on advancing social transformations in the region; institutionalization of the system of social and cultural norms that promote the development and support of social entrepreneurship as a factor in youth self-employment, its involvement in innovative socio-educational practices; – axiological potential of non-formal social and entrepreneurial education: the formation of students’ sustained interest in socially oriented entrepreneurial activity; systematic development of their entrepreneurial competencies; – openness of non-formal social and entrepreneurial education: strengthening the relationship of subjects of social and entrepreneurial education in the regions with the external sociocultural environment, actively involving existing social entrepreneurs in the development of the local entrepreneurial community based on the values of the public good, taking into account dynamic social changes in a wide regional and global context. An analysis of the results allows us to conclude that the development of nonformal social and entrepreneurial education involves the widespread use of interactive educational technologies in the formation of applied entrepreneurial competencies of students, the establishment of a new style of interaction of social entrepreneurs based on trust, resource sharing, value-semantic coordination of ideas and approaches to innovative development of the republics North Caucasus.

Agent-based modelling provides a mechanism by which complex social phenomena can simulated in order to identify how particular features arise from causes such as demographics, human preferences and their interaction with policy settings. The NetLogo environment has been used to implement a simulation of the New Zealand higher education system, using historical data to calibrate model settings to mirror those of the real-world system. This simulation is used to explore how the introduction of an alternative qualification and education paradigm might disrupt established patterns of education and employment.

Topicality of the research is that a significant part of unemployed stay unemployed for a very long time even when the economic situation allows to get employed. This part of society abuses the social security system, misuse the State Employment Agency services. Typically, they are seen by society as less educated, less capable than other groups and they need special assistance in job searching process. The aim of the pilot study was to explore how more creative and skill-oriented methods can be used in career counselling with long-term unemployed. The methodology includes following steps: small group of long-term unemployed (8 women) were asked to reflect on their unemployment and answer 4 questions developed by the author. Questions are covering their opinions on reasons of being unemployed, what kind of a result they want to achieve, what resources they can use and how they are going to feel in case they become employed. Results shows that most participants of the group consider that they can’t find a job because of external obstacles. They mention the State Employment Agency and relatives (families) as resources to use. All respondents were confused answering question about their feelings and cannot name any feeling they might feel getting a job. The results and process of the session show that long-term unemployed have difficulties with soft skills and emotional intelligence.

The paper addresses one of the causes of criminality in Romania: poverty as result of the lack of qualification and formal jobs, particularly in the case of those committing crimes against property. Although there are policies aimed to reduce the causes that generate crime and recidivism, their effectiveness has not been evaluated so far, the only indicator being the statistical one. Contrary to expectations, statistically, the recidivism rate in Romania is increasing. In this context, there is the opportunity to initiate partnerships between the business environment and the penitentiary system to increasing turnover. In addition, it can also address social issues such as qualification of detainees during detention, reducing anger and aggression by engaging in productive and structured activities, increasing the post-release chances of employment, education through and for work, increasing one's own income for prisons and reducing the risk of recidivism after release. The article presents the multidimensional opportunities of a public-private partnership, with an accent on the economic and social impact for the entrepreneur - penitentiary (as a state institution) - detainee - society.

While production and markets have been becoming more integrated since barriers to the international trade reduced, capital movements and the speed of spreading of technology increased with the progress of globalization, issues regarding to agriculture, environment, women, employment, and education became more critical. In this research, “by which functions and missions can agricultural cooperatives sustain their assets under globalized conditions” is the major research question. In the research, 19 cooperatives were chosen among 308 cooperatives, depending on their distance to Kastamonu, foundation year, and the amount of member. Subjects were determined by their traits and occupations. 164 subjects were interviewed via survey questions in 2014-2015. In research, “The situation-specific approach” model, developed by Hartmut Albrecht was applied. Because of the progress of change in organizational values, agriculture cooperatives have to undertake new functions in addition to maintaining agricultural production. The functions can be classified into 4 categories as socio-economic (taking local goods to international markets, recording incomes in the agriculture sector, and creating new employment positions to reduce migration to urban), international relations (developing new projects toward internationalizing to collaborate with other cooperatives), planning (making long-term strategic plans), and education (training women in rural areas, and obtaining their collaboration in cooperative campaigns, and educating future's cooperative managers).

The paper presents results of the new Social and Environmental Report of the European Leather Industry (SER 2020) that follows up on the exercise done in 2012. Based on an intensive survey amongst European tanneries, led by COTANCE and industriAll-European Trade Union, company data on social indicators and environmental parameters that reflect the performance of the tanning sector were collected. Companies’ data, anonymised and aggregated at national level and centrally computed at European level are presented and analysed, versus 2012 data, where appropriate (in terms of average values). Social Footprint of the EU Tanning Industry (employment contracts, age distribution in the EU force, staff retention, education, citizenship, gender balance) and Environmental Footprint of the EU Tanning Industry (chemical consumption, energy consumption, breakdown of energy sources, water consumption, removal of water pollution, waste generation, solvent consumption, costs and investments) are thoroughly discussed. Finally, Sustainability priorities / Ethical issues for the value chain and Objectives and challenges for the future are communicated in order to demonstrate the continuous striving of Europe’s leather sector towards excellence in social and environmental performance.

This literature review draws from academic and grey literature, published largely as institutional reports and blogs. Most information found considered global impacts on employment and the labour market with the particular impact for the very high numbers of youth, women, migrant workers, and people with disabilities who are more likely to be employed in the informal sector. There has been a high negative impact on the informal sector and for precariously employed groups. The informal labour market is largest in low and middle-income countries and engages 2 billion workers (62 percent) of the global workforce (currently around 3.3 billion). Particularly in low- and middle-income countries, hard-hit sectors have a high proportion of workers in informal employment and workers with limited access to health services and social protection. Economic contractions are particularly challenging for micro, small, and medium enterprises to weather. Reduced working hours and staff reductions both increase worker poverty and hardship. Women, migrant workers, and youth form a major part of the workforce in the informal economy since they are more likely to work in these vulnerable, low-paying informal jobs where there are few protections, and they are not reached by government support measures. Young people have been affected in two ways as many have had their education interrupted; those in work these early years of employment (with its continued important learning on the job) have been interrupted or in some cases ended.

In the decade after the Civil Rights Act of 1964, African Americans made historic gains in accessing employment opportunities in racially integrated workplaces in U.S. business firms and government agencies. In the previous working papers in this series, we have shown that in the 1960s and 1970s, Blacks without college degrees were gaining access to the American middle class by moving into well-paid unionized jobs in capital-intensive mass production industries. At that time, major U.S. companies paid these blue-collar workers middle-class wages, offered stable employment, and provided employees with health and retirement benefits. Of particular importance to Blacks was the opening up to them of unionized semiskilled operative and skilled craft jobs, for which in a number of industries, and particularly those in the automobile and electronic manufacturing sectors, there was strong demand. In addition, by the end of the 1970s, buoyed by affirmative action and the growth of public-service employment, Blacks were experiencing upward mobility through employment in government agencies at local, state, and federal levels as well as in civil-society organizations, largely funded by government, to operate social and community development programs aimed at urban areas where Blacks lived. By the end of the 1970s, there was an emergent blue-collar Black middle class in the United States. Most of these workers had no more than high-school educations but had sufficient earnings and benefits to provide their families with economic security, including realistic expectations that their children would have the opportunity to move up the economic ladder to join the ranks of the college-educated white-collar middle class. That is what had happened for whites in the post-World War II decades, and given the momentum provided by the dominant position of the United States in global manufacturing and the nation’s equal employment opportunity legislation, there was every reason to believe that Blacks would experience intergenerational upward mobility along a similar education-and-employment career path. That did not happen. Overall, the 1980s and 1990s were decades of economic growth in the United States. For the emerging blue-collar Black middle class, however, the experience was of job loss, economic insecurity, and downward mobility. As the twentieth century ended and the twenty-first century began, moreover, it became apparent that this downward spiral was not confined to Blacks. Whites with only high-school educations also saw their blue-collar employment opportunities disappear, accompanied by lower wages, fewer benefits, and less security for those who continued to find employment in these jobs. The distress experienced by white Americans with the decline of the blue-collar middle class follows the downward trajectory that has adversely affected the socioeconomic positions of the much more vulnerable blue-collar Black middle class from the early 1980s. In this paper, we document when, how, and why the unmaking of the blue-collar Black middle class occurred and intergenerational upward mobility of Blacks to the college-educated middle class was stifled. We focus on blue-collar layoffs and manufacturing-plant closings in an important sector for Black employment, the automobile industry from the early 1980s. We then document the adverse impact on Blacks that has occurred in government-sector employment in a financialized economy in which the dominant ideology is that concentration of income among the richest households promotes productive investment, with government spending only impeding that objective. Reduction of taxes primarily on the wealthy and the corporate sector, the ascendancy of political and economic beliefs that celebrate the efficiency and dynamism of “free market” business enterprise, and the denigration of the idea that government can solve social problems all combined to shrink government budgets, diminish regulatory enforcement, and scuttle initiatives that previously provided greater opportunity for African Americans in the government and civil-society sectors.

Across the globe, unpaid care and domestic work (UCDW) sustains communities and economies, provides essential care for children, sick and elderly people and those living with disabilities, and keeps households clean and families fed. Without unpaid care, the global economy as we know it would grind to a halt. Yet this work falls disproportionately on women and girls, limiting their opportunities to participate in decent paid employment, education, leisure and political life. Heavy and unequal UCDW traps women and girls in cycles of poverty and stops them from being part of solutions. To help address this, Oxfam, together with a number of partners, has been working in over 25 countries to deliver the Women’s Economic Empowerment and Care (WE-Care) programme since 2013. WE-Care aims to reignite progress on gender equality by addressing heavy and unequal UCDW. By recognizing, reducing and redistributing UCDW, WE-Care is promoting a just and inclusive society where women and girls have more choice at every stage of their lives, more opportunities to take part in economic, social and political activities, and where carers’ voices are heard in decision making about policies and budgets at all levels. This overview document aims to highlight the approaches taken and lessons learned on unpaid care that Oxfam has implemented in collaboration with partners in sub-Saharan Africa and Asia.

The Panel discussion titled “The Presidential Employment Stimulus: Research Opportunities”, was hosted on 10 December 2020 by the Department of Science and Innovation (DSI) and the Academy of Science of South Africa (ASSAf) at the Science Forum South Africa (SFSA) 2020. The Presidential Employment Stimulus was launched in parliament on 15 October as part of government’s Economic Recovery Strategy. It directly funds 800,000 employment opportunities that are being implemented within the current financial year, but it is anticipated that it will also become a medium-term programme. The stimulus includes public employment programmes, job retention programmes and direct support to livelihoods. The single largest programme is run by the Department of Basic Education, which, in the last fortnight, recruited 300,000 young people as school assistants, to assist schools to deal with the setbacks faced as a result of the pandemic. The stimulus supports employment in the environmental sector and over 75,000 subsistence producers are receiving production grants through an input voucher scheme. There is a once-off grant to assist over 100,000 registered and unregistered Early Childhood Development Practitioners back on their feet, as well as a significant stimulus to the creative sector. The session set out to provide an introduction to the Presidential Employment Stimulus Programme (PESP), a key programme within government’s economic recovery plan led by Dr Kate Philip. The key objective was to get input from the research community on how the work that they are already doing and future work could contribute to the M&E efforts and be augmented in such a way that the PESP could become a medium-term programme. The DSI plans to hold further engagements in 2021 to mobilise the wider research community to provide evidence-based research in order to shape the research agenda that would support the M&E work and identify short-term issues that need to be factored into the department’s work plans, under the guidance of Dr Philip.
