Food security was a major global concern in the second half of the 20th century. A positive feedback loop between public policy and technological innovation created abundant food supplies that averted predictions of famine and social chaos. Following the successful global effort to combat hunger, policy attention turned to problems of the environmental footprint of agriculture and other nutrition and diet-related health problems. Policies are developed in response to challenges presented by technology-induced change. As the rate of technological change accelerates, policy makers struggle to keep up and policies risk becoming irrelevant or stymying positive impact of innovation. Public or philanthropic investments created the foundation for private investment in technologies that have been widely adopted. As the public sector reduces its investments in research and development, it is not clear that the private sector has the appetite or means to make the needed investments. Examples of challenges facing agriculture and food security include access to and use of genetic resources, genetically modified crops and the global community’s ability to respond to and mitigate human-induced climate change. Proposed solutions to the world’s many serious challenges almost invariably involve some kind of coordinated and coherent multilateral institutional actions. Yet, today, global political trends appear to be shifting to more unilateral, bilateral and nationalistic perspectives hampering our capacity to respond effectively.

The novel COVID-19 pandemic that affects global food production and accessibility is a great concern/risk towards different country’s capacity to the attainment of stable and sustaining food security. Thus, Qatar’s food security like every other country of the globe is under a threat because of the COVID-19 pandemic which has been so far well managed because of its robust policies, social structure and proactive measures. Before the pandemic, Qatar has strengthened its food security status through laudable fiscal policies that focus on the local production increment, diversifying the sources of food imports and edible items, and overseas agro-business to ensure stable food supply at affordable prices. Hence, this mini-review looks into the current state of food security in Qatar amidst the global COVID-19 pandemic to establish if the current trend will help ensure food availability and accessibility in the foreseeable future.

South Africa’s past policy of apartheid has contributed to some of the socio-economic challenges the country faces today. Some of the challenges include grinding poverty levels, increasing inequality and unemployment among large sections of the population. The constitution of the country makes provision for property and land rights as strategies for addressing some of the past injustices, ensuring food insecurity and sustainable livelihoods. A number of polices have been drafted in this regard, but it is acknowledged that some of the policies that have been adopted by the government have not yielded the desired result leading to the fear that if the situation is not radically addressed may lead to unintended consequences. This paper assesses a number of polices, programs, approaches and strategies regarding land reform policies have that been put into place, most of which have not worked as expected including the fact that the youth have not been factored into most of these programs and policies. This article advocates for the youth to be factored into all land reform and food security policies and programs as a way of capacitating them and getting the youth to see agriculture as a career choice to ensure future food security for the nation, while at the same time addressing youth unemployment and rural poverty. Abstract China’s grain science and technology policies have played an important role in the development of China’s food industry. This paper aims to examine the effects of China’s grain science and technology policies on food security. It quantitatively assesses China’s food security by analyzing the main contents and development trends of China’s food science technology policies through the text metrology method, and then investigates the effects of grain science and technology policies on food security by employing a provincial dynamic panel model. The results show that food security in China is all-round developed, and that the release frequency and cumulative effect of grain science and technology policies play a significant role in promoting food security. Powerful grain science and technology policies can effectively guarantee China’s food security.

Purpose A foresight process was put in place to examine potential developments that can affect the world food situation in 2030 to identify the most useful areas for European Union (EU) policy intervention. Design/methodology/approach Four interactive workshops involving over 100 experts were organised. The structure of the foresight was designed based on the following five objectives: envision the future of food systems, agree on the most crucial drivers of change affecting food security, reach a consensus on a likely vision for 2030, challenge this vision and analyse current policies and policy needs in terms of responsiveness and resilience to food security future challenges. Findings The study contains four key messages accompanied by several related policy recommendations for the immediate and medium term to enable the EU to contribute to achieving food security by 2030. These refer to the transformation of agriculture production systems, the enabling environment, trends in production and consumption and demand-driven food systems as important determinants of sustainable food security. The study recommends a stronger coherence and coordination between different EU policies impacting food security. The development of urban areas is an overlooked challenge for food security as well as the contribution of trade and demand-side dynamics. Originality/value This is one of the very few attempts to look at food security with a system approach. A new paradigm shift is proposed: securing “regular” access to adequate food for the majority of the 8-9 billion people who will live on earth in the period 2030-2050, while addressing the food insecurity of a fraction of that total, is how a future European food security policy should be approached.

Food is a need for all communities. Food security and development planning is a current issue of investigation in the Third World, particularly in Sub-Saharan Africa, due to recent famines. In these countries, development planning has been criticized on the grounds of its alienation from the local environments and its failure to achieve food security for the growing population. This thesis investigates the food problem in arid Sudan and examines the situation in the White Nile region as a suitable case study. The investigation of this problem was on indicators, such as food production, food marketing, food consumption, and environmental change to verify the hypothesis that there is a food problem in arid Sudan, similar to that in arid Sub-Saharan Africa, and demonstrates the inappropriate development planning in the Sudan. Investigation makes clear that the food problem is more evident in the rainland areas of the region and gives further evidence of the failure of Sudanese planning in its arid lands. Of the eleven chapters, chapter one is an overview of the food problem in the Sudan and Sub-Saharan Africa, and discusses research methodology. Chapter two reviews Sudanese planning and the research hypotheses, whilst chapter three applies development theory to the Sudanese situation. Chapter four examines the Afro-Asian experience in food production and concludes with lessons for the Sudan to ponder in the White Nile region. Chapter five investigates the development process of the White Nile region and related problems, particularly of food supply. Chapters six to ten are respectively devoted to an investigation of food production, marketing, and consumption in relation to the environment and survival strategies. Chapter eleven includes the main research findings and suggests a solution of the food problem in arid Sudan.

Lo scopo della tesi di dottorato è quello di indagare, analizzare e costruire evidenza empirica sulla rilevanza degli approcci territoriali per affrontare il problema dell'insicurezza alimentare, sulla base del presupposto che l'inefficacia degli approcci tradizionali alla sicurezza alimentare e nutrizionale (FNS) sottolinea la necessità di passare da approcci “one-size-fits-all”, interamente top-down e settoriali ad approcci integrati, contesto-specifici e territoriali. La prima parte definisce un quadro concettuale e di policy per l'approccio territoriale alle politiche di FNS, intervistando anche i principali esperti sui temi della FNS e dello sviluppo regionale. La seconda parte si propone colmare il gap in termini di informazione e di metodi di analisi per la FNS tramite lo sviluppo di strumenti e approcci per misurare e valutare le determinanti strutturali territoriali della FNS. In particolare, nel lavoro si propongono due diversi strumenti: il Territorial Capital Index (TCI) e la matrice di contabilità sociale (SAM). Il lavoro di ricerca conclude che la FNS è un problema complesso e multisettoriale di sviluppo socio-economico caratterizzata da una forte dimensione territoriale che va ben oltre la produzione alimentare ed è il risultato di interazioni dinamiche e complesse tra politiche sociali, economiche, istituzionali e ambientali. L'approccio TCI-SAM proposto fornisce ai decisori politici un sistema di informazioni e di analisi territoriali esaustivo per indirizzare le strategie e le politiche di FNS e per una più efficiente allocazione delle risorse.
The aim of the PhD thesis is to investigate, analyze and build empirical evidence on the relevance of territorial approaches for addressing the issue of food insecurity, based on the assumption that the ineffectiveness of traditional approaches to food and nutrition security (FNS) stresses the need to shift from one-size-fits-all, entirely top-down and sectoral-based approaches to integrated, context-specific and place-based approaches. The first part defines a conceptual and policy framework for the territorial approach to FNS policies also by interviewing the main experts on the issues of FNS and regional development. The second part aims at filling the FNS gap in terms of information and analytical methods by developing tools and approaches to measure and assess the territorial structural determinants of FNS. In particular, it proposes two different tools: the Territorial Capital Index (TCI) and the Social Accounting Matrix (SAM). The research concluded that FNS is a multi-sectoral and complex socio-economic development issue characterized by a strong territorial dimension which goes far beyond food production and it is the result of dynamic and complex interactions between economic, social, institutional and environmental policies. The combined TCI-SAM approach provides policy makers with comprehensive territorial information to target FNS strategies and policies and to better allocate resources.

Debates over food security strategies in the Philippines have pitted the neoliberal paradigm of trade liberalization, export cropping, and chemical and biotech agricultural methods against the food sovereignty paradigm of protectionism, staple cropping, and sustainable agriculture methods.

The Philippine government has long pushed for yield increases of staples. However, there has been dissonance between governmental desires for rice self-sufficiency and pursuit of a more export-oriented agricultural economy. The World Bank, the International Monetary Fund, the Asian Development Bank, and the World Trade Organization have pressured the government of the Philippines to adopt various tenets of neoliberalism (trade liberalization, privatization, deregulation, and budgetary austerity), which have hindered the achievement of Philippine goals for self-sufficiency in its staple foods and stunted the potential benefits of land reform.

Through ethnographic research of the social and ecological conditions in three rural villages in the province of Bukidnon, this examination of agrarian change explores how various actors—small farmers, collectives, large planters, and agribusiness corporations—have been scaling their projects in the agricultural economy.

The use of chemical inputs has damaged soils and saddled farmers with debts. In many cases, control of land has been lost to elites through sales or pawning arrangements. Relatively egalitarian corn- and rice-farming areas have given way to a stratified landscape of sugarcane and banana plantations, as former smallholders have been forced to work as wage laborers. Multinational agribusinesses have steered the area away from staple production and threatened human and environmental health with pesticide exposure and erosion.

Some farmers though have organized against these prevailing trends. Production and social reproduction have been rescaled through collective marketing, reciprocal labor arrangements, and more equitably gendered divisions of labor. Agroecological methods, such as composting, organic fertilization, seed saving, and indigenous pest control have scaled the reproduction of environmental conditions more locally and increased farmer incomes because their inputs are created on the farm. Protecting local control of the means of production—seeds, fertilizers, and especially land—has become an important method for preserving a smallholder class, maintaining more self-determination, and working toward greater food sovereignty.

The majority of the rural population in developing countries sustains their livelihoods through small-scale family farming on subsistence level. However, agricultural productivity is far from its potential and food insecurity and high absolute poverty rates are widespread challenges in Sub Saharan Africa (SSA), including Mozambique. Global actors, such as the World Bank (WB), frequently publish policy guidelines, strategy papers and reports, all aiming at tackling the focal problem of low agricultural productivity and claiming to be dedicated to the overall goal of economic, social, inclusive and sustainable development. But as agricultural productivity rates in many developing countries remain low, and food insecurity rates have been high for several decades, the adequacy of global policy guidelines for local structures, conditions and needs is questionable. The aim of this study is therefore to analyze the suitability of and identify possible discrepancies between global strategies – that claim to raise agricultural productivity and food security – and the local level. A strong emphasis is placed on a people-centered, local grassroots perspective. To gather data, a five-week field study in Lago District, Mozambique, was carried out, following an abductive approach and using semi-structured interviews on household level, and with a variety of other stakeholders from the public and private sector. The Logical Framework Approach was applied to structure the findings from the WB report and from the field work, with the aim to create a basis for the analysis and comparison of that data, which provides an answer to the research problem of the suitability of global policies on local level. Additional analytical guidance is provided by the concept of human security and a gender perspective. Conclusions from the study demonstrate that the neoliberal point of departure and the different understandings of small-scale farming underlying the problem and objective of (low) agricultural productivity rates identified by the WB, are not coherent in comparison to the local situation identified in Lago District. The development interventions suggested by the WB rather tend to be an obstacle for sustainable rural and agricultural development, as well as local food security/sovereignty, poverty alleviation and inclusive economic growth in the context of Lago District.

Biofuels now days consider as one of the successful alternative to meet the challenges associated with climate change and peak oil, as well as a way for poorer countries to develop an industry in order to enhance social and economic development. In many developing countries and particularly in Africa, this has led to large-scale investments in lands by foreign companies, and as a consequence there has been a debate on whether these actions are environmentally sustainable and whether this kind of activity actually brings economic development. The investments of biofuels in Africa, espe-cially the Jatropha plantations are debatable. Several arguments have been concentrat-ed on development goals, economic issues and environmental concerns. This report evaluates the status of some Jatropha projects in Sudan, Ethiopia, Kenya and Tanza-nia, the outcomes of the report show that biofuels from Jatropha lead to a significant socio -economic benefits by creating many jobs opportunities and improve the stand-ard of living in Africa. However, inadequate funding’s, high investment costs, no clear policies for biodiesel are the most challenging for Jatropha in Africa which need fur-ther mechanisms and ideology by African scientists, leaders, NGOs, farmers and deci-sion makers. In the studied countries, it was reported that the Jatropha produce low yields of oil seeds especially in the marginal lands with no enough water supplies. In Kenya the productivity of Jatropha is very low for large scale- project. Moreover some social and environmental impacts are also seen for Jatropha cultivations in Ethiopia, Kenya and Tanzania. Some Jatropha projects have impacted the food security nega-tively; nevertheless some biofuels experts believe that Jatropha has no any adverse im-pacts on food security since it is inedible and grown on marginal lands. In Ethiopia, the main environmental impacts of Jatropha are related to biodiversity, water quality and quantity. In Kenya, the environmental impacts are related to biodiversity, carbon emissions, water withdrawal, pollution of agro- chemicals usage, deforestation and soil erosion, whereas in Tanzania, the main environmental issues are connected to the change of land use system, impacts on biodiversity and impacts on water resources.

This thesis examines how recent South African government fisheries policies have affected the livelihoods and food security of small-scale fishers, using the Kalk Bay fishing community in Cape Town, South Africa, as a case study. Fish has for generations provided food security for the fishers of Kalk Bay and their families. This food security has been both through catching fish for direct consumption and selling fish for income. Fish is an excellent source of nutrition, supplying easily digestible protein, as well as vital macro and micro nutrients essential for development and growth, thereby providing nutritional security. In South Africa, the right to food has been identified by the South African government as a primary policy objective. The Constitution of South Africa also guarantees access to food for citizens of the country primarily through providing access to food sources and livelihoods. This mini-thesis argues that despite the stated objectives of the government, the development and implementation of policy in the fisheries sector has not supported the right to food. Research was conducted through in-depth interviews with government representatives, fishing activists and fishers with a direct interest in Kalk Bay, as well as a survey completed in the Kalk Bay fishing community. The findings were examined through a sustainable livelihoods perspective, with a focus on access rights as a necessity to access livelihoods. The results clearly indicate that households in Kalk Bay who have traditionally pursued livelihoods and food security through fishing are often no longer able to do so. Small-scale fishers were completely omitted from the Marine Living Resources Act of 1998. This has resulted in the removal of access rights to marine resources which has led to these traditional fishers no longer being able to access their historical livelihoods and provide food security. These fishers have experienced further disenfranchisement from policies that were promised to empower the citizens of South Africa at the beginning of the new democracy in South Africa. As a result of a loss of access to livelihoods, small-scale fishers in South Africa launched a class action against the government. This legal action was won by the fishers and a judgement was given that the government was to amend the Marine Living Resources Act (1998), and a fisheries policy ensuring the inclusion of small-scale fishers was to be written. This thesis also addresses the attitudes towards and challenges of the newly adopted “Policy for small-scale fisheries in South Africa” of the fishing community of Kalk Bay. The evidence suggests that although small-scale fishers are now included, there are still notable challenges that could derail its successful implementation. A key challenge is the uncertainty by any parties about the quantity and value of marine resources to be allocated to the small-scale sector. It is unclear how much, if any, of the allocation is coming from the large scale industrial sector. This could result in continued challenges to the small-scale sector in terms of being able to access livelihoods and maintain food security.

Product and Ingredient Security is an evolving process to prevent accidental or malicious contamination of food ingredients at the supplier level, manufacturing locations, product carriers, and through the distribution system to the retail shelf. Although greater than 90% of product tampering occurs at retail, the manufacturing community must have systems in place to assure food safety. These systems include; a Security Policy, Crisis Management Team, secure manufacturing plants, approved suppliers with Security Policies, Product Traceability, and bulk and retail packaging that utilizes the best tamper-evident features. Consumer safety and “peace of mind” are critical to maintaining the public’s confidence in the security of our manufacturing facilities and ultimately our brands and trademarks. Over time, forest education has had to adapt to keep up with global changes and to accomodate the needs of students and society. While facing pressing global issues like climate change, deforestation, illegal logging and food security, the role of higher forest education has shifted away from traditional teaching approaches and practices to methods that emphasize sustainable development, community-based management and environmental conservation in forestry. In doing so, forest education has cultivated human expertise that understands the complexity of ever-changing environments, masters state of the art technologies to manage fores and natural resources, and is capable of creating, communicating and implementing related policies in global communities and societies. In this context, educational technology and online lerning enable flexible, accessible, effective, and high-quality forest education. A case study of a Sustainable Forest Management Online program led by the Faculty of Forestry, University of British Columbia (UBC) shows that appropriately integrating educational technologies into an interntionally developed and recognized high quality curriculum is an effective way to create accessible and affordable forest education in meeting the demand of evolving societal and environmental conditions.Keywords: forest education; educational technology; international collaboration, open educational resources

Despite notable progress in reducing global poverty and hunger in recent decades, about one out of nine people in the world suffers from hunger and malnutrition. Stakeholders charged with making decisions pertaining to agricultural production, development priorities, and policies at a region-to-country scale require quantitative and up-to-date information on the types of crops being cultivated, the acreage under cultivation, and crop yields. However, many low- and middle-income countries lack the infrastructure and resources for frequent and extensive agricultural field surveys to obtain this information. Technology supports a change of paradigm. Traditional methods of obtaining agricultural information through field surveys are increasingly being augmented by images of the Earth acquired through sensors placed on satellites. The continued improvement in the resolution of satellite images, the establishment of open-access infrastructure for processing of the images, and the recent revolutionary progress in artificial intelligence make it feasible to obtain the information at low cost and in near-to-real time. In this brief, we discuss the use of satellite images to provide information about agricultural production in low-income countries, and we comment on research challenges and opportunities. We highlight the near-term potential of the methodology in the context of Rwanda, a country in sub-Saharan Africa whose government has recognized early the value of information technology in its strategic planning for food security and sustainability.

This rapid review synthesises evidence on key aspects of mainstreaming institutional resilience and systems strengthening in donor policies and programming in FCAS (Fragile and Conflict-affect States) contexts, particularly in nutrition (food security), health, WASH and the economic sector. Institutional resilience is the ability of a social system (society, community, organisation) to absorb and recover from external shocks, while positively adapting and transforming to address long-term changes and uncertainty. Investing in strong, well-functioning and adaptable social systems, such as health, education and social protection systems, can build resilience, as this help to cushion the negative economic and social effects of crises. While development actors have established guidance on how institutions can be made more effective, inclusive and accountable, there is much less literature on institutional resilience and how development actors can help to foster it. Much of the literature notes a lack of systematic evidence on applying the concept of resilience. These gaps extend to a dearth of guidance on how development actors can mainstream institutional resilience and systems strengthening into their policies and programmes. This rapid review draws on common factors discussed in the literature that are considered important to the strengthening of resilience and particular systems. These may, in turn, provide an indication of ways in which to mainstream institutional resilience and systems strengthening into development policy and programming

In recent years, mission-oriented approaches have received growing interest in science, technology and innovation (STI) policies against the background of two developments. First, while so-called “horizontal” or “generic” approaches to research, technology and innovation policies have largely been successful in improving the general innovation performance or the rate of innovation, there are perceived limitations in terms of insufficiently addressing the direction of technological change and innovation. Second, “grand societal challenges” emerged on policy agendas, such as climate change, security, food and energy supply or ageing populations, which call for thematic orientation and the targeting of research and innovation efforts. In addition, the apparent success of some mission-oriented initiatives in countries like China, South Korea, and the United States in boosting technological development for purposes of strengthening competitiveness contributed to boosting the interest in targeted and directional government interventions in STI. Against the backdrop of this renewed interest in mission-oriented STI policy, the OECD has addressed the growing importance of this topic and launched a project looking into current experiences with Mission-Oriented Innovation Policy (MOIP). The present study on MOIP in Austria was commissioned by the Austrian Federal Ministry for Climate Action, Energy, Mobility, Environment, Innovation and Technologiy (BMK) and comprises the Austrian contributions to this OECD project. The study aims at contributing Austrian experiences to the international debate and to stimulate a national debate on MOIP.
